State Receives Fed Approval to Add Aqueduct Racetrack to List of Temporary Hospital Sites By Michael V. Cusenza Days after announcing that the State was scouting additional new sites for temporary hospitals, with a goal of having a 1,000-plus patient overflow facility in each of the five borough as well as Westchester, Rockland, Nassau, and Suffolk counties, Gov. Andrew Cuomo received approval this week from the federal government to install a medical center on the grounds of Aqueduct Racetrack in South Ozone Park. “The governor’s ability to quickly marshal all available resources is saving lives and inspiring action both here in New York and across the nation. Now that [the governor] has secured the federal approval, Aqueduct Racetrack will serve as a safe haven for those recovering,” New York Racing Association President and CEO Dave O’Rourke said. “We recognize that we all must work together as a community to meet this challenge and emerge stronger for it.” On Thursday, Cuomo said the new temporary hospital sites, together with the medical facilities that are being built at the Jacob K. Javits Convention Center and locations at SUNY Stony Brook, SUNY Old Westbury and the Westchester Convention Center, are aimed at adding thousands of new beds to bolster existing hospital capac-

We’re trying get to 140,000-bed capacity between the hospitals and the overflow facilities. We've mandated that the hospitals increased their capacity by 50 percent. We’ve asked them to try to increase it 100 percent, but they have to increase it 50 percent,” the governor added. Cuomo also announced Thursday that an additional 12,000 healthcare workers, including retirees and students, have signed up to volunteer to work as part of the state's surge healthcare force during the ongoing COVID-19 pandemic, bringing the total number of volunteers to more than 52,000. Additionally, more than 8,600 mental health professionals, including individuals from other states, have now signed up to provide free online mental health services. New Yorkers can call the State’s hotline at (844) 863-9314 to schedule a free mental-health service appointment.

Yavier Julio, 35, of Suffolk County, was arraigned on Thursday afternoon on a fourcount indictment charging him with promoting a sexual performance by a child and possessing a sexual performance by a child. He was released on his own recognizance; June 4 was set as his next court date. According to the charges, on Nov. 9,

2019, Julio, a member of the NYPD Highway Division, used his cell phone to send a text message to an individual that allegedly included a video of a child between the ages of 3 and 6 engaged in a sex act with an adult. A court-authorized search warrant was obtained on Nov. 22, 2019, and Julio’s phone was confiscated.A forensic examination allegedly found the video that Julio is accused of sending to another person— even though the video had been deleted. By Forum Staff In order to provide thousands of readyto-go “home-cooked” meals for workers across the borough’s nine acute-care hospitals battling the COVID-19 pandemic, Acting Queens Borough President Sharon Lee, the Queens Economic Development Corporation, and the Queens Night Market on Thursday announced the “Fuel the Frontlines” joint initiative. Beginning this past Sunday, March 29, the week-long initiative aims to both support the medical professionals working long, difficult hours on the frontlines, while also supporting Queens’ small businesses facing severe economic disruption stemming from social-distancing measures, according to Lee, who later noted that unemployment claims filed the week of March 21 reached historic levels, both with 80,334 claims filed in New York and 3.28 million nationwide. The initiative, which is fully funded by the Office of the Borough President, comes as Queens hospitals are experiencing a distressing surge of COVID-19 patients in recent days, most notably at NYC Health + Hospitals/Elmhurst, where a staggering 13 coronavirus-infected individuals died last week within a single 24-hour period. The “Fuel the Frontlines” meals—250 per hospital—will be prepared by small businesses either enrolled in QEDC’s innovative Entrepreneur Space commercial kitchen incubator in Long Island City or vendors who participate in the seasonal Queens Night Market in Flushing Meadows Corona Park. Many of the meals will be transported to each hospital by the Port Authority of New York and New Jersey. According to Lee, the QEDC, and the Night Market, the meals will be packaged in individual containers, and could be kept refrigerated to be heated and eaten at the workers’ convenience. EDITORIAL THERE ARE NO WORDS... Many heartwarming images were seen around the world as tugboats led the U.S Naval Hospital Comfort into New York Harbor on Monday. Indeed, New Yorkers and all those rooting for us here in the epicenter of COVID-19 felt an overwhelming sigh of some relief. But alas, there were many who tainted the moment with a demonstration of sheer defiance and stupidity as they gathered around the medians at 50th Street and the West Side Highway to photograph the life saving majestic vessel as it arrived. Literally hundreds of onlookers, some with less than 6 inches of distance between them huddled with their cameras and phones to snap a memory of the harborlanding. Some of them were even thoughtful enough to bring along their children and their pets to witness the event. They arrived on foot, by bicycle, on skateboards, pushing strollers with total disregard for every last guideline not only to protect them, but to protect the spread of the virus and all of us sitting at home and following the strenuous protocol imposed by the looming threat it has imposed on the global population. I really struggle to think what must be in the minds of these individuals. My

Was it them that Jesus had in mind on the cross when He asked His father to forgive those who knew not what they were doing? Mayor Touts Hospital Resource Surge

Cusenza The city’s public hospitals are welcoming a surge of critical supplies and resources, including the addition of 1,000 contract nurses to support existing staff systemwide, Mayor Bill de Blasio announced Sunday. According to the administration, the City has continued to surge resources to NYC Health + Hospitals Elmhurst to accommodate the influx of patients with COVID-19 related illness. Last week, 13 patients suffering from the virus died in a single 24-hour period. As of Sunday, NYC Health + Hospitals has added 169 clinicians—a combination of registered nurses, nurse practitioners, physician assistants and physicians—to assist Elmhurst staff. One hundred nurses were dispatched last weekend. And 45 clinicians have been re-assigned from outpatient to inpatient for additional reinforcement. Elmhurst Hospital last week received 8,000 N95 masks, 18,000 head covers, and 2,000 booties. A couple of weeks ago, the beleaguered hospital received 13,000 N95s masks, 221,000 surgical gloves, 33,000 face masks, 17,500 gowns, and 1,665 face shields. The City has also re-supplied the hospital’s number of ventilators four times in the last 14 days, and distributed an additional 55 ventilators. “Elmhurst and our NYC Health + Hospital system are at the center of this epidemic,” Hizzoner added. “We’re in a state of war, but we cannot go to battle without ammunition. To those who are on the frontlines: your City is behind you, and more help is on the way.” The City has now received all 2,500 ventilators promised by the federal government and are distributing them to hospi-

tals as needed, de Blasio said Sunday. The City is also distributing 250,000 masks donated by the United Nations.Last Friday, 20 trucks distributed Personal Protective Equipment—200,000 N95 masks; 1 million surgical masks; 50,000 face shields; 10,000 boxes gloves; and 40,000 isolation gowns—to hospitals citywide. On Monday, the City delivered 800,000 N95 respirators and 2 million surgical face masks. To date, the City has distributed a total of 8,918,000 face masks; 179,328 face shields; 476,565 N95 masks; 159,204 gowns; 1,570,300 surgical gloves; and 835 ventilators to hospitals across the five boroughs. However, tales from the frontlines seem to tell a different story. Hospital personnel in countless published report have indicated that they are performing herculean medical tasks with paltry supplies and resources. “The nurses and doctors who are helping NYC to get through the COVID-19 pandemic are true heroes who deserve our utmost gratitude and respect. But the reported conditions in our public hospitals during this unprecedented public health crisis are alarming, and my Office is committed to working with the governor and the mayor to find answers,” City Comptroller Scott Stringer said in a statement issued Sunday afternoon. “Our public health system serves families and residents that already face significant barriers to quality health care, and our frontline workers can’t take care of us if we fail to protect them. We must ensure that our public hospitals have the funding, protections, resources and support they need, properly managed and coordinated, to protect New Yorkers during these uncertain times.”

I know what God will do in the future because I know what He has done in the past, and so I reject the gloomy forecasts of the pundits who say that COVID-19 is leading us down a blind alley. By a miracle of God, the people of Howard Beach emerged from the ravages of Superstorm Sandy with stronger faith, better priorities, and much gratitude to the Lord for His protection and provision. I predict that once again we will come out of distress an even stronger community. While God is not the cause of disaster, He is infinitely resourceful in the face of it. Even when all we have to offer Him is our

anxiety, He can make something beautiful out of it. The evil one is attempting by this virus to deter us into doubt and fear, but if we will place our trials in God’s hands, they will strengthen our spiritual lives the way that gold is put into the furnace that it might be purified. It happened seven years ago; it can happen again. Let us recapture the optimism we had then. I believe that sooner than we think we will fill our empty houses of worship with songs of praise and a cure for the coronavirus will be found. Prayer can make it happen. Faith will hasten the day.

CARES Act to Bring Hundreds of Billions of Dollars in Aid to NY By Michael V. Cusenza New York is set to receive more than $112 billion in federal support courtesy of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, according to national lawmakers who represent all or parts of the Empire State. “That is $112 billion for workers, families, health care and New York,” Senate Minority Leader Chuck Schumer said on Sunday. “This funding puts critical dollars in the hands of health centers and professionals who risk their lives and health every day during this crisis. New York is seeing more confirmed cases and more deaths each day, and our health workers are on the frontlines of the fight to treat the growing number of coronavirus patients in our hospitals.These numbers are good, but like I said, we want to do more, because we are an epicenter.” New York’s senior senator also noted that he has spoken with U.S. Treasury Secretary Steve Mnuchin about New York’s funding and said the secretary has promised to help NY with its ability to use each and every dollar it has received. The details of the latest projections appear in the breakdown below. $33.8 Billion – Small Business Administration payroll relief to New York small businesses. $25 Billion – Hospital and other medical facilities. For protective equipment for health care workers, testing supplies, staffing and new construction to expand services. $16 Billion – Unemployment Compensation on Steroids for New Yorkers. $15 Billion – Direct cash payments. $1,200 for individuals and $2,400 for couples making less than $75,000 and a graduated smaller amount for those making up to $99,000. $7.5 Billion – Disaster Relief Fund through FEMA programs, estimated using

health care workers across my district are waging this battle to save our lives. But we are asking them to go into battle without all the necessary tools and equipment. Today’s passage of the CARES Act is critical because Queens cannot wait,” U.S. Rep. Grace Meng (D-Flushing) wrote in a statement issued Friday.“The original coronavirus bill was shamefully lacking in providing enough relief for families, our hospitals, and relief for small businesses; it put corporations above workers. This bill is not perfect and there is more to do. But it will bring necessary and immediate relief. The CARES Act will give short-term relief to families and workers who are hurting right now through direct cash assistance. This bill will give immediate relief to our health care system and the workers on the frontlines. This bill pauses federal student loan payments. Most of all, this bill is not the end; it is only the beginning.” Congressman Hakeem Jeffries (DQueens and Brooklyn) added, “America is the wealthiest country in the history of the world. We also have assembled the mightiest military. But, you cannot judge the greatness of America based on our wealth or our military might. We should only judge the greatness of America based on how we stand up for the least, the lost and the left behind. The CARES bill is legislation that will help and provide relief to the most vulnerable amongst us. It will provide relief to everyday Americans. It will provide relief to small businesses. It will provide relief to displaced workers. The coronavirus is a silent assassin that has targeted the American people. But, we are a resilient nation. We defeated the Great Depression. We defeated Nazi Germany. We defeated Jim Crow. We will defeat COVID-19 as well.” Additionally, on Wednesday, U.S. Sen. Kirsten Gillibrand (D-N.Y.) urged the U.S. Department of Health and Human Services to immediately award funds for hospitals and health care providers that were appropriated in the CARES Act. The coronavirus emergency response package includes $100 billion for the Public Health and Social Services Emergency Fund to ensure hospitals and health care providers have the adequate resources to combat the COVID-19 outbreak. Unfortunately, the administration has not moved quickly enough in allocating these vital funds to states hit the hardest by the outbreak of COVID-19, like New York, Gillibrand said. “New York’s hospitals have become war zones and the financial strain is staggering,” Gillibrand said. “They are in dire need of resources to fight this deadly virus and funding for our health care system must be prioritized for New York, which has quickly become the epicenter of this pandemic. It’s critical that the administration work much faster to provide funds to our hospitals and health care providers so they can save lives and combat the spread of coronavirus.” As of Wednesday morning, there were more than 43,000 confirmed COVID-19 cases in New York alone.


Queens has Become National COVID-19 Hot Spot By Michael V. Cusenza Even before Queens District Attorney Melinda Katz announced that she had tested positive for COVID-19, The World’s Borough had become “Ground Zero” for the pandemic—ignominiously earning the coronavirus crown for the county with the most confirmed cases in the state with the most confirmed cases in the country. Citywide, as of 6:00 PM on March 31st, there are 41,771 positive cases of COVID-19—13,869 of those in Queens— and 1,096 fatalities. There are 7,814 confirmed cases in the Bronx, 11,160 in Brooklyn, 6,539 in Manhattan, and 2,354 in Staten Island. Just last week, Elmhurst Hospital, a public City Hospital beleaguered by the outbreak, suffered 13 virus-related deaths in a single 24-hour period. Borough elected officials have been clamoring for a large influx of critical supplies and resources. On Friday, U.S. Reps. Grace Meng (D-Flushing) and Alexandria Ocasio-Cortez (D-Queens and Bronx) announced that they sent a letter to President Donald Trump, a borough native, calling on him to prioritize the transfer of Personal Protective Equipment and ventilators from the national stockpile to Elmhurst Hospital. “We entreat you to promptly deploy immediate necessary resources to decrease the intensity and mitigate long-term harm of COVID-19,” Meng and Ocasio-Cortez wrote. “We urge you to address the needs required at Elmhurst Hospital.” Meng added, “Elmhurst Hospital Center has become the epicenter of the coronavirus outbreak here in New York City, and the situation is devastating. Its medical staff needs this equipment to protect themselves and their patients, and they need it NOW! I implore President Trump to do the right thing; help us save lives and send these desperately needed resources to Elmhurst. This is a matter of life and death!” Ocasio and Cortez implored Trump to move quickly because time equals lives. “The shortages of PPEs are jeopardizing the lives and welfare of these brave workers and of patients; if left unresolved, this would have a devastating ripple effect that will certainly revert any containment attempts. Furthermore, one less ventilator is one less life that had the hope of being saved. The staggering numbers of critical patients at Elmhurst Hospital is compounded with the shortages of ventilators,” they wrote. Additionally on Friday, Borough President Sharon Lee ripped Trump for apparently doubting the high need for ventilators in NY. “Just how many deaths must we suffer for you to believe us, Mr. President?”Lee said. “Queens would like to know. Life and death is not a matter for negotiation. This is a race against time. Frontline workers and medical professionals are moving mountains around the clock with extraordinary acts of heroism, using all tools and resourc-

The facility will treat COVID non-ICU patients beginning next Tuesday, April 7. The hospital will reach its full capacity of 350 patients over the next three weeks. These additional beds will help relieve some of the current need at Elmhurst Hos-

pital, de Blasio said. “We’re approaching the toughest weeks of this crisis, and our City is rising to the challenge,” Hizzoner added. “We are increasing hospital capacity at breakneck speed to ensure that every person in need of care will get it—no questions asked.” The mayor also announced Tuesday that since Parks Department staff has noticed a consistent lack of social distancing with children’s play equipment at 10 playgrounds across the City and will close them by the end of today, Tuesday, March 31st. In-person workforce restrictions, which have been implemented through various Executive Orders —202.3 (restaurants and bars, gyms, fitness centers, movie theaters and casinos); 202.4 (local government workforces, school districts; village elections); 202.5 (malls, public amusement facilities); 202.6 (all non-essential reduce 50 percent); 202.7 (barber shops, salons, other personal care); 202.8 (DMV); 202.10 (non-essential gatherings of any size); 202.11 (extension of school district closure until April 15, 2020) — are also extended until April 15, 2020 to enable uniform extension and review of such restrictions, and any such restrictions may be extended by future executive orders. And State Sen. Joe Addabbo, Jr. (D-Howard Beach) this week emphasized the need to continue social distancing. “As more people test positive for the coronavirus, more of our hospitals’ beds will be taken up and the city’s death toll will rise because we just don’t have the means to handle the increased number of patients that will need medical care. That is why all New Yorkers need to adhere to the strict ‘stay at home’ and social distancing policies to reduce the spread of the virus, especially to the most vulnerable of society like the elderly and those with underlying health conditions,” the senator said.

Cusenza The Cuomo and de Blasio administrations must release $25 million each in emergency funding—for a total of $50 million—to struggling food banks and food-assistance programs during the COVID-19 pandemic to halt a looming hunger crisis, a coalition including City Council Speaker Corey Johnson, Councilman Mark Treyger (D-Brooklyn), chairman of the Council Education Committee, and members of the City Council’s Budget & Negotiations Team, along with the leaders of Met Council, City Harvest, and other major food security organizations, announced Friday. According to Food Bank for NYC, to date, 32 percent of emergency food programs, which includes food pantries and soup kitchens, have ceased operations due to lack of supplies and resources. However, the majority is still serving and straining to meet growing demand, the bank noted. “Sadly, food insecurity is a reality for many New Yorkers, and the coronavirus pandemic is exacerbating an already dire situation,” said Councilwoman Karen Koslowitz (D-Forest Hills). The combined $50 million will provide funding for more than 19 million meals, which will allow for 2.1 million food packages each consisting of nine meals per U.S. Department of Agriculture guidelines, according to Met Council. The coalition said the State and City money also will go towards the many challenges facing the food banks and assistance programs, including: Demand: Hundreds of thousands of New Yorkers have lost their jobs in the past few weeks. Food pantries, organizations that do home delivery of food to individuals in need, senior services, and youth

service organizations need more funding to deal with the ongoing surge in demand. Organizations that do food delivery to individuals in need are additionally facing increased demand. Food Shortages and Higher Prices: Wholesale prices for food staples have gone up because of the overwhelming demand caused by the pandemic. In addition, the coalition has heard reports of food vendors becoming unreliable, canceling orders, price gouging, and manipulating delivery schedules. Staffing Issues: Many organizations, especially the smaller food pantries, are staffed primarily by volunteers. Many of the volunteers are over 60, which means they must practice the most aggressive forms of social distancing and can no longer be of service. Other volunteers can no longer donate their time because of the myriad of challenges the pandemic has caused in their lives. Organizations need to be able to transition quickly to a paid staff model, which will help out-of-work individuals as well as these organizations and the people they serve. Changes in operational models: Many organizations need to transition to food delivery models – particularly those who serve seniors or people with health challenges vulnerable to COVID-19. “Citymeals on Wheels has delivered 200,000 emergency meals to older New Yorkers across the five boroughs and is now preparing an additional 300,000 emergency meals to meet the growing demand of the City’s most vulnerable population in response to the COVID-19 pandemic,” Citymeals on Wheels Executive Director Beth Shapiro said. “To address this unprecedented challenge, the City and state must release funds to help ensure the stability of this vital lifeline.”

By Michael V. Cusenza Perhaps unsurprisingly, the COVID-19 pandemic has given rise to phone and online scams. Crooks are leveraging the pandemic to steal your money, your personal information, or both. The Federal Bureau of Investigation recently released a report on prolific virus-related scams—and tips on how to avoid them: Fake CDC Emails:Watch out for emails claiming to be from the Centers for Disease Control and Prevention or other organizations claiming to offer information on the virus. Do not click links or open attachments you do not recognize. Fraudsters can use links in emails to deliver malware to your computer to steal personal information or to lock your computer and demand payment. Be wary of websites and apps claiming to track COVID-19 cases worldwide. Criminals are using malicious websites to infect and lock devices until payment is received. Phishing Emails:Look out for phishing emails asking you to verify your personal information in order to receive an economic stimulus check from the government. While talk of economic stimulus checks has been in the news cycle, government agencies are not sending unsolicited emails seeking your private information in order to send you money. Phishing emails may also claim to be related to: charitable contributions; general financial relief; airline carrier refunds; fake cures and vaccines; or fake testing kits. Counterfeit Treatments or Equipment:Be cautious of anyone selling products that claim to prevent, treat, diagnose, or cure COVID-19. Be alert to counterfeit

products such as sanitizing products and Personal Protective Equipment, including N95 respirator masks, goggles, full face shields, protective gowns, and gloves. More information on unapproved or counterfeit PPE can be found at cdc.gov/niosh. You can also find information on the U.S. Food and Drug Administration website, fda.gov, and the Environmental Protection Agency website, epa.gov. Report counterfeit products at ic3.gov and to the National Intellectual Property Rights Coordination Center at iprcenter.gov. If you are looking for accurate and upto-date information on COVID-19, the CDC has posted extensive guidance and information that is updated frequently. The best sources for authoritative information on COVID-19 are cdc.gov and coronavirus.gov. You may also consult your primary care physician for guidance, the FBI noted. Other popular scams are known as “Family Scams.” According to the online dating investigation service SocialCatfish. com, grandparent and family scams often occur at night and target older adults. You will answer your phone and hear someone saying, “Grandma” or “Grandpa.” They’ll say that they’ve contracted the virus and are homebound and in quarantine. They will ask you to send them a gift card online, immediately, so they can buy delivery food or supplies. You’ll be upset and do so, without thinking twice. The caller will actually be a scammer and keep your money. To avoid this scam, always check your caller ID to make sure it is actually your loved one calling you. If you feel like scammers are masking the caller ID to make it seem like it’s your loved one, call them back on their trusted phone number to verify it’s them. Don’t ever send money over the phone, even if it is someone you think you trust; always give it to them in person.

Pharmacists are among some of the city’s most highly trained healthcare professionals. Activating the proposed plan would make it possible for thousands of New York pharmacists to protect patients, educate the public, and slow the spread of COVID-19. Below are the provisions we are seeking to implement. 1. Testing Authorizing pharmacists to perform tests for COVID-19, the flu, strep, and other conditions will make it easier to diagnose health problems and prevent patients from visiting emergency rooms, doctor’s offices, and urgent care facilities. Currently, pharmacists do not have the authority to administer the tests. 2. Vaccinations A COVID-19 vaccination does not exist yet, but pharmacists need the authority to administer the CDC vaccinations so they can

begin as soon as a vaccine gets approved. 3. Refill Discretion Pharmacists need the option to refill 30-day prescriptions for chronically ill patients, even when doctors have not authorized refills. As doctors and other healthcare professionals become overwhelmed, they may not have time to refill critical prescriptions. Giving pharmacists the discretion to refill up to 30 days of medication will protect patients and prevent them from adding a further burden to the healthcare system. 4. Limit the Spread Drop restrictions of medication delivery, curbside delivery, and other delivery options. Waiving the restrictions will minimize contact between patients and limit the spread of COVID-19 5. Address Medication Shortages Disruptions in prescription drug supply chains could affect people with a variety of health conditions. Pharmacists need permission to compound commercially available prescriptions during shortages. Pharmacy Benefit Managers (PBMs) must pay for the compounds. 6. Reform Pharmacy Benefit Managers (PBMs) PBMs, who often follow abusive practices, have severely damaged pharmacies in recent years. Pharmacies have had to layoff employees and cut hours. More than 2,000 pharmacies closed in 2019 nationwide. New York State must reform PBM regulations immediately as part of its 2021 budget. We implore you to heed the warnings pertaining to social distancing and quarantine. Presently they are the only things that can truly help you to avoid contracting this virus. Until next week…

Federal Injunctions Bar Companies from Facilitating Robocalls By Forum Staff The U.S. District Court for the Eastern District of New York entered orders in two separate civil actions barring eight individuals and entities from continuing to facilitate the transmission of massive volumes of fraudulent robocalls to consumers across the country, the Department of Justice announced Friday. In one of the matters, United States v. Nicholas Palumbo, et al., the court entered a preliminary injunction that bars defendants Nicholas and Natasha Palumbo and two entities from operating as intermediate voice-over-internet-protocol carriers during the pendency of the civil action. In the other matter, United States v. Jon Kahen, et al., the court entered consent decrees that permanently bar defendants Jon Kahen and three entities from operating as intermediate VoIP carriers conveying fraudulent robocalls into the U.S. telephone system. As alleged in the complaints, the defendants in both cases operated as intermediate VoIP carri-

Numerous foreign-based call centers are alleged to have used the defendants’ VoIP carrier services to pass fraudulent government and business imposter robocalls to victims in the United States. The eight defendants also sold U.S. phone numbers to foreign enti-

ties, which were used as victim call-back numbers as part of massive robocalling fraud schemes. As also alleged, despite numerous warnings that they were carrying fraudulent robocalls— including calls impersonating government agencies such as the Social Security Administration, the Internal Revenue Service and businesses such as Microsoft—the defendants continued carrying those calls and facilitating fraud schemes targeting individuals in

the country. Many of the robocalls were made from foreign-based call centers by individuals impersonating government investigators and conveying alarming messages, such as: the recipient’s social security number or other personal information has been compromised or otherwise connected to criminal activity; the recipient faces imminent arrest; the recipient’s assets are being frozen; the recipient’s bank and credit accounts have suspect activity; the recipient’s

benefits are being stopped; the recipient faces imminent deportation; or combinations of these threats. Each of these claims was false and designed to scare the call recipient into paying large sums of money. Many times the numbers that appeared as the originating or caller-ID numbers for these calls were “spoofed” to make it appear that they originated from legitimate government or business offices in the United States, when in reality the calls were made by overseas scammers, often located in India. The defendants also sold toll-free and other U.S. numbers to foreign call centers that were left in fraudulent robocall messages on victims’ phones to further deceive them into believing that the calls were legitimate and originated in the United States. These calls led to massive financial losses to elderly and other vulnerable victims throughout the country. “The Court’s decisions send a clear message to gateway carriers who knowingly do business with scammers targeting Americans from overseas,” said SSA Inspector General Gail Ennis.
