More than One-Third of SBS Riders Dissatisfied with Slow, Unreliable Service: Stringer

By Forum Staff The City consistently fails to enforce bus lanes, which has led to persistently slow and unreliable Select Bus Service routes and contributed to significant rider dissatisfaction, according to a new “disturbing analysis” and survey of SBS riders released on Friday by City Comptroller Scott Stringer.

The City Department of Transportation and the Metropolitan Transportation Authority first introduced Select Bus Service in 2008, ostensibly to increase the speed, reliability, and appeal of bus service through the implementation of dedicated lanes, off-board fare collection, reduced stops, and Transit Signal Priority (technology which links approaching buses with traffic signals). Thus far, DOT and MTA have converted local routes to Select Bus Service along 15 corridors throughout the five boroughs, including the Q52/Q53 route along the Woodhaven Boulevard-Cross Bay Boulevard corridor. (This SBS path launched in November 2017 and was not included in Stringer’s analysis or survey.)

Yet despite the upgrades, SBS routes perform little better than local routes and offer riders little in the way of relief, according to the comptroller’s report. Stringer noted that the “alarming” analysis found average SBS route speeds only slightly faster than local routes (8.9 mph versus 7.4 mph), and on-time

performance identical to local routes – 62 percent.

As a result, Stringer’s survey found that nearly 40 percent of riders graded SBS service a “C” or worse.

“If we’re going to build a real and rapid bus transit system in New York City, we need to do it right. No more half measures and cutting corners,” the comptroller said. “Right now, service is unacceptable, we need to do better

– and our survey shows riders agree.”

This month, Stringer’s office polled 115 riders along 12 of the City’s 15 SBS routes.

Among those surveyed: • 70 percent flagged “traffic congestion on streets” as a key factor for SBS delays; • 28 percent credited “vehicles blocking the bus lane/stop,” and • 23 percent noted that “buses get stuck at multiple traffic lights.”

As a result, ridership reportedly has fallen on five of the nine SBS routes introduced prior to 2016.

Additionally, the comptroller’s survey found that 40 percent experienced difficulty obtaining a ticket at a SBS off-board fare payment machine in the last year. Among these riders, 77 percent reported that their Reduced-Fare MetroCard had not worked on multiple occasions and more than 15 percent reported issues on more than five occasions.

In the report, Stringer also offers recommendations for faster and more reliable bus service: • The City should dramatically improve bus stop and bus lane enforcement; • The State should authorize fixed-location traffic cameras along more routes in order to increase the enforcement of bus lanes; • The City DOT should upgrade the design of bus lanes; • The City DOT should expedite the implementation of Transit Signal Priority; • The City and MTA should take a more “holistic” approach to bus enhancements citywide, Stringer suggested. High-frequency peak and off-peak service, all-door boarding, transit signal priority, curb extensions, efficient stop-spacing, and well designed, enforced, and strategically-located bus lanes should be characteristic of every local bus route, not just Select Bus Service, he said.

NYC Transit Touts Plan to ‘Comprehensively Reimagine’ City Bus System

The New York City Transit Bus Plan has arrived.

NYC Transit President Andy Byford on Monday unveiled the highly anticipated initiative to MTA Board members at the NYC Transit Committee meeting, touting it as a “comprehensive reimagining” of the largest public bus system in North America.

Some specific elements of the plan include: • A completely redesigned bus route network: Route changes, Byford noted, will provide better connectivity and more direct service in every neighborhood, with updated stop spacing and the expansion of off-peak service on strategic routes.

• Collaboration with the City Department of Transportation, NYPD, and local communities: Work with DOT to expand the implementation of bus lanes, exclusive busways, queue jumps, bus stop arrival time displays, and bus priority technology on traffic signals and buses known as “traffic signal priority.” NYC Transit has pledged to advocate for strengthened NYPD enforcement of bus lanes, dedicated transit-priority traffic teams, and legislative approval to expand bus-mounted cameras beyond 16 existing 2 APRIL 26, 2018 • Number 17 VOL. 17 •

intensified dedication to customer service across all of its services. Additionally, bus customers will benefit from technological advancements like digital information screens providing helpful bus route, next stop and real-time service advisories. Seat availability information on express buses will become available via a mobile application, and the Bus Performance Dashboard unveiled earlier this year will see continual enhancement.

NYC Transit will also develop simpler and more helpful bus route maps – including

dynamic, customizable and location-specific maps – and work with NYCDOT to have more bus shelters equipped with real-time bus arrival info displays.

• Enhancing NYC Transit’s bus fleet: The plan will also focus on enhancing the fleet using zero-emission, all-electric buses, as well as double-decker buses. A pilot test of 10 electric buses began earlier this year, while a double-decker express bus will be tested on a Staten Island route starting this spring. The rest of the fleet is being upgraded with digital displays to show real-time route, stop and service update information, as well as traffic signal priority and new fare payment technology. The fleet is also being outfitted with new safety technologies such as turn warnings for pedestrians, and security cameras.

Byford also noted that the plan was inspired, in part, by City Comptroller Scott Stringer’s November 2017 report, “The Other Transit Crisis: How to Improve NYC’s Bus System.”

On Monday, Stringer thanked Byford for considering his office’s recommendations.

“Overhauling our bus system is an economic and social imperative that is absolutely critical to our future. The plan announced today by the MTA is encouraging and offers hope for real progress,” the comptroller added. “New York is a world class city, and it is time we have a world class bus system to go with it.”

Cusenza The Howard Beach-Lindenwood Civic Board on Tuesday took a well-deserved victory lap during its meeting at St. Helen Catholic Academy as it touted the City’s new proposal to turn the Lindenwood traffic triangle into a safer “mini-roundabout”—a transformative project that the group has been working toward for the better part of a decade.

“This is six years in the making,” Civic Vice President Barbara McNamara beamed as she detailed aspects of the Department of Transportation initiative that finally addresses the

infamous 153rd Avenue-88th Street intersection.

“This project would not be possible without this civic,” said Dan Brown, a community liaison in Queens Borough President Melinda Katz’s office, who also played an integral role in the process. “Because of your voices you’re getting a result.”

Earlier this month, DOT presented the plan to the civic board, Community Board 10 Chairwoman Betty Braton, and area elected officials. All gave it the green light. “[DOT] took all of our input, all of our ideas and put them to good use,” Civic Presi-

According to the proposal, the mini-roundabout features: new crossings with painted refuge islands and curb extensions; additional pedestrian space; flush medians; and striped parking lanes.

Benefits include: new shorter crossings clarify pedestrian paths and expand the pedestrian network; calms traffic on all approaches to intersection; reduces speeding by narrowing travel lanes with painted parking lanes and flush medians; large, painted pedestrian area provides a new public space to the community.

“We don’t see a lot of roundabouts in the city,” said McNamara, adding that they’re more prevalent on Long Island and in New Jersey. “So it’s going to take people a little while to get used to.”

Ariola suggested that perhaps the best part of the proposal is DOT’s pledge to transform, in her words, “the single most unsafe intersection in Lindenwood” into one of its safest in time for the first day of the 2018-2019 school year this fall.

“It’s a good project,” McNamara added.

“We worked really hard on it and we think it’s going to work.”

Cusenza Following a Forum story spotlighting the concerns raised by South Ozone Park residents regarding detached trailers parked near busy intersections along both North and South Conduit avenues, 106th Precinct police officials this week visited troubled spots along the thoroughfares and reported findings to the newspaper.

“We did tow a motor home this morning, and we will continue the enforcement and outreach,” new Neighborhood Coordination Sgt. Gurvinder Singh told The Forum on Monday. “We also spoke to the towing company owners and made them aware of the situation.”

The Forum was first apprised of the issue earlier this month by a concerned reader.

“Here are some of the problems people are dealing with in South Ozone Park,” the resident wrote in an email. “If you have driven on South Conduit and North Conduit Avenue you have probably passed these tractor trailers parked illegally taking up lanes on these busy intersections and yet they continue to be a daily nuisance in this area.”

The reader attached three photos illustrating the dilemma: cab-less trailers parked at North Conduit Avenue and 129th Street; South Conduit Avenue and 126th Street; South Conduit Avenue and 127th Street.

As we noted in last week’s edition, City Department of Transportation Traffic Rules state: “Street storage of boat trailers, mobile homes and mobile medical diagnostic vehicles prohibited;” and “Street storage of vehicles prohibited.”

A dozen banners designed by PS 97 students were recently installed along streets near the Woodhaven school as part of the City Department of Transportation, Groundswell Community Mural Project and Woodhaven Business Improvement District Traffic Safety Banner Residency Program.

Crafted by 5th graders and dedicated to the late Woodhaven activist Maria Thomson, the pennants, according to the DOT, “will work to raise traffic safety awareness, help prevent crashes, and reduce injuries around their school communities.”

Cuomo Looks to Ban Single-Use Plastic Bags in New York

Governor Andrew Cuomo this week introduced a program bill that would ban all single-use, plastic carryout bags at any point of sale in New York.

Cuomo’s move on Monday follows the findings in the State Plastic Bags Task Force report. Released earlier this year, the analysis outlined the environmental impact of plastic bags, single-use bag reduction measures, and proposed actions that the State could take to reduce pollution and protect NY’s natural resources.

New York City alone estimates a savings of $12.5 million in disposal costs by reducing the number of single-use plastic bags. These costs do not include the significant cleanup costs to remove plastic through litter collection programs and beach and ocean cleanup efforts. Additionally, the ban will reduce the raw materials and natural resources used to make, transport, and recycle these bags.

Fewer carryout bags given away at checkout could result in decreased recycling and disposal costs for municipalities and municipal recycling facilities.

The administration also noted that the U.S. Environmental Protection Agency estimates that 80 percent of plastic pollution in the ocean originated on land, which includes plastic bags, and in New York, residents use

“As the old proverb goes: ‘We did not inherit the earth, we are merely borrowing it from our children,’” Cuomo said, “and with this action we are helping to leave a stronger, cleaner and greener New York for all.”

Additionally, the State has pledged to undertake an education and outreach campaign to increase consumer awareness of single-use bags and their harmful impact on the environment. Efforts will also seek to educate consumers on the impact plastic bags have on the environment and the waste stream, and promote reusable bags.

Some are hailing Cuomo’s measure as the preferred alternative to a plastic-bag tax.

“As a member of the Senate Environmental Committee, I am glad to see Gov. Andrew Cuomo taking a stand against single-use plastic bags across New York State,” said State Sen. Joe Addabbo, Jr. (D-Howard Beach). “His proposed bill is a great step forward in protecting our environment, and a positive step away from a bag tax that would push an extra cost onto consumers. I always believed the plastic bag issue could have been addressed without implementing a penalty on our residents. I look forward to working on this important environmental concern.”

Last year, Cuomo blocked the passage of a City law that would have imposed a 5-cent tax on the use of plastic bags.

By Michael V. Cusenza A Queens Village community still very much in mourning gathered Monday evening for a memorial service to celebrate the five young lives lost last April in one of the deadliest blazes in borough history.

On Sunday, April 23, 2017, a fast-moving fire tore through the home on 208th Street near 112th Avenue around 2:30 p.m. According to authorities, all five victims – Chayce Lipford, 2; Rashawn Matthews, 10; Jada Foxworth, 16; Melody Edwards, 17; and Destiny Dones, 20 – were already dead when firefighters removed them from the smoke detectorless house.

“I encourage all of my constituents to, first and foremost, hug your loved ones a little tighter today, and then have a frank conversation with them about fire safety procedures,” said City Councilman I. Daneek Miller (DSt. Albans).

Led by the family of Melody Edwards and Miller, the ceremony at Mount Moriah AME Church in Cambria Heights featured music, dance, poetry, scripture, and reflections from family and friends.

“A year ago we lost five beautiful young people in a tragic fire. As the families continue to mourn, the community stands with them in support,” Miller remarked on Monday.

“Each of these children – Melody, Chance, Jada, Destiny, and Rashawn – will stay in our memory forever. May they rest in peace.”

EDITORIAL Admit it. We all loathe having to go to the bank. We’re always in a rush; the line is impossible; the person in front of you on said impossible line is apparently suffering through an identity theft crisis; your debit card is on warn status because it’s showing too many purchases at Bloomingdale’s in a 24-hour period; the system is down; the car ahead of you on the drive-through line can’t seem to get the tube back into the machine.

The list of annoyances seems endless.

But at the “the green bank” on the corner of Cross Bay Boulevard and 163rd Avenue, none of that was important. At least, not when Andrew was handling your transaction.

Miraculously, none of it seemed to matter. The smile, the greeting, the comfort of knowing no matter what ridiculous red-tape bank protocol was before you, it was all going to be just fine. Andrew Corkett was at your service. And whether it was at the window, behind a desk, or figuring out a way to stuff dog bones into an envelope and send them through the chute with your drive-through deposit, he made your day better. It wasn’t customer service. It was customer care.

Andrew, we hardly knew you...

There is a huge difference.

Andrew was the difference.

Learning late Tuesday evening of his death was at first shocking; that jolt immediately gave way to a sense of almost indescribable hollowness.

How could it be that someone so young, so vital, so beloved, so wonderful, could just be gone?

We don’t know the circumstances surrounding Andrew’s death; only that his family has asked that their privacy be respected during this time. Of course their wishes should be upheld and supported.

What we do know is that the big, bright smile, the colorful shirts and ties, the custom, personal greetings, and the sincerest desire to help in any way that he could, will forever be absent.

This is one of those times when a community newspaper has the duty to remember someone who made that community a better place.

This space is known as the editorial, the voice of the newspaper. It is coveted and reserved for the most crucial issues and the most important and special individuals affecting our

everyday lives. It’s a space associated with privilege of mention. We can’t remember a time when this space was reserved to remember someone more deserving to be known and recognized simply for their kindness, generosity of spirit, sincerity, and caring.

Many people stay in this life for many years without leaving a hint of an impression on those that surround them; there are but a few, here for what seems barely an instant, that leave a mark, indelibly etched in our hearts and minds.

Andrew Corkett was one of them.

To the Corkett family and so many friends and co-workers, we extend our deepest condolences for a loss that leaves all of us with a void that won’t ever be filled.

It will be with heavy hearts that we proceed through the doors of “the green bank” now. Even on the sunniest days it will seem a little darker without the light that was you, Andrew.

Whatever took you from this place and moved you to the next doesn't matter.

It matters only that wherever you are, your brilliant, beautiful smile is– free from worry, free from burden.

Elected Officials Propose Law to Abolish Commercial Bail in New York

By Forum Staff Two elected officials who represent city communities in Albany have introduced legislation that would ban commercial bail in the five boroughs.

According to State Sen. Brian Benjamin (D-Manhattan) and Assemblyman Michael Blake (D-Bronx), the proposed measure would enact reforms called for by City Comptroller Scott Stringer in his January report, “The Public Cost of Private Bail: A Proposal to Ban Commercial Bail Bonds in NYC.” In the analysis, Stringer notes that the City now spends $100 million a year to lock up people who simply don’t have the means to make bail, including $10 million a year on those who ultimately post bail after short stays. Yet commercial bail bondsmen pocket $16 million to $27 million a year in nonrefundable fees, according to the report.

Additionally, Stringer’s office estimates that defendants detained because they are unable to pay bail lose a combined $28 million in wages annually.

“The private operators who profit off this backwards system should be put out of business – that’s how we begin to reverse decades of short-sighted criminal justice policies,” the comptroller said earlier this year.

The proposed legislation comes four months after Comptroller Stringer’s report on the growing role of commercial bail bonds in the City’s justice system.

Stringer, law already on State books allows judges to set eight forms of bail other than commercial bail. Research shows that these alternative bail options are as effective in ensuring that defendants show up to court without imposing the burden of nonrefundable fees that are associated with commercial bail bonds, the officials said.

The legislation would also help reduce

the number of people languishing in jail because they cannot afford bail, the pols added. That’s because obtaining release with a commercial bail bond often takes days while other forms of bail can be paid faster and are more likely to minimize, and possibly avoid, jail time. As a result, the proposal will help contribute to the City’s efforts to reduce the jail population and close the fa-

cilities on Rikers Island.

“It is not right that America should have different justice systems: one for those with money, and one for those without,” Benjamin said. “Bobby Kennedy pointed out 50 years ago that the only factor that determines whether you go to jail before trial is how much money you have. Little has changed, and the bail bond business exploits this fact. People should not be faced with the decision between paying off a predatory bail-bond business and going to jail. That is not the mark of a just society. Other states have already closed down the bail-bond business and reformed or removed cash bail; and not only has the world not come to an end, crime continues to fall.

A brush with the law now means you can be locked up just long enough to destroy your life. We can put this to an end and we should.”

The Hon. Jonathan Lippman, former State chief judge and chairman of the Independent Commission on New York City Criminal Justice and Incarceration Reform, hailed the Stringer report and proposed legislation.

“Put simply, it’s time we do away with cash bail, and abolishing the commercial bail bonds industry, which perpetuates this unjust and inhumane practice, is an important first step,” he added.

Mastermind of Bank Heists that Netted Massive Haul Sentenced to 11 Years in Federal Prison

By Michael V. Cusenza The purported mastermind of two city bank heists that seemingly set new caper records was sentenced recently to more than 11 years in federal prison.

Michael Mazzara, 45, was facing a maximum of 20 years at his sentencing hearing in Manhattan earlier this month after pleading guilty in December to two counts of bank theft. Instead, he received 135 months behind bars for his role in the 2016 burglaries of an HSBC branch in Brooklyn and Maspeth Federal Savings on Woodhaven Boulevard in Rego Park.

Judge Katherine Forrest’s lenient sentence “was thanks to Mazzara’s decision” to return all the cash, jewelry, and other valuable items he had left from the two audacious jobs, American organized crime expert Jerry Capeci wrote on his Gang Land News site.

The U.S. Attorney’s Office for the Southern District of New York has publicly maintained that the four-man crew led by Mazzara had stolen a combined total of approximately $5 million in cash, jewelry, diamonds, stock certificates, baseball cards, and other valuables from bank vaults and safety deposit boxes. However, according to Capeci, the haul is an astounding $20,887,360.38—and still growing, making it the second-largest bank burglary in U.S. history.

“Through their brazen bank heists, the defendants allegedly stole not just people’s money, but their memories too, leaving in their destructive wake gaping holes and looted vaults,” said then-Manhattan U.S. Attorney Preet Bharara.

For both jobs the crew used acetylene blow-

torches to cut into the top of the banks’ vaults from the roof of the building. At the Maspeth Federal burglary, they shielded their activities from view by constructing a plywood shed on the roof of the bank.

They then entered the vaults from above, broke open hundreds of safety deposit boxes, and took both cash and valuables.

The thieves obtained the largest portion of their booty from the four-day (May 19 through May 22, 2016) Maspeth Federal heist, which forced management to shutter the crippled branch until the roof and deposit boxes could be fully repaired.

Surveillance footage captured some of the crew’s activities as they prepared for and executed the burglaries, authorities said. Financial records and video clips also showed Mazzara purchasing some of the hardware and supplies that appear to have been used at Maspeth Federal.

“These bank jobs also left enough of a trace for the FBI and NYPD, whose good old-fashioned police work led to the charges and arrests” announced in July 2016.

Opioid Overdose Training Session in Howard Beach

Naloxone is a highly effective antidote that can quickly reverse an opioid overdose.

By Michael V. Cusenza The State Office of Alcoholism and Substance Abuse Services will host a free opioid overdose-reversal drug training session next month at the Queens Library in Howard Beach, Assemblywoman Stacey Pheffer Amato (D-Howard Beach) recently announced.

The conference, which is set for Thursday, May 17, at 6 p.m., will teach participants how to recognize, respond to, and reverse an opioid overdose using the medication Naloxone, an “opioid antagonist” that, according to the Mayo Clinic, will temporarily reverse the effects of prescription painkillers and heroin.

Some signs and symptoms of an opioid emergency, as noted by the clinic, are:

breathing problems (which can range from slow or shallow breathing to no breathing), extreme sleepiness, slow heartbeat, or not being able to respond, and a pinpoint pupil in a person who is difficult to awaken.

“To see families lose loved ones to addiction is heartbreaking,” Pheffer Amato said. “This session can give people the necessary knowledge and training that can help save lives.”

Borough Executives, Companies Charged in Bribery and Corruption Probe

By Michael V. Cusenza More than a dozen executives and nine companies, including two owners and one corporation from Queens, were recently indicted for engaging in schemes involving bribery, business fraud, and political campaign contributions, according to City authorities.

In all, 22 defendants are charged in a series of indictments that, according to the Department of Investigation, are the result of a long-term investigation into schemes involving bribery, minority business program fraud, and illegal campaign contributions by construction management companies and high-level executive officers in the industry.

“This investigation highlights how a City employee and contractors corrupted the integrity of procurement and minority business enterprise programs for private advantage and profit,” According to law-enforcement officials, between 2007 and 2016, Manny Madu, 56, a former mid-level manager at the City Department of Environment Protection, leaked confidential information about millions of dollars in City contracts pertaining to the maintenance of the city’s water system to certain companies and their executive officers during the procurement and bidding process, which gave them a signifi-

Over nearly a decade, Madu, a longtime employee who worked for DEP for nearly 20 years in various capacities, passed the confidential information to, among others, Husam Ahmad, 61, a Queens resident who is the chairman and CEO of the engineering and architecture firm HAKS. Madu, according to charging documents, was rewarded for sharing internal DEP documents, such as scopes of work, schedules for upcoming contracts, non-public cost estimates, and informa-

tion about individual selection committee members, with the aforementioned companies and executives who, in turn, compensated the defendant with extravagant meals, gifts, hotel stays, Broadway show tickets, employment opportunities for his relatives, charitable donations to organizations he managed, and—most significantly—the award of more than $7.5 million in subcontracts to companies that were affiliated with Madu. These businesses were owned or operated by various members of Madu’s family or close friends, including

Ahmad, according to authorities, also sought to obtain additional public contracts by gaining control of a company that was certified to participate in the State Minority and Women-Owned Business Enterprise program and its federal counterpart, the Disadvantaged Business Enterprise program. In 2007, Ahmad acquired a 45 percent stake in SIMCO, which was MWBE/DBE-certified. Ahmad, who could not claim personal ownership of more than 50 percent without compromising the company’s MWBE/DBE status, then engaged in a scheme to acquire full control of the company. Working with two intermediaries from HAKS, Ahmad supplied the necessary funds to a former HAKS employee to purchase the remaining 55 percent stake from SIMCO’s founder and assume the title of president, which allowed Ahmad to hide his control of the company.

Additionally, Ahmad allegedly orchestrated a scheme to circumvent City campaign-contribution limits by encouraging HAKS employees to donate to political campaigns and then reimbursing them through year-end bonuses, City officials said.

City Cop Charged with Stealing $9K from NYPD

By Forum Staff A 13-year-veteran of the New York City Police Department has been charged with grand larceny and other crimes for making several purchases using an NYPD-issued credit card to add expensive lights, sirens and other items to his personal vehicle.

The defendant was identified as Edward Rosovich, 35, of Queens. He was arraigned last Thursday night on a criminal complaint charging him with thirddegree grand larceny, first-degree offering a false instrument for filing and official misconduct before Queens Criminal Court Judge Karen Gopee.

Rosovich was released on his own recognizance and ordered to return to court on May 10, 2018.

According to the criminal charges, Police Officer Rosovich, who is employed with the New York City Police Department and assigned to Highway District Command as the Procurement and Budget Director, had been issued a “P card” which is similar to a credit card and can be used to make purchases on behalf of the NYPD, with the approval of a superior officer.

Among the items the officer allegedly purchased without authorization is a satellite phone valued at more than $2,500.

Back on September 6, 2016, the defendant made a purchase of six Motorola two-way business radios, six single wire earpieces, one multi-unit charger and a Pelican 1450 case in the amount of $2,253 which was an unauthorized purchase. Then, on September 8, the he submitted a requisition using his “P card” to make purchases totaling $1,449, but included in that requisition was a purchase for

a Rhino Hitch Step in the amount of $125, which was not an authorized purchase. The defendant submitted another requisition on October 18, totaling $3,891 of authorized purchases and included in that requisition was an additional Rhino Hitch Step valued at $125, which was not authorized by his superiors. On November 8, the Rosovich submitted a requisition ordering components which

comprise a light package for a vehicle, including lights, a speaker, siren, the Bullet Hide-A-Blast, LED Hide-A-Blasts, Mega Thins, hardware and light bars totaling $2,688, which was charged to the his “P-card” and again, the purchase was not authorized.

Hanger and an Iridium Extreme 957 satellite phone valued at $2,704, all unauthorized charges, which were a part of a larger requisition of items valued at $4,764.

The unauthorized spending spree continued when on September 7, he ordered a GPS Logger, RF Detector, Multi Bug Detector, a cell phone, GPS bug detector and mobile phone spy detector in the amount of $1,920, as part of a larger authorized purchase totaling $3,891. Authorities say that between October 13, 2017, and April 6, 2017, the defendant was observed operating his private motor vehicle during which time a Rhino Hitch, A GPS Logger and a Rhino Hitch Step were observed on the defendant’s vehicle. The defendant was also observed engaging the light package and siren to rush through traffic. It is further alleged that at the time of arrest, the defendant admitted that he purchased the satellite phone by using his “P card” and that he intended to reimburse the NYPD for the purchases.

If convicted, Police Officer Rosovich faces up to seven years in prison.

Mom Charged with leaving 2-Year-Old in Locked Vehicle with Windows up while She Shopped

Those are the words of a Queens mother who left her two-year-old in a car with the windows up on Sunday, one of the hottest days so far this year, while she shopped at a nearby store.

Elvira Sadikaj, 46, of 80th Street in East Elmhurst has been arrested and charged with child endangerment.

Sadikaj left the child in the car to wait for her return and following her arrest, was arraigned on Monday in Queens Criminal Court. She faces up to a year in jail if convicted, was released under the supervision of the Criminal Justice Agency by Queens Criminal Court Judge Scott Dunn who also ordered her to return to court on May 4, 2018.

Borough Men Charged in $32M Slip-and-Fall Scheme

By Michael V. Cusenza Four borough residents and one Brooklyn man were arrested Thursday morning for their roles in an alleged slip-and-fall scheme which defrauded NYC-area businesses and their health insurance companies of nearly $32 million, according to federal authorities.

Peter Kalkanis, Bryan Duncan, Kerry Gordon, and Ryan Rainford, all of Queens; and Robert Locust, who lives in Brooklyn, were arraigned on an indictment charging each with conspiracy to commit mail and wire fraud, mail fraud, and wire fraud.

The indictment also charges Kalkanis with one count of aggravated identity theft.

According to charging papers, since 2013, the five men have been engaged in a widespread scheme through which they defrauded businesses and insurance companies by staging slip-and-fall accidents and filing fraudulent lawsuits arising from those phony incidents. The long-running scheme’s participants recruited

individuals to stage slip-and-fall accidents at particular locations throughout the five boroughs and to claim that they injured themselves as a result of their accidents. The recruited “patients” were directed to claim that they had injured themselves and to seek medical treatment.

After the staged slip-and-fall accidents, recruited patients were

referred to specific attorneys who would file lawsuits against the owners of the accident sites and/ or insurance companies of the owners of the accident sites. The lawsuits did not disclose that the recruited patients had deliberately fallen at the accident sites or, in some cases, had not fallen at all, according to the indictment. During the course of the scheme, the

five men, together with others known and unknown, attempted to defraud business owners and/ or insurance companies of at least $31,791,000.

Additionally, according to the indictment, the recruited patients were also instructed to receive ongoing chiropractic and medical treatment from certain chiropractors and doctors. The fraud

scheme participants advised the recruited patients that if they intended to continue with their lawsuits, they were required to undergo surgery. As an incentive to getting surgery, the recruits were offered a payment after they completed surgery as well as a percentage of any settlement payment from their lawsuit.

Kalkanis, 70, a failed chiropractor, is believed to be the organizer and leader of the scheme.

According to the healthcare referral service Health Grades, Kalkanis, who worked out of an Astoria physical therapy office, had his license revoked in 2016 by the State Office of the Professions after he was found guilty of professional misconduct stemming from a petit larceny conviction.

Duncan, 30, Gordon, 34, Rainford, 28, and Locust, 52, helped recruit “patients” into the fraud scheme, transported patients to medical and legal appointments, identified potential accident sites, and coached recruited patients on faking their injuries, federal officials said.
