Racially Discriminatory Legislation and Policies Must Be Stopped The Unintended Consequences of a Menthol Cigarette Ban to Black America From pro-slavery laws to Jim Crow, to Prohibition, to racial profiling, to Stop-and-Frisk, history is clear: racist laws and discriminatory bans have been devastating for Black America.

Today, Law Enforcement Action Partnership (LEAP) and National Newspaper Publishers Association (NNPA) have joined together with other African-American law enforcement executives to call on you - our readers in Black communities across the nation - to see the warning signs of yet another proposed racially discriminatory law: the menthol cigarette ban.

It is a well-known fact that over 85 percent of African Americans who smoke prefer menthol cigarettes. There is no factual basis to assert that a menthol cigarette ban will stop African Americans from smoking. In fact, the unintended consequences of such a raciallydiscriminatory ban will set the stage for more negative and more likely counterproductive interactions between law enforcement and African Americans.

While proponents argue that a menthol cigarette ban could encourage menthol cigarette smokers to quit smoking cold-turkey, another possible outcome could be extremely dangerous—the creation of an illicit market. If this happens, illegal sales of menthol cigarettes will likely be concentrated in communities of color, leading to a greater police presence, citations, fines, and arrests for selling a product that for the past 50 years has been legal.

Possible bans on menthol cigarettes are now being considered throughout the United States as add-ons to e-cigarette bans. It must be said that while FDA has deemed teen vaping an “epidemic,” there is no teen menthol cigarette epidemic. The fact is teen cigarette use has steadily been on the decline over the past decade.

Recently in New York, the mothers of Trayvon Martin and Eric Garner courageously issued a public statement warning against the consequences of a proposed menthol cigarette ban. Sybrina Fulton and Gwendolyn Carr stated, “When you ban a product sold mostly in Black communities, you must consider the reality of what will happen to that very same over-represented community in the criminal justice system.”

Law enforcement leaders like Law Enforcement Action Partnership (LEAP), National Organization of Black Law Enforcement Executives (NOBLE), Grand Council of Guardians, and National Association of Black Law Enforcement Officers (NABLEO) have stated countless times that a ban on menthol cigarettes will have unintended negative consequences, especially for African Americans.

Over the past 30 years, we have reduced tobacco consumption overall across this country by about 40 percent. And we did not do that with the criminal justice community. We did that with education, we did it with treatment, we did it from a health and educational perspective. Let’s continue with that. Let’s not do something that’s going to end up with these unintended consequences of increasing interaction between police and community members.

Major Neill Franklin (Ret.), Executive Director of the Law Enforcement Action Partnership (LEAP): “I dedicated 34 years of my life to public safety, enforcing the laws that our legislators placed before me. That’s what cops do, and we trust that those laws are well thought out, studied and based upon sound data and evidence. As we begin to mirror the days of alcohol prohibition with tobacco bans, expect the violence and corruption that comes with the illicit market and add something else, the over criminalization of the black community.”

Jiles Ship, President of the National Organization of Black Law Enforcement Executives – New Jersey (NOBLE): “Banning menthol cigarettes would be a 21st Century attempt at Prohibition, a past failure of government to restrict a previously legal product. As we learned with Prohibition, every time the government tries to ban something, it seems to cause other problems. And unfortunately, a menthol cigarette ban would be another example of government action that disproportionately disrupts the Black community.”

Charles Billips, National Chair Person of Grand Council of Guardians, “The first question I asked is how are they going to implement this ban on menthol cigarettes, knowing that a large number of Black and Brown people smoke menthol cigarettes? It would be best to educate the communities on the affect it has on our health instead of a ban enforced through Law Enforcement.”

As The Reverend Dr. Martin Luther King Jr. once prophetically said, “The time is always right to do what is right.” And the right thing to do for our families and communities and for all who stand for freedom, justice and equality is to speak out against all forms of racial discrimination and disproportionate law enforcement, as well as the systems, laws, bans and policies that perpetuate them.

rooklyn Borough President Eric Adams joined the Nostrand Avenue Merchants Association (NAMA), the 71st Precinct, and elected officials to announce the expansion of Operation Safe Shopper, a pioneering program that his office spearheaded to deploy security cameras outside of local businesses that help the New York City Police Department (NYPD) during its investigations of local crimes. The expansion announced today, which encompasses a stretch of Nostrand Avenue running from south Crown Heights to Prospect-Lefferts Gardens, comes as the holiday shopping season begins and foot traffic increases along major commercial corridors throughout Brooklyn, including Nostrand Avenue.

Borough President Adams, a former NYPD captain, has long advocated for the expansion of Operation Safe Shopper, now in its third year, as a way to keep commercial corridors safe and thriving. He has allocated more than $30,000 to the program since its inception, including the $5,000 in funding announced today. According to a study released

by Womply last year, the top five sales days and top three revenue weeks of the year in New York come during the holidays,

in the period between Thanksgiving and New Year’s Day. “The holiday shopping season is a joyous time for New Yorkers, and one of the busiest times of the year for small businesses throughout Brooklyn,” said Brooklyn Borough President Eric Adams.

“With increased activity along commercial corridors, we have to ensure the safety and security of residents, shoppers, and businesses. In the three years since we started Operation Safe Shopper, we have heard numerous success stories, and we look forward to creating a safer, more vibrant Nostrand Avenue with the expansion of this program.”

Through Operation Safe Shopper, participating local civic organizations help to identify storefronts that provide optimal views of street activity for the installation of street-facing security cameras, in consultation with their local police precincts, and agree to purchase the security camera systems. Selected businesses are responsible for the maintenance of their security cameras, as well as their registration with the local police precinct.

In the event of a police investigation, businesses make video footage recorded by the security cameras available to the NYPD.

Masterpiece ‘A SOLDIER’S PLAY’ finally on Broadway directed by Kenny Leon starring Blair Underwood and David Alan Grier

A Soldier’s Play will begin preview performances on December 27, 2019, and open officially on January 21, 2020. This is a limited engagement at the American Airlines Theatre on Broadway (227 West 42nd Street).

The cast includes other great performers: Nnamdi Asomugha, Jerry O’Connell, McKinley Belcher III, Rob Demery, Jared Grimes, Billy Eugene Jones, Nate Mann, Warner Miller, J. Alphonse Nicholson and Lee Aaron Rosen.

The design team includes Derek McLane (Sets), Dede Ayite (Costumes), Allen Lee Hughes (Lights), Dan Moses Schreier (Sound).

The play is set in 1944 in Fort Neal, a segregated Louisiana army base where Sergeant Waters (David Alan Grier), is murdered after crying out in the night “they still hate you”. Captain Davenport (Blair Underwood) is the tenacious investigator sent by the army to unravel the crime, having to battle even against his white leadership to fulfill his mission.

The play denounces the institutional racism of the Army in the 1940’s - the all-black company is eager to fight for justice in World War II but has not yet been deployed because of discrimination - and explores the psychological effects of oppression on African Americans. It is an incisive depiction of the pervasive effects of racism on African Americans exposing the ambiguities

among blacks and between blacks and whites. There are no easy answers and no simple solutions to who is to blame. A black sergeant cries out in the night, “They still hate you,” then is shot twice and falls dead. Set in 1944 at Fort Neal, a segregated army camp in Louisiana, Charles Fuller’s forceful drama--which won the Pulitzer Prize in 1982 and has been regularly seen in both its original stage and its later screen version--tracks the investigation of this murder. he Roundabout Theatre Company is doing theater-lovers a great service by bringing to Broadway, for the first time, this controversial and poignant Pulitzer Prize-Winning mystery drama written by the great Charles Fuller.

The production won the NY Drama Critics’ Circle and the Pulitzer Prize.

The success was so undeniable that in 1984 a film version starring Denzel Washington and David Alan Grier was presented: ‘A Soldier’s Story’ - adapted by Fuller for the screen – which earned Academy Award & Golden Globe nominations for Best Film & Best Screenplay.

n Saturday afternoon, December 7th, doll makers, collectors and everyone who appreciates Black Barbies, convened at the Dwyer Cultural Center for the annual Harlem Holiday Doll Show.

The two-day event is the brainchild of Ellen Ferebee, President of the Morrisania Doll Society. Ellen started the show in 2000, with the intent of bringing together doll makers and collectors.

“I brought dolls at other shows. I wanted to meet the people behind these beautiful creations. People who collect dolls, may not be able to afford a Romare

This year’s show featured eight exhibitors and in another room, doll making classes. The underlying and unwritten theme of the show was the legacy of creation and artistic influence

that is involved in African American doll making.

Fabric artist Angela Huggins has been making dolls for over 45 years.

During this year’s event, she had a class on making paper dolls. She spoke about her love of doll making and her desire to create,

saying “I wanted a particular kind of doll. Preferably a Black doll. I started making them when I was five years old.” Huggins attributed much of her experience as a doll maker, to artistic skills she learned as a youth “They took a lot of it out of the school system.

I grew up in a household where arts and crafts were second nature.”

While many people may not have an arts and crafts background, it is very possible for them to start their journey as doll creators. An exhibitor and creator named Queen Healer encouraged new doll makers saying “I think that many people are unaware of the skills that they probably have, until someone taps into it. They

are not aware of the skills and abilities they have to do certain things.”

Many of the dolls sparked people’s creatively, encouraging them on their doll making journey. For others, the dolls reminded them of relatives who also made dolls in the past, and speaks to the legacy of Black art in America.

Lissie Carrasquillo, a dollmaker and doll collector, had several vintage pieces of work on display.

She spoke on the importance of the older dolls saying “For me, collecting is about history and race.

What happened in the past, and how it connects to the present. To show the dolls from the past that you can’t see any more. If you don’t

collect them you don’t know the history. It tells a story.”

Several of the exhibitors were doll making novices years ago, and after collaborating with other doll makers and working on their craft, they are now able to exhibit their work.

Angela Huggins offered support for those who were interested in making dolls but didn’t know where to start saying “Call me, I’ll help you!”

visited Walt Disney World last week on a press trip to get an update on what’s new and for the opening of Star Wars: latest new ride “Rise of the Resistance.” First thing I want to remind you of is that Disney is not just for kids. I’ve been visiting Disney now every year for the past 12 years and there is much for adults to do. And if you visited Disney in the past, believe me there’s always something new happening at Disney.

For instance, right now Disney is in the midst of the holiday season. And throughout Disney you will get the magical holiday spirits. At Epcot I had the pleasure of hearing the gospel holiday/kwanzaa per-

Now back to the new attractions. I bravely boarded the new Disney “Star Wars: Falcon” ride that had its opening this past August.

During our visit, we learned of a new resort opening at Disney in 2020 - the Riviera. Yes Disney has more than 25 Resort hotel locations and still adding on. During our stay we stayed at Coronado Springs.

This is a lovely Resort at Disney that has a Convention Center. It was recently renovated with a new building that has a restaurant and bar on the roof that we

visited with a great view of Disney.

During our stay we also visited Epcot and went on one of my favorite rides “Soaring.” Soaring is a ride that makes you feel like you’re traveling in the skies in a hot air balloon.

When it first started years ago you would travel all over San Francisco and New York and places in the United States. Now soaring takes you around the world and you go to Paris, Egypt and China etc. all with the

feeling of being in a hot air balloon. Yes I am afraid of heights but I am aware that I’m not actually flying - something I have to keep reminding myself of because it’s so real (smile.)

While at Epcot we also visited some of the countries. My favorite country to visit is Mexico because I love Mexican cuisine and margaritas. There was some renovation going on at Epcot – so stay-tuned.

years so I had to take him over to the Animal Kingdom to experience “Pandora” to ride a banji. Of course he came back and spoke of how awesome that experience was. We then took a minute and went on a safari on a train in Animal Kingdom. As I said earlier there is just so much you can do at Disney as an adult and of course plenty for the children to do in the five theme parks at Disney. It’s always a great time to take the children to Disney. Adults may

want to consider going for the “Wine and Food Festival” from August through October. Or now during the holiday season. There are long lines but you just need to plan your trip, get a FastPass and over time you will learn how to get through to your favorite attractions at Disney in no time. Disney is always a magical experience.

Manna’s Restaurant and Bethel Gospel Provides Meals and Clothes Thanksgiving Day

n the afternoon of November 28th, when winter was knocking at Harlem’s door, hundreds gathered at Bethel Gospel Assembly for the annual free Thanksgiving dinner (food provided by Manna’s Restaurant) and clothing give away.

This is the tenth year, that Bethel Gospel has had the opportunity to feed Harlem residents. One of the primary sponsors of this event, was Betty Park, owner of Manna’s Restaurants, who has contributed to the annual Thanksgiving dinner at Bethel Gospel for three years.

“Thanksgiving means sharing, being blessed by God. I’ve been in Harlem for almost 35 years. I have made my living in Harlem my whole life. Without Harlem, I would not be here.

God gives to me, and I give to the community” said Park.

Park has been a fixture in Harlem for years, previously involved in Thanksgiving turkey giveaways. This year, due

to unforeseen events, Park has more reasons to be thankful.

Although she operates two Mannas restaurants in Harlem, the location on Lenox is temporarily closed due to damage from a recent fire. “It’s very upsetting. But you cannot stay upset, and stop doing what you’re supposed to do. Nobody was hurt. No flame damage, only smoke” explained Park.

The annual event continues to grow in popularity. “We’ve seen growth up to 500 individuals over the last 4 years since we’ve been doing both the clothing and the feeding.

We’ve seen an increase in the community coming in to partake” said Bishop Brown of Bethel Gospel.

Preparation for the event started as early as July, and Bethel Gospel has worked in

conjunction with many vendors to sponsor the event.

There were over 200 volunteers and the clothing giveaway has also had a significant impact. “We’ve had those who wore a suit for the very first time in their lives. A 50-yearold man cried because we helped him with his tie,” explained Bishop Brown.

The event drew people from the far corners of the

Bronx and Brooklyn, as well as Harlem. Thanksgiving meals were provided to the local police precinct, volunteer workers, rehab programs, veteran homes, and nearby shelters.

“The Jack and Jill association sent their kids all week to help set up. It’s the community, and the extended community” explained Pastor Ruth Ann Wynter.

Part of the extended community were volunteers not affiliated with Bethel Gospel.

Jason Clark, president of the Metropolitan Black Bar Association, who worked as a server

for the event, spoke about the importance of his involvement saying “Thanksgiving is such an important holiday when you get to reflect on those who helped you and figure out ways to give back to others.”

The annual event, is a joyous occasion, not only for those who partake in the food and receive clothing but also for those who volunteer their time, finances and resources, allowing them to give thanks for what they have and the opportunity to help others.

CIT and Operation HOPE Announce First Group of Launch + Grow Business Plan Winners - $10,000 awarded to top finalists

IT Group Inc. and Operation HOPE announced the winners of its Launch + Grow Business Plan competition. The event culminates the first year of the Launch + Grow initiative, an ongoing program to empower local women small business owners in New York City and Los Angeles.

Six of the recent New York graduates of the 12-week training program presented their business concepts Monday night to a panel of executive-level judges. First place winner, Adriane Mack received a $5,000 award to support her business Miss Mack Enterprises. Ayme Sinclair, owner of Sinclair Social received a second place prize of $3,500 and Natasha Gayle owner of Mirror Mirror

Skin Lab received the third place prize of $1,500.

“Our brand is about turning ideas into outcomes and we’re thrilled to conclude the first year of our Launch + Grow program by helping these women take their busi-

Stolen Legacy

I

was introduced to George G.M. James’s classic text “Stolen Legacy” in a Black Studies class at the City College of New York. Dr. Leonard Jeffries was the chairman of the Black Studies Department at that time. The Stolen Legacy provides scholarly research that proves the Greeks stole the wisdom and knowledge of early Egypt and made it their own.

I was a pre-law student majoring in philosophy. For some reason I had a love for ancient philosophy, a subject that many younger pre-law students seemed to struggle

with. I was the president of the Black Pre-Law Society and James Smalls who was a member for the student government invited our organization to a lecture hosted by the Black Studies Department Dr. Ivan Van Sertima (Egypt Revisited) was the keynote speaker. The subject of Dr. Van Sertima’s talk was Kemetic philosophy.

After the lecture Dr. Jeffries suggest that I start reading books like “Black Athena” by Martin Bernal, and “Civilization Before Greece and Rome” by H.W.F Saggs to have a clearer understanding of the origins of early Greek Philosophy concepts that I might not learn in most of my Greek philosophy classes at that time. The

more I read the more I wanted to learn about the real story of my African heritage and about myself.

I was aware of accomplishments made by people of African descent at an early age due to my exposure to books written by distant relatives Carter G. Woodson (Mis-Education of the Negro) on my mothers side and A.J. Rogers (100 Amazing Facts About the Negro: With Complete Proof) on my father’s side. Reading A.J. Rogers’s writings allowed me to learn that Ludwig Van Beethoven was a mulatto he was born in Flanders (now known as Belgium) his father was German his mother was a Moor.

The word Moor comes

from the Greek/Latin root words meaning Black or Dark Skin. The Moors later became identified mostly as people of Arabian decent.

The Moors ruled Spain for 700 years. A celebration of the 250th birthday of The Black Spaniard (a name that Beethoven was known by) will take place on December 16th at Carnegie Hall. When we speak of a stolen legacy, this is a very good example to this day and perhaps many reading this article did not know that Beethoven the greatest and most gifted composer of Classical music the world has known was Black - according to the one drop of blood concept which is still used by many to classify the race of a mulatto.

“Know Thy Self” was inscribed at the entrance of the temples of learning in ancient Kemet, a precept each initiate would have to understand before being introduced to the ancient mysteries. Due to a stolen legacy many Africans and those of African decent do not truly know who they are.

Friday the 13th has be viewed by many as a bad luck day - another example of a stolen legacy. In ancient Kemet the number 13 meant power, good fortune and new beginnings. The American founding fathers had access to this stolen wisdom and used the number 13 many times in the design of the Great Seal and establishing the early American gov-

ernment.

That is why the one-dollar bill has the number 13 represented many times in the lettering and images along with a pyramid of ancient Kemet the source of their wisdom. I write about the number 13 in my current book “The Art of W.A.R. Strategies for self-empowerment”.

I will always be grateful to Dr. Len Jefferies and James Smalls for providing the foundation for my understand the difference between African history and African his-story. This knowledge has been the motivation for my lifelong journey of helping myself and others recapture the wisdom of the legacy that was stolen.

he holidays can be the happiest time of the year, but unfortunately, they can also be the most dangerous, with more fatal car crashes occurring due to increased travel time, more alcohol use and excessive speed, according to the National Highway Traffic Safety Administration (NHTSA).

NHTSA predicts that during this Christmas week, from Tuesday, December 24, 2019 at 6 p.m. through Thursday, January 2, 2020 at 5:59 a.m., 799 people will lose their lives nationwide due to car crashes. While it may be uncomfortable to consider these predictions, NHTSA’s report says that analyzing and forecasting fatalities can serve as useful warnings to the public, actually making roads safer.

“No one wants to think about what can go wrong, especially at such a joyful time of year, but as the saying goes, prevention is better than cure,” said Jon Bloom, vice president, personal auto, Erie Insurance.

“The good news is that there are specific things that people can do help keep themselves and their families safe this holiday season.”

Erie Insurance offers these five tips for safer holiday driving.

• Keep your car roadready. Proper maintenance will help keep your car in shape for whatever road conditions you encounter.

In addition to getting regularly scheduled oil changes, make sure your car’s

fluids are topped off and that filters, hoses and other components are in good working order. If they’re showing signs of wearing out, replace them.

• Maintain properly inflated tires. Not maintaining the right tire pressure can lead to flats and blowouts, which could cause you to lose control of your car and crash. Pay close attention to your car’s tire pressure monitoring system. If you see an alert that tire pressure is low, fill them as soon as possible.

• Be ready for emergencies. While maintaining your car can reduce your chance of being stranded along the side of the road, it could still happen. Keep an emergency kit in the car with a cell phone charger, blanket and first aid kit, along with bottled water and snacks. Also, check with your insurance agent to ensure your policy includes Emergency Roadside Service coverage so

that if your car does break down, you can call for help.

• Give yourself plenty of time. With speeding being one of the top causes of car crashes, it’s important to remember that there’s no prize for arriving first.

It’s much better to drive the speed limit -- or even lower, depending on road conditions and build in a few extra minutes to get where you’re going, especially when driving near busy shopping malls or on holiday travel days when traffic is heavy.

• Stay sober or designate a driver. Celebrating with a holiday toast? Plan ahead and have a designated driver, or use a cab or ride sharing service to get home. Regardless, never get behind the wheel if you’ve been drinking.

While the holidays can be a particularly perilous time to drive, taking precautions can help ensure you, and others on the road, have a safe season.

ou’re going to just be quiet now.

You have things to say, but you’re not going to say them. Nope, not opening your mouth. Not a peep. Not a word. It’s not your time to talk, and even if it was, you’ll keep your thoughts to yourself.

Although, as in the new novel “Right Beside You” by Mary Monroe, staying quiet might mean staying alone.

Thirty-seven-yearold Felicia Hawkins almost never saw anybody she worked with when she stuck around her neighborhood, so she was particularly

embarrassed when she ran into her co-worker, Richard, at the market with his maybe-girlfriend, Regina, who was dressed to the nines.

It was a Friday night, Felicia was in sweats and a do-rag. She could never compare to Regina, who was the prettiest woman around.

Felicia’d always gotten along with Richard. They sat on the city bus and chatted on their way to work in downtown Cleveland every morning, and all the way home at night.

He was tall and handsome, a widower with two teenage daughters and she liked him… but seeing Richard that Friday, Felicia suddenly realized that she loved

There was no way she was going to tell him so.

Richard Grimes could have taken his car to work every morning but he didn’t, because he looked forward to seeing Felicia twice a day. She was beautiful, inside and out, and he couldn’t figure out why some other Brother hadn’t made her his wife. He knew full well that Regina was trying to get back with him – they’d dated in high school – but she wasn’t the kind of woman he wanted to help raise his girls.

Someone like Felicia, though? Yes, that was what Richard really wanted. Seeing Fe-

licia all dressed down like that on a Friday night, he had so many feelings for her but he’d never tell her so.

Still, as the Christmas holidays neared and thoughts of it warmed hearts, Richard could only think of Felicia, and he wondered what she was doing for the holidays.

What Felicia was doing was thinking it was time to move to Atlanta and try to forget Richard. But then a Santa’s helper came up with a better plan…

As novels go, “Right Beside You” is nothing thunderous.

It’s not exciting or agitating. It won’t make your heart pound. It’s just a slow, gentle ro-

mance, a little like a made-for-TV movie with light drama, lighter

humor, and love scenes that never go beyond a chaste kiss or two.

In short, it’s the perfect holiday novel, although readers may note that the holiday itself is far in the background and is almost irrelevant to the tale.

Still, though this story is predictable, yet comforting and comfortable and it contains the kinds of situations that make Scrooges scoff, author Mary Monroe makes it work in the most charming of ways.
