n May 20, State Representative Joseph McGonagle and his colleagues in the House of Representatives passed legislation in their third remote formal session that would invest up to $1.63 billion in the governmental infrastructure of the Commonwealth. The legislation, An Act financing the general governmental infrastructure of the Commonwealth, ensures that Massachusetts invests in large-scale projects related to technology, education and public safety, as well as directs funding to specific regional and municipal projects

in need of improvement, especially during the COVID-19 pandemic.

“This pandemic has created a set of challenges we did not initially expect, but so far we have done a fine job of rising to the occasion,” said McGonagle. “Many in the Commonwealth quickly switched to virtual work, which helped the health data trend positively and allowed us to continue doing our jobs and serving the

people of the Commonwealth.

Despite some technical glitches, I believe we have been successful in adapting to these issues. I’m grateful to Speaker DeLeo and Chair Michlewitz for prioritizing this bill, and I’m very excited for the benefits Everett will gain.”

Councillor questions education plan, communication during COVID-19 Dear Editor,

A

s an elected official, I am not afraid to speak out about issues that affect our community, and be a voice for the voiceless. Last week, I created a stir of emotions because I addressed the way School Committee and School Leadership handled certain issues during COVID-19.

In the last three months, I’ve received multiple phone calls, emails, and text messages from students, parents, school employees, and other elected officials concerned about multiple issues in the school system.

Examples include parents spending their own money to make up for what the school should have been doing all along, no communication plan to the parents, school employees looking for legal counsel, and students who felt left behind.

At the end of many of these conversations, I felt embarrassed. I happily took the time to listen, and I asked each person, what do you want to see done?

Every conversation left me puzzled, asking myself, “Are they doing what is best for the students?” and, “What could I do to help solve this problem?”

I have many examples, but here are four ways in which I feel there was a lack of leadership: - Lack of equity and communication plan for all parents, including English Language Learners, Special Needs, and Low-Income - Food access for all students - Seniors Celebrating their Milestone - Parent and Employee Confidence in the School System At the beginning of the COVID -19 outbreak , our

Mayor decided to shut down the schools. Before the shut down, I wondered what the education plan was and how they would communicate next steps to all parents. A few days after the shutdown, students and parents reached out to me, asking what was going on, they had not heard from the schools. Students were wondering about their graduation plans, what would their grades have to be/ how would grades be determined for them to graduate? I wondered, why they did not figure out a plan before they released the students, and communicate it to all parties involved?

Once we heard food would be distributed to students, no one reached out to me about the logistics. I wondered, how are they reaching out to parents? A week in, City Councilors were told the number of people

coming to pick up food was much lower than anticipated, and asked to help get the word out about the food distribution. Again, I wondered, what was the communication plan and how were they implementing it?

When the schools decided to distribute Chromebooks, they explained on social media that parents could pick them up on certain days based on the first letter of their last name. I knew many parents did not get this information, because multiple parents reached out to me to ask how they could get a Chromebook. They asked how to access the learning plan. With 7200+ students, I did not understand the plan, how many weeks would it take to get every household a computer to learn? Then the number of cases climbed in Everett. What happened next?

Will they be left behind?” I grew up with parents who had no idea what a computer was and wouldn’t have been able to afford internet service. When a Spanish speaking Everett parent reached out to a Chelsea City Councilor about receiving the Chromebook but not having internet, not knowing what to do, I was broken-hearted.

Parents reached out about food. I told them, please call 311. I contacted the 311 Director early, knowing the number of calls, many from Spanish and Por tuguese speakers would be high. I asked what the plan was, and how we could find solutions together. I was told everything was being handled.

chool officials stepped up to defend Superintendent of Schools Priya Tahiliani and the School Department as a whole following statements made

by Councillor-at-Large Gerly Adrien that attacked the district’s response to the COVID-19 pandemic.

“I have no idea where this is coming from, nothing could be further from the truth,” said School Committee Chairman Thomas Abruzzese, adding that Tahiliani has gone “above and beyond” her standard job requirements since the crisis began. “I have not gotten one single call from a constituent complaining about

anything.”

Abruzzese also said that the virus is unlike anything that anyone has ever experienced. “We’re in very unchartered waters here; it’s changing on a daily basis,” he said.

“Everybody’s trying to do the best they can.”

Everett pauses to remember the fallen

s Everett’s veterans and elected officials gathered to observe Memorial Day, it was revealed that the list of deceased servicemen and women had grown by 35 percent since last year.

“This pandemic, this virus, has taken so many from us – especially our elderly veterans,” said Veterans Commissioner Jeanne Cristiano during the May 25 ceremony at Glenwood Cemetery. As a precaution against COVID-19, many attendees chose to remain in their vehicles during the ceremony.

Cristiano credited Mayor Carlo DeMaria with organizing this year’s event. “The only reason we’re doing this is because of Mayor DeMaria,” she said. “When the mayor decided to do this, it was like my whole life began again.”

OBJECTS| FROM PAGE 5 Chairman Frank Parker said Mayor Carlo DeMaria began hosting weekly Zoom meetings just days after the pandemic began. He said that during those meetings DeMaria has addressed questions submitted by department heads and city officials.

“Councillor Adrien decided not to participate in these meetings,” said Parker. “Had she participated, she would have had many of the answers to her questions. You can’t be the voice for the voiceless unless you’re informed.”

School Committee Member-at-Large Samantha Lambert said a series of difficult

decisions had to be made in a very short period of time when COVID-19 first surfaced in Massachusetts. “We were responding to a crisis and priorities had to be quickly established, plans laid out with flexibility for the many unknowns ahead of us, action taken while waiting for state guidance, and our students and their families’ emotional and educational needs cared for,” said Lambert. “I am proud of the efforts, collaboration and communication that the School Department and the city have displayed in an uncertain time. No one has all the answers, but we can all be part of the solutions.”

City mourns loss of Paul Russo

Many Everett teachers told me there was no communication plan for them for almost two months. I watched the video that the Superintendent released to the teachers about the end of year plan. I don’t feel it instilled the confidence or clearly outlined the steps needed to ensure that equity would be achieved for all students in all circumstances. Also, they did not seek input.

Last week, another Everett newspaper highlighted Super Mom Shenae Jackson, whose questions about the cap/gown and yearbook (she paid for) were not addressed. Was there a plan in place for the Seniors before COVID-19? There was no communication, so she

aul Russo, known by many as the life of the Connolly Center, passed away on May 25 at the age of 71.

“Everybody knew Paul, everybody loved Paul,” said Dale Palma, director of the Council on Aging. “He was an intricate part of our center; he was very proud to be from Everett.”

Palma said Russo first came to the Connolly Center more than 20 years ago as a guest of his parents, Frederick and Virginia. From there, he became a “prime volunteer,” assisting with trips, the senior summer concerts and the mayor’s barbecues. “He took pride in his work,” said Palma, adding that Russo was also a longtime employee of the MBTA. Mayor Carlo DeMaria remembered Russo as a “kind and thoughtful” individual.

“On behalf of my family and I, our prayers and condolences go out to the family of my friend and Everett legend Paul Russo,” he said. “Pauly was a dedicated member of our community. He always went above and beyond to help the city of Everett and the Connolly Center.”

Ward 1 Councillor Fred Capone remembered Russo for his affection for those around him. “Paul was a wonderful person, he was universally liked by everyone,” he said. “He always welcomed you with a warm smile, a kind hello and

a friendly hug. My wife and I were very fond of Paul and always looked forward to seeing him at the Connolly Center.Paul will be greatly missed.”

Ward 3 Councillor Anthony DiPierro said he knew Russo since he was a child.

“Paul was a very gentle soul, he was always eager to help out in any way he could,” said DiPierro. “I remember when I was a young boy, I would often see Paul around the city, helping out his mother and pushing her around in her wheelchair later in life. That says a lot about a man. “ DiPierro also recalled how Russo always supported him

during his political campaigns.

“He would walk into whichever campaign headquarters I was working out of at the time and if he thought I was stressed out, he’d start to grab my shoulders and pump me up, making me feel like Rocky in the corner of a ring,” said DiPierro. “I’ll always be grateful for the many laughs and friendship I shared with Pauly over the years.”

Ward 2 Councillor Stephanie Martins offered her condolences as well. “Pauly was such a sweetheart,” she said, “always there with a big smile, hugging and helping everyone.

Now people are trying to say the school committee and school leadership were planning activities all along. All any of us really know is that the schools shut down in mid-March. In the first week of May, there were still questions as to what the plan was. When we finally received an update, it still did not address inequities in students’ personal situations. One piece of the plan had me concerned about safety, giving out students’ addresses to strangers.

As we continue into summer and the next school year, we need to ask ourselves, are we doing our best for every student and utilizing resources to en-

sure that we are working hard for everyone? At the end of the pandemic, elect-

Pandemic Unemployment Assistance triggers “unintended consequences”

A

s businesses throughout the city prepare to reopen, questions have been raised about how many employees will actually return to work.

Under the federal Pandemic Unemployment Assistance program, Massachusetts provides a weekly payment of $1,155. This is the greatest amount of unemployment compensation in the country, according to the U.S. Department of Labor.

“This program was rolled out with good intentions, but there have been some unintended consequences.

Employees are making more

money staying home,” said Margaret Laforest, Greater Boston regional director of the Massachusetts Office of Business Development (MOBD), during the Small Business Administration (SBA) and MOBD webinar hosted by the City of Everett on May 21.

Laforest said this dilemma could be compounded as the weekly $600 payments could be extended. “That’s going to be a real struggle as well,” she said.

However, Nancy Gerardi, the SBA’s Northeast regional director, said if an employee refuses to return to work, that decision will be documented by the person’s em-

ployer and forwarded to the proper authorities.

In addition, Laforest said employers must have COVID -19 Control Plans and Compliance Attestation posters visible in their businesses, adding that these requirements will be enforced.

Nadine Boone, the SBA’s assistant district director for Business Development, said that since April 3, the SBA has allocated $14.2 billion under the Paycheck Protection Program (PPP). Those funds have since been disbursed to 104,000 businesses in Massachusetts. She also said that 3,500 Economic Injury Disaster Loans were ap-

Baker-Polito Admin. to celebrate Mass. High School Class of 2020 with virtual Commencement I

n partnership with WGBH, Governor Charlie Baker will deliver a commencement address to the Class of 2020 as part of a celebration for graduating seniors from 668 public and private schools across the Commonwealth, to be aired in a special broadcast at 7:30 p.m. on Tuesday, June 9. Massachusetts Commencement 2020 will feature congratulatory remarks from Jason and Devin McCourty of the New England Patriots, members of the Red Sox and the Boston Celtics as well as a number of celebrities with Massachusetts ties, including singer Rachel Platten and actor Steve Carell. In a special premiere performance, members of the legendary Boston Pops Orchestra, with Keith Lockhart conducting, will provide the traditional graduation march “Pomp and Circumstance” for the ceremony. Students from around the Commonwealth will give valedictorian-type speeches to their classmates.

WGBH will broadcast Massachusetts Commencement 2020 across the Commonwealth: on WGBH 2 in Great-

er Boston and on its partner station WGBY/New England Public Media in western Massachusetts. Both stations will stream the program on their website and social media platforms. Nationwide unemployment scam targets Massachusetts claimants

B

OSTON – Criminal enterprises in possession of stolen personal information from earlier national data breaches have been attempting to file large amounts of illegitimate unemployment claims through the Massachusetts Department of Unemployment Assistance (DUA) system. This is part of a national unemployment fraud scheme.

DUA has begun implementing additional identity verification measures that will temporarily delay the payment timeframe for many unemployment claims in Massachusetts.

As a result of these measures, certain unemployment claimants might be asked to provide additional identity information in order to verify the validity of their claim.

Mass. college baseball coaches have great advice for prospects Despite missing H.S. season, parts of summer, opportunities still exist for recruitment

igh school baseball players looking for a ticket to a potential college roster in their future still have plenty of opportunities to achieve their goal, according to a panel of college coaches who recently participated in an informative virtual discussion on recruiting.

Many high school baseball prospects, particularly Class of 2021 juniors, who consider themselves “next up,” were devastated when the coronavirus pandemic erased the spring sports season for all high schools nationwide.

Though many state officials nationally, as well as those here in Massachusetts, now say the surge in virus cases is behind us, the impact has already cut into the summer season. The spring school season, combined with the summer baseball months, was considered prime time for recruiting 2021 juniors along with top prospects from the Class of

Pyne, a Division 3 school which is a member of the high-end academic New England Small College Athletic Conference (NESCAC). The three coaches combined to deliver a tremendous, nearly four-hour virtual “Zoom” session coordinated by the Massachusetts Baseball Coaches Association (MBCA), a 350-plus member organization comprised of Massachusetts high school and college baseball coaches. Over 50 high school coaches and about a dozen college baseball coaches participated in the virtual clinic.

Pandemic-related factors affect future college rosters

Both Coach Barese and Coach Rocco confirmed that there would be fewer spots on their recruiting shopping list for Class of 2021 players this year, but they pointed to other pandemic-related factors as well. Namely, all collegiate baseball players have been granted an additional full year of athletic eligibility, since the

college seasons were ended about three weeks after they began in the spring, due to the pandemic. That means that seniors who played this past spring can come back for another year to replace the season they missed, if they wish.

“Naturally, that’s going to tighten up rosters and reduce spots, depending on how many seniors come back,” Coach Rocco said, “but we are honoring any and all commitments we have made; that includes committed players from the 2020 and 2021 classes.”

“Some seniors will come back, others will just go out into the working world, not wanting to be full-time students an extra year just to play a last year of college baseball,” Barese said. “Obviously, there’s a cost involved with a decision like that, and parents and players will have a big decision to make on that value of another year, especially in … uncertain financial times.”

Coach Pyne said the “senior return” factor did not affect his program as much for a lot of reasons, particularly since his brand of student-athletes at

Everett man facing charges of vehicular homicide, manslaughter

T

he Middlesex District Attorney’s Office has confirmed that Tyriek Brown, 26, of Everett, was the driver of the Ford Mustang that struck and killed two pedestrians in Lowell on May 21.

The preliminary investigation stated that the crash occurred at approximately 6:30 p.m. as Brown was al-

legedly racing another driver along Pawtucket Boulevard in Lowell. Brown’s vehicle then “veered off the road� and hit Jose Medina, 66 and Fernanda Medina, 62, both of Lowell. Despite taking lifesaving measures, first responders were unable to revive the victims, and they were later pronounced dead at Lowell General Hospital. Brown reportedly sustained non-life-threating

injuries.

Brown was subsequently arrested and charged with motor vehicle homicide and manslaughter.

He was arraigned telephonically in Lowell District Court on May 22.

According to the District Attorney’s Office, the driver of the other vehicle fled the scene. Investigators continue to search for that individual.

Immaculate Conception Church welcomes back parishioners Dear Immaculate Conception Parishioners, After suspending all activities due to the Pandemic, I am very happy to inform you that on May 31, 2020 the Feast of Pentecost, we shall re-open our Parish of the Immaculate Conception in Everett.

I am very grateful for your support for the Church, especially your continuing your monthly donations whether by mail, by delivery to the Rectory or online.

Everett has the 5th highest rating in state for COVID-19

O

ver the past week, the number of confirmed COVID-19 cases in Everett increased from 1,474 to 1,565 cases – a 6 percent increase, according to the latest weekly city/town cases available Wednesday.

With a rate of 3,224.38 per 100,000, the city has the fifth highest rate among communities in the state. Of the 5,122 people who were tested for COVID-19, 30.6 percent tested positive for the virus.

People can compare the number of COVID-19 cases confirmed in Everett to those in neighboring cities and towns as well as communities of similar size by going to the Massachusetts Department of Public Health (DPH) website at https:// www.mass.gov/info-details/ covid-19-response-reporting – then click on COVID-19

All three coaches urged baseball prospects to be proactive when it comes to pursuing a college baseball future.

Researching the colleges they have on their radar and being prepared when an opportunity does arise for interaction between player and recruiting coach goes a long way.

“Anyone in our field can identify a good baseball player. It’s what happens afterward which creates a path to that player becoming a valued recruit to our program,” said Merrimack’s Barese, whose Warriors team kicked off its very first season at the Division 1 level this past spring, only to see the season cut short by the pandemic. “We are also looking for that high-character kid who works hard in the classroom.”

“It’s going to be different this summer in recruiting, for sure, but a lot’s going to be the same,” Barese added. “We’ve seen kids being more proactive this year than in past years.

We have received a lot more video this year than ever before, and that’s because we did not have a chance to see any of these guys in the spring.”

"But we are being positive and expecting there will be good opportunities to see a lot of players later this summer and probably into the fall,” Barese added. “I can’t wait to go spend 12 hours at a ballpark watching a showcase or a tournament and scouting players. I speak

heavily recruited 2021 players have already made verbal commitments, including to their Division 1 and 2 programs, respectively. But both also acknowledged the door is still very much open.

Recruiting process will probably go later

“This [recruiting] process is definitely going to go later than in the past...into the fall and probably early winter,” Barese said. “We encourage players to stay active and continue what they are doing.”

All three coaches encouraged baseball prospects to contact coaches of schools they are interested in, particularly schools they researched to determine if they, the players, appear to be a good fit for that school. Videos of any kind are also acceptable, whether it’s a workout or game film.

“J u s t u s e y o u r h e a d s , though,” Coach Pyne advised.

“The backwards-hat-wearing kid who uses the language he uses with friends that’s not fit for public ears is not going to help himself at all. Be smart about what you are projecting when sending a video.”

“Stay positive,” Coach Rocco said. “There is absolutely a spot for everyone at the college level for players who want to work to get better, are coachable and are willing to work in the classroom. You just have to keep searching to find that right match.”

After WWll, he earned his bachelor's degree in business administration in engineering and management from Northeastern University. He worked in mechanical and manufacturing engineering until retirement. Bill had many talents.

He designed and constructed additions to his home and designed and built a summer home for his parents with his brothers. He built a dune buggy for his daughters. Bill en-

joyed spending time with his family and friends, he was an active member of his church Christ the King Parish in Mashpee and spent many hours volunteering at the church thrift shop. Bill and Ruth enjoyed square dancing; they were members of the Nautical Twirlers square dance club and attended many dance conventions around the country. Bill and Ruth enjoyed traveling around the states and in Europe. Bill had many hobbies, including gardening, building and flying remote control air planes, and building train sets for his grandchildren. He was an avid boater and active member of the Coast Guard Auxillary. Bill performed many rescues and was an instructor for safe boating classes. Bill was always there to support his family and help with whatever they needed at a moments notice.

f Everett passed away Saturday, May 16, 2020 at Rosewood Nursing Home in Peabody at the age of 93. Born in Everett on June 27, 1926, she was the beloved daughter of the late Dr. Sidney S. and Beulah (Savage) Listernick.

Mildred was predeceased by

her husband Maurice J. Reutter where they resided in Lexington for over 50 years.

Mildred was a graduate of Everett High School (1944) and earned a B.S. degree from Tufts University in Biochemistry (1948), and a Master’s degree in Education from Boston University. She was a beloved, lifetime teacher in the Everett school system, where she taught 1st grade at the Lafayette and Devens schools until her retirement. She was an active member of the Massachusetts Teachers Association, and the Eastern Star. Mildred and her husband loved to travel and visited many countries in Europe, Asia and the Caribbean. They enjoyed spending their free time in St. Thomas and Cape Cod. She was an avid piano player and enjoyed sharing her music with her students and family over the years.

She is survived by her brother, Dr. Stanley E. Listernick and wife Roselyn of Peabody, nieces Debbie Listernick of Maynard and Julie (Listernick) Estrada & her husband Ruben of North Andover, and nephew Glenn Listernick & his wife Denise of Duxbury. “O ver the last several months, thousands of public employees have been working from home,” said House Ways and Means Chairman Aaron Michlewitz. “While this has certainly helped us flatten the curve, it has also put tremendous pressure on our information technology infrastructure like the commonwealth has never seen before.

We can all share stories from the past couple of months of the difficulties of conducting business in this new environment. These funds will help ensure that employees can continue to work remotely as needed while still providing vital services to our constituents.”

“The House’s redraft of Gov. Brad Hill (R-Ipswich). “However, I had strong concerns about the levels of additional borrowing proposed in the consolidated amendment and felt that many of the earmarks were not needed.
