Celebrating the children

Town’s new Annual Report focuses on projects that improved life for Saugus youngsters

ew and improved parks and playgrounds and a brand new Saugus MiddleHigh School that is expected to begin construction this year – all initiated to meet the future needs of Saugus youngsters – are highlighted in the latest copy of the town’s Annual Report. The front cover of the report, which was released this week, features a color photograph of children climbing up new playground equipment at the Bristow Street Park.

Board of Selectmen Chair Debra Panetta also noted the emphasis on Saugus youngsters in her “State of the Town” statement, which served as the introduction to the 2017 Report, which covers the fiscal year from July 1, 2016 through June 30, 2017. “I am pleased to report that Saugus continues to improve our finance position, our recreational facilities, and focus on the needs of our children,” Panetta wrote in a two-page letter addressed to “Dear Fellow Saugonian.”

Panetta cited as a major accomplishment the June 2017 vote “to support and invest in a 21st Century education plan and Middle/High School District-Wide Master Plan Solution.”

“This comprehensive, district-wide solution will meet our children’s educational needs, the Town’s long overdue capital building needs, and will ultimately save the Town significant dollars in maintenance costs,” Panetta wrote.

She noted that construction on the town’s historic school building project, which received an overwhelming 71 percent approval from voters in the special election, is scheduled to be completed and occupied by the start of the 2020 school year.

“The Town continues to invest in our parks and playgrounds for our children and families,” Panetta wrote. “Last year, we completed the Veterans Memorial Elementary School Playground, the Bristow Street Park, and the tennis courts at the Belmonte Middle School. This year, we have continued this work by adding security cameras to ensure the safety of our children and the care of our investment,” she said.

Panetta mentioned that future plans include renovating the basketball courts at the Evans School. Panetta credited Town Manager Scott C. Crabtree with doing “an exceptional job continuing to lead our Town in a positive direction.”

Frank Regan, 85, talks about how he stays fit in the Retired Guys Hockey League at Hockeytown USA Editor’s Note: For this week, we sat down with Frank Regan, who at age 85, still plays ice hockey in the Retired Guys Hockey League at Hockeytown USA on Route 1 in Saugus. Regan talked about the pains and pleasures of people (there’s a woman who plays with

them) his age lacing up the ice skates and moving up and down the rink. Regan, a Belmont native and U.S. Marine veteran of the Korean War Era, worked for Raytheon Co. in Andover for 35 years. He was married to the late Nancy Regan for nearly 60 years before she

passed away last November. He has six children and 13 grandchildren. Regan learned to skate at Spy Pond in Arlington. He played club hockey in college for a couple of years and for several years in the Industrial League when he worked at Raytheon. Regan spent 25 years officiating hockey at the youth, high school and collegiate levels. For several years, he officiated games in women’s collegiate hockey. He got involved with Retired Guys Hockey – an informal recreational league for players 60 years and older. There are no referees or time-keeping. Body checking, other hard physical contact and slap shots are not allowed. Some highlights of the interview follow.

Q: So what has been the highlight of your 20 years with the Retired Guys Hockey League?

A: Building friendships. Having fun. Being able to do it [play hockey].

Q: Yeah, it must be just the satisfaction of just being able to lace up the skates and go out there.

A: Yes. Exactly.

Q: Do you remember when it was founded?

A: When we first started the pickup hockey, which would be somewhere around the late 90’s, we had a couple of guys who knew each other bring hockey sticks and shoot the puck around; then it got up to a half dozen, then eight to 10. It was kind of unofficial and it grew from there. We picked up that name. I don’t know where it came from. It was pretty quick – “Retired Guys.” I don’t know who brought it up, but that was the formula. It’s who plays there in the morning. If you’re retired, you play in the morning.

Q: What’s it feel like to be the oldest guy in a hockey league? Eight-five years old and still playing!

A: It’s indescribable. I don’t know how to describe it, other than to say I’m fortunate to have the genes to play at this age.

Q: So how long have you been the oldest guy in this league?

A: Dick Weeks retired about two years ago, and I became the oldest. He retired at 87 and I’m trying to break his record. There’s another guy who is going to be 80 this year – Dick Denham – and he’s from Saugus.

Q: And what’s the makeup of the league?

A: It’s a great bunch of guys – some college and All Americans who love to play. There are some very talented hockey players, but they play down to the level of the guys who aren’t so good, like myself. And we have a great time.

Q: How many members in the league right now?

A: There’s about 25.

Q: And, other than the goalies, it’s a 60 and over league?

A: That’s correct.

Q: How many times a week do you play?

A: Three times a week and once in the summer; we cut back in the summer sessions to one day a week.

Q: Now, during the rest of the week, do you do any training to keep in shape?

A: I ride a bike, but not in the winter. I ride my bike in the good weather, and I put two- to threethousand miles a year on it, just doing trails and off-roads.

Q: Now, how long have you been playing hockey?

A: Well, I have been skating all of my life, I guess you might say, off and on.

Q: How old were you when you first put on the skates?

A: I was around seven or eight.

Q: And then when you first got into some competitive hockey?

A: I was probably 15 or 16.

Q: And what was that?

A: That was a league prior to high school, called the Mayflower League at the Skating Club in Allston. And that kind of got us geared up to try out and play high school hockey.

Q: And then you did some skating in high school through college?

A: Correct.

Q: And what was the biggest stage you played hockey on?

A: It was the Industrial League, down in Quincy, the South Shore League in the early 60’s, where they had a lot of good college hockey players. And I was a lower tier player. I met a lot of great guys and I played against some real good competition.

Q: And you also did some hockey officiating?

A: Yes. I did youth, high school and college.

Q: How many years?

A: Oh, 25 years.

Q: What position do you play?

A: I play left wing.

Q: Do you score a lot of goals?

A: I get lucky once in a while.

Q: On a typical day, you play how much of the game?

A: Probably half of the game.

The Public’s Right to Know An ongoing series on the challenges of making open government work in Saugus

own Clerk Ellen J. Schena is calling on the halls of Saugus town government to make sure they know about the state’s Conflict of Interest and how it applies to them.

For anyone who may have walked into the clerk’s office there’s a paper sign on the counter addressed to “Boards and Commissions Members, and Employees.”

“Attached please find a copy of the Summary of the Conflict of Interest Law,” the memo begins.

“All municipal employees, which includes unpaid elected and appointed town officials, are now required to sign a written acknowledgement that he/ she has been provided with a summary of the law and written acknowledgement must be filed with the Town Clerk annually,” Schena said.

The letter and the blank acknowledgement are stacked in a tray for the taking.

The town clerk requests that those municipal employees who are required to do so, sign the Town of Saugus Conflict of Interest Summary Acknowledgement of Receipt for 2018 and return it to her office, along with

Q: How does an 85-year-old guy condition himself to play hockey?

A: Well, I watch what I eat and I try to stay in shape. I don’t put on a lot of weight, so I can get up and down the ice and compete against the other guys.

Q: So you’re basically in training the whole time?

A: Pretty much. Yes. Q: You’re on the Tom Brady [New England Patriots star quarterback] diet?

A: Good question! I’m not that dedicated to hockey as Tom is to football. I can tell you that.

Q: And there are some rules that go with this game – for the players in your league – that make it a little different?

A: Well, we say no checking.

If somebody falls and they get right up, we continue to play.

The rule is ‘Have fun and don’t get hurt.’ If somebody falls and they need a minute or they need help getting up, we stop the play. So it’s a safety thing. Nobody is running anybody into the boards or taking slap shots or trying to injure somebody. It’s a gentleman’s game.

Q: Is it the same teams all of the time or is it like pickup?

After completing the online training, print out two copies of the completion certificate. Keep for your records and a give a copy to Schena.

The training program must be completed by town residents within 30 days of becoming a municipal employee, and every two years following that. The Town Clerk must retain the notices for six years, “If you think you are currently in compliance, please refer to your copy of the most recent acknowledgement of receipt you filed with this office,” Schena wrote.

The State Ethics Commission

is an independent state agency that administers and enforces the provisions of the conflict of interest law and financial disclosure law. The commission serves the public by fostering integrity in government. The agency provides free advice to all public employees on the conflict of interest law, and civilly enforces this law.

“You can contact the Ethics Commission to obtain legal advice, file a complaint, obtain a statement of financial interest or conflict of interest law disclosure form, or complete statutory conflict of interest law requirements,” the commission states on its website.

The Massachusetts conflict of interest law, G.L. c. 268A, has regulated the conduct of public officials and employees since 1963, according to the website.

It also states: “The conflict of interest law governs what state, county and municipal employees may do on the job, what they may do after hours or ‘on the side,’ and what they may do after they leave public service. It also sets standards of conduct for all public employees. The law requires that public servants give undivided loyalty to the government they work for and act in the pub-

Q: What do you say to the person out there – who’s maybe in their 60’s or 70’s – and they’re looking for some exercise?

A: If they’re a skater, c’mon down. We’ve picked up people that way. They’re welcome to come down, try it out or look at it. Some haven’t come back.

Some have.

Q: Now, on the goalies: Goalies are the only ones who aren’t 60-plus?

A: That is correct. It’s hard to get goalies.

Q: It’s hard to get goalies your age, or just period?

A: It’s hard to get goalies, period.

Q: Were there ever any old timers, the 20 years you have been in the league, who were goalies?

A: No, not that I can recall. We

played for a long time without goalies. We just couldn’t get them. Jay [Small Saves cartoonist J. DeMarco, who appears weekly in The Saugus Advocate] was a gold mine for us. He’s excellent. He’s really tough to beat. Some of the goalies weren’t that good. You

f Town Purchasing Agent Terri Peznola wanted to remain at her current job, she would be making a base salary of close to $46,000 on July 1 – the start of the new fiscal year. But Peznola, who has only been working at that position for the past 18 months, has decided to take a similar job in another community for about double the pay, according to Town Manager Scott C. Crabtree. There was really no way to match what the Town of Andover will be paying Peznola, Crabtree said Wednesday night after a Finance Committee review of warrant articles that the town manager proposed for a Special Town Meeting set for April 9.

“It’s very difficult to retain people,” Crabtree told the Finance Committee, referring to an ongoing challenge he’s had in minimizing the turnover of important jobs at Saugus Town Hall. With the low level of pay in Saugus town government compared to area communities, the Town of Saugus has trouble keeping valued employees, according to the town manager.

There have been reports in recent weeks that Peznola, who also serves as the clerk of the Finance Committee, planned to be moving on. Finance Committee Chair Ken-

A: No. Once we left Kasabuski, we never went back. They priced us right out of the game, or priced themselves right out of the game.

A: Probably about 10, and they changed the management, and things just didn’t work out.

A: Yes. Saugus and the surrounding towns. We have a couple of guys who would come down from New Hampshire.

They don’t come every time, because they got a pretty good ride. But the majority are from right around the Saugus area.

We have a female who plays for us. You might want to mention her: Maureen Wood. She’s from Wakefield and she’s just as good as the guys. She’s a tenacious hockey player.

Q: All of these guys … just to be in your 60’s and out there, skating around and taking shots … that’s a pretty good workout, isn’t it?

A: We work out for about 10 or 15 minutes at the beginning. …

Did you ever play hockey?

Q: Just pond hockey when I was a kid.

A: We all probably have. We’ve all skated. But it’s a good physical workout: stop, go, turn. … It’s not like on the treadmill, where you are looking at the same person next to you the whole time.

Q: Does somebody drop the puck at the beginning of the

game?

A: No. We’re out skating around. Somebody picks up the puck. They shoot it the length of the ice, and that starts the game.

After a goal, the team that scores moves back and the other team just brings it up. There’s no faceoffs. It’s pond hockey.

Q: Do you get any spectators watching it?

A: No, we don’t get anybody to come down and watch. Unless you knew somebody out there you were watching, it would be a dull game to watch.

Q: The highlight of your career with this league – you had an exhibition game with the Boston Bruins alumni a few years back?

Tell me about it.

A: Playing against the Boston Bruins alumni was our claim to fame. We played against them in a fundraiser about 15 years ago. That was our big moment.

They come around for fundraisers. They play to the crowd but it’s good hockey. They can turn it on and score or they can relax and let you score. It’s an up-anddown game. And then you retire to the nearest pub after the

game and meet all of the guys and have a good time. It’s a social night. It was a lot of fun.

Q: So that was a one-shot deal?

A: Yes. Q: And there were some hockey Hall of Famers or former stars with you?

A: Ken Hodge (former Bruin) from Lynnfield was there, Lyndon Byers.

Q: So what’s the main thing you get out of something like this?

A: Satisfaction. The satisfaction of not being a couch potato – being able to do it and enjoy it.

Q: Now, do some of the oldtimers get competitive when they play, take it really serious?

A: Yep. Some get very competitive. Some of them, we have to tone them down. They take it serious. They try and keep score.

They might say, “This goal didn’t count because you were offside.” They like to mix it up. Oh yeah, we’ve got a couple like that. They’re known for it and we know who they are.

The purpose behind the Unsung Hero Awards is to recognize those unassuming students who work behind the scenes to make Saugus Public Schools a better place. Excellent students or good students with remarkable work ethic, role models and mentors to fellow students, kind, compassionate, caring, eager to help other students, a talent for making faculty and fellow students feel welcome – especially

those sitting alone in a cafeteria and good citizens by example – were some of the more common qualities that teachers cited when they gave short speeches from the podium. Winners received a plaque as well as a $25 gift certificate to Barnes & Noble.

SBEC had professional photographers on hand to take photos of the recipients alongside their teachers and parents.

“We’re proud of the parents, teachers and students,” state Rep. Donald Wong (R-Saugus) said. Wong described “unsung heroes” as “people who do

things not always expected of them.” Wong presented each of the students with legislative citations – signed by him, state Rep. RoseLee Vincent (D-Revere) and House Speaker Robert A. DeLeo – offering congratulations on behalf of the Massachusetts House of Representatives to each of the winners.

ASKS | from page 8 Q: But because you’re switching sides all the time, it doesn’t really matter who wins or loses.

A: I have a saying when they are arguing about the score: “At this stage in life, we’re all winners.” You’re right. With the changing and everything, we don’t keep standings. We don’t keep wins and losses. It’s strictly for fun and hockey – no statistical focus. That’s what makes it good. It’s strictly for fun. Sometimes we’ll use the old adage on the pond: Come 10 o’clock, some of the guys will start to leave and it starts to wind down, and somebody says, “How much longer are we going to play?” And somebody says, “Next goal wins.” We call it the GW – the game winner – so somebody scores; “We won!”

That’s what it is all about. It’s a fun time – nothing serious. You don’t go home and say, when somebody asks how your game was, “Well, we lost.” It’s always, “I had a great time. We had fun.”

Q: So the score is really irrelevant?

A : E x a c t l y. S o m e b o d y brought down one of these little foot things where you keep score. It didn’t last the first game. Somebody went out and scored, and then there was a goal that was disputed. It didn’t count. Before the end of the game, we decided we didn’t need it [the score keeper]. There was too much argument and confusion. We weren’t keeping score, so why did we have that?

That was years ago when we were at Kasabuski. We had one fight in the whole 20 years, and it was two brothers, and we had to pull them apart. Other than that, we’ve had very few injuries. Once in a while guys will hurt themselves and be out for a while and will come back.

Q: Anything else that you would like to share about the league, about the experience, about the pains and pleasures of playing in the Retired Guys Hockey League?

A: Just that it’s a tremendous group of guys to be around.

It’s about the real camaraderie.

The catalyst is the hockey, and that brings the guys together, and we talk about things in the dressing room and on the ice.

There may be a dust-up or an argument about something, but we leave it on the ice. There’s no grudges.

As far as injuries, if a guy gets a little bump, a sore muscle or a pulled hamstring, he might sit out a few weeks. Somebody broke their ankle a few years ago. That’s the biggest injury I can recall.

Q: And so what do your kids think about you playing hockey at your age?

A: They encourage me to keep going.

Q: So why is an 85-year-old guy like you out on the ice?

A: I sometimes ask that myself.

Q: And how long do you plan to do this?

A: As long as I can. I’m planning to skate to the grave!

Q: Of all the guys that play in your league, any of them college standouts?

A: We have two that made College All American, from Northeastern and Boston College. And we have some other guys who ... maybe they weren’t All American … but they played college hockey and it shows.

When I talk about two teams, we call it an A or a B. Now A is six against six with the goalies, and the B is six against six with goalies; but the A would be called the Super Stars, the college guys who really move; and the B are the guys like myself, who aren’t as good who are just out there playing. So there is a difference on the ice. The B guys watch the A guys play, and then we go out and try to emulate them, but we’re not even close.

Q: So you will play just against the B players?

A: Yes. I will be playing my equivalent. Sometimes, when it gets mismatched and there are more A than B or vice versa, a B guy may end up with the A’s and he’s out of place, or the

A guy ends up with the B’s and he dominates. It isn’t so much on winning; it’s very little on winning. It’s just having a lot of fun and scoring a goal now and then, making an assist and having a good time.

Q: And if somebody wants to sign up for this, who should they contact?

A: They should come down to the rink. We don’t have a real guy to contact. They just come down to the rink and into the dressing room. We will welcome him with open arms, and he’ll get all the information he needs.

Q: And that’s ...

A: Monday, Wednesday and Friday. We skate from 9 to 10.

Nobody wants the ice then.

The kids are in school, and the middle-aged guys are working, so we have the ice to ourselves. Anybody can join. It’s $5 a skate. That’s one of the benefits of skating there – the price.

You couldn’t get a better deal monetarily. You pay $5 if you show up. If you don’t show up, you don’t pay.

Q: That’s pretty darn good.

A: You can’t beat it anywhere around here for that price, so if there are some retired guys who are 60 and older who can skate and like hockey, we welcome them.

“The best of the best” Receiving an Unsung Hero Award is based on a variety of factors, including academic effort, character, maturity, personality, standing among peers and staff, school citizenship and contributions to the entire school community, according to John Smolinsky, SBEC president and a longtime master of ceremonies for the event and numerous other community organizations. Smolinsky told the parents they should be proud of their children being singled out as an “Unsung Hero” in a school district of more than 2,000 students, noting “Your child is one of nine.”

In his closing remarks at the

end of the night, Smolinsky emphasized for the parents that “your children are the best of the best.”

The award winners, their parents, teachers, school principals, School Committee members and several members of the Board of Selectmen dined on a meal of pizza, salad and pasta with chicken cutlets or meatballs.

For Mallon, a 1971 Saugus High School graduate who decided to make teaching in her hometown a professional career, her final “Unsung Hero Awards Night” was special as she looks forward to retirement this spring. “Out of the 14 years I’ve been here, I’ve had at least 10 Unsung Heroes,” Mallon said in an interview after the banquet.”

“I think there’s a lot of Unsung Heroes in every school. We had eight candidates this year. We select one boy and one girl. It’s

a wonderful way to recognize great students who may not get recognized one way or another,” she said.

Mallon was excited about having taught the other fifth grader at Veterans Memorial Elementary School who won the Unsung Hero Award this year – Isabella Phon. Mallon noted that she’s “a straight A student” who has demonstrated “exemplary character.” Mallon read several comments from some of Isabella’s classmates, including one from Kendall, who wrote: “Isabella is nice, helpful and very caring. She goes to the first grade most afternoons to help students with their reading. She is very responsible.”

to have senior Aryana Carney in her classroom and also got to coach her on the lacrosse field. She noted that Aryana received the Unsung Hero Award in both lacrosse and soccer in previous seasons.

“She is a playmaker for both programs but doesn’t always get the fame and glory that comes with scoring all the goals,” Crepeau said.

“It is an honor to have received the Unsung Hero Award from both programs proving what a selfless player and person she is. Ary is one of those players that will run through pain and do whatever it takes to help her teammates,” she said.

Besides being “an awesome athlete,” Aryana is treasurer of her class and president of the National Honor Society. “Our school would be a better place if we could have hundreds of students like her walking around,” Crepeau said.

“She constantly steps up whenever needed to help out her chapter members. She has been an integral part of our organization this year and has made many of our service projects possible,” Lee said.

Bethany Norton, a co-advisor of the senior class, called Nicole “consistently considerate.”

“She is always putting others before herself and constantly offering up her own help to make the lives of others better,” Norton said.

“Whether she is staying extra late at school to help out with a school event, or offering a ride home to a fellow peer, she is an incredibly special person.”

Crabtree’s proposal – which supports an option for the town to invest in the expansion of the existing town-owned fiber optics network – is one of the 14 warrant articles on the agenda for a Special Town Meeting set for 7:30 p.m. April 9 in the second floor auditorium of Saugus Town Hall. The Finance Committee spent about two and a half hours considering the articles Wednesday night before voting to give them a favorable recommendation.

“The fiber optic solution provides support for not only the police and fire radio systems, but offers many other connectivity solutions for the town,”said a position statement provided

by Crabtree to explain the need for Article 6. “Among the multiple uses of town-owned fiber include remote data transmissions from remote water sites to

support the DPW, remote cameras, system monitoring and alerts, IP based telephone systems to eliminate recurring line charges and IP access throughout the town from the fiber network eliminating the need for each computer to have separate paid portals for internet access are among the many uses that ultimately reduce the town’s reliance on recurring costs for connectivity.”

Crabtree said the final costs could be reduced because of a $50,000 state grant obtained by the town’s legislative delegation.

Proposed $2 million for Stabilization Fund Article 2, as proposed by the town manager, would add an additional $2 million to the town’s Stabilization Fund, which currently is at $6.3 million. “The bottom line is this is the right thing … We have money there for a rainy day to help stabilize

Two “exceptional leaders” named at St. Mary’s L

Dolan to serve as head of school, Angeramo as associate head of school

YNN – St. Mary’s, a Catholic, college-preparatory school for students in grades 6-12, has named John F. Dolan, Ed.D. head of school and David J. Angeramo associate head of school. The appointments mark the successful conclusion of a national search that commenced in December, when former head of school Grace Cotter Regan left to become president of Boston College

High School.

Dolan has an extensive background in enrollment management and advancement at the collegiate level, having worked at universities throughout the country for more than 35 years.

He comes to St. Mary’s from Simmons College, where he has served as vice president for enrollment management and athletics since 2014. Dolan previously was vice president for

Upgrading the town vehicle fleet With Article 5, Crabtree is requesting $615,000 for the purchase of vehicles for several departments. They include: • Four four-wheel-drive SUVs at $200,000 for public safety and the DPW. • Four police cruisers at $220,000.

• A pickup truck for the Fire Department at $50,000.

• A pickup truck for the Cemetery Department for $50,000.

• A DPW dump truck at $90,000.

Crabtree said this proposal is “part of a bigger plan we’re doing with public safety.”

Chief DiMella said he’s driving a salvage vehicle with more than 102,000 miles on it.

“It shouldn’t be used for public safety,” he said.

The chief is also concerned about bringing in new cruisers to replace some that are up in mileage. “We need backup vehicles. The mileage adds up when you are going 24-7,” the chief said, adding that the department is trying to avoid using vehicles with more than 100,000 miles as regular route cars.

“These four vehicles [new police cruisers] would become the frontline vehicles. The cars they’re replacing would become detail cars,” Crabtree said.

DPW Director Brendan O’Regan said two of his department vehicles have more than 200,000 miles on them and need to be replaced.

“It’s more expensive than I thought,” Crabtree told the committee. But he added that there probably hasn’t been any major renovation of Town Hall since the late 1990’s when former Town Manager Ed Collins got support for the major restoration project.

Finance Committee Chairman Kenneth DePatto agreed that “there’s been no real work done on Town Hall since Ed Collins was here.”

DePatto said the town has reached decision time – “to maintain this building and preserve its historical value or tear it down and build a new one.”

Crabtree estimated it would cost about $550,000 to get the job done, based on bids that several companies had made to the town. The bids ranged from $500,000 to up to a million dollars, according to Town Purchasing Assistant Terri Peznola.

“I’ve been here over four years, and there over 40 locations in town that we have to deal with,” he said.

O’Regan wants to identify 40 areas that need the development of plans and proceed with plans for the 20 worst areas in town affected by stormwater problems. “This would assist us in getting into compliance in town with new stormwater regulations and federal requirements that go into effect this year,” he said.

Finance Committee Chair DePatto said this is a project that “should have been done a long time ago.”

Committee member Ross said he feels “uncomfortable voting for $350,000 with no numbers.”

Former Town Meeting Member Eugene Decareau said he agrees with Ross’s argument.

“If you’re going to be voting for

money, you need documentation,” Decareau said.

“Each member of the Finance Committee should have a copy of the quote,” he said.

Crabtree requested $160,000 to fund Article 13 to upgrade gas pumps and for the purchase and installation of new control system equipment at the Public Works and Public Safety locations. The current pumps and equipment are no longer serviceable and need to be replaced, he said.

With Article 11, the town manager requests $150,000 out of free cash for designing, rehabilitating and/or replacing town dams.

Article 14 would use $109,000 for covering unpaid bills from the previous year in the general fund, sewer enterprise and water enterprise accounts. This would not involve any new appropriation, just carrying forward funds from the previous fiscal year, according to Finance Director/Treasurer/Collector Wendy Hatch.

A skating rink near Public Safety With Article 9, Crabtree seeks $500,000 for designing, constructing, repairing and replacing parks and playgrounds in the town; this would also include money to construct an ice skating rink near the Public Safety Building. Crabtree said plans, including the design of the ice rink, will be submitted to the Conservation Commission within a couple of weeks.

He said the property is a former junkyard site and that concern about water problems “is a non-issue.” The town already bought materials for the ice skating rink Article 9 will also cover two basketball courts at the Evans Playground, according to Crabtree. It would also include improvements at the track at Stackpole Field. There are some bubbles in the track that need to be fixed, he said.

The town manager’s recreation plans also include renovating the basketball courts at the Evans School.

Article 10 would provide $45,000 from free cash to fund street lighting relocation.

augus High School wrestling Coach Rudy Howard announced his retirement during the team’s banquet on Wednesday at Prince Pizzeria.

It was a decision two years in the making. “I’ve been looking for the last two years – trying to transition,” Howard said. “It’s just time.”

Howard’s longtime assistant coach, Darren McCullough, is also walking away from coaching. His son, Daniel McCullough, completed his career with a 24-win senior season. “We came in together,” he said, “we’re leaving together.”

The SHS wrestling program was discontinued in 2003.

Howard came in from Winthrop in 2008 to end the fiveyear hiatus and rebuild the program from scratch. Utilizing a connection with the Winthrop Athletic Director, who is also an alum of SHS, Howard was able to build the wrestling program by combining the two schools into one team during the first four years.

In 2012, Howard was able to pass a waiver that allowed seventh and eighth graders to wrestle in the varsity level at SHS. Marc Titus was one of the first to begin his varsity career as a seventh grader and went on as the first to go on to wrestle in college (Plymouth State) during Howard’s tenure.

From 2012-2017, Saugus switched out Winthrop with Northeast Metropolitan Regional Vocational High School as the program’s co-op partner. This season was the first in which the entire team was made up of Saugus wrestlers.

SHS finished the regular season 7-12, but Howard was always more interested in the welfare of his wrestlers than the results. Travis Fraser won the coaches award despite being academically ineligible for most of the season because he practiced with the team every day of the season.

“All the other sports, you’re in it to win the title,” Howard said. “I was in [wrestling] to get the kids involved.”

Taste for Education this month If you love some tasty food and feel like supporting a worthy cause at the same time, here’s an event you should mark down on your calendar for later in the month.

The Saugus business Education Collaborative (SBEC) is holding the 26th Annual Taste for Education” on Monday, April 30 at the Danversport Yacht Club, 161 Elliot St., Danvers from 6 to 9 p.m.

This is a popular fundraiser to benefit the Saugus Public Schools and will feature food cooked up by 20 restaurants.

Tickets can be purchased for $45 apiece at the following locations: All Saugus Public Schools; the Roby School Administrative Building at 23 Main St., Saugus; Peter Rossetti Insurance; Carpenito Real Estate; and North Shore Bank (Route 1 office).

“In a good year, we can raise about $20,000,” SBEC President John Smolinsky said this week. He’s expecting a crowd of 300 to 330 to show up for the event.

Some Citizen Concerns In the course of Wednesday night’s Finance Committee meeting in the first-floor conference room at Town Hall, Finance Director and Treasurer/Collector Wendy Hatch dropped copies of many articles that are posted on the warrant for the upcoming Special Town Meeting set for 7:30 p.m. April 9 in the secondfloor auditorium.

It’s always refreshing to see local government officials go to great lengths to be transparent. And in this case, any citizen in the room who wanted copies of the documents explaining many of the warrant articles could get that information. There were plenty of copies available.

That hasn’t always been the case in the previous years when I covered the Finance Committee proceedings.

So, this year, I was very pleased and didn’t have to borrow some documents from Finance Committee Chair Kenneth DePatto.

Town Manager Scott C. Crabtree also told me after the meeting that his staff would do its best to get those documents that were presented to the Finance Committee posted on the town’s website.

As many of our readers know, we are doing our part to encourage local government bodies, elected and appointed town officials to be as transparent as possible. And that’s the essence of our ongoing series, “The Public’s Right to Know.”

We still hear from readers who allege violations of the state Open Meeting and the State Public Records Laws. We encourage them to check out the various websites -- the state Attorney General’s Division of Open Government. The Secretary of the Commonwealth’s Supervisor of Public Records, the Office of Campaign and Political Finance and the state Ethics Commission -- to name a few -- to become more informed about the state laws that apply to Saugus town government.

We also encourage them to file complaints on Open Meeting Law violations they might observe. It’s your town. If you want to help improve the quality and transparency of local government, get involved.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans, and glass containers.

Additional acceptable items include: TVs and computers (up to three per year per address); bulky rigid plastic items such as Little Tikes toys, laundry baskets, Rubbermaid trash barrels, 5-gallon pails, etc.; car tires up to 22” (for a fee of $3); and textiles such as books, clothing, bedding, pocketbooks, belts, and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags, and remove the bags from the site.

Some Citizen Concerns There is still time for Town Officials and citizens who want to make their voices heard at the Annual Town Meeting in May to submit something in writing.

The Saugus Board of Selectmen have announced they will close the Annual Town Meeting Warrant at their April 11, regular business meeting.

Anyone that may have an Article to be inserted into the Annual Town Meeting Warrant may submit the Article with the appropriate number of signatures to the Selectmen’s Office or may bring to the April 11th meeting.

Work off your taxes Town Meeting Member William Brown has been calling on the paper to suggest that town officials follow through on Article 21 which he said the Annual Town Meeting approved back in May of 2014 The article would allow senior citizens to do volunteer work for the town to help pay off part of their tax bill.

“The town would take the pay they would normally get and apply it to their real estate taxes,” Brown said.

Not a bad idea.

There are probably all sorts of projects that could be tackled by town residents who wouldn’t mind a little volunteer service in return for a reduction in their taxes.

Annual Food for Fines The Saugus Public Library wants to strike a deal with those readers who are procrastinating on paying their overdue fines.

You can reduce the fines in return for donations of food which will be given to local food pantries.

The standing offer from the Saugus Public Library Board of Trustees and staff is that your fine will be reduced by a dollar for each item donated.

Food items that are needed include cereal, pasta, rice, tuna, dry milk, pancake mix, baked beans, baking mix, peanut butter and jelly, canned fruit or juice, canned vegetables, canned or dry soups, macaroni and cheese dinners, instant potatoes, canned tomatoes or sauce and canned meat.

Students helping students Here’s an example of great collaboration between the Saugus Public Library and a Belmonte Middle School teacher -- and, of course, Junior National Honor Society students from the Belmonte Middle School.

Each Tuesday and Thursday afternoon from 3 to 5 pm, the library provides tutoring and homework help for the Town’s elementary school students.

By Bob Katzen THE HOUSE AND SENATE. Beacon Hill Roll Call records local senators’ and representatives’ votes on roll calls from the week of March 19-23.

REGULATION AND TAXING OF SHORT-TERM RENTALS (H 4314) House 118-30, approved and sent to the Senate a bill regulating and taxing short-term rentals of less than 28 days that are offered by Airbnb, HomeAway and VRBO. Taxes would range from 4 percent to 8 percent based on how many units a host offers. No excise would be imposed if the total amount of rent is less than $15 per day or if the renter is in the United States military traveling on official military business.

Residential hosts renting two or fewer units would be taxed at 4 percent, investor hosts with three to five units would have a 5.7 percent tax, and professionally managed hosts renting six or more units would face an 8 percent tax per rental. All professionally managed hosts would be required to hire a property manager for each residential unit and maintain $1 million or more in liability insurance. Cities and towns would also have the option to impose local excise taxes of up to 5 percent for residential hosts, 6 percent for investors and 10 percent for professionally managed hosts.

Cities and towns that impose the local excise tax are required to conduct a safety inspection on the residential unit within 60 days of the unit being listed on a newly-created short-term rental registry. Municipalities are required to distribute 50 per cent of the excise tax collected by professionally managed hosts to programs addressing

either local infrastructure needs or low- to moderate-income housing programs.

Supporters said the bill strikes a balance and levels the playing field of taxes and regulation of these untaxed and unregulated short-term rentals and hotels and motels that are currently regulated and taxed.

“The House took a thoughtful and holistic approach to regulating short term rentals,” said House Speaker Bob DeLeo. “For the first time in Massachusetts, we go beyond taxation and implement a necessary regulatory framework to ensure public safety and accountability Opponents said the last thing Massachusetts needs is another tax. “This proposal is onerous and overly burdensome for our host community, and the kind of legislation the hotel industry has promoted across the country to prevent middle class families from earning additional income,”said Airbnb spokeswoman Crystal Davis. “The commonwealth and its residents can only truly benefit from fair and reasonable short-term rental rules.”

Senate seat vacant CIVICS EDUCATION (S 2355) Senate 32-4, approved and sent to the House a bill that updates the requirement that all public schools provide instruction in American history and civics.

Provisions include requiring all public-school students to participate in two student-led civics projects; making it mandatory beginning in 2021 for all students to complete one student-led civics project after 8th grade in order to graduate; permitting the Department of Elementary and Secondary Education to establish an annual convention to assess the current state of civic education; and establishing a special commission to study the development of civic education for youth.

“Anyone who spends time in or follows the news from Beacon Hill or Washington knows that now more than ever before we need more people engaged in public life,” said Sen. Eileen Donoghue (D-Lowell). “The consolidated bill that passed the Senate will empower students with the knowledge they need today so they can more effectively improve our society tomorrow.”

The framework already includes American and local history; the function and composition of the branches of local, state and federal government; the roles and responsibilities of a citizen in a democracy; community diversity and the role it plays in the democratic process; and opportunities to identify and debate issues relative to power, economic status and the common good in democracy.

Amendment supporters said that especially in today’s political climate and a divided nation, it is important to teach students to respect each other’s opinions.

Amendment opponents said respect of each other’s opinions is already covered under other existing requirements including community diversity and the role it plays in the democratic process and the roles and responsibilities of a citizen in a democracy.

Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers.

They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

Dear Savvy Senior, Though it may seem hard to believe, at age 65, I never have gotten around to making a will, but I’d like to now. My question is: Do I need to hire a lawyer to write my will, or can I do it myself? I want to get my affairs in order, but I hate paying an attorney fee if I don’t have to.

Getting Organized Dear Getting, It’s not hard to believe at all. Fewer than half of American adults have a will, mainly because they either haven’t thought about it or gotten around to it, or they’ve put it off because they don’t want to think about dying.

But having a will is important because it ensures that your money and property are distributed to the people you want to receive it after your death.

If you die without a will, your estate will be settled in accordance with state law. Details vary by state, but assets typically are distributed using a hierarchy of survivors. Assets go to first to a spouse, then to children, then your siblings, and so on.

You also need to be aware that certain accounts take precedence over a will. If you jointly own a home or a bank account, for example, the house, and the funds in the account, will go to the joint holder, even if your will directs otherwise.

Similarly, retirement accounts and life insurance policies are distributed to the beneficiaries you designate, so it is important to keep them up-to-date too.

Do You Need a Lawyer?

Not necessarily. Creating a will with a do-it-yourself software program may be acceptable in some cases, particularly if you’re single and have a modest bank account.

But if you have significant financial assets or a complex family situation, like a blended family or child with special needs, it’s best to seek professional advice. An experienced lawyer can make sure you cover all your bases, which can help avoid family confusion and squabbles after you’re gone.

The National Academy of Elder Law Attorneys (NAELA. org) and the American College of Trust and Estate Counsel (ACTEC.org) websites are good resources that have directories to help you find someone in your area.

Costs will vary depending on your location and the complexity of your situation, but you can expect to pay somewhere between $200 and $1,500 to get your will made. To help you save, shop around and get price quotes from several different firms. And before you meet with an attorney, make a detailed list of your assets and accounts to help make your visit more efficient.

Where to Store It? Once your will is written, the best place to keep it is either in a fireproof safe or file cabinet at home, or in a safe deposit box in your bank. But make sure your executor knows where it is and has access to it. Or, if a professional prepares your will, keep the original document at your lawyer’s office. Also, be sure to update your will if your family or financial circumstances change, or if you move to another state.

After spending his entire career in public education, Angeramo is ready to make the transition to a private, Catholic school.

“I’ve been thinking about what my next step would be,” he said.

“David has had great success managing a high school and improving the academic success of students,” said Elizabeth Molloy Twomey (’52), who chaired the search committee. “He is a seasoned, strong leader who has drawn accolades from his faculty and district administration.”

Angeramo earned a bachelor’s degree in math from Dartmouth College, a master’s in education from Salem State University and a certificate of completion from the Lynch Leadership Academy at Boston College.

St. Mary’s entered the search process seeking to hire a head of school, but as it unfolded it became apparent that there were two candidates with different backgrounds and skill sets that addressed St. Mary’s needs, according to Twomey, who chaired the nine-member search committee. (There was also a 15-member advisory committee that included three current students.) St. Mary’s identified approximately 100 potential candidates, with the pool initially narrowed to 50. There were 30 people screened and/ or interviewed, and five finalists selected.

“We conducted a comprehensive search that gave us a very strong and clear view of what St. Mary’s needs at this time,” Twomey said.“The process yielded two outstanding candidates who will complement each other very well.”

Dolan will primarily focus on strategic planning, enrollment and advancement, while Angeramo will serve as the chief academic officer for grades 6-12.

Interim principal James Ridley will assist in the transition. Dolan and Angeramo will start prior to the beginning of the 2018-19 school year.

Dolan lives in East Boston with his wife, Marilyn. They have four children and five grandchildren.

Angeramo and his wife, Tracy, live in Salem. They have two children, both in high school.
