The Senator had the pleasure of bringing the Secretary to Everett for a walking tour of Everett Square. The Senator, Representative and members of the Mayor’s Office highlighted several of Everett’s businesses, including Everett Bank, Dempsey’s Breakfast & Lunch, The Square Deli, Now Business Intelligence, the Everett Chamber of Commerce and Messinger Insurance.

Senator DiDomenico stated, “It was a great opportunity to connect with local businesses and entrepreneurs and showcase all Everett has to offer. City task force on the front lines of opioid crisis

Members of the task force, including Human Services Director Steve Supino, Partnership for Success Program Coordinator Paul Guarino, Social Welfare Worker Tori Cyrus and Everett Fire Chief Anthony Carli, discussed their work over the past year fighting the city’s opioid epidemic, providing some of the first official figures available since their formation last year. According to their figures, there were 180 overdoses in 2017, with an average of 15 per month. Fifteen of those overdoses were fatal. To date in 2018, there have been only five overdoses, though according to Supino, the time of year is approaching when an increase in the number of overdoses is typ-

ically seen.

Demographic differences were all over the map. The youngest person recording as overdosing in the city was 19. The oldest was 78.

Carli said, “Everybody thinks that it’s white young males that are dying, but it’s really everybody: white, black, Hispanic, Asian, male, female, young, old. It does not discriminate. There really isn’t a pinpoint that we can go to and say‘we should really be focusing on this population.’”

In the absence of a “pinpoint,” the task force’s efforts are diverse and far-reaching, stretching from school programs to public outreach to training for first responders. A major part of the program is organizing follow-ups with every person who overdoses in the city within 48 hours, sometimes even working with other communities when the person doesn’t reside in Everett. The force has also organized preventative and educational programs, such as the Roadmap to Recovery Program, which is held on the fourth Thurs-

day of every month at the Connolly Center.

“What we realized was that we’re reaching these families after they’ve experienced an overdose emergency,” said Carli. “But how do we reach them before so we can prevent that overdose from happening?”

At the schools, every nurse in the district has been trained in Narcan and is in possession of 4 mg.

According to Guarino, a team of 10 students at the high school are currently in the process of setting up a campaign directed at the middle school.“Most of these kids that are coming in from the eighth grade, they’re going to a new high school and there’s a lot of stress out there,” said Guarino.

“Trying to fit in, to be popular – and these are the reasons youths start using drugs.”

The campaign, rather than“anti-drug” will be “pro social,” encouraging students“to make better choices.” It is expected to be-

Harvard study highlights the positive impact of Everett’s BOKS exercise program ecently a study conducted

by Harvard University tested the impact of the K-8 Build Our Kid’s Success (BOKS) program.

The study highlighted that before-school physical activity initiatives are an effective path to help students lose weight.

The popular youth workout program that launched in Everett Public Schools in 2016 has returned for another year. BOKS promotes fitness and healthiness to elementary schools. Students meet twice a week for six weeks to exercise together and learn about nutrition. BOKS takes place about 45 minutes before the morning bell rings, thereby energizing students for the upcoming school day.

The Harvard Study stated,“The K-8 BOKS program, which has spread to 2,700 schools in four countries and attracted sponsorship from sneaker giant Reebok, requires little from school districts by way of staff and equipment, relying on volunteer leaders and emphasizing simple, accessible activities.”

Two years ago Mayor Carlo DeMaria began piloting the BOKS program at the Keverian School.

Today, the BOKS program is in the Keverian and Lafayette Schools; however, Mayor DeMaria and his administration look to expand the program to all schools.

Currently, under the state’s new funding formula, more than 50 percent of the children in Everett are considered economically disadvantaged – significantly higher than the state average of 32 percent. DIDOMENICO | FROM PAGE 1 get by a change in how the state allocates Chapter 70 funding to help communities pay for free and reduced lunches for their students. Previously, districts counted the number of students in need on their own. Under the change, however, the state bases its figure on the number of students whose families are enrolled in poverty programs like food stamps. The problem for a community like Everett is that as a gateway community with a number of young and immigrant families, many either don’t qualify or don’t know about these programs.

“Our population doesn’t always apply for those programs,” said DiDomenico. “Even if they’re eligible for them, they don’t always know about those programs.”

As a result, the city has a large number of students for whom it provides free and reduced lunches, but the district is no longer receiving the necessary state aid to pay for them, creating a yearly budget crisis in the school district. It’s no simple problem of reversing the formula either, as Everett is one of only 15 communities – mostly poorer with a large population of immigrants – which have suffered as a result of the change, while the vast majority of cities and towns have seen their Chapter 70 funding increase.

Rather than changing the formula, however, DiDomenico is proposing adding a new criteria that could allow those 15 communities to receive a fairer share of the pot: the free and reduced lunch forms collected by the district. “Everett has done a very, very good job of collecting the free-reduced lunch forms,” said DiDomenico. “That has been the measurement for low-income students in our community. Other communities have not done as good of a job as Everett has collecting those forms.

They are tenacious of getting every single form back. That is the true number of low-income kids in our community. People have petitioned the state so that that form is no longer in use; the criteria is now public benefits.”

“My suggestion is pretty simple: Add the free reduced lunch form as another criterion. So you can use any of the criteria in front of you, including the free-reduced lunch forms.

There’s no change in the formula; it’s just adding this one piece to the formula which will solve Everett’s problem, and the problems for all 14 of the other communities as well.”

However, this change produces its own challenges: While most communities will continue to benefit under the formula, awarding more to the 15 com-

munities necessarily reduces the amount of money available. In other words, Everett is still asking the rest of the state to take a hit to their school funding to solve a problem that doesn’t affect them directly.

“We need some backup at the State House,” said DiDomenico.

“We’ve been working on this for three years. We know how to fix

this. It’s just a matter of will we be able to influence the people we need to fix this. In the Senate we’re going to do something big, but we’re one of three branches.”

The City Council and School Committee are in the process of forming a delegation to bring Everett’s case to the State House.

REGULATION AND TAXING OF SHORT-TERM RENTALS (H 4314) House 118-30, approved and sent to the Senate a bill regulating and taxing short-term rentals of less than 28 days that are offered by Airbnb, HomeAway and VRBO. Taxes would range from 4 percent to 8 percent based on how many units a host offers. No excise would be imposed if the total amount of rent is less than $15 per day or if the renter is in the United States military traveling on official military business.

Residential hosts renting two or fewer units would be taxed at 4 percent, investor hosts with three to five units would have a 5.7 percent tax, and professionally managed hosts renting six or more units would face an 8 percent tax per rental.

All professionally managed hosts would be required to hire a property manager for each residential unit and maintain $1 million or more in liability insurance. Cities and towns would also have the option to impose local excise taxes of up to 5 percent for residential hosts, 6 percent for investors and 10 percent for professionally managed hosts.

Cities and towns that impose the local excise tax are required to conduct a safety inspection on the residential unit within 60 days of the unit being listed on a newly-created short-term rental regis-

try. Municipalities are required to distribute 50 per cent of the excise tax collected by professionally managed hosts to programs addressing either local infrastructure needs or low- to moderate-income housing programs.

Supporters said the bill strikes a balance and levels the playing field of taxes and regulation of these untaxed and unregulated short-term rentals and hotels and motels that are currently regulated and taxed.

“The House took a thoughtful and holistic approach to regulating short term rentals,” said House Speaker Bob DeLeo. “For the first time in Massachusetts, we go beyond taxation and implement a necessary regulatory framework to ensure public safety and accountability Opponents said the last thing Massachusetts needs is another tax. "This proposal is onerous and overly burdensome for our host community, and the kind of legislation the hotel industry has promoted across the country to prevent middle class families from earning additional income,” said Airbnb spokeswoman Crystal Davis. "By teaching children the financial education basics in school, we will help them make educated financial decisions in the future, preventing future bankruptcies, foreclosures, and unmanageable debt. The investment we make in teaching our children financial literacy now will pay substantial future dividends."

CIVICS EDUCATION (S 2355) Senate 32-4, approved and sent to the House a bill that updates the requirement that all public schools provide instruction in American history and civics.

Provisions include requiring all public-school students to participate in two student-led civics projects; making it mandatory beginning in 2021 for all students to complete one student-led civics project after 8th grade in order to graduate; permitting the Department of Elementary and Secondary Education to establish an annual convention to assess the current state of civic education; and establishing a special commission to study the development of civic education for youth.

Eileen Donoghue (D-Lowell). “The consolidated bill that passed the Senate will empower students with the knowledge they need today so they can more effectively improve our society tomorrow.”

HOW LONG WAS LAST WEEK'S SESSION? Beacon Hill Roll Call tracks the length of time that the House and Senate were in session each week. Many legislators say that legislative sessions are only one aspect of the Legislature's job and that a lot of important work is done outside of the House and Senate chambers.

They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. North America’s LNG import terminal to ensure the continued reliable supply of fuel to Mystic Units 8 and 9 while they remain operating. Exelon also looks forward to continuing ENGIE’s mission of providing safe, reliable LNG to gas utilities, marketers, and other market participants throughout New England.

Transaction closure is dependent upon regulatory review by the U.S. Department of Energy for LNG import authorization and, as necessary, authorization from the U.S. Department of Justice. The transaction is expected to close in the fourth quarter of 2018.

The Everett Marine Terminal, also known as the Distrigas Terminal, is the longest-operating LNG import facility of its kind in the United States. The facility has

connections with two interstate pipeline systems, as well as a local gas utility’s distribution system. It employs 50 people and pays $7 million in state and local taxes.

Mystic Generating Station is a 2,000-megawatt natural gasand oil-fueled power plant. Mystic Units 7, 8 and 9 are the operating units at the plant; Units 1-6 are decommissioned. Mystic employs 110 full-time workers, more than 200 local union craftsmen for seasonal readiness outages, and pays $15 million per year in local taxes that support municipal government, schools, libraries, parks and other services. Exelon is committed to holding informational meetings with employees over the next several months to ensure transparency throughout the process.

Charles H. Follett At 86, beloved husband of Jean A. (Winsor) Follett, died peacefully on Saturday March 24, 2018 at the Brudnick Centers for Living in Peabody, following an extended illness.

Born and raised in Revere, he was the son of the late Eli and Mary Ann (Moore) Follett.

He was a graduate of Revere High School.

He later enlisted in the United States Navy during the Korean War, and was a longtime, dedicated employee of Verizon.

Charlie, affectionately known asâ&#x20AC;&#x153;Flashâ&#x20AC;?, was a quiet family man and a true gentleman, very patriotic and proud of his Newfoundland heritage. He enjoyed photography, loved flowers, and was an avid gardener.

He loved the ocean, the New England Patriots, and passed on his love of music, particularly jazz, to his daughters; he enjoyed playing the Harmonica to the amusement of his grandkids. He was very handy around both homes and cars, for which his daughters relied on him as their personal handyman, a perfectionist in all he did. He was respectful of others and passed that value on to his daughters. He will be remembered as a loving husband, father and grandfather.
