“In the 1930’s, this used to be a wedding function hall and an underground club for the city,” said Jimma, “so we brought it back to life again. We wanted to make sure when we rebuilt that it matched that 1930’s style – that Golden Age style.”

City Council lends a $1.3 million hand to the School Department The City Council voted 9-1 on Monday, March 13 to approve a $1.3 million transfer of funds to the School Department in order to help address a $5.3 million budget shortfall left by a change in the state’s funding formula. Only Ward 2 Councillor Stephen Simonelli opposed the transfer.

Everett was among those communities, “losing” about 2,000 students considered poor under the new formula. The shortfall forced the district to lay off about 96 employees, though about 50 were rehired last fall after Mayor Carlo DeMaria indicated that the City of Everett would be filling positions to help meet some needs.

(Photo courtesy of Mayor DeMaria’s office) City Council passes strengthened inclusionary zoning ordinance To address what Mayor Carlo DeMaria described as a growing “crisis” of affordable housing in Everett, the City Council voted 8-2 to pass the long-debated inclusionary zoning ordinance on Monday, March 27, with several amendments from Ward 1 Councillor Fred Capone strengthening its affordable housing requirements. The ordinance, which was first proposed by the mayor last September, requires developers building six or more new units (or, as per one of Capone’s amendments, adding units to an existing development producing a total of eight units) to make at least 10 percent of those units “affordable.”

Developers creating even larger properties will have to create more: 15 percent for developments over 12 but under 50 units, and 20 percent for developments over 50 units.

Mayor urges state to relax some rideshare regulations In May, Mayor Carlo DeMaria issued a letter to the state Department of Public Utilities (DPU) asking them to relax their restrictions on ride-share drivers who had been denied licenses for nonviolent or long-past offenses. DeMaria, who was a vocal advocate for the tighter state regulations on ride-share companies like Uber, which were implanted earlier this year, stated that he had been convinced of the need to relax the restrictions after a number of local drivers whose applications were denied for minor or very old offense offenses contacted his office seeking help.

City Council recognizes departed colleagues with 542-name roll call In a ceremony organized by City Clerk Michael Matarazzo, the City Council recognized all 542 departed aldermen, councillors and selectmen who served their city (or town, in the case of some). Matarazzo read their names into the roll “one more time,” while Council President Anthony DiPierro, his reliefs, Ward 5 Councillor Rosa DiFlorio and Councillor-at-Large Peter Napolitano, and occasionally living family members recorded the councillors as “absent.”

Budget Committee unanimously recommends mayor’s budget “as presented” It took them seven hours to do it, but the City Council’s Budget Committee voted unanimously on Saturday, June 3 to favorably recommend the mayor’s $227,389,677 FY18 budget out to the full council with no changes or cuts. Councillors interviewed all of the city’s department heads in a marathon seven-hour hearing in the Council Chambers on Saturday morning, and while individual councillors had some quibbles, nothing appeared to strike the council as controversial or extravagant.

If anything, councillors were more likely to question why the mayor had asked so little for certain line items – particularly if that went against the initial requests of a department head.

Few surprises in Election 2017 There were few surprises in Everett on Election Night, Tuesday, November 7, as voters turned out for the most part to back the status quo, reelecting incumbents in all but a handful of races. Turnout was low: 4,334 ballots cast, or about 22.8 percent of Everett voters. Mayor Car-

The main event was the Councillor-at-Large race, where 10 candidates vied for five seats.

Incumbent Wayne Matewsky handily led the pack with 1,790 votes (41.30 percent). Also elected in the at-Large race were incumbent John Hanlon with 1,684 votes (38.96 percent), former Ward 3 Councillor Michael Marchese with 1,624 votes (37.47 percent), incumbent Peter Napolitano with 1,410 votes (32.53 percent) and incumbent Richard Dell Isola with 1,394 votes (32.16 percent).

Incumbent Councillor-at-Large Cynthia Sarnie came up short by a mere 12 votes, with 1,382 (31.89 percent). Rounding out the at-Large race were Stephanie Smith with 1,299 votes (29.97 percent), Catherine Tomassi-Hicks with 1,207 votes (27.85 percent), Joseph LaMonica with 869 votes (20.05 percent) and Leo Barret 455 votes (10.5 percent).

In the only other contested race – for Ward 2 Councillor – incumbent Stephen Simonelli overcame challenger and political newcomer Stephanie Martins with 1,915 votes to her 1,601, or 44.19 percent to 36.94 percent.

Christmas Remembrance Service

What Should Happen Right Now

S

tacy and I recently had the honor of hosting a memorial service at Glenwood Cemetery in remembrance of those who have passed on.

This time of year is thought of as the happiest time of year, but for some it is the most difficult. Some people are alone during the holidays and some struggle to make ends meet.

There are also those who have lost loved ones, who at this time last year were here, alive

and vibrant, celebrating life with us. We struggle to come to grips with this as we experience our first Holiday Season without them, but we must learn to keep them close and forever in our hearts. They are with us everywhere we go and in everything we do, we just have to embrace that knowledge, and know they are still part of us, and always will be.

Easy to say, difficult to do, so I thought I would include some reminders from “A Litany of Remembrance.”

In the rising of the sun and in its going down We remember them.

In the blowing of the wind and in the chill of winter We remember them.

In the opening of buds and in the rebirth of spring We remember them.

In the blueness of the sky and in the warmth of summer We remember them.

In the rustling of leaves and in the beauty of autumn We remember them.

In the beginning of the year and when it ends We remember them.

When we are weary and in need of strength We remember them.

When we are lost and sick at heart We remember them.

When we have joys we yearn to share We remember them.

So long as we live, they too shall live, for they are now a part of us We remember them.

City of Everett will hold Christmas Tree Bonfire on Jan. 6 M

ayor Carlo DeMaria is pleased to announce that the City of Everett will host the 2nd Annual Christmas Tree Bonfire on Saturday, January 6 at 5 p.m. at Seven Acre Park. Attendees will enjoy entertaining fire jugglers, a train ride around the boundary of the fire and complimentary hot chocolate, cookies and Polar Beverages from Mayor DeMaria and the City Council.

The Department of Public Works will work tirelessly and diligently leading up to the event to collect trees throughout the city to build the fire. The event will begin with a countdown as firefighters engulf the gasoline-covered trees with flames.

Last year Mayor DeMaria welcomed hundreds of residents and community members

to Seven Acre Park for the City of Everett’s first ever Christmas Tree Bonfire.

e have been in Everett many years and we have come to understand how things are done here politically.

Filling a vacant School Committee seat is important business.

It is also political business and so there are certain realities about what must happen and what must not happen.

We have just such a scenario of what must not happen right now.

Sadly, there is possible conflict of interest issue regarding how a city employee has been soliciting votes for his daughter to get the position.

Soliciting votes for your daughter is not illegal not unless you work for the city council and you are soliciting the votes of the city council you work for.

If this isn’t about a conflict of interest then what is?

According to published reports in another local newspaper, the city solicitor said she was going to apprise herself of the situation and that if she felt there is a conflict of interest she would be making a call over to the State Ethics Commission–something she has likely already done.

This is a situation that must be corrected.

We agree.

How to do that?

We’d probably recommend that Mr. Burley re-think the whole situation for he has the most to lose.

Mr. Burley is the fellow whose daughter, Amanda, is running for the empty School Committee seat left vacant by the death of longtime school committeeman Richard Baniewicz.

Mr. Burley has to know he can’t solicit votes from the people he works for and with and who pay him.

Mr. Burley works for the Everett City Government. He is paid by the City of Everett. He works specifically for the City Council.

THE TAX CUTS AND JOBS ACT OF 2017 O

n Friday, December 22, 2017, President Trump signed into law The Tax Cuts and Jobs Act of 2017. It will take some time to fully digest the key provisions of this tax act but some of the key changes are listed below.

Most of the provisions take effect after the first of the year.

• The corporate tax rate for C corporations is dropping from 35% to 21% • A new 20% deduction for pass-through entities such as limited liability companies (LLC’s) and Subchapter S corporations. These entities do not pay income taxes. The LLC members or the stockholders of the S Corporation pay income taxes by reporting his or her proportionate share of the entity’s net income on Form 1040 after having received a Schedule K-1 form.

• The estate tax still remains but the lifetime “gift tax” exemption and the exemption received upon death would double. An individual is now able to gift during his or her lifetime or bequeath and devise upon death an amount equal to approximately $11million, with a married couple now up to approximately $22million.

• State and local income taxes (SALT) are now limited to $10,000 as an itemized deduction on Schedule A of Form 1040. In high tax states such as New York, New Jersey, California and Massachusetts, many taxpayers will be losing significant tax deductions starting in calendar year 2018. The more affluent income earners will be feeling the pinch.

• For loans originating in calendar year 2018, mortgage interest for any loans over $750,000 will no longer be deductible with respect to a mortgage secured by your primary residence. The home equity loan mortgage interest deduction will no longer be allowed in calendar year 2018.

• For divorces that are finalized after calendar year 2018, taxpayers will no longer be

able to deduct Alimony as an AGI (adjusted gross income) deduction. That also means that the recipient of Alimony will not be required to report it as taxable income on his or her 2019 Form 1040.

• You will not be able to deduct any mortgage interest on a vacation home if your primary home mortgage amount is $750,000 or more. This applies to mortgages originated after January 1, 2018. If the balance of your primary home mortgage is only $600,000, then you would be able to borrow up to $150,000 to purchase a vacation home and still get to deduct all of the mortgage interest for both properties.

• There is no grandfather provision for home equity lines of credit. The deduction is simply eliminated.

• Personal exemptions are eliminated • The standard deduction for a single taxpayer and married taxpayers is doubled • No more itemized deductions for investment advisory fees and tax return preparation fees.

• No more moving expense deduction (except for military personnel) • Capital gains tax rates remain the same • The annual tax-free gift for calendar year 2018 is now up to $15,000 per donee • Meals and entertainment expenses are no longer deductible • There are seven tax brackets for individuals for calendar year 2018 with the highest bracket now at 37%, down from 39.6%

This appears to be a clear instance of a conflict of interest and those leaders around here who cannot fathom this need to take a course in government ethics.

It seems to the Advocate that Mr. Burley, in his position as clerk of committees, should ask for a ruling from the State Ethics Commission if he could solicit votes for his daughter for the

The ruling would certainly end the controversy and put the issue to rest.

Mayor, City Council to apply $12.5 million Wynn payment to reduce tax rate The City Council unanimously approved a proposal by Mayor Carlo DeMaria on Monday, November 13 to apply the entirety of Wynn Boston Harbor’s $12.5 million payment to the City of Everett toward reducing next year’s tax rate. The mayor made a similar move last year, when he successfully applied the entirety of a $5 million payment from Wynn toward the tax rate.

City Council adopts FY 18 tax rate The City Council unanimously voted to adopt a split levy rate on Monday, November 27, shifting the burden from residential to Commercial, Industrial and Personal Property (CIP) at the highest shift of 175 percent.

The FY 18 tax rate will be $13.78 per $1,000 of valuation on residential properties and $33.74 per $1,000 of valuation on CIP properties. If the council hadn’t approved the shift, the flat rate for residential property and CIP would have been $19.28 per $1,000.

The shift will not prevent homeowners from seeing a small increase in their actual taxes, as home values have skyrocketed in the city over the last year.

On average, single-family home values rose by about $39,000 since the last fiscal year, while two-family and three-family residences on average rose $50,000.
