T

he northern corner of Interstate 40 and U.S. Route 491 have been bustling with activity.

Four new businesses are under construction now and others are in the planning stages.

Economic development has hit a new high in Gallup.

Gallup-McKinley County Chamber of Commerce Director David Hinkle says new business is essential to the creation of jobs. It also benefits the city’s bottom line by significantly increasing the tax base, which brings needed revenue into city coffers.

Nationally, Hinkle explained, an entrepreneurial climate is the number one necessity for economic development. The next most important is retention and expansion of local businesses. Recruitment follows next on the list. Here in Gallup, tourism and hospitality services play a larger role than in other parts of the country.

Hinkle said Gallupians should think of economic development as more than just numbers. He described it as braces on a child’s teeth, curtains in the living room or a dependable vehicle in a driveway. He wants the community to see economic development as improvement to the quality of life for the people who live in this community.

He said it is important to focus on raising the salaries and income of working people and business owners in an effort to raise the standard of living here. Any initiatives that will increase the number and quality of jobs will also increase the quality of living here in Gallup.

“Every (social) issue will be improved by better economic conditions for all citizens,” Hinkle said.

“We are moving the needle,” he added. “That’s why they are choosing to put their businesses here.”

By moving the needle, Hinkle is referring to the positive changes being made in Gallup. He says he sees small improvements in all areas: business, city and county government, the school system and the workforce.

Smokey’s Roadhouse will be moving into the former location of Furr’s Cafeteria. Of the bigger businesses headed for Gallup, Smokey’s is the only one that is entirely locally owned. Owners Greg McDargh and Willie Roy have visited barbecue houses in Colorado and Arizona specifically looking for the best ideas around the southwest.

“We’re trying to create for Gallup, something we have to go to a city for,” McDargh said.

One of the goals of the Roadhouse is to provide a place for younger people to have birthday and graduation parties and other events. Their 50 seat banquet room will help accomplish this goal.

On the northwest corner of the building, they plan to build a 20-foot fireplace with picnic tables and seating. On the north side of that area will be a horse shoe pit, and just to the west of the horseshoe pit will be an outdoor cornhole game area. Along with their activities, Smokey’s plans to host live bands and outdoor concerts.

Though the restaurant will serve beer and wine, it will be a family friendly atmosphere. On the menu will be charbroiled and smoked meats along with corn on the cob, coleslaw and baked macaroni and cheese. McDargh says they are creating some surprises to add to the menu.

Roy said they looked at the Alpine Lumber property for the restaurant with the idea of having outdoor concerts. But the Furr’s property became available and he says he thinks it is the best location in town. Smokey’s hopes to add at least 50 jobs to the local economy.

Rio West Mall Manager Ida Mangum gave an update on recent changes at the mall. Rick’s Cyber Lounge recently expanded, adding room for more computers. The increased space will allow more

gamers to take part in tournaments.

Serenade Music opened at the north end of the mall. They carry instruments, parts, and sheet music.

They also rent instruments. This service is especially beneficial to band students in this area.

De Shelly Tech opened a small repair shop specializing in computer and gaming console repairs. They also do website design and graphic artistry.

Go Girl Bling will be located in a kiosk and will specialize in purses, belts and other items decorated with a variety of bling.

Freddy’s Frozen Custard and Steak Burgers will be breaking ground on the east side of the mall near the old car wash. Freddy’s is a fast food restaurant with a drive through serving station.

UNM Gallup is adding adult learning classes in mall. They will be located in the area next to JC Penny’s.

Panda Express will take the place of the old car wash on the east side of Route 491, just north of Munoz overpass. Construction is underway with a fence encircling dirt-moving equipment. The restaurant is expecting to hire between 15 and 25 employees said Aris Lim of Panda Express in Albuquerque.

At this time they do not have a definite opening date planned.

WisePies Pizza & Salad will be housed in the American Heritage Plaza in the location where the La Fiesta Restaurant formerly occupied. WisePies makes personal size gourmet pizzas in five minutes.

WisePies is also the official sponsor of the UNM Lobo Basketball Arena now known as WisePies Arena. In a 2014 press release, owner Michael Baird said, “An important part of our expansion plan is to remain dedicated to reinvesting in our local economy while creating jobs for New Mexico.”

Springhill Suites by Marriott is under construction on Lincoln Avenue next to Lota Burger.

Springhill Suites has over 300 locations in the US and in Canada.

Based on Gallup Sun interviews, a minimum of 100 jobs are expected to be created with the opening of these new businesses.

Keller releases special audit report on McKinley County Sheriff’s Office will bring transparency and accountability to allow for cont i nued f u nd i ng goi ng forward.”

The report outlines the following issues that speak to the general mismanagement of DWI funds that were not tracked or accounted for appropriately based on Federal and state financial guidelines: • In fiscal year 2015, McKinley County transferred $425,000 from the Sheriff’s fund to the General Fund to reimburse overtime costs incurred prior to June 30, 2013, but the supporting documentation was not maintained; • Sheriff Deputies claimed overtime for DWI Task Force federal reimbursement, when they were working elsewhere such as at local high school athletic games and a high school prom; • Sheriff Deputies frequently did not log any activity during a shift regardless of whether the time was reimbursable; and,

ANTA FE – State Auditor Tim Keller publicly released the report of a special examination of financial issues in the McKinley County Sheriff’s Office July 7.

The report is the result of an investigation that the Office of the State Auditor announced earlier this year.

The examination focused on the potential misuse of DWI prevention program funds by the MCSO from 2010 to 2014 under former Sheriff Felix Begaye.

“New Mexicans deserve to have their public safety funds accounted for and spent on the important programs for which they were designated, such as DWI prevention,” Keller said. “The auditor’s office has made recommendations to the Sheriff’s office to strengthen its internal controls and we will monitor progress on an annual basis. We hope this report and changes made by management

• The OSA report follows a report from the National Highway Tra ff ic Sa fet y Administration Region 6 (NHTSA) that examined feder a l prog r a m f u nd s awa rded to McK i n ley County through the New Mex ico Depa r t ment of Transportation Traffic Safety Division. The report from NHTSA determined that $173,432 of the expenditures cla imed by MCSO were unallowable.

“Over the past months, the current county administration, commission and sheriff have worked productively with the Auditor’s Office to find solutions to these issues. We appreciate current officials in the McKinley County Sheriff’s Office for fully cooperating with our investigation,” Keller said.

a sh Cow f iled for Chapter 11 reorganization July 6 with the U.S. Bankruptcy Court in Albuquerque, after the company could not reach a settlement on a lawsuit filed more than a year ago.

“We’ve made a reasonable offer,” said Tim Delgado, principal owner, who started the company in September 2003, “to the attorneys who filed the suit.”

A day before Cash Cow held their largest Customer Appreciation Day in Ford Ca nyon pa rk la st yea r i n June, the company was served with a civil summons in U.S. District Court for the District of New Mexico. The suit cited that Cash Cow had violated the Truth in Lending Act and Unfair Practice.

Man crashes into motel, gets fourth DWI

G

eorge Touchine, 69, of Tohatchi, NM was arrested July 5 after he drove a vehicle into a room at the Zia Motel on east 66.

According to the criminal complaint filed by Gallup Police Department Officer Timothy Hughte, he was called to the Zia Motel around 7:44 pm and arrived there to see a black Ford passenger vehicle halfway inside of a motel room.

Touchine was in the driver’s seat, and had to climb to the backseat to get out of the vehicle. Witnesses said that they removed the keys from the vehicle after he had driven into the room a second time.

Several witnesses came forward regarding the crash, according to the complaint.

One male said he was standing outside with his friend when it occurred.

“He saw a black vehicle back up from a parking spot in the Zia Motel. The vehicle left the parking lot ... and on the way he crashed into a light pole that was in front of [the] Zia Motel.

The black vehicle got onto Highway 66, did a u-turn and came back into the parking lot,” Hughte wrote in his complaint.

The witnesses goes on to describe the events of that evening to the officer: “The vehicle came into the parking lot at full speed and crashed into a room at the Zia Motel on the Northwest area of the motel. The driver of the vehicle backed up and crashed into another [white passenger] vehicle, [which was] parked and unoccupied. The white passenger vehicle was pushed into the building and over a parking

barrier. The driver of the black passenger vehicle then proceeded forward at full speed and crashed into the same room in a different part of it.”

According to the complaint, the first crash was in the bedroom area of the motel room, where two occupants were at.

The crash pushed the female victim “away from the bed.” She told officers that she had seen the vehicle coming towards the room and “that she did not have enough time to get her brother out of the way.”

One of her brothers was struck and taken to a local hospital. His condition is unknown, except that he was unable to give a statement to police. The sister was treated and released at the scene. Her other brother, who was also registered to the room, was working at a nearby Taco Bell and witnessed the crash occur.

Hughte stated in his complaint that Touchine did have a faint smell of alcohol coming from his breath, was slightly slurring his speech and needed assistance walking; although he does use a cane for walking, according to the complaint.

Touchine was also examined for his injuries and taken to a local hospital for a blood draw, due to his refusal to take field sobriety tests.

He w a s a r r e s t e d a nd booked for DUI, his fourth or subsequent offense; two counts

of aggravated battery where great bodily harm is caused by a motor vehicle; and criminal damage to property, over $1,000. He was also booked on being unable to produce registration, insurance and a license.

Drowning victim identified

A

man found deceased in the Rio Puerco July 5 has been identified as 61-year-old Allen Joe Begay of White Cone, Ariz.

According to Gallup Police Depar tment Sgt. Rosanne Morrissette and Capt. Rick White, two people were walking over Munoz Overpass, looked down and saw a man’s body in the affectionately called ‘perky’ below.

“Sunday evening at about 7:15 pm, police were dispatched to the perky east of the Munoz

Overpass in reference to a deceased male lying in the Rio Puerco,” White said in a press release.

The deceased body was recovered and sent to the Office of the Medical Investigator in Albuquerque, where he was identified and the cause of death was determined to be drowning.

“We are still waiting on the toxicology report,” White said.

White also said that this is the first drowning of the year within city limits.

“We want to remind people to stay away from all arroyos and water runoffs,” he said.

Antone’s breath test results registered at twice the legal limit at a .16, .17. He was arrested and booked into the jail for aggravated DWI; resisting, evading or obstructing an officer; having an open container; stopping, standing or parking and an outstanding warrant out of Cibola County.

for aggravated DWI and driving on roadways laned for traffic. James states in her report that she was looking for a gray pickup truck in the area of north Highway 491, in reference to it being called in as having an intoxicated driver. The vehicle was spotted and seen “swerving in the roadway” by the deputy. Tso gave up on the field sobriety tests shortly after starting them and he agreed to take a breath test, results .19, .20.

Her breathalyzer test results were .17, .17 and she was booked for her third DWI, aggravated due to the high breathalyzer results and for not driving on the right side of the street.

Sherry Ryan, 28, Grants, NM Ryan was also booked for her third DWI July 3 by GPD Officer J e r e m y Shirley. Sgt. Fra ncie Martinez stopped the vehicle Ryan was operating after its description was given over the radio as an attempt to locate. Martinez located the vehicle and was able to stop it right away due to expired license plate registration tags. After failing to complete field sobriety tests, Ryan was transported to the hospital for a blood draw to determine her blood alcohol content level. She was booked for her third DWI. He admitted to drinking and driving, and failed several field sobriety tests before blowing a .22, .19 and a .18 on the breathalyzer. He was booked for aggravated DWI. OPINIONS Welfare dependency and its unprivileged offspring PART 2 OF 2

ast week I explored the notion of privilege in relation to racial identity, achievement and children raised in broken homes. The scientific consensus is that success and mental health are greatly heightened when children of all races are raised by both their biological mother and father.

Let’s move along to other correlations. In 1760 Benjamin Franklin observed in his travels around the world “the more public provisions were made for the poor, the less they provided for themselves, and of course became poorer. And, on

the contrary, the less was done for them, the more they did for themselves and became richer.”

O ver 2 0 0 ye a r s a f t er Ben’s observation, the 1960s War on Pover ty validated his sage insight once again.

Redistribution of wealth policies have failed over and over again for centuries worldwide, enslaving societies to welfare dependency, destroying their spirits by way of the soft bigotry of low expectations, and done with totally benign utopian intentions. For many minority communities it might be better termed the War on Prosperity.

The insidious mechanism for American welfare dependency often requires the breakdown of the nuclear family. A productive employed father is discouraged from living with his wife and children under penalty of losing food, medical and housing assistance.

Since LBJ’s War on Poverty 50 years of government programs, feminist activ ism, diminished stigma of promiscuity and divorce, all at a cost

of $16 trillion dollars have resulted in the skyrocketing breakdown of the family and no decline in poverty.

Overall, the percentage of children born out of wedlock has increased from 6 percent prior to the War on Poverty to 42 percent today. In 1950, 12 percent of children grew up in broken homes (lacking a biological mother or father), in 2000 that number soared to 60 percent.

Married couples with children average $80,000 per year income while single moms make $24,000, yet children from low-income two-parent families outperform students from high-income, single-parents.

That’s not all, the proportion of single-parent households in a community predicts its rate of violent crime and burglary, but the community’s poverty level does not.

After decades of social science studies we now know that the chances of all the following behavior disorders double, triple and quadruple with children and adults

raised in broken homes compared to those raised by their biological mother and father: domestic abuse, school dropouts and underachievement, promiscuity, teen pregnancy and abortion, gang participation, criminal activity, depression, suicide, unemployment, poverty, domestic violence, divorce, substance abuse, personality disorders, relationship problems, identity crises, bullying, anxiety disorders, eating disorders – say hello to the Millennials.

Ou r a ncient a ncestor s didn’t need Sigmund Freud to recognize and analyze self-esteem issues responsible for the myriad of dysfunctional behaviors associated with broken homes. They could recognize the undeniable truth of destructive consequences and the need for society to take measures to protect a child’s birthrights whether by societal moral stigmatization, behavior taboos or gover nment incentives.

Back then political correctness had not yet reared its ugly

head. Somewhere along the way children’s rights became an afterthought. In the modern age of moral relativism PC notions of marriage have little to do with security or birthrights of children, instead it merely fulfills adults selfish needs to express their freedom, self-actualization and ‘right to love’, as if only married couples are allowed to experience personal attachment or deep affection. Then again it could just be about other selfish wants of financial gain from government benefits. Either way, children are secondary.

Here in McKinley County it should be no wonder that we have not only one of the highest welfare dependency rates in the nation, but also one of the highest rates of children raised in broken homes, so the next time you hear someone talk about white privilege you might want to challenge their political correctness with the more accurate label “raised by biological mother and father privilege”

No open carry at Texas fast food chain

A

fter years of dispute, the governor of Texas signed legislation that will allow those in Texas to carry handguns openly in public. New Mexico already allows open carry, but the move in Texas brings renewed attention to the issue of openly carrying firearms.

The bill, which will not go into effect until next year, was signed by Texas Governor Greg Abbott in June. One famous Texas-based fast food chain, however, told customers that nonconcealed guns will not be permitted in stores.

The president of Whataburger, Preston Atkinson, issued a statement on the company’s website earlier this month regarding the new gun law and how it will affect customers. He wrote that while the company proudly serves the gun rights advocates, only concealed handguns will be allowed in stores.

In his open letter, Atkinson wrote: We’ve had many customers and employees OPINIONS

tell us they’re uncomfortable being around someone with a visible firearm who is not a member of law enforcement, and as a business, we have to listen and value that feedback in the same way we value yours. We have a responsibility to make sure everyone who walks into our restaurants feels comfortable. For that reason, we don’t restrict licensed concealed carry but do ask customers not to open carry in our restaurants.no Whataburger has 10 locations in New Mexico.

SELF/LESS Doesn’t Stick in the Memory Bank

I

t’s always nice to see an original title being released amidst a sea of sequels and remakes (even if the basic concept bears some similarity to 1992’s Freejack.

That is why it pains me all the more to say that Self/less doesn’t do anything to distinguish itself from every other action/thriller currently out there. It features a solid cast and a couple of decent action scenes, but no vitality or fresh ideas.

Billionaire industrialist Damien (Ben Kingsley) is a man who has everything except time. With only months before a ter mina l illness ends his life, he pays a secretive scientist named Albright (Matthew Goode) to attempt a “shedding” procedure. The operation tra nspla nts his mind into that of an empty vessel (Ryan Reynolds). It is a

success, leading to montages of the character embracing his new-found youth. However, the new Damien suddenly experiences brief flashes of another life. Albright insists that the body is simply tissue grown in a lab. Yet as the hero investigates (and develops unexplained fighting skills), he learns otherwise.

Director Ta rsem Singh (The Cell, The Fall, Mirror Mir ror) is k now n for his visually arresting style. In the past, even if the subject matter of his films didn’t speak to me personally, at lea st they were beautiful to look at. By comparison, the visuals in this effort are shockingly muted. There are some production design flourishes in Damian’s apartment and the scientific lab has a coolly imposing appearance.

Unfortunately, the rest of the film never looks like much more tha n a made -for-T V movie. Beyond a couple of smooth dolly and crane shots, there’s a distinct lack of photographic showmanship.

Since little attention is placed on the visualizations of Damien’s sudden flashes

depicting another life, or the strange duality of looking into a mirror and seeing a different person, the performers alone are forced into maintaining viewer attention. Reynolds, Kingsley and the rest of the cast are all engaging enough to keep us watching in the moment, but there isn’t enough meat to the by-the-numbers story to generate much suspense.

The lead seems to care only about avoiding capture, retrieving some important medicine and stopping his nemesis - there’s little examination of the potentia lly trippy concept. One would think that the character would be torn about how to handle the ramifications of stealing another man’s body, but there’s no inner conflict depicted. He goes through the action hero motions and it’s only after the climax that any attention is paid to face the curious situation at hand.

Sure, the movie is diverting enough to keep the attention of viewers, but it certainly feels like a missed opportunity. Self/ less could have been a thriller featuring a protagonist with crossed wires in his head,

shifting between personalities. Heck, can you imagine the drama from a story in which the lead was both the hero and villain fighting over the body they both possessed? Well, you

won’t find it here. Instead, the plotting follows a well-worn and generic path. As a result, this movie isn’t likely to stick in the memory bank long after the credits roll.

Future Foundations: Gateway to fun, resources – even education Story and Photos

RANTS – Vegetables and more are growing at Future Fou ndat ion s i n Grants. Founded 20 years ago as a response to a tragedy involving a local child, FF is a community center providing a vibrant mix of activities to children, youth and adults.

commit to completing at least an hour of spor ts activity daily. During the school year the center has an after school activity program.

Future Foundations coordinates the grant funding which makes the local Youth Conservation Corps summer job program possible.

The GABSA (Gallup Amateur Baseball Softball Association) finished the city tournaments started last Saturday. All of the winners except three will be moving on to state playoffs, though one of those age-bracket tournament may yet be played if rescheduled in time.

The U-10 (undefeated Ducks), U-12 (one-loss Diamondbacks) and the U-14 Yankees will all be playing in Moriarty on July 18 and 19.

The Roberto Clemente Marlins have been playing in Grants since Thursday, while the Pee Wee Reese Braves and a team called the Gallup Mud Hens have been playing in Ford Canyon since yesterday.

At the OHV/MX Park in Hassler Valley, Red Rock Motor Sports hosted the third round of the NMMX Championship Series last weekend, although the practice session Saturday was shortened by rain and the resultant flooding of the area.

Races were run Sunday though, and pictures are provided for the readers, as well as the placement of members of RRMS in these events.

Five more rounds in this series will be offered before the October Awards are given to those riders accumulating the most points. The riders range in age from four up to “I ain’t telling you how old I am.”

And in Las Cruces, the Gallup Sundevils U-11 baseball team finished first in the Global World Series. See picture on this page.

A final note is that no one was seriously injured by fireworks this year, as far as it is known. What a great week! Hope yours went as well and if you’ll get off your seat, I’ll probably see you in the bleachers this week.

I will be keeping score during this tournament, but don’t know whether I’ll be at Stafie or PeeWee Reese field. If you get a chance, stop by and I’ll visit between innings.

SWAG and other programs also benefit from the services of Kristin Montoya, the FF program coordinator. Montoya’s family background included growing up around a greenhouse which has been a plus for the center.

Future Foundations also houses a mix of local agencies: Grants Recreation sponsors football, cheerleading, basketball and other sports. For outdoor enthusiasts the center has the NMSU cooperative extension office, which coordinates FH/ Archery and also home economics activities. The state Veteran’s Affairs local office recently moved into the center and is open during the work week.

A new computer lab is open and has nine new computers thanks to the assistance of Continental Divide and a Cooperative Bank known as CoBank. The lab is open to adults also and has a schedule totaling 8 hours each day.

This month, a two-day wilderness adventure class will be offered for a small fee, which will involve hiking in both the Zuni Mountains and Mt. Taylor.

With funding from the state Department of Health, FF provides assistance to local school children in making solid nutritional choices each day. Kachirisky presents a Healthy Kids, Healthy Communities curriculum to teachers at the elementary level which aims to emphasis the benefits of eating fruits and vegetables daily.

The program also works on increasing daily activity levels and is presented with study aid packets which teachers may utilize during the year. It aims to reduce childhood obesity.

The greenhouse is also popular with small lizards and rabbits in which the center’s “children would be interested,” according to Adelia Olivas, who worked at the center last growing season.

“We would use all the vegetables … to prepare various vegetables in cooking classes” and this “gave them a sense of accomplishment,” she said.

Future Foundations provides not only a safe place for children but fosters the creation of new interests for children and allows older youth opportunities to develop work skills and simultaneously benefit the community.
