By Michael V. Cusenza The Howard Beach community punctuated its annual Memorial Day observance ritual with a stirring ceremony in Coleman Square in front of the monument to native soldiers who gave their lives in service to their country during conflicts around the world.

“From Lexington and Concord to Kandahar, young men and women have made the ultimate sacrifice for us,” Master of Ceremony Patrick Connolly, commander of the Veterans of Foreign WarsPost 2565, said on a humid, overcast Monday afternoon. “We can never, ever, ever, ever forget their sacrifice.

We must tell our children and grandchildren about them.”

The day began at 9:30 a.m. with a Memorial Day Mass at Our Lady of Grace church.

After, grateful observers visited war markers that dot the Old Howard Beach landscape, eventually returning to Coleman Square for the emotional commemoration.

“These 41 young men gave up all their tomorrows,” Connolly noted through tears, “so Veterans of Foreign WarsPost 2565 Commander Pat Connolly we could have today.”

Rockaway Still Searching for Answers from City as Beaches Remain Closed

Cusenza The de Blasio administration last weekend shuttered a dozen blocks of Rockaway Beach—just in time for the unofficial start of summer in the city—ignoring calls to reconsider and leaving elected officials, area residents, and business owners with little answers or options. “[W]e know that this summer there is going to be a challenge in the Rockaways; no one is happy about it, I’m not happy about it, [City Parks Commissioner] Mitch Silver is not happy about it,” Mayor Bill de Blasio said on Friday as he opened city beaches in a celebration on the Coney Island boardwalk. “But we are going to get that situation fixed as quickly as we can… So the Rockaways is going to have a great beach season even though we have got some work we got to do.”

that the area between Beach 91st and Beach 102nd streets, one of the more popular stretches of the borough tourist destination, would be closed effective Friday for safety concerns due to erosion.

leaders have been warning City officials for years about erosion issues at certain swaths of the beach. And federal representatives have been urging the U.S. Army Corps of Engineers to make the Rockaway shoreline a priority for the better part of the last

decade. In 2013, Congress passed the Hurricane Sandy Relief Act, which provided the corps with over $5 billion in funding to protect the region’s most vulnerable areas. But last year, Senate Minority Leader Charles Schumer (D-N.Y.) and Rep. Greg Meeks

(D-Jamaica) fired off a letter to corps leadership, blasting the Army for not delivering.

“It is simply unacceptable that a fully-funded project languish for so long, leaving Rockaway susceptible to erosion, storm surge and flooding,” they wrote in June 2017.

City Councilman Eric Ulrich (R-Ozone Park) boycotted Friday’s Rockaway Beach opening ceremony in protest of the closure. The event was produced by the Parks Department.

“The ceremony is meant to be a celebration, but for my constituents and the business owners who will be impacted by this decision—it is anything but,” Ulrich said. “The closure will devastate our local economy—and during peak season, nonetheless.”

And on Sunday, Friends of Rockaway Beach organized a rally during which they demanded that state and city leaders to invest in infrastructure to protect beaches and coastal communities.

Pols Blast FEMA after Possible Fraud Discovered Again in National Flood Insurance Program

By Michael V. Cusenza Six U.S. senators recently ripped the Federal Emergency Management Agency and called on it to immediately crack down on fraud in the National Flood Insurance Program.

The elected officials’ outrage follows a CBS News investigation and report on NFIP that indicated that after flooding in Louisiana in 2016, “much of the money that should have helped people rebuild…instead goes to the very people fighting against them.”

The CBS story comes six years after Superstorm Sandy tore through NYC, leaving a trail of unfathomable damage across southern Queens communities, including Howard Beach, the Rockaways, and Broad Channel, in its wake. Adding insult to injury, a post-Sandy investigation uncovered systematic NFIP fraud that shortchanged victims. A “60 Minutes” piece detailed how private engineering companies purposefully altered engineering reports so as to not fully reflect the true impact and damage caused by Sandy to New Yorkers’ homes, which led to the unjust denial or underpayment of flood insurance claims.

Hundreds of flood-damage reports were falsified, and both engineering firms and insurance companies were placed under investigation by the Department of Homeland Security Office of Inspector General

and the New York attorney general for possible criminal conduct.

As a result, federal officials announced in March 2015 that FEMA had agreed to reopen and review every flood insurance claim—approxi-

mately 144,000—filed by Sandy victims.

Last week, U.S. Sens. Kirsten Gillibrand (D-N.Y.) Bill Cassidy (R-La.), Charles Schumer (D-N.Y.) Robert Menendez (D-N.J.), Cory Booker (D-N.J.), and John Kennedy (R-La.) penned a letter to FEMA Administrator Brock Long demanding answers.

“Congress has a duty to exercise robust oversight of these programs and their affiliates,” the pols wrote.

“To further our understanding of the changes FEMA made and the current procedures in place to protect policyholders from unscrupulous and fraudulent behavior by [the NFIP] Write Your Own [program] participants and contractors, we request answers to the following questions: • Are any companies or individuals that participated in falsifying or misrepresenting the findings of engineering reports or any document used to evaluate a claim still allowed to participate in any capacity in the Write Your Own program?

• What concrete steps has FEMA taken to ensure it is providing proper oversight of litigation expenses incurred by attorneys representing Write Your Own companies in cases involving disputed claims?

• How much money has FEMA paid, either directly or indirectly, to law firms representing Write Your Own companies since October 2012? Please provide a breakdown of the total amounts provided to the top 5 law firms that received the most money.

• Does FEMA have the authority under current law and/or regulations to prohibit a law firm or individual attorney from serving as counsel to Write Your Own companies in cases for which FEMA reimburses the companies for litigation expenses?

• If yes, what is the standard FEMA would use to make a decision to bar a law firm or attorney from participating in such cases?

• Has FEMA taken any action to bar any law firms or attorneys from participating in NFIP cases?

• What is the process FEMA will use to evaluate whether payments for NFIP claims related to the 2016 floods in Louisiana and any other major flooding events since Superstorm Sandy have been unreasonably delayed, and whether policyholders have received payments that are less than what they are entitled to under their policy based on the damage they sustained?

Officials Answer Questions about Lindenwood Roundabout, Spring Creek Resiliency Projects at Civic Meeting

By Michael V. Cusenza The Lindenwood roundabout and Spring Creek Resiliency projects topped the agenda Tuesday evening at the Howard Beach-Lindenwood Civic meeting inside St. Helen Catholic Academy.

Last month, the civic board touted the City’s new proposal to turn the infamous Lindenwood traffic triangle at the intersection of 153rd Avenue and 88th Street into a safer “mini-roundabout.”

According to the Department of Transportation, the mini roundabout features: new crossings with painted refuge islands and curb extensions; additional pedestrian space; flush medians; and striped parking lanes.

And the benefits of the plan include: new shorter crossings clarify pedestrian paths and expand the pedestrian network; calms traffic on all approaches to intersection; reduces speeding by narrowing travel lanes with painted parking lanes and flush medians; large, painted pedestrian area provides a new public space to the com-

“I know this plan did take some time, but I think we got the right one,” Deputy DOT Queens Borough Commissioner Jason Banrey said. “This will add more clarity for folks.”

year. He also warned residents that construction of “a project of this magnitude” is expected to have a slight impact on the neighborhood.

“I imagine that it will be a bit of a headache as it’s being installed,” he said, adding that driving and parking near the intersection will be slightly affected during production.

The Spring Creek Resiliency Project, in part, features a Federal Emergency Management Agency-funded berm to help control area flooding and erosion. On Tuesday, officials from the State Department of Environmental Conservation and National Park Service revealed that the agencies are in the process of securing a donation of 77,000 cubic yards of clean material from the old TWA terminal at John F. Kennedy International Airport to help fortify the berm. The material would eventually be delivered mostly by truck and some by barge.

Construction of the berm is still in its infancy. Phase I of design is due by the end of this year.

By Michael V. Cusenza City Police detectives recently reached out to the public for help in identifying a man wanted for questioning in connection with an incident of public lewdness in the subway in Forest Hills earlier this month.

According to police reports, on Tuesday, May 15, around 7:45 p.m., a woman riding a northbound F train near 75th Avenue in Forest Hills spotted the man leaning against the entrance/exit doors and “manipulating his groin for an extended period of time.”

The woman snapped a pic of the pervert before exiting the train at Parsons Boulevard and Hillside Avenue in Jamaica.

The suspect is described as a Hispanic man in his 20s, 5-foot6, 150 pounds, last seen wearing a dark jacket and brown pants.

Officials Finally Unload ‘Agents of the City’ Emails

By Michael V. Cusenza Following a protracted court battle, a State Appellate Division judge earlier this month upheld a lower court’s ruling that Mayor Bill de Blasio must disclose all emails between City Hall and outside consultants that de Blasio called “agents of the City.”

City Hall on Thursday finally forked over more than 4,000 pages of correspondences to Spectrum News NY1 and the New York Post, the plaintiffs that originally filed the Freedom of Information Law request two years ago. The two news outlets won the original lawsuit last year.

The emails are mostly electronic conversations between de Blasio, City Hall aides, and the consulting firm BerlinRosen (mainly principle Jonathan Rosen). BerlinRosen had been hired by de Blasio’s nowdefunct non-profit Campaign for One New York.

The messages reveal the tedium of a bureaucracy at work.

However, some are embarrass-

ing while others expose secretly held positions on important issues and individuals.

One email that has gotten plenty of traction features de Blasio ripping the media.

is pitiful and it’s sad for our city and nation,” Hizzoner said in an August 2015 note. “We can make a conscience decision to surrender…or we can govern.

I’m a big fan of alternative media and subscription-based media like The Guardian that are trying to take some of the bias out of the equation that is based—that comes from needing clicks and having a mentality that connects to a corporate structure.”

By Forum Staff The owner of a Flushing karaoke bar recently pleaded guilty to failing to collect and pay over employment tax, according to the U.S. Department of Justice.

Kae Wook Lee was the sole owner and chief executive officer of Mona Lisa 7 Corporation, through which he operated the Mona Lisa 7 Karaoke Room on 164th Street.

According to charging documents, between 2011 and 2013, Lee diverted part of his business’s receipts to bank accounts in the names of shell corporations he created. Lee

then withdrew funds from those bank accounts to pay employees’ wages in cash without collecting or paying over employment taxes to the Internal Revenue Service. Lee concealed the cash payroll from his accountant and signed and filed false tax returns that underreported employee wages.

The tax loss to the IRS caused

by Lee’s conduct was $612,500, federal officials noted.

Lee faces a maximum sentence of five years in prison, as well as a period of supervised release, restitution, and monetary penalties, when he’s sentenced in September.

By Forum Staff A murder conviction was handed down last week against the 27-year-old Bronx man responsible for the 2013 fatal stabbing of a 69-year-old man under an elevated train station in Elmhurst.

Steven Torres, of West 195th Street was convicted of second-degree murder after a oneweek jury trial before Queens Supreme Court Justice Barry A. Schwartz. When Torres is sentenced in June he faces 25 years to life in prison.

“The victim in this case was killed in a violent, unprovoked attack. The defendant fatally stabbed an innocent bystander in a senseless act of rage. The jury weighed all the evidence

presented at trial and after deliberating for just 11 minutes found the defendant guilty of murder. At sentencing, the defendant faces a very long term of incarceration that will protect others and punish him for this horrible crime.”

Authorities say that the unprovoked attack on Ever Orozco, 69, of Woodside, Queens, came after he had dropped off his wife at a nearby doctor’s office and gpne to park his car near the 90th Street-Elmhurst Avenue #7 train station at approximately1:00 p.m. on September 16, 2013. He was viciously attacked and stabbed multiple times by Torres.

Mr. Orozco was transported to a local Queens hospital where he was pronounced dead.

A Long Beach man has been charged with a hate crime after he verbally attacked a fellow passenger on the LIRR. Edward Ruggiero, 58, of E. Penn Street in Long Beach, was held last week pending arraignment on a complaint that charged him with third-degree menacing as a hate crime and second-degree aggravated harassment.

On April 19, between 9:53 and 10:25 pm, Ruggiero was riding the LIRR between the Forest Hills and Jamaica stations, when he approached a 25-year-old female resident of Lynbrook, who was seated on the train.

Authorities say Ruggiero raised his hand toward the woman, and stated “I’ll smack the [expletive deleted] out of you, you loud mouth monkey [expletive deleted].” It is further alleged that defendant Ruggiero continued screaming at the complainant calling her a “black monkey” and that she should “Get off at Jamaica. Get off in the ghetto” and then began to imitate the sounds monkeys make.

District Attorney Brown said, “The bigotry and hatred that the defendant is accused of manifesting and acting upon have no place in a civilized society – especially

in Queens County, the most culturally diverse county in the nation. No one should be subjected to the vile words and intimidating actions the defendant is accused of tormenting the victim with. Crimes of hate will never be tolerated here and when they do, regrettably occur, those responsible will be brought to justice.”

If convicted, Ruggiero faces up to a year in jail and/or a $1,000 fine.

PEDIATRIC MIGRAINES: Helping your kids In this final part of our series on migraines, we will talk about a very special sector of the migraine population.

It is estimated by medical experts that 10% of pediatric patients suffer from these headaches.

Two studies released earlier this year focused on treatment as well as preventative strategies for children suffering with the condition.

Both ibuprofen and acetaminophen are the first-line for acute treatment in pediatric patients, and of the two ibuprofen has proven to be more effective.

As in adults with chronic migraines, pediatricians recommend keeping headache diaries for your children so that you can identify triggers which can include stress, various foods and the constriction of blood vessels in the head and neck.

Experts say that parents have to look for the following manifestations in their children, which vary according to age groups: Infants may present with only episodic “head banging” Preschool children often have episodes involving an ill appearance, abdominal pain, vomiting, and the need to go to sleep; they may exhibit pain by irritability, crying, rocking, or seeking a dark room in which to sleep Children aged 5-10 years typically have bifrontal, bitemporal, or retro-orbital headache; nausea; abdominal cramping; vomiting; photophobia; phonophobia; a need to sleep; tearing, swollen nasal passages; thirst; edema; excessive sweating; increased urination; or diarrhea Older children may experience increasing headache intensity and duration; a pulsating or

throbbing character to the headache; and a shift to a unilateral, temporal location If your child presents with any of these, a thorough general physical exam in addition to a neurological exam should be performed immediately.

Of course the main goal of parents is to find ways to relieve children of any and all symptomology and we have comprised the following outline of suggestions to help your child deal with the situation.

Measures that may be helpful for managing acute attacks include the following: Have your child to lie down in a cool, dark, quiet room during the attack and go to sleep Initially you may administer age appropriate dosages of simple analgesics (eg, acetaminophen or ibuprofen); if they do not work you must consult with your child’s physician as to whether they need what are known as pharmacologic abortive therapies for acute attacks (ie, triptans) Applying ice or pressure to the affected artery Help your child with other modes of treatment like self-relaxation, biofeedback, and selfhypnosis Again we hope this series has shed some important light on migraines and the serious life altering effect they have not only on patients who suffer with them, but on their loved ones, co-workers and everyone involved in their day to day lives. Dockless Bike Share Program Coming to Rockaways

Communities in the four socalled outer boroughs will host dockless bike share pilot programs this summer, Mayor Bill de Blasio announced on Thursday.

Starting in July, the programs are set to roll out in the Rockaways in Queens and Coney Island, Brooklyn. Later in the summer, the Bronx and Staten Island will receive bike share pilots, the City said.

Unlike Citi Bike, which celebrated its fifth anniversary this month, these pilots will not require physical docking stations, instead allowing for all essential system and locking components to be installed in the bicycles themselves; bikes can be rented using a mobile phone, usually for $1 or $2 per ride.

The Department of Transportation laid out the preliminary timeline for the programs: • June: DOT will go to the geographically relevant community boards in Queens, Brooklyn, the Bronx, and on Staten Island to present plans and establish final boundaries for each of the pilot ar-

• July: Pilot will begin as bikes start to arrive on a rolling basis to neighborhood streets, with the ultimate goal to have a total of 200 bikes that offer half-hour rides and that remain within the boundaries of each of the four catchment areas during the pilot period. Some of the dockless bikes are expected to be pedal-assist bicycles.

• Fall 2018: After September, DOT will work with local stakeholders to extend or discontinue pilots based on performance. In the evaluation period, DOT has said that it will also make a determination on future steps, including the possible addition of pilots in

different or expanded geographic areas.

Last December, the City released a Request for Expressions of Interest aimed at bringing bike sharing to neighborhoods outside of Manhattan that Citi Bike had not yet reached. In Queens, Citi Bike docks can only be found in the western part of the World’s Borough, in Astoria and Long Island City.

“By bringing the bike share program to Rockaway, the City is taking a positive step towards allowing

residents in all boroughs to participate and enjoy in the successful dockless bike service,” said State Sen. Joe Addabbo, Jr. (D-Howard Beach).

The concept might sound familiar to Forum readers. Last August, City Councilman Eric Ulrich (R-Ozone Park) blasted de Blasio and DOT for ordering a dockless bike sharing company to cease and desist all operations just three days in advance of Ulrich’s press conference welcoming said company to the Rockaway community.

“Please be advised that you do not have the authorization or permission, pursuant to a concession, franchise, permit, contract or otherwise, required for such operations,” a senior DOT official wrote in the cease-and-desist letter.

“The mayor would rather protect a public monopoly like Citi Bike—which barely exists outside of Manhattan—than expand sensible bike sharing in neighborhoods that need it most,” Ulrich fumed last summer. “New Yorkers are starving for transportation alternatives and Mayor de Blasio shamefully says, ‘Let them eat cake!’”

Underwood Appointed as NY’s 66th Attorney General

By Michael V. Cusenza Barbara Underwood, who has been serving as New York’s acting attorney general since Eric Schneiderman resigned amid scandal on May 8, was recently confirmed by the State Legislature and officially appointed to the permanent post.

“It is a tremendous honor and I pledge to serve the people of the great State of New York with honesty, integrity, and all of the skills I have acquired during decades of public service,” said the 66th NY AG. “During my 11 years with the attorney general’s office, I have seen first-hand the extraordinary talent and dedication of the people of this office. More than 700 attorneys, and another 1,000 investigators, analysts, support staff, and other professionals, are working hard every day to bring justice to the people of New York.”

Governor Andrew Cuomo commended both chambers for their “sound and prudent decision” to appoint Underwood, the first woman to serve as State attorney general “She is a brilliant legal mind and an extraordinarily qualified attorney who has argued 20 cases before the Supreme Court, and she will provide strong leadership and important continuity in the office of attorney general during these challenging times,” Cuomo added.

Schneiderman stepped down in disgrace after The New Yorker published a stunning story titled “Four Women Accuse New York’s Attorney General of Physical Abuse.” In the piece, women with whom the

former AG “has had romantic relationships or encounters” accuse him of “having subjected them to nonconsensual physical violence.”

In his resignation statement, Schneiderman said he “strongly contests” the allegations. Cuomo has appointed Nassau County District Attorney Madeline Singas special prosecutor “to investigate, and if warranted, prosecute, any and all matters concerning the public allegations against Mr. Schneiderman, as reflected in The New Yorker ar-

ticle…as well as any matters that may arise from this investigation.”

Singas has pledged to “listen to anyone who comes into the office to talk to us about victimization.

We will gather the evidence that is necessary. We will analyze that evidence. We will analyze the laws of New York State to see when we can bring charges, if we can bring charges. We will treat this case the same way as we do all cases. There will be no stone left unturned.

There will be a thorough investi-

gation. We will treat this case the same whether the alleged perpetrator is a worker or a CEO or the former attorney general of the State of New York.”

The New York electorate will have the opportunity to select the next attorney general for a full fouryear term on Nov. 6. City Public Advocate Tish James and Fordham University Law professor Zephyr Teachout, among others, have officially launched campaigns for the post.

Undercover Investigation Leads to Gang Bust

By Forum Staff Nine alleged members of the 97 Street Trinitarios and the #Hot97Boyz street gangs are facing multiple counts of drug and weapons charges as a result of a long time undercover operation.

The investigation included successful buys of firearms and illicit drugs, including cocaine and heroin laced with Fentanyl, from the defendants between August 2016 and May 2018.

District Attorney Brown said, “A morning wake-up call by the police armed with court authorized search warrants early yesterday morning resulted in the arrest of 18 individuals and the seizure of narcotics and drug paraphernalia, including marijuana, cocaine, crack cocaine, heroin, scales, packaging and over $80,000 in cash. Police also confiscated a machete and five vehicles. These arrests should serve as a warning to drug dealers and gang members who operate in New York City that law enforcement is coming for you.

We will continue to aggressively track down those who flood our community with illegal drugs and guns and put them behind bars.”

The main defendants in the case have been identified as Oscar “Diddy” Urena, 35, of Jackson Heights; Jesus “Junior” Mota, 34,

ous complaints charging them with criminal possession of controlled substances, criminal possession of a weapon and other alleged crimes.

The investigation that led to the arrests was a joint undertaking between the NYPD’s Queens Gang Unit and District Attorney Brown’s Narcotics Investigations Bureau.

The sting utilized undercover NYPD detectives who allegedly made more than 35 suc-

cessful narcotics purchases, as well as three gun buys, between August 2016 and May 2018. Investigators recovered two loaded 9mm firearms, a loaded .22 caliber handgun, a stun gun, cocaine, thousands of Tramadol pills, marijuana, heroin laced with Fentanyl and eight vehicles.

The alleged gang members operated primarily in the neighborhoods of Corona, Elmhurst and Jackson Heights.

Utilizing court authorized wiretaps, investigators were able to eavesdrop on telephone conversations between several of the defendants and make arrests based on information garnered from those conversations.

The criminal complaints also detail several dozen instances where undercover investigators were able to successfully purchase illegal drugs from the defendants, as well as guns.

On April 28, 2017, it is alleged that an undercover detective met with defendant Urena and paid $940 for a black Jimenez Arms 9mm semi-automatic firearm along with 11 rounds of ammunition. The defendant is also alleged to have provided the “buyer” with a bag of marijuana.

If convicted, Urena and Fernandez each face up to 20 years in prison with the other defendants all facing sentences between 4 and 14 years.

NYC Transit Releases Exhaustive Plan to ‘Modernize’ Subway, Bus Systems

By Forum Staff Metropolitan Transportation Authority New York City Transit recently unveiled its extensive plan to revolutionize every major aspect of the organization and its services, from subways to buses to accessibility to corporate culture.

Dubbed “Fast Forward: The Plan to Modernize New York City Transit,” the 75-page blueprint focuses on four major priorities, according to NYC Transit President Andy Byford: transforming the subway, reimagining the city’s public bus network, improving accessibility for all modes, and engaging and empowering NYC Transit’s workforce to deliver the best service possible.

The plan was presented to the MTA Board last Wednesday.

Highlights include: • State-of-the-art signal and track infrastructure for optimum reliability, performance and safety: Within five years, the latest computerized signal and track infrastructure will be installed on five additional lines, so three million daily riders are on lines with Communications Based Train Control. Within 10 years, these benefits will cover a total of 11 additional lines, benefiting five million daily riders. This work will also require the refurbishment, replacement or upgrading of myriad supporting infrastructure and equipment such as power systems, shops and yards, and cars.

• Accelerated work towards a fully accessible subway system: Within five years, more than 50 new stations will be made accessible, ensuring that all subway riders will not be more than two stops away from an accessible station. Within

10 years, this will expand to a total of more than 130 additional stations, with the balance of all possible stations completed by 2034. Elevator and escalator maintenance and repairs are also being enhanced, Byford pledged.

• A state-of-the-art fleet of new subway cars and buses: Within five years, riders will be benefit from the reliability, performance and safety advantages of more than 650 new subway cars, more than 1,200 refurbished cars, and 2,800 new buses

including 200 electric buses, provided that there will be industry capacity to meet the demands of such a large-scale design and manufacturing initiative. Within 10 years, the plan calls for another 3,000 new subway cars and 2,100 new buses, including 1,600 electric buses. Byford said that he has expressed a desire to achieve a fully electric bus fleet; NYC Transit will work with bus manufacturers, charging infrastructure manufacturers, power delivery utilities and municipal officials to achieve this goal in New York City.

• A completely redesigned bus route network: As noted in the NYCT Bus Plan released last month, the entire route network for local and express buses in the five boroughs is being re-evaluated and redesigned based on ridership patterns, road operating conditions and input from customers, route neighbors, advocates and others. The Fast Forward Plan calls for this work to be done within five years.

• Improving customer service and communication: The plan includes a new “Strategy and Customer Experience” division to ensure the interests of customers are considered in all decisions. Improvements include performance tracking dashboards, train and bus arrival info, wayfinders and roaming station agents. Within the next five years, screens will be installed in all stations and on more than 3,000 subway cars to provide real-time location-specific information, as well as a new mobile-friendly website and app launching this year. The quality assurance of public address systems in stations, on subway cars and on buses will be strengthened.

“The world’s greatest city needs world-class transit and this plan will deliver exactly that,” Byford added.

In Budget Testimony, Stringer Calls for Agency Savings and City to Prep for PossibleTough Times Ahead

Cusenza In remarks delivered on Thursday before the City Council Finance Committee, City Comptroller Scott Stringer said the NYC economy “remains strong” and that Mayor Bill de Blasio’s Fiscal Year 2019 Executive Budget includes “a number of important programs” that he supports, but also repeated his call for rigorous agency savings and greater preparedness for the possibility of tougher times ahead.

Stringer cited a robust labor market and a boost from the Tax Cuts and Jobs Act and the federal budget as reasons for the city’s solid economic footing.

“But increased federal spending and ongoing tax cuts will ultimately lead to higher federal budget deficits and rising interest rates going forward. As a result, we expect economic growth to peak this year, and begin to taper off in the later years of the financial plan period,” the comptroller noted. “Depending, in part, on how well the Federal Reserve is able to manage that transition, it should be possible to avoid a recession, and we are not projecting one as of now. But if the Fed mis-

However, the comptroller said the Fair Fares program must be funded because it will “level the playing field for low-income New Yorkers.” The proposal calls for reduced fare—or half-priced MetroCards—for residents below the poverty line.

“No one should have to choose between buying a MetroCard and putting food on the table,” Strine-

gr added. “Affordable transportation should be a fundamental right in this city, and Fair Fares will get us a lot closer to that goal.”

In his testimony on Thursday, Stringer also proposed a four-year savings plan with a target of adding a billion dollars this year and the next to the City’s surplus in order to reach the minimum target level of the optimum budget cushion.

“As I have said repeatedly, we must demand that our agencies work harder to identify efficiency savings. This year’s Citywide Savings Program, by our reckoning, contains only 14 percent of savings that are truly efficiencies—the rest are debt service savings, funding shifts, or spending re-estimates,” the comptroller said. “We need to raise the bar for agency savings targets. Don’t get me wrong – I’m not in favor of the heavy-handed, arbitrary, and indiscriminate application of savings targets that was too often the practice in the past, regardless of the consequences.

But I am in favor of giving agencies real targets for their savings efforts, in order to push them to work harder. Over the last three years, the increase in the surplus roll has gone down each year, from $1.6 billion in 2015, to just $147 million last year. We should be growing that amount, and increasing our budget cushion. By adding $1 billion this year and next to our surplus, we could reach a budget cushion equal to 12 percent of spending by FY 2021. Doubling the agency savings target to 2 percent per year could get us half way there.”
