Cuomo described both New York systems as “bastions of diversity and engines of social mobility.” The message instructs the chairmen to continue existing policies that promote racial diversity and inclusion and to prepare a report by Aug. 15 on how they will further expand and increase diversity on campuses.

“In this state, we embrace diversity and we encourage it,” Cuomo wrote. “SUNY is nearly 45-percent minority and CUNY is 76-percent minority. This diversity broadens understanding and breaks down barriers and stereotypes, and it ensures all New Yorkers have the opportunity to succeed. Bronx PI Pleads Guilty to Bribing Witness

By Forum Staff A private investigator from the Bronxworking with a man charged with illegally possessing a gun, has pled guilty to bribing a witness.

Charles Gallman, 55 of Metropolitan Avenue, attempted to pay off, as well as to intimidate and coerce the victims in the gun case from testifying.

“Witnesses of crimes must be protected from outside interference that might affect their testimony,” said DA Brown. “My office will not tolerate the intimidation of, or tampering with witnesses…”

Gallman, purporting to be a private investigator, pled guilty to bribing a witness before Justice Joseph Zayas, who indicated he would sentence the crooked PI to 1 to 3 years in prison.

Frederick Freeman, 30, Gallman’s co-defendant, pled guiltyto the original gun case aswell as the witness tampering charge in May of 2016, and was sentenced to nine and a half years in prison.

Over the course of a long-term investigation various investigative techniques were utilized, and according to the charges in the underlying case, Freeman and his girlfriend, Raneisha Williams, then 23, went to the apart-

ment of Williams’ brother on and knocked on the door but Williams’ brother refused to open it initially. When he finally did, Freeman pointed a gun at him and tried to push his way into the apartment but the young man slammed and locked the door and called 911.

Police arrived at the scene and found the pair hiding in an apartment 3 floors below, where they recovered a black handbag under the containing a loaded defaced silver .380 caliber pistol.

Both defendants were charged with second- and third-degree criminal possession of a weapon. Williams pleaded guilty to seconddegree criminal possession of a weapon and

was sentenced to three and one-half years in prison.

While the case was still pending,Freeman and Gallman engaged in acts intended to instill fear in the victim - the brother of defendant Williams - as well as his family members.

They threatened physical harm if Williams’ brother testified.

Through a court authorized wiretap Freeman was recorded making threats and offering bribes from Rikers Island.

Gallman also contacted the victim and a member of his family in person and over the phone in an effort to tamper with, bribe and/ or intimidate the two.

City Department of Education Touts Redesigned Website

“Students and families need access to information to be truly empowered. This new website gives them meaningful, translated, easy-to-navigate information, right from their mobile devices,” said Carranza.

The DOE used web analytics to gain a deep understanding of how users were interacting with the previous site and based design decisions on this analysis, as well as feedback from families. The new site is: • Mobile-ready • More accessible for individuals with disabilities, with enhanced screen-reader compatibility, descriptively labeled images and hyperlinks, and easier keyboard navigation.

• Streamlined with an easy-to-use design and structure, including:

Coalition Demands that Congress Fix ‘Broken’ National Flood Insurance Program

By Michael V. Cusenza A coalition of organizations that scrutinize federal disaster policy fired off a letter to U.S. Senate leaders on Monday demanding that they take substantive action to reform the beleaguered National Flood Insurance Program.

SmarterSafer, which is comprised of conservation groups, taxpayer advocates, insurance interests, and housing and mitigation experts, noted that while the Senate recently slipped into the Farm Bill a six-month NFIP extension in order to avoid a lapse in the struggling program, “continuous shortterm extensions do not provide the certainty or the reforms the program needs.”

And the eleventh hour is fast approaching: The NFIP will shutter unless lawmakers pass legislation extending it by July 31.

“Unfortunately, NFIP— which has borrowed over $40 billion from US taxpayers— has now been extended on a short-term basis a number of times in the last year without needed reforms,” the coalition wrote in its missive to Majority Leader Mitch McConnell and Minority Leader Charles Schumer.

“The last time NFIP reform was debated, there were 17 short-term extensions and four program lapses— communities and people at risk deserve better this time. They need certainty and a program and options that meet their needs. We urge you to act quickly to pass a longer-term reauthorization that includes meaningful reforms.”

The 58-year-old man, who was not identified by authorities, was last seen on Sunday at approx 6:30 p.m. in the vicinity of 118th Street and Metropolitan Avenue in Kew Gardens. He was wearing yellow shorts and a light-blue shirt.

Congress must require FEMA to work with lenders and the Federal Housing Administration to

For too long, the federal government has masked risk through subsidized rates, resulting in a program deeply in debt to taxpayers.

Consumer choice/Affordability: Congress must clarify current law so that homeowners can choose private flood policies if they find better rates and/or coverage in the private sector. Any reform or reauthorization must include the Flood Insurance Market Parity and Modernization Act. Though the bill merely clarifies current law, it is needed to assure lenders they can accept private policies.

Increased transparency: Homeowners and communities can only make decisions to reduce the potential for flood damages if they have access to information about flood risks. FEMA should be required to make more data available to the public on flood losses, repeatedly flooded homes, and community compliance with the NFIP.

Police Look to Nab Man Wanted for South Richmond Hill Robbery Spree

By Michael V. Cusenza South Queens cops reached out to the public on Friday for help in identifying and locating a man wanted in connection with at least three vicious robberies that occurred in South Richmond Hill last month.

According to police reports, on Wednesday, June 6, around 10:40 p.m., the suspect punched a 50-yearold man in the face and stole his wallet in the vicinity of 134th Street and 107th Avenue.

In the second reported incident, on Friday, June 8, at approximately 11 p.m., the suspect socked a 56-yearold man in the face as he was standing in front of 104-60 121st St. and removed his wallet, which contained $200 in cash and 10 credit cards. The suspect fled southbound on 121st Street in a dark-colored, four-door Honda sedan with a yellow New York license plate, cops said.

And on Friday, June 19, around 11:30 p.m., the suspect punched a 51-year-old man in the back of the head, stole his cell phone, and an

undetermined amount of cash in the vicinity of Liberty Avenue and 120th Street. Once again, the suspect fled the scene in a dark-colored, four-door Honda sedan with a yellow New York license plate – this time westbound on 107th Avenue.

The suspect is described as a black man, 25 to 35 years old, 5-foot-8 to 5-foot-10; last seen wearing a dark-colored baseball cap, a black hooded sweater, a white shirt, dark-colored sweatpants, and white sneakers.

Cuomo Announces New Actions to Protect Reproductive Rights

By Forum Staff Governor Andrew Cuomo on Monday announced new actions to protect reproductive rights in the Empire State as President Donald Trump nominated conservative jurist Brett Kavanaugh to the Supreme Court.

Through regulations by the Department of Financial Services and Department of Health, the State will ensure an insurer must cover over-the-counter emergency contraception in addition to all other contraceptive drugs, devices or other products for women approved by the U.S. Food and Drug Administration and, as well as the dispensing of 12 months of contraceptive at one time, all without co-insurance, co-pays or deductibles.

The governor said a conservative-heavy SCOTUS could mean a roll back of advancements in reproductive health care.

“In the face of this federal assault, New York is going to protect itself because this state has always been the progressive capital of the nation,” Cuomo said. “This is the time to fight back. This is the time to resist. This is the time to make your voice heard. This is the time where every New Yorker has to say, you’re not taking women’s right to reproductive rights away. Cuomo on Monday also called on the State Senate to reconvene and vote on codifying the protections of Roe. v. Wade into State law. The governor noted that the Assembly has passed legislation to codify the protections of Roe v. Wade for the last six years, including during the 2018 legislative

“The federal government’s attempt to set back women’s rights and erode the progress made will not be tolerated,” U.S. Rep. Nydia Velazquez (D-Queens, Brooklyn, Manhattan) added. “We will take all steps necessary to protect reproductive rights in this great state.”

By Michael V. Cusenza With the launch of Neighborhood Policing on the summer horizon for the 102nd Precinct, command officials have organized a “meet and greet” event in anticipation of the program during which residents will be introduced to their new Neighborhood Coordination Officers.

The meeting is set for Monday, July 16, at 7 p.m. at Golden Terrace Banquet Hall, located at 120-23 Atlantic Ave. in Richmond Hill.

“Here you will have the opportunity to speak and interact with the NCOs assigned to your neighborhoods ask questions you may have,” according to precinct leadership. “ Come and learn more about how Neighborhood Policing works, as well as the role that you can play, in partnership with your NCOs, in building better, safer neighborhoods.”

According to the NYPD, the Neighborhood Policing initiative divides precincts into four or five fully staffed sectors that correspond, as much as possible, to

the boundaries of actual existing neighborhoods. Sector officers assigned to these sectors work the same neighborhoods on the same shifts, increasing their familiarity with the local residents and local problems. Supporting the sector officers are two cops designated as the Neighborhood Coordination Officers. The NCOs are conceived as liaisons between the police and the community, but also as key crime-fighters and problem solvers in the sector.

The NCOs spend time actively familiarizing themselves with the community to better respond to neighborhood-specific crime and other conditions. The NCOs immerse themselves in the community by attending meetings with community leaders and clergy, visiting schools, following up on previous incidents, and using creative techniques and adaptive skills to fight crime unique to their particular sectors.

JFK Passenger Caught Trying to Smuggle Live Birds

By Forum Staff A Guyanese man was recently detained at John F. Kennedy International Airport and fined after live birds were discovered in one of his bags, according to federal officials.

The passenger arrived at JFK on June 5 on a flight from Georgetown, Guyana. United States Customs and Border Protection officers conducted an examination of the man’s computer bag and discovered eight live finches concealed inside a hidden compartment.

The man, who was not identified, was further interviewed by CBP Agriculture Specialists who quarantined the finches and issued a $300 fine to the traveler.

The seized birds were turned over to personnel from the U. S. Department of Agriculture, Veterinary Services. The passenger was later admitted to the United States.

By Forum Staff A coalition of the city’s leading transportation advocacy organizations on Tuesday unveiled for the first time a comprehensive state policy agenda and urged candidates for state office to adopt their platform.

The Riders Alliance, New York Lawyers for the Public Interest, New York League of Conservation Voters, Regional Plan Association, New York Public Interest Research Group Straphangers Campaign, StreetsPAC, Transportation Alternatives, and Tri-State Transportation Campaign recently joined forces to craft “Transportation and Equity: A Vision for New York State Leadership in 2018,” a four-page budgetary, legislative, and policy agenda that includes funding and implementing the Metropolitan Transportation Authority’s Fast Forward plan to fix the subway, redesign the bus network, and make transit accessible; adopting the state Fix NYC panel’s congestion pricing proposal to raise transit funds by charging cars and trucks to drive in the Manhattan Central Business District; and enacting fully automated camera enforcement of traffic signals, speed and bus-lane restrictions.

“Transportation and Equity…” highlights include: • Fund the Fast Forward plan to modern, accessible subways and buses and a functional paratransit system: State of the art signals on all subway lines in 15 years, modernizing 1930s technology; 3,000+ new subway cars to replace old cars from the 1960s and ‘70s and add capacity so that, with modern signals, more trains can run, reducing crowding; 50 new accessible subway stations in five years, 130 in 10 years, all possible in 15 years; 300+ subway station upgrades; nearly 5,000 new buses; redesigned bus routes in all five boroughs in five years; a new subway and bus fare payment system in five years.

• The Price: According to the coalition, fixing the broken transit system will cost about $30 billion, which includes major portions of the next two MTA five-year capital plans and another $10 billion for the cur-

rent capital plan that was promised but not yet funded.

• Paying for It: Fix NYC will upgrade transit infrastructure while reducing traffic congestion; enacted March 2018: congestion surcharge on taxi and for-hire vehicle trips in Manhattan below 96th Street beginning in January 2019 – revenue will primarily fund Subway Action Plan maintenance begun in 2017; additional revenue will support outer-borough transit improvements.

Not yet enacted: congestion charge on trucks and private cars entering the Manhattan Central Business District below 60th Street – more than $1 billion in annual revenue would support transit modernization.

According to the coalition, adopting the complete set of Fix NYC recommendations is essential to funding Fast Forward.

• Improve Buses: Make buses efficient, reliable and environmentally sound; protect and expand the existing bus lane network to prioritize buses on city streets; automate bus-lane enforcement through legislation lifting restrictions on camera use; invest in an all-electric bus fleet as quickly as possible.

• Make the Transit Network Accessible: fund a fully accessible subway network within 15 years and ongoing accessibility improvements beginning now.

• Create Safe, Transit-friendly Streets: give City Department of Transportation full discretion over automated speed limit and traffic signal enforcement cameras; eliminate free parking placards for private vehicles operated by non-disabled drivers; permit electric-assisted bicycle operation on city streets; permit City to regulate autonomous vehicle operation on city streets; train motor vehicle drivers in pedestrian and bicyclist safety as part of licensure.

• Restore Trust and Accountability to Transit: transit funding should be lockboxed so that what’s intended for transit is spent on transit (Mayor de Blasio has called for this for several years now); the MTA should produce a full accounting of its assets.

In May, Metropolitan Transportation Authority New York City Transit President Andy Byford unveiled his extensive plan to revolutionize every major aspect of the organization and its services, from subways to buses to accessibility to corporate culture.

Dubbed “Fast Forward: The Plan

to Modernize New York City Transit,” the 75-page blueprint focuses on four major priorities, according to Byford: transforming the subway, reimagining the city’s public bus network, improving accessibility for all modes, and engaging and empowering NYC Transit’s workforce to deliver the best service possible.

Additionally, earlier this year, the state Fix NYC Advisory Panel released its highly anticipated report that endorses a congestion-pricing plan to relax traffic bottlenecks on Midtown Manhattan streets and help subsidize the MTA’s overhaul of the antiquated subway system.

“While elected leaders haven’t yet made the investments or passed the laws to get transit up to speed and accessible to everyone, we have in Fast Forward and Fix NYC a plan to fix the system and a way to fund implementation. Now we need the attention and will of the governor and legislature to make it happen,” the coalition wrote in the introduction to its must-read “Transportation and Equity: A Vision for New York State Leadership in 2018,” a four-page budgetary, legislative, and policy agenda. “Transit is New York’s lifeblood. The region’s economy and tax base are founded on it. For millions of households, transit is the only way to get around. As housing costs rise, New Yorkers must spread out to find affordable homes and rely on transit to stay connected.

Equity demands that state leaders prioritize transit in the public budget and policy-making process.”

Prioritize transit? We can’t even get Albany to keep school-zone speed cameras—devices that are actually saving lives—on in the five boroughs.

Maybe if we follow the coalition’s lead and hold perspective state office candidates to making transportation their main concern.

Until then, we’ll be more like top of the bottom than top of the heap.

Man Choked to Death by Fellow Inmate at Rikers Island

By Michael V. Cusenza A prisoner was choked to death by a fellow prisoner on Monday on Rikers Island in the first inmate-on-inmate homicide at the infamous jail complex since 2008, according to the Mayor’s Office and published reports.

Artemio Rosa, 27, allegedly jumped Casey Holloway, 35, inside the Anna M. Kross Center on Monday afternoon. As of Wednesday evening, a motive for the attack was not known.

The Kross Center houses inmates suffering from mental illness.

“This loss of life is a tragedy, and serious violence of this nature is incredibly troubling,” said City Hall spokeswoman Natalie Grybauskas. “An investigation is underway and we will do everything we can to get to the bottom of this heinous crime.”

Mayor Bill de Blasio was briefed on the incident on Monday, according to the Mayor’s Office.

jails. The City must take immediate action to ensure the safety of everyone in the facility — from inmates, to officers, to visitors,” said City Comptroller Scott Stringer.

De Blasio and Council Speaker Corey Johnson have agreed to a single public review process for four proposed sites in Manhattan, Brooklyn, the Bronx and Queens.

These locations together will provide offisland space for 5,000 detainees, and will include the three existing Department of

Correction facilities in Queens, Brooklyn, and Manhattan, as well as a new site on the grounds of a former City Police Department tow pound in the Bronx.

The World’s Borough site is set for the Queens Detention Center on 82nd Avenue in Kew Gardens.

“The reopening of the Queens Detention Center not only makes sense but is the right thing to do,” Councilwoman Karen Koslowitz (D-Forest Hills), who represents Kew Gardens, said in February. “This proposal restores the center back to its original purpose and ensures that Queens’ borough-based jail facility is located in our civic center, close to our courts. This smaller facility will bolster the safety for our Department of Correction staff, will create an environment that is more conducive to rehabilitation and will save taxpayer dollars on transportation costs. I look forward to engaging with the residents of my district on this proposal and I thank the mayor and the speaker for continuing us down the path of closing Rikers Island.”

By Forum Staff A former flight attendant has pleaded guilty to conspiring both to violate airport security requirements and to operate an unlicensed money transmitting business, federal officials announced on Tuesday.

According to charging documents and statements made during the plea proceedings, between July and November 2017, Scott McKinney, 49, a flight attendant based in

California, conspired with others to operate an unlicensed money transmitting business and to violate airport security requirements.

On several occasions, McKinney flew from California to New York to pick up packages containing $50,000 or more in cash at John F. Kennedy International Airport or other locations in the city. He then flew back to California with the cash, federal prosecutors said.

On some occasions, McKinney was on the ground at JFK for two

hours or less before flying back to California.

At the time of these trips, McKinney did not have a money transmitting license in New York or California, and was not registered as a money transmitter with the U.S. Department of the Treasury’s Financial Crimes Enforcement Network. In a statement to agents of Immigration and Customs Enforcement’s Homeland Security Investigations on or about Sept. 15, 2017, McKinney admitted that he was aware of the licensing requirement and lacked such a license.

To facilitate his illegal money transmitting business, McKinney used the Known Crewmember lane to bypass regular airport security screening. The KCM lane allows approved airline crewmembers to pass through security more quickly and, typically, without having their carry-on luggage screened, authorities noted. On several occasions, McKinney wore his crewmember uniform and used the KCM security lane – even though he was not working on those days – to smuggle bulk cash through airport security.

McKinney is set to be sentenced on Oct. 31. He faces a maximum sentence of five years in prison.

By Michael V. Cusenza Cops have reached out to the public for help in identifying the man wanted in connection with a recent violent robbery inside a Rego Park parking facility.

According to police reports, on Saturday, June 30, around 2:20 p.m., the suspect approached an attendant at a parking garage on Queens Boulevard near the Horace Harding Expressway and asked if he could “take a vehicle.” When the 59-yearold employee declined, the suspect brandished a firearm and indicated that he was taking one of the cars.

The victim ran into one of the hallways of the facility in an attempt to evade the suspect. The man caught up to the attendant, struck him with the handgun, and tried to drag him back to the garage area but was unsuccessful, cops said. Once back in the garage, the suspect found a dark-colored Kia Sportage with the keys inside it and drove away westbound on Queens Boulevard. The victim suffered a laceration to his head and was treated at the scene by emergency medical services.

The suspect is described as black man, approximately 25 years old, 5-foot-7, 160 pounds, with a goatee.

He was last seen wearing a lightcolored du-rag, a white tank top, red shorts, black socks, black slippers and a dark-colored backpack.

City Trumpets Record Low Traffic Fatalities

By Forum Staff The city ended the first six months of 2018 with the fewest traffic fatalities ever measured in any six-month period, Mayor Bill de Blasio on Monday.

As of June 30, the City had recorded 81 fatalities, the lowest ever in a six-month period, and only the second time that fewer than 100 lives had been lost in a half-year period, Hizzoner noted.

De Blasio also gave much of the credit to the speed-camera law, which faces expiration later this month after the State Senate failed to renew the pilot program that put 140 cameras around City schools across the five boroughs. As of July 25, said recording devices will be shut off.

“No loss of life on our streets is acceptable,” de Blasio said. “Under Vision Zero, we have made enormous strides towards safer streets for all, with traffic fatalities declining for the past four-and-a-half-years.

But we will never rest on our laurels, and will keep fighting for the safety of our fellow New Yorkers. The State Senate’s failure to act on speed cams puts this progress, and the lives of school children, at risk. They must act now – lives are at stake.”

Traffic highlights from the first six months of 2018 include: • Fatalities are down or even in all modes except among motorcyclists.

Cyclist fatalities dropped from 10 to 7, motor vehicle occupant fatalities fell from 27 to 15, while pedestrian fatalities remained at 47. Motorcyclist fatalities have increased from 11 to 12.

• New York City’s previous record-low

for traffic fatalities during a six-month period was the first half of 2017, when 93 fatalities were recorded.

• Declines by borough have been largest in Manhattan (nine fatalities in 2018 compared to 21 in 2017) and in the Bronx (13 this year from 22 last year).

Traffic fatalities have declined for four consecutive years under Vision Zero, according to the administration. Over that time, the City has installed a multi-faceted variety of changes in education, engineering and enforcement, including: lowered the City’s default speed limit to 25 MPH; targeted priority geographies in every borough through a historic number of street redesign projects; added more than 2,000 new Leading Pedestrian Intervals that serve as pedestrian head-starts; calmed dangerous left-turns; added more than 60 miles of protected bike lanes; and increased enforcement by NYPD of the City’s traffic laws. And, in addition to its camera enforcement program for speeding, the City also used automated enforcement against drivers who run red lights and drive in bus lanes.

“Data shows that Vision Zero is working,” said State Sen. Jose Peralta (D-East Elmhurst). “Although one traffic fatality is one too many, the reality is that in New York City there has been a reduction in the number of traffic-related deaths. But we need to do more, and to help ensure that this trend continues, we have an obligation to students and New Yorkers to renew and expand the school-zone speed camera program, an initiative that has saved countless lives.”

A City Police Department lieutenant was arrested on the Fourth of July for drunk driving after slamming into a parked car in South Ozone Park, according to the NYPD and the New York Post.

Lieutenant Sunil Singh, who is assigned to the 79th Precinct in Brooklyn, crashed into the other car while driving on Rockaway Boulevard near 117th Street

around 2:30 a.m. last Wednesday. No one was injured in the incident.

Singh, 38, was arraigned later that day on a criminal complaint charging him with driving while ability impaired and operating a motor vehicle while intoxicated. He was released on his own recognizance and ordered to return to court on Aug. 22, according to authorities.

NYC under the jurisdiction of the federal government, which contracts with nonprofit agencies to provide them with care, the City noted. Most of the separated children are living in foster homes around the five boroughs, and they receive education, recreation, and health care services in the daytime at the nonprofit agencies. The federal system is completely separate from the City’s child welfare system – but City officials said they are doing everything possible to ensure the children are being properly cared for while they are here.

“We’ve visited some of the facilities where these kids get services, and we’ve seen children who range in age from infants to teenagers. They’re resilient, but they’re also frightened, confused, and in some cases clearly traumatized,” said ACS Commissioner David Hansell. “While these children are under the care and legal responsibility of the federal government, they are in New York City now and we are doing everything in our power to make sure they are safe and healthy.”

New Court Order ‘Major Win’ in Census Lawsuit: NY Attorney General

By Michael V. Cusenza State Attorney General Barbara Underwood called a recent federal court order that has allowed the AG’s lawsuit to block the Trump administration from demanding citizenship information in the 2020 Census to move forward a “major win.”

Last week, Judge Jesse Furman granted the AG’s Office request for discovery, ordering the Trump administration to provide information on how the decision to demand citizenship status was made, and what it may mean for New Yorkers and Americans across the country.

“The federal government has a solemn obligation to ensure a fair and accurate count of all people in this country. By demanding the citizenship status of each resident, the Trump administration is breaking with decades of policy and potentially causing a major undercount that would threaten billions in federal funds and New York’s fair representation in Congress and the Electoral College,” Underwood said in a statement.

reasoned explanation, and fails to consider the availability of alternative data that can effectively serve the federal government’s needs,” the lawsuit describes.

The suit, which Underwood now leads, also emphasizes the irrepara-

ble harm that will result from inaccuracies in the 2020 Census caused by demanding citizenship information. Hundreds of billions of dollars in federal funds are directly tied to demographic information obtained through the census, including the Highway Trust Fund and other Department of Transportation grants, Child Care Development Grants, and Medicaid. Consequently, inaccurate counts can potentially deprive states of much-needed funds designed to protect low-income and vulnerable communities.

Several elected New York officials have ripped the administration’s decision to add the citizenship status question.

“A fair and accurate 2020 count is constitutionally mandated to ensure political power and resources remain with the people – where they belong,” Mayor Bill de Blasio said in March. “President Trump’s decision puts our amazing city of immigrants in jeopardy and threatens federal funding for infrastructure, health care and public safety in New York.”

U.S. Rep. Grace Meng (DFlushing) has called the move “deeply troubling and reckless.”
