State Senate Fails to Preserve City Speed Camera Program

By Michael V. Cusenza This year’s legislative session was gaveled to an end early Thursday morning, likely signaling the termination of the school-zone speed camera program in the city.

The State Senate failed to renew the pilot program that put 140 cameras around City schools across the five boroughs. As of July 25, said recording devices, which raked in roughly $10 million per year in driver fines, will be shut off.

And many elected officials and advocates are not pleased.

“With complete indifference, Republicans just killed a program that saved the lives of countless schoolchildren. They failed our kids and they failed our society,” said Sen. Jose Peralta (D-East Elmhurst). “When children return to the classroom in September they will travel to and from school on more dangerous streets. It doesn’t make sense to get rid of a program that protects children. And what did they do? They eliminated it. They decided to play politics with children’s lives. I will keep on fighting tirelessly to ensure this program comes back, and it comes back bigger and

Earlier this year, Peralta introduced a bill that would add 150 cameras to the 140 devices operating under the pilot program that was approved back in 2013.

The senators behind this political trick don’t fool me and they don’t fool any New Yorker,” Peralta said on Sunday. “The City’s school-zone speed camera program works and it has saved and continues to save lives. Let’s stop with these senseless calculated maneuvers, and extend and expand the program. If cameras go away on July 25, our students will travel to and from school on more unsafe streets. That is outrageous. How is it possible that we are debating the fate of a program that protects schoolchildren? The Republicans call their program #stop4students. I think it’s more like #thanks4nothing, because unlike speed cameras, street signs don’t change driving behavior.”

State Sen. Joe Addabbo, Jr. (D-Howard Beach) said the issue is not about political affiliation, but safety. And he has expressed his desire to return to Albany as soon as possible for an emergency session to hammer out a vote that at the very least preserves the 140 cameras currently in place.

“This is too important,” Addabbo added.

“As a father of two, when I drop off my girls at school I want them to be as safe as possible.”

Cuomo Signs Legislation Advancing LaGuardia AirTrain Project

According to the administration, the new measure will allow multiple potential alignments to be considered during an upcoming environmental review of the project, planned between LaGuardia and the Long Island Rail Road Station and the 7 train at Mets-Willets Point in Flushing.

The governor also noted that the purpose of the AirTrain LGA is to establish a reliable, convenient means of travel, with less-than 30-minute trips between the airport and New York Penn Station or Grand Central Terminal. Additionally, the Port Authority of New York and New Jersey, which operates LaGuardia, is working with the MTA to build a new station complex at Mets-Willets Point, with easy transfer options between the LIRR or 7-line and the new AirTrain, which will run approximately every four minutes. The total estimated travel time between midtown Manhattan and the airport of less than 30 minutes is comprised of an approximate 16-minute journey on the LIRR between Moynihan/ Penn Station or Grand Central and Willets Point, followed by an approximate six-minute journey from the Willets Point Station to LaGuardia.

“For the AirTrain LGA project, it’s not a matter of whether, but a matter of where, which will be largely determined by the local community as part of the environmental review process,” said Queens Borough President Melinda Katz. “AirTrain LGA is an important component of the massive infrastructure overhaul underway to transform LaGuardia Airport into a 21st century, stateof-the-art, reliable airport.”

Construction on the new AirTrain project is anticipated to start in 2020 and conclude in 2022.

Dept. of Homeless Services Officials Set to Attend Ozone Park Shelter Town Hall

The meeting is scheduled for Thursday, July 19, 7:15 p.m. at Nativity Blessed Virgin Mary Church Hall, located at 101-41 91st St., according to Sam Esposito, an Ozone Park native and former member of Community Board 9 who has been at the forefront of the opposition to the City’s plan.

“It is imperative that we have a good show of force, to attempt to negotiate with the City on a new location or different clients,” Esposito said in a statement.

By Michael V. Cusenza An Ozone Park man recently pleaded guilty in Brooklyn federal court to one count of attempting to provide material support or resources to the Islamic State of Iraq and al Sham, or ISIS, a designated foreign terrorist organization, last year.

According to charging documents, Parveg Ahmed, 22, a U.S. citizen, traveled to Saudi Arabia in June 2017, purportedly to celebrate an Islamic religious holiday. Upon his arrival, Ahmed attempted to travel to Syria to enter ISIS-controlled territory. He was detained in what Department of Justice officials described as “a Middle Eastern country bordering Syria.”

Previously, Ahmed had repeatedly expressed support on social media for ISIS and for individuals who provided support to the organization’s mission of violent extremism. On July 17, 2017,federal authorities obtained a search warrant for Ahmed’s personal computer, and learned, among other things, that he had viewed or listened to recordings of radical Islamic faith leaders Anwar al-Awlaki, a U.S.-born cleric and prominent leader of the foreign terrorist organization al Qaeda in the Arabian Pen-

insula, who was killed on or about Sept. 30, 2011; and Abdullah el-Faisal, a Jamaicaborn cleric who was found guilty in the United Kingdom of, among other things, solicitation to commit murder, for preaching to followers to kill individuals, including Americans, because he deemed them to be enemies of Islam.

On Aug. 28, 2017, JTTF agents obtained a search warrant for electronic devices found in Ahmed’s possession when he was detained at John F. Kennedy International Airport attempting to travel to Syria. Examination of the devices revealed, among other things: messages sent to third parties expressing a desire to travel to ISIS-controlled territories; a message explaining that Ahmed planned to join ISIS in Syria to wage violent jihad, stating, “[W]e have made it to Dawlatul Islam [ISIS] in Syria. In sha Allah [God willing] we will join the Jihad very soon and in Sha Allah [God willing] we will then join the ranks of the Shuhuda [martyrs]. The West has invaded the land of the Muslims and is constantly attacking it.” (EDITOR’S NOTE: Ahmed’s messages were not edited and published here verbatim.)

When he is sentenced, Ahmed faces a maximum of 20 years in prison.

Community Calls for Cleanup, Elimination of Danger in Hawtree Creek

Less than a month ago the abandoned house on Bayview Avenue hovered dangerously in Hawtree Creek but after

By Patricia Adams Several weeks ago, The Forum reported on a waterfront property in Old Howard Beach that was abandoned since Superstorm Sandy and continued to sink into Hawtree Creek.

Residents had growing concerns that the property would break free and cause hazardous conditions in the basin. The Forum has received numerous phone calls from residents expressing fears that conditions along the waterway would be especially dangerous for boaters and jet skiers. Residents’ concerns were passed along to the office of State Sen. Joe Addabbo, Jr. (D-Howard Beach).

Addabbo spokeswoman Patricia McCabe said the office was aware of the situation and that steps would be taken to investigate the feasibility of demolition.

Located on Bayview Avenue near 161st Avenue, the house had been unoccupied since it was badly damaged in 2012. The homeowners had opted to sell their home to the City in the acquisition phase of a Build It Back program and the property reverted to City control.

The house was under the jurisdiction of the Department of Housing Preservation and Development, who recently acquired permits from the City Department of Buildings and Department of Environmental

Conservation needed to stage the demolition of the house.

And last week, the eyesore that has plagued neighboring homeowners for years was finally demolished. There are no plans to develop the remaining land as the house, originally built on wetlands, and the property were both purchased by the City which indicated that it will return the lot to nature.

But the celebration along the creek didn’t last long, as more phone calls poured into The Forum over two abandoned vessels tied to the docks of another abandoned house further down the creek toward Frank M. Charles Memorial Park. The large boats are both laying on their sides and have also been frustrating neighbors for years. We contacted Addabbo’s office again, and after details and photos were exchanged, Pat McCabe pledged to look into the situation.

One resident, who asked not to be named, reported to The Forum that she had observed a small watercraft hovering around the hull of the larger boat furthest down the creek. She said that on one recent night she had gone outside very late and from her deck observed several teens climbing along the exterior of the vessel. Shortly after climbing down they got back on their skiff and proceeded to throw lit fireworks onto the boat.

the Army Corps of Engineers and that the report back from them wasn’t good. Because the boats are tied to docks belonging to homeowners they are considered to be on private property. That designation unfortunately prohibits the corps from taking action to remove them.

However the next step to be taken was being handled in the form of two phone calls: one to the NYPD and the other to the U.S. Coast Guard.

“We are certainly not giving up,” said McCabe, “but the private-property status makes things infinitely more difficult.”

Last Friday, a frustrated resident posted a note to Facebook demanding to know why the boats couldn’t be removed and declaring that “someone needs to be held responsible for this.”

The Forum has learned that the property to which the larger boat is tied belongs to former resident Kris Gounden, perhaps best known for the 2007 lawsuit he tried to file against a neighbor for what he termed a “hate crime,” alleging that his neighbor tried to torch his house because he was black.

Gounden teamed up with then-City Councilman Charles Barron calling for the end to “attempted ethnic cleansing in Howard Beach.” When the charges went before a grand jury they were termed “baseless” and the matter was thrown out.

By Forum Staff The State has pledged to provide a broad array of services and resources for unaccompanied minor children, including immigrant children that have separated from their parents as a result of the federal government’s zero tolerance policy, Gov. Andrew Cuomo announced on Monday.

According to the administration, the State will: • Dispatch personnel, resources and services to foster care providers that are caring for the children, including medical supplies.

• Provide services for immigrant children discharged from facilities to sponsors or family members, including education, mental health and health care services.

• Provide the same support to children being released to private foster care providers in New York, including from other states.

• Demand the U.S. Department of Health and Human Services release information about all unaccompanied immigrant children in New York State, including those who were first sent from the border to other states before being placed in New York.

• Take actions to support family reunification, including working with counsel generals at facilities to provide immediate support.

• Provide resources and protection to bolster public safety at facilities caring for immigrant children.

Cuomo said the State will provide new services to aid immigrant children who have been discharged from State facilities and from other states to family members and private foster care providers who may not have adequate resources to support the unique needs of the children. Social workers will be dispatched to work with the unaccompanied children and the sponsor families to

provide: group and individual counseling; information and referral services to assist families with meeting their needs including health and mental health services; peer support groups; assistance with educational and language services; education and prevention activities related to human trafficking and gang violence.

The services will be provided in collaboration with the Office of New Americans Opportunity Centers, the governor noted.

ONA Opportunity Centers partner with other community-based and government agencies to coordinate and/or host additional programming and support for new American communities.

“Remember, this is one of the issues that helped elect this President and it wouldn’t shock me if this was a politically motivated plan to once again turn up the heat and get his political supporters energized and make the November elections about the immigration issue,” Cuomo said. “It is one or the other. It was either a total gross incompetence by government because anyone had to understand the consequences of what they were doing. Or it was all politics and he wanted to generate a political issue for the campaign. Both are despicable. This is not a political issue. This is not about Democrats and Republicans. This is not about liberals and conservatives. This is the basic question of how you treat children. It’s a question of humanity. It’s a question of values. It’s a question of decency.”

A federal judge in California on Tuesday ordered the Trump administration to reunify immigrant children with their parents.

Cuomo called the development “a victory for the families, for our values and for due process.”

“The order confirms what we already knew—the federal government’s abhorrent treatment of immigrant families is not only un-American, it is also a violation of their constitutional rights,” the governor added.

EDITORIAL Well before her historic Democratic primary victory on Tuesday, Alexandria Ocasio-Cortez rightfully noted that she already is a pioneer.

“Ocasio2018 has created a cascade of firsts: Alexandria is the first NY-14 Democratic challenger in a generation; the first NY-14 candidate to run without any lobbyist money in modern history; and the first woman of color to *ever* run in NY-14 (a district that’s 70 percent people of color),” her campaign boasted.

“This is just a taste of what we can accomplish when everyday people come together,” she said way back in April.

On Tuesday, U.S. Rep. Joe Crowley (D-Queens and Bronx) got more than a taste of the unabashed Ocasio-Cortez movement: the 56-year-old, 10term incumbent was forced to choke down a gallon of defeat. He then faced the mother of all political hangovers on Wednesday morning.

And he deserved it.

A quick, thoroughly unscientific autopsy of this election revealed that this was not about white vs. Latina, or old vs. young, or even establishment vs. the proverbial upstart outsider.

This campaign really came down to respect—for the opponent AND the

constituents.

It was painfully obvious throughout the race that Crowley didn’t think much of Ocasio-Cortez, a 28-year-old political rookie. Yes, she worked in the late U.S. Sen. Ted Kennedy’s office and fervently supported the presidential ambitions of fellow socialist Sen. Bernie Sanders in 2016; but that pales in comparison to Crowley, who learned at the knee of Queens kingmaker Tom Manton and has been in the House since 1999.

Crowley saw Ocasio-Cortez as a mere bump in the road on his way to a rousing reelection in November. He seemed never to take her seriously.

Just look at his actions. He avoided debating Ocasio-Cortez until he absolutely had to. His putrid performance in said contest revealed why he had been ducking the underdog for so long.

However, it is the debates that he chose not to attend that perhaps sealed Crowley’s fate. Last week, he

skipped a debate—Crowley’s second such no-show in the primary campaign—and sent a surrogate instead.

Former City Councilwoman Annabel Palma sat in for the congressman.

No. We’re not kidding. (A Crowley spokesperson blamed scheduling conflicts for the absence.)

“Indeed, the snubs should be galling not only to Ms. Ocasio-Cortez and Mr. Crowley’s constituents in New York’s 14th Congressional District, in Queens and the Bronx,” The New York Times editorial board wrote, “but also to anyone who cares about the democratic process.”

If Crowley fancied himself a party leader, especially in this bizarre political Age of Trump, why not lead by example? It’s a pretty simple premise: Show up. Your fresh-faced, inexperienced challenger did just that. Over and over and over again.

Did he not deem Ocasio-Cortez worthy of his time? Did Crowley not deem the voters—his CONSTITUENTS—worthy of his time?

Who knows? We’re left with myriad questions, no answers, and new representation in the 14th CD. Because the incumbent didn’t care.

Say it ain’t so, Joe.

Trio Charged with Stealing, Plundering and Selling Van Parts

By Forum Staff After concocting an elaborate conspiracy scheme focused on swiping Econoline vans and similar vehicles and stripping them from bumper to bumper to sell parts, three people have been arrested and charged with a multitude of crimes. A second crew was hauled in for staging collisions.

Law enforcement conducted a detailed investigation and say the trio of bandits cruised areas throughout Queens County and occasionally Nassau County to steal vans between July 2017, and February 2018.

According to a statement by Queens DA Richard Brown, “The defendants in this case turned an illegal venture into a dedicated job.

They lurked in the middle of the night or early hours of the morning allegedly stealing vans, arranging meets to sell parts and even quoted prices - $100 for seats, $120 for radios.”

In an associated case, authorities dismantled an insurance fraud crew that faked car crashes to bilk insurance companies out of cash from car collisions and bogus injuries.

Superintendent Maria T. Vullo of NYS Dept. of Financial Services said, “these defendants engineered a scheme to fraudulently enrich themselves at the cost of higher premiums for hardworking taxpayers.”

Chukuweike Emeni (aka Emzie Snipes), 35, of Far Rockaway, is the main defendant in the plots to steal vans and stage car crashes and was arraigned last week on multiple complaints charging him with third- and fourthdegree grand larceny, third- and fourth-degree criminal possession of stolen property, fifth-degree conspiracy, third-degree insurance fraud, third-degree attempted grand larceny and first-degree falsifying business records. Two other defendants Teyana Paul, 22, of Rosedale, and Mark Thomas, 24, of Amsterdam in upstate New York, were arraigned on June 6, on various charges including third-degree grand larceny, third-degree criminal possession of stolen property and fifth-degree conspiracy. If convicted they face up to seven years in prison.

According to the charges, said District Attorney Brown, between July 2017, and February 2018, on at least a dozen occasions either all three defendants or just two would go out and take an Econoline van from the street or a parking lot and drive away with it.

Vans disappeared from Little Neck, East Elmhurst, Jackson Heights, Flushing and Kew Gardens, Freeport, Rockville Centre and Long Beach. Recoveries were made throughout Queens. When found the vehicles had been stripped of various parts, including seats, headlights, the rooftop, bumpers, tires, tail lights, radios, side panels and other items.

Law enforcement using court authorized eavesdropping tools and overheard numerous conversations with Emeni telling buyers he had seats available at $100 each, a car battery priced at $70 and four tires selling for $350.

vehicles were stolen and where they were recovered. Video surveillance also allegedly placed the defendants at the scene and in many instances defendant Paul could be seen in her silver Toyota Highlander following behind the stolen van.

Two additional defendants Darnell Johnson, 29, of Queens, and Nadine Paul 29, have also been charged on various counts including third-degree insurance fraud, thirddegree attempted grand larceny, first-degree falsifying business records and fifth-degree conspiracy. Both face up to seven years in prison if convicted.

Whitestone Man Gets a Year in Jail for Stealing Catalytic Converters from Borough Vehicles

By Forum Staff A Whitestone man is going to jail after his conviction for stealing more than a dozen catalytic converters from vehicles parked on Queens streets between October and December 2017.

“With the price of scrap metal continuing to increase, this mechanically inclined defendant brazenly stole the parts and then sold them to a recycling facility in the Bronx for cash. The sentence imposed today is warranted,” said DA Brown.

Michael Cipriati, 34, of 11th Avenue in Whitestone, pled guilty to second-degree auto stripping last month and was sentenced to one year in jail.

The make and models of the vehicles included a Ford Econoline van, Toyota Prius, Acura TL, Dodge Sprinter van, Honda Odyssey, Suzuki Grand Vitara, Mercedes Benz, Honda Element, Mitsubishi Endeavor, Mitsubishi Outlander and Chevy Cavalier.

Cipriati was observed removing the catalytic converters from vehicles and/or cell phone records revealed that the defendant’s mobile phone was in the area at the time the expensive car parts were swiped. Additionally, on at least 11 of the occasions the catalytic converters were stolen, the defendant was selling the car part for that vehicle on the same day to Alpha Recycling in the Bronx.

DANCE, DANCE, DANCE ,DANCE …KEEP ON DANCIN’

The costumes were themed, tasteful, and downright dazzling.

The choreography was spot-on and the music selection offered a June calendar pages are always cluttered with weddings, grad- sampling from every imaginable genre.

The objections I have long held for dancing schools go armuations and, of course, dance recitals. These are ordinary features in-arm with those I have held onto for some organized sports on every parent and grandparent's schedule.

But last Sunday’s dance recital at Christ the King High School associations. Kids are pressured to compete and made to feel as though they have failed if they do not place in top spots. Last time was far from ordinary.

I will admit that my attendance this time around was solely based on the participation of my 6-year-old granddaughter, Gianna; however, I have attended the recitals of almost every studio in the area over the years. Covering stories, taking endless pictures of adorably clad babies in tutus and sparkly leotards and, now I admit, napping. Darling children in colorful costumes is very appealing—the first 20 or so times; then it seems the shelf life of “cute” begins to wear thin.

With memories in hand, I fast-forward to the present, where Stanford Dance has been a staple in the Howard Beach community long enough, frankly, to now be referred to as an institution.

The studio celebrated its 48th anniversary recently.

There was no napping on Sunday. I knew going in I would have to recall, in vivid detail, every moment of my granddaughter’s performance—I was forewarned there would be a quiz. She had heard the rumors about Nana falling asleep on the job and was not having it.

And so, under pediatric orders, I settled into my front-row seat and prepared for the long, drawn-out worst. It didn’t take much longer than the opening five minutes I checked, this stuff was supposed to be fun for the little guys. of the “show” to know this might just be different. Stanford offers the opportunity for fierce competition—but the students who don’t want to go that route are not treated any differently than those who do. And that makes parents and grandparents like myself very comfortable with the way the studio is operated.

At the helm is Michelle Napolitano-Schwartz, who runs a tight and professional ship but does it with a never-ending smile and enough patience for herself and everyone else combined. An accomplished dancer and choreographer with numerous awards under her leotard (OK I couldn’t resist—dancers don’t wear belts…), Napolitano-Schwartz has surrounded herself with a bevy of talented instructors and colleagues, most notably Greg Sinacori, who has stacked up accomplishments working and performing in dance, choreography, films, Broadway, Nickelodeon (you get the idea.)

Bottom line is, this is a wonderful place for children of all ages and levels of accomplishment to swivel their hips, tap their toes, or stand on them and do so in a no-pressure environment where the sky’s the limit if you want to reach for it. Choose Stanford or not, but if your child is thinking they would like to get involved in dance, it’s a worthwhile investment to see the joy on their faces and a great way to help them grow and develop and stay healthy and fit.

By the way, if you’re wondering how much advertising it takes to get a glowing review like this, keep wondering. The Forum stopped accepting advertising from the dance studios years ago with the express purpose of being able to tell the truth about them. I made that decision after the owner of one of the studios, who shall forever remain nameless, chewed me out and canceled her ads for running a competitive studio’s banner on the front page of the newspaper the week before her advertising contract was scheduled to begin. Oh yes, that experience was a TKO for all future dance advertising.

Andrea from Limitless Fitness led the event’s first-ever “Zumba Dance Party in the Streets,” and La Villa Pizzeria donated 20 pies to the hard-working NYFAC crew and crowd.

MEDS FOR YOUR PET: Don't just hand them out...

People always come into the pharmacy asking questions about giving animals over the counter (OTC) people meds.

No one wants to see their beloved pet suffer, but we need know that giving them NSAIDs or acetaminophen (Tylenol and other brands, which are not NSAIDs) out of our medicine cabinets may not be safe for dogs or cats, and doses vary widely.

Some OTC human pain relievers can be toxic–even deadly–in pets. Never give your animal something you take unless speaking with your vet first.

Similarly, pet owners shouldn't assume that a medicine good for one animal is necessarily safe for another.

Rule number 1--Communicate with your vet.

Before giving your animal an NSAID: --Make sure you know what the medication is being prescribed for, how much to give and how long to give it.

--Discuss possible side effects and symptoms, especially those that require an immediate call to the vet.

--Tell your veterinarian if the pet has a history of gastrointestinal problems, such as stomach ulcers, or surgery on the stomach

or intestines.

--Tell your veterinarian if your pet is on any other medications or supplements.

If your pet is on medication, make sure you ask your vet these questions: -Why is my pet on this medication and how long do I need to give it?

-How do I give the medication to my pet?

Should it be given with food?

-How often should the medication be given and how much should I give each time? If it is a liquid, should I shake it first?

-How do I store the medication?

Bill to Extend NYC Solar-Generating System Tax Abatement Passes State Legislature

By Forum Staff Under a bill recently approved by both the State Senate and Assembly, city residents who install solar-generating systems in their homes and buildings will continue to be eligible for a real property tax abatement to recoup some of their costs until March 15, 2021, one of the measure’s co-sponsors, Sen. Joe Addabbo, Jr. (D-Howard Beach), announced on Friday.

“Solar energy is an important component of our efforts to reduce our carbon foot print, reduce greenhouse gas emissions, and improve our overall environment,” added Addabbo, a member of the Senate Environmental Conservation Committee. “Encouraging residents and other property owners to make their buildings solar-friendly also has other benefits, such as reducing energy bills and helping to create more jobs in our growing ‘green’ economy.”

Depending on individual costs, applicants who install eligible solar generating systems on their properties may receive a tax abatement limited to five percent of their expenditures, the amount of real property taxes payable in that tax year, or a flat cost of $62,500, Addabbo noted.

And on Tuesday evening, Deputy Inspector Brian Bohannon presented numbers that support that claim.

Overall, crime is down 8 percent compared to this point last year. Additionally, over the most recent 28day period, crime is down 19 per-

cent compared to the same 28-days in 2017.

And an even deeper dive into City Police Department statistics reveals that major crime in the South Queens command over the past 16 years has plummeted 42 percent.

“The precinct is absolutely on the right track,” Bohannon declared at the Howard Beach-Lindenwood Civic meeting at St. Helen Catholic Academy. “It’s better than it’s ever been.”

However, no command is de-

Vehicle theft might have dropped like a rock over the past 16 years (-86 percent), but it’s up 20 percent year-to-date in the precinct compared to 2017. “We really need you guys to secure your vehicles and belongings,”

the precinct’s commanding officer sounded what has become a familiar refrain. “Then, by all means that crime of opportunity won’t happen to you.”

Earlier this month, Bohannon characterized the persistent problem of private cars and for-hire autos idling roadside along a stretch of the eastbound Nassau Expressway between Howard Beach and John F. Kennedy International Airport.

Over the first six months of 2018, 106th Precinct officers have issued a

whopping 311 summonses to drivers in autos idling on the thoroughfare.

“It is a constant nuisance,” Capt.

Mike Edmonds, executive officer of the precinct, told The Forum.

With the Fourth of July holiday fast approaching, Bohannon cautioned the crowd at Tuesday evening’s meeting to steer clear of fireworks. The CO noted that last year the precinct received 124 calls for pyrotechnic displays on July 4 alone.

State Issues Final Regulation to Protect Private Info Held by Credit-Reporting Companies

By Forum Staff The State Department of Financial Services has issued a final regulation to protect New Yorkers from the threat of data breaches at credit reporting agencies, such as last year’s Equifax breach that exposed the personal private data of millions of NY residents, Gov. Andrew Cuomo announced on Monday.

According to the State, the new regulation requires credit reporting agencies with significant operations in New York to register with DFS for the first time and to comply with New York’s cybersecurity standard. The annual reporting obligation also provides the DFS superintendent with the authority to deny, suspend and potentially revoke a consumer credit reporting agency’s authorization to do business with New York’s regulated financial institutions and consumers if the agency is found to be out of compliance with certain prohibited practices, including engaging in unfair, deceptive or predatory practices.

Under the new regulation, all consumer credit reporting agencies that reported on 1,000 or more New York consumers in the preceding year must register annually with DFS beginning on or before Sept. 1, 2018, and by Feb. 1 of each successive year for the

calendar year thereafter. The registration form must include an agency’s officers and directors who will be responsible for compliance with the financial services, banking, and insurance laws, and regulations.

The DFS superintendant may refuse to renew a consumer credit reporting agency’s registration if the superintendent finds that the applicant or any member, principal, officer or director of the applicant, has, among other things: • Violated any insurance, financial service, or banking laws or violated any reg-

ulation, subpoena or order of the Superintendent or of another state's insurance or banking commissioner or of any other state or federal agency with authority to regulate consumer credit reporting agencies, or has violated any law in the course of his or her dealings in such capacity; • Failed to comply with the requirements of the regulation, including but not limited to, section 201.07 concerning cybersecurity; • Used fraudulent, coercive or dishonest practices; or

• Provided materially incorrect, materially misleading, materially incomplete or materially untrue information in the registration application.

Additionally, every credit reporting agency must comply with the State’s cybersecurity regulation, beginning on Nov. 1, 2018 pursuant to the timetable included in the final regulation. DFS’s cybersecurity regulation requires banks, insurance companies, and other financial services institutions regulated by DFS to have a cybersecurity program designed to protect consumers’ private data; a written policy or policies that are approved by the board or a senior officer; a chief information security officer to help protect data and systems; and controls and plans in place to help ensure the safety and soundness of New York's financial services industry. DFS’s cybersecurity regulation also requires the protection of data from third-party vendors and the filing with DFS of an annual certification of compliance.

“As the federal government weakens consumer protections, New York is strengthening them with these new standards,” Cuomo said. “Oversight of credit reporting agencies ensures that the personal private information of New Yorkers is less vulnerable to the threat of cyber-attacks, providing them with peace of mind about their financial future.”

City, Teachers Union Reach Deal on Paid Parental Leave

By Forum Staff The de Blasio administration and United Federation of Teachers recently announced that they have reached an agreement to provide six weeks of paid parental leave at 100 percent of salary for 120,000 UFT-represented employees – including all City public school teachers.

According to the pact, paid parental leave will be available for the birth of a child for both birth parents and non-birth parents and adoption or foster of a child under the age of 6. Birth parents will be able to combine their current paid sick leave provisions with parental leave for up to 12 to 14 weeks total. The City estimated that more than 4,000 new parents will use this benefit annually. The benefit will begin on Sept. 4.

According to the City, the contract covers all of the approximately 79,000 City public school teachers, plus UFT-represented school nurses, therapists, guidance counselors, secretaries and others. Eligible

full-time and part-time employees may initially claim the benefit after being on payroll for a total of one calendar year. While on leave, they will be paid their full salary, Mayor Bill de Blasio promised.

The new benefit will come at no new cost to city taxpayers, the administration noted. The City will contribute approximately $51 million to the UFT Welfare Fund annually. This will be offset by extending the 2009-2018 UFT collective bargaining agreement by approximately 2.5 months, and fringe benefit and other savings.

“Pregnancy is not an illness and should not be considered sick leave. Our dedicated teachers deserve to have the time to experience the joys and firsts with a new child without the anxiety of leaving their child too soon,” added Councilwoman Adrienne Adams (D-Jamaica). “Paid parental leave is a big win for the teachers of New York City. “Thank you Mayor de Blasio and United Federation of Teachers for your diligent efforts to finally make paid parental leave a reality for all New York City Teachers.”

State Unveils ‘Energy Storage Roadmap’ to NY’s Green Goals

HOWARD BEACH NATIVE PEGGY ROMAINE, PASSES AT 80 Peggy Romaine, 80, of Pittsford, NY [Margaret, nee Adams] passed away on June 18, 2018 after a courageus fight with kidney cancer. Predeceased by her father, Harry and her mother, Rita [nee, Cherubini], four siblings, Buddy, Betty, Bobby [Eileen] and Ginna, a niece Roxanne and close cousin Marge Downing. While growing up, Peggy's lovely and spunky grandmother lived with the family for many years. She had a happy childhood in South Aqueduct and Howard Beach, NY, attending Our Lady Of Grace School and John Adams H.S. In South Aqueduct, she met the love of her life, Joe Romaine. They became childhood sweethearts and were married for 62 years. Following high school, Peggy worked for the Nestle Company as an executve secretary.

Peggy is survived by her youngest sister Mary Zipoli [John] two sister-in-laws, Joan Lindau and Mamie Adams, and a brother-in-law Joe Slavick, along with many nieces, nephews and beloved friends. Peggy and Joe loveingly raised a family in Queens Village, NY: one daughter Margaret [Sean Harnett], and two sons, Joseph [Barbara Carlson] and James [Donna Moccio]. Peggy and Joe have 5 talented granddaughters, Kate, Moira [Tim Hill], Marissa, Kaitlin, and Danielle and a forward-thinking grandson, Joey. Peggy and Joe also have 3 great-grandaughters. The joy of Peggy's life, her first great-grandson, Henry Howard Hill, was born on March 16th, 2018. Peggy and Joe would like to thank the nurses and support staff at Lifetime Assistance for helping them through this difficult time. There will be no calling hours. Peggy will be cremated and a funeral mass will be said on her behalf on Friday, June 22nd at 5 PM at Church of the Transfiguration in Pittsford.

Her ashes will be buried in a plot in Columbia County, near where Peggy and Joe operated the ten-unit Taghkanic Motel for 18 years, as well as helped to establish and operate Jo-Jos Pizza and Ice Cream. In lieu of flowers, please make a donation in Peggy's honor to the St. Jude's Hospital for Children.
