Angela Strunk, spokesperson for Lowell General Hospital, said her hospital is also acting with cautious optimism.

“We have seen a gradual leveling and decline of cases at Lowell General over the past few weeks and are hopeful that trend will continue,” she said. “We are, of course, concerned about the possibility of a second surge and are continuing to encourage our community to remain diligent.”

As of June 3, Massachusetts General Hospital had 91 patients with COVID-19. Within that figure, 35 of them were in the ICU. There were also 60 patients waiting for COVID-19 test results. In addition, the hospital reported that 554 of its employees had tested positive for the virus.

On May 18, Everett resident Shimel Kelly received a car from the vehicle-donation nonprofit Good News Garage. Her used 2014 Chevy Equinox, which was donated by a generous New Englander, will transport Kelly and her son to a brighter future.

Kelly is just one of over 5,000 recipients of a vehicle from Good News Garage since the nonprofit began awarding reliable cars to local people in need in 1996. A lack of transportation is one of the biggest reasons why people cannot achieve upward mobility. Good News

School officials pleased with progress of Distance Learning Program

A

ll things considered, the Everett Public Schools Distance Learning Program has been working well since the living room became the classroom three months ago.

“In my opinion the Distance Learning Program is going better than expected,” said School Committee Chairman Thomas Abruzzese. “Understand, our entire school community was thrown a gigantic curve ball in the form of the coronavirus.”

Abruzzese said he credits Superintendent of Schools Priya Tahiliani, her team of administrators and Everett’s teachers with keeping the ball rolling. “Teaching and learning continues on, and ultimately I believe we will get through this stronger and better than ever before,” he said.

Ward 4 School Committee Member Dana Murray said that when COVID-19 surfaced, the district was already in the midst of “monumental changes” as the

committee had just hired a superintendent for the first time in 30 years. “Personally, I am proud of the Everett Public Schools’ faculty and staff for their hundreds of hours of dedication to our community during this incredibly difficult time,” she said.

Mur ray also wished to thank the distric t ’s educators for “opening their hearts and homes” to allow students to continue learning despite being at home. “ The impact of their em-

pathy and support is measured in more than just rankings and test scores,” she said.

School Committee Member-at-Large Samantha Lambert said that with the onset of the pandemic everything happened so quickly it was impossible for anyone to have all the answers. “The thing we have to keep in mind is this was not a one size fits all solution,” she said. “We knew learning would not be synchronous.

Yet, Lamber t said she is pleased with what Everett’s teachers have accomplished after leaving their classrooms three months early. “Our educators were incredible and continue to be; we dove in and got it done, and we saw the community come together for our students,” she said. “I think we can take a step back and really be proud of what we were able to do.”

Everett man clings to life after nearly drowning

A

38-year-old Everett man is listed in critical condition at Beth Israel Deaconess Medical Center after almost drowning at Houghton’s Pond in Milton.

According to State Police, the incident occurred at approximately 5 p.m. on June 9. The man, whose identity

has not been released, had been playing with a ball with his family when it began to drift away.

The 24-acre pond, situated in Blue Hills Reservation, has a maximum depth of 42 feet, according to the state Department of Conservation & Recreation. According to police, the victim reportedly slipped beneath the surface

while swimming across the pond to get the ball. Bystanders found the man underwater and pulled him to shore and assisted first responders. Although alive, the man remained unresponsive as he was rushed to Beth Israel.

No additional information has been released as the incident remains under investigation.

Everett Little League takes the field in July

he COVID-19 virus was not enough to stop the children of the Everett Little League from playing ball, as opening night is slated for July 6. It did slow them down quite a bit though, as the league was originally scheduled to begin play several

weeks ago.

First-year President Oscar Vega said the organization’s Major and Minor League teams will play their regular seasons while the T-Ball and Farm Leagues will be postponed until the fall or next spring. During the regular season, the Major League teams will play 12 games

and the Minor League teams will play nine games, all of which will be played at Sacramone Park. A postseason will also be held for both leagues.

The Everett Little League currently consists of four Major League teams and four Minor League teams with up to 12 players on each team.

ttorneys Michele and Fred Capone recently donated new children’s books to Everett organizations to help families during the ongoing pandemic. “The local organizations in Everett are doing a great job of meeting a wide array of needs. We’re so proud of our City and commend everyone who has given of their time and resources,” said the

couple. The Capones, who value volunteer work, are always looking for new ways to contribute and help.

“One of the challenges of this pandemic is trying to keep children entertained.”The idea to distribute board books was inspired by their children, Zachary and Gabrielle, who, while high school students, donated books to Reach Out

and Read through their pediatrician’s office. Reach Out and Read encourages children to read daily by making books accessible. In addition to board books, the Capones donated coloring books, crayons and sticker activity books.

Michele and Fred are also distributing Word Search, Crossword and Sudoku books to local seniors.

tate Senator Sal DiDomenico has once again partnered with the Lift Our Kids Coalition to sponsor legislation to help the Commonwealth’s most vulnerable children and families. In light of the COVID-19 pandemic, in late March, State Representative Marjorie Decker presented bill H.4622, An Act to provide short-term relief for families in deep poverty, which had many petitioners, including Senator DiDomenico. This bill would provide one-time supplemental assistance to 30,000 Massachusetts families with children who receive Transitional Aid to Families with Dependent Children (TAFDC) benefits and to 19,000 elders and persons with disabilities who receive benefits under the Emergency Aid to Elders, Disabled and Children (EAEDC) program.

TAFDC and EAEDC assistance is already very low – the maximum TAFDC benefit for a family of three with no countable income is $593 a month.

The maximum EAEDC benefit for an elder or disabled person with no countable income is $303 a month. These families and seniors were already struggling to pay for basic necessities, like toilet paper, food and medicine, before the COVID-19 pandemic, and this crisis has only exacerbated their financial struggle.

“During my years in the Senate, I have been working to lift families out of poverty, and this legislative session those efforts have centered around lifting families out of deep poverty, meaning helping those living below half the federal poverty

line,” said Senator DiDomenico. “In light of the COVID-19 pandemic, I once again partnered with the Lift Our Kids Coalition to provide families living in deep poverty with additional assistance. While everyone is under additional stress during these unprecedented times, without question, this pandemic has hit our Commonwealth’s low-income families and individuals the hardest. While many people have needed additional help and assistance during these trying times, it is critical we do not overlook our most vulnerable families and elders.”

After months of quarantine, families who were already living far below the poverty level before the crisis are suffering from the accumulated strain of trying to meet the added costs of the pandemic. When people are home all day, they use more utilities and basic supplies, like toilet paper and soap. Feeding meals and snacks to kids who are home all day also puts significant strain on families. Laundry and cleaning products, already a stretch for many, are more critical than ever. Additionally, with schools closed, many low-income households have had to pay for internet access so children can learn virtually.

On Monday, April 13, the Legislature’s Joint Committee on Children, Families and Persons with Disabilities held the Commonwealth’s first ever virtual public hearing on this legislation. DiDomenico and advocates from across the state testified to the increased need and importance of this legislation during the COVID-19 crisis. This legislation received a favorable report from the Joint Committee on Children, Families and Persons with Disabilities and is now pending before the House Committee on Ways & Means. Additionally, DiDomenico, Decker and the Coalition are working to include additional funding in the state budget to provide one-time additional assistance – $593 for a family of

three or $303 for an elder or disabled individual – using funds from the federal Coronavirus Relief Fund.

Cash assistance, such as TAFDC and EAEDC, is one of the most effective and fastest forms of economic stimulus because it quickly injects money into the economy, and benefit increases can be implemented virtually immediately. Low-income individuals generally spend all of their income to meet daily needs, such as shelter, food and transportation; by providing more resources for basic necessities, TAFDC and EAEDC assistance can help to free up cash for poor households to buy other essential items that they previously might not have been able to adequately afford, like diapers and medication.

This is the second legislative session that DiDomenico has partnered with the Lift Our Kids Coalition. This coalition, which is comprised of over 100 organizations, began in late 2016 to advocate for a bill to repeal the state’s family cap law, which barred assistance for children conceived while or soon after the family began receiving assistance.

The Legislature repealed the family cap in 2019 by a nearly unanimous vote. Because of DiDomenico, Decker and the Lift Our Kids Coalition’s efforts, about 11,000 previously excluded children are now receiving benefits.

House passes bill to support Commonwealth’s restaurants O

n June 3, State Representative Joseph McGonagle joined his colleagues in the Massachusetts House to unanimously pass legislation that provides more tools to the restaurants of Massachusetts in the wake of the COVID-19 pandemic. On June 4 the Senate referred the bill – An Act addressing challenges faced by food and beverage establishments resulting from the COVID-19 pandemic – to its committee on Ways & Means.

This legislative package aims to assist a sector that has been hard hit by COVID-19. The measures passed are intended to help restaurants weather the economic crisis in the wake of the pandemic. The package eases outdoor dining restrictions, expands alcohol delivery options to include mixed drinks, extends takeout options to February 2021, waives interest on late meals tax payments and caps the amount that can be charged a food delivery service.

sion, which is being repurposed as the Restaurant Recovery Commission. The bill builds on the House’s general focus on restaurants and previous action to permit alcohol delivery with meals as well as its focus on restaurants as an anchor on main streets.

“No corner of the small business sector has been more affected by the pandemic than our restaurants,” said House Speak-

er Robert DeLeo. “I’m grateful to Chairs Michlewitz, Gregoire, Chan, McMurtry, Representative Day and my colleagues in the House for this bill which could make a real difference in preserving jobs in the Commonwealth.”

“I think the restaurants have done a terrific job adapting and adjusting to the limitations during the pandemic,”said McGonagle. “They were really hit hard by the virus, but I want them to know we support them and their business. This legislation shows a truly mindful effort of boosting restaurant business while still keeping public health a priority.”

“Throughout the COVID-19 pandemic, small businesses across the Commonwealth have been hard hit as we continue to fight this virus. Our restaurants have taken the brunt of these measures,” said State Representative Aaron Michlewitz, who is Co-Chair of the Legislature’s Joint Committee on Ways & Means.“As we begin to reopen our economy, it is paramount that the Legislature ease the burden on businesses, like our restaurants, whatever way we can. The relief bill that the House unanimously passed will give restaurants further tools in the toolbox as they begin to reopen and, in many cases, rebuild.”

The package: • Streamlines the Alcohol Beverage Control Commission (ABCC) approval process for restaurants to establish outdoor seating by waiving the approval of these licenses. Instead, it only requires restaurants to notify and place on

file with the ABCC their outdoor seating plan • Temporarily suspends some relevant local zoning laws on outdoor seating if cities and towns wish to do so • Waives interest and late penalties for restaurants on their meals tax payments until December 2020

• Allows restaurants to include cocktails-to-go with takeout food until February 2021 • Caps commissions on online restaurant delivery at 15 percent across the board so that these apps can continue to operate without placing an undue burden on restaurants

The Coronavirus Count Everett has fourth highest rating in state for COVID-19

O

ver the past week, the number of confirmed COVID-19 cases in Everett increased from 1,647 to 1,692 cases – a 2.7 percent increase, according to the latest weekly city/town cases available Wednesday. With a rate of 3,486.04 per 100,000, the city has the fourth highest rate among communities in the state. Of the 5,997 people who were tested for COVID-19, 28.21 percent tested positive for the virus.

People are able to compare the number of COVID-19 cases confirmed in Everett to the number in neighboring cities and towns as well as communities of similar size by going to the Massachusetts Department of Public Health (DPH) website at https://www.mass. gov/info-details/covid-19-response-reporting. Click on COVID-19 cases by city/town.

Chelsea (7,537.58 per 100,000), Brockton (4,209.74 per 100,000) and Lawrence (3,786.75 per 100,000) have the highest rates in the state for people testing positive for the Coronavirus. verett High School’s “Celebrate a Senior� initiative was a complete success.

Then, Everett Bank made it even better.

Thanks to the generosity of individual donors, plus an incredible gift from Everett Bank, EHS exceeded its target for the ambitious and unprecedented “Celebrate a Senior� project, as the district capped a successful and memorable week of festivities for the Class of 2020.

In less than two weeks, enough volunteers signed up to ensure that every senior received a gift(s) totaling $50, making the effort a total success. The endeavor then exceeded expectations on Friday, when Everett Bank President and CEO Richard O’Neill presented EHS with a $12,500 donation in the form of $25 gift cards. These will be given to the students during the district’s Drive-Through Graduation Celebration on Saturday, June 6.

“Truly, we appreciate the opportunity to do this,� said O’Neil. “I have a great Board of Directors and they didn’t hesitate in stepping up to join this effort.�

By Bob Katzen THE HOUSE AND SENATE: The House and Senate continued to hold remote sessions with just a few members in the chambers to avoid spreading the COVID-19.

Most members watched and listened to the debate from their home or business office through their computers and voted via phone.

Beacon Hill Roll Call records local representatives’ votes on roll calls from the week of June 1-5. There were no roll calls in the Senate last week.

HELP RESTAURANTS (H 4767) House 156-0, approved and sent to the Senate a bill designed to help revive and stimulate the restaurant industr y during the COVID-19 pandemic. The measure would allow restaurants to sell sealed containers of mixed drinks with takeout and delivery orders. A law passed in April allows restaurants and bars to sell limited quantities of beer and wine, in their original containers, with takeout and delivery orders. The order did not include mixed drinks. Restaurants are still barred from serving customers liquor or food in their dining rooms under a March executive order from Gov. Charlie Baker.

The proposal requires orders for cocktails to be placed by midnight or earlier if the

establishment closes before that. The measure defines mixed drinks as a drink sealed in a container holding up to 64 fluid ounces of liquor and mixer that have been combined.

“In Massachusetts, we have seen countless small, local restaurants and pubs adversely impacted by COVID-19, with mom and pop establishments fearful that in addition to layoffs and lost revenue, they will not be able to reopen their doors following the shutdown,” said Sen. DiZoglio who filed a separate bill to allow the delivery of mixed drinks. “The sale of to-go mixed drinks during this time would generate critical revenue, helping to alleviate the burden that restaurants in our communities are feeling and support them in their efforts to retain employees and pay rent and taxes.

It is time for Massachusetts to step it up and join the 34 states that have already adopted these measures.”

“Restaurants are among the hardest, if not the most impacted businesses by the Coronavirus shutdown,” said Steve Clark, a spokesperson for the Massachusetts Restaurant Association (MRA). “Allowing mixed drinks to go is another tool for restaurants to attempt to increase revenue opportunities. We hope Massachusetts joins the other

neighboring states in authorizing this legislation. There is just something about a professionally made cocktail that can’t be replicated at home.”

Another key provision would cap delivery fees by third parties like GrubHub, DoorDash and Uber Eats at 15 percent of the order price until 45 days after the COVID-19 state of emergency ends. When the pandemic struck, many restaurants were not equipped to offer online ordering or delivery and are forced to rely heavily on these delivery companies.

"Third party delivery companies have been a source of frustration for our industry, with reports of these platforms charging up to a 30 percent commission on individual orders," said the MRA’s Clark. “Due to the current situation, regulating the transparency of these platforms is more important than ever. As restaurants look for new ways to survive with increased takeout and delivery, third party delivery companies will play a prominent role. That prominent role will need increased regulation to ensure transparency and fairness for all who utilize these platforms.”

The delivery companies argue that arbitrarily limiting fees to 15 percent is unfair.

They said the cap will mean that they will have to charge their customers more or pay their delivery drivers less.

The measure also allows cities and towns to authorize some changes to state licensing and local zoning procedures in order to make it easier and faster for restaurants to open outdoor seating. Another provision would temporarily waive late fees for any restaurants that are behind on paying the revenue from the meals tax to the state.

Charlie Baker a bill that would lower the number of voters needed at an open town meeting in order to have a quorum. Other provisions include allowing virtual representative town meetings to be held online and allowing towns to hold town meetings outside the geographic limits of the town if the select board determines that it is not possible to conduct town meetings within the geographic limits of the town that ensures health and safety.

Another key section allows a mayor who is unable to submit an annual budget for fiscal year 2021 to the city council within 170 days after his or her inauguration to submit the budget to the city council within 30 days after the termination of the governor’s declaration of emergency, or on July 31, 2020, whichever is earlier.

Supporters said it is essential to provide municipalities with the flexibility they need to run their government.

They said the bill would allow cities and towns to function while still being fiscally responsible and maintaining the health and safety of voters.

Other provisions include a reduction from 20 to 10 in the number of days before the date of the election that a person must register to vote; allow local election officials to process mail ballots before Election Day in a central location; provide return postage for ballots and applications for ballots; set August 25 as the deadline to apply to early vote by mail in the September 1 primary and October 27 as the deadline to apply to early vote by mail in the November 3 general election; provide for electronic signature and submission of early voting by mail applications; provide for absentee voting by any person taking precaution related to COVID-19; require Secretary of State Bill Galvin in conjunction with the commissioner of the Department of Public Health to establish emergency regulations requiring public health safeguards for in-person voting, including social distancing of voters and election officers, face coverings and personal protective equipment; frequent use of sanitizers and sanitary use of marking pens.

MORE TIME TO REGISTER TO VOTE (H 4768)

House 144-12, approved an amendment that would shorten the voter registration black out period for the 2020 elections by reducing from 20 to 10 the number of days before the date of the election that a person must register to vote.

“The goals of [the bill] is to make voting as accessible and as safe for all in the midst of COVID-19,” said Rep. Patricia Farley-Bouvier (D-Pittsfield), the sponsor of the amendment. By closing this blackout period, we have taken an incremental, but important step in making voting more accessible. Twenty days is much too long. It is our hope that the 10-day cutoff is made permanent; and/or what would be much better: we achieve our goal of Election Day registration.”

Opponents offered no arguments on the House floor.

There was no response from several of the amendment’s opponents despite repeated attempts by Beacon Hill Roll Call to get a statement on why they voted against the amendment.

B. Applicability.

1. Section 34, “Short-Term Rentals”, shall apply to all Zoning Districts.

2. The requirement for “Primary Residence” or “Owner-Occupied” Short-Term Rentals, as defined in Section 14-1012 of the Revised Ordinances of the City of Everett, shall apply only to the following districts: I. Dwelling District II. Lower Broadway Residential Detached District III. Apartment District 3. In any district not mentioned in Section 34 (B)(2), the Short-Term Rental Unit need not be Owner-Occupied so long as a property manager is on duty for said Short-Term Rental Unit(s).

C. Use Regulations 1. No Residential Unit shall operate as a Short-Term Rental without first receiving a license from the Board of License Commissioners.

2. The use of a Residential Unit as a Short-Term Rental for residential occupancy for a fee by a person or persons shall be limited to thirty-one (31) consecutive calendar days.

3. A valid Short-Term Rental License shall last for one year, automatically expiring on December 31. To continue operation as a Short-Term Rental, the Operator must apply for a renewal, the process for which is detailed in Article 14 Division 2 “Short-Term Rental Licenses”.

4. The Operator of a Short-Term Rental must abide by and adhere to any and all conditions on the Short-Term Rental license given by the Board of License Commissioners.

5. No new construction for the sole purpose of short term rentals shall be allowed, with a 20% maximum of condos or rental units allowed to be used as short term rentals in large scale residential building which will be allowed on a first come first serve basis in each building.

This ordinance shall take effect upon passage by the City Council and subsequent approval by His Honor the Mayor.

The Project proposes a three-quarter mile shared use path to extend the existing Northern Strand Community Trail, from its existing terminus at West & Wellington to the recently constructed Encore Riverwalk along the Mystic River. SITE Centers, owners of the Gateway Shopping Center are also funding the design and construction for the parts of the path on their property. The project includes retaining wall construction to build a path that runs underneath two state-owned bridges carrying Revere Beach Parkway (Route 16) while minimizing impacts to the MBTA and wetlands. A boardwalk will also be constructed to bridge between two wetlands without requiring excessive fill.

o n gre s s l a s t we e k passed a bill extending the Paycheck Protection Program (PPP) time period within which to incur necessary payroll expenses from eight weeks to 24 weeks from the date of the PPP loan funding date. Furthermore, the requirement for forgiveness of the loan by paying out 75% of the loan proceeds for salaries has been lowered to 60%.

This leaves room for small businesses to use 40% of the loan proceeds for such expenses as rent, mortgage interest, utilities and other business expenses. The President signed the bill on June 5, 2020. The Bill is actually called the Paycheck Protection Flexibility Act. The deadline for applying for a PPP loan remains at June 30, 2020. There are still monies available in the program. The flexibility in the PPP is designed to make it easier for small businesses to achieve complete forgiveness of the loan. Current PPP borrowers can elect to stick with the original eight-week period or they can elect to utilize the 24-week period instead. This is particularly helpful for businesses that just recently opened up again for business, such

as retail clothing stores, as well as for restaurants that do not even have the ability to serve customers inside their establishment as inside seating and seating at the bar is not currently allowed.

The Small Business Administration will be updating the forgiveness application, and a pdf file will be available on its website.

It should be noted that the new law does not allow any borrower to extend the period in which to meet the payroll expenditure requirement beyond December 31, 2020. With the new 60% threshold comes an all-or-nothing deal. That is, a small business has to meet the 60% expenditure requirement for payroll or none of the loan will be forgiven. There is no more sliding scale offered to the small business where most of the loan would have been forgiven if the small business only paid out 50% of the loan proceeds in payroll during the allotted time period. There may be an amendment to this bill to allow for partial forgiveness in these situations.

New borrowers now have five years to pay the loan back instead of two years, assuming the loan is not forgiven. The interest rate remains at 1% per year. The PPP was launched in early April with $349 billion in initial funding. That was exhausted in less than two weeks.

On April 21, 2020, Congress provided an additional $310 billion in funding for the program. It is designed for businesses with 500 or fewer employees. The business had to be in operation as of February 15, 2020.

Can you write a column educating patients on how to prepare for a telehealth appointment?

Regular Reader Dear Reader, I’d be happy to help! To help keep patients safe and at home during the coronavirus crisis more and more doctors and other health care providers are turning to telehealth (a.k.a. telemedicine) appointments, which are remote e-visits using a digital communication device like a smartphone, tablet or computer.

Although telehealth has been around for a few years now, recent updates to regulations and a surge in demand has made it the easiest way to get many different types of medical care. Most telehealth appointments today tend to be primary care or follow-up visits that can assess symptoms or check on people who have had a medical procedure. Telehealth also works well for some specialties like dermatology or mental health care (counseling/therapy) services.

So, what can patients expect from a telehealth visit, and how should they prepare?

The first step is to call your doctor’s office to find out whether telemedicine visits are available and whether you will need to set up an account or install special software on your computer, phone or tablet.

Until recently, doctors were required to conduct telehealth visits through platforms such as Doxy, Thera-Link or MyChart that were compliant with the Health Insurance Portability and Accountability Act, or HIPAA. But some of those requirements have been relaxed in the current crisis; so many providers are using popular apps such as FaceTime, Skype and Zoom to conduct visits.

Once you know what technology you will be using, get familiar with it. You don’t want to spend the first 10 minutes of your visit trying to figure out how to unmute the audio.

For older patients that aren’t familiar or comfortable with technology, ask a relative or friend with a smartphone, tablet or laptop to assist you.

Take the time to clarify the purpose of the televisit before it begins. Prioritize a written list of three or four issues you want to discuss with your doctor and make a list of the medicines you’re taking, along with the dosages.

Also, have relevant medical devices or logs on hand, such as a penlight or smartphone flashlight for viewing a sore throat, a blood-pressure cuff and thermometer (or recent readings), blood-sugar logs if you’re diabetic or a food log if you have gastrointestinal problems.

If you’ve received medical care at different places, such as an urgent care facility or another doctor’s office, have your latest medical records with you during the telemedicine visit.

Wear loose clothing that will allow you to show your medical provider what is concerning you.

The length of the appointment may depend on the problem. A routine visit could be very quick, while others, such as a physical-therapy appointment, may last as long as a session at a clinic. Waiting rooms are sometimes replaced by virtual waiting rooms.

Before the visit ends, make sure you know the follow-up plan. Do you need to schedule an in-office visit, fill a prescription or get a referral to a specialist?

Right now, Medicare and Medicaid are covering the cost of telehealth visits (see medicare.gov/coverage/telehealth for details), and most private insurers are following suit.

If, however, you don’t have a primary care physician or need urgent care, you can get help through virtual health care service like Doctor on Demand (doctorondemand.com) or TeleDoc (teladoc.com). These services currently do not accept original Medicare, but they may be covered by private insurers including some Medicare Advantage plans – be sure you check.

“This is about the students and how many students are actually learning,” Adrien said, raising her voice. “I want to make sure that no children are being left behind.”

She said that in Boston, the School Committee submits this information to the City Council on a weekly basis.

Ward 3 Councillor Anthony DiPierro said many of Adrien’s questions were answered

during the weekly Zoom meetings hosted by Mayor Carlo DeMaria.

Adrien said she is currently pursuing a Master of Business Administration degree and has been unable to attend those meetings as they conflict with her class schedule.

Therefore, she said, the Zoom discussions need to be accessible to the public.

However, DiPierro did not see that as an excuse, saying he upheld his responsibilities as an elected official despite having a job and earning his degree from Suffolk University all at the same time. “It’s tough to be a voice for the people if you’re uninformed and choose

Ward 6 Councillor Michael McLaughlin said the School Department has been transparent about the action it has taken since the start of the COVID-19 pandemic. “Superintendent Tahiliani has been more than accessible,” he said.

Councillor-at-Large Peter Napolitano said there are certain boundaries that the council needs to respect. “It’s not the City Council’s place to demand this information,” he said. “That’s not our job.”

“You guys are making it about Chromebooks and about budget and about funding,” she said, adding that she is advocating for English Language Learners and students from low-income families.

In addition, Adrien said a teacher recently informed her that out of a class of 50 students, only 14 of them were participating in the Distance Learning program. “This should be a concern for you and for our mayor,” she said.

Squabble over mayor’s legal fees, DeMaria could file lawsuits

In other news, DeMaria was asked to provide the council with invoices for legal services rendered by his attorney, John Pappalardo. DeMaria read two letters indicating that Pap-

palardo was not representing him on any criminal matters and that the city would be billed at $750 per hour, a discount of 55 percent.

However, that did not sit well with Ward 1 Councillor Fred Capone. “There’s absolutely no reason why the City of Everett should be paying that legal fee, that’s your legal bill,” he said. “If you think I’m going to voluntarily pay for your legal fees, you’re out of your mind.”

In response, DeMaria said the invoices will be made available when the city begins making the payments. He also said those elected officials and news organizations who have continuously tried to tarnish his reputation should be “very concerned” about legal recourse.

Proposal for more small cell antennas

After gaining approval to

install small cell antennas at 22 locations throughout Everett, Extenet returned before the council to request permission to install seven additional devices. The proposed locations are 289 Main St., 4 Edith St., 6 Tyler St., 17 Maplewood Ave., 54 Pearl St., 136 Harvard St. and 8 Edith St. Patrick Dailey of Maplewood Avenue said the project description he received was quite vague; however, the antenna on his street would be “less than 35 feet” from his bedroom window.

“I’m very much opposed to this tower,” said Dailey.

Rosanna Ferrante of Extenet said the proposed locations were “driven by demand and customer usage.”

“It’s an engineering analysis,” she said. “Nobody likes their phones to not work.”

Ferrante also said the Federal Communications Com-

mission (FCC ) has str ic t regulations regarding the amount of radiation emitted from a small cell antenna. She assured the council that Extenet’s devices are “well below” the FCC limit.

In addition, Ferrante said her company cannot simply choose a group of utility poles at random. “Sometimes it can be very difficult to find a pole that works,” she said.

Councillor-at-Large Wayne Matewsky said Maplewood Avenue is “one of the nicest streets in Everett” and should not have been selected for an antenna. “I wouldn’t want one of these in front of my house,” he said.

“Something just doesn’t jive with me; I’m not going to vote for these unless they’re on a high-rise building.”

The council will revisit the matter during its first meeting in July.
