Cuomo Vetoes Bill that Would Create City Seawall Study Panel

Cusenza Governor Andrew Cuomo last week vetoed a bill that would have established a New York City Seawall Study Commission to determine the feasibility of constructing a strong wall or embankment along the city coastline to serve as a breakwater to protect residents from future extreme weather events.

State Sen. Joe Addabbo, Jr. (D-Howard Beach), who sponsored the measure along with Assemblyman Brian Barnwell (D-Maspeth), was disappointed in Cuomo’s action—but not discouraged.

“As I have witnessed devastation caused by Superstorm Sandy and the frequency of damage caused by subsequent storms, I truly believed this bill, which was approved by every member of the Senate and Assembly, would have been a step in the right direction towards addressing the dire need for flood mitigation and resiliency,” the senator said on Monday. “This bill would have created a New York City Seawall Study Commission, which at no expense to the State, would have quickly gathered data solely for the city areas prone to storm damage and determine the feasibility and timeframe for a seawall that

has been discussed for decades. The fact that the study would have focused on New York City made it unique to the State Legislature and its veto by the governor only hampers our efforts to solve future flooding issues, at a time when we should be moving forward to protect an individual’s home, personal property and life. I appreciate Assemblyman Brian Barnwell’s

work on this bill and understanding of the severity of the flooding issue. I am hopeful that we can pass the bill again during the upcoming 2019 legislative session and convince the governor to sign the bill into law.”

As Addabbo noted, the measure passed both houses unanimously in June. Under the legislation, a 14-member panel would be created within the State Department of Environmental Conservation, and chaired by the DEC commissioner.

Members of the commission would be appointed by DEC, the New York Secretary of State, the Senate and Assembly, the City of New York, and the county executives of Nassau and Suffolk. According to the bill, appointees must have expertise in at least of one of these areas: climatology, hydrology, environmental science, aquaculture, oceanography, coastal ocean science, and engineering. Members would serve without compensation, but would be reimbursed for expenses associated with their work on the commission.

The commission’s study and recommendations must address the costs, impacts, and best possible locations for a seawall or seagate along the city coastline, and identify areas most at risk of storm surge, rising groundwater levels, saltwater intrusion, coastal flooding and other extreme weather dangers.

Mayor Sets Date for Public Advocate Special Election

By Michael V. Cusenza The special election for public advocate has been scheduled for Feb. 26, Mayor Bill de Blasio announced on Saturday.

“This date will help maximize voter turnout, and my administration will work around the clock to make sure every New Yorker is encouraged to exercise their right to vote,” Hizzoner added.

Public Advocate Tish James won the election for State attorney general. She was sworn in Tuesday evening on Ellis Island in an inauguration ceremony that also featured Gov. Andrew Cuomo, Lt. Gov. Kathy Hochul, and State Comptroller Tom DiNapoli.

Radio host, founder of the Guardian Angels, and State Reform Party Chairman Curtis Sliwa has also declared that he will run in the special election. Curiously, Sliwa for many years has called for the abolishment of the office he’s seeking.

“It is clear by now that the public advocate position has just become a taxpayer-funded method to run for mayor of the city of New York,” Sliwa told the New York Daily News in 2017.

Ulrich, whose 32nd Council District covers most of South Queens, including Howard Beach, Ozone Park, Richmond Hill, and the Rockaways, made it official on Dec. 10 with a 70-second YouTube video.

“I’m running for public advocate because I believe that we as a city deserve better, and because I want to give a voice to the majority of New Yorkers who this mayor continues to ignore,” the councilman said in the clip.

Grant Writing Workshop coming to Woodhaven Library

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) has organized a workshop to help area community groups apply for City Neighborhood Grants.

Addabbo and members of the Citizens Committee for New York City will host the grant writing workshop on Wednesday, Jan. 9, 2:30 p.m. to 4:30 p.m., at the Woodhaven Library, located at 85-41 Forest Pkwy. Over the two hours, the senator and CCNYC will help representatives of local organizations prepare their applications for a Neighborhood Grant. The financial aid can reach as high as $3,000, Addabbo noted.

Groups such as block associations, tenants’ associations (including NYCHA), civic groups, student groups, PTAs, and many others are eligible to apply for this grant, the senator said. These groups may be long-standing, newly established, or in the process of forming, and are not required to have non-profit or 501(c)(3) status.

“This is a great opportunity for community organizations to apply for the Neighborhood Grant and bring in some money to fund a community project,” Addabbo added. “Oftentimes, local organizations need a little boost to get a specific project off the ground. In previous years this grant has been given to some credible organizations that put the money to good use for the entire community.”

Some of those credible organizations include the Breezy Point Garden Club, Grover Cleveland High School, PS 64, GallopNYC, and the Woodhaven Cultural and Historical Society. The groups used their grants for myriad projects, such as community gardens for students, murals, portable history museums, visual and performing arts, nutrition awareness, composting, beautification projects, and more.

Cuomo Concerned about Sharp Rise in NY Flu Cases

By Forum Staff From Dec. 20 through Dec. 26, cases of influenza in New York increased by 72 percent; new cases of the flu were reported in 58 out of 62 Empire State counties; and the number of patients hospitalized with laboratory-confirmed flu was 363, a 41-percent increase from the prior week, Gov. Andrew Cuomo announced on Thursday as he continued to urge all New Yorkers 6 months of age and older who have not yet received a flu shot to get vaccinated as soon as possible.

This flu season, New York has had 5,400 laboratory-confirmed cases of influenza in 58 counties, including all five boroughs of NYC. During this period, there have been 1,305 flu-related hospitalizations reported, and one influenza-associated pediatric death. Over the last three seasons, there have been 19 influenza-associated pediatric deaths in New York and an average of 15,101 flurelated hospitalizations, the State noted.

“Flu season is in full swing, and as the number of cases and hospitalizations continue to rise, we must do everything we can to protect ourselves and our loved ones,” Gov. Cuomo said.

Last month, State Health Commissioner Howard Zucker, M.D., declared that the flu is prevalent in New York State. This announcement put into effect a regulation requiring that healthcare workers who are not vaccinated

against influenza wear surgical or procedure masks in areas where patients are typically present.

“With an increase in flu cases in every corner of this state, I want to remind New Yorkers who have not been vaccinated against the flu

that it is not too late to take this critical action,” Cuomo said. “Flu season is in full swing, and as the number of cases and hospitalizations continue to rise, we must do everything we can to protect ourselves and our loved ones.”

In addition to getting a flu shot and staying home when sick, Zucker said it’s important to practice good hand-hygiene: wash your hands often with soap and hot water for at least 20 seconds to protect yourself from germs and avoid spreading them to others; carry an alcohol-based hand sanitizer to use when soap and water are not available; choose a product with at least 60-percent alcohol; do not cough or sneeze into your hands—cover your mouth and nose with a tissue. People with the flu are infectious for up to 7 days after symptoms begin.

A year ago, Cuomo signed an emergency executive order allowing pharmacists to administer flu vaccines to children ages 2 to 18 during the 2018 flu season. Following the signing of the order, pharmacists vaccinated approximately 9,000 individuals ages 2 to 18 against the flu.

Subsequently, Cuomo signed legislation codifying theEO into law, meaning that now any person age 2 or older can be administered the flu vaccine by a pharmacist.

Stringer Questions ‘Structure, Eligibility Criteria, and Outreach Efforts’ of Fair Fares Program

Cusenza The Fair Fares public transportation program, in which the City ostensibly provides half-priced MetroCards for residents with annual incomes at or below the federal poverty level, was scheduled to be rolled out this week, but straphanger-advocacy groups and even some elected officials have expressed concerns with the implementation of the initiative.

Last week, City Comptroller Scott Stringer sent a letter to Department of Social Services Commissioner Steven Banks calling on him to provide more information on the administration of Fair Fares.

“The provision of half-priced MetroCards to low-income New Yorkers is a long-overdue reform and I applaud the administration’s investment in making transit more affordable for low-income commuters,” Stringer wrote. “I do, however, have questions about the structure, eligibility criteria, and outreach efforts that will be used to guide the program.”

celebrated. The agreement called for the City to spend $106 million to provide half-priced transit fares for qualifying residents. Approximately 800,000 working-age New Yorkers would be eligible for the program and could save up to $726 dollars a year on the cost of a MetroCard.

However, in the weeks leading up to the Tuesday, Jan. 1 kick-off date, there seem to have been more

questions than answers. On Dec. 12, a coalition of advocacy organizations, labor unions, political and civic groups signed its own missive to de Blasio urging him to release a plan/timetable for the roll out of Fair Fares: “As January 2019 fast approaches, all the low-income New Yorkers we promised to help are eagerly waiting to learn how they will be able to sign up for and start benefitting from their reduced-

fare MetroCard. Among them are: the working poor, especially immigrants who do not qualify for public benefits or are fearful of accepting federal program that might put themselves or family members at risk; the unemployed searching for work; and low-income college students struggling to get the education they need to get ahead,” the letter stated.

The message also reached out

to officials to get them to reconsider the plan to limit the availability of the Fair Fare discounts to 7-day and 30-day unlimited passes.

Stringer noted that he’s not a fan of this availability snag.

“Given the high cost of these unlimited passes, even at halfprice, I am concerned that many New Yorkers below the poverty line will not be able to afford them,” he wrote.

The comptroller used the letter to Banks to request information on the aforementioned issues: “Please describe in detail the eligibility criteria the Human Resources Administration will use in awarding Fair Fares MetroCards.

Are there specific groups that will be prioritized at the outset? What is your timeline for making it available to all eligible New Yorkers as expeditiously as possible?

“Is there any path for individuals not already enrolled in HRA’s system to apply for and receive a Fair Fares MetroCard? How will we assure that recent immigrants can take full advantage of the program?

And, , “Please detail all advertising and outreach efforts to date and in the pipeline to raise awareness regarding Fair Fares, including budget and staffing allocation.”

Transit Lockbox Bill Signed into Law

The new law prohibits funds raised to support public transportation systems from being diverted towards another purpose unless a statute is enacted to authorize such a diversion.

By Michael V. Cusenza Governor Andrew Cuomo on Friday signed the Transit Lockbox Bill into law, effectively prohibiting funds raised to support public transportation systems from being diverted towards another purpose unless a statute is enacted to authorize such a diversion.

“The enactment of this law essentially ends the State’s abusive and arbitrary practice of siphoning MTA-dedicated revenues for alternate purposes, and informs weary straphangers of the impact any future diversion of such funds will have on the system’s ability to function. I’ve proudly lent my voice to the call for its passage over the last three years, and congratulate Assemblyman [ Jeffrey] Dinowitz and [former State Sen. Martin] Golden on achieving this victory on behalf of our commuters,” said City Councilman I. Daneek Miller (D-St. Albans). “Going forward, we should consider the long-neglected needs of residents that live in transit deserts, like my Southeast Queens constituents; many of whom are deeply skeptical of congestion pricing absent receiving any immediate benefits from initiatives like Commuter Rail Equity as well as others that my community has outlined for years now.”

Unanimously approved last year by the State Senate and Assembly, the measure promotes fiscal transparency and public accountability; additionally, the transit lock-

box bill requires the State budget director to issue a “diversion impact statement” detailing how the diversion of funds would impact riders in the form of changes to transit service, safety, and maintenance.

Cuomo’s signature on Friday comes at a critical juncture for public transportation in the Big Apple. Last year, MTA New York City Transit Authority President Andy Byford touted his Fast Forward Plan to turn around the ailing subway and bus systems.

Fast Forward is estimated to cost tens of billions of dollars. In that context, the approval of the transit lockbox legislation serves as a reminder that only the State can create, sustain, and protect the long-term sources of revenue that will be required to make a Byford’s transit rescue plan a reality.

A coalition of labor, business, transit, environmental, civil rights, social justice and government accountability groups rallied near Grand Central Terminal in September urging Cuomo to sign the Lockbox bill into law. At the event, leaders noted that New York “has a history of raiding dedicated transit funds and shady budget maneuvers involving the Metropolitan Transportation Authority.” In 2011, 2013, 2014 and 2015, the State diverted a total of $391.5 million from MTA funds to the State’s general fund.

In 2017, the State reduced its promised reimbursement to the MTA, made in exchange for a prior cut in a dedicated MTA tax, by $65 million.

It’s ‘Tree-cycling’ Season in the Big Apple

“Tree-cycling” season this year runs from Jan. 2 to Jan. 12.

By Forum Staff The City’s annual curbside collection of Christmas trees kicks off Wednesday, Jan. 2, and runs through Saturday, Jan. 12, the Department of Sanitation recently announced.

Officials noted that residents should remove all stands, tinsel, lights and ornaments before putting trees out for collection. Clean, non-bagged Christmas trees left on the curb between Jan. 2 and Jan. 12 will be chipped, mixed with leaves, and recycled into compost for the city’s parks, institutions and community gardens.

According to DSNY, the agency collected more than 200,000 Christmas trees for “tree-cycling” after Christmas 2017.

If you need to dispose of mostly plastic and metal fake Christmas trees you should consider selling or donating them, DSNY reps suggested. Donation opportunities may be found at nyc.gov/donate. If donation or resale is not an option, remove all ornaments and lights, and put them out next to your recycling on regular recycling days, the City advised.

Skilled Thief Allegedly Hit Fast-Food Spots for Pricey Plumbing Fixtures: DA

By Forum Staff A 44-year-old Congers, New York man has been charged with burglary and other crimes for a series of thefts within the restrooms of eight fast food and fast casual restaurants throughout Queens between November and December 28, 2018.

District Attorney Brown said, “The defendant in this case stopped into various restaurants in Queens County - not for food, but for toilet flush fixtures. Bypassing the counter to order a quick meal, the defendant allegedly made a bee-line for the restrooms and exited minutes later with toilet flush fixtures stuffed in a bag. Some restaurants were allegedly hit twice by the plumbing plunderer.”

Richard Mirabile was arraigned last week beforere Queens Criminal Court Judge Toni M. Cimino on a complaint charging him with third-degree burglary, third- and fourthdegree criminal mischief, petit larceny and attempted petit larceny.

11 Fresh Pond Road, in Ridgewood. With a bag in hand, the defendant went toward the men’s restroom, where he remained out of camera view for a few minutes. After he left the store manager went into the bathroom and noticed all the flushing mechanisms from the bathroom were missing. A few days later Mirabile hit the same Wendy’s.

About two weeks later, the defendant entered the restroom of a Burger King on Astoria Boulevard. He spent about 10 minutes in the restroom, before leaving with a bag containing the flushing mechanisms.

He returned to that restaurant as well about 3 weeks later.

He continued stealing flushing fixtures at several other establishments includingArby’s and a Wendy’s, both on Metropolitan Avenue in Middle Village.

Mirabile also stole flushing mechanisms from two other eateries - the Bean N Bean coffee shop in Flushing and another Arby’s in Fresh Meadows - on December 26, 2018.

The fixtures are valued at approximately $250 each.

Bowne HS Student Dies after Collapsing at Basketball Practice

By Michael V. Cusenza A borough high school basketball player collapsed during practice on Wednesday and died at a Flushing hospital, according to police and published reports.

John Bowne High School student Lenny Pierre, 16, was practicing with the team at the school’s gym in Kew Gardens Hills the day after Christmas when he collapsed on the court around 1:30 p.m. He was rushed to New YorkPresbyterian Hospital Queens where he was pronounced dead.

Lenny’s family has insisted that the teen had no prior medical issues or conditions.

“My son’s gone too soon. I truly will miss my son forever. That’s a big hole in my heart,” his grief-stricken mom, Edna Georges, told the New York Daily News. “That’s my Lenny Pierre first born. Even if I have another son, it’ll never be Lenny,

my sweetheart, my sweet son. I don’t know how. Healthy, young, talented.”

Mayor Bill de Blasio said he was “heartbroken” after being informed of Lenny’s passing.

“As a parent, and as a father of student athletes, I can only imagine the pain and sorrow being felt by Lenny’s family, loved ones and classmates. On behalf of 8.6 million New Yorkers, I extend our deepest condolences. We will be with this family now and in the future as we mourn the loss of one of our city’s children,” de Blasio added.

City Schools Chancellor Richard Carranza said the Department of Education will “provide additional guidance counselors and support to this school community for as long as it is needed, and we are working with NYPD and agency partners as they conduct a thorough investigation.”

As of press time, the cause of Lenny Pierre’s death was not known.

Detectives Turn to Public for Help with Richmond Hill Cold Case

“She was savagely, savagely beaten to death,” Det. John Roberts told the New York Daily News. “That’s evident. The cause of death was clearly blunt force trauma. I’m sure she fought. I’m sure she tried to scream. She was skinny and young.

She was a child.”

Detectives are looking into an anonymous tip called into the 102nd Precinct stationhouse from a defunct bar a few months after the murder. The caller pointed their finger at a neighborhood character known simply as “Tennessee,” claiming that the man told friends that he “f---ed up a girl,” and might have even killed her.

According to the News, Tennessee still lives in the area, “has a history of violence,” but also maintains that he has an alibi for the crime.

Queens Cold Case sleuths recently reached out to the city via social media for help with cracking a 30-year-old Richmond Hill homicide that jarred even a jaded Gotham.

“On 2/7/1988, 14-year-old Christine Diefenbach was found bludgeoned to death around 89th Ave & 121 St in Richmond Hill, Queens. Our Cold Case detectives haven’t given up on her. Governor Wants Public Service Commission to Probe Con Ed Astoria Electrical Failure

According to Con Edison, an electrical fault occurred Thursday night at the Astoria East Substation located at 20th Avenue and 32nd Street.

By Michael V. Cusenza A major electrical failure Thursday night at a Con Edison substation in Astoria that ignited a brilliant, azure lighting display and frightened residents as far away as New Jersey should be investigated by the State Public Service Commission, Gov. Andrew Cuomo said on Friday.

“The electrical failure in Queens was more dramatic than destructive but it understandably raised community concerns about the safety of the substation and Con Edison’s equipment,” the governor added.

“That’s why I am asking the Public Service Commission to work together with Con Ed to investigate the electrical failure and identify the root cause to help ensure an incident like this never happens again.”

According to Con Ed, Thursday night at 9:12 p.m., “an electrical fault on a section of 138,000-volt equipment in one of our Astoria substations caused a transmission disturbance and a sustained electrical arc flash, creating the blue light people witnessed. The equipment that malfunctioned is associated with voltage monitoring within the substation. There were no serious injuries, although one employee at the substation reported eye irritation associated with the arc flash. The transmission disturbance caused lights to flicker throughout much of our service area, and several facilities, including LaGuardia Airport, Rikers Island, and some area hospitals, reported that their electrical systems switched to backup generation during the event. They were back on Con Edison power late last night. Service on the subway system’s 7 line in Queens was also impacted for about 30 minutes while track equipment was reset. Some other customer electrical equipment also shut off and

had to be reset. We apologize for the disruption to customers and will continue to investigate the root cause of the incident.”

The utility also noted that normally when there is an electrical fault, a device similar to a circuit-breaker intervenes and quickly cuts off power to the affected equipment. In this incident, the device did not intervene and the electricity kept cycling through, causing the electrical flash. The affected equipment was isolated to a single section within the substation, the company said.

The State deployed Department of Environmental Conservation spill response staff to the scene at 20th Avenue and 32nd Street and confirmed that the small amount of material spilled was contained onsite and no impacts to the environment were observed. Con Edison has reported that the spill has been cleaned up.

Cuomo on Friday took some time to inject levity into the situation.

“There was speculation, when people saw the blue light, as to what it might be.

I’m a Queens boy originally, born and bred. People from Queens tend to be a little suspicious. There were some rumors that maybe it was an alien invasion, an alien life, UFO landing. And sometimes we can be skeptical of government bureaucracies. I saw the equipment, I saw the damage, I saw what was burned, and what it was is what is. It has been represented to be an electrical malfunction,” the governor said. “We did find one piece of evidence that is a little peculiar. This was on the site, which raised some questions, but I’m told it’s a piece of safety equipment for workers, which I believe. But there is no proof to the alien invasion or alien UFO landing whatsoever.”

S. Queens Sleuths Search for Robbery Suspect Detectives assigned to the 102nd and 106th precincts this week reached out to the public for help in identifying a man wanted for questioning in connection with a series of South Queens robberies last month.

The suspect, described as a black man, 30 to 40 years old, wearing a darkcolored snorkel jacket and a winter cap, is wanted for multiple muggings between Dec. 7 and Dec. 21, cops said.

Traffic Fatalities Dropped for the Fifth Straight Year— Except in Queens

By Michael V. Cusenza New York City in 2018 saw its fewest traffic fatalities on record, powered largely by dramatic drops in cyclist and motor vehicle occupant fatalities, both of which have reached record lows, Mayor Bill de Blasio announced on Friday.

The City achieved a fifth consecutive year of declining traffic deaths under Vision Zero, with fatalities declining by a third since 2013. Fatalities declined in each borough from 2017 to 2018—except in Queens.

Indeed, The World’s Borough tossed water on this year’s Vision Zero success story. In 2018, there were 71 traffic fatalities in Queens, compared to 62 the previous year. This marks the first time that traffic fatalities increased in Queens under the de Blasio administration.

However, the overall City Vision Zero stats have been positive. Since 2013, the year before Vision Zero was implemented, traffic fatalities have dropped 34 percent to the lowest level since record-keeping began in 1910. In 2018, 196 people have been lost in traffic crashes; last year, as of Dec. 27, the city had experienced 221 traffic fatalities. Among cyclists, fatalities have seen a dramatic decline: 10 in 2018, compared to 24 in 2017 — from a four-year average of 19 deaths since 2014.

Mayor de Blasio and Police Commissioner O’Neill certainly had reason to smile as traffic fatalities dropped for the fifth straight year in every borough—except Queens.

Meanwhile, motor vehicle occupant fatalities fell to 36 in 2018 from a total of 58 in 2017, and from a Vision Zero average of 56 per year.

“With each passing year, New Yorkers continue to see Vision Zero save lives,” de Blasio said. “Over the last five years, we have lowered the speed limit, increased enforcement and designed hundreds of safer streets. But no loss of life on our streets is acceptable, and the 12 pedes-

trians killed so far this past month are a sober reminder that this new milestone is less a cause for celebration than a reminder that even with this year’s success, we have much more to do to meet our ambitious goal.”

De Blasio administration officials pointed to notable Vision Zero achievements in 2018 as reasons for the year’s success, including: fewest-ever fatalities in Manhattan and Staten Island; preserva-

tion of the speed camera program; continued strong traffic enforcement; and safety improvement projects in every borough.

The mayor pointed out that the city’s 140 speed cameras have been a key element of Vision Zero, shown to reduce speeding in school zones by more than 60 percent. Despite inaction during the Albany legislative session, where reauthorization of the lifesaving program was blocked, the program was restored the day before schools opened – due to coordinated action from de Blasio, Gov. Andrew Cuomo and City Council Speaker Corey Johnson.

Additionally, de Blasio cited borough safety improvement projects as a reason for the glowing Vision Zero numbers, including in Rockaway, where the complex and confusing intersection at Far Rockaway Boulevard and Beach Channel Drive was redesigned. New crosswalks, markings, expanded pedestrian space, and a simplified traffic pattern make it easier for residents, including those at a new senior facility, to walk to local retail or catch the A train.

“Although I am extremely pleased with the overall reduction in traffic fatalities, I still believe that there is much more work to be done,” Assemblyman Michael DenDekker (D-East Elmhurst) added.

State Minimum Wage Increase Now in Effect

By Forum Staff The minimum wage increase took effect on Monday, rising to as much as $15 per hour for large employers in the five boroughs, according to Gov. Andrew Cuomo.

In coordination with the increase, last week the State Department of Labor launched a public education campaign to raise awareness about the new minimum wage, including TV, radio, and subway ads, as well as online video.

The campaign reminds New Yorkers that all minimum wage workers across the state will receive a raise effective Dec. 31, and educates them about the steps they should take if they do not receive their raises, according to the administration.

“Everyone has a right to a decent living wage, and no one working 40 or more hours a week should be living in poverty,” said Lt. Gov. Kathy Hochul. “In New York, we believe in economic fairness and justice for all, and we will not stop fighting to ensure equal opportunities for everyone in our great state.”

Mayor Touts Solar-Powered Electric Vehicle Chargers

By Michael V. Cusenza Fifty new solar-powered charging stations are being installed across the five boroughs, set to power the City’s fleet of electric government vehicles, Mayor Bill de Blasio recently announced.

Known as solar carports, each station will charge vehicles using sunlight. These new carports, combined with 37 existing solar carports in NYC, will give Gotham the largest network of solarpowered electric vehicle chargers in the country, Hizzoner noted.

“New York City is proud to be leading the fight against climate change by investing in solar energy,” de Blasio added. “With these new solar charging stations, we are taking a step further toward making our city fleet fully dependent on renewable energy.”

A City Hall spokesman told The Forum that Queens is home to 15 carports; the City Police Academy in College Point hosts two, with others spread around The World’s Borough in communities such as Corona, Flushing, Long Island City, and Jamaica.

to three electric vehicles daily. In addition, the City currently operates the largest electric vehicle fleet charging network in the country, with 529 sites across the five boroughs. Two of those carports are slated to be installed on the campus of New York City schools, to help power electric vehicles used for student driver education. The City is investing $3.3 million in these charging stations, which will be fully installed by spring 2019.

The City’s full network of solar chargers will annually power fleet vehicles more than 650,000 miles of emissions-free driving, administration officials noted. The new solar carports will also enable zero emissions at the vehicle tailpipe and in the production of the energy. Each carport will offset half its cost through gasoline savings over its expected lifespan. Additionally, these units offer emergency resiliency, serving as backup and mobile solar power generators and storage units in case of power loss or a storm emergency. The units require no installation of any type and can be moved by the City’s flatbed tow trucks.
