The rain did not wash out the spirit of the 2019 West Indian Day Parade in Brooklyn Those who came out to party, did so indeed. See photos captured by Nadezda on page 10. The NY Women Chamber of Commerce, along with Manhattan Boro President Gale Brewer and City Councilmember Mark Levine presented the annual "Taste of Harlem" event which featured some of the restaurants and caterers in Harlem. This event was also the kick off of the first annual "Harlem Restaurant Week" from August 19th through September 1st which was sponsored by several organizations in Harlem. (see page 12) This Saturday, September 7th Harlem Community News will be at Circle of Sisters at Javits Center. See ad on page 9. Rent Regulations By Assemblywoman Inez Dickens

ver the years growing up, Rent Regulations concerns grew as the worst of times fell upon New York City with the drug epidemic, starting in the late 60’s, 70’s and 80’s. Residents who could afford to do so fled Harlem for the peace and quiet of Westchester, Long Island, and New Jersey, leaving their former neighbors to deal with crime and dilapidated apartment buildings many owners refused to properly maintain, as long as they were above 96th Street. The images are still fresh in my mind passing buildings that were complete shells, with residents having no alternative but to manage as best they could to endure the degradation of the place they called home. Due to the strident efforts of local non-profit organizations, the growth of small business, and the new strategies to combat crime, the city became a safer place to live and invest in. The city and state tried its best to develop policies and legislation in a partnership with property owners to create quality housing. As the city began to attract businesses to call New York home, property owners started reinvesting in the revitalization of their portfolios. Newer upper middle class income residents sought out superb deals that fit well within their means in communities like Williamsburg, Lower East Side, Upper West Side, Harlem and Crown Heights.

The influx of upper middle class wealth to some of the most affordable minority districts of our city, began to force many longtime residents out. These residents were the ones who teamed up to make modest repairs to their buildings, small owners with concerned residents fought to remove tenants that proved to be at risk and attracted criminal elements jeopardizing their safety, and who partnered with police to fight off drug dealers from controlling everything. These unsung heroes were the ones who made it all possible for people with means to see the value in this city once again, and why it is the greatest city in the world. And how did we as a city repay them? To many, the pendulum had swung too far in favor of owners and due to the city and state’s inability to quell the nature of terrible owners tenants across the city began to contemplate their own campaign to have affordable housing as a central component to social justice.
Through the concerted efforts of resident associations, local tenant task forces, legal assistance networks, and community advocates, these voices began to grow more vocal with every eviction, more determined with every building removed from affordable housing registrar, and more raucous with every lack of support legislators. The IDC’s actions helped galvanize New Yorkers to charge the ballot box and give Democrats control in the state legislature which helped usher in sweeping legislation to reform rent regulation guidelines. Now that this major victory has been achieved, the question is what happens now? As much as this slate of legislation seeks to right numerous wrongs in housing laws, and there are quite a few, they aren’t directly geared for bad owners the laws burden ALL owners. Every year the Public Advocate’s office under Tish James has published a listing of the worst owners in the city, and as much as they should be publicly shamed and when necessary legally investigated, they do not represent the majority of owners in this city. Their action have an effect on other owners, forcing an increase in the value of certain communities which leads to higher property and assessment taxes, forcing all owners to raise rents to maintain their property. This cause and effect is immediately troublesome for smaller owners who are predominantly people of color. To provide upkeep for your property requires major capital investments owners tend to pay for with rents col-
lected from tenants. However, when you own a small property and the majority of your residents are of low or modest incomes you are barely, if ever, breaking even. In order to pay for the maintenance necessary you have to file for a loan with a bank, and historically, and still to this day, people of color have difficulty qualifying for loans. Those that do are still locked in in interest rates that are counter- productive to holding on to the property, challenges other owners do not face. Also, small minority owners frequently find that they are unable to get their cases heard unbiased while the large and/or non- minority owners have no problems. These small minority property owners are the ones that invest directly in the community by providing commercial spaces for small minority business owners who were financially barred from spaces owned by non-minority building owners. Small minority owners provide the most spaces for local

culturally based non-profit organizations, and try their best to reinvest in community driven initiatives like hiring local youths and ex-offenders who have returned home. There are plenty of winners and losers in this rent regulation argument at present, but can we tell which is which? The village of Harlem is very important to me and my family, and has always been. As small business and property owners, every issue of our residents and storefronts managers was a concern that needed to be addressed. Understanding how property ownership works in this city, and how it directly impacts both owners and residents, I don’t see how this is going to turnout the way many think.

very day, 130 Americans die from opioid overdoses; since 1999, 702,000 have succumb to an overdose. In New York City there’s an overdose every 6 seconds; and in 2018, 1,444 suffered a fatal overdose. The PILLARS is Manhattan’s first recovery center funded by The NYS Office of Alcoholism and Substance Abuse Services (OASAS). We provide FREE Holistic approaches to recovery for the individual and for the family member who’s loving someone in active addiction. In just two years The PILLARS has served over 10,000 participants in the following ways: • trained over 175 individuals (many formerly incarcerated) to receive OSHA certifications, and over 30 to receive Peer Recovery Coach Training to help secure employment • deliver Domestic Violence Prevention, Batterer’s Ac-
countability classes, and mutual aid support groups to over 50 unique individuals each week • provide Parenting Skills Enhancement Classes, non-perishable goods to those who are food insecure, and our “closet” includes baby, men’s, women’s, and children’s clothing • offer yoga, meditation, acupressure/acupuncture, tai-chi, afro-fusion dance to live drums, bereavement groups, and linkages to any other resources (including individual recovery coaching, insurance, housing, transportation, and financial/benefits assistance). n August 15th the NY Women Chamber of Commerce featured “A Taste of Harlem” at the Grand Slam Ballroom in Harlem. Dozens of restaurants and caterers were featured. This was also the kick off of “Harlem Restaurant Week” which ran from August 19th through September 1st. B
efore I was diagnosed, I had no idea what an autoimmune disease was or how devastating it could be to live with one. In my case, that’s led to about 40 procedures
in 15 years; nearly as many the years I’ve been alive. I’ve paid nearly 200 thousand dollars out of pocket according to Cigna in the last 20 years; that’s enough money to buy a house. I’ve had the financial strain damage my

ou’ve already said “no” multiple times. No, you won’t go out again. No, you’re not interested in spending the night. No, you won’t meet him at a coffee shop. No, and now he’s threatening you, filing false reports, spreading lies, and harassing your family. It happened to Carrie Goldberg, too, and in “Nobody’s Victim” (with Jeannine Amber), she explains what she did about it. “The internet can be a nasty place.” Between social media, 4chan, and the spread of fake news, it’s hard to recall a time when the internet was meant to be a safe, benefi-
cial thing. But it was, says Goldberg, before the passing of Section 230 of the Communications Decency Act of 1996, legislation meant to preserve what was good about the internet. Instead, the act colossally backfired, opening the door for porn, hate speech, misogyny, and online threats. These are things Goldberg knows in her work as a victims’ rights lawyer. It was a job she didn’t initially set out to do. Before law school, she worked as a caseworker for elderly Holocaust survivors, a job that taught her to multitask but not how to set boundaries. She was single

then, dating, and meeting men that didn’t click with her, until she met one who drugged her and violated her in a terrifying way. She didn’t bother to call the police. No, she went to Ireland, thinking suicide as a possibility but there, she had an epiphany that sent her down her current path. And yet, unimaginably, she was later stalked a second time by another ex-boyfriend. Her own experiences in mind, Goldberg writes about stalkers who mean to ruin the lives of women they supposedly love. She tells of suing schools and cities on behalf of teen girls who are
“victimized” by sexting and “revenge porn.” She explains how “troll armies” are made, and why “there is almost no telling what might set them off.” And she writes compassionately about her clients: almost all women because, statistically, most stalkers are men. To them, she says, “We are an army of warriors and we won’t back down.” Looking for a scary-thriller kinda book this fall? Forget about a novel; what’s inside “Nobody’s Victim” is about as frightening and horrifying as it gets. Indeed, this book will make you want to shun your computer and all that’s on it, until you realize the truth: the internet is only part of

ing him is even harder, and legalities exist that are filled with loopholes to help corporations instead of customers. Still, author Carrie Goldberg tells of women who’ve persevered and triumphed against “psychos and stalkers,” giving you reason to hoo-rah with a caveat: Goldberg offers those stories as between-the-lines advice here, rather than a solid howto, leaving a sense of anguish lingering over the end of this book. ver the years growing up, Rent Regulations concerns grew as the worst of times fell upon New York City with the drug epidemic, starting in the late 60’s, 70’s and 80’s. Residents who could afford to do so fled Harlem for the peace and quiet of Westchester, Long Island, and New Jersey, leaving their former neighbors to deal with crime and dilapidated apartment buildings many owners refused to properly maintain, as long as they were above 96th Street. The images are still fresh in my mind passing buildings that were complete shells, with residents having no alternative but to manage as best they could to endure the degradation of the place they called home. Due to the strident efforts of local non-profit organizations, the growth of small business, and the new strategies to combat crime, the city became a safer place to live and invest in. The city and state tried its best to develop policies and legislation in a partnership with property owners to create quality housing. As the city began to attract businesses to call New York home, property owners started reinvesting in the revitalization of their portfolios. Newer upper middle class income residents sought out superb deals that fit well within their means in communities like Williamsburg, Lower East Side, Upper West Side, Harlem and Crown Heights.

The influx of upper middle class wealth to some of the most affordable minority districts of our city, began to force many longtime residents out. These residents were the ones who teamed up to make modest repairs to their buildings, small owners with concerned residents fought to remove tenants that proved to be at risk and attracted criminal elements jeopardizing their safety, and who partnered with police to fight off drug dealers from controlling everything. These unsung heroes were the ones who made it all possible for people with means to see the value in this city once again, and why it is the greatest city in the world. And how did we as a city repay them? To many, the pendulum had swung too far in favor of owners and due to the city and state’s inability to quell the nature of terrible owners tenants across the city began to contemplate their own campaign to have affordable housing as a central component to social justice.
Through the concerted efforts of resident associations, local tenant task forces, legal assistance networks, and community advocates, these voices began to grow more vocal with every eviction, more determined with every building removed from affordable housing registrar, and more raucous with every lack of support legislators. The IDC’s actions helped galvanize New Yorkers to charge the ballot box and give Democrats control in the state legislature which helped usher in sweeping legislation to reform rent regulation guidelines. Now that this major victory has been achieved, the question is what happens now? As much as this slate of legislation seeks to right numerous wrongs in housing laws, and there are quite a few, they aren’t directly geared for bad owners the laws burden ALL owners. Every year the Public Advocate’s office under Tish James has published a listing of the worst owners in the city, and as much as they should be publicly shamed and when necessary legally investigated, they do not represent the majority of owners in this city. Their action have an effect on other owners, forcing an increase in the value of certain communities which leads to higher property and assessment taxes, forcing all owners to raise rents to maintain their property. This cause and effect is immediately troublesome for smaller owners who are predominantly people of color. To provide upkeep for your property requires major capital investments owners tend to pay for with rents col-
lected from tenants. However, when you own a small property and the majority of your residents are of low or modest incomes you are barely, if ever, breaking even. In order to pay for the maintenance necessary you have to file for a loan with a bank, and historically, and still to this day, people of color have difficulty qualifying for loans. Those that do are still locked in in interest rates that are counter- productive to holding on to the property, challenges other owners do not face. Also, small minority owners frequently find that they are unable to get their cases heard unbiased while the large and/or non- minority owners have no problems. These small minority property owners are the ones that invest directly in the community by providing commercial spaces for small minority business owners who were financially barred from spaces owned by non-minority building owners. Small minority owners provide the most spaces for local

culturally based non-profit organizations, and try their best to reinvest in community driven initiatives like hiring local youths and ex-offenders who have returned home. There are plenty of winners and losers in this rent regulation argument at present, but can we tell which is which? The village of Harlem is very important to me and my family, and has always been. As small business and property owners, every issue of our residents and storefronts managers was a concern that needed to be addressed. Understanding how property ownership works in this city, and how it directly impacts both owners and residents, I don’t see how this is going to turnout the way many think.

very day, 130 Americans die from opioid overdoses; since 1999, 702,000 have succumb to an overdose. In New York City there’s an overdose every 6 seconds; and in 2018, 1,444 suffered a fatal overdose. The PILLARS is Manhattan’s first recovery center funded by The NYS Office of Alcoholism and Substance Abuse Services (OASAS). We provide FREE Holistic approaches to recovery for the individual and for the family member who’s loving someone in active addiction. In just two years The PILLARS has served over 10,000 participants in the following ways: • trained over 175 individuals (many formerly incarcerated) to receive OSHA certifications, and over 30 to receive Peer Recovery Coach Training to help secure employment • deliver Domestic Violence Prevention, Batterer’s Ac-
countability classes, and mutual aid support groups to over 50 unique individuals each week • provide Parenting Skills Enhancement Classes, non-perishable goods to those who are food insecure, and our “closet” includes baby, men’s, women’s, and children’s clothing • offer yoga, meditation, acupressure/acupuncture, tai-chi, afro-fusion dance to live drums, bereavement groups, and linkages to any other resources (including individual recovery coaching, insurance, housing, transportation, and financial/benefits assistance). n August 15th the NY Women Chamber of Commerce featured “A Taste of Harlem” at the Grand Slam Ballroom in Harlem. Dozens of restaurants and caterers were featured. B
efore I was diagnosed, I had no idea what an autoimmune disease was or how devastating it could be to live with one. In my case, that’s led to about 40 procedures
in 15 years; nearly as many the years I’ve been alive. I’ve paid nearly 200 thousand dollars out of pocket according to Cigna in the last 20 years; that’s enough money to buy a house. I’ve had the financial strain damage my

ou’ve already said “no” multiple times. No, you won’t go out again. No, you’re not interested in spending the night. No, you won’t meet him at a coffee shop. No, and now he’s threatening you, filing false reports, spreading lies, and harassing your family. It happened to Carrie Goldberg, too, and in “Nobody’s Victim” (with Jeannine Amber), she explains what she did about it. “The internet can be a nasty place.” Between social media, 4chan, and the spread of fake news, it’s hard to recall a time when the internet was meant to be a safe, benefi-
cial thing. But it was, says Goldberg, before the passing of Section 230 of the Communications Decency Act of 1996, legislation meant to preserve what was good about the internet. Instead, the act colossally backfired, opening the door for porn, hate speech, misogyny, and online threats. These are things Goldberg knows in her work as a victims’ rights lawyer. It was a job she didn’t initially set out to do. Before law school, she worked as a caseworker for elderly Holocaust survivors, a job that taught her to multitask but not how to set boundaries. She was single

then, dating, and meeting men that didn’t click with her, until she met one who drugged her and violated her in a terrifying way. She didn’t bother to call the police. No, she went to Ireland, thinking suicide as a possibility but there, she had an epiphany that sent her down her current path. And yet, unimaginably, she was later stalked a second time by another ex-boyfriend. Her own experiences in mind, Goldberg writes about stalkers who mean to ruin the lives of women they supposedly love. She tells of suing schools and cities on behalf of teen girls who are
“victimized” by sexting and “revenge porn.” She explains how “troll armies” are made, and why “there is almost no telling what might set them off.” And she writes compassionately about her clients: almost all women because, statistically, most stalkers are men. To them, she says, “We are an army of warriors and we won’t back down.” Looking for a scary-thriller kinda book this fall? Forget about a novel; what’s inside “Nobody’s Victim” is about as frightening and horrifying as it gets. Indeed, this book will make you want to shun your computer and all that’s on it, until you realize the truth: the internet is only part of

Still, author Carrie Goldberg tells of women who’ve persevered and triumphed against “psychos and stalkers,” giving you reason to hoo-rah with a caveat: Goldberg offers those stories as between-the-lines advice here, rather than a solid howto, leaving a sense of anguish lingering over the end of this book.
