FDNY World Trade Center Clinic Doctor Charged with Stealing $157K in Unearned Salary

By Forum Staff A medical doctor employed by the City Fire Department has been charged with engaging in a scheme to steal wages in connection with his position at the agency’s World Trade Center Monitoring clinics in Bayside and Orange County, according to authorities.

According to a complaint unsealed last week in Brooklyn federal court, Dr. Michael Poyin Chang was a part-time employee of the FDNY who worked from June 2010 through Dec. 16, 2016. His duties included performing physical exams of active FDNY members and retirees, as well as follow-up treatments including the prescribing of medication to patients.

Chang, 59, was paid based on the entries he made reporting his work hours in the CityTime electronic database, federal officials noted. However, Chang allegedly falsely represented that he had worked 81 days between January 2011 and October 2016, when he was scheduled to be on vacation and

the World Trade Center Orange County Annex was closed.

Chang’s travel records show that he was travelling outside the country on at least 34 of those 81 days.

The doctor reported via CityTime that he had worked an additional 220 days when his prearranged work schedules maintained by the FDNY Deputy Chief Medical Officer

showed that he was neither scheduled to work nor see patients.

In total, Chang received $156,757 for work he allegedly did not perform.

Prosecutors noted that the World Trade Center Monitoring Clinic and its annexes were partially funded by the U.S. Centers for Disease Control and Prevention in each of the years that Chang was employed by the department.

“Physicians take an oath to do no harm, but this Fire Department physician violated that code by collecting more than $150,000 in public funds for nearly a year’s worth of work he didn't perform, according to the charges,” said City Department of Investigation Commissioner Mark Peters. “Instead of providing care to FDNY first responders involved in World Trade Center rescue and recovery efforts, this defendant allegedly manipulated City timekeeping records, including taking undocumented vacation days.”

If convicted, Chang, who resides in New Jersey, faces up to 10 years in prison.

Straphangers, Advocates Take Fight for ‘Fair Fares’ to City Hall Steps

Cusenza Subway and bus riders, advocates and activists gathered on the steps of City Hall last weekend to urge the mayor to include funding in the Fiscal Year 2019 Budget for Fair Fares, the program that would provide halfprice MetroCards to residents living below the federal poverty line.

Mayor Bill de Blasio in April unveiled his FY2019 Executive Budget, hammering home the ultimate goal of his second and final term: to make NYC the fairest big city in America.

However, the $89 billion plan did not feature any mention of Fair Fares.

The City Council included the proposal in its FY 2019 Preliminary Budget Recommendations.

“The administration should fund a program to provide half-fare MetroCards to individuals and families living below the poverty level so that approximately 800,000 low-income people could save up to $726 per year,” Council leadership stated.

Proponents of the Fair Fares proposal rallied outside City Hall on Sunday.

And so the budget dance commenced.

With the new spending agenda due by the end of the month, low-income commuters joined grassroots public transit organizations, including the Riders Alliance and the New York Public Interest Research Group’s Straphangers Campaign, at City Hall on Sunday to ask Hizzoner to heed the call of the council on Fair Fares. “When we didn’t hear from [de Blasio], we came down to City Hall to meet him on

our day off and remind him that New York just can’t be the fairest city without giving struggling riders a break on our subway and bus fare this year,” said Gustavo Febles, a Riders Alliance member and grocery store employee from Brooklyn.

Last year, de Blasio proposed a millionaire’s tax to help fund the Metropolitan Transportation Authority’s Subway Action Plan. Recently, he pointed to that proposal as a practical way to subsidize a Fair Fares program.

“I believe in Fair Fares as an idea,” the mayor said last month. “I think we can get there through the millionaire’s tax which also is an example to me of fairness. Ask those who are doing the very best in our society to pay a little more in taxes, New York City residents only, so we can fund Fair Fares and provide an ongoing revenue stream to the MTA so they can fix their bigger problems for the long term. That, by the way, I think is more viable than ever given some of the political changes we see in Albany.”

ting. As part of his plea agreement with the government, Ambrosio will forfeit $100,000, including $66,116 in cash that was seized from his home at the time he was taken into custody.

When Ambrosio and his co-conspirators were arrested on Dec. 12, 2017, law enforcement agents executed search warrants at various locations, including a storage facility in Nassau County, and recovered gambling and loan sharking records, electronic gaming machines, narcotics and narcotics paraphernalia, and numerous firearms, including an AR-15, a .38-caliber revolver, and a sawed-off shotgun. Agents also recovered letters addressed to Ambrosio from Bonanno family boss Michael “The Nose” Mancuso and former Gambino family boss, and Howard Beach resident, John Gotti.

When sentenced later this year, Ambrosio, Anzalone, Damelio, Durso, and Rodolico each face a maximum sentence of 20 years’ imprisonment. Saladino and Salerno each face a mandatory minimum of five years’ imprisonment and up to 40 years for the cocaine distribution conspiracy offenses.

Richmond Hill Man Convicted of First-Degree Murder in Savage 2013 Slaying

By Forum Staff A Richmond Hill man has been convicted of multiple counts of first-degree murder in the vicious shooting death of a man who was bound with electrical cords, beaten, robbed of his bank card, and then shot in the head before his 116th Street apartment was set ablaze in an attempt to cover up the crime, according to Queens District Attorney Richard Brown.

In January 2017, Stephen Peters, 27, was found guilty of second-degree murder, first-degree robbery, first-degree burglary, first-degree kidnapping, third-degree arson and tampering with physical evidence— however, the jury was unable to reach a verdict on the top charges. Peters was subsequently sentenced to 30 years to life in prison in May 2017.

Last Wednesday, following a nearly two-week-long trial, a jury convicted Peters of those top charges: three counts of firstdegree murder and one count of seconddegree murder.

Persistent Problem of Idling Autos on Nassau Expressway Frustrating Area Finest

At all hours of the day and night along a stretch of the eastbound Nassau Expressway between Howard Beach and John F. Kennedy International Airport you’ll find a visual symphony of blinking amber courtesy of dozens of private cars and for-hire autos idling roadside. For decades, witnesses have reported vehicles abruptly pulling out of their makeshift parking spots and into

traffic, endangering drivers traveling along the thoroughfare.

And according to authorities, there seems to be no end in sight.

“Another thorn in my side,” an exasperated Deputy Inspector Brian Bohannon, commanding officer of the 106th Precinct, said recently at a meeting of the Howard Beach-Lindenwood Civic.

“It is a constant nuisance and we continue to issue summonses there,” Capt. Mike Edmonds, executive officer of the precinct, told The Forum this week. “We conduct initiatives each month; my whole traffic team is at the location for the whole day. [The City

Department of Transportation] has signs posted stating ‘No Stopping,’ and people still disregard.”

Indeed, in the first five months of this year, 106th Precinct officers have handed out more than 150 summonses to drivers parked and waiting on the side of the expressway.

Still, it doesn’t seem to be enough. For all the cops’ efforts, nothing seems to deter the practice.

“Any suggestions would be appreciated,” Edmonds added, “but I don’t see a quick resolution other than constant monitoring and summonses.”

Lack of Proper Management and Communication Cause of Kennedy Airport Chaos: LaHood Report

Turmoil reigned for days at the transit hub after the storm.

By Michael V. Cusenza Inadequate leadership, lack of coordination, and deficiencies in communication at critical points during a January storm and the following days combined to turn John F. Kennedy International Airport into a cauldron of chaos that bubbled over with thousands of stranded passengers, flights, and bags, according to a report released on Thursday.

The 59-page analysis, “John F. Kennedy International Airport Operations during Winter Storm Grayson: Findings and Recommendations,” was drafted by a team from the law firm DLA Piper LLP and led by former U.S. Transportation Secretary Ray LaHood, at the request of the Port Authority of New York and New Jersey, which operates the airport.

Investigators sought out reasons for the meltdown and provided 50 suggestions “to assist

JFK perform better for the flying public not just during weather events. They will help JFK operate more efficiently on a day to day basis, which is good for everyone who travels here,” LaHood said on Thursday as he delivered remarks regarding the report at the JFK Emergency Operations Center.

The dominoes began to tumble on Thursday, Jan. 4, with a winter storm that, according to the National Weather Service, brought “blizzard criteria” to the airport for several hours, including relentless snowfall and punishing winds that exceeded 60 miles per hour at times. The conditions caused widespread delays in arrivals and departures.

Friday and Saturday saw North Dakota-like temperatures visit the Northeast, with wind chill real-feel in the negative teens. This deeply affected systems and operations at the airport, exacerbating delays.

sundae arrived that Sunday. At approximately 2 p.m., a water pipe that feeds the sprinkler system broke in the privately operated Terminal 4. After water from the broken pipe began flooding the terminal, power to the affected areas of the terminal was shut off for safety reasons.

LaHood said that he and his team found that the lack of coordination and communication at JFK “exacerbated already difficult conditions” presented by the powerful storm. However, LaHood emphasized that effort was in abundance.

“We found that when faced with the difficult conditions of Grayson, JFK management and other stakeholders pitched in to help each other. They tried, as best they could, to mitigate the poor conditions. Some worked 24 hours a day for days. People literally rolled up their sleeves and unloaded bags, carried passengers off planes, moved cots, and mopped

up water—they did whatever they could to help—whether or not it was their job,” the secretary wrote.

“Their effort did not end when the storm did. In the weeks and months after Grayson, JFK stakeholders participated in after-action debriefings and attended working group meetings. They met with me and my team and tirelessly provided witnesses, documents, and information. One thing was made clear—all had a desire to change JFK for the better.”

LaHood called the thousands of pieces of luggage stranded at JFK “another great source of frustration.”

“This cannot be permitted to happen again,” he said before noting that “a number” of the 50 recommendations in the report aim to fix the baggage problem.

Chief among LaHood’s recommendations is to enhance the functions of the JFK Emergency Operations Center that was activated

in the days immediately following Grayson.

“Many of our specific recommendations build upon the EOC, which has been activated during the many additional weather events that occurred since Grayson,” LaHood said. “We saw the EOC in action, and it is an impressive operation. It is our goal that by adding to this already powerful mechanism, we can build a true command and control center for JFK.” Overall, LaHood said he sees a bright future for the airport, its customers, and employees.

“With a strong leadership structure, effective communication, and coordination among various stakeholders, the unique structure of JFK— including its independently operated terminals—can be a strength, rather than a weakness,” he added. “We look forward to watching the progress unfold.”

Ozone Park Man Charged with Murder in Memorial Day Shooting

in OzonePark, was fatally struck once in the neck. The other males were also shot - one hit in the torso and the other had a bullet strike his hand.

After the shooting, Floyd fled the scene in a 2010 black Mazda, and was driving on 111th Street and 107th Avenue at a high rate of speed. He went through a steady red light and struck another vehicle. Following the collision, the defendant exited the car and removed a loaded pink .38 caliber Taurus semi-automatic pistol and disposed of it at 104–75 110 Street, where it was later recovered by police.

District AttorneyBrown said, “This was yet anothersenseless act of gun violence. A man is dead and two others injured. This kind of frivolous gunplay will not be tolerated in Queens County. My office will continue to work tirelessly to combat the proliferation of illegal guns in our community and will vigorously prosecute those who disobey our laws.”

If convicted, Floyd faces up to 25 years to life in prison.

Cusenza In an effort to provide even a bit of an economic boost to the Rockaways after a popular stretch of the peninsula’s Atlantic coast was closed to beachgoers indefinitely, an area elected official recently reached out to the Metropolitan Transportation Authority to convince the agency to lift the toll on the Cross Bay Veterans Memorial Bridge.

Two weeks ago, the City shuttered a dozen blocks of Rockaway Beach—from Beach 91st through Beach 102nd streets— for safety concerns due to severe sand erosion.

City Seeks to Improve Diversity at Specialized High Schools

By Forum Staff The City has announced a new plan to make admissions to the eight testing Specialized High Schools “fairer and improve diversity.”

The institutions are: Queens High School for the Sciences at York College; The Bronx High School of Science; The Brooklyn Latin School; Brooklyn Technical High School; High School for Mathematics, Science and Engineering at the City College of New York; High School of American Studies at Lehman College; Staten Island Technical High School; and Stuyvesant High School.

According to the administration, the student population at the eight SHS is “not representative of ” the city’s high school population: 10 percent of specialized high school students are black or Latino, despite making up 70 percent of the Big Apple’s overall student population; female students comprise 44 percent of SHS offers, but 48 percent of all NYC high school students. In 2016, 21 middle schools – or 4 percent of all city middle schools – comprised about 50 percent of SHS offers. The incoming freshman class at Stuyvesant High School in Manhattan has 10 African-American students in a class of more than 900.

would require State legislation, de Blasio and Carranza noted. By the end of the elimination, the SHS would reserve seats for top performers at each city middle school. If the law is passed, the test would be phased out over a three-year period. Based on modeling of current offer patterns, 45 percent of offers would go to black and Latino students, compared to 9 percent currently; 62 percent of offers would go to female students, compared to 44 percent currently; and four times more offers would go to Bronx residents.

“As a lifelong educator, a man of color, and a parent of children of color, I’m proud to work with our mayor to foster true equity and excellence at our specialized high schools,” Carranza said. “With the partnership of the State Legislature, we’re going to live up to what our public schools and what New York City are truly about – opportunity for all. This is what’s right for our kids, our families, and our city.”

However, last weekend’s announcement initially was met with considerable backlash.

The new plan has its doubters and opponents.

EDITORIAL You know you’re getting older when you find yourself using phrases such as “remember when” and “used to” way too often over the course of a given day.

Indulge us for a few moments.

Remember when you had to work hard to earn what you wanted? It used to be that diligence, sacrifice, and merit were the keys to success.

Boy, have things changed. Dramatically. And not necessarily in a positive direction.

This week, Mayor Bill de Blasio and Schools Chancellor Richard Carranza unveiled a new two-pronged plan to make admissions to the city’s eight testing Specialized High Schools “fairer” and “improve diversity.”

According to the administration, this departure from decades of accepted admissions practices to Queens High School for the Sciences at York College; The Bronx High School of Science; The Brooklyn Latin School; Brooklyn Technical High School; High School for Mathematics, Science and Engineering at the City College of New York; High School of American Studies at Lehman College; Staten Island Technical High School; and Stuyvesant High School is desperately needed.

Why? Because, according to the

I talk to parents all over the city, I talk to grandparents all over the city. Number one thing they think about is helping their children get the best education possible. It’s our job to make sure that’s a reality,” de Blasio said. “Can’t do it with the status quo.

This status quo is broken. We have to make a major change, we have to make sure the very best high schools are open to every New Yorker, every

kind of New Yorker. They need to look like New York City.”

Why? Why is this such an imperative? Specialized schools need to look like the students who earned their seats in the institution’s classrooms.

Also, why were blacks and Latinos spotlighted by the City here?

We applauded this administration’s hard work and drive that established the successful free pre-K program.

Rosedale Man Charged with Possessing Illegal Weapons and Law Enforcement Gear with Phony Police IDs

By Forum Staff Kevin Nugent, 40, of 254th Street in the Rosedale has been charged with stockpiling illegal weapons and ammunition along with law enforcement gear - including handcuffs, police radios, gun holsters and businesses cards identifying the defendant as being with the FBI and other agencies.

Nugent was arraigned last week before Queens Criminal Court Judge Scott Dunn on a complaint charging him with second- and fourth-degree criminal possession of a weapon, second- and third-degree criminal possession of a forged instrument, seventh-degree criminal possession of a controlled substance, unlawful possession of pistol or revolver ammunition and violation of permits for possession and purchase of rifles and shotguns.

Bail was set at $75,000 and ordered Nugent was ordered to return to Court on June 19.

Also recovered were business cards with the defendant’s name and various agencies - including ATF, FBI and the NYPD- along with forged shields for the FBI and ATF. Bags filled with Bupremorhine and Clonazepam pills and marijuana were also seized in addition to more than $2,000 in $100 bills found.

District AttorneyBrown said, “This defendant is accused of possessing guns, live ammunition and police gear - that when worn would have convinced most civilians that he was a member of law enforcement. These deadly weapons and other items have been seized to protect anyone from harm and the defendant now faces a lengthy term of incarceration.”

If convicted, Nugent faces up to 15 years in prison.

By Forum Staff A 25-year-old Queens mother has been charged with reckless endangerment among other charges after she fled the scene of a minor collision, crashed into a fence and then threw her own child into the arms of a stranger late last week.

District Attorney Brown said the defendant panicked because she had neither a drivers license or insurance on her vehicle and after a car chase ending when she crashed not a fence she ran.

"Fortunately," DA Brown noted, "the baby girl was unhurt and safe, but parents must always be mindful that regardless of the circumstances the safety and well-being of one’s children must be the top priority.”

Malikah George, 25, of Guy R. Brewer Boulevard in Jamaica was arraigned before Queens Criminal Court Judge David Kirschner on a complaint charging her with second-degree reckless endangerment, endangering the welfare of a child, leaving the scene of an incident without reporting/personal injury and several

vehicle traffic laws including driving without a license or insurance and failing to register the vehicle.

The defendant was placed on supervised release in lieu of bail, and her next court appearance will be August 1, 2018.

According to the charges, on Wednesday, May 30, 2018, at approximately 6:20 p.m., George was operating a 2004 Honda Civic when she rear-ended a white Ford Explorer in Ozone Park, Queens. The driver of the SUV exited his vehicle to exchange information with the defendant, but she drove away and the SUV driver pursued her for several blocks.

The defendant said she was being chased for five or six blocks and then lost control of her car, crashing into a school’s wrought iron fence.

She got out of her car and then pulled her young daughter from the vehicle yelling “my baby, my baby” and then handed her to a stranger on the street asking her to “hold my daughter down for an hour” because she knew she would be arrested.

If convicted, the defendant faces up to a year in jail and/or a $1,000 fine.

By Forum Staff Alexander Bonich, 52, of 42ndStreet in Astoriahas been convicted at trial of murder in the fatal shooting of his friend, William Klinger, 42, of Rome, Italy, in January 2015.

Bonich and the victim first met years ago in Croatia and maintained a friendship over the years.

Klinger was a historian, and told Bonich he wanted to move to the US. Bonich offered to help him and afterwards said he had found him a job for him and an apartment for sale in Astoria for $85,000.

But upon Klinger’s arrival he learned that there was no job waiting for him and the apartment was actually a rental occupied by Bonich’s elderly mother.

The two men began to argue while walking together in Astoria Park on a Sunday afternoon. Klinger waked away from

Bonich who ordered him to stop but when he didn’t, Bonich shot him in the back of the head. After he fell to the ground, the defendant shot him again.

District Attorney Brown said, “The defendant in this case spun a web of lies - claiming that the victim had set out to kill him and that shooting the man in the back was self-defense. The jury, however, weighed all the evidence and found the defendant guilty as charged after just two hours of deliberations. The victim of this violent shooting had trusted the defendant and reached out to him for help in starting a new life in New York City. Sadly, the defendant betrayed that trust and brutally shot and killed the man. The defendant will likely spend the rest of his life behind bars as punishment for this senseless killing.”

When he is sentenced on June 14, he faces up to 25 years to life in prison.

Ozone Howard LL Walks for # GUYSTRONG

Supporters lined the track at the Ozone Howard Little League Sunday morning to walk in support of Guy Losito’s fight against an aggressive brain cancer.

After the crowd called for a speech Losito called for a group hug after delivering stirring words on some valuable life lessons.

By Patricia Adams Overcast skies did not cloud the mood at the Ozone Park Little League complex on Sunday morning, where a large crowd assembled to help a long-time coach and friend.

A walk honoring a former president of the league, Guy Losito, was held after news was released last month, that the beloved coach is suffering from a Grade IV GlioblastomaAstrocytoma, rare and aggressive form of brain cancer.

The event was held to help Losito and

his family manage some of the monumental expenses incurred as a result of his illness.

Donations came in as walkers registered and purchased raffles and t-shirts.

The day was punctuated with stories of days gone by, friendships remembered and an outpouring of support for the fight Losito has pledged to counter this disease.

There were tears, cheers, hugs and finally after the walk concluded, time to hear form the man himself.

With his wife Donna, and the rest of his family standing by him, Losito took the mic.

“I remember when it all started, I had just gotten married and we lived on 96th street,” Losito began. “I could tell you stories all day that’s for sure, but when I walked over here for the first time, Staten Island was here to play Queens and there was a big fight on the field. I met a few of the guys, I got interested and I never left.”

Fighting back the tears, he continued.

SIGNS OF MELANOMA: What You Should to Look For No doubt we are all glad the summer is almost upon us. And no doubt we will all be happily flocking to the beaches-the one's that are open anyway (sorry we couldn't resist). But in any case we'd like to take this opportunity to remind you that while the sunshine provides us with a backdrop for many wonderful activities to enjoy, it also brings along a danger we have to watch out for. Melanoma.

The most dangerous form of skin cancer, melanomas develop when unrepaired DNA damage to skin cells (most often caused by ultraviolet radiation from sunshine or tanning beds) triggers mutations (genetic defects) that lead the skin cells to multiply rapidly and form malignant tumors. Most times, melanomas resemble moles; some develop from moles. Most are black or brown, but they can also be skincolored, pink, red, purple, blue or white. Melanoma is caused mainly by intense, occasional UV exposure. Melanoma kills an estimated 10,130 people in the US annually.

The bright side of this condition is if melanoma is caught early it's almost always curable, but if left unattended, the cancer can advance, spread be fatal.

Even if you carefully practice sun safety all summer, continue being vigilant about your skin throughout the year. Examine your skin

head-to-toe once a month, looking for any suspicious lesions. Self-exams can help you identify potential skin cancers early.

You obviously need to know what you're looking for. As a general rule, to spot either melanomas or non-melanoma skin cancers (such as basal cell carcinoma and squamous cell carcinoma), take note of any new moles or growths, and any existing growths that begin to grow or change significantly in any other way.

Lesions that change, itch, bleed, or don't heal are also alarm signals.

Prevention is the best medicine and melanoma is no exception. Seek the shade, between 10 AM and 4 PM. Don't get burned. Never use UV tanning beds. Cover up with clothing, hats and sunglasses. Use a broad spectrum sunscreen with an SPF of 15 or higher every day.

Apply 1 ounce (2 tablespoons) of sunscreen to your entire body 30 minutes before going outside. Reapply every two hours or immediately after swimming. Keep newborns out of the sun.

Sunscreens should be used on babies over the age of six months. See your physician every year for a professional skin exam.

Stay safe. Have fun and ask your local pharmacist what they have to help protect you from the sun!

The 50-bed facility, which has

undergone a $7.5 million renovation funded by OASAS, is named in honor of the National Guard and Korean War Army veteran Ed Thompson. Following his honorable discharge, the late Sgt.

Thompson suffered from PTSD and addiction issues. He sought treatment and then embarked on a post-military career at Samaritan as a program director and advocate for those recovering from addiction.

According to Samaritan officials, in addition to modernizing the 50-year-old structure and bringing it up to current codes, new to the building are the top two floors of dormitory spaces, a client lounge, quiet/reading room, outdoor basketball court, outdoor grilling/seating area, and ADAcompliant ramps and an elevator.

“Providing substance use disorder care for veterans presents a unique set of challenges, and we owe it to them to do everything we can to meet the needs of those seeking that care,” OASAS Commissioner Arlene González-Sánchez said.

City Office of Emergency Management Unveils New Hurricane Awareness Public Service Announcements

The City Office of Emergency Management on Friday marked the beginning of Atlantic hurricane season by launching a new phase of the Know Your Zone campaign, including video public service announcements that emphasize the power of preparing for hurricanes by knowing the possible hazards, having a plan, and staying informed.

According to the National Oceanic and Atmospheric Administration’s 2018 Atlantic hurricane season outlook, forecasters are predicting a near or above-normal season. NOAA’s forecasters predict a 70-percent likelihood of 10 to 16 named storms of which five to nine could become hurricanes (winds of 74+ mph), including one to four major hurricanes (category 3, 4, or 5; winds of 111+ mph).

According to the City, residents should take these steps to prepare for the start of hurricane season: • Know your zone: Find out whether you live in one of the city’s six hurricane evacuation zones.

Use the Hurricane Evacuation Zone Finder at nyc.gov/knowy-

ourzone or call 311 (212-639-9675 for Video Relay Service, or TTY: 212-504-4115) to find out if your address is located in an evacuation zone. If you live in an evacuation zone, have a plan for where you will go if an evacuation order is issued for your area.

three million New Yorkers living within the city’s hurricane evacuation zones.

Areas of the city subject to storm surge flooding are divided into six evacuation zones(1 through 6) based on risk of storm surge flooding. The City may order residents to evacuate depending on a hurricane’s track and projected storm surge.

Additionally, OEM has released the 2018 edition of the “Ready New York: Hurricanes and New York City” guide, available in print and in 13 languages and audio format. The guide offers instructions for preparing an emergency plan, and features a map of the city’s six hurricane evacuation zones and a list of hurricane evacuation centers in all five boroughs.

Navy Jet Noise Reduction Program could lead to Reduced Roar of Aircraft over Queens: Meng

By Forum Staff The U.S. House of Representatives has passed a measure to authorize the Navy’s Jet Noise Reduction Program, an initiative that may also bring relief to the ears of many borough residents in the near future, according to U.S. Rep. Grace Meng (D-Flushing).

The program, which is an initiative within the U.S. Navy’s Office of Naval Research, seeks to reduce engine noise of high-performance military aircraft, said Meng, who introduced the measure that was passed in the House last week.

And breakthroughs that are made could possibly be applied to commercial jets, the congresswoman noted, which would result in decreased airplane noise over communities in Queens. Meng’s provision – which passed as an amendment to the National Defense Authorization Act – would direct the Secretary of the Navy to share relevant noise reduction discoveries with the civilian aviation community.

Meng originally secured the authorization of the Jet Noise Reduction Program in last year’s House-passed NDAA, but the measure was not included in the version passed by the Senate. She said she’s hopeful that the proviPhoto Courtesy of Rep. Meng’s Office sion will be in both versions this year.

I now call for the NDAA to be passed by the Senate with this specific provision included and I’m hopeful that this will happen.”

U.S. Rep. Hakeem Jeffries (D-Queens and Brooklyn) commended Meng for her “vision and leadership” on the issue.

“This is a step in the right direction,” Jeffries added. “Deafening airplane noise that incessantly pollutes many neighborhoods in New York City is an unacceptable scourge that must be corrected.”

Feds Vow to Retry Mangano following Mistrial

By Michael V. Cusenza Federal prosecutors have vowed to retry former Nassau County Executive Ed Mangano and his wife, Linda, after their corruption case ended in a mistrial on Thursday.

Following nine days of deliberations, after a threemonth trial in Central Islip, the drained jury sent a note to the judge indicating that they were hopelessly deadlocked.

Ed Mangano and Town of Oyster Bay Supervisor John Venditto were indicted in October 2016 on charges of conspiracy to commit federal program bribery and honest services fraud. Mangano was also charged with extortion. Ed Mangano, his wife, Linda, and Venditto also were charged with obstructing justice; Linda Mangano and Venditto were also indicted for making false statements.

Venditto was acquitted of all charges two weeks ago.

The case has garnered city news ink because of the prosecution’s main witness. Harendra Singh, a borough restaurateur, claimed under oath to have engaged in a quid pro quo years ago with Mayor Bill de Blasio, raising thousands in campaign cash in exchange for access and favors.

Singh, owner of the now-shuttered Water’s Edge eatery in Long Island City, said, in no uncertain terms, that he bribed de Blasio because he was having permit and lease issues with his restaurant.

“I wanted to get my lease extended…The key was to have [then Department of Citywide Administrative Services] Commissioner [Stacey] Cumberbatch comply with the mayor’s request,” Singh testified.

According to the indictment, Singh provided Linda Mangano with a cushy “no-show” job at his restaurant from April 2010 to August 2014. The payments from Singh to her in connection with her “no-show” job totaled more than $450,000. In addition, Singh paid for various hotel and travel expenses for the Mangano family, including vacations to Niagara Falls in 2010, Marco Island Florida in December 2011, St. Thomas in July 2012, Turks and Caicos in July 2013, and Amelia Island, Florida in July 2014, as well as an ergonomic office chair in January 2010 ($3,371.90), massage chair from Brookstone in September 2012 ($3,623.73), a Panerai Luminor watch in November 2012 ($7,304), and hardwood flooring and its installation in the Manganos’ bedroom in January 2013 ($3,701.81).

Singh also provided free meals to Ed Mangano and his family and associates, according to federal prosecutors.
