Cuomo Directs State Agencies to Help Furloughed Workers

By Michael V. Cusenza Governor Andrew Cuomo on Thursday directed state agencies to provide support for federal workers impacted by the longest government shutdown in U.S. history.

Cuomo called for the State Department of Labor to provide increased support to workers seeking unemployment insurance benefits and the State’s Office of Temporary and Disability Assistance to help those working without pay apply for and obtain public assistance benefits.

The Department of Labor has been directed to accelerate the Unemployment Insurance application process and extend the hours at the Call Center. The governor has also directed the Department of Labor to work with the federal unions to make sure their members are made aware of these benefits.

In addition, some furloughed federal workers or federal employees who are still working but not receiving a paycheck may also be eligible for emergency assistance to help meet basic needs through the Office of Temporary and Disability Assistance.

Even households that are not traditionally eligible for public assistance may be eligible for short-term assistance to help pay rent or buy food if they do not have resources readily available to them due to loss of income.

On Jan. 14, OTDA announced that most recipients of Supplemental Nutrition Assistance Program benefits will receive their full February benefits early due to the ongoing shutdown. Current SNAP recipients may have already received their February benefits. OTDA also urged the SNAP

recipients receiving their benefits early to budget accordingly due to the uncertainty caused by the shutdown.

The State Public Service Commission also announced on Thursday that New York’s major electric and gas utilities are implementing special collection practices for customers furloughed and those working without pay due to the federal government shutdown. The State’s major utilities have committed to assist federal employees

who may be experiencing a financial hardship that makes it difficult for them to pay their energy bills during the government shutdown, keeping these provisions in place for the duration of the shutdown and until they get paid.

“It is unconscionable that the President is holding hostage the wages and livelihoods of hard-working Americans in an attempt to advance his hateful and regressive political agenda,” Cuomo said. “While the federal administration steps on the backs of workers, New York State is stepping up to help in any way we can. These measures will ensure furloughed federal workers in New York receive prompt and special oneon-one services so they can obtain the vital safety-net benefits they need during this hard time.”

And on Tuesday, Cuomo directed the State University of New York and City University of New York to assist students with college-related expenses during the shutdown. Payments for tuition and related college expenses will be postponed, and no late fees or penalties will be charged to impacted students. This temporary reprieve will apply to federal employees, dependents of federal employees, and students who are dependent on loans from the federal government that may be delayed, the governor noted.

Thieves Steal Checks from New High-Security Mailbox outside Howard Beach Post Office

By Michael V. Cusenza Canny crooks recently pilfered two personal checks from a new, high-security mailbox located a few steps from the front door to the Howard Beach Post Office, the victim told The Forum this week.

An Ozone Park woman reached out to the newspaper after receiving a phone call from a TD Bank Fraud representative inquiring about the two checks. The woman, who asked The Forum not to publish her name, said the bank staffer indicated that the two checks, which the victim said were originally made out to the amounts of $50 and $3,000, had been manipulated to the tune of $5,000 and $9,800, respectively.

“I was a wreck,” the victim said on Tuesday. “There’s information in my mail that you don’t always think about. Anybody can have my information now.”

According to the woman, she placed eight parcels into one of the boxes outside of the Howard Beach Post Office on Cross Bay Boulevard and 161st Avenue on Sunday, Dec. 30.

“Three just never made it [to their destinations]; three arrived [at their targets]; and two were stolen,” she reported.

The exasperated victim told The Forum that, well aware of mail fishing concerns in Queens, she employed a gel pen to write on the checks (gel pens purportedly make manipulating information difficult); used a mailbox near a post office, and even mailed

her parcels on Sunday night—as law enforcement has encouraged residents to do.

“I feel like how much more can you do?” she said. “I just don’t know what to do anymore.”

“Mailbox fishing” is a federal crime in which envelopes containing checks and sensitive documents are “fished” out of curbside mailboxes by crooks using a

makeshift rod: an adhesive slathered all over a weighted, 16 ounce-20 ounce bottle attached to the end of a string or rope.

However, the U.S. Postal Service has been replacing the old model mailboxes with the new high-security collection boxes which feature a slit affixed at the top— making them virtually fishing-proof.

U.S. Postal Inspection Service Public Information Officer Donna Harris told The Forum on Wednesday that the agency will investigate the customer’s case.

“We don’t know what happened. Those boxes are sturdy—but nothing is 100 percent [tamper-proof],” Harris said. “We take mail theft very seriously. We just won’t know without investigating.”

Meanwhile, the Ozone Park woman’s accounts have been reimbursed. However, she acknowledged that the theft and fraud have taken their toll.

“I’m a little bit anxious, angry naturally, and confused,” she said, noting that she has sworn off all mailboxes and will only send items via the post office. “I don’t know what to do. If I can’t trust the Postal Service— what can I do?”

The crew allegedly used coded terms to describe the potency or quality of their heroin. For example, high-quality heroin was dubbed “Lambo” (Lamborghini).

By Forum Staff Six men recently were arrested for their roles in a heroin distribution ring that ran the highly addictive narcotic in South Ozone Park and the East New York and Bushwick sections of Brooklyn, according to federal prosecutors.

Three of the six suspects hail from Queens: Ramon Sanabria, 48, South Ozone Park; Melvin Sanabria, 42, East Rockaway; and Alex Aybar, 47, Bayside.

According to the indictment, complaint and other court filings, the men regularly acquired kilograms of heroin to process, repackage and distribute on the streets of South Ozone Park and Brooklyn. They routinely tested the quality of the heroin to ensure it was sufficiently potent. On one occasion, as captured in court-authorized messages, defendant Dino Sanchez, 40, of East New York,

texted Melvin Sanabria using coded terms to indicate he had a “bentley” and a “phantom” for Sanabria. Thereafter, in a court-authorized intercepted call, Sanabria complained that a subsequent sample Sanchez provided was inferior quality, stating, “I don’t rent hondas or acuras ... around here we drive benz and lambos.”

On Wednesday morning, law enforcement executed search warrants at three of the defendants’ residences in Queens, Brooklyn, and Long Island, two additional stash houses and two vehicles, and seized over four kilograms of heroin, three firearms (including one with a defaced serial number), more than $100,000 in U.S. currency and various drug paraphernalia, including over 10,000 glassine envelopes.

If convicted, the six suspects face mandatory minimum sentences of 10 years’ imprisonment and up to life imprisonment.

Starting this week, State Sen. Joe Addabbo’s (D-Howard Beach) district offices in Howard Beach and Middle Village, along with the Queens County Savings Bank locations at 156-02 Cross Bay Blvd. and 15632 Cross Bay Blvd. (inside the Stop & Shop parking lot) will act as drop off locations for donations of food and supplies for furloughed federal workers.

Borough Rally Calls for Metro-North, LIRR Fares to be lowered to the Price of a MetroCard Swipe

Cusenza Borough elected officials and straphanger advocates rallied in Southeast Queens on Friday to promote a proposal that would reduce in-city commuter rail fares to $2.75, the cost of a MetroCard swipe, and allow free transfers with the subway and bus systems—effectively opening up the commuter rail system, integrating the city’s rail networks, and increasing mobility in the in the city’s fastest growing neighborhoods.

City Comptroller Scott Stringer unveiled the proposal in October when he called on the Metropolitan Transportation Authority to drop Metro-North and Long Island Rail Road fares $2.75 for all trips within the five boroughs. In his October report, “Expanding Access in One Swipe,” Stringer noted that while commuter rail stations are often the only mass transit option for the 1.4 million residents of 31 neighborhoods in Queens, Brooklyn, and the Bronx, expensive ticket prices—nearly four times as costly as a MetroCard swipe— leave locals stranded and forced to take lengthy trips on overcrowded roads, subways, and buses. transfers between commuter rail, subways, and buses for all trips in the city would have system-wide benefits and help alleviate the transit crisis, the comptroller said.

Stringer’s analysis showed that integrating Metro-North and LIRR fares with the subway and bus would cut commute times in half, improve job access, and extend the

reach of the transit system at an estimated price tag of $50 to $70 million—a fraction of the cost of new station and tunnel construction.

As part of Friday’s rally, Stringer highlighted borough-specific data detailing how lowering fares could be a game-changer for residents of the borough: • Queens is home to the major-

ity of commuter rail stations – 22 of the 41 across the five boroughs – which are located in close proximity to roughly 221,000 jobs and 733,000 residents.

• Expensive ticket prices force locals to make lengthy commutes with multiple transfers on overcrowded roads, subways, and buses. In total, 18 Queens LIRR sta-

tions are located in “transit deserts” beyond the subway’s reach.

• From Flushing, Hollis, St. Albans, or Laurelton to Penn Station, a one-way fare is a whopping $10.25. The fare to Long Island City, the future home of Amazon HQ2, is also $10.25.

• At the same time, much longer trips within Long Island are threetimes less expensive, evidence that New York City residents pay a steep premium.

• As a result of exorbitant fares and meager service, commuters in these areas are forced to spend hours longer getting into Manhattan via subway and bus. The LIRR to Penn Station, for instance, takes 35 minutes from Queens Village and 25 minutes from Auburndale.

The same trip on the subway and local bus requires 80 minutes and 75 minutes, respectively.

“Unfortunately, the MTA’s existing fee structure forces many to spend extra hours on congested subways and buses to make ends meet,” said City Councilwoman Adrienne Adams (DJamaica).“Reducing the price of commuter rail fares to the price of a MetroCard in New York City zones is sorely needed for riders in transit deserts to see relief.”

Schumer Seeks to Protect Shutdown Workers with ‘Federal Employee Civil Relief Act’

By Forum Staff As the partial government shutdown reached the month milestone on Sunday, Senate Minority Leader Charles Schumer (D-N.Y.) presented new legislation that he said would establish a plan to protect 800,000 federal workers and their families impacted by the shutdown from further financial hardship.

Introduced by U.S. Sen. Brian Schatz (D-HI) and cosponsored by 25 senators, including Schumer, the Federal Employee Civil Relief Act would prohibit landlords and creditors from taking action against federal workers or contractors who are hurt by the government shutdown and unable to pay rent or repay loans. The bill would also empower federal workers to sue creditors or landlords that violate this protection, Schumer noted.

The measure, modeled after the Servicemembers Civil Relief Act of 2003, would safeguard workers impacted by a shutdown from: being evicted or foreclosed; having their car or other property repossessed; falling behind in student loan payments; falling behind in paying bills; or losing their insurance because of missed premiums.

According to Sen. Schumer reported that his state offices have been inundated by calls and emails from the thousands of people negatively impacted by the shutdown. They have shared the measures they are taking so they can continue

working without pay, paying their mortgage, or even putting food on the table. According to New York’s senior senator, many U.S. Customs and Border Protection officers who work at John F. Kennedy International Air-

port cannot afford to commute to work, so they have stopped going to work or they have even resorted to staying at work to avoid any commute at all. Schumer said other federal workers have told him they are concerned about losing their car insurance, not being able to pay their mortgage or rent, and not being able to pay for other bills such as electric to keep the lights on.

“Across New York City and Long Island thousands of people and their families continue to suffer through a needless government shutdown that has absolutely nothing to do with the federal agencies they so diligently serve. Their bills are piling up and their worry for how they will pay their rent, mortgage, car payment, student loan, as well as other bills just keeps growing with each passing day,” Schumer added. “That is why, amidst another push to open the government, I am fighting with my colleagues for necessary financial protections for impacted federal workers during this shutdown and for workers of any future shutdown, because no federal public servant should have their financial well-being held hostage by a President unwilling to simply open the government in the middle of a debate.”

Katz Announces First Census Committee Appointments

By Forum Staff Queens Borough President Melinda Katz announced on Friday the first 70 appointments to her Queens Complete Count Committee for the 2020 Census.

First announced by Katz in her 2018 State of the Borough address, the Queens CCC will bring together trusted community leaders and activists to learn about key 2020 Census issues, report back to their communities and strategize how to ensure everyone in Queens is counted accurately, Katz said.

Many of the appointees are also members of the Borough President’s Queens General Assembly and Immigration Task Force, the borough president noted. Community Board 10 Chairwoman Betty Braton and CB 10 member Rosemary CiullaFrisone have been named to the committee.

“From federal funding to representation in the U.S. House of Representatives, so much is at stake with the 2020 Census.

That’s why we need to be as prepared as possible to ensure every Queens resident is counted accurately, as an undercount would have negative impacts across our borough for at least the next decade,” Katz said. “The challenges Queens faces are significant, but I am confident these civic-minded community partners will help ensure the borough is counted completely and fairly.”

Katz pointed out that the 2020 Census brings with it new challenges, including 80 percent of respondents being asked to complete the Census form online.

The federal government also announced last year its intention to add a citizenship question to the Census, which has raised concerns about the possibility of substantial undercounts in communities where residents fear being targeted over their im-

migration or residency status.

On January 15, U.S. District Judge Jesse Furman ruled the federal government’s attempt to add the question is unlawful.

“The legal battle is likely far from over, and Queens will continue to speak out against the proposed Census citizenship question for as long as there is active litigation. But today’s court ruling is a tremendous victory in the fight against a reckless policy targeting our thriving immigrant communities in Queens and across the country,” Katz said last week. “Including a citizenship question would undermine the goal of the Census: a complete count of all persons living in the United States. Here in Queens, a borough of nearly 2.4 million people of all races, ethnicities and faiths, an undercount would lead to fewer federal dollars for countless vital programs and initiatives.”

Katz also noted that the 2010 Census saw significant undercounts in parts of Western Queens, particularly those with high immigrant populations. As a whole, the count reported the population of Queens increased by only 1,300 people over the prior decade. Katz said she’ll work with government agencies, nonprofits, and civic groups to prevent these inaccuracies from recurring.

As part of the effort to avoid another undercount, Katz hosted a Census Town Hall in November — featuring presentations from Deputy Mayor J. Phil Thompson, Department of City Planning Population Division Director Dr. Joseph Salvo, Census Bureau New York Regional Director Jeff Behler and others — to keep the public informed as the 2020 Census nears.

The second round of appointments to the Queens CCC will be conducted later this year, Katz said.

EDITORIAL End of Watch Two City first responders recently died.

Counted among the Bravest and Finest of the five boroughs, these selfless public servants answered the call every day. And so The Forum, proudly part of a grieving but grateful Gotham, wishes to use this space this week to pay tribute to Firefighter Steven Pollard and Police Officer Brian Kessler, and thank them and their families for sharing two extraordinary gifts with the world.

Firefighter Steven Pollard died on Sunday, Jan. 6, from critical injuries sustained while operating at a motor vehicle accident on the Mill Basin Bridge in Brooklyn. He was 30 years old.

Pollard, a member of Ladder Co. 170 in Canarsie for his entire 1.5-year career, tried to get to the eastbound side of the Belt Parkway span from the westbound side in order to tend to passengers who were seriously hurt in the crash.

“Firefighter Pollard slipped through the gap in the roadway and fell to the ground approximately 52 feet,” said Fire Commissioner Daniel Nigro, according to the New York Daily News.

Pollard was rushed to Kings County Hospital. He succumbed to his extensive injuries shortly after arrival.

In remarks at Pollard’s funeral on Friday,

Jan. 11, at Good Shepherd Church in Brooklyn, Mayor Bill de Blasio summoned the profound words of the priest and poet, John Donne.

“No man is an island entire of itself; Every man is a piece of the continent, a part of the main.”

“We know that Steven didn’t see himself as an island,” de Blasio said.“We know he was someone so proud to be a member of his family. We know he was so proud to be

a member of the FDNY. We know he was a proud New Yorker. We know he was a proud and devoted Rangers fan in good times and bad. We know he saw himself as a part of something greater and we know he believed in service to others. On Sunday, what Steven Pollard saw was a fellow New Yorker, a fellow human being in a crumpled SUV out on the Belt Parkway. He did not hesitate. He saw someone in danger. He saw that someone needed help. He rushed forward and at that

instant he gave his life.”

Firefighter Steven Pollard is survived by his mother, Janet; father, retired Firefighter Raymond Pollard who served for 32 years in the FDNY; and his brother, Firefighter Raymond Pollard, an 11-year veteran of Ladder Company 114 in Brooklyn.

Police Officer Brian Kessler died on Wednesday, Jan. 16, following a head-on collision with a City Parks Department garbage truck in the Bronx. He was 28.

Kessler, a rookie who just graduated from the Police Academy in October, was driving northbound on Shore Road on his way home to New Rochelle around 8:20 a.m. after working overnight at 1 Police Plaza when he suddenly swerved into the southbound lane and the truck’s path. He was rushed to Jacobi Medical Center where he was pronounced dead.

“His mother said that the thought of never seeing him again is just unbearable,” a family friend told the New York Post. “And I agree with her.”

Rest in Peace, Officer Kessler and Firefighter Pollard. Thank you for stepping up and setting such an incredible example in becoming the Finest and Bravest the greatest city in the universe has to offer.

The vicious attack occurred at the Hussain family home on 69th Avenue in Fresh Meadows.

By Forum Staff The Fresh Meadows man who stabbed his wife to death and also injured their daughter will now face 25 years to life if he is convicted. Jawad Hussain, 57, of 69th Avenue in Fresh Meadows has been charged with murder, felony assault and other crimes for the fatal stabbing of his wife and for seriously injuring their daughter.

Hussain repeatedly stabbed his wife and then slashed his daughter when she tried to protect her mother. “This was a vicious attack,” said Queens District Attorney Richard Brown, “one woman stabbed to death and the other slashed, in their home allegedly by someone who loved them. This is the worst outcome to domestic violence. The wife died as a result of her injuries and her daughter is lucky to be alive. The defendant is in custody

and now faces the possibility of spending the rest of his life behind bars.”

Hussain was arraigned last Wednesday on a complaint charging him with second-degree murder, felony assault and fourth-degree criminal possession of a weapon. He was remanded and a temporary order of protection was issued. If convicted, Hussain faces up to 25 years to life in prison.

According to the charges, last Tuesday afternoon, Hussain used two knives in the attack on his 44-year-old wife Fatima Jawad, who was stabbed multiple times. While Hussain allegedly stabbed his wife, the couple’s daughter tried to stop her father and was slashed in her hands and wrists. Both women were taken to a nearby hospital, where Fatima Jawad died. The couple’s daughter was treated and remained in the hospital.

Bookkeeper Gets 17-Year Prison Sentence for Acid Attack and $750K+ Theft

By Forum Staff A former bookkeeper who stole more than $750,000 in funds from a nonprofit between 2013 and 2015 and splashed the organization’s director with acid to cover up the theft has been sentenced to 17 years in prison, Queens District Attorney Richard Brown said on Thursday.

“The defendant used her position to steal thousands of dollars in funding from a nonprofit that helped society’s most vulnerable individuals,” Brown said.“Working with another individual, the defendants inflicted serious bodily harm to an unsuspecting woman, and in doing so, left the victim with life-altering injuries to her face and body. The lengthy sentence imposed by the court is appropriate

given the heinous nature of the crime.”

In December, Kim Williams, 49, of the Bronx, and her co-defendant, Jerry Mohammed, pleaded guilty to first-degree assault.

She was sentenced on Thursday to 17 years in prison to be followed by five years’ postrelease supervision.

Mohammed is set to receive the same sentence on Feb. 20.

According to the charges,while working as a bookkeeper between 2013 and 2015, Williams stole more than of $750,000 from Hospital Audiences Inc., a Long Island Citybased nonprofit dedicated to providing arts programs to individuals with special needs.

Williams kept $600,000 and gave the remaining $150,000 to a close friend.

Williams plotted the attack on the center’s executive director, Rev. D. Alexandra Dyer, who started asking questions about the whereabouts of the stolen funds. On Aug. 19, 2015, at Williams’ direction, Mohammed waited outside of the center’s Skillman Avenue location and when the victim exited the building, Mohammed threw a caustic liquid substance on the woman, severely burning her face and other extremities. Dyer had to undergo numerous surgeries.

MTA Touts Continued Progress on Subway Action Plan

By Forum Staff The Metropolitan Transportation Authority this week touted initiatives that are contributing to the latest progress on the $836 million Subway Action Plan to stabilize and improve subwayperformance.

The massive program is well underway and full completion is being accelerated, according to MTA New York City Transit.

Work done under the SAP includes: • As part of the Water Management Initiative, outside contractors have sealed more than 4,000 leaks to prevent water ingress that causes power and signal problems, deterioration of track and other equipment resulting in unplanned service changes, delays and track fires.

• Contractors and NYC Transit employees have cleaned drains along all 418 underground track miles at least once and cleaned all subwaytracks between stations.

This work prevents water from running along the track and causing electrical shorts and track component failures.

• Cleared more than 40,000 street grates to prevent ingress of litter and leaves that build up on the track, causing fires and clogging

The initiatives have contributed to subway performance gains. New stats released by the MTA show that subway service in December

marked the fourth month in a row of sustained improvement, with the best on-time performance in four years.

“When we launched the Subway Action Plan in the summer of 2017, it was bold in its design,” said MTA Acting Chairman Fernando Ferrer. “With the SAP fully funded, we are accelerating the plan’s completion and are seeing the results. Our customers and the city are already benefiting from these programs, and we look forward to building upon this progress as the plan continues.”

The MTA also announced a new SAP car and station heavy duty cleaning initiative. Launched in December, work on the initiative is getting underway this month, according to the agency. The SAP allocated approximately $200 million to the overall car and station program. This element involves numerous contractors to perform a one-time blitz targeting 100 priority stations and up to 3,000 cars for intensive cleaning and refurbishment. An additional goal of the program is to give NYC Transit and its permanent workforce insight into new techniques, processes and materials that may enhance NYC Transit’s operations.

Cuomo’s Green New Deal Included in 2019 Executive Budget

By Forum Staff The Green New Deal, a clean energy and jobs agenda that aims to aggressively put New York on a path to economy-wide carbon neutrality, is included in the $176 billion 2019 Executive Budget, Gov. Andrew Cuomo announced on Thursday.

The plan provides for a just transition to clean energy that spurs growth of the green economy and prioritizes the needs of low- to moderate-income New Yorkers, Cuomo said.

The Green New Deal will, according to the governor, mandate New York’s power be 100 percent carbon-free by 2040. The cornerstone of the new mandate is a significant increase of New York’s Clean Energy Standard mandate to 70 percent from 50 percent renewable electricity by 2030.

According to Cuomo, this ramp-up of renewable energy will include: • Quadrupling New York’s offshore wind target to 9,000 megawatts by 2035, up from 2,400 megawatts by 2030; • Doubling distributed solar deployment to 6,000 megawatts by 2025, up from 3,000 megawatts by 2023; • More than doubling new large-scale land-based wind and solar resources through the Clean Energy Standard; • Maximizing the contributions and potential of the state’s existing renewable resources; • Deploying 3,000 megawatts of energy storage by 2030, up from 1,500 megawatts by 2025.

Cuomo also announced $1.5 billion in competitive awards to support 20 large-scale solar, wind, and energy storage projects across Upstate New York. These investments will add more than 1,650 megawatts of capacity and generate more than 3,800,000 megawatt-hours of renewable energy annually—enough to power nearly 550,000 homes and create more than 2,600 short and long-term jobs. Combined with the renewable energy projects previously announced under the Clean Energy Standard, New York has now awarded more than $2.9 billion to 46 projects statewide, enough to power more than one million households.

Finding Out About Hormones: A new option for women's health The days of people assigning total trust in their doctors and staying out of their health care decisions are long over.

Many factors have contributed to the new-age awareness in personal health care, most notably, rising healthcare costs.

One rising area in personal awareness comes from women’s eagerness to investigate the effects of thier ever changing hormones on overall health.

Hormones provide many clues about women’s health, but diagnostic testing can run into thousands of dollars which prohibits many, both insured and uninsured, from taking advantage of the valuable knowledge to be found in the information provided by the bodies hormones.

Several start up companies launched home testing kits in 2018 with options for testing affects on stress, thyroid and fertility intel among other conditions. Experts are predicting that hormonal home testing will grow three to four-fold over the next few years.

While we support everyone arming themselves with as much information and safe practice diagnostic tools to participate actively in their own healthcare, we want to make you aware of some of the possible pitfalls.

Home hormone testing definitely has a financial advantage. Most of the kits start under $100 and top out at $400, but one the associated drawbacks is not really knowing what to test for to get the

answers you’re seeking could easily be a waste of money on tests that don’t apply.

Additionally, you should always do this testing in conjunction with your doctor’s advice, but be aware that some docs amy not have the expertise to interpret results of the hormone panels.

It’s critical to work with a physician who can help you make sense of your test results and any follow-up measures needed to be taken in reaction to the results.

Many of the kits also include diet and lifestyle recommendations along with supplement suggestions. These kits may very well end up leading to important findings and diagnoses that women might not otherwise seek out. Some of these discoveries could be life threatening and in turn life saving. The kits can be a great option for women, not just those with curiosity, but for those who might not otherwise get essential lab testing.

We always advocate your interest and active pursuit to ensure your best healthcare options but we caution you to approach every aspect of the process with careful planning, research, and always with supervised, expert medical care.

The special election for public advocate has been scheduled for Feb. 26.

By Forum Staff There will be two televised debates next month for the public advocate special election, the City Campaign Finance Board announced on Saturday.

The first debate is set for Wednesday, Feb. 6, starting at 7 p.m. at the CUNY television studios. According to the CFB, to be eligible to participate in this debate, candidates must: have raised and spent $56,938 (1.25 percent of the expenditure limit for public advocate) as reflected in the campaign finance disclosure statement which must be filed with the CFB by midnight Friday, Jan. 25; be on the ballot as of the date of the debate and meet all other minimum criteria under the Campaign Finance Act. The second “leading contenders” debate is scheduled for Wednesday, Feb. 20, starting at 7 p.m. on the Borough of Manhattan Community College campus. To be eligible to participate in this debate, candidates must: have raised and spent $170,813 (3.75 percent of the expenditure limit for public advocate) as reflected in the campaign finance disclosure statement which must be filed with the CFB by midnight on Friday, Feb. 15; and have received an endorsement from a City, State, or federal elected official who represents all or a por-

tion of New York City; or have received an endorsement from one or more membership organizations with a membership of more than 250 members residing in the five boroughs;be on the ballot as of the date of the debate and meet all other minimum criteria under the Campaign Finance Act. Any candidate who participates in the matching funds program is required to participate in each debate for which they are eligible. The Debate Program, launched in 1997, calls for two debates prior to each citywide election to provide voters with the opportunity to compare candidates side-by-side. This marks the first time since the CFB was established in 1988 that the City has held a special election for a citywide office.

Spectrum News NY 1 will sponsor and broadcast both contests, CFB confirmed.

They will also be streamed live on the NY1 website and on the NY1 Facebook page.

The debates will be simulcast on NYC Life, the flagship television station owned by the City.

“The public advocate plays a critical role in our city government and it is important that New Yorkers have a chance to hear directly from candidates who wish to serve in this position,” said Betsy Gotbaum, executive director of Citizens Union and a former public advocate.
