Cop Crackdown on Illegal Parking will Speed up Buses: de Blasio

By Forum Staff To speed up buses citywide, dedicated Police Department teams will be towing cars parked in bus lanes, Mayor Bill de Blasio announced on Thursday.

The seven new NYPD teams will operate in all five boroughs. The City has set an ambitious goal to increase bus speeds by 25 percent by 2020, using increased enforcement and street redesign.

“The NYPD recognizes the important role that safe, on-time bus performance plays in New York City’s transportation network,” said NYPD Chief of Transportation Thomas Chan. “The NYPD is collaborating with our colleagues from the Department of Transportation and the MTA to keep bus routes across all five boroughs clear of illegally parked vehicles. As Mayor de Blasio mentioned in his State of the City address, the NYPD now has a dedicated team of tow trucks and enforcement agents that patrol bus lanes and bus routes across this City with the goal of increasing bus speeds.”

boroughs as riders avoid trips and choose faster, more reliable modes of transportation. The mayor also pointed out that the City has the power to redesign streets, install new bus lanes, and remove more vehicles blocking bus lanes. The Metropolitan Transportation Authority and State may control the buses, but the City has the tools to help reverse downward ridership trends and increase average bus speeds, according to Hizzoner.

“It shouldn’t be so hard to get around the greatest city in the world,” de Blasio added. “Buses are a critical link in our public transportation system, but too often they are painfully slow. I hope all New Yorkers get the message that we have to keep bus lanes clear to get people moving and to work on time.”

In addition to the efforts to increase NYPD enforcement, as part of “Better Buses for All,” de Blasio announced the following:

• Work with the MTA to optimize the bus network in every borough, work that began last year in Staten Island and will expand to the Bronx in 2019, and pursue street redesigns to improve bus movement and maximize the effectiveness of the new networks • Press the MTA to restart the Select Bus Service program and continue adding SBS routes every year, allowing the administration to fulfill its commitment to add 20 SBS routes citywide • Perform street projects across the five boroughs to benefit 600,000 daily riders citywide in 2019 • Install bus lanes at an average of 1015 miles per year, up from current pace of 7 miles per year • Upgrade 5 miles of existing citywide bus lanes per year with extended hours, restricted turning, and piloting up to 2 miles of physically separated lanes in 2019 • Add traffic-signal priority at 300 intersections per year, doubling the number of intersections where buses get green lights.

• Improve rider experience by pressing for all-door boarding and off-board fare collection, and making bus stop improvements • Advocate for expanded camera enforcement

In State of the NYPD, Top Cop Pledges Department won’t Rest on Record-Breaking Achievements

By Forum Staff The City’s top cop recently outlined a new initiative that he said will ensure that every neighborhood in the five boroughs — regardless of income level, geographic location or demographic composition — achieves the same level of public safety and crime reduction that Gotham has experienced over the last 25 years.

In his 2019 State of the NYPD address, Police Commissioner Jim O’Neill promised to bring together cops, community stakeholders, service providers, elected officials, City agencies and area residents in the coming weeks to create and implement a new vision for certain precincts in NYC that have violent crime rates more than twice as high as the rest of the city (none are located in Queens).

In the coming weeks, O’Neill and the executive NYPD team pledged to convene meeting in each of the poor-performing precincts, to identify the strategies and resources that will be newly deployed to bring crime down in these communities to levels seen across the rest of the Big Apple.

“We won’t rest until every block in every neighborhood enjoys the same level of safety and well-being as the rest of the city,” O’Neill said. “Your ZIP code must never be the primary determiner of your safety. And it’s our pledge to ensure that your neighborhood is safe, regardless of where in New York City you call home.”

• A new smartphone application, funded by the Police Foundation, which supports police by offering officers a nexus for neighborhoods and agencies. This will empower cops to connect people in need with services, so they can avoid crime and get help, O’Neill noted.

• Expanding efforts like the Brownsville Cornerstone Basketball League, which was built by cops to bring together youth from different housing developments, and provide positive alternatives.

• Launching new innovations, like the one recently showcased at 1 Police Plaza where young people are working with police officers to craft virtual-reality scenarios that realistically explore the relationships between cops and kids on the street. This program, also sponsored by the Police Foundation, explored the choices kids in neighborhoods have to make about joining, or rejecting, gangs, O’Neill reported.

The commissioner also said the department will continue to build on the positive results of the Neighborhood Policing Program.

“These partnerships are generating the creative and innovative solutions that will bring down crime in these communities. Brownsville can and should be as safe as Brooklyn Heights. Crime can and should be as low in the South Bronx as it is in TriBeCa,” O’Neill added. “We get there when we all come together, talk frankly, and recommit ourselves to this mission. There will be no sacred cows or side agendas—just the urgent mission for everyone in these communities, and all of our city, to come together as one to ensure that every square block of New York City is free from both the threat—and the fear of—crime.”

sonal checks from a new high-security mailbox located just a few steps from the front door to the Howard Beach Post Office on Cross Bay Boulevard and 161st Avenue. The checks, which the victim said were originally made out to the amounts of $50 and $3,000, had been manipulated to the tune of $5,000 and $9,800, respectively.

The USPS has been replacing the old model mailboxes with the new high-security

collection boxes which feature a slit affixed at the top, making them virtually fishing-proof.

Where resourceful perpetrators used to “fish” envelopes containing checks and sensitive documents out of curbside mailboxes using a makeshift rod—an adhesive slathered all over a weighted, 16 ounce-20 ounce bottle attached to the end of a string or rope—they’re now getting their hands on the special keys that open the new blue boxes.

Shelter Opposition Must Continue: Addabbo

“It’s a large, citywide pattern; not exclusive to this area,” Deputy Inspector Brian Bohannon, the 106th Precinct’s commanding officer, said on Tuesday evening during the Howard Beach Lindenwood Civic meeting. “The resources of the Postal Police and the NYPD are working in conjunction on this ongoing investigation.”

Bohannon added that boxes in Ozone Park and South Ozone Park have also been hit in similar fashion. However, he specifically warned residents in attendance at St. Helen Catholic Academy to steer clear of the collection box outside the Howard Beach Post Office.

“I would not put my mail in that mailbox,” he said. “That box has been compromised a number of times.”

Also on Tuesday, the civic and area elected officials celebrated the life and work of Rabbi Harry Berkowitz, leader of the Rockwood Park Jewish Center in Howard Beach, as he retires this year.

“What a partner you have been, for both religious and civic groups,” said Civic President Joann Ariola Shanks.

“I’ve learned a lot from the rabbi,” said the Rev. Francis Colamaria, pastor of St. Helen, before telling Berkowitz, “You’ve been a great friend.”

Cusenza A borough civil court judge may have recently dismissed the lawsuit to legally halt construction of a proposed homeless shelter in Ozone Park, but that doesn’t mean the grassroots effort to oppose the City’s plan should be tossed away as well, at least according to one area elected official.

State Sen. Joe Addabbo, Jr. (D-Howard Beach) on Friday said he still stands in solidarity with the residents of Ozone Park who do not want a shelter for 113 single men, some with mental illnesses, to be built on 101st Avenue and 86th Street.

“I remain open to negotiating with the mayor to change the homeless population to homeless seniors, veterans or women and therefore doing our part in helping with the homelessness crisis facing

our city,” Addabbo said. “I am extremely concerned for the safety of all and the burden on our local 102nd Precinct if the mayor does not change his plans.”

The senator said that City Department of Homeless Services Commissioner Steven Banks informed him that the Mayor’s Office still has intentions to utilize the former Christ Evangelical Lutheran Church located at 85-15 101st Ave., as a shelter.

Addabbo also said that he plans to continue to urge Mayor Bill de Blasio to address the concerns over this shelter’s size and population.

“If the size is reduced and the population is changed, we would welcome this shelter with open arms and help those individuals get back on their feet,” the senator added. “Until that time, I am opposed to this current plan.”

The 106th Precinct on Friday marked the 25th anniversary of the death of Police Officer Nicholas DeMutiis.

According to the NYPD, on Jan. 25, 1994, DeMutiis was driving in his personal car toward the stationhouse around 11 p.m. in anticipation of his tour when he

observed fellow cops pursuing a stolen vehicle on Liberty Avenue.

DeMutiis sprang into action, entering an intersection in an attempt to block the fleeing crooks.

He was struck by the speeding stolen car and later succumbed to his injuries.

Cusenza In her sixth and perhaps final State of the Borough address, Melinda Katz, who is running for Queens district attorney, discussed “fulfilling the promise” of The World’s Borough and highlighted its priorities, milestones, and continued growth on Friday at LaGuardia Community College in Long Island City.

Some of Katz’s key points included: Katz reported on the progress in establishing the first borough-wide memorial in honor of Queens residents who died in the Vietnam War. She noted that she secured the $2.8 million in funding needed to build the memorial and ground was broken for it on Nov. 29, 2018. When it opens later this year in Elmhurst Park, the memorial will bear the names of more than 350 Queens service members who either killed in action in the Vietnam War or are listed as missing. Another installed plaque at the site will recognize Vietnam War veterans from Queens who died or still suffer here at home due to effects of the war, such as exposure to Agent Orange.

“We know the sacrifices you made, the sacrifices your brothers made, the sacrifices your families made,” Katz said in addressing the veterans in attendance, who were asked to rise in order to be saluted with an ovation from the rest of the audience.

Katz also hailed the creation of the Queens Complete Count Committee, which will work on the task of ensuring Queens is accurately counted in the 2020 Census. She also criticized the plans for a citizenship question on the Census form, saying it’s unnecessary, discriminatory and designed to skew the count by deterring immigrants from responding to the Census questionnaire.

If the citizenship question ends up being included, Katz said she plans to conduct a personal protest against it by not answering it.

“I, Melinda Katz, as an American-born citizen, will boycott the citizenship question, because times like these compel courage by those with the privilege to do so. Because if we aren’t counted, we don’t count.

And if any of us are rendered invisible, if any of us are not counted, we all lose.”

For years the borough president praised Queens schools for performing well despite being the most overcrowded in the city.

“While we rank first in overcrowding, we also rank last in funding,” she lamented on Friday.

Borough public schools are at 106 percent capacity, while schools in the other boroughs are operating below capacity.

“As a city, we must address these inequities,” Katz said. “Our families and neighborhoods are growing rapidly, outpacing the creation of seats at our schools; if we’re serious about giving our kids better lives than we dreamed of having for ourselves, we cannot afford to be shortchanged.”

Katz also used the State of the Borough to emphasize her support for closing Rikers Island.

“It is a moral imperative that we overhaul our city’s jails system to one that is safer, more efficient, more humane and less costly,” Katz continued. “And closing Rikers is an integral part of that.”

The borough president decried the lack of community input into the proposal to build a 1.9 million square-foot jail facility on 82nd Avenue in Kew Gardens.

“Any plan by the City—especially the siting and design of any new jails—must include meaningful community engagement and input,” she added.

Governor Cuomo said passage of the Child Victims Act has been “a long time coming.”

By Michael V. Cusenza After decades of lobbying and lost votes, the State Legislature on Monday voted in favor of the Child Victims Act. According to the State Senate, the Child Victims Act will raise the criminal statute of limitations for child sexual abuse crimes by five years and raise the civil statute of limitations for causes of action brought by someone seeking redress for physical, psychological or other injury caused by child sexual abuse to age 55. Additionally, this legislation will create a one-year window, starting six months from the effective date of the bill, for past victims of child sexual abuse to initiate lawsuits against their abusers and the public and private institutions that let the abuse happen. The bill will eliminate “notice of claim” requirements that create hurdles for victims to sue public institutions that may have allowed the abuse to occur, during both the revival window and going forward.

“It’s been a long, long time coming. We have literally been meeting and talking for years,” Gov. Andrew Cuomo said on Monday. “This issue, the Child Victims Act, we have put in the budget every year, we’ve made it a priority every year. And at the end of the day, we were foiled by the conservatives in the Senate. I don’t even believe it was the moderates in the Senate, I believe it was the conservatives in the Senate who were threatened by the Catholic Church.

And this went on for years.”

According to the Rape, Abuse & Incest National Network, more than 63,000 children are sexually abused each year—that

only includes the number of cases that are actually reported. Many criminals go uncharged, as the majority of perpetrators are known to the child, in a position of power, or may even reside in the home. Victims of sexual abuse carry their trauma with them for the rest of their lives and are more likely to struggle with drug abuse, experience post-traumatic stress disorder, and suffer from debilitating depression.

“Abuse of any kind against a child is the most shameful, unforgivable crime,” Assemblywoman Stacey Pheffer Amato (D-Howard Beach). “It should be up to the victims who were wrongfully robbed of their innocence to decide how and when to tell their stories and pursue justice against their abusers. With the Child Victims Act set to become law, we’re finally righting a terrible wrong.”

State Senate Majority Leader Andrea Stewart-Cousins said, “When we took up this fight for the Child Victims Act, none of us thought it was going to be this tough or take this long. Government has a responsibility to stand up for the survivors of these heinous crimes.”

The Senate measure’s main sponsor, Sen. Brad Hoylman (D-Manhattan), added, “Finally, survivors will have the opportunity to seek justice against their abusers and hold any institutions who harbored them accountable. We would not be here today without the fierce advocacy of survivors across New York State. When the political leaders in this state refused to listen, you bravely told your stories. You demanded action. You created a movement. Now, as you seek justice, New York will stand with you.”

EDITORIAL Op-Ed: Wealth Care I believe that the new “Democratic Socialist” members of Congress have their hearts and souls in the right place, but not their heads and minds. Like them, I believe that our federal government should do more and spend more to help make the lives of our citizens better who are poor, near-poor, lower-middle-class, and middleclass, just like all of our traditional allies do.

All of our allies have federal governments that do more and spend more in proportion to their population sizes than we do here in the United States. However, there has never been a truly “socialist” economy in the history of the world which was ever able to produce enough wealth to meet the basic survival needs of its citizens. It has never worked. So, it is foolish to call yourself a socialist. You are just giving conservatives a new insult and put-down to try to make you look bad. Do you really want to leave yourself open to being called a “pinko socialist” by conservatives?

A lot has been said about U.S. Rep. Alexandria Ocasio-Cortez’s (D-Queens and Bronx) proposal to tax the yearly INCOME of those earning over $10 million per year by 70 percent. The problem with this is that we need to start taxing total WEALTH because that’s where we can get

enough revenue to pass a Canadian-style national health insurance program to cover and greatly help 99 percent of Americans (except for the richest 1 percent). That’s where we can get the revenue for our President and Congress to declare a “war on Cancer” and begin to spend enough to find cures for all forms and kinds of cancer so

we can put an end to all of this suffering once and for all one day.

Therefore, I propose that we pass a “National Wealth Tax” of 10 percent on all individuals with a net-wealth and net-worth of $10 million and higher. This will generate much more revenue than what Ocasio-Cortez is proposing. USA Today has

endorsed the idea of a “National Wealth Tax.” And, of all people, Donald Trump proposed a “National Wealth Tax” of 14.25 percent in 1999. Look it up.

It is possible that we might have a much more equal and truly “Socialist” society one day. But that day is at least 1000-2000 years away. We will all have to evolve and transform spiritually, emotionally, and mentally into much more loving, caring, and compassionate human beings before we are ready for that. Right now, we are simply too individualistic, too selfish, too self-centered, too self-absorbed, too much “into only ourselves,” and too “full of ourselves” and too much into believing that we are “all that” for it to work.

Because as the philosopher Pierre Teilhard de Chardin has observed, humankind is presently at the spiritual, emotional, and mental level of a 12-year-old child. Sometimes I think that it is more like a 7-yearold child.

And, I include myself in that. Because I make mistakes and I fall short of being the kind of person who I can be and should be every day of my life. So, I am not judging anyone else here.

Bayside Man Allegedly Used Instagram to Lure 13-Year-Old Girl for Sex

By Forum Staff A Bayside man has been charged with using Instagram to chat up a 13-year-old girl and offer her $1,000 to have sex with him, Queens District Attorney Richard Brown said on Thursday. The man allegedly used the popular social media platform to engage in video and text conversations with the underage girl and even extended an offer for the teen and her friend to watch him pleasure himself for cash.

Juan Cabrera, 21, was arraigned on Thursday on a criminal complaint charging him with attempted use of a child in a sexual performance, first-degree patronizing a prostitute, first-degree disseminating indecent material to minors, and endangering the welfare of a child. Bail was set at $7,500 cash/$5,000 bond.

Cabrera posted bail and was released on Friday. He was ordered to return to court on Feb. 7.

According to the charges, the 12-year-old female victim chatted with Cabrera on Instagram on or about Sept. 28 when Cabrera offered her $200 to watch him masturbate.

Cabrera allegedly increased his offer by promising her

According to charging documents, law enforcement investigating the case connected Cabrera to the Instagram account through his cell phone provider’s records; and prior to his arrest, Cabrera allegedly said that the phone was his and the Instagram account was also his.

“The internet and the many apps offered on cell phones can be entertaining and educational; however, they can also be portals for those on the hunt for young victims,” Brown added. “The defendant in this case is accused of soliciting a teenage girl for his sexual gratification. NFL Player Charged with Knocking out NYPD Sergeant after Fare-Beating Arrest

By Forum Staff A National Football League player has been charged with assaulting a City Police sergeant inside the 115th Precinct stationhouse following an arrest for allegedly refusing to pay a $32 fare for a taxi ride, Queens District Attorney Richard Brown said on Saturday.

Trevor Bates, 25, has been charged with second-degree assault, obstructing governmental administration, theft of services, and resisting arrest.

According to the charges, on Saturday morning around 1:30 a.m., the police responded to a call from a yellow taxi driver. The driver was at the Hampton Inn on Ditmars Boulevard in East Elmhurst, and said that his passenger did not want to pay his $32 fare. Bates was placed Trevor Bates

under arrest and transported back to the 115th Precinct stationhouse. While at the precinct, the Maine native was informed that as long as there were no outstanding warrants, he would receive a DAT (desk appearance ticket) and then be allowed to leave. At which time, Bates refused to be fingerprinted and became increasingly agitated. As NYPD Sgt. James O’Brien attempted to calm him down, Bates punched him in the face and need to be tasered in order to be subdued.

Selected in the seventh round of the 2016 NFL Draft by the Indianapolis Colts, Bates, a linebacker, spent the 2018 NFL season with the Detroit Lions. He has also played for the New England Patriots and was a member of the New York Giants practice squad in 2017.

If convicted, Bates faces up to seven years in prison.

Jamaica Man Charged with Possessing Child Porn Images of Boys as Young as 9

By Forum Staff A Jamaica man has been charged with possessing numerous photos and videos of boys—as young as 9—depicted in a sexual manner or performing sexual acts on other underage individuals, Queens District Attorney Richard Brown announced on Thursday.

Mohamed Pasha, 56, was arraigned on Thursday on a criminal complaint charging him with promoting a sexual performance by a child and possessing a sexual performance by a child. Bail was set at $2,500 cash or bond. At press time, Pasha had not posted bail. He has been ordered to return to court on Feb. 7.

According to the charges, law enforcement officials subpoenaed the IP address with the uploaded files and this led to Pasha’s Ferndale Avenue residence. On Nov. 21, detectives visited Pasha’s home, where he allegedly admitted to owning the account. Detectives also obtained permission from Pasha to perform a forensic examination of his cell phone. That forensic exam of the phone allegedly recovered 26 additional photos of underage boys with their genitals exposed and engaging in lewd behavior or sexual acts.

Brown said that Pasha’s “alleged activities will not be tolerated in Queens County. The children in these images must live with the abuse they endured for the rest of their lives. The defendant now faces prison time for his actions.”

State Legislature Approves ‘Common Sense’ Gun Bills

By Michael V. Cusenza The State Senate and Assembly on Tuesday passed a comprehensive package of bills aimed at preventing and reducing gun violence in New York.

“Common sense gun safety reform will save lives, period,” said Senate Deputy Leader Michael Gianaris (D-Astoria), a sponsor of one of the six Upper Chamber measures.

“In 2017 alone, almost 40,000 people were killed by a gun in the U.S., 772 of those happened here in New York. I refuse to accept that as the cost of unfettered access to guns,” added Assembly Speaker Carl Heastie.

The package includes: • Extreme Risk Protection Orders: Dubbed the Red Flag Bill, this allows law enforcement officials, family and household members and certain school officials to seek a court order requiring a person likely to harm themselves or others to relinquish any firearms in their possession.

• Effective Background Check Act: Introduced by Gianaris, this measure establishes an extension of time up to 30 calendar days for national in-state background checks.

Under current federal law, gun dealers must conduct a background check through the National Instant Criminal Background Check System before selling a firearm. The NICS system responds with “proceed,” “denied” or “delayed.” While the vast majority of background checks are immediately marked “proceed” or “denied,” transactions which receive a “delayed” response must be completed after three business days if no additional “denied” response is received.

In these cases, the FBI continues to investigate whether the person is an eligible purchaser beyond the three day period even

though the person has likely already been sold the firearm.

• Bump Stock Ban: Prohibits the possession of a device that accelerates the rate of fire of a firearm.

• Preventing School Districts from Allowing Teachers to be Armed: Prevents K-12 schools from authorizing anyone other than a security officer, school resource officer, or law enforcement officer to carry a firearm on school grounds.

• Gun Buy Backs: Directs the State Police to devise regulations for gun buyback programs so that all buyback programs across the state are operated consistently with uniform best practices.

• Out of State Mental Health Records: This bill will require out-of-state applicants for gun permits to allow New York permitting authorities to review out-of-state mental health records.

“Today New York’s lawmakers demonstrated true leadership by passing sensible, life-saving measures to prevent gun violence across our state,” said New Yorkers Against Gun Violence Executive Director Rebecca Fischer. “Our leaders understand that New Yorkers need more than condolences to keep our neighborhoods, homes, and schools safe. We need to keep guns away from people in crisis, not guns in our classrooms.”

Governor Andrew Cuomo said, “Now, you’ll see the political extremes rise up, same argument for the past 25 years. ‘Oh, it's another restriction, it’s another slippery slope.

They won’t be happy until they take my gun.’

No one wants to take guns from legal owners who are mentally healthy. We don’t want people who are mentally ill or past felons to have guns. That’s all this is. And any reasonable American who looks at what’s going on in this country, I believe agrees with that, if we can just de-politicize it.”

Of course no one wants to see their beloved animal in pain, but we also need to be very mindful that giving our animals NSAIDs or acetaminophen (Tylenol and other brands, which are not NSAIDs) straight from our medicine cabinets may not be safe for dogs or cats, or that a dose that is safe for people may not be safe for pets. Some over-the-counter (OTC) human pain relievers can be toxic, or even deadly, in pets. So please never give your animal something you take unless speaking with your vet first.

Similarly, pet owners shouldn’t assume that a medicine good for one animal is necessarily safe for another.

Rule number 1 – Communication with your veterinarian is essential.

Before giving your animal an NSAID: – Make sure you know what the medication is being prescribed for, how much to give and how long to give it.

– Discuss possible side effects and symptoms, especially those that require an immediate call to the vet.

– Tell your veterinarian if the pet has a history of gastrointestinal problems, such

as stomach ulcers, or surgery on the stomach or intestines.

– Tell your veterinarian if your pet is on any other medications or supplements.

If your pet is on medication, make sure you ask your vet these questions: –Why is my pet on this medication and how long do I need to give it?

–How do I give the medication to my pet? Should it be given with food?

–How often should the medication be given and how much should I give each time? If it is a liquid, should I shake it first?

–How do I store the medication?

–What should I do if my pet vomits or spits out the medication?

–If I forget to give the medication, should I give it as soon as I remember?

–What if I accidently give too much?

–Should I finish all of the medication?

–Could this medication interact with others?

–What reactions should I watch for?

–When do we comeback?

–Will you be calling me to check on my pet’s progress, or should I call you?

In Letter to Trump, Schumer Urges President to Get Fed Workers’ Back-Pay Immediately

By Forum Staff A couple of days after President Donald Trump announced a deal temporarily ending the partial government shutdown, Senate Minority Leader Charles Schumer called on him to make sure there is no further delay in getting federal workers their back pay.

Schumer said the 35-day shutdown left many New Yorkers struggling to pay for groceries, transportation, rent and other expenses. Many Transportation Security Administration agents were furloughed and working without pay. Schumer also noted that many TSA workers, especially in NYC, could not afford to go without pay because of the transportation costs to get to work. Furthermore, only 27 of the the National Transportation Safety Board’s 401 employees were not furloughed. Schumer said the administration must determine the fastest way to get back-pay into the bank accounts of those impacted, and to find a way to help federal contractors also hurt.

indicated that the federal government owes workers impacted by the shutdown nearly $6 billion dollars. The rating agency added that the overall cost to the economy, because of the shutdown, is “likely worse than what we had previously expected.” Schumer says these facts are why getting back-pay into the pockets of those who need it

demands an “all hands on deck” effort by officials, and that to end the economic impacts of the shutdown, the disbursement of these funds must be achieved as soon as possible.

“The length of this shutdown, as you know, was unlike any other.

This prolonged crisis left many Americans—and New Yorkers—

struggling to buy groceries, pay their rent, mortgage and other bills. None of these workers are to blame, but they sure are now suffering,” Schumer wrote in a letter to the President. “These federal workers, many with years of service to the federal government, do their jobs with both a passion for public service and an apoliti-

cal mindset. These folks deserve a solution that puts their back pay into their bank accounts as soon as possible, because to truly end the negative impacts of this shutdown, New Yorkers and Americans need their paychecks.”

Schumer also announced on Sunday his support for a bi-partisan effort to prevent future shutdowns. The idea, which is gaining in support, would ensure government funding sustains and that shutdowns don’t happen. Schumer said the next three weeks will provide ample time to lay out the details of this overall plan and hear from both sides in hammering out the legislative specifics.

“Every day that a federal worker, contractor, or their families is going without their hard-earned pay is a day too many and a risk to our overall economy. Even more importantly, we must avoid shutdowns in the future, because no federal agency should ever be held hostage in this way ever again—and there’s a legislative way, a bi-partisan way to do this, and the next few weeks will provide the opportunity to get it done,” Schumer added.

‘Zombies 2.0’ to Help State Communities Deal with Growing Number of Vacant, Abandoned Homes: AG

By Forum Staff The State has updated and expanded a grant initiative to address the growing issue of “zombie homes”—vacant and abandoned homes that are not maintained during a prolonged foreclosure proceeding, State Attorney General Tish James announced on Saturday.

“Zombies 2.0,” a continuation of the 2016 Zombie Remediation and Prevention Initiative created by the AG’s office, will provide up to $9 million in grants to municipalities across the state to address housing vacancy and blight. The grants will supply funds to municipalities to increase housing code enforcement, track and monitor vacant properties, and bolster legal enforcement capacity to ensure banks and mortgage companies comply with local and state law, according to James.

The Zombie Remediation and Prevention Initiative provided nearly $13 million in grants to 76 New York municipalities. This year’s grant will allow previous recipients to continue their previous work, or will give first-time grantees the opportunity to secure funding to support their zombie and vacant property efforts.

Through the grants provided by the ZRPI, municipalities: • Improved data collection and analysis to track vacant and abandoned properties; • Invested in new technology to better collect and analyze data to address the collective impact of vacant properties on neighborhoods; • Created “Zombie Coordinators” and task forces to coordinate code enforcement activities and resources;

• Boosted capacity of code enforcement and legal departments to enforce relevant laws to hold lien-holders accountable or seek remedies to improve housing quality; and, • Connected at-risk homeowners to foreclosure prevention resources.

According to James, the Zombies 2.0 funding is a result of the AG’s $500 million settlement with the Royal Bank

of Scotland in 2018 over the bank’s deceptive practices and misrepresentations to investors in connection with the packaging, marketing, sale, and issuance of residential mortgage-backed securities leading up to the financial crisis. The settlement marks a total of $22 million investments in zombie grants funded by settlements from banks.

“Far too many communities throughout New York continue to be blighted by zombie homes,” James said. “These abandoned houses significantly decrease property values and threaten the safety of surrounding neighborhoods.

Zombies 2.0 will be a key resource for cities and towns across the state to combat this nuisance, and make communities whole.”

According to the AG’s Office, Local Initiatives Support Corporation is managing Zombies 2.0 with funds administered by Enterprise Community Partners. LISC will issue a Request for Applications by invitation to municipalities based on the number of abandoned residential properties within the municipality; the proportion of such properties compared to the overall number of residential properties; and its level of general economic distress. All invitees must have populations of at least 5,000 residents and at least 100 vacant and abandoned properties, or multiple municipalities can apply jointly to equal or exceed the population and vacant residential properties minimums.

Applications are due Friday, March 8. Awards are expected to be announced April 12, 2019.

LISC expects to award grants in amounts ranging from $50,000 to $500,000 based on the scale and severity of their “zombie” and other vacant one-to-four family house problems.

Flushing-Based Counterfeit Credit Card Ring Dismantled: DA

By Forum Staff Three Flushing residents have been charged with possessing all the materials needed for a sophisticated credit card manufacturing mill, Queens District Attorney Richard Brown said on Monday, noting that during the early morning raid late last week, police also allegedly recovered hundreds of thousands of dollars in cash, thousands in counterfeit U.S. currency, and approximately 480 pounds of marijuana.

Jian Zhi Chen, 29, Yue Mei Sun, 55 and Qiao Xiao, 26, were arraigned Friday on a complaint charging them with first- and second-degree criminal possession of a forged instrument, first-degree criminal possession of marijuana, criminal possession forgery devices, and endangering the welfare of a child. Bail was set at $350,000, and the defendants were ordered to return to court on Feb. 7.

According to the charges, on Thursday police executed a court-authorized search warrant on the defendants’ 22nd Avenue two-story home. All three defendants were present, including a baby younger than a year old. After searching the second floor, ground floor, and basement, police allegedly recovered just under $600,000 in cash, 480 onepound packets of marijuana in vacuum-sealed plastic bags, and various credit card-making devices, including a credit card reader/writer, a credit card stamper, an embosser

and more. Police also allegedly found $2,997 in counterfeit cash on the second floor of the home, forged Chinese passports, a money counter machine and more than a thousand bogus credit cards.

Additionally, during the morning raid, police also allegedly confiscated a vacuum sealer, a scale, 445 THC (the main active ingredient in cannabis) cartridges and foil cartridges that are used to add color to credit cards.

“The defendants in this case are accused of setting up a multi-faceted illegal operation dealing in bogus credit cards, counterfeit cash and drugs,” Brown said. “This brazen criminal business—set up in a residential neighborhood in a home where a child lives—will not be tolerated in Queens County. Along with the three defendants, police found a young child residing in the home. I want to commend those involved in shutting down this racket and this office will continue our commitment to work with our law enforcement partners to put an end to these criminal enterprises.”

If convicted, the three suspects face up to 15 years in prison.

“These charges reflect the increasingly sophisticated ways criminals target the good people of New York City,” Police Commissioner Jim O’Neill said on Monday as he helped Brown announced the takedown. “One thing that will never change, however, is the NYPD’s focused determination on fighting crime and keeping people safe. Everyone who lives in, works in and visits our city has an absolute right to be free from fear—and removing these criminals from our streets is another positive step toward that goal.

I commend our Detective Bureau and the Queens District Attorney’s Office, whose members dedicated themselves to moving this important case forward. Together, we are making the safest large city in the nation even safer.”

Woman Convicted in Sword Attack

By Forum Staff An East Elmhurst woman has been convicted at trial of savagely assaulting her boyfriend with a samurai sword in June of 2016, Queens District Attorney Richard Brown announced on Monday.

Karla Barba, 40, was convicted of second-degree assault and two counts of endangering the welfare of a child after a nearly three-week-long trial. She faces up to seven years in prison when she is sentenced on Feb. 21.

According to trial testimony, on June 8, 2016, Barba argued with her live-in boyfriend, Franklin Larrea, in the bedroom of the victim’s 12-year-old son.

Larrea pulled the woman from the boy’s room and Barba grabbed a nearby samurai sword and hit the 40-year-old man in the head. The sword was inside the blade’s sheath the first time she struck Larrea. The scabbard fell off the sword as Barba struck the victim a second and third time—these

blows sliced into his left forearm and wrist.

According to trial testimony, the blade sliced so deep the victim lost a significant amount of blood. Larrea was taken to a nearby hospital and given an emergency blood transfusion that saved his life. However, deep cuts to the victim’s wrist and arm severed nerves and tendons.

“This was a horrific attack and it is amazing the victim survived. The walls and doors of the apartment were splattered with blood and the floors covered in puddles of blood,” Brown said. “The defendant called the incident an accident. The jury, however, thought differently and after weighing all the evidence, convicted the woman of assault.

The defendant now faces a lengthy term of incarceration.”

Town Hall to Spotlight New Sign Laws

By Michael V. Cusenza City Councilman Eric Ulrich (R-Ozone Park) is set to host a town hall in February in Ozone Park to help educate small business owners on the new sign regulations for storefronts.

Earlier this month, the City Council approved a bill aimed at reducing the burden awning sign violations have placed on small businesses. Complaints to 311 referencing an archaic City statute requiring special permits for businesses to hang signs or awnings larger than 6 square-feet have increased considerably over the last year; and the fines for unlicensed signs or awnings are steep.

also authorize a two-year moratorium on the issuance of additional accessory sign violations, as well as a temporary assistance program to facilitate the re-installation of accessory signs for respondents who have already paid related penalties. The measure, which was co-sponsored by Ulrich, would establish an interagency task force to explore issues related to signs and awnings; require the Department of Buildings to provide a report to the council that contains information about violations; and establish a waiver of all work-without-apermit penalties issued in relation to the hanging of an accessory sign from Dec. 28, 2017 going forward.
