State Legislators Leading Push to Ban Different Forms of Hydrofracking in New York

By Michael V. Cusenza The banning of hydraulic fracturing in the Empire State was included in Gov. Andrew Cuomo’s proposed spending plan and is the driving force behind a State Senate bill that would permanently ban horizontal drilling, high-volume hydraulic fracturing, and gelled propane hydraulic fracturing in New York, Sen. Joe Addabbo, Jr. (D-Howard Beach), one of the measure’s co-sponsors, recently announced.

Hydrofracking involves injecting large volumes of water containing a mixture of toxic chemicals and sand into horizontal wells at extremely high pressure to fracture bedrock and release and capture natural gas, according to the environmental advocacy group Hudson River Sloop Clearwater Inc. People living in communities around fracking operations have experienced contamination of drinking water, illnesses, decreased property values, and other disruptions. And because fracking releases methane—a potent greenhouse gas—it actually has a worse carbon footprint than coal or oil, HRSC noted.

Indeed, studies have linked horizontal drilling and HVHF to increased rates of hospitalization, respiratory illnesses, low birth weight and preterm births, and other health impacts, the senator said.

officials have weighed in on the HVHF issue: “Based on unavoidable adverse environmental impacts and uncertainty regarding the science surrounding high-volume hydraulic fracturing and its potential impacts to public health and the environment, the Department finds that the best course of action is to select the No Action alternative. Selection of the No Action alternative means that the Department will not establish a high-volume hydraulic fracturing permitting program; that no individual or site-specific permit applications for wells using high-volume hydraulic fracturing will be processed; and that high-volume hydraulic fracturing will be prohibited in New York State.”

The recently introduced Senate bill would also prohibit hydraulic fracturing using propane, including liquefied or gelled propane known as liquefied petroleum gas, Addabbo said. The main component used in gelled propane is extremely flammable propane gas and the process includes the use of many toxic additives. Propane gas is heavier than air and pools on the ground when leaked creating the threat of explosions.

Propane fracking presents risks similar to those identified for HVHF including groundwater contamination, harmful air emission, radioactive wastes, public health impacts, and explosions. Gelled propane fracturing requires trucking toxic materials after fracturing is complete which poses a significant danger from risk of explosion in crashes.

“I am pleased to co-sponsor this important legislation which validates my never-ending commitment to protecting our environment, public health and addressing climate change,” Addabbo said. “We will continue to do everything possible toward achieving 100-percent clean power by 2040, by seeking alternative measures that won’t jeopardize our health or natural resources.”

Jamaica Sex Predator Pleads Guilty to Abusing 6-Year-Old Girl

By Michael V. Cusenza A Jamaica man has copped to sexually abusing a little girl from the time she was just 6 years old to well after her 9th birthday, Queens District Attorney Melinda Katz announced Friday.

Orlando Lopez, 54, pleaded guilty on Thursday to course of sexual conduct against a child in the first degree. Sentencing is slated for April 24, at which time Lopez will be ordered to prison for 19 years, followed by 10 years’ post-release supervision. Lopez will also be required to register as a sex offender.

According to the charges, on Sept. 23, 2014, Lopez first engaged in a sexual act with the victim, who was 6. For more than three years, Lopez touched the youngster with his genitals, performed sex acts on her, used various sex toys on the child and forced the girl to touch him, as well. On various occasions, Lopez also photographed the girl without her clothes on and recorded videos of himself abusing the victim.

If the name sounds familiar, it’s because Lopez was featured in last week’s edition of The Forum. Earlier this month, Lopez was charged with sexually abusing numerous young children and possessing child pornography, according to federal prosecutors.

A 12-count indictment was filed in federal court in Brooklyn officially charging Lopez with travelling across a state line with intent to commit aggravated sexual abuse of a child, sexual exploitation of a child and possession of child pornography.

According to the indictment and other

court filings, for over a decade, Lopez repeatedly sexually abused more than a dozen children, many of whom lived near his 105th Avenue residence. Between approximately May 2010 and June 2018, Lopez produced thousands of explicit photos and videos of one female child who was 2 years old when the abuse began. Law enforcement also recovered thousands of other photos and videos from Lopez’s home depicting him engaging in sexual activity with children.

In July 2018, Lopez transported one 7-year-old girl across state lines with the intent to sexually abuse her. In order to gain access to his victims, Lopez attempted to befriend their parents.

“The conduct alleged here is horrendous. Mr. Lopez allegedly used friendships with his victims’ parents as a means to access children he wouldn’t generally have contact with, which leads us to believe there are more victims out there. Readers should be stunned into action by an investigation like this,” said FBI New York Assistant Director-in-Charge Bill Sweeney, Jr. The government’s investigation is ongoing. New Meng Measure Would Lower FAA Excessive Aircraft-Noise Standard

By Michael V. Cusenza A recently proposed law would require the Federal Aviation Administration to lower the standard at which the agency determines acceptable noise levels in residential areas, the bill’s sponsor, U.S. Rep. Grace Meng (D-Flushing), announced Friday.

According to the congresswoman, the measure aims to lower the Day-Night Average Sound Level to 60 from 65, and develop a plan to bring it down to 55 within 10 years. The 65 DNL metric has been in place since the 1970s when air traffic volume was much lower than it is today. The outdated metric no longer meets the needs of communities because it does not accurately reflect the daily reality of noise pollution, Meng posited.

Lowering the U.S. noise standard would mitigate the excessive airplane noise that continues to plague Queens and other communities throughout the nation, she added. It would allow more residents to qualify for federal sound insulation programs and reduce

Biker Gets 23 Years for CO Slay

By Forum Staff A St. Albans man has been sentenced to 23 years in prison for a road-rage shooting that ended in the death of a City Correction officer in South Richmond Hill in September 2018, Queens District Attorney Melinda Katz announced Thursday.

Gifford Hunter, 31, pleaded guilty in December 2019 to manslaughter in the first degree. He was sentenced on Thursday to

23 years in prison and five years’ post-release supervision.

According to court record, at approximately 1:30 a.m. on Sept.

14, 2018, Hunter, who was riding a motorcycle, encountered the victim, off-duty Correction Officer Jonathan Narain, 27, who was driving his vehicle. Hunter pulled out a gun and fired one shot into Narain’s red Honda Accord which was stopped near a red light at the intersection of 103rd Avenue and 120th Street.

According to the charges, Narain, of Richmond Hill, was found at the scene of the shooting slumped over the steering wheel of his vehicle. He later succumbed to his injuries at a nearby hospital.

“The defendant pleaded guilty to this senseless shooting that killed a dedicated corrections officer. Our deepest sympathies go out to the family of the victim,” Katz added.

Aircraft noise can pose remarkably serious health threats— including cardiovascular disease—to the communities over which planes fly, and the health costs associated with said noise from changing flight patterns over populated urban landscapes far

outweigh the benefits of reduced flight times, according to an August 2018 case study conducted at Columbia University and Queens Quiet Skies.

Scientists concluded that, “Despite increases in efficiency, flight automation systems without a careful assessment of noise might generate flight paths over densely populated areas and cause serious health conditions for the overflown communities.”

In October 2018, key provisions to address excessive aircraft noise concerns were included in the FAA Reauthorization Bill. The law included U.S. Sen. Kirsten Gillibrand’s (D-N.Y.) provision to require the FAA to designate a regional ombudsman in each FAA region to serve as a point of contact with the public, including community groups, to address noise, pollution, and safety issues.

by Gillibrand and Meng to require the FAA to finalize its study into alternatives to the 65 DNL metric for measuring the impact of aircraft noise to people on the ground.

Kudos to Cops

Kudos to two area cops who recently discovered a very powerful handgun on the person of a detained man.

Police officers Storz and Hamid, on the midnight tour, removed an illegal .45-caliber Ruger Blackhawk revolver off of an individual.

Bankruptcy will Help us Pay Vics: Scouts

By Michael V. Cusenza The Boy Scouts of America has filed for bankruptcy under Chapter 11 of the U.S. Bankruptcy Code, the national organization announced Tuesday.

The move, according to the BSA, will help the group compensate boys who were “harmed” during their time in Scouting and create a Compensation Trust that would provide equitable restitution to victims.

The BSA noted that local Scouting programs, including unit meetings and activities, council events, and service projects, will continue throughout this process “and for many years to come.” The BSA fully intends to maintain its commitments to its members, families, volunteer leaders, employees, retirees, donors and alumni to the fullest extent permitted by bankruptcy laws. The organization has also pledged to pay its vendors and partners for all goods and services delivered from today forward.

“The BSA cares deeply about all victims of abuse and sincerely apologizes to anyone who was harmed during their time in Scouting. We are outraged that there have been times when individuals took advantage of our programs to harm innocent children,” BSA President and CEO Roger Mosby said. “While we know nothing can undo the tragic abuse that victims suffered, we believe the Chapter 11 process—with the proposed trust structure—will provide equitable compensation to all victims while maintaining the BSA’s important mission.”

In April 2019, The Forum reported that at least six leaders of Queens Boy Scout units are among the 130 who worked in New York and were named in BSA “Perversion Files” as having allegations of sexually abusing minors, according to the law firm that published the list.

Jeff Anderson & Associates PA indicated that Michael Boresch (Troop 29); Cal Diva (Troop 103, Troop 135); Samuel L. Fried (District 8644); Robert Methvin (Explorer 48); John E. Montgomery (Troop 53); and Hans Pederson (Troop 389) are named on the Empire State list. They led Boy Scout units in Rockaway Beach, Long Island City, Jackson Heights, Flushing, and Bellerose.

The rollout was part of the Anderson firm’s revelation that the BSA has documented that 7,819 adult leaders were accused of sexually abusing 12,254 victims across the country from 1944-2016, according to an expert who testified in a child sexual abuse trial in January 2019.

According to Anderson & Associates, since approximately 1920, BSA has maintained these files, also known as “Perversion Files,” internally to document individuals whose Boy Scout registrations were revoked because of allegations of child sexual abuse.

On Tuesday, some insisted that the BSA is using the bankruptcy reorganization to keep perpetrator names and documents secret.

“This bankruptcy is not about finances,” sex-abuse survivor Scott Coats said.

“This bankruptcy is about the reputation of the Boy Scouts of America and about silencing victims and keeping the truth away from the eyes of the public.”

Jeff Anderson currently represents hundreds of survivors of sexual abuse in the Boy Scouts across the country, including dozens of cases in New York, New Jersey, and California.

“It’s important that survivors know they still have a voice and can still bring a claim for the harm they suffered,” he said.

“It’s time for anyone abused as a child in the Scouts to come forward.”

Trump Budget Cuts K9 Bomb Teams

Senator Schumer revealed Sunday that the just-released budget crafted by President Donald Trump and his team has quietly cut the VIPR dog teams to 0 from 31.

By Forum Staff The White House is prepared to swing the budget axe and totally eliminate a city counterterrorism tool—K9 bomb detection teams—which are used across transit hubs like Penn Station, airports and more, Senate Minority Leader Chuck Schumer said Sunday.

The K9/cop partners, also known as Visible Intermodal Prevent and Response teams, are often utilized across the city in transit hubs, particularly when threat levels are up. New Yorkers have not only grown used to seeing dogs in places like Penn, airports, ferries, ports and special events, but they welcome their presence.

Schumer revealed Sunday that the just-released budget crafted by President Donald Trump and his team has quietly cut the VIPR dog teams to 0 from 31. The slash appears on page 46 of the spending plan, proposing “to eliminate the Transportation Security Administration’s Visible Intermodal Prevention and Response (VIPR) Teams. The program is duplicative of the efforts of State and local law enforcement agencies and lacks sufficient demonstrable benefits to justify its continuation.”

Schumer said this kind of justification simply means putting the burden on the localities, like the NYPD, explaining how under that current White House budget proposal locals would end up footing the bill if they wanted to sustain the canine teams that save lives and screen for explosives.

Schumer on Sunday announced a new fight to make the case as to why the administration should reverse its decision imme-

diately. New York’s senior senator noted that the K9 teams help ensure national security and allow, for example at airports, TSA agents to more effectively and efficiently screen individuals for explosives.

These dogs often play a necessary and critical redundancy to other security measures that screen individuals for explosives or explosive residue.

Schumer also said he has fought this sort of effort before, but never a total and complete cut. One of the president’s previous budget proposals grossly slashed VIPR K9 teams by $43 million or 23 total teams.

Schumer led a bipartisan effort via a spending bill to restore those cuts and secured around $59 million to the VIPR initiative, sustaining 31 teams, which is the current cost and count nationally.

Canine teams include a highly trained detection dog and a handler. Visible Intermodal Prevent and Response teams augment the security of any mode of transportation at any location within the United States, Schumer said. VIPR teams may approach people and ask questions, examine bags, search vehicles, conduct searches, and patrol the airport to detect suspicious activity. According to the TSA, the agency allocates K9 teams to specific cities and airports utilizing risk-based criteria that take into account multiple factors, including threat score, number of people with secure access, and passenger throughput.

“This is just pushing the cost from the feds to the city, any city,” Schumer added.

“But terror threats are of national concern, and New York, other big cities and transit hubs should not be shouldering the brunt of these security costs.”

‘Tenant Bill of Rights’ Should be Prominent at Lease Signing: Stringer

By Forum Staff City Comptroller Scott Stringer on Thursday called for legislation that would mandate inclusion of a Tenant Bill of Rights at every lease-signing to ensure all New Yorker renters are aware of their legal protections upon entering into a housing agreement.

Stringer said the “far-reaching” TBR would require landlords to share with tenants critical information on housing protections, including safeguards related to applications and security deposits; anti-discrimination; heat and hot water access; habitability; rental payments; evictions and renewals, and specific laws related to seniors. According to the comptroller, the proposed Bill of Rights would protect Gotham tenants from unscrupulous landlords by putting the onus on the landlords themselves to enumerate a tenant’s right to live in a safe and sanitary home with a base level of amenities and support.

On Thursday, Stringer offered a draft Tenant Bill of Rights that outlined protections in a straightforward, reader-friendly flyer.

Protections include: It is illegal for you to be charged a fee for an apartment application beyond a $20 charge to cover the cost of background and credit checks.

If not done within those 14 days,

Electrical, plumbing,

heating and appliances must be kept in good working order. You are entitled to be free of nuisance or harassment by your landlord or other tenants.

Your landlord has a duty to conduct repairs even if you have complained or taken legal action.

You have a five-day grace period for late rent payment. Late fees are capped at $50 or 5 percent of the monthly rent, whichever is less.

In the case of non-payment proceedings, you have 10 days to appear or file before a default can occur.

Your landlord must seek a court warrant to evict you, and unlawful evictions and attempts to force you to vacate are civil and criminal offenses.

If you are a victim of domestic violence, you may terminate your lease early if not doing so exposes you or your child to substantial risk of physical or emotional harm.

If you or your spouse is 62 years old or older, you are entitled to terminate your lease if you are relocating to an adult-care facility, a residential health care facility, subsidized low-income housing, or other senior-citizen housing.

Dromm, Gonzalez-Rojas Lead Rally Defending New Bail-Reform Law

Cusenza The controversial new bail-reform law, which constrains judges from instituting bail or remanding defendants who have committed certain offenses, surely has plenty vocal detractors and no shortage of tabloid front pages with high-font headlines screaming about the latest example of a career criminal flouting said law to his or her advantage.

On Tuesday, City Council Finance Committee Chairman Daniel Dromm (DJackson Heights) joined Jessica GonzalezRojas, a Democratic candidate running to represent Assembly District 34, in leading a rally at Diversity Plaza at 74th Street and Roosevelt Avenue in Jackson Heights in defense of bail reform in the five boroughs.

Gonzalez-Rojas and Dromm said the city’s “criminal justice system is under attack from [those] who want to return to an unjust past,” and roundly blasted attempts by “reactionary politicians and conservative prosecutors” to roll back advancements on bail reform in New York.

“People like Harvey Weinstein, who is out on bail, are allowed to wander while people who have a $250 bail for a minor infraction, were not allowed, until this law

came into effect, to get out. So these are the injustices that we’re talking about when we’re talking about fighting for bail reform,” Dromm said. “I am also very concerned

about the right-wing forces that are speaking out against the existing law. This is about justice. It is important that we keep the bail reform law as it is now and that there are no changes to the law.”

According to Gonzalez-Rojas, a nationally-recognized expert on health care reform, gender and racial justice, pre-trial detention in the Big Apple needlessly puts too many people at risk. Marginalized populations—black and brown people, immigrants, and LGBTQ+ communities—are most often those that cannot afford bail and are disproportionately criminalized due to poverty, she said Tuesday.

“Bail reform is a vitally necessary reform that impacts so many communities of color and low-income people. Pre-trial detention needlessly puts too many people at risk,” she added. “Marginalized populations that cannot afford bail are disproportionately criminalized due to poverty. We stand united against the fear mongering and with our state leaders to maintain the important criminal justice reforms.”

“As the data privacy crisis looms larger over the everyday lives of Americans, the government has a responsibility to step forward and give Americans meaningful protection over their data and how it’s being used,” Sen. Gillibrand said.

By Forum Staff The Data Protection Act would create the Data Protection Agency, an independent federal department that would protect Americans’ data, safeguard their privacy, and ensure data practices are fair and transparent, U.S. Sen. Kirsten Gillibrand (D-N.Y.) said Thursday as she introduced the measure.

According to Gillibrand, the DPA will have the authority and resources to effectively enforce data protection rules—created either by itself or congress—and would be equipped with a broad range of enforcement tools, including civil penalties, injunctive relief, and equitable remedies. The DPA would promote data protection and privacy innovation across public and private sectors, developing and providing resources such as Privacy Enhancing Technologies that minimize or even eliminate the collection of personal data.

As New York’s junior senator noted, in recent years, major data breaches have occurred at banks, credit rating agencies and tech firms. In 2017, Equifax failed to safeguard the sensitive credit data of hundreds of millions of Americans, allowing a foreign government to steal and expose this information. In 2018, Facebook exposed the personal information of nearly 50 million users because it reportedly ignored warnings from its own employees about a dangerous loophole in its security. Additionally, the Federal Trade Commission has failed to enforce its own orders and has failed to act on dozens of detailed consumer privacy complaints alleging unfair practices concerning data collection, marketing to children, cross-device tracking, consumer profiling, user tracking, discriminatory business practices, and data disclosure to third-parties.

The Data Protection Agency will also

address what Gillibrand called “a growing data privacy crisis in America.” Massive amounts of personal information—public profiles, health data, photos, past purchases, locations, search histories, and much more—is being collected, processed, and in some cases, exploited by private companies and foreign adversaries. In some instances, the data was not given willingly, and in many others, consumers had little idea what they were signing up for. As a result, the data of everyday Americans is being parsed, split, and sold to the highest bidder, and there is little anyone—including the federal government—can do about it.

“Technology is connecting us in new significant ways, and our society must be equipped for both the challenges and opportunities of a transition to the digital age. As the data privacy crisis looms larger over the everyday lives of Americans, the government has a responsibility to step forward and give Americans meaningful protection over their data and how it’s being used,” said Senator Gillibrand. “Data has been called ‘the new oil.’ Companies are rushing to explore and refine it, ignoring regulations, putting profits above responsibility, and treating consumers as little more than dollar signs. Like the oil boom, little thought is being given to the longterm consequences. The U.S. needs a new approach to privacy and data protection.

We cannot allow our freedoms to be trampled over by private companies that value profits over people, and the Data Protection Agency would do that with expertise and resources to create and meaningfully enforce data protection rules and digital rights.”

The U.S. is one of the only democracies, and the only member of the Organization for Economic Co-operation and Development, without a federal data protection agency.

URINARY INCONTINENCE: YOUR PHARMACIST CAN HELP Urinary incontinence (UI), the involuntary leakage of urine, is a difficult condition for many patients to face and discuss. Statistics demonstrate that an estimated 10 to 30% of men and women are affected nationally. The numbers are believed to be even higher however, because of the unwillingness in many patients to acknowledge or address the situation.

Patients who suffer with UI symptoms can develop poor self-rated health, depression, and mobility disability. And in addition to the varied psychological burdens on patients with UI, there are also significant financial taxation on these patients. Studies show billions of dollars are spent on the condition, its treatment and supplies yearly..

UI can be transient and reversible, or it can be established and chronic. There are four main types of UI–stress, urge, overflow, and functional incontinence. Incontinence differs and is categorized according to individual types based on the symptoms.

Stress incontinence is the involuntary loss of urine on effort or physical exertion or on sneezing or cough.”

Urge incontinence is the “complaint of involuntary leakage accompanied by or immediately preceded by urgency.”

Overflow incontinence is related to an obstructed urine flow and/or bladder underactivity where an individual has a full bladder, but is unable to completely void at time of urination, which later leads to leakage.

Functional incontinence, unlike the other forms of incontinence, occurs when an individual has issues getting to the rest room due to an external factor (i.e. dementia, immobility, etc.), but is not associated with urinary tract dysfunction.

While these conditions are most commonly found in the senior population, other patients who are much younger may be affected due

to neurological diseases like prior stroke, high body mass index (BMI), recurring urinary tract infections (UTIs), and positive metabolic screening, which factors in triglycerides.

What actually causes UUI/OAB is unknown, however in patients with this condition, control is not well regulated. The main muscle of the bladder, contracts involuntarily even if the bladder is not full, resulting in the urge to urinate.

Your pharmacist can really offer you help in the management of OAB/UUI. We have the ability to explain and discuss with you nonpharmacological interventions and pharmacological therapy. The first-line of therapy is always behavioral intervention, and on that front, pharmacists can provide education and abundant resources for patients to use.

Kegel exercises, done daily, can improve symptoms of urinary incontinence within weeks to a few months by building strength in pelvic muscles.

Counseling can be provided to explain these exercises and how to do them.

Pharmacists can also provide a medication review and identify medications that could cause or exacerbate urinary incontinence. If pharmacotherapy is warranted, pharmacists can assist in product selection based on age, adverse drug events profile, dosage form, dosage adjustments, and cost, as well as assess lifestyle and pharmacotherapy adherence on follow-up visits.

Pharmacists can provide a vital role in recommending therapy and providing direct care in patients diagnosed with OAB or UUI. There are a host of products available at your local pharmacy, including pads, washes, creams and other preparations. We will help you create a changing schedule to prevent skin breakdown.

Flushing Business Plummets despite no Confirmed Cases of Coronavirus in NYC

By Michael V. Cusenza Mayor Bill de Blasio and fellow elected officials on Thursday sought to encourage New Yorkers to visit Asian-American owned small businesses in Queens that have been impacted by the fallout from fears of the novel coronavirus.

The Flushing Chinese Business Association estimates that business is down approximately 40 percent in the neighborhood, despite there being no known cases in the five boroughs.

De Blasio, City Council Speaker Corey Johnson, the Queens Chamber of Commerce, the FCBA and community leaders dined together Thursday at JMart on Roosevelt Avenue to declare Flushing open for business.

“My message to people: come to Flushing! It is a dynamic and thriving community and it’s open for business,” U.S. Rep. Grace Meng (D-Flushing) said. “The area has so much to offer from fantastic restaurants and shops to exceptional markets and entertainment. Tourists and many from outside the area often come to Flushing to experience this outstanding food, culture and fun, and we want that to continue.

“We encourage New Yorkers from all five boroughs to visit the neighborhood,” Grech continued, “and discover the amazing small businesses that make Flushing such a vibrant community.”

Wayne Ho, president & CEO of the Chinese-American Planning Council added, “New Yorkers must recognize that the coronavirus is a public health issue, not a racial, ethnic, or immigrant issue. Since the news of coronavirus has escalated, Chinese Americans have been hit hard by the dangerous ‘perpetual foreigner’ myth that already hurts our community. We have heard stories of Chinese restaurants having dinners canceled, Chinese stores being empty, Asian American community members having strangers isolate them in public spaces, and families fearful of bringing children to daycare in Asian American neighborhoods.

By Forum Staff The Queens man who stabbed his estranged wife to death last August in the nail salon where she worked, has been sentenced to 25 years in prison for manslaughter. William Rivas, 39, of Corona, entered the Jackson Heights salon and repeatedly plunged a knife into the woman’s torso. District Attorney Katz said, “Today’s sentence of the court punishes this defendant for committing this fatal domestic violence attack against his estranged wife, whom he repeatedly stabbed in front of horrified onlookers at her workplace.” Rivas pleaded guilty today to manslaughter in the first-degree before Queens Supreme Court Justice David

Kirschner, who imposed the maximum sentence of 25 years in prison to be followed by 5 years post release supervision.

Shortly before 7 p.m. on August 7, 2019, Rivas entered Tu S’tilo Salon and Spa, on 37 th Avenue, and approached his estranged wife, Carmen Iris Santiago. The defendant began to argue with the 35-year-old woman until the owner of the shop escorted him out of the salon. A few moments later, however, the defendant barged back in and this time pulled out a long knife. He repeatedly stabbed the victim in her chest. Police, responding to the scene, found Rivas on top of his bleeding wife.

Ms. Santiago, the mother of 2 children, was rushed to a nearby hospital, where she died.
