City Joins Millions across Country in ‘March for Our Lives’ and Common-Sense Gun Laws

Cusenza Millions of children, parents, advocates and elected officials on Saturday gathered on thoroughfares in New York, D.C., and hundreds of cities across the country for the momentous “March for Our Lives” rally for the timely passage of legislation to address gun-violence issues.

Organized and led by teens, the “March” was the latest in a series of actions authored by studentsurvivors of the Marjory Stoneman Douglas (Fla.) High School massacre. On Feb. 14, accused gunman Nikolas Cruz, 19, opened fire on former classmates and administrators with an AR-15 assault rifle, killing 17 and wounding more than a dozen.

Since then, MSD students have coordinated rallies, demonstrations at state capitols, appeared on talk

shows and other events to press members of Congress into taking unprecedented action on gun safety, incurring the well-heeled wrath of the National Rifle Association along the way.

“Not one more. We cannot allow one more child to be shot at school.

We cannot allow one more teacher to make a choice to jump in front of a firing assault rifle to save the lives of students. We cannot allow one more family to wait for a call or text that never comes,” leaders of the “March” wrote on their website. “Our schools are unsafe. Our children and teachers are dying. We must make it our top priority to save these lives.”

On Saturday in Manhattan, elected officials marveled as they marched with thousands of students down Sixth Avenue and Central Park West.

“Today says: ‘We’re not taking it anymore and the NRA is not going to win the day. The people of the United States are going to win the day and common sense is going to win the day,’” Gov. Andrew Cuomo

said. “And there’s a spirit of youth, an activism from the youth; and when you look, political change normally comes from the young people. You know, older people they become more complacent,

more accepting. What this generation is saying is we saw Florida, we understand the facts, and it makes no sense. It makes no sense to defy the reality that we all understand.

And they’re angry at Washington and they’re angry at the lack of leadership, and they should be. And they’re saying if you won’t lead we will lead.”

On Sunday, less than 24 hours after the “March,” an inspired Senate Minority Leader Charles Schumer (D-N.Y.) issued a public challenge to Senate Majority Leader Mitch McConnell (R-Ky.): Bring bills to prevent gun violence to the Senate floor and allow debate.

“Make clear that you hear the millions of young people and others who are demanding their government work on their behalf, not on the behalf of the NRA,” Schumer said to McConnell.

Proposal to Fund Half-Priced MetroCards for Working-Age Poor Gains Support in City Council

By Forum Staff Nearly three-dozen members of the City Council, including eight who represent Queens communities, have affirmed their support for a reduced transit fare program for New Yorkers below the poverty line and want it to be part of the legislative body’s response to Mayor Bill de Blasio’s Fiscal Year 2019 Preliminary Budget, advocacy groups announced Monday.

Thirty-five members signed a letter addressed to Council Speaker Corey Johnson and Finance Committee Chairman Daniel Dromm (D-Jackson Heights) titled “New York City Council Members for Fair Fares,” in which they posit that “access to our subways and buses is a basic economic necessity for New

Yorkers who rely on transit to get to work, school, doctors’ visits, and essential services. Yet a report by the Community Service Society found that one in four low-income, working-age New Yorkers cannot afford a MetroCard.”

The lawmakers indicate in the

missive that the solution is Fair Fares.

“To be a truly progressive city, we should fund half-price MetroCards for New Yorkers living in poverty,” they wrote. “New York, which continues to face staggering levels of income inequality, cannot

be the fairest city in America while hundreds of thousands of our neighbors have trouble accessing daily necessities because they cannot afford to take the bus or subway. Over the past year, Mayor de Blasio has evinced a clear understanding of the bar that full fares pose to so many New Yorkers’ participation in city life and struggle to rise out of poverty. We are confident, that where the Council leads, the mayor will follow and join us in weaving a vital new thread into our social safety net.”

The signatories argued that de Blasio is no stranger to what’s fair.

“Last summer, following our lead, Mayor de Blasio included $250 million for half-price MetroCards for 800,000 New Yorkers in his Fair Fix transit funding proposal to fix

the subways. This winter, the mayor called in his State of the City address for New York to become the fairest city in the nation. He invoked the word ‘fair’ and its variants 42 separate times and again embraced a policy of half-price fares for lowincome New Yorkers. Now it’s time for the city to lead.”

For freshman Councilwoman Adrienne Adams (D-Jamaica) it’s about access for all.

“Giving residents affordable discounted MetroCards would make our buses and subways more accessible for so many,” Adams said. “We need to ensure that low-income New Yorkers can afford essential access to our transit system by supporting Fair Fares.”

City Pols Blast Trump Administration Decision to Add Citizenship Question to Census

By Michael V. Cusenza Several elected New York officials this week teed off on the Trump administration for its decision to add a question to the 2020 census that would ask respondents if they are U.S. citizens.

“A fair and accurate 2020 count is constitutionally mandated to ensure political power and resources remain with the people – where they belong,” Mayor Bill de Blasio said. “President Trump’s decision puts our amazing city of immigrants in jeopardy and threatens federal funding for infrastructure, health care and public safety in New York.”

committee on Commerce, Justice, Science and Related Agencies hearing regarding the impacts of adding such a query. On Monday, she called the decision “deeply troubling and reckless.”

“Many immigrants who are fearful of deportation under the current administration will simply choose to not participate in the census out of fear that the information they provide will be used against them,” Meng added.

The congresswoman vowed to introduce legislation to block the question.

Late-Night Subway Service Nosedives 80 Percent as Off-Peak Ridership Rises: Stringer

By Forum Staff Despite massive job growth in the last decade in the healthcare, hospitality, retail, restaurant, and entertainment industries, Metropolitan Transportation Authority subway service has failed to adapt to spiking ridership among those who don’t work a traditional 9 to 5, affecting lower-income, New Yorkers of color, and immigrants most, a recently released report by City Comptroller Scott Stringer revealed.

Stringer noted on Friday that “Left in the Dark: How the MTA is Failing to Keep Up with New York City’s Changing Economy” illustrates that while commuting patterns across the five boroughs have changed, especially between 5 a.m. and 7 a.m., subway service has not.

According to the report, those traveling to work off-peak now account for nearly half (47 percent) of all subway and bus commuters, up from 39 percent in 1990. In the last 25 years, the number of transit commuters departing for work outside of “traditional hours” soared by 39 percent, while the number of “traditional” commut-

ers increased by 17 percent.

That means demand for offpeak service is rising faster than demand for rush-hour service.

However, as Stringer noted, subway service is dramatically diminished during early morning (5:30 a.m. to 6:30 a.m.) and later evening (8:30 p.m. to 10:30 p.m.) travel – when many service-sector workers depend on public transit.

During these times: In the early morning, only 43 percent of train

lines have wait times of less than 10 minutes, and zero have wait times of less than five minutes; in the evening, less than half of all subway lines maintain wait times of less than 10 minutes, and only 10 percent maintain frequencies of less than five minutes.

Stringer pointed out that the problem is more severe in communities with significant retail, restaurant, health, hotel, and cultural employment, including

Flushing, Forest Hills, Elmhurst, Jamaica, Lenox Hill-Roosevelt Island, East Harlem, Washington Heights South, and Borough Park.

These are neighborhoods with more than 10,000 service-sector jobs, which constitute more than half of total employment in the area—yet they receive 50-percent less subway service during the early morning (5:30 a.m.-6:30 a.m.) than in rush hour (7:30 a.m.-8:30 a.m.).

“During rush hour, we’re packed into subway cars like sardines. But outside traditional ‘9 to 5’ travel, off-peak service is fundamentally failing to meet demand,” Stringer said. “It’s a crisis within a crisis, because over the past decade, the nature of our economy has changed and ridership latenights and early mornings has risen while actual service to match it has not. That means that those who need service to get to work during non-traditional hours are stuck with a crisis not of overcrowding, but of infrequency. We’ve looked at the human impacts of delays, the economic cost of slow-downs, and the crisis above ground with our bus system. Now, we’re showing how immigrants, New Yorkers of color, and lower-income neighbors are disproportionately affected by the off-peak subway crisis. The time for action is now.

We need more service in the early morning and evening and we need to immediately fund the [MTA Chairman Joe] Lhota emergency plan to ensure those trains are actually running on time. Now more than ever, New York City needs to step up to support the MTA in this time of crisis.”

MTA vs. NYC Subway Funding Fight Rolls On

On Sunday, MTA President Patrick Foye sent a letter to Deputy Mayor (and former City budget guru) Dean Fuleihan, spitballing an idea to provide short- and long-term funding to the agency, “which is currently under a state of emergency as a result of decades of disinvestment and disrepair,” Foye noted.

One of the measures being debated in Albany during Fiscal Year 2019 budget negotiations is value capture, Foye told Fuleihan. Value capture, according to best-selling business author Josh Kaufman, is “the process of retaining some percentage of the value provided in every transaction.”

Foye made his case in the missive to the first deputy mayor.

“Implementing value capture would be a win-win for the MTA and the City. It would provide the City with an option that they could use at their discretion going forward. But the MTA can take no action without the City’s explicit approval,” he wrote. “However, if the Legislature does not approve this option, there is no way the MTA can fund the next phase of the Second Avenue subway or any other major new capital project.

The MTA will not have the capital available and the City has made it clear that they will not fund additional capital for the MTA plan.”

Foye concluded by pointing out that “if the City doesn’t want to approve a particular project for value capture or approve the project at all, it doesn’t have to.

At the end of the day, the City has the total ability to veto any project through its representative on the Capital Projects Review Board.”

Morel Convicted in Ozone Park Imam Slay

Cusenza A Brooklyn man has been convicted of first-degree murder for the broad-daylight execution of Ozone Park Imam Maulana Akonjee and his associate and friend, Thara Uddin, who were gunned down on Liberty Avenue as they walked home following prayers at the Al-furqan Jame Masjid Mosque in August 2016, Queens District Attorney Richard Brown announced on Friday.

After a three-week jury trial, Oscar Morel, 37, was found guilty of one count of first-degree murder, two counts of seconddegree murder, and one count of seconddegree criminal possession of a weapon. He faces life in prison without the possibility of parole when he is sentenced on April 18.

“Justice has been served,” City Councilman Eric Ulrich (R-Ozone Park) tweeted on Friday.

According to trial testimony, on Saturday, Aug. 13, 2016, the imam and Uddin were walking on Liberty Avenue near 79th Street just before 2 p.m. when Morel ap-

proached them from the rear. Pointing a .38-caliber revolver at their heads, Morel fired several shots and fled the scene. Imam Maulana, 55, was hit four times in the head and body. Uddin, 64, was shot once in the head. Both men were rushed to Jamaica Hospital Medical Center, where they succumbed to their injuries.

According to trial records, video surveillance from near the scene of the shooting showed Morel exit a black SUV and walk toward the two victims off-camera; moments later Morel was observed on the same video camera running back to his vehicle and leaving the area.

Brown noted that about 12 minutes after the shooting Morel was seen on video surveillance in Brooklyn at Pitkin and Pine avenues where he allegedly hit a bicyclist with his SUV and fled the scene without stopping. A good Samaritan who witnessed the incident followed Morel in his own vehicle to record his license-plate number for authorities.

Brown also cited evidence presented at trial, including the gun that was recovered from Morel’s East New York apartment. Forensic analysis confirmed that the bullets that killed the imam and Uddin were fired from that revolver.

Brown said Morel’s “senseless” actions “caused immeasurable grief – not only to the victims’ families, but the slaying struck at the heart of the Muslim community of Queens. I am hopeful today’s verdict will bring some closure to the family and many friends of the two men killed.”

The Council on American-Islamic Relations released a statement on behalf of the Akonjee and Uddin families.

SPRING HAS SPRUNG Be Prepared for Bee Stings Despite the dropping temps dropped and the rain, spring has arrived and the sights, sounds and smells we crave all winter, will be upon us very soon.

Spring brings flowers, flowers bring bees, bees bring stings, and stings can bring problems–on very rare occasions they can be fatal.

This week we'd like to offer you some key information to help you deal with a bee sting situation should it arise.

It's not the sting that kills people, it's their allergy to the venom introduced into the body via the bee's stinger.

Bee stings can be relatively easy to treat, most often requiring nothing more than minor first aid.

If the stinger is in the skin, it has to be removed. A common misconception is that it be squeezed or tweezed out, but that can cause the release of more venom. Scraping the stinger out is the best removal method. Use the edge of a knife, a credit card or even a fingernail, just remember the quicker the better. As a side note, be aware that wasps, hornets and yellow jackets don't leave a stinger behind when they sting you.

Next, wash the area with soap and water and apply an antiseptic followed by a soothing ointment, like hydrocortisone or calamine, and cover the area with a dry, sterile bandage.

For swelling, apply an ice pack or cold compress. You can take an OTC oral antihistamine to reduce itching, swelling, and hives, but kids under two or pregnant woman can't. To relieve pain, take an NSAID, such as ibuprofen.

One very interesting fact about stings is that you will not have an allergic reaction to a sting the first time you are stung by a particular insect. One or more stings are needed to sensitize your immune system, so don't make the mistake of thinking because nothing happened the first time, you're not allergic.

And if you have an allergic reaction one time it doesn't mean you'll have one the next. That is why doctors often prescribe epipens for patients with a confirmed sensitization of bee venom. They should be taken with you at all times.

Forest Hills Attorney Charged with Trying to Help Client Fraudulently Obtain Early Release from Prison

By Forum Staff A Forest Hills criminal defense attorney was among four men indicted in Brooklyn federal court for their alleged roles in a scheme to fraudulently obtain early release for an inmate, U.S. Attorney Richard Donoghue announced on Monday.

Lawyer Scott Brettschneider, also known as “Mighty Whitey,” Charles Gallman, also known as “T.A.,” Richard Marshall, a.k.a. “Love,” and Reginald Shabazz-Muhammad have been charged with conspiring to make false statements and making false statements to the U.S. Bureau of Prisons.

The charges stem from an investigation conducted by the Queens District Attorney’s Office.

According to the U.S. Attorney’s Office, an inmate who is accepted into and successfully completes the BOP’s Residential Drug

Abuse Program is potentially eligible to receive a year off his or her sentence. As alleged in the indictment, Marshall, 56, in prison on a drug rap, his attorney Brettschneider, 61, and Gallman, 56, and Shabazz-Muhammad, 62, wrote a letter to the BOP, falsely recounting Marshall’s history of substance and alcohol dependence. The missive was signed by Shabazz-Muhammad, purporting to be Marshall’s treatment provider, and was submitted to the bureau on Marshall’s behalf, so he could fraudulently gain entry into the RDAP. Shabazz-Muhammad was not Marshall’s treatment provider; he was Brettschneider’s assistant. On Saturday, March 17, Hugh Hall, a citizen of Jamaica, arrived at JFK on a flight from Montego Bay. Hall was escorted to a private search room in which CBP

officers discovered four packages taped to his legs, all of which contained a white powder that tested positive for cocaine.

Hall was arrested and turned over to Department of Home-

land Security Investigations. He faces federal narcotics smuggling charges.

The omnibus spending bill recently unveiled in Congress includes “Kevin & Avonte’s Law” – a measure that will create and fund a program to provide voluntary tracking devices and expand support services for families who care for someone with autism, dementia, or other special needs, where “bolting,” “elopement,” or “wandering” from parents or caregivers are concerns, Senate Minority Leader Charles Schumer (D-N.Y.) announced on Thursday.

New York’s senior senator first introduced the bill in response to a fatal incident that occurred in 2013, when Avonte Oquendo, a non-verbal 14-year-old boy with autism, bolted from his Long Island City school. His remains washed up on a College Point shoreline three months later. Lawenforcement officials concluded that Avonte had fallen into the East River and drowned.

The program will be completely voluntary for parents, and will work in conjunction with schools, local law enforcement and other entities with experience in this area, such as the National Center for Missing and Exploited Children. Schumer said that the devices could be life-saving, and an important resource for parents who want them, and that additional training for schools and law enforcement could help find wandering children and adults more quickly. The bill also establishes privacy protections to ensure that the tracking technology is used safely and the data is kept secure.

Schumer on Thursday also noted that according to a 2012 study by the American Academy of Pediatrics, almost half of children with autism have wandered from their caregivers at some point. A 2017 report by the National Autism Foundation revealed that between 2011 and

2016, nearly one-third of autistic missing-person cases resulted in death or required medical attention. According to the Autism Wandering Awareness Alerts Response and Education Collaboration and the National Autism Association, of these children, 74 percent run or wander from their own home or from someone else’s home, 40 percent run or wander from stores and 29 percent run or wander from schools. Close calls with traffic injuries were reported for 65 percent of the missing children and close calls with drowning were reported for 24 percent of the missing children.

Running and wandering in children and teens with autism takes an enormous toll on families and caregivers, Schumer said: 56 percent of parents reported running as one of the most stressful behaviors they have had to cope with as caregivers of a child with autism. And 50 percent of parents reported receiving little guidance on preventing or addressing this common behavior.

Jamaica Man Convicted in Brutal Knife Attack

Brown confirmed that a 55-year-old Flushing, Queens man has pleaded guilty to manslaughter in the vicious stabbing death of his 68-year-old estranged girlfriend, whose body was found in November 2014, under a table in the apartment the couple shared.

“This was a violent murder scene. The victim had been stabbed more than 300 times -- many of the knife wounds to her face. The de-

fendant called 911 and claimed he found the woman dead in the apartment. As a result of this horrific crime, the defendant will be incarcerated for a very long time,” said DA Brown.

Naser Alzein, 55, of Northern Boulevard, Flushing, pleaded guilty yesterday to first-degree manslaughter before Queens Supreme Court Justice Kenneth C. Holder. Sentencing was set for April 27, 2018, when he faces 24 years in prison.

Charges say that on November 8, 2014, between 7:00 p.m. and

11:45 p.m., Josefina Mendoza was stabbed more than 300 times. The 68-year-old woman had over 200 wounds just to her face. The defendant, called 911 to report he had found the woman in the apartment already dead, but Alzein had a cut on his hand and was seen on video surveillance pacing outside the apartment building before going back inside to call the police.

Bronx Man Charged with Multiple Borough Home Break-ins

By Forum Staff A 59-year-old Bronx man has been charged with multiple counts of burglary for a series of break-ins throughout Queens County extending from July 2017 through this month.

District Attorney Brown said, “The defendant in this case is accused of going on brazen shopping sprees in other people’s homes. On six separate occasions, the defendant is alleged to have broken into apartments and taken valuables - from cash to laptops to jewelry.

As a predicate felon, the defendant now faces the possibility of being incarcerated for life.”

Identified as Kenneth Dellaquila, 59, of Crotona Avenue in the Bronx, the defendant was arraigned last weekend in Queens Crimi-

nal Court on four separate complaints charging him with second-degree burglary and false impersonation.

Dellaquila was held on $50,000 bail for each complaint and ordered to return to court this Friday. According to the complaints, on six separate occasions the defendant - alone or sometimes with another suspect, as yet not apprehended,- was seen on surveillance video entering apartment buildings empty-handed and then leaving moments later carrying various items. On August 17, 2017, the defendant

is alleged to have taken a laptop, watches and an Adidas backpack. On September 5, 2017, the defendant allegedly stole jewelry and a watch from a Howard Beach home.

City Demands Albany Expand Speed-Enforcement Cameras Near Schools in State Budget

By Forum Staff Mayor Bill de Blasio on Thursday led a rally on City Hall steps demanding that legislative leaders in Albany include an expansion of New York City’s school zone speed enforcement camera program in the final State budget.

The program is set to expire in June.

“New Yorkers are tired of asking for the same thing year after year and getting nothing in return,” de Blasio said. “How many more people must be killed before Albany passes common sense legislation proven to save lives?

Enough is enough. The time is now to extend and expand our speed cameras program – we cannot afford to wait another day.”

According to the de Blasio administration, where installed, speed cameras have been proven to reduce speeding in city school zones by 63 percent, with injuries to pedestrians dropping 23 percent. But under the current restrictions, 75 percent of the children who were killed or severely injured in traffic were hit at locations or at times where the City can’t legally use a camera.
