Mailbox ‘Fishing’ Scheme Might be making its Way Back to South Queens

By Michael V. Cusenza Crooked, dry-land “fishermen” might be making a comeback in some south Queens communities.

A South Ozone Park man this week reached out to The Forum to tell his personal story of identity theft and how a check he mailed out last month was stolen from a blue U.S. Postal Service curbside collection box near his home via a method known in law enforcement circles as “mailbox fishing.”

“I was upset right away, like ‘How the hell does this happen?”

Tom Pawlowski, a retired Sanitation worker and U.S. Army veteran, told The Forum on Monday.

Fishing is a federal crime in which envelopes containing checks and valuable personal information are “fished out” of mailboxes by resourceful crooks using a makeshift rod: an adhesive attached to the end of a string or rope. The perpetrators then cash in at banks

Pawlowski, who has lived in South Ozone Park for 60 years, said he realized that he was a victim as soon as his neighborhood bank informed him that the check he had dropped in the box at 149th Avenue and 122nd Street to pay a bill had been cashed.

“I said ‘By who?!?’” Pawlowski

recounted, noting that the bank told him it was cashed in upstate Utica.

So Pawlowski filed an official complaint with a detective in the 106th Precinct Detective Squad, who told him that he wasn’t alone, and that she had taken quite a few mailbox fishing complaints over the past week (the last week of April.)

Ulrich Urges City to Officially Designate May ‘Military Appreciation Month’

Councilman Ulrich wants May to be recognized as Military Appreciation Month in the city.

By Forum Staff City Councilman Eric Ulrich (R-Ozone Park) recently announced a new bill calling on the City to recognize the month of May as Military Appreciation Month.

According to Ulrich, the proposed legislation aims to acknowledge the sacrifices made by our nation’s veterans and their families.

“Although it would be impossible to fully repay the debt we owe our veterans for their service, civic institutions should make every ef-

fort to commemorate the service of our veterans,” Ulrich said. “As chair of the City Council’s Veterans Committee, it has been a privilege to serve the brave men and women who have served this country. I vow to continue being an advocate for our nation’s heroes.”

As Ulrich noted, the Military Appreciation Month bill is the latest in a series of initiatives spearheaded by the Ozone Park councilman over the past two years “to make New York City the most veteran-friendly city in the country,” including:

In 2015, the Council unanimously passed Ulrich’s legislation to create the Department of Veterans Services. The new agency helps veterans in New York City find housing, jobs and medical care when they return from service.

In 2016, Ulrich helped to open a DVS satellite office in Borough Hall. Before last year, veterans were forced to travel to lower Manhattan to seek assistance from the City.

In February of this year, the councilman also co-sponsored a veterans property tax relief bill that would make it easier for veterans to stay in their homes. The City currently offers a veterans property tax exemption, but this does not include the school district portion of the tax bill. Veterans who are eligible for this tax break are still forced to pay back the school district tax portion.

“These new initiatives are symbolic of the progress that we’ve made, but sadly, it isn’t nearly enough for the 225,000 brave men and women in uniform who call New York City home,” Ulrich added. “I urge my colleagues in the City Council to join me in my fight for our veterans.”

Mike Edmonds, the precinct’s executive officer, to see if, indeed, this scourge, which was such a problem a year ago in the command, is roaring back into town. Edmonds said that though records show three complaints for fishing over the past 30 days, “my detective squad is aware of it. It seems more prevalent in other precincts, but we’ll stay mindful.”

Last spring, USPS officials indicated to area residents that fishing had become an issue in south Queens.

“I’m going to be honest with you: It’s a significant problem for the Post Office right now,” Postal Inspector Rich Gutierrez told members of the community who gathered at St. Helen Catholic Academy for the April 2016 meeting of the Howard Beach-Lindenwood Civic.

“And I don’t know how we’re going to stop it.”

That same month, Pablo Fernandez was caught red-handed fishing envelopes out of a collection box at 153rd Avenue and 83rd Street in Lindenwood.

As for Pawlowski, the incident has had a profound effect on his routine.

“It’s unbelievable how they can ruin your life,” he said. “Now I’m afraid to drop it in the box. I’ve got to get in the car and drive to Howard Beach or Liberty Avenue.”

De Blasio Presents $84.86B Executive Budget for 2018

By Forum Staff Mayor Bill de Blasio recently detailed the City’s Executive Budget for Fiscal Year 2018, a balanced plan totaling $84.86 billion that, according to the administration, makes targeted new investments in education, public safety and affordability.

De Blasio also noted that Washington has had an effect on the city budget, characterizing the capital’s fiscal climate as “plagued with uncertainty” and “threatening funding cuts.”

“In the face of continued uncertainty, it is more important than ever that cities make smart, targeted investments aimed at improving people’s lives,” the mayor said.

“We cannot respond to threats of funding cuts by pulling back on our own investments or values. Instead, we must continue to make this city a place where everyone can have a chance to succeed. It is our duty to continue building a New York City that is stronger and fairer than it’s ever been before.”

Highlights of the FY2018 Executive Budget include: • Instituting free, full-day, high-quality 3-K for All for every three-year-old in the city through a $36 million investment in FY18 and ramping up to $177 million in FY21.

• Ensuring all students can learn in a safe and comfortable environment by installing air conditioning in every classroom at a cost of $28.75 million over five years.

City Launches NYC Ferry in Rockaway

South Queens community leaders and elected officials ended up in the water on Sunday as they celebrated the grand opening of the first two routes of NYC Ferry with a ceremonial first ride from the Rockaways to Manhattan.

“Today, I witnessed what many Rockaway residents thought might never happen—a credible commuter ferry run to Manhattan,” said State Sen. Joe Addabbo, Jr. (D-Howard Beach). “This day has been a long time coming. The introduction of the new Citywide Ferry Service will give residents and commuters improved, reliable transit options, taking them to-and-from Rockaway Beach, Brooklyn Army Terminal and Wall Street/Pier 11. The ferry will finally link the rest of New York City to Rockaway, so that visitors can experience all the benefits the peninsula has to offer.”

Mayor Bill de Blasio was a passenger on the ceremonial first voyage of the Urban Journey vessel, along with the boat’s official godmother, Laura Deckelmann. Last year, Rockaway activists Danny and Linda Ruscillo set up a petition to have the Beach 108th Street NYC Ferry dock named “Deckelman’s Landing,” after the longtime Rockaway Ferry advocate.

The newly-integrated East River Route launched at 6:30 a.m. on Monday. It offers service between East 34th Street, Hunter’s

Point South, Greenpoint, North Williamsburg, South Williamsburg, Dumbo, Governor’s Island (in the summers only) and Wall Street’s Pier 11.

On June 1, a third route, South Brooklyn Route – which links Bay Ridge, Sunset Park, Red Hook, Brooklyn Bridge Park and Wall Street – will begin. Astoria service will launch in August, with the exact date still being determined. The final routes, the Lower East Side and Soundview routes, launch in 2018.

According to the City, once the NYC Ferry system is fully operating in 2018, the combined routes will cover more than 60 miles of waterway at $2.75 per ride, the same cost of a subway ride. Last week, NYCEDC and Hornblower, the company operating NYC Ferry, announced that the cost of a 30-day unlimited ferry pass will be $121, the same as a 30-day MetroCard.

“For years, Rockaway residents have had one of the longest commutes into Manhattan. The launch of the new NYC Ferry will cut the travel time for these commuters by about 30 minutes each way, giving the residents of Rockaway more time to spend with their families,” said City Councilman Eric Ulrich (R-Ozone Park). “The ferry service will also boost foot traffic and help local businesses by providing New Yorkers a direct route to the Peninsula’s beautiful beaches. I am happy to be on board with NYC Ferry, which will fill a much-needed void in the Rockaways.”

NYPD Officer Charged with Vehicular Manslaughter in Deadly Van Wyck Expwy. Crash

By Forum Staff An officer with the City Police Department has been charged with vehicular manslaughter, criminally negligent homicide and other crimes for a recent deadly early morning crash on the Van Wyck Expressway in South Ozone Park, according to Queens District Attorney Richard Brown.

Vanessa Raghubar, the 22-year-old driver of the car allegedly hit by the off-duty officer on April 23, succumbed to her injuries in Jamaica Hospital Medical Center the following day. Two other people were also injured in the rear-ended vehicle.

Neville Smith, 32, of the Bronx, was arraigned last Wednesday at a borough hospital on a criminal complaint charging him with firstdegree vehicular assault, seconddegree manslaughter, criminally negligent homicide, third-degree assault and operating a motor vehicle while under the influence of alcohol or drugs. Bail was set at $300,000 bond or $250,000 cash,

and struck a light pole on the right shoulder. Raghubar died on Monday at JHMC. The two passengers in Raghubar’s car were also injured, Brown noted. The driver’s sister, Maria

Raghubar, 21, was taken to the hospital with a fractured left arm, a fractured hip, and trauma to her internal organs. The third passenger, Justin Harriharran, 20, sustained numerous cuts and abrasions as well as a concussion.

According to the charges, law enforcement allegedly observed Smith to be intoxicated. It is alleged that Smith had bloodshot, watery eyes, slurred speech and emitted a strong odor of alcohol on his breath. The defendant refused to submit to a breathalyzer and a court order was signed by a judge authorizing the hospital to draw Smith’s blood for analysis.

“Drinking and then driving is a deadly combination,” Brown added. “The defendant – a police officer bound to enforce the law – is now accused of breaking the law and with deadly consequences.

An innocent woman, just 22 years old, is dead. The others in the vehicle with her were also injured.”

If convicted of all charges, Smith faces a maximum of seven years in prison.

Flushing Man Charged in ‘Jail Bail’ Scam

By Forum Staff A Flushing man has been charged with stealing $41,600 and attempting to steal an additional $10,000 from an 86-year-old man this past January by making the victim believe that he was his grandson and that he had been arrested for marijuana possession in the Dominican Republic and needed money for bail, according to Queens District Attorney Richard Brown.

Andrew Sanders, 25, was arraigned last Thursday on a three-count complaint charging him with third-degree grand larceny, third-degree criminal possession of stolen property and third-degree attempted grand larceny. Sanders, who faces up to seven years in prison if convicted, was ordered

held on $10,000 bail with a bail sufficiency hearing and to return to court on May 11.

According to the complaint, the elderly victim received a telephone call on Jan. 2 by a male who identified himself as the victim’s grandson, Nathaniel. It is alleged that the impostor stated that he was in Santo Domingo, Dominican Republic, and that he had been arrested for possession of marijuana and needed money for bail. During the conversation, it is alleged that a second man, who identified himself as “Sergeant Williams,” got on the phone with the victim and stated that “Nathaniel” was being detained and that the victim should send $9,800 in U.S. cash for bond so that “Nathaniel” would not go to jail. The victim was allegedly instructed to divide the money in

half and package the halves into the middle of two separate magazines, place the magazines into one brown envelope and mail the package to Joshua Garcia at a given Jamaica, Queens, address. On Jan. 3, the victim allegedly complied with the instructions and sent $10,000 in U.S. currency to Joshua Garcia.

It is additionally alleged that after the victim sent the money package he spoke again with “Sergeant Williams,” who instructed him to send an additional $22,000 in U.S. cash to cover the outstanding fines that “Nathaniel” had incurred while in custody. On Jan. 4, the victim allegedly sent $19,000 in a similar manner as the first package to Andrew Sanders at his thirdfloor apartment in a building on Corona

Avenue. Afterwards, the victim allegedly had a third telephone conversation with “Sergeant Williams” who informed him that “Nathaniel” was now being detained by U.S. Customs in Florida and that in order to clear “Nathaniel,” the victim would need to send an additional $23,000 in U.S. cash.

When the victim informed “Sergeant Williams” that he could not afford such an amount, “Sergeant Williams” allegedly instructed the victim to send $13,500 in U.S. cash in a manner similar to the other packages to Andrew Sanders at the Corona Avenue address. On Jan. 5, the victim allegedly sent $12,600 in U.S. cash to Sanders at the Corona Avenue address.

On or about Jan. 6, according to the charges, the victim allegedly had another conversation with “Sergeant Williams” who instructed him to send an additional $10,000 to Sanders’ Corona Avenue address, which the victim did later that same day. It is additionally alleged that on Jan. 6, the victim spoke to his actual grandson Nathaniel who informed his grandfather that he had not been arrested or held in jail.

Once the victim determined that his grandson was not being held in jail he stopped the last shipment in the amount of $10,000.

Brown noted that the matter was brought to the attention of his office by the victim’s daughter. Anyone who believes that he or she may have been a victim of Sanders’ alleged scheme by sending money to the Corona Avenue address is asked to contact his Economics Crimes Bureau at (718) 286-6673.

Man Slashed in Rockaway Cops Looking to Question Subway Station Man who Stole Money from Victim’s Howard Beach Bank Account

NYPD detectives recently reached out to the public for assistance in ID’ing a man wanted in connection with a vicious assault that occurred last month inside a Rockaway A Train station.

According to police reports, on Tuesday, April 18, around 4:10 p.m., the suspect and 30-year-old victim “got into a verbal dispute that turned into a physical altercation” at the Beach 90th Street stop.

During the fisticuffs, according to investigators, the suspect slashed the victim with an unknown sharp object numerous times, then fled the station on foot eastbound along the Rockaway Freeway.

The victim suffered lacerations to his face, neck and forearm; he was removed to Jamaica Hospital Medical Center in serious but stable condition, cops said.

The suspect is described as a black man, 5-foot-6, 160 pounds; he was last seen wearing a black-and-red sweatshirt with the words “Coke Boys” emblazoned across the chest, and dark-colored jeans.

Homeless Man Arraigned on Manslaughter Charges in Fatal Stabbing of Teen

Police on Friday reached out to the public for help in identifying and locating a man wanted for questioning in connection with a grand larceny that occurred last month at a Howard Beach bank.

According to NYPD reports, on Monday, April 24, at approximately 12:30 p.m., the suspect entered the Capital One branch on Cross Bay Boulevard and withdrew $9,000 from the victim’s account.

The man is described as a Hispanic man with a bald head and mustache, who was last seen wearing glasses, a green shirt and a dark jacket.

Man Exposes Himself on Rego Park Train

By Forum Staff A 51-year-old homeless man has been arraigned on first-degree manslaughter charges after an argument with a teen at an Internet Café turned physical.

Paul Kim, 51 and undomiciled, stabbed 19-year-old Yang Pu Fan in the K&D Internet Café on Union Street in Flushing last Wednesday night between 10 and 10:30 pm.

Kim was arraigned before Queens Criminal Court Judge Toni Cimino on a criminal complaint charging him with one count of first-degree manslaughter. Kim was held on $75,000 bond/$50,000 and will return to court on May 12. He faces up to 25 years in prison if convicted.

City Police Department investigators recently reached out to the public for help in identifying and locating a man wanted in connection with an act of public lewdness aboard a train in Rego Park last month.

According to police reports, on Friday, April 14, around 10:05 p.m., the suspect “exposed his penis and manipulated it in front of ” a 32-year-old female passenger on a southbound R train at the 63rd Drive station.

The commuter creep is described as a Hispanic man in his 60s, with a mustache; he was last seen wearing a black watch cap, tan jacket and blue pants.

By Michael V. Cusenza As temperatures begin their annual gradual ascent, the presence of motor bikes on borough streets and sidewalks also increases.

And the City Police Department has pledged to crack down on those that break the law.

“With the nice weather approaching, don’t forget that it’s illegal to ride certain motor bikes in NYC,” the NYPD recently posted to its Twitter page. “If you ride it, we’re going to take it.”

Captain Mike Edmonds, executive of-

ficer of the 106th Precinct, said that department brass contact him “every week” regarding the issue.

“They called me down to headquarters about this – to seize bikes,” Edmonds told area residents and business owners at last week’s meeting of the Howard Beach-Lindenwood Civic. “So in the summer months we’ll start doing that.”

Edmonds also noted that motor bike riders tend to travel in packs, and congregate in certain areas of the command. The BP gas station at the Van Wyck Expressway and Atlantic Avenue is a hot haven for area enthusiasts, Edmonds said.

Authorities say an elderly Queens couple, who employed the same home health aide for the last five years, was bilked out of more than $170,000 in life savings from them over a nine-month period in 2016.

“The victims in this case opened up their home to the defendant, only to have her repay their trust by allegedly taking advantage of them to unjustly enrich herself.

She now faces a lengthy period of time behind bars for her alleged betrayal.”

Chaniesa Simmons, 42, of Central Islip, Long Island was arraigned before Acting Queens Supreme Court Justice Barry Kron on a 41-count indictment charging her with the crimes of second-degree grand larceny, second-degree criminal possession of stolen property, first-degree falsifying business records, second-degree criminal possession of a forged instrument and first-degree endangering the welfare of an incompetent or physically disabled person.

According to the charges, the couple, a 92-year-old man and his 88-year-old wife who suffers from dementia – required around-the-clock care to assist them with their daily living and other services, such as trips to the doctor. Accordingly, the husband hired Simmons as a personal aide approximately five years ago. In December 2016, Merrill Lynch notified the husband’s son, who has power of attorney over his father’s financial affairs, of several checks written from his father’s cash management account that appeared to be forged. The checks were allegedly payable to Simmons and had been negotiated through her checking account.

A review of the father’s financial accounts from calendar year 2016 allegedly revealed forged checks totaling more than $170,000 from two separate bank accounts and payable to Simmons.

Simmons, who faces up to 15 years in prison if convicted was ordered held on $100,000 bond/$100,000 cash bail and will return to court on June 21.

Brooklyn Man Charged with Swiping Expensive Goods from JFK Airport Shops

approximately $2,000 then two days later, on April 4, the defendant returned to the duty free shop and took six more bottles of cologne and perfumes worth approximately $1,000. Ten days later, on April 14, Love visited the Hudson Newsstand in Kennedy Airport’s Terminal 4 and was observed on surveillance video using a burglar’s tool to detach 18 Fitbit devices from a security case. The defendant placed the 18 fitness trackers in his Nike roller bag and walked out of the store. The Fitbits have a total value of approximately $3,900.

Love was arraigned on two criminal complaints charging him with third- and fourth-degree grand larceny and possession of burglar’s tools.

Queens Criminal Court Judge Althea Drysdale set bail at $60,000 and ordered the defendant to return to court on May 10.

If convicted, the defendant faces up to 15 years in prison.

FERRY GOOD WEEK Finally.

NYC Ferry – though you might know it from its previous iterations: Citywide Ferry Service or Five-Borough Ferry – officially launched this week from Beach 108th Street in the Rockaways, and we couldn’t be happier for south Queens commuters, who we hope take full advantage of what has become the new Rockaway Ferry.

As State Sen. Joe Addabbo, Jr. (DHoward Beach) noted, this has been “a long time coming” to transportation option-starved borough communities.

So, in the interest of editorial fairness (yes, it exists), kudos to Mayor Bill de Blasio for setting a goal and making a pledge to commuters in his 2015 State of the City address—and actually following through on it.

“For the first time in generations, our amazing New York Harbor is part of our city’s critical public transportation system – and for the price of a subway ride you can get to work and also explore New York City’s beautiful coastal communities much more directly. All Aboard! Let’s take a ride!” the mayor said.

De Blasio also deserves a pat on the back for incorporating longtime tireless Rockaway Ferry advocate Laura Deckelman into the new NYC Ferry system. Last year, Deckelman friends and Rockaway

activists Linda and Danny Ruscillo set up the “Name Our Rockaway Ferry Dock ‘Deckelman’s Landing,’” petition page on ipetitions.com in honor of Deckelman, a Rockaway native, Bayswater denizen, and professional photographer who the Ruscillos said “has done so much for our community when it comes to the Rockaway Ferry that the dock (landing) should be named after her. It’s fair and very appropriate at the same time. Whoever agrees with me, please forward out to your friends, neighbors and Ferry riders.”

Now, while the City has not named the Beach 108th Street dock “Deckelman’s Landing,” de Blasio has named Deckelman the vessel’s official godmother.

“We’re so excited that Rockaway will have a ferry service on a permanent basis,” Linda and Danny told The Forum this week. “We were also very pleased of the mayor’s decision to have Laura Deckelman, a great ferry advocate, named godmother and christen the Hornblower ferry boat ‘Urban Journey’ at our Rockaway ferry landing, an honor she well deserves.”

Attacking the Problem The de Blasio administration had a pretty good week.

On Monday, the same day that the

City officially launched the first two NYC Ferry routes, de Blasio released the Domestic Violence Task Force Report, warts and all.

Domestic violence crime is rising in New York City: the number of intimate partner homicides rose from 49 in 2015 to 59 in 2016, and the number of domestic violence incident reports rose from 75,241 in 2015 to 76,237 in 2016.

The report made recommendations to reduce DV in NYC. De Blasio also announced that the City will invest nearly $7 million to better apprehend abusers as well as ensure support for survivors.

“In a city in which violent crime has fallen by 75 percent in 20 years, domestic violence remains a challenge, accounting for 40 percent of citywide assaults and 20 percent of homicides,” said Director of the Mayor’s Office of Criminal Justice Elizabeth Glazer. “The significant investments announced today importantly knit together both sharp crime fighting and evidence-based interventions, an ambidextrous approach that offers the greatest promise of interrupting cycles of violence, implementing smart prevention and ensuring that abusers are held accountable.”

The first step is admitting that there is a problem. The administration has done that. Thankfully, they’re taking steps toward doing something about it.

Maspeth MTA Facility to Host Charging Stations for Green Bus Pilot Program

A Metropolitan Transportation Authority depot will feature charging stations for electric buses as part of the MTA green bus pilot program announced last week by Gov. Andrew Cuomo.

The program is set to launch with a total of 10 buses this December. As part of the new pilot, the MTA has secured Board approval to lease the first five electric buses.

A lease for an additional five buses will be presented to the agency Board later this year. The pilot program will test the performance of the electric buses in the five boroughs and evaluate the results to determine future orders of all-electric buses.

Six charging stations will be installed in the Grand Avenue Bus Depot & Central Maintenance Facility, where the buses will be recharged overnight. According to the MTA, the first leg of the pilot will also include one ‘en-route’ charging station, which will be located at Williamsburg Bridge Plaza in Brooklyn, and be used to extend the range of the buses by quickly recharging without having to return to the depot. The plaza is the hub for nine routes in Brooklyn. These routes could also be used to evaluate All-Electric Bus service

over the course of the three-year pilot.

The program is, according to the agency, intended to provide the MTA and manufacturers of electric buses with actionable data on what works best in New York’s metropolitan environment. The MTA will use the results from the pilot to refine and develop bus specifications for future electric bus procurements to ensure buses are fully able to meet the rigors of operating

in the city. As a result, the initial lease and evaluation of buses does not eliminate any other builders from future competitive procurements.

After a study of best practices from systems across the US and around the world, the MTA has identified two vendors to manufacture a total of 10 electric buses, which will be leased for test and evaluation over a period of three years in the five-

borough operating environment. The first of those vendors, Proterra, was selected to provide overnight charging electric buses which will be operated on routes including the B39 and B32 in Brooklyn.

Use of the Grand Avenue facility is part of the $4 million, three-year lease with Proterra.

The lease of an additional five buses from a second vendor, New Flyer, with en-route opportunity charging, will be presented to the MTA Board later this year.

The New Flyer buses will operate on the M42 bus route in Manhattan. These contracts are subject to Board approval as well as review and approval by the Office of the State Comptroller.

The MTA noted that electric buses are fundamentally more quiet and efficient than gas engines, and make their immediate environment cleaner by eliminating car exhaust.

“As we continue to transform and reimagine the MTA, it is critical that we focus on long-term sustainability,” Cuomo said. “With this, we are taking one more step toward reducing New York’s greenhouse gas emissions, fight climate change and help secure a cleaner greener future for all.”

MTA Does not ensure Needed Repairs are Made to Elevators and Escalators: Stringer

By Forum Staff The Metropolitan Transportation Authority did not perform all scheduled preventive maintenance on nearly 80 percent of sampled escalators and elevators, and one-third of the agency’s scheduled preventive maintenance assignments in the sample were completed late – if at all, a new audit released on Monday by City Comptroller Scott Stringer revealed.

Additionally, according to the analysis, the MTA does not systematically track whether and how quickly all of the defects found in its elevators and escalators are corrected.

“New Yorkers constantly see and experience broken elevators and escalators – and this audit shows us why it’s happening,” Stringer said. “Preventive maintenance is late or not happening at all, and when defects are identified, work orders aren’t always created. It’s not rocket science – it’s common-sense. If we aren’t proactively servicing these machines, and if we aren’t repairing them when we find problems, they’re going to break down. When seniors and people with disabilities can’t get to where they need to go because of a broken elevator or escalator, government is failing them. This audit isn’t just about basic maintenance. It should be a reminder that behind every broken machine, behind every motionless escalator or elevator, there are people who can’t travel. There are

The Comptroller’s Office sampled 36 elevators and 29 escalators throughout the five boroughs – a total of 65 machines – and found that: Approximately 80 percent of the elevators and escalators did not receive all

of their scheduled preventive maintenance service assignments; 21 of the 65 machines – or 32 percent of the sample – failed one or more of the MTA’s own inspections and were removed from service to address the safety defects; 15 of the 21 machines that failed inspection had been serviced approximately two weeks before the inspection;

Those 15 machines had 62 defects that remained pending even after they were serviced.

The 65 sampled elevators and escalators should have received 849 scheduled preventive maintenance services during an 18-month period the Comptroller’s Office audited. However, Stringer noted, of those 849 preventive maintenance assignments: 34 percent – 289 of the 849 assignments sampled – were not completed on time or at all; 164 maintenance assignments performed, or 22 percent, were not completed on time. The vast majority were late, by 15 days on average, with 60 taking even longer; 21 maintenance assignments were not completed at all.

104 maintenance assignments were canceled (with an explanatory memo on file). However, 32 of those memos did not meet the MTA’s own criteria for canceling preventive maintenance.

To correct the wide range of shortcomings in the MTA’s preventive maintenance regimen, Stringer’s Office made 13 recommendations, including setting realistic internal targets for preventive maintenance service assignments, reinstructing all personnel on their responsibilities for completing and approving checklists, and instituting rigorous procedures for ensuring work orders are created and every defect identified is addressed.

New York Pols Trounce Trump Tax Plan

Senate Minority Leader Charles Schumer on Sunday said that New York City and Long Island homeowners are in tax jeopardy as Trump’s new plan proposes eliminating state and local property tax deductions.

“Taking away or even reducing the state and local tax deductions would be brutally unfair and hit New York homeowners right between the eyes,” said U.S. Sen. And across the state, the deduction loss would total about $68 billion per year, or an average tax increase of $4,500 per New Yorker who itemizes—that’s $68 billion dollars that state resi-

dents will no longer be allowed to deduct from their federal tax returns.

“President Trump’s plan includes massive tax cuts for the very wealthy, and crumbs – at best – for everyone else,” Schumer said.

New York’s junior senator, Kirsten Gillibrand (D-N.Y.), added, “I believe any true tax reform should accomplish three things:

reward work, rebuild the middle class, and stem the tide of economic inequality. Unfortunately, the Trump tax plan fails all three tests. Instead, his Administration proposes massive tax cuts to profitable multinational companies.

His plan would irresponsibly harm taxpayers and middle class families who ultimately will pay the price for these huge corporate giveaways.”

Vocal Trump critic and City Comptroller Scott Stringer branded the plan as “a gift to the Mar-a-Lago crowd…written by millionaires, for millionaires and it will be paid for by the rest of us through brutal cuts in federal spending.” He ultimately called Trump’s tax strategy “abominable.”

“It comes at a time when we have an income inequality crisis like never before in America, when we need to be a country where everyone pays their fair share. Instead, the proposed elimination of the Alternative Minimum Tax demonstrates that President Trump’s plan aims to benefit himself and people like him,” Stringer said. “For New York City, with the potential elimination of local and state tax deductions, this plan would do serious damage. This isn’t a plan to deliver growth – it’s a recipe to destabilize our economy and widen the gaps between the wealthiest and those most in need. Slashing corporate tax rates to 15 percent, as the president proposes, will result in massive budget deficits that could and will be offset by dramatic funding cuts.”

First Span of New Kosciuszko Bridge Opens

The span – the first new bridge constructed in New York City since the Verrazano Bridge in 1964 – officially opened to traffic in both directions last Thursday at 11:30 p.m.

“New York is making unprecedented investments to revitalize our transportation infrastructure, ensuring that our roads and bridges are fully equipped to meet the needs of the 21st century traveler,” Gov. Andrew Cuomo said. “The opening of the first span of the Kosciuszko Bridge is a major milestone for New York City that will serve hundreds of thousands of commuters every day. This new bridge will ease congestion and improve our region’s transportation network while demonstrating that the Empire State continues to lead the nation in building stateof-the-art infrastructure projects that will serve New Yorkers for generations to come.”

The original Kosciuszko Bridge first opened in 1939 under President Franklin Delano Roosevelt’s administration. Additionally, the $555 million Phase I project is the largest single contract the State

Department of Transportation has ever undertaken – resulting in the construction of the Queens-bound bridge, which includes three lanes of traffic in each direction until the completion of Phase II. The new bridge, which connects Maspeth and Greenpoint, will benefit approximately 200,000 commuters

each day and has a service life of 100 years, Cuomo said.

“After years of planning and construction, I am thrilled that the first span of the new Kosciusko Bridge will finally be open for public use,” said U.S. Rep. Carolyn Maloney (D-Astoria). “With this bridge, we reinvigorate New York’s

tradition of bold infrastructure projects that move our economy forward. The old bridge was widely regarded as the worst bridge in the state, and so I fought for, and secured $670 million in federal funds— nearly 85-percent of the total cost of building both spans— so we could start over and give Queens and Brooklyn a bridge to be proud of. Today we are thrilled to have a new, beautiful, state-ofthe-art span in place of the old, crumbling, dangerous eyesore. I want to thank Governor Cuomo for seeing the first span through to completion, and look forward to continuing to work with him on the second span.”

The new Kosciuszko Bridge is the city’s first cable-stayed bridge, featuring a total of 56 stay cables made up of approximately one million linear feet of steel strands.

A cable-stayed bridge uses steel cables placed at an angle to connect the bridge deck to vertical towers that extend high above the roadway, with the pylon tower of the Kosciuszko Bridge measuring 287 feet high. Additionally, each of the 3,850 tons of structural steel used to construct the new bridge was manufactured in the United States.

The bridge measures 1,001 feet in length and 99 feet in width.
