Coronavirus Cases Hit South Queens as City Shuts Schools and de Blasio Considers Drastic Measures

By Michael V. Cusenza The coronavirus recently hit home for South Queens residents as City officials finally decided to shutter schools and the mayor indicated that more drastic measures may soon be implemented.

On Sunday, City Council Speaker Corey Johnson confirmed that an NYPD School Safety officer assigned to PS 306 in Woodhaven tested positive for coronavirus.

And on Wednesday, the TD Bank branch on Cross Bay Boulevard and 162nd Avenue abruptly closed after an employee learned that they had contracted the pathogen.

“We can confirm that an employee at our TD Bank Store in Howard Beach, Queens, NY has tested positive for COVID 19. The employee is resting at home and will remain in self-quarantine,” a TD spokesman told The Forum. “At TD Bank, the health and well-being of our colleagues and customers is our top priority, and we are working closely with the staff at this location to address their needs and concerns. We are following all guidance from the New York Department of Health and other public health organizations, as well as our business continuity and preparedness plans. The store is temporarily closed for additional cleaning procedures. Until the store reopens, we encourage our Howard Beach customers to use the on-location ATM, TD Bank’s online and mobile banking platforms or visit one of our other TD Bank stores. Customers can also bank by phone by calling 1-800-YES-2000, 24 hours a day, seven days a week.”

Mayor Bill de Blasio and Schools Chancellor Richard Carranza on Sunday announced that the City would move towards a new Remote Learning Model for all school days until Spring Recess. Students will not report to school buildings for instruction during this time. School buildings are scheduled to reopen to students following Spring Recess on Monday, April 20.

materials for continued instruction. Effective Monday, March 23, Regional Enrichment Centers will be available for the children of first responders, healthcare workers, and the most vulnerable populations, with more details to follow.

Additionally, remote learning will go into effect for grades K-12. The City Department of Education will support schools at all levels of readiness to deliver remote learning, and more information will be provided to families about online platforms, according to de Blasio and Carranza.

A seemingly omnipresent de Blasio appeared on the Today show on NBC to discuss, in part, a possible move toward the enactment of “shelter in place,” in which residents must remain in their homes and are permitted only to leave for trips to the grocery store or pharmacy.

“This disease is moving so rapidly. Yesterday, we had over 100 new cases in New York City. We’re at almost a thousand cases right now. We’ve lost 10 people already. It’s increasing in a way—I don’t even think our leaders in Washington begin to understand this. But here in New York, we have the most cases of any state in the country,” Hizzoner said. “So, what I was saying to people is get ready for the possibility. It’s a decision we would only make with the State of New York, of course. But people have to realize at this point that this disease is going to put many, many people, thousands and tens of thousands of people’s lives in danger and we’re going to have to do things very differently. And if we even get to shelter in place, we’re going to have to come up with huge new approaches to make sure that people have enough food and medicine because they sure as hell don’t have income right now.”

However, Gov. Andrew Cuomo has said that “shelter in place” isn’t even on the menu for consideration.

“The emergency policies that have been issued are of statewide impact, and the governor is making every effort to coordinate these policies with our surrounding states,” Secretary to the Governor Melissa DeRosa said on Tuesday. “Any blanket quarantine or shelter in place policy would require State action and as the governor has said, there is no consideration of that for any locality at this time.”

dent and CEO of Airlines for America, the trade association representing major U.S. airlines, Meng called for the suspension of all fees normally charged for changes and cancellations.

“Travel restriction is a necessary preventive measure to limit the further spread of this disease. In this time of public anxiety and to reflect this real public health crisis, airlines have a responsibility to prioritize the health and safety of their customers and employees,” Meng wrote. “Within the last few weeks, however, several airlines have made minimal and insufficient changes to their cancellation and flight change policies.”

In her missive, Meng asked Calio to urge his members to: alter airline change and cancellation policies to ensure those whose travel has been impacted by the coronavirus, or those higher risk individuals who are taking precautionary measures, can change their travel plans penaltyfree; ensure any refunds provided to passengers for changed itineraries are provided in the method of purchase, and not a time-limited credit; all changes should apply regardless of when a passenger purchased their ticket; and communicate this clearly to customers.

“The airline industry has offered limited flexibility to travelers, but it must stepup and do more to accommodate the flying public during the COVID-19 outbreak,” Meng said. “Waiving these fees is the right and responsible thing to do for passengers changing or cancelling their flights. I urge all U.S. airlines to immediately adopt this change to their ticket policies. Nothing is more important than ensuring the public health and safety of each and every person.

Gene Borrello, 35, recently gave an hour-long interview to Felix Levine on his “Where’s This Going” podcast. Jerry Capeci, founder and chief correspondent of ganglandnews.com got the scoop on Borrello’s sit-down.

“I grew up in a mafia neighborhood,” Borrello said. “Even though I played sports, you don’t want to be an athlete when you’re in those areas. You want to be like the mob guys. I got influenced by guys that were coming up in the crime world, and, you know, I got grabbed at a young age. It’s like baby steps: You start out with something small and they keep seeing what you’re capable of.

And for me, I just kept on going and going and going.”

apparently was a fast learner, and something of an underworld prodigy.

“Before you know it, I was doing collections, assaults, shootings, robberies,” he recounted to Levine, “and I just escalated to a full-time mob guy.”

That escalation was on full display in dozens of violent home invasions in which Borrello and fellow masked henchmen beat

victims, forced them to strip naked and tied them up before making off with cash and jewelry.

“It’s uncountable,” Borrello said with a smile when prodded

by Levine to put a number on how many robberies Borrello and Co. pulled off. “Robberies, I did over 100. Definitely. Shootings? I had a couple. Beatings? I had a bunch.”

Cusenza A bill that would require high schools in New York to carry opioid antagonists and have a trained employee to administer the life-saving drugs present during all school activities recently conquered an early hurdle as the State Senate Committee on Education voted in favor of it, according to the measure’s sponsor, Sen. Joe Addabbo, Jr. (Howard Beach).

“Many schools open their doors to the community for programs or often serve as civic spaces beyond normal classroom hours. With the opioid crisis at critical levels, we must add an extra layer of protection for our students,” said Addabbo, a member of the committee since he assumed office in Albany in 2009.

Borrello eventually flipped and became an invaluable witness for the Justice Department. His reward for that legendary violent streak and remarkable performances on several witness stands?

No one was injured in the March 5 incident in which the woman casually strolled up to the Shree Tulsi Mandir on 111th Street around 7:40 p.m., calmly retrieved what appeared to be a lighter from her pocket, and ignited a flag on display in front of the temple.

The special election day for Queens borough president had been scheduled for this Tuesday, March 24.

By Michael V. Cusenza Mayor Bill de Blasio on Monday signed an executive order canceling the special election to fill the vacant borough president seat.

The race to succeed Melinda Katz, who was sworn in as Queens district attorney earlier this year, had been set to culminate on Tuesday, March 24, but the coronavirus pandemic forced Hizzoner’s hand, de Blasio said.

“Details will be provided soon on potential options for holding that election later; and other ways we might be able to approach that election. But we do not have those details yet,” the mayor said. “There’s been a lot of concern raised about the election day— particularly the poll workers that would have had to make this work. And as we have seen more and more challenges, you know,

this is another one that is very painful, honestly; in a democratic society, the canceling of an election is such a rarity. It should be avoided at all costs. But in this case with the nature of this crisis, I’ve come to the decision that it’s necessary.”

Acting Borough President Sharon Lee called de Blasio’s decision “extraordinary, but warranted, given the urgency and magnitude of the situation. I made a commitment to represent and serve the people and families of Queens to the best of my ability and for as long as necessary, and this commitment still stands. Government must not and will not shut down. Aggressively slowing the tide of the spread of COVID-19 is paramount, and we as public servants must remain calm while moving swiftly but safely with the urgency that this situation requires.”

Pols’ Plans Attack Economic Costs of Virus

By Forum Staff Two new proposed pieces of legislation on the federal and city levels would support the fight to contain the coronavirus’s mounting impact on municipalities.

On the heels of the U.S. House of Representatives passing another, bipartisan emergency legislative package to combat the coronavirus, Senate Minority Leader Chuck Schumer over the weekend detailed the emergency aspects he negotiated into the just-passed package that will benefit New York. In addition, Schumer urgently called on Majority Leader Mitch McConnell to pass the coronavirus legislation as-is. Schumer explained how this latest emergency measure can unlock billions for the Empire State while it fights to contain the virus’s spread and cover mounting costs in “hot spots.”

New York’s senior senator explained that once passed in the Senate and signed by President Donald Trump, on an annual basis, the bipartisan deal will deliver more than $6.7 billion in healthcare dollars to New York in the form of Federal Medical Assistance Percentages, or FMAP, which encompasses the state’s Medicaid program. That program is jointly funded by the federal government and the states. FMAP is a matching rate enacted in 1965 that determines the federal funding share for state Medicaid programs. The federal government matches state funds spent on Medicaid, based on the state’s FMAP, which varies by state, Schumer noted. For example, New York’s FMAP is 50 percent. This means that for every dollar spent on Medicaid in New York, New York’s share of the cost is 50 cents (this fifty cents, in turn, is split between the State, counties and localities), while the federal government chips in the other 50 cents.

some states have FMAPs of 50 percent and New York is one. Schumer’s emergency plan increases the federal share of New York’s Medicaid program to 56.2 percent, thereby dropping the State’s share to 43.8 percent.

This delivers more federal dollars immediately to the state and localities, to the tune of $6.7 billion annually, according to the senator.

The breakdown: NYC share: $1.038 billion; counties share: $436 million; State share: $5.26 billion.

In NYC on Monday, City Comptroller Scott Stringer released a new analysis of the economic impact of the coronavirus on the five boroughs, including significant projected losses in the entertainment, hotel, restaurant, travel, and tourism sectors. The analysis estimates that downturns in these key, revenue-generating sectors could conservatively cost the City $3.2 billion in lost tax revenues over the next six months.

To preserve the social safety net and protect vital services for our most vulnerable New Yorkers, Comptroller Stringer is calling for the City to immediately identify potential savings, suggesting a target of 4 percent of City tax levy-funded agency spending with exceptions for social service agencies, Department of Health and Mental Hygiene, and NYC Health + Hospitals—adding up to approximat​ely $1.4 billion. The savings should be included in the Mayor’s Executive Budget due later next month if economic conditions continue to warrant action, Stringer added.

“The vital services for our most vulnerable populations and institutions during lean times will depend on prudent, responsible budgeting today, as will the level of relief we as a City can help to deliver to the hotel, restaurant, entertainment, social service and retail workers who are bearing the brunt of this crisis,” Stringer added.

EDITORIAL Too Much It’s quite easy to spread fear. Just ask Fox News, CNN, and MSNBC. Panic is good business. And they’ll keep feeding viewers heaping spoonfuls of it every hour on the hour because ratings and advertising revenue show that tube-heads will watch it.

A lot of it.

Physical exposure to the coronavirus is bad for your health. Duh. But what you may not realize is too much “virus porn” running 24 hours a day on cable “news” networks can pack a significant punch too.

So how can we cope with coronavirus hysteria and neutralize the noise swirling around it? Consider these tips courtesy of author Joe McCormack: Understand how overconsumption of bad news affects you: When something becomes the only thing, it becomes everything, says McCormack. The temptation to sit in front of the TV and consume all day long is huge. You hear all sorts of things that aren’t relevant, timely, or accurate. You start believing the world is coming to an end.

And when all your waking hours are spent anxious, nervous, and anticipating the worst, you start to miss all the other stuff in your life.

Don’t confuse predictions with cer-

tainty: You’ve probably heard the adage that FEAR stands for False Evidence Appearing Real. That’s important to remember at times like these. People tend to make dire predictions with such certainty that you start to believe them, but really, they simply do not know. Remember all the past flus and viruses that were supposed to decimate humanity—but didn’t.

Temper your consumption: Thanks to the 24/7 news cycle, you’re likely to see the same story reported 17 times and said 17 slightly different ways. It’s not healthy to dedicate all your bandwidth to one fear-producing story. But if you’re tempted to blame the media, don’t. It’s their job. It’s your job to manage your consumption: to decide

“There’s nothing you can do about what ‘might’ happen and it only spreads fear.”

When others are talking, change the subject: Don’t pile on. Be the voice of calm and reason. If they won’t drop the subject, have a few reassuring talking points in reserve to help put things in perspective and defuse fear. The CDC website is a good source for this. For example: “The risk of getting the coronavirus in the U.S. is currently low,” and “There are simple things you can do to help keep yourself and others healthy.”

Above all, know we need to be at our best in challenging times. That means it’s crucial not to allow ourselves to get caught up in fear or—worse—to spread that fear to others.

“Noise drowns out clarity, and clarity is critical during times of crisis,” McCormack said. “When we lose clarity, we start doing impulsive things and making bad decisions. It’s bad for our mental and emotional health, and it’s bad for our relationships. We need to spread facts, not fear. Rather than adding to the noise, we need to be part of the solution.”

“Create filters for what’s information and what’s useless noise and live by them,” McCormack advised. “It’s not all useful.”

Focus on the facts: Find one good source you trust and stay abreast of the situation.

Pay attention to what you can control: regular handwashing, reasonably stocking up on bottled water and other supplies, postponing flights to coronavirus “hot spots,” and so forth. If you can’t impact it, don’t focus on it.

Five Men Facing Life in Prison for Roles in Ruthless Sex-Trafficking Ring

By Michael V. Cusenza A federal jury in Brooklyn Friday night found five men guilty of various charges related to their roles in a vicious international sex-trafficking ring, federal prosecutors announced.

Jose Miguel Melendez-Rojas, 43; Francisco Melendez-Perez, 25; Abel Romero-Melendez, 33; Jose Osvaldo Melendez-Rojas, 43; and Rosalio Melendez-Rojas, 38, all members of the MelendezRojas Organization, were convicted of sex trafficking, sex trafficking conspiracy, sex trafficking of minors, interstate prostitution, alien smuggling and money laundering conspiracy.

According to trial records, between 2006 and July 2017, the men transported women and girls, including minors, to the United States and coerced them to work in prostitution. The defendants used false promises of love, marriage and a better life to lure their victims into romantic and sexual relationships, and then isolated

them from their families by bringing them to live with the defendants in Tenancingo, Mexico.

Upon arrival in the United States, the defendants resorted to brutal beatings, threats of violence, forced abortions and psychological manipulation to compel their victims to work in prostitution in NYC, on Long Island, in New Jersey, Connecticut, and Delaware.

The defendants took the proceeds generated from the victims’ prostitution, and laundered it to conceal its source.

During the two-week trial, a victim identified as “Delia Daisy” testified that she was forced into prostitution by Melendez-Perez and his uncle Rosalio MelendezRojas when she was only 14 years old. When she refused to work, Melendez-Perez beat her, and when he thought she might be pregnant, he tried to force her to have a miscarriage.

During their six- to seven-hour working shifts inside apartments such as one on 52nd Avenue in Corona, the victims were typi-

cally forced to have sex with 15 to 20 men. The pimps confirmed the number of customers by counting the number of unused condoms returned at the end of the victims’ shifts.

“This evidence is devastating.

These women described things that happened to them that no person should ever have to endure,” Assistant U.S. Attorney Erin Argo said in her closing statement to the jury last week. “The evidence you’ve seen and heard proves that the defendants were

coercive, violent, and prolific sex traffickers of women and girls.”

When sentenced, the defendants each face a maximum sentence of life imprisonment on the most serious charge. A sixth codefendant, Fabian Reyes- Rojas, 40, pleaded guilty to sex-trafficking conspiracy and sex trafficking on Dec. 27, 2019.

“The crimes committed by the members of the Melendez-Rojas Trafficking Organization were horrific,” said Brooklyn U.S. Attorney Richard Donoghue. “It is my hope that today’s verdicts bring some measure of closure to the young women who bravely testified during the trial and who suffered greatly while under the control of the defendants. We will not tolerate the sexual exploitation of women and girls by brutal criminals like these defendants.”

Homeland Security Investigations Special Agent-in-Charge Peter Fitzhugh added, “This conviction does not just point to the outstanding work of the investigative team, it serves as a testament to the will and courage of those victims to tell their stories.”

Brooklyn Man Convicted of Robbing Three Borough Stores in One Night

By Forum Staff A Brooklyn man has been convicted of the gunpoint robberies and attempted robbery of four borough convenience stores during a single November night of terror in 2018, federal prosecutors announced Thursday.

Following a two-week trial, the jury found Elgin Brack, 24, guilty of Hobbs Act robbery conspiracy and related crimes.

On Nov. 26, 2018, between approximately 3:35 a.m. and 5:45 a.m., Brack attempted to rob a Duane Reade store in Woodside, and completed three robberies of a 7-Eleven store in Long Island City, a Rite Aid store in Astoria and a second Rite Aid store in Jamaica, together with his uncle, Scott Brack, 51, who served as the getaway driver.

As proven at trial, at approximately 3:30 a.m., the younger Brack entered the Duane Reade store, pretended to make a purchase, then pointed a gun at the store clerk. When the clerk did not respond quickly, Brack shot him in the hand and the head as he resisted. Brack fled the store empty handed and, together with Scott Brack, drove to the 7-Eleven in LIC, where he robbed the store of $300 at gunpoint from a store employee. The Bracks then drove to the Astoria Rite Aide, where El-

gin approached a store clerk and asked to purchase chewing gum. When the clerk opened the cash register, Elgin pointed a gun at the clerk and demanded money.

Finally, at approximately 5:45 a.m., Elgin

Brack entered the Rite Aid store in Jamaica, pointed a gun at the clerk and robbed the store of $200.

According to authorities, later that day, at approximately 9 p.m., detectives and special agents from the Bureau of Alcohol,

The younger Brack’s cell phone contained Internet searches for 24-hour stores made shortly before the crime spree, prosecutors noted.

Scott Brack, pleaded guilty to Hobbs Act robbery conspiracy in November 2019 and is awaiting sentencing.

“The defendant has been held responsible by the jury for his crime spree that left bloodshed and terrorized victims in its wake,” said U.S. Attorney Richard Donoghue. “Today’s verdict ensures that Elgin Brack will face substantial punishment.”

When sentenced, Elgin Brack faces a mandatory minimum of 31 years’ imprisonment.

“The reckless violence [Brack] left in his wake will be met with years in prison contemplating his crimes and harm done to his fellow citizens,” ATF Special Agent-inCharge John DeVito added.

NY AG Warns Price Gougers

Investigators found that City Fresh Market on Broadway in Astoria was charging customers $14.99 for a 19-ounce bottle of disinfectant spray.

By Forum Staff State Attorney General Tish James recently ordered two city merchants, including one in Queens, to cease and desist charging customers excessive prices for hand sanitizers and disinfectant sprays during a period of market disruption.

Following a referral from de Blasio administration officials, AG investigators on March 9 found that City Fresh Market on Broadway in Astoria was charging customers $14.99 for a 19-ounce bottle of disinfectant spray. On March 7, authorities confirmed that Scheman & Grant Hardware, d/b/a Ace Hardware in Midtown, was charging customers $79.99 for 1200 milliliters of hand sanitizer.

James noted that the AG’s Office is monitoring businesses across the state for potential scams and price gouging schemes designed to exploit public concern related to the spread of coronavirus.

While City officials issued fines earlier this month to Scheman & Grant Hardware for price gouging on face masks, the AG is tasked with enforcing New York’s price gouging statute which prohibits the sale of goods and services necessary for the health, safety, and welfare of consumers at unconscionably excessive prices during any abnormal disruption of the market.

“On my watch, we will not tolerate schemes or frauds designed to turn large profits by exploiting people’s health concerns,” James said. “While there remains no cause for widespread panic, some people are looking to prey on others’ anxiety and line their own pockets. My office will remain vigilant in ensuring that we find and stop such unlawful activity and continue to ask the public to report suspected fraud, scams, or price gouging to my office.”

James also warned residents that scammers commonly exploit real public health concerns and use heightened public fear to prey on consumers and profit from frauds related to those health fears. People should beware of fundraising solicitations and offers of goods and services related to coronavirus, the AG said. There is currently no Food and Drug Administration-approved vaccine to prevent the virus, but scammers may still offer fake vaccines and other bogus medical products claiming to offer “cures.” They may also offer

“get rich quick” investment schemes for unproven virus treatments, James added.

Crooks may set up sham charity websites and crowd-funding sites that request donations for virus-relief efforts for victims, the attorney general cautioned. Scammers may use emails, texts, and social media posts that appear to give virus updates but have malicious links that can steal sensitive personal identity information. James said New Yorkers making charitable donations should never feel rushed or pressured to donate, and never make donations in cash, by gift card, or by money wire. If you receive a charitable solicitation, do some research to determine whether the charity is legitimate, James said.

“We are in the middle of a crisis, and we need to help our fellow New Yorkers. Now is not the time to try and profit,” Mayor Bill de Blasio added. “Not only is price gouging immoral, it is also illegal.”

Gillibrand Pushes for Quick Passage of Coronavirus Paid Leave Bill

By Forum Staff Senator Kirsten Gillibrand (D-N.Y.) this week pushed for the quick approval of a comprehensive emergency paid sick days and paid family and medical leave bill— fully funded by the federal government—to provide additional support to workers and businesses during the coronavirus outbreak and future public health crises.

For all employees and independent contractors, the Providing Americans Insured Days of Leave Act would: provide 14 emergency paid sick days in the event of a public health emergency, including the current coronavirus pandemic, reimbursed in full by the federal government; provide workers with 12 weeks’ emergency paid family and medical leave, fully reimbursed by the federal government; permanently ensure workers can accrue seven paid sick days; and permanently enact a paid family and medical leave program, such as the one established in the Family And Medical Insurance Leave Act. In 2013, Gillibrand and U.S. Rep. Rosa DeLauro (D-Conn.), chairwoman of the House Appropriations Subcommittee on Labor, Health and Human Services, and Education introduced the FAMILY Act to create America’s first universal paid family leave program. brand, the measure would allow up to three months of paid leave at 66 percent of one’s income to take sick leave, care for a loved one, or care for a newborn.

New York’s junior senator also noted on Tuesday that because small businesses across the country continue to feel the effects of the public health crisis, the PAID Leave Act will “fully and quickly” reimburse employers for all paid sick days and paid leave in 2020 and 2021. In order

to ensure that businesses would not need to wait for tax credits, the bill will only require employers to provide documentation to the U.S. Department of Labor to demonstrate they paid out sick days or leave in order to receive reimbursement, Gillibrand added.

“Across New York State and the country, schools are closing and businesses are shutting their doors as we face this unprecedented crisis. This public health emergency has

exposed the weakness of our system—we are not doing nearly enough to help working families handle medical emergencies and the financial burdens they cause,” the senator said. “The PAID Leave Act ensures that every worker in America has full paid sick and family leave, strengthens their financial footing, and paves the way for America’s first universal paid family leave policy. Congress must pass this legislation immediate and give workers the security and confidence needed to confront this crisis.”

DeLauro and Sen. Patty Murray (DWA), ranking member of the Senate Health, Education, Labor, and Pensions Committee, joined Gillibrand in announcing the PAID Leave Act. “I’m hearing from workers who urgently need to have the ability to stay home without losing a paycheck or their job, and I’m hearing from businesses in Washington State and nationwide that care deeply about seeing their employees through these hard times but just don’t have the cash flow,” Murray said. “Our legislation will ensure all workers have paid sick leave while protecting small businesses that are suddenly finding themselves struggling. This is good for workers, businesses, and critically, it will help slow the spread of the coronavirus. We should get it to the President’s desk as quickly as possible.”

By Forum Staff A Queens County grand jury has indicted a business owner Jagdeep Deol, 36, of 262 nd Street in Glen Oaks, and his company, Laser Electrical Contracting Inc, on charges of grand larceny, failure to pay prevailing wages, scheme to defraud and other crimes for underpaying employees assigned to work on public works projects in New York City public schools. Queens District Attorney Melinda Katz, along with the New York City Department of Investigation Commissioner Margaret Garnett, made the announcement late last week that from 2014 through 2018, the defendants had contracts with the New York City School Construction Authority and the New York City Department of Education worth millions to do electrical work in City schools.

District Attorney Katz noted that Deol had “…bilked his hard- working employees out of more than $1.5 million in wages. Thanks to a number of employees coming forward to report the alleged wrong-doing, the matter was investigated and 11 workers in all were allegedly cheated. The defendant will be held accountable for this alleged malfeasance.”

“These defendants underpaid employees through a variety of schemes, including falsely inflating the hourly rate paid, failing to pay benefits, and then submitting hundreds of materially false certified payroll reports to the New York City School Construction Authority and the City Department of Education, resulting in the theft of more than $1.5 million in workers’ wages, according to the charges and court documents,” Commissioner

Garnett said. “This kind of criminal behavior is a priority for DOI because it exploits workers, wastes government money, and harms competing businesses who are playing by the rules. DOI thanks the Queens District Attorney’s Office for its partnership on this matter.”

The defendant is charged in a 66-count indictment with grand larceny in the second degree, failure to pay prevailing wages, scheme to defraud in the first degree, offering a false instrument for filing in the first degree and falsifying business records in the first degree. The defendant was arraigned before Queens Supreme Court Justice Barry S. Kron who released Deol on his own recognizance and ordered him to return to court on April 6, 2020. If convicted, he faces a minimum of probation to up to 15 years in prison.

According to the charges, the defendant had numerous public works contracts with the SCA and the DOE and additionally worked as a subcontractor for the SCA. For the time period of 2014 through 2018, under all the contracts the defendant failed to pay at least 11 employees the proper prevailing wage totaling more than $1.5 million.

In February 2018, a number of employees reported that they had been underpaid. An investigation followed with reviews of payroll records and interviews with employees. It was determined that the workers’ checks were missing a sum totaling more than $1.5 million.

The DA added that, according to the charges, the defendant and the company submitted hundreds of payment requisitions that had been falsified.
