ast month the Mystic River Watershed Association (MyRWA) created a network of determined volunteers who have been working to clean up both shores of the Malden River. In order to keep the Malden River clean and trash-free, Friends of the Malden River President Karen Buck, who is also the project manager of Trash Free Malden River, organized a group of Malden residents to clean up Everett’s new waterfront park, Rivergreen.

“I want to thank the Friends of the Malden River for going above and beyond during this time to tend to the envi-

ronment, specifically Everett’s Rivergreen Park,” said Mayor Carlo DeMaria. “Having a clean waterfront not only makes our city look better, but it’s also essential to the health of Everett residents.”

MyRWA joined #TrashTagChallenge by creating an April Earth Month event. Volunteers worked to clean up the shoreline and also picked up street litter to prevent trash from flowing through stormwater street drains into the Malden River. To date, volunteers have collected 29 bags of trash from the riverbanks.

Trash bags included approximately 1,817 single-use plas-

tic bottles and 10 bags of degraded plastic. The group also collected a TV, cooler and soda CO2 dispenser. On the opposite shore (River’s Edge), volunteers collected 15 bags of trash that was all plastic and Styrofoam, including approximately 2,074 plastic bottles.

“We all share the responsibility of respect and care for our Malden River and our environment. We improve our lives through caring for our environment,” said Buck.

Kevin O'Connor Earns Spot on the Ballot, Despite Career Politician's Attempts to Keep Challengers Off

epublican Candidate for U.S Senate Kevin O'Connor announced this week that his campaign has surpassed the required signature threshold to get on the ballot.

KOC for Senate volunteers and campaign staff worked tirelessly in the face of a daunting challenge due to Covid-19.

When the Beacon Hill power brokers refused to align the signature requirements with the public health needs, O’Connor successfully led a bipartisan group of candidates in an historic lawsuit before the Supreme Judicial Court. His legal victory cut the signature requirements for all candidates in half and allowed candidates — for the first time

— to submit electronic signatures.

City, Police Dept. grieve loss of retired police captain

J

ust two months after retiring from the Everett Police Department, Captain Richard Basteri passed away on May 3 at the age of 65.

“Rick was a well-liked and respected member of the Police Department who served since 1983,” said Police Chief Steven Mazzie. “Rick served in various capacities over the years and was a steady presence atop the ranks. He served alongside his wife, Officer Michelle Basteri, and most recently, his two sons, Joe and Nick. Our thoughts and prayers go out to the entire family during this time.”

Mayor Carlo DeMaria and his wife offered words of sympathy as well.

"On behalf of Stacy and I, our sincerest condolences to the family of retired Captain Rick Basteri, a dedicated member of Everett Police Department, serving our community since 1983," said DeMaria.

Animal Control Officer Stacia Gorgone spoke about Basteri’s fondness for animals. “Captain Basteri was one of the kindest guys I ever met who just loved to talk about animals and his family’s dogs,” she said. “The world lost another amazing officer.”

Ward 1 Councillor Fred Capone remembered Basteri’s service to the city, which spanned more than three decades. “Captain Basteri was a great guy; he always made himself available to listen and help in any way possible,” said Capone. “He served Everett proudly, with honor, for over 37 years and his family continues to serve the people of Everett. The city is a better place thanks to the dedicated service of Captain Richard Basteri. My family and I extend our heartfelt condolences to his family.”

COVID-19 House Response

Everett woman gives birth while battling COVID-19

W

hile in a 72-hour medically induced coma at Massachusetts General Hospital (MGH), COVID-19 patient Lisseth Hernandez of Everett gave birth to twins via an emergency cesarean section.

The reason for the emergency procedure was not made available as it is protected by the Health Insurance Portability and Accountability Act. The babies, Sebastien and Milagros, were delivered two months early and therefore needed to be on ventilators in the neonatal intensive care unit (NICU). However, no devices were available at MGH as every ventilator was already being used for the hospital’s COVID-19 patients. Therefore, the staff at MGH contacted Dr. Jaclyn Boulais, associate director of the NICU at the Floating Hospital for Children at Tufts

Medical Center, to have the babies sent to that facility. Although it was an unusual circumstance, Boulais said she could certainly accommodate the twins.

“It’s not often that people reach out to us in this specific condition,” she said. “I think it was just a tremendous display of teamwork across institutions.”

Two weeks later, Hernandez made a full recovery and was able to see her newborns for the first time. “To feel those little hands, those little feet – I don’t have words to explain that,” she said. “I’m just happy to have them.”

Sebastien and Milagros continue to grow and gain strength. Doctors expect that the babies will be able to go home to Everett within the next five weeks. “ T h e y ’r e v e r y m u c h twins, competing with each other,” said Boulais.

McGonagle and House Pass Legislation to Ensure the Fiscal Health of the Commonwealth

OSTON – During its historic first remote voting formal session today, House Speaker Robert A. DeLeo and Representative Joseph McGonagle along with their colleagues in the House of Representatives passed legislation to authorize necessary state borrowing during the COVID-19 public health emergency.

“During this time of uncertainty, the House is focused on not only public health but ensuring the financial health of our Commonwealth,” said Speaker DeLeo (D – Winthrop). “I am grateful to Chair Michlewitz for his work to move this legislation forward and to the House COVID-19 Working Group that made this vote possible today.”

“I am extremely proud of my co-workers and being a member of the Massachusetts State Legislature for finding a historic way to function and continue voting during this time,” said McGonagle. “The legislation we passed is crucial to the economic wellbeing of the Commonwealth, but I cannot stress enough the importance

The legislation, An Act to Facilitate the Delay of the Income Tax Filing Deadline, authorizes the State Treasurer to borrow in anticipation of tax receipts by the end of Fiscal Year 2020 and to repay those sums

by June 30, 2021. This action is necessary due to the delay in tax revenue as a result of the extended deadlines of income tax filings and payments to July 15, 2020, which were extended because of the

COVID-19 public health emergency.

The session, which included remote voting, was the first held following the passage of Emergency Rules enabling Members to vote and debate safely in the midst of the COVID-19 pandemic.

"In the immediate aftermath of the COVID-19 outbreak, the Legislature, working closely with the Baker Administration, passed legislation that moved the income tax filing deadline for residents of the Commonwealth. While this step helped thousands of people have more time to prepare their tax returns, it created a serious cash flow problem for the State,” said Representative Aaron Michlewitz, CoChair of the Joint Committee on Ways & Means (D-Boston).

“By passing this legislation we will ensure that the fiscal health of the Commonwealth remains strong and that we are able to maintain the services that our constituents rely upon each and every day.”

The bill will now go to the Senate.

Mayor extends nonessential construction moratorium

M

ayor Carlo DeMaria recently extended the stoppage of all nonessential construction projects until Governor Charlie Baker lifts his State of Emergency declaration, which has been in effect since March 10.

“This applies to all work sites, including but not limited to all work authorized by building permits and street opening permits previously issued,” DeMaria said in his April 30 order. “When non-essential construction resumes, it will be conditioned upon the submission and approval of a COVID-19 Safety Plan detailing job site practices to be followed to protect worker and public safety.”

He said all essential construction projects will be allowed to continue provided that each site operator submits a COVID-19 Safety Plan,

which will then be subject to approval by the city. “Every permit either newly applied for or previously issued, will not allow work to commence until the approval of a COVID-19 Safety Plan,” said DeMaria. “The operator shall ensure that the work site and activities undertaken therein are and shall remain in compliance with the state guidelines.”

James Soper, director of the Inspectional Services Department, said even essential projects would be put on hold if the COVID-19 Safety Plan is not approved or if workers do not obey a plan that was previously approved.

“If they don’t act according to the plan, they’re going to be stopped,” he said.

However, Soper said he does not expect any problems with the plans going forward.

“I don’t see anyone getting denied,” he said.

Each COVID-19 Safety Plan must include “steps taken before a shift starts to ensure worker and public health and safety, practices to ensure achievable social distancing, materials provided to ensure jobsite hygiene, protocols for the use of personal protective equipment, communication and training practices to ensure that information is received and adhered to and procedures in the event that there is an onsite COVID-19 exposure.”

DeMaria also said landscaping crews with no more than five workers can continue to operate provided that each crew submits a COVID-19 Safety Plan. He said geotechnical and environmental work will also be permitted. However, DeMaria said any “emergency work” must be approved by his office, the Board of Health and the Inspectional Services Department.

SBA webinar provides crucial information for small businesses

A

s the COVID-19 pandemic continues to ravage the state and local economy, small business owners were reminded that assistance is still available.

Nadine Boone, lead business opportunity specialist for the Massachusetts District of the U.S. Small Business Administration (SBA), recently spoke about the Paycheck Protection Program (PPP), Pandemic Unemployment Assistance (PUA) and Economic Injury Disaster Loans (EIDL). “The Small Business Administration has done 14 years of work in 14 days,” she said during the small business webinar hosted by the city on May 4.

Boone said a PPP loan will become a grant provided that 75 percent of the money is used for payroll and that the remaining 25 percent is used for rent and utilities. “It’s an incentive for small business owners to keep their employees on payroll,” she said. “The rules of engagement are very important.”

She also emphasized that small business owners do not need a relationship with a particular bank to be eligible for the PPP. “I want to make that clear,” she said.

However, Boone said the program has a time limit.

“This program ends on June 30 or as soon as money runs

out,” she said, adding that there is also a salary cap of $100,000.

PUA provides “up to 39 weeks of unemployment benefits to individuals who are not working as a result of COVID-19 and are self-employed, independent contractors, gig economy workers and others who otherwise would not qualify.” PUA also provides claimants with an additional $600 per week.

Lastly, EIDL provides up to $10,000 and does not need to be repaid. As of April 24, $263.9 million in EIDL funding had been disbursed to small businesses across the state.

Margaret Laforest, Boston regional director of the Massachusetts Office of Business Development, said Governor Charlie Baker’s Reopening Advisory Board will submit its recommendation to him on May 18 on how to go about reopening Massachusetts. “There’s a lot of anxiety about reopening the economy,” she said, adding that the state’s unemployment rate has climbed to 25 percent.

Marc Whittaker, president and CEO of Eagle Bank, said his employees have been working feverishly to assist small businesses. “Our staff has been working around the clock to get this done,” he said.

Remdesivir identified as aggressive COVID-19 treatment

W

hile it is not a vaccine, the investigational antiviral medicine remdesivir has emerged as a promising treatment for COVID-19 patients.

“This is not a home run, it’s a double though,” said Dr. Elizabeth Hohmann of Massachusetts General Hospital.

Hohmann specializes in infectious diseases and is a principal investigator in the Adaptive COVID-19 Treatment Trial, which began in February.

On April 29, the National Institute of Allergy and Infectious Diseases reported that a study’s preliminary results showed that COVID-19 patients recovered 31 percent faster after receiving remdesivir.

Hohmann said remdesivir, which was originally de veloped to treat the Ebola and Marburg viruses, “shuts

down the viral replication” of COVID-19. Thus far, no other medicine has had that effect. “I’m cautiously optimistic that the results will look even better with more patient data analyzed,” she said, adding that remdesivir is administered intravenously over five days.

On May 1, the U.S. Food and Drug Administration gave authorization to begin using remdesivir on an emergency basis.

In addition, Hohmann said the patients in the study run the gamut from having mild COVID-19 symptoms to being intubated in the intensive care unit. “One of the good points about this this study was that it included patients with a wide spectrum of illness,” she said.

Hohmann also said it is important to continue exploring other potential treatments.

“There may be approaches

that are appropriate for people who’ve reached a certain level of illness,” she said.

“There’s so much left to learn and there are many other viable options. Everyone is on the edge of their chairs.”

Everett Public Health Nurse Sabrina Firicano said researchers need to be focused on both treatment options as well as a vaccine. “It’s important to have both,” she said. “It’s good to have a treatment option and a preventative measure.”

In addition, Firicano said that as of May 6, there were 1,199 cases of COVID-19 in Everett, which represented a 24-hour increase of 21 cases.

However, she said the number of residents who tested positive for the virus has fallen to 10 percent – the lowest percentage since March 24. “We’re seeing a steady decrease, the numbers are getting lower,” she said.

The grant will help with the basic needs of older adults and adults living with disabili-

ties and mobilize resources for emergency assistance to Everett residents who are financially impacted by the COVID-19 pandemic, with a focus on those who are most economically vulnerable. The funding will help MVES prevent financial crises and displacement of older adults and adults living with disabilities living in Everett.

s a State Senator, one of my greatest sources of pride has always been my district’s small business community. I grew up in a small business, living above my parents’ flower shop as a kid. My entire life, I witnessed the hard work and dedication it takes to run a small business, and the struggles that so many owners face.

I have always understood that the backbone of our economy is our small business community, and today I have an intimate understanding of how much that community is hurting due to the fallout of the COVID-19 emergency.

Every day, I hear from family-owned businesses, restaurant owners, and small shops about the enormous toll this pandemic has had on their businesses and employees. While federal small business relief programs, like the Paycheck Protection Program, Economic Injury Disaster Loans, Express Bridge Loans, and Small Business Association Debt Relief have been made available to help our nation’s small businesses, I also know that accessing these relief options has not been easy.

To my local small business community: please know I hear your concerns. I know that these are exceptionally challenging and frustrating times as you navigate your federal relief options. However, I want you to know that you do not need to face these difficult times alone.

There are a number of technical assistance resources out there to help small business owners apply for and access relief, and I wanted to highlight a few that may be particularly helpful. Additionally, my office is always available to connect you with these programs that are assist-

First and foremost, the United States Small Business Administration’s Boston District Office is available to provide financial and technical assistance to small business owners. The SBA works with a number of local partners to counsel, mentor, and train small businesses, and they can connect you with support provided by their Resource Partners, such as SCORE offices, Women’s Business Centers, Small Business Development Centers and Veterans Business Outreach Centers. All of that information on assistance can be accessed on the SBA’s website: https://bit.ly/35vFVZU. On a local level, the Massachusetts Growth Capital Corporation (MGCC) COVID-19 Small Business Stabilization Network is offering small business support, including lending, financial education, and business coaching. This network consists of 48 Small Business Technical Assistance grantees and nonprofit organizations brought together by MGCC. Together, this network covers the whole state.

Additionally, MGCC is supporting Massachusetts’s small business owners by providing multilingual application assistance for the SBA’s Paycheck Protec-

tion Programs. Small business owners interested in receiving help from the MGCC and the COVID-19 Small Business Stabilization Network should visit the MGCC website for details: https://www.empoweringsmallbusiness.org/.

Another important resource that is available, especially for our district, is the Massachusetts Equitable Paycheck Protection Program (PPP) Access Initiative.

This initiative is committed to providing timely access to the Small Business Association PPP for underbanked businesses and historically disadvantaged demographic groups, including people of color and women. A coalition of banks is committing to making PPP loans directly and a network of Community Development Financial Institutions (CDFIs) are providing technical assistance with loan applications. If you are a minority-owned business, you are encouraged to apply as soon as possible: https://bit.ly/2W3enrJ. Of course, these are only just a few highlights of technical assistance options that are available. The www.mass.gov website has a comprehensive list of COVID-19 resources and guidance for businesses that I encourage you to explore for a full overview.

While we face a long road to recovery, I am fully committed to supporting the small businesses that have always made my district so vibrant over the years. Outpouring of support for Connolly Center Food Pantry Dear Editor: I want to take this opportunity to recognize Mayor DeMaria and his administration, the volunteers and all those who are putting their lives at risk to help those who are less fortunate. I am overwhelmed with gratitude for the help we have received for Seniors during these challenging times. For example, this week alone, the Facilities Department has picked up approximately 2,500 pounds of food to be distributed at the Connolly Center Food Pantry.

The Facilities Department, led by George Lane, is amazing and are on point with this process. Kudos to them!

Those foods have been distributed to approximately 1,000 people who wait in line during the Grab and Go Food Pantry.

Additionally, members of the Everett Police Department and volunteers deliver approximately 150 bags of groceries from our pantry as well as the Grace Food

Pantry.

Our volunteers also distribute food to the various senior buildings, including 40 at Golden Age Circle, 60 at Whitney Lorenti house,

by Gerri Miranda and Clare Ellyn Nee. Finally, 120 bags of groceries get delivered by staff and volunteers to Whittier Drive Housing Complex, and Glendale Towers per request.

The Inspectional Services Department has been delivering 450 meals to seniors each day. Hats off to Jim Frank, Lou and the entire crew for in many instances, going the extra mile to make sure our seniors are safe. Lunch delivery serves many purposes, first and foremost to provide at least one nutritious meal to our seniors each day. It also serves as a wellness check and in some cases a little bit of social interaction that our seniors would otherwise not have at this, or any other time.

Of course, our guys at the City Services make sure our excess trash, boxes and recyclables are picked up in a timely manner and are ready to lend a hand as requested.

I would like to also add, I have received a tremendous amount of positive responses on The Senior Exercise classes airing on ECTV. Here are just a few examples below: • “Thank you for the classes. They are keeping me sane.”

• “It’s good to see a friendly face on ECTV.” • “Everett cares for us seniors.”

I am pleased with the way the community has banded together to help our most at-risk residents. I would like to thank everyone for the help, the compassion and willingness to go above and beyond.

f Everett, age 94 on April 29. Be loved husband of the late Eleanor (Olivieri).

Devoted father of Michael and his wife Carol of Everett. Loving brother of Salvatore Balzotti, Evelyn Olivari, Joseph Balzotti and the late Kathryn Mikutajcus, Marie Keeley, and James Balzotti. Survived by his sister-in-law Mary Olivieri, Bonnie Balzotti, and brother in law of the late Anthony Olivieri. Cherished grandfather of Michael Balzotti and his wife Courtney of Klamath Falls, Oregon and Stefanie McKanas and her husband Leon of North Andover. Loving great grandfather of Michael Aiden, Luke Aren, Dylan and Gracie.

Michael will be dearly missed by his nieces, nephews and many friends.

Michael was proud to serve his country during WWII as a medic in the US Marine Corps. He worked as a boilermaker at the Boston Naval Shipyard until he retired and then later on worked for the

City of Everett. Michael enjoyed spending time with his family and friends, especially with the members of the New Bridge CafÊ and 5-2 Club in Chelsea. The family would like to thank the staff and nurses at Care Dimensions for his recent hospice care. In lieu of flowers, donations in Michael’s memory may be made to Care Dimensions, 75 Sylvan Street, Suite B-102, Danvers, MA 01923.

Sue had an unstoppable zest for life and enjoyed traveling adventures such as trips to Aruba, as well as weekly get togethers with her Saturday morning “breakfast club”, bingo on Friday, bowling on Thursdays, and casino hopping excursions with her many, many cherished friends.

Born in 1929 in the city of Catanzaro in the region of Calabria in southern Italy, Angelina and her family immigrated to the U.S. when she was six months old. She grew up in the North End and graduated from the Girls’ High School. Angelina was a seamstress for two years and then married George A. Oliva, her childhood sweetheart, and spent

The Everett Conservation Commission will hold a public meeting on Thursday, May 21, 2020 at 7:00 p.m. via a live conference call, regarding a Notice of Intent filed pursuant to the Wetlands Protection Act, G.L. c. 131, § 40, for work described below.

Project Description: Construction of the daylighted channel replacement segment will be accomplished by removing the corresponding section of the existing Culvert and its associated riprap headwall, excavating and regrading for the new open channel, and placing riprap on the new banks for slope stabilization. The new open drainage channel segment will be 15 feet wide at the bottom elevation of -4.0 feet NAVD88 and will have 1.5:1 side slope. The new channel alignment will be shifted slightly to the west, by approximately 14.4 feet, from the centerline of the existing Culvert. The open channel construction of both banks uses 24 inches of placed riprap on top of geotextile fabric and a 6-inch layer of ¾-inch crushed stone on the slopes to stabilize and protect the banks from erosion (see Riprap Slope Typical Detail on Sheet 4 in Attachment C). To further reinforce the toe of the slope from eroding, the depth of the placed riprap will be 36 inches. The selected approach will stabilize the banks to provide long term protection of the channel from washouts or erosion and to match the riprap-reinforced banks of the existing open channel to the north of the Property.

The stream bed of the new open channel will be final graded up to elevation -4 feet NAVD 88, with native material matching the stream bed of the existing open channel to the north of the Property. Existing pavement will extend to the open channel on both sides. A guardrail, embedded in pavement milling mulch, will be installed on the east side (the side abutting the Garden Fresh property) and a jersey barrier will be installed on the east side of the open channel for traffic protection. Electrical line relocation is necessary at the upstream end of the daylighting limits and will be coordinated with Eversource. A gas main located at the downstream end of the daylighting limits will also be relocated.

ge 78, of Medford, formerly of Everett and Malden. Ms. Deters grew up in Harrisburg, PA before moving to MA. She died of complications caused by COVID-19.

She is survived by two sons, Thomas and Nathan. She was born to the late Mrs. Dorothy Dice. She had one brother, the late Glenn Dice. She also had an aunt and uncle, the late Kathleen B. Russo and Lawrence Russo. Ms. Deters was cremated. Her ashes will be committed to the sea at a date to be determined.

Middlesex Sheriff: Population has dropped 25 percent since mid-March M

iddlesex Sheriff Peter J. Koutoujian announced the population currently under supervision has dropped to below 600 individuals – a nearly 25 percent drop since mid-March.

“On March 12, we had 787 people either sentenced or awaiting trial,” said Koutoujian. “Today, we have 594. This is a result of multiple processes we began back in early March to reduce our population in a safe and precise manner. We have taken action – by tripling the number of individuals on electronic monitoring and by collaborating with District Attorney Marian Ryan to conduct bail reviews – to balance the public safety and public health needs of this unique moment.”

The drop in population has

also been aided by a decline in new arrestees, scheduled releases for sentenced individuals and the recent Massachusetts Supreme Judicial Court ruling allowing pretrial individuals being held on certain charges to have their bail revisited. As a result of this decline, the Middlesex Sheriff ’s Office (MSO) has also announced the temporary closure of a fourth dormitory-style housing unit.

On April 10 – following an initial 15 percent reduction in population – the MSO announced the temporary closure of three dormitory-style units. The drop in population and closure of the dorms, combined with other steps modifying movement within the facility, have allowed an enhancement of social distancing practices within

the Middlesex Jail & House of Correction.

Since early March MSO has taken numerous steps to mitigate and respond to COVID-19, including: • Routinely consulting with internal and external medical professionals, including an infectious diseases specialist • Implementing new screening procedures for individuals being sent to the facility • Requiring all staff working inside the facility to wear masks for the duration of their shifts, incarcerated individuals residing in cells to wear them when outside their cells, those individuals residing in the dorm to wear a mask at all times • Telling symptomatic staff to remain at home and con-
