HARLEM WEEK provided a summer experience filled with entertainment, fun, food, culture and fellowship. There was something throughout for children and seniors. The many events showcased the “spirit” of the people of Harlem. (see pages 10-12).

We mourn the passing of Dr. Julian Bond, civil rights activist and fighter for justice. (see page 13).

Ealier this month I attended a fund-raising event for “Children of Promise” who plans to expand their program to Harlem.

They have successfully served hundreds of children with incarcerated parents in Btooklyn. Focusing on organizations who do “Good Works” in the community is what we do at the Harlem Community Newspapers, Inc. (see page 7)

n August 12, 2015, City Parks Foundation held its 14th Annual CityParks Track & Field Citywide Championships, bringing over 2,000 New York City youth to the world-class Icahn Stadium on Randall’s Island for a day of healthy competition in a wide range of track & field events.

know that taking part in sports and recreational activities is an important way for kids to develop a healthy, physically active lifestyle. EmblemHealth applauds the spirit of healthy competition and sportsmanship that these young athletes show.”

Teams of kids, ages five to 16, competed in various events throughout the day, including Javelin, Discus, Shot Put, Triple Jump, Long Jump, 400 & 800 Meter Runs, Hurdles, 4x100 Meter Relay, and 100 Meter Dash. The meet also included events for children with special needs including a 100 Meter Dash that included children in wheelchairs, Javelin, Long Jump, Shot Put and Hurdles. In addition, there was a “Giant” Relay Race for PeeWee runners, ages five to seven. Champion-

ship medals were awarded at Peewee, Beginner, and Intermediate levels.

CityParks Track & Field, presented by EmblemHealth and supported by the Nike+ Run Club NYC, offers free track & field instruction for boys and girls, ages five to 16, with lessons held twice a week from July through August in parks citywide. Through a partnership with EmblemHealth, CPF’s free annual youth Track & Field instruction also provides health tips and special giveaways during instruction time to over 2,000 youth participants and their families. Families have access to sun safety tips, hydration information, and other wellness information to ensure a safe and enjoyable summer sports season. EmblemHealth’s support

Children of Promise, Announces Program Expansion with Soirée Event at Harlem’s MIST Hosted by Emmy Winning TV Personality Sherri Shepherd

C

hildren of Promise, NYC (CPNYC) has announced plans to expand operations beyond its current Bedford-Stuyvesant, Brooklyn location and open a second program facility in Harlem in early 2016. The announcement was made at their August 12 soirée event, hosted by comedienne, actress, and television personality Sherri Shepherd at MST Harlem.

CPNYC operates the first and only center in New York City that combines after-school programming, summer

attendance. It was a great night filled with networking, music, cocktails, hors d’oeuvres, speeches, and more. Presentations at the event were highlighted by remarks from event host Sherri Shepherd, CPNYC Founder Sharon Content, their Board of Directors, and a formerly incarcerated parent.

CPNYC mission is to embrace children of incarcerated parents and empower them to break the cycle of intergenerational involvement in the criminal justice system. Recognizing the severe trauma and profound psychological consequences children experience in association with losing a parent to incarceration, CPNYC has developed an innovative model that infuses mental and physical health practices.

hat’s on the minds of many high school students these days—the start of a new school year, getting a driver’s license, worrying whether they’ll make the team, perhaps daydreaming about college and sweating over SAT exams? But that’s not what three Black male high school students told a Children’s Defense Fund audience this summer they’re thinking and worrying about.

Aijalon “AJ” Morris is beginning his senior year at Pearl-Cohn Entertainment Magnet High School in Nashville, Tenn., said: “I have no friends that I grew up with. I have lost five this year and I have lost three to prison . . . I was in fifth grade and I lost my [first] friend. He got killed.

Seventh grade, my friend killed somebody, and he’s in jail for life . . . From my freshman year to now, I have been to 12 to 13 funerals. And I grew up with everybody that I went to those funerals with, and now they’re gone. It’s hard to cope with it. It’s hard to – sometimes I cry all night, you know, and I ask God why.”

In middle school, AJ was a star athlete. By eighth grade he was already receiving offers to play football in college but after he was sidelined by injuries his sophomore year, everything changed. “I lost

hope. I stopped going to school.

And during those times I was going through a lot with my family. I was homeless. I didn’t have anything to wear, didn’t have anything to wear to school, you know, nothing like that. I didn’t even know where I was going to get my next meal. And everything was gone.” No one seemed to care. “I remember a whole month – a whole month we ate bread. We ate toast for a whole month.”

E’Darrius Smith, a budding and talented artist, is also a rising senior at Pearl-Cohn. “I had a good friend that I grew up with . . . He ended up dying because he was robbed and he tried to fight back and they ended up shooting him in the chest. So they ended up killing him. And when I found this out, you know, I almost cried, but at the same time [you’ve] seen so many classmates and so many people …you just sort of say, ‘Man, I sort of knew that was going to happen.’”

Jermaine Simmons, a junior at Pearl-Cohn: “We live in the worst conditions where nobody helps you.

And we live in a condition where you’ve got to watch your back every 30 seconds. You know, you don’t know when you’re going to get robbed, you don’t know [when] you’re going to get shot, you don’t know [when] you’re going to get stabbed . . . For some of us that is our reality.”

These three teens are very lucky that they have a mentor in Rev. Damien Durr, a gifted teacher-preacher, they can rely on.

Damien is a member of the Children’s Defense Fund’s Nashville organizing team but also is a social and emotional counselor at PearlCohn High with a special focus on helping Black male students stay out of the cradle-to-prison pipeline.

AJ now dreams of becoming a kinesiologist, Jermaine — a social studies teacher, and E’Darrius — a freelance artist, one of whose fine paintings I look at every day when I step out of CDF’s national headquarters elevator.

Where are the other neighborhood, community, school, and faith congregation mentors and role models? And where are those calling for common sense gun laws so that walking down the streets or to school is not like a showdown at the OK Corral? Where are the outreach workers from community agencies to knock on doors from time to time and see who’s there and what children’s needs might be??

The violence, poverty, and trauma these young people face would be unthinkable for anybody – and yet we leave countless children to cope with death and fear daily and often all alone. What are our responsibilities to our children and youths to offer them respect and hope and

education and jobs and open up rather than close doors to a positive future?

E’Darrius said Damien Durr has been an invaluable mentor because he taught him he can’t wallow in self-pity about the circumstances he comes from—he must rise up.

But countless other youths need but lack a Damien in their lives to help them overcome the overwhelming odds threatening to drag them down. They need parents and grandparents. They need caring teachers and principals and social workers and health care workers. They need faith communities whose doors are open to compete with the drug and gun dealers. They need positive alternatives to the streets and the gangs and sadly too often to the police and law enforcement agencies entrusted to protect them. They need positive role models who have experienced many of their struggles and show them that they can overcome them with perseverance.

his past weekend on August 15th and 16th, HARLEM WEEK events featured: the NYC Children’s Festival with rides, games, exhibits for children and families, as well as basketball and boxing exhibitions and entertainment by young people for young people.

The Historic Black College Fair & Expo included over 50 Historic Black Colleges sharing information on financial aid, special programs and the benefits of attending a Black College.

There were hundreds of exhibitors and vendors selling arts & crafts, clothing, jewelry, and food. There were discussions about the “Our Lives Matter” .Initiative. There were special performances by Impact Repertory Theatre, Alvin Ailey Dance Company, Vy Higginsen's Mama Foundation Gospel For Teens, The Last Poets and Nona Hendryx.

The Fashion Flava Fashion Show wowed the crowd.

The Upper Manhattan Auto Show had over 100 classic, a ntique and new automobiles, motorcycles and other vehicles on display.

Civil Rights Icon Julian Bond Dies at 75

J

ulian Bond, immediate past board chairman of the NAACP, a founding member and communications director of Student Nonviolent Coordinating Committee (SNCC) and co-founder of the Southern Poverty Law Center (SPLC), died Saturday night, August 15, at the age of 75. Bond served as the president of the SPLC, a legal advocacy organization that promotes equality and tracks hate groups, from 1971 to 1979 and later on the board of directors, according to a statement issued by the group. “With Julian’s passing, the country has lost one of its most passionate and eloquent voices for the cause of justice,” the statement said. “He advocated not just for African

Americans, but for every group, indeed every person subject to oppression and discrimination, because he recognized the common humanity in us all.” The statement continued: “Not only has the country lost a hero today, we’ve lost a great friend.” In a White House press release on the passing of Julian Bond, President Barack Obama called the civil rights icon a hero and a friend. “Justice and equality was the mission that spanned his life – from his leadership of the Student Nonviolent Coordinating Committee, to his founding role with the Southern Poverty Law Center, to his pioneering service in the Georgia legislature and his steady hand at the helm of the NAACP,”

An Ancient Culture of Art

ne of the most intriguing and beautiful forms of art are the masks created by theNorthwest Pacific Coast Indians. These masks were

carved and created in a way that they were able to morph into a second mask.

The construction of them defies what we now deem “mechanical” in many

ways, since the Indians did not have the convenience of modern tools. They used a type of hinge and leather string to enable their masks to open and close. The

transf o r mation m a s k pictured here is an example of their highly skilled crafts-manship and their perception of the world around them.

Obviously a fish the mask morphs into another mask that is a human face.

The Northwest Pacific Coast Indians belief about Salmon for instance, was that Salmon were supernatural beings who assumed the form of fish and sacrificed themselves for the benefit of humankind.

Once caught in their fish form, it was believed that if their bones were returned to the water their spirit was returned to the sea and was reincarnated. It was also believed that if they were offended, they would refuse to return to the water. Needless to say, there were numerous tribal laws against acts believed to offend the Salmon and a number of observances designed to propitiate them.

The main and most important ceremony was the “First Salmon Ceremony” which varied in detail from tribe to tribe but the basic idea was the same.

It’s purpose was to honor the first Salmon caught during the fishing season by sprinkling them with eagle down, red ochre, and/ or other sacred substances, welcoming them in a formal

speech, cooking them, and distributing the fish in a sacred, communion like ritual, to all the members of the tribe and any guests. The Indians in northwestern California viewed these rituals as what has been called world-renewal ceremonies; first-salmon rituals, firstfruits observances, and dances in which lineage or wealth was displayed. This beauty extended into the Northwest Coast Indians

May we learn from them and step away from our “throw away” society and show a more reverent attitude towards our belongings as well as the earth. If only mankind reverenced our earth and food as the Indians of the Coast did then, perhaps we would be living in a much cleaner and greener world.

The AMNH, the American Museum of Natural History here in NYC, has one of the best displays of Northwest Coast Indian artifacts in the world and is the oldest wing of the museum. Visit there and see the fantastic creations of this ancient culture. www.amh.org

(BMOA) held its 21stAnnual BMOA Scholarship Fundraiser Gala “White Party” on Thursday, July 23, 2015 at The Crystal Plaza in Livingston, New Jersey hosted by Fox 5’s Christal Young and coordinated by Irving Street. The enchanting evening featured a festive cocktail party followed by a delicious dinner and a heavenly dessert bar.

Hundreds of McDonald’s Owners/Operators (O/O) and their guests attended the highly anticipated annual soiree. This year’s gala fundraiser honored Don Thompson, retired Chief Executive Officer of McDonald’s Corporation and Rev. Dr. Calvin Butts III, Pastor of The Abyssinian Baptist Church. Both honorees received the coveted Robert Lee Dunham True Visionary Award presented by Dunham’s revered widow Linda Dunham.

PONDER THIS! No Fault But Your Own

ou may hear someone say “I was minding my business and …” I know you automatically got ready to hear a story of some unexpected experience that had transpired.

So with that in mind, I write my tale and seek this moment to reveal its magnificence. As expected, I begin with I was minding my business as an invited guest at an annual networking event at Harlem’s ever popular Alhambra Ballroom.

It is seldom that I am seated with a group of folk that I do not know, yet it felt good to go with the flow and allow myself to be in the presence of strangers.

As each of the seats at the table filled, we went through the usual introductions and some presented their business card.

Directly across from me in this circle of new faces sat an elderly woman adorned in traditional African attire. Though she was seated, her head wrap gave her greater height above us all.

Good manners were pushed aside as I sat staring at her, unashamedly. I could not look away.

Her face was black as coal; her smile looked as if it held words of wisdom waiting to burst from her mouth, eyes deeply set, and the whites inside like pearls.

She was looking at me! If you have ever been mesmerized, you know the feeling I am trying to describe. Though, she spoke to a woman seated next to her and I tried to engage in a conversation with a man seated next to me, her eyes would not let me go.

I wondered how inappropriate it would be to simply say,

“Who are you?” She was already seated when I arrived and we had not been introduced. Just as I was pondering how I was going to introduce myself to her, she beckoned for me to come. I rose from my seat and made my way around the table, settling into the now available seat next to her.

She didn’t waste any time.

“Sistah”, she said, “Who are you?” I have never hesitated to speak about what I do, but her question was clearly, who are you? I replied, I am Hazel Rosetta Smith.

Before I could ask her name, she hit me with another question, “What do you do”? It is my belief, when what you are is what you do, that is happiness. I was happy to respond; I am a journalist, a playwright, director, etc., hoping she would be pleased with

my swift acknowledgement of all that I do. She smiled and bowed her head up and down a few times.

The silence that followed was deafening. I was speechless, which is seldom my position.

Just as I was about to adjourn our time together she said, “Are you doing what you are to do? Wow, that was deep. No one had ever asked me that before. But I had to admit it is a question I have contemplated with myself about my life’s purpose and come to believe indeed, my life is in divine order. If one ever really knows, at least, I hope so.

Our conversation came to a remarkable conclusion. There was no need or reason for me to say another word. I understood, I was an ordinary person in the presence of an extraordinary woman and I was to be still

and let wisdom have its way. I felt I was seated at the feet of a great sage with all of my senses focused on what I knew she was called to say to me on that day, in that place, in that space of time.

She told me what she saw in me, when she first looked at me. She asked for my name, yet she had already named me. My name is Hazel, which honors my Mother. My name is Rosetta, which honors my Father’s mother and his eldest sister. She smiled and said it is good to have names that honor the ancestors, but there is a name that would speak to me.

She said it in a sweet, melodious tone. You are Uzenzile, which means “No fault but your own.”

She said I must do what it is I am to do and if I don’t, it is no fault but your own. She assured me

God has a direct path for me and I must stay on that path.

Uzenzile is a common expression in South Africa. It can be a name and a warning as well.

When a child is told not to do something and they do it anyway, it is uzenzile, your own fault.

If the result of the action is not good, you are punished for not obeying.

It has been a year since I was given the name from an African Queen Mother in the most divine moment of my life. I will always remember the lesson, when it’s your own fault, it hurts worse than when there’s someone else to blame.

Lupus Disproportionately Affects Black Women

$32 Billion in Funding Could Raise Awareness

L

upus, or systemic lupus erythematosus, is a chronic and often debilitating autoimmune disease that impacts more than 1.5 million Americans.

Characterized by intense fatigue, exhaustion, joint pain, and memory problems, lupus is three times more common among the Black female populations than any other group. And, while lupus affects women in their childbearing years, the onset of lupus in Black women is earlier and more likely to develop into severe organ problems.

Among health officials lupus has been termed everything from “unpredictable,” to “misunderstood,” and is difficult to diagnose. Additionally, lupus

remains a challenge to treat, according to the Lupus Foundation of America, existing outside of the national health dialogue with few awareness efforts in place.

The exact cause of lupus is not known, though researchers believe that there are hereditary genetic markers that keep the immune system from functioning properly. Additionally, a number of factors can trigger lupus attacks, including viral infections, such as mononucleosis.

No two cases of lupus are alike. Some people develop kidney problems, for example, while others get premature heart disease, and others suffer from strokes or develop lung inflammation.

In recent weeks, lupus activists from around the country visited Capitol Hill, where they successfully lobbied for more than $32 billion in research funding for the National Institutes of Health and to elevate lupus on the nation’s health care agenda. The funding would not only aid researchers in studying the disease, but also supply a collective guideline for diagnosis, treatment, and outreach that could be utilized by professionals and patients alike.

“Our research has shown that, on average, individuals with lupus suffer symptoms for four or more years and visit three or more doctors before they receive a diagnosis of lupus,” said Sandra C. Raymond, president

and CEO of the Lupus Foundation of America. “I’m pleased to see a collaborative effort among advocacy groups, researchers, physicians and leaders in public health and government to provide critical tools that will help reduce the time to diagnosis and improve medical care for people with lupus.”

Dr. S. Sam Lim, associate professor in the Division of Rheumatology at Emory University School of Medicine in Atlanta, Ga., found, in a study of Black women diagnosed with lupus, that those impacted ranged in age from 15-44 and exhibited a range of symptoms from a skin rash to kidney (renal) failure.

“These are young women in the prime of their careers, family, and fertility. This means a severely compromised future, with

a disease that waxes and wanes, affecting every aspect of daily living for the rest of their lives,” Lim said. “These data directly reflect the burden of lupus in our community. These are mostly young, minority women who are going to dialysis instead of working and caring for their families.”

And despite the widespread prevalence of lupus, medical research has remained underfunded relative to its scope and devastation making the one in every 250 Black women diagnosed particularly vulnerable to misdiagnoses.

Scientists are baffled as to why.

Even with the famous 10-year Lupus in Minorities: Nature Versus Nurture (LUMINA) study, which tracked a sizeable multi-ethnic, multi-regional, and multi-institutional group of lupus sufferers, no consistent cause for the racial

disparity was found. Genetic and ethnic factors were noted, however, to be more important than socioeconomic ones in influencing the disease’s growth.

Lim said several organizations, including the National Lupus Patient Registry, provide tremendous resources to those impacted by the disease. He said that 20 years ago, only 40 percent of people with lupus lived more than three years following diagnosis, with current therapies, most now live a normal lifespan.

“We have to build the next line of research projects to determine the additional ‘whys’ of the disproportionate rates in minorities and poorer outcomes as well as other important questions involving the role of the immune system and genetics,” Lim said.

Back-to-School Tips to Keep Kids Healthy and Safe Back-to-school prep means more than a trip to the office supply store. Help kids stay strong, healthy and safe this school year by putting wellness front and center.

“Thinking about back-to-school now can help parents keep kids on track for a healthy summer and start to school,” says Dr. Sandra Hassink, MD, FAAP, President of the American Academy of Pediatrics.

With that in mind, Hassink recommends taking the following steps.

Ease into the School Schedule Ease the back-to-school transition by keeping bedtime and meals scheduled during the summer and adjusting timing as school approaches. If your child has been going to bed later than usual, begin adjusting his or her bedtime earlier toward the end of summer. Depending on age, children and teens need between 8.5 to 9.5 hours of sleep

nightly.

For young children, arranging to see their new classroom and meet their new teacher before school starts can calm first day jitters. Go over the school schedule with your child, including how she will get to school and what the plans are for after school time.

Schedule a Pediatric Visit The back-to-school season is a good time for scheduling a pediatric exam. Create a list of items you want to discuss with your child’s pediatrician. This list should include ensuring your child is up-to-date on vaccinations, a crucial part of preventive care.

It’s a good idea to build a medical home with a pediatrician by

sticking with one doctor or medical practice throughout childhood and adolescence. The doctor will be better informed of your child’s medical history and aware of any emerging problems.

Beyond medical testing, pediatricians are well-equipped to counsel patients and parents on emotional and social issues, as well as issues that often crop up during adolescence, such as smoking, drugs, drinking, sexual activity and depression.

“Parents can ask a pediatrician about anything related to the care of their child or teen, medical or not,” says Dr Hassink. “The visit can be a good way to bring up these issues.”

Consider Sports

Sports can foster confidence, cooperation and healthy habits, and the start of the school year brings many opportunities to join various programs.

Hydration, nutrition and proper conditioning are important for any sport, especially those with intense training in warm weather. Schedule a sports physical with your pediatrician to discuss your child’s overall

health and how to prevent injuries.

Talk Safety If your child will be walking to school, travel the route with him to assess its safety. Find out about traffic patterns and crossing guards.

The Six Healing Sounds

People are afraid to leave their apartments.

“Marvelous Cornelius: Hurricane Katrina and the Spirit of New Orleans”

How boring is that? It’s much more exciting to get things out than it is to put them away, right? But guess what: when someone helps, cleaning your room isn’t a chore. If you make it a game, in fact, it’s actually fun. In the new book “Marvelous Cornelius”

by Phil Bildner, illustrated by John Parra, you’ll see how that works.

In the French Quarter, everybody knew Cornelius Washington .

They called him the Marvelous Cornelius because, well, he was! People looked forward to seeing him on the back of his garbage truck, waving and call-

ing “Mornin’!” to everyone near Jackson Square .

But cleaning up wasn’t all that the Marvelous Cornelius did: on every stop, he “sashayed to the curb and shimmied to the hopper” of the truck. He hollered to the people nearby before yelling “Showtime!” and the fun began. Cornelius did one-handed cartwheels and flips. He danced with the garbage bags before he lined them all up and threw them – one, two, three, four – into the back of the truck. Not one stray paper missed his grab. Not one bit of trash was ignored. Not one bottle went unnoticed as he spun and weaved from curb to curb, dancing with the garbage cans,

making a “one-man parade” in the Quarter. The Marvelous Cornelius left his neighbors happy and his city as clean as a whistle.

But early one late summer morning, a storm came roaring into New Orleans . It didn’t take long for the streets to fill with water and for people and cars and rooftops to float up and away. It was “a gumbo of mush and mud” and days later, after the waters left, the Marvelous Cornelius could see that the cleaning job would be too big for him to handle. That made him cry but “his spirit and will were waterproof.”

What else could he do but get back out to his beloved streets, behind his truck? There was

work to be done, with the help of neighbors, new friends, and people who came to help. They had a city to clean!

Chances are, though the child to whom you’ll read this book will hear news stories about the tenth anniversary of Hurricane Katrina’s landfall, he won’t remember it. She might even be too young to understand – which is why you’ll want this wonderful slice-of-life on your shelf.

Based loosely on the real Mr. Washington, “Marvelous Cornelius” is lively and colorful, just like its setting. Author Phil Bildner’s story is good, made better with illustrations by John Parra; together, they give kids a sense of

This is a great book for kids ages 3-5, although curious early grade-schoolers might like

Cuban /Bronx Roots Film

then suddenly Fidel Castro’s revolution took over.

The family soon decided that to be secure they needed to leave Cuba for the United States. They end up in the Bronx, NY in 1962. Members of the Foster family, Diana, Ruben and Pablo, face challenges in the USA in that although blacks, they are Spanish speakers.

Ruben hung out and started getting high on drugs. He was a drug addict for years until a Christian-based program got him to give up drugs, and raise a family. Pablo and Diana remember the Young Lords group helping them gain their identity as Cubans and as Black Americans. At the end of the film, Pablo and Diana fly to Cuba by going through Canada and have an emotional reunion with the relatives they left behind.

he Bronx Museum and the African Film Festival on August 7th featured the screening of the films “Major Leagues?” about Cuban women’s baseball, and “Cuban Roots/Bronx Stories.”

The opening act was Chino Pons and Grupo Irek, a band with an authentic Cuban sound. Cuban-born singer Chino Pons has a flair for getting the audience excited. The band consisted of 2 bongo drums, a guitar, 3 trombones, a singer, and a big bass. Especially impressive was the song “Mi Gusta Chicharron” (I Like It Fried”) where after singing the opening, Chino danced skillfully but wildly with a young lady from the audience.

The opening film “Major Leagues?”- in Spanish with subtitles- showed the strug-

gles of a group of young women who begin a female baseball league. They tell of having to abandon boyfriends to play the game they loved.

Many of the Cuban men had chauvinistic attitudes, but by the end of the film it was clear to them that women can be great ball players too.

In the closing 1-hour documentary, “Cuban Roots/ Bronx Stories,” the Foster family of Jamaican origin arrived in Cuba to work in the sugar cane fields. The next generation grew up in Cuba and moved to Havana, the capital. They saw the old racial prejudice in Cuba, and

COUNCIL PASSES WILLIAMS’ PRO-TENANT LEGISLATION BILL WILL COMBAT POOR BUSINESS PRACTICES OF TENANT RELOCATORS

T

he New York City Council passed Intro.

700, a bill sponsored

by Council Member Jumaane D. Williams (D-Brooklyn), Deputy Leader and Chair of the Council’s Housing and Buildings Committee, which is part of a Tenant Protection Package that aims to address the poor business practices of unscrupulous tenant relocation specialists, or as they are more commonly known, tenant relocators.

In New York City, there has been a long history of owners offering tenants money to vacate their apartments. In recent years, however, there have been complaints from tenants that buyouts have become a form of harassment. This issue

arises most frequently when building owners have hired tenant relocation specialists, many of whom receive a fee for each vacancy, to try to convince tenants, many of whom are rent-regulated, to leave their apartments. Int. 682, Int. 700, and Int. 757 are intended to address this issue.

Int. 700, sponsored by Council Members Williams and Daniel Garodnick, would amend the Housing Maintenance Code’s definition of “harassment” to make it unlawful for a dwelling owner, or an owner’s agent, to make a tenant buyout offer without first notifying the tenant that they have the right to refuse the buyout offer, without disclosing that the person making

the buyout offer has been hired by the tenant’s landlord. Int. 757, sponsored by the Council Speaker Melissa Mark-Viverito, would amend the administrative code to include repeated buyout offers, made after a tenant has asked for them to stop, as part of the definition of harassment under the Housing Maintenance Code.

Int. 682, sponsored by Council Members Garodnick and Williams, would create a licensing scheme for tenant relocation specialists. Under this legislation, the relocators would have to become licensed by first passing an exam, furnishing a surety bond, and paying a licensing fee.

tenant relocator to get the job done. Tenants don’t deserve to be intimidated out of their homes, and should be informed of their rights to refuse buyout offers. I am proud to sponsor this legislation which will combat such egregious tenant

harassment behavior, and thank Speaker Mark-Viverito and my Council colleagues for pushing these important reforms,” said Council Member Williams.
