Belmonte Middle School Principal discusses how the 8th grade trip she led to Washington, D.C., helped give them a better perspective of America

ditor’s Note: For this week, we sat down with Middle School Principal Myra Monto to talk about the four-day bus trip she headed up earlier this month to Washington, D.C., with 172 eighth grade students and how that may change their perspective on American history and the precious liberties and freedom that citizens enjoy because of the sacrifices made by men and women who served in the armed forces. This was the second consecutive year that Monto supervised the group, which this year included 16 adult chaperones. The school has been sponsoring bus trips to the nation’s capital for nine years.

Monto, a 1987 Saugus High School graduate, was an English teacher at Belmonte Middle School before being appointed assistant principal at the school in 2009. Last year she was appointed interim principal at Belmonte soon after the school year began, following the departure of Belmonte Principal Kerry Robbins.

Recently Monto was appointed as full-time principal.

The Saugus native comes from a family of career educators, including her father, Myron Manoogian, a former assistant principal at Saugus High School who ended his career as principal at the Oaklandvale School. Monto and her husband, Mike Monto, met

when she was 14 at a bus stop waiting to be taken to Saugus High School. They have two sons: Keith, 15, who will be going into his sophomore year at Saugus High in the fall, and Max, 12, who will be going into 7th grade at Belmonte Middle School. Her mother, Donna Manoogian – a 2016 Saugus Woman of The Year at Founders Day – has been active with many community organizations.

Monto earned her bachelor’s degree at Regis College, with a double major in English and Communications and a minor in Secondary Education. She also earned two master’s degrees, in Education at Cambridge College and in School Administration at Salem State College. She has spent 25 years as an educator in her hometown public schools system – 16 years as an English teacher. Prior to being named interim principal at Belmonte Middle School last fall, she worked eight years as a vice principal at the school.

Highlights of this week’s interview follow.

Q: So, what was the highlight of this recent trip to Washington, D.C., that you oversaw?

A: Well, over the four days we went there, every day was filled. I can’t say one particular thing would be a highlight, because I think a highlight

would be different for each person who was there. One of the highlights for me was visiting the National 911 Pentagon Memorial. That was new on the agenda this year, and it was pretty remarkable to be on the grounds of that tragic event that happened.

Q: Did you know anybody there?

A: I did not. No. We didnâ&#x20AC;&#x2122;t know anybody.

Q: Did you see any famous people?

A: Yes, we did. We had a Trump spotting. He drove past us in his motorcade at one point. And that was a highlight for a lot of people that went.

Q: Did he see your group?

A: I didnâ&#x20AC;&#x2122;t catch that. The kids were yelling and screaming though. We were outside the Newseum [the museum that focus on the development of communication, the first amendment of the U.S. Constitution and freedom of speech]. We were there and we had lunch there that day, and the kids had the opportunity to explore all of the floors there for half a day. And they enjoyed that. And then when we were outside waiting for the buses, the street had suddenly been closed and cars had dispersed, and up the street came President Trump. So, yes, we had the most famous spotting, I would say!

Q: Any other famous people?

A: We got to see the vice presidentâ&#x20AC;&#x2122;s house. No, we didnâ&#x20AC;&#x2122;t meet any celebrities.

However, the sighting of the president was pretty exciting.

So, do you want me to tell you a little bit about what we did on a daily basis?

Q: Sure.

A: On day one, we left the school and ended up about 12 hours later in Washington, which was a long ride. But, during that ride, the kids had an opportunity to bond with one another and with the chap-

erones. It was a lot of fun. We went to the National Place for our first dinner and then we walked up the street to the White House for picture taking. And that night was fabulous. The kids were tired, but they were excited to be there, and we were out late and it was a beautiful night, and we got to go to the World War II Memorial, the Lincoln Memorial, the Vietnam Memorial, the Korean War Veterans Memorial, and then we got back on the bus and drove to the hotel. It was a long day, but it was filled with excitement when we got there.

And as tired as they were, the kids were excited to go and see some things. It was really interesting to see how many other groups of students were out with their chaperones and tour guides. You werenâ&#x20AC;&#x2122;t alone when you were there. There were so many groups of people that were there viewing the different memorials. It was beautiful.

Q: Did you get to go inside the White House or just outside?

A: Just outside the White House and then walk down the street. And I think that it was

exciting for us to point out to the kids â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s the FBI Building, thatâ&#x20AC;&#x2122;s the DNC, thatâ&#x20AC;&#x2122;s the bank, thatâ&#x20AC;&#x2122;s the courthouse, thatâ&#x20AC;&#x2122;s the Department of Education.â&#x20AC;? It was almost surreal. I think Iâ&#x20AC;&#x2122;ve been there a couple of times, so now Iâ&#x20AC;&#x2122;m not taken aback by what Iâ&#x20AC;&#x2122;m looking at.

But for some of the kids it was.

Q: What percentage of the kids would you say this was their first time in the nationâ&#x20AC;&#x2122;s capital?

A: The majority. The majority of them, and it was great especially to have a tour guide be with you and point out these different areas and explain the significance of why a memorial like JFK Memorial â&#x20AC;&#x201C; or the Martin Luther King Memorial â&#x20AC;&#x201C; why his eyes are facing one particular way and not another, and the meanings behind everything. It was very educational and they got a lot from it.

Q: I guess the wall [Vietnam War Memorial] was open to the kids.

A: Yes. That was at night that we saw the Vietnam War memorial, with all of the men in the trenches and the lighting of it. It brought chills to us. You can read about it in the book, but to see it is something else.

And the wall, and all of the names of people and their numbers next to them â&#x20AC;Ś and people were stopping and taking rubbings with crayons of people that they had known whose names were on the wall. And I think by their going down into those memorials, I think it really brought it to life instead of reading about it as part of an assignment. They were there, and they saw it and knew what it meant. It was wonderful.

One of the most favorite ones was the Lincoln Memorial â&#x20AC;Ś Abraham Lincoln sitting on top.

Q: So, I guess you saw it at nighttime?

A: Yes. And we looked across

Dining Outside Kowloon Restaurant gets approval to have an outside dining area under a tent

Kowloonâ&#x20AC;&#x2122;s general manager Bob Wong told selectmen. â&#x20AC;&#x153;This is the first year weâ&#x20AC;&#x2122;re going to do it. Thatâ&#x20AC;&#x2122;s why weâ&#x20AC;&#x2122;re renting the tent,â&#x20AC;? Wong said.

ASKS | FROM PAGE 4 the mall with the water in front of it; it was surreal and it was really special, so as exhausted as we were, we were excited. And they kept asking, “Let’s continue. Let’s continue. Keep going.”

Q: Now, when you got to the Capitol [building], did you get to spend much time inside?

A: No. We didn’t. Not this time around. We had a really busy day, but we did end up going back twice to the Capitol, because on Wednesday night of the trip, we had the opportunity to see the U.S. Marine Band concert, which is the band for the President. And that was a special treat because it was on the steps of the Capitol. It was just by chance we got to see them, and another special thing about that night was one of our teachers – Amanda Price, who is a Science teacher – her grandfather was the first vocalist to be in that band years ago. He used to sing for presidents.

Q: Wow! A: Yeah, and so they made the connection, and the Belmonte Middle School was introduced in front of everybody that was there.

Q: That would have been one of the highlights, then.

A: Well, that was a highlight for sure. For this teacher, it was wonderful. Yep. We were introduced in front of everyone that was there for it.

Q: And they mentioned about Amanda Price’s grandfather?

A: They did and the vocalist did. The sole vocalist talked about the grandfather and the songs he had written, and she actually had music from him [the grandfather] that this teacher didn’t have and shared it with her. That was a great highlight.

I’ll tell you another highlight – when we went to the Arlington Memorial Cemetery – you take the tour of the cemetery, and you walk through and go up to the Tomb of the Unknown Soldier. And on that day … that moment that we were there, there were two things that were happening.

The first one was related to the 50th anniversary of JFK’s death, and the second one was D Day, and they were do-

ing this huge ceremony with the changing of wreaths. And they had the flag corps there.

We got to witness that whole ceremony – Belmonte Middle School students standing there at the right time. It was amazing. There were actual funerals that were happening while we were there, and there was the gun salute that was happening. It was the Kennedy Memorial recognition – 50 years. That’s what we had walked into, and the wreath-laying ceremony.

Another interesting thing that happened at Arlington. One of our teachers had found

out where her grandfather’s grave site was, because he’s buried there, and she went and she found her grandfather’s gravesite at Arlington.

Q: Who was the teacher?

A: Jessica Manuel, an English teacher in the seventh grade.

Q: And her grandfather is buried at Arlington?

A: Yes. He was a surgeon.

Q: So, those are two nice highlights.

One of the tour guides was an architectural tour guide, so she gave specific tours to people about Washington architecture and shared that knowledge with the people she was with. That was great. And we got to see the National Cathe-

chaperones. Some of them visited the Museum of Natural History. Some of them went into the National Air and Space Museum. Some went into the Museum of American History, so whatever they felt they wanted to do at that time, they could.

Q: So, what do you think is the biggest value of a trip like this is for the kids?

A: At this age, I think it’s wonderful that they get to see our nation’s capital and that they get to understand the civics and the people behind these historic buildings. And it comes to life and it’s real. For an eighth grade student in their position, it’s the social – it’s the trip of a lifetime with their friends. And they are very excited about being out of Saugus and going to a place like Washington, D.C. Q: So, do you think this makes them more patriotic and changes their perspective about the Fourth of July?

A: Yes, I do. I do. Especially at Arlington National Cemetery.

They saw those men dressed in uniforms and it was very solemn; and it was real to them, what they saw. And I believe they understand what it took to get our freedom and how many people were laid to rest at Arlington National Cemetery, and there was a lot of conversation around that and what these people did and their lives, and they’re honored now. That was amazing.

The cemetery is over 600 acres.

You can’t even wrap you brain around it. That’s what a lot of our conversation was around.

Look at the dates on these gravestones. Look at the dates.

And what have these people done for our country? That hit home, I think, when they saw the vastness of it. When you leave the city and all of the buildings and get out there at Arlington, it’s peaceful and it’s calm and serene.

Q: Yeah, the eternal flame.

A: Yeah, the eternal flame. We saw that.

Q: And I guess a lot of the

students were fixating on the Tomb of the Unknown Soldier.

A: Yes. What does it really mean? Who’s in there? That’s what the conversation was.

Yes, that has a lot of value.

Q: Oh yes. The men dressed up in uniform with the spitshined shoes and moving in precision.

A: Oh yes, precision: the four men with their flags, the color guards. You’re right. The precision of them moving and what every movement meant. It had some type of a meaning. And then the band was there.

Q: After that, did you notice the discussions involving the students? What they were talking about?

A: Oh, yes. There was a lot of rich conversation that happened around all of that, for sure. They were asking some real good questions. They were asking our tour guides to explain much more details. On each of the gravestones, we

said he hopes that the work on the front of Town Hall can be completed this fall, in time for the Founder’s Day celebration.

The Town of Saugus is working with restoration firm Building Conservation Associates, Inc., architect Finegold Alexan-

der Architects, and New Generation Painting to ensure the project is completed efficiently, effectively, on schedule and on budget.

“We are preserving and protecting the building and minimizing ongoing maintenance requirements while maintaining the historical elements of the building,” Crabtree said. “By completing this project, we will help preserve the building for many years to come. I would like to thank the Board of Selectmen, Finance Committee, Town Meeting and residents of Saugus for their continued support of this important community initiative.”

Saugus Town Hall was built in 1875 and designed in the Stick Style/Victorian Eclectic by the Boston architectural firm of Lord & Fuller. At first the building housed the high school, school committee, police department and public library – all of which have since been moved.

“There is a great deal of history in this building and this project is long overdue. These essential restorations in the heart of the town will put us in a much better position moving forward,” Crabtree said.

In 2016, Town Meeting members voted for a professional assessment of the condition of the interior and exterior of Town Hall. The assessment uncovered considerable rot in the wood. This year Town Meeting members again demonstrated their support for the project by voting in favor of making the necessary renovations to the exterior of the building.

And now they know when they hear that somebody is buried in Arlington, what an honor that means and what they did for their country. And I think putting that history alongside the 911 Memorial thatâ&#x20AC;&#x2122;s more recent in our lifetime â&#x20AC;&#x201C; that was an amazing experience to see that. All the benches in the memorial with the symbols of whether they were in the air or in the Pentagon, that was very sobering. And I think they showed a lot of respect towards it. They were very respectful of the different areas that we went.

Another highlight for the kids â&#x20AC;&#x201C; and they loved this â&#x20AC;&#x201C; was a student moonlight dance cruise on the Cherry Blossom up the Potomac River. They loved that. It was an old-time ship. The wheels in the back spun.

A: No. That happened when we were sitting on the bus.

The teacher had reached out to them when she found out it was on the itinerary â&#x20AC;&#x201C; because wasnâ&#x20AC;&#x2122;t supposed to be on the itinerary, because there was supposed to be something else there that was downsized, so everything is fluid, and this was added. And she [the teacher] researched it while she was sitting on the bus, found out who the person was, made contact with that person and then the next thing I know, they are introducing us!

mitted these infractions: â&#x20AC;˘ Improperly convened a meeting on Jan. 30 in Superintendent Dr. David DeRuosi, Jr.â&#x20AC;&#x2122;s conference room instead of the School Committee Room â&#x20AC;&#x201C; â&#x20AC;&#x153;a location other than the One Listed on the Meeting Notice.â&#x20AC;? â&#x20AC;˘ â&#x20AC;&#x153;Posted insufficiently detailed meeting noticesâ&#x20AC;? on three different occasions. â&#x20AC;˘ In the notices for those meetings, the committee failed to list the specific location â&#x20AC;&#x201C; the School Committee Room. â&#x20AC;˘ The committee failed to respond in a timely fashion to a complaint it received alleging Open Meeting Law violations.

The Division of Open Governmentâ&#x20AC;&#x2122;s investigation and findings comes in response to three complaints filed by The Saugus Advocate Editor, Mark E. Vogler, earlier this year. â&#x20AC;&#x153;For the reasons stated above,

we find that the Committee violated the Open Meeting Law,â&#x20AC;?

Assistant Attorney General Kevin W. Manganaro of the Attorney Generalâ&#x20AC;&#x2122;s Division of Open Government wrote in his determination letter addressed to Howard L. Greenspan, the Lynnfield attorney hired to represent the School Committee. â&#x20AC;&#x153;We order the Committeeâ&#x20AC;&#x2122;s immediate and future compliance with the Open Meeting Law, and we caution that similar future violations may be considered evidence of intent to violate the law,â&#x20AC;? Manganaro continued. â&#x20AC;&#x153;Furthermore, because a discussion took place during the January 30 executive session that lacked a proper purpose, we order the Committee to release these executive session minutes to the public within thirty (30) days of receipt of this letter. The Committee may not redact or withhold these minutes or any portion thereof based on

privilege or any exemption under the Public Records Law.â&#x20AC;?

Manganaroâ&#x20AC;&#x2122;s office provided The Saugus Advocate with a copy of the determination letter, which was issued this past Wednesday. The letter was expected to be posted this week for public viewing with other Open Meeting Law determinations at the Attorney Generalâ&#x20AC;&#x2122;s website: www.mass.gov/ago/ openmeeting.

Another adversarial finding This week marked the second time this year that the School Committee has been cited by the Division of Open Government for violating the Open Meeting Law. In late January, the agency issued a determination that the committee violated the Open Meeting Law for keeping inadequate minutes of a March 16, 2017, executive session â&#x20AC;&#x201C; allegations in a complaint filed last

“The minutes list the topics that were discussed—teaching time, insurance, etc.—but they do not provide a substantive summary of the Committee’s conversations on these topics.

This lack of detail violated the Open Meeting Law. …,” Manganaro wrote in a three-page letter dated Jan. 24.

The state Attorney General’s Office ordered the School Committee “to amend the March 16, 2017 executive session minutes to include the missing detail” within 30 days of that letter.

Less than a week after Manoogian’s complaint was corroborated by the Division of Open Government, the School Committee violated the law again by deviating from a posted agenda before going into an executive session.

The meeting was supposed to open in the School Committee Room before moving into Executive Session. Instead, the committee met initially in the superintendent’s conference room.

That prompted an Open Meeting Law complaint by Vogler, who alleged the School Committee: • Failed to open its meeting inside the School Committee Room as was announced in its agenda for the meeting that was posted on the bulletin board at Town Hall and on the Town of Saugus’s website.

• Did not provide “sufficient specificity for the public to understand” the agenda.

• May have conducted an improper executive session that was “no more than a budget discussion behind closed doors.”

Vogler filed two additional complaints, one of them questioning the lack of specificity in the minutes of the executive session while again questioning the purpose for the executive session. His third complaint challenged the committee’s removal of the specific meeting location from recent agenda notices. “By modifying the location to make it more vague, the School Committee appears to have violated the Massachusetts Open Meeting Law,” Vogler wrote in a twopage complaint dated March 24.

Vogler questioned the committee’s decision to replace the wording of “School Committee Room” on its agenda notice with “Roby Administrative Building” for several meetings posted.

“It appears the Saugus School Committee changed the wording in an effort to justify its decision to open its Jan. 30 meeting in the superintendent’s conference room instead of the School Committee Room – the posted location for that meeting,” Vogler wrote.

Attorney Greenspan maintained that the committee did not violate the Open Meeting Law at its Jan. 30 meeting. He also denied that the committee had committed any violations.

“The Committee followed a long time practice of opening public session in the Superintendent’s conference (room) when the first item for Agenda was Executive Session,” Greenspan wrote in a March 5 letter to Vogler.

It took more than four months from the filing of Vogler’s first complaint before an in-depth review by the Division of Open Government determined there was substantial merit to his three complaints. “Following our review, we find that the Committee violated the Open Meeting Law by meeting in a location other than what was listed on the meeting notice and posting insufficiently detailed meeting notices,” Manganaro wrote in his June 26 determination letter.

“Additionally, we find that the Committee convened in executive session without a proper statutory purpose. However, we find that the Committee's January 30 open session meeting minutes meet the minimum requirements of the Open Meeting Law,” he wrote.

“In reaching a determination, we reviewed the original complaints, the Committee’s responses, and the requests for further review filed with our office. We reviewed the notices of Committee meetings held on January 30 and March 8, 15, and 22, and we reviewed, in camera, the minutes of an executive session held on January 30,” he wrote.

Manganaro also noted a procedural violation by the School Committee in responding to Vogler’s complaint. “While not raised in the complaint, we remind the Committee that the Open Meeting Law requires that within 14 business days after receiving a complaint, unless an extension has been granted by the Attorney General, a public body must review the complaint’s allegations; take remedial action, if appropriate; and send to the Attorney General a public body must review the complaint’s allegations; take remedial action, if appropriate; and send to the Attorney General a copy of the complaint and a description of any remedial action taken. “

An unlawful executive session The Saugus Advocate requested, but was denied access to the minutes for the executive session. But, as a result of the Attorney General’s Open Meeting Law determination, the School Committee must now produce those minutes.

“Public bodies may enter a School Committee denied closed, executive session for any violations of ten purposes enumerated

in the Open Meeting Law. One permissible reason to convene in executive session is ‘[t]o conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel.’ G.L. c. 30A, § 21(a)(2) (‘Purpose 2’),” Manganaro noted in his determination letter. “...When convening in executive session under Purpose 2, public bodies must identify the name of the specific nonunion personnel that is the subject of discussion, unless disclosure would compromise the Committee's negotiating position. See OML 2015-193; OML 2016-70.

Here, the Committee could not have identified the non-union personnel, because the discussion did not address any individual employees,” the determination letter continued.

“Rather, it was a more general conversation that would reach beyond any single employee or bargaining unit. This raises other concerns, however. In prior determinations, we have determined that such deliberations are akin to a budget discussion and may take place only in open session. See OML 2015-63; OML 2014-30. Accordingly, we conclude that the Committee’s January 30 executive session discussion lacked a proper statutory purpose and should have

been held in open session,” it concluded.

Manganaro elaborated further on his reason for concluding there was no reason for holding the executive session: “We note generally that the Committee did not discuss any individual employee, instead discussing non-union personnel as a collective group. Upon completion of the executive session discussion, the Committee continued the balance of the meeting in open session in its usual meeting room.”

AG “commends” attorney for concession In his determination letter, Manganaro noted that Attorney Greenspan indicated the School Committee will discontinue the practice of convening in the superintendent’s conference room.

“We commend this remedial step,” Manganaro wrote.

He also explained why it was improper for the School Committee to convene in the superintendent’s conference room when the meeting was posted for the School Committee Room.

“Indeed, while the notice stated that the meeting would take place in the Committee's regular meeting room, the Committee convened in a separate room to complete the required procedural steps before convening in executive session,” Manganaro wrote.

“The public has a right to witness these procedural steps in order to observe the vote and learn the purpose for the executive session. See OML 2013-195.3 Because the January 30 meeting notice inaccurately identified the location where those procedural steps would take place, members of the public were denied this right. We find that the Committee violated the Open Meeting Law with respect to this allegation.”

The determination letter notes that the School Committee’s earlier notices “provided more fulsome information about the meeting location—including the specific room in which the meeting would take place— and that this information was omitted from the March notices at issue.”

“On these facts, we find that the Committee violated the Open Meeting Law with respect to this allegation,” Manganaro wrote.

“We note that, while previous notices had listed the specific room in which the meeting would take place, these later notices listed only the address of the building. We have found a violation in similar circumstances in prior determinations, noting that members of the public should not have to guess where in a building a meeting is being held. See OML 2017-179; OML 2014-21.4.”

Grading DeRuosi School Committee gives superintendent a mixed report card in its latest evaluation

Vogler t was just last November that the School Committee – with two newcomers elected – seemed solidly behind Saugus Public Schools Superintendent Dr. David DeRuosi, Jr. But the committee was split in last week’s 3-2 vote while supporting a two-year contract extension for the superintendent.

“I think you are doing a great job,” School Committee Chair Jeannie Meredith told DeRuosi at last week’s meeting. School Committee Members Linda Gaieski and Marc Magliozzi agreed that DeRuosi has been doing a good job and is deserving of the two additional years.

But two members – Vice Chair Elizabeth Marchese and Member Lisa Morgante – opposed the two-year extension that would keep DeRuosi in charge of the town’s public schools through 2021. Marchese and Morgante complained that DeRuosi wasn’t answering some of their emails At last week’s School Committee meeting, DeRuosi expressed a concern about members emailing him and the potential for violating the state Open Meeting Law. Gaieski said the committee

In a lengthy self-evaluation and assessment of his goals, DeRuosi said he faced a “daunting task” as superintendent – “I am being asked to bring to completion a brand-new school district, new buildings, new grade configurations, new instructional methods.

“This task is very doable if there is a strong sense of prior-

ities and collaboration among all stakeholders,” the superintendent said.

“Each member of this district must be ready to push differences aside and work toward the common goal. I’m asking teachers, administrators and parents to be flexible with the process as we make these changes,” he said.

“This community has invested over $183 million in us. It is our moral and ethical obligation to insure we do it right.”

Happy July Fourth Based on the heavy email feedback we received over the over the past week, there are disgruntled citizens out there who are eager to vent on local issues that concern them. The issues range from the ongoing work around Town Hall, the traffic on Route 1, the apparent split among School Committee members over whether the superintendent deserves a one- or two-year extension, the turnover at Town Hall and concerns from some folks that their tax bills are going to be super high.

Let’s take a break for this week and enjoy the Fourth of July. Enjoy a few days off with family or friends. Do some grilling. Relax and be thankful that you live in a country where you have the right to gripe and not worry about disappearing in the middle as happens in some foreign lands.

“Preschoolers in the Park” Ready for some summertime fun at the Saugus Iron Works?

If you are between the ages of two and six, your parents ought to be checking out the Preschoolers in the Park programs that take place on most Mondays, from 10:00 to 11:00 a.m., alternating between the Saugus Iron Works and Salem Maritime.

The program gives the children and their adult caregivers the opportunity to learn together about the National Park Service as well historical and environmental topics through a fun, age appropriate, handson approach. Each program is run by National Park Service Rangers who read a children’s book aloud and facilitate an active, engaging learning experience in the national park, and it ends with a make-andtake project. Each program is designed to connect with the themes, topics and/or resourc-

All dog licenses must be renewed annually through the Town Clerk’s Office. Licenses cost $12 if the dog has been neutered or spayed, and $15 if the dog hasn’t been fixed. Cash or check is accepted. Residents

must bring an up-to-date rabies vaccination certificate in order to obtain the license.

Any licenses renewed on July 1 or after will be subject to a $20 late fee, in addition to the license fee.

The Town Clerk’s Office is open on Monday from 8:30 a.m. to 7 p.m., Tuesday through Thursday from 8:15 a.m. to 4 p.m. and Friday from 8:15 a.m. to 12:30 p.m.

Veterans wanted for July 4 parade Anyone up for marching in the July 4 parade? Saugus doesn’t have much going on the Fourth of July. And especially not a parade.

But the neighboring town of Wakefield is looking for Saugus veterans, according to Matthew Crescenzo, himself a young U.S. Army veteran. He has also launched a political campaign to run as a Democrat candidate, challenging four-term incumbent Republican Donald Wong in the 9th Essex House District race this fall. Former Saugus Selectman candidate Michael A. Coller has qualified to run unenrolled, making it a three-way race in November.

And Wakefield is part of the 9th House District, so this could give Crescenzo some visibility if he marches.

Meanwhile, Crescenzo is trying to reach out to Saugus veterans, encouraging them to march on July 4. “It came to my attention a little over a week ago that the parade is having a hard time finding veterans willing to march in the parade and be honored as part of the event,” Crescenzo said.

“I spoke with some of the organizers about helping them find more interested vets. The veterans do not have to be from Wakefield,” he said.

“Anyone interested can reach out to me personally at

“Veterans will be lined up in the Knights of Columbus area and will be one of the first groups to go out (the other two groups in the KOC are our horse groups and kids who carry the signs),” Hurley wrote in her email to Crescenzo.

“You can have them reach out directly to myself and I can send out additional information if needed. If they have a photo and a bit of their history (time served, branches, etc) that would be great as we’re trying to get some mini bios together too,” she wrote in her email “We’re looking to have more veterans to march - we have our usual Legion trolley and such, but have been limited on the amount that we have other than that. Currently, we have a few individuals but we’re hoping to always expand that.”

What would a July 4 parade be without a few politicians involved? So, it wouldn’t be surprising for Rep. Wong and Coller to march, too, if Crescenzo plans to be there.

Town announces reopening of CHaRM Center Recycling Drop-Off site The Town of Saugus announces that the community’s Center for Hard to Recycle Materials (CHaRM) site will be open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m. The site is located behind the Department of Public Works at 515 Main St. There is no preregistration or fee required to enter the site; however, proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans and glass containers. Additional accept-

able items include TVs and computers (up to three per year per address); bulky rigid plastic items, such as Little Tikes toys, laundry baskets, Rubbermaid trash barrels, 5-gallon pails, etc.; car tires up to 22" (for a fee of $3); books; and textiles, such as clothing, bedding, pocketbooks, belts and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags, and remove the bags from the site.

Some upcoming library events There’s always something going on at the Saugus Public Library. Here are a few events to check out: • This summer, the library will be offering discount passes to see the Lowell Spinners at family-friendly Edward A. LeLacheur Park (capacity 5,030) in Lowell. These passes, like all of the library’s discount passes, are funded by the New Friends of the Saugus Public Library. Patrons will be able to reserve passes at the beginning of June.

The Spinners are a ShortSeason Single-A affiliate of the Boston Red Sox. They will play 76 games in 79 days (38 home, 38 road) this season with their last home game on September 3. Home Games begin at 7:05 p.m., Monday-Friday, and at 5:05 p.m., Saturday & Sundays.

The Library offers a dated voucher for most Spinners home games. Each voucher allows patrons to purchase up to six tickets at 50% off the regular price (For example: a $7 Reserved Ticket would cost $3.50).

Vouchers will be able to be reserved online (sauguspubliclibrary.org) or at the Library and can be picked up in-person at the Library. Only one voucher is available for each home

Dubbed the “Grand Bargain Bill” by its supporters, the compromise bill is in response to the likely successful effort by the Raise Up Massachusetts coalition to get the minimum wage and paid leave questions on the November ballot; and the likely success of the Retailers Association of Massachusetts (RAM) to get a question on the ballot to reduce the sales tax from 6.25 percent to 5 percent.

Raise Up Massachusetts has agreed not to bring its family and medical question to the ballot while RAM has agreed to drop its effort to reduce the sales tax to 5 percent.

The fate of the minimum wage ballot question is undetermined. The version passed by the Legislature differs from the ballot question version in several ways. The legislative version gives the raise to $15 over five years rather than the four years on the ballot version; does not include tying the minimum wage to inflation; and includes phasing out extra pay for employees who work on Sundays and holidays.

RAM President Jon Hurst had mixed feelings about the compromise but ultimately embraced it.

“The compromise legislation passed today contains very costly initiatives that will negatively impact the thousands of small business owners and their employees that RAM represents,” said Hurst.“The retail marketplace has never been more competitive, and the margins have never been smaller. The new payroll mandates passed today will significantly increase costs, resulting in businesses being less competitive, forcing some doors to close and good jobs to be lost. This is not rhetoric, but reality. At the same time, the results would be far worse had these measures gone to the ballot, and the Legislature deserves credit for bringing the parties together to bring a balanced resolution.”

Meanwhile, critics of the compromise say that RAM was able to extract compromises from Raise Up by using the sales tax cut as a bargaining chip. The Supreme Judicial Court had just ruled that a proposed ballot question imposing an additional 4 percent income tax on taxpayers’earnings of more than $1 million cannot go on the November 2018 ballot. Supporters of that measure saw millions of tax dollars lost as a result of the decision and said that reducing the sales tax would cause a fiscal crisis and require cutbacks of many programs.

“This bill empowers workers, recognizes the needs of business owners, and ensures that Massachusetts residents will no longer have to choose between caring for a sick relative or losing their job,” said Rep. Paul Brodeur (D-Melrose). “It is the result of months of negotiations and demonstrates that regardless of what happens in Washington, here in Massachusetts we focus on cooperation and compromise.”

“I fundamentally disagree with the premise that we have to give up some workers’rights in order to gain new workers’ rights,” said Sen. Kathleen O’Connor-Ives (D-Newburyport). “This bill ends time and a half on Sundays in order to start paid family and medical leave and phase-in a $15 minimum wage. This was a strategic decision in order to pre-

vent these issues and the sales tax roll-back from going on the ballot. I would rather see the ballot question process play out and then respond as a Legislature and raise lost revenues by ending wasteful corporate tax credits if the sales tax was rolledback to 5 percent.”

“This deal represents a series of compromises made in the best interest of the commonwealth,” said Rep. Joseph Wagner (D-Chicopee).

“By reaching a thoughtful balance, this package will protect Massachusetts workers while promoting a competitive environment for our local businesses.”

“My ‘no’ vote is for a better minimum wage” said Sen. Marc Pacheco (D-Taunton). “My ‘no’ vote is for hardworking Massachusetts citizens, many of whom depend on the guarantee of a fair wage for working Saturdays and Sundays.My ‘no’ vote is for the rights of Massachusetts voters who brought this initiative forward so that the people would be able to decide the issue for themselves.”

Supporters of the ruling said the ruling is correct because both amendments introduce a new subject that is not already part of the bill and bypass the legislative process.

Opponents of the ruling said the bill deals with taxes and the amendments are appropriate because they also deal with taxes. They noted that on the sales tax reduction amendment, the bill specifically creates a sales tax holiday which clearly is directly related to an amendment to reduce the sales tax.

Amendment supporters said the hike would discourage employers from hiring inexperienced teens under 18 to train. They said the amendment would give businesses more flexibility to hire those teens.

Amendment opponents said these teens should get equal pay for equal work.

The funds would be used for grants to community hospitals.The measure also hikes fees for doctors, nurses and other medical professionals who pay the state to obtain their state license. Other provisions create new requirements for transparency in health plan network and benefit design and costs; protect consumers from surprise bills; require disclosures related to out of network billing and facility fees; and establish standards for telemedicine, that allows doctors and patients to communicate remotely rather than at the doctor’s office.

“Massachusetts continues to lead the way in healthcare and this bill takes significant steps at addressing some of the most pressing concerns in our health care system today – price variation, unnecessary cost growth, consumer engagement, and greater transparency,” said Rep. “I voted against the bill because it does little in the way of cost containment and does not include any MassHealth reforms offered by Gov. The Senate has approved a different version of the bill and a conference committee will try to work out a compromise version.

problem in Massachusetts, especially for the most vulnerable workers, like immigrants and low-income families,” said the bill’s sponsor Sen. Jason Lewis (D-Winchester). “This legislation will help prevent and deter wage theft, ensure a level playing field for all employers, and protect the rights of working families.”

Although no one voted against the bill, some say said the bill unfairly punishes unknowing contractors for the illegal actions of their subcontractors. They said it is unfair and anti-business to require companies to police the payroll of their subcontractors.

ELIMINATE CALL FOR CONSTITUTIONAL CONVENTION (S 2555) Senate 23-15, approved a change to a bill that calls upon Congress to propose an amendment to the U.S. Constitution to establish that corporations do not have the same constitutional rights as human beings and that corporations’ campaign contributions and expenditures may be regulated.

The bill was filed in response to the Supreme Court’s 2010 decision in Citizens United v. the Federal Election Commission. In that decision, the court ruled that the First Amendment prohibits the government from restricting corporations, unions and individuals from donating unlimited funds to Super Political Action Committees (PACs) that do not donate directly to candidates or political parties.

A two-thirds vote in favor of the amendment in the U.S. Senate and the U.S. House would send the proposal to the 50 states and the amendment would become part of the Constitution if at least threefourths(38) of the states ratify it.

The bill also provides that if Congress does not propose this constitutional amendment within six months of the passage of this bill, then the Bay State calls for a limited Constitutional Convention for the exclusive purpose of proposingthe amendment. Congress is required to call the convention If at least two-thirds (34) of the states ask for it. The state Senate’s 23-15 vote WAGE THEFT (S 2327) would strike the provision.

Senate 38-0, approved and sent Supporters of the change said to the House a bill to prevent wage there is no basis in law or precetheft by employers who, according to the bill’s supporters, steal $700 million of wages annually in Massachusetts from about 350,000 workers.

Wage theft includes paying below the minimum wage, neglecting to pay overtime and paying workers in cash to avoid paying taxes.

Key provisions of the proposal make companies that contract with a subcontractor that withholds wages liable for those wages and empower the attorney general to issue a stop work order to employers committing wage theft and impose a penalty of up to $25,000.

“This bill returns workers’ hardearned wages to them when they have been illegally underpaid or had their wages outright stolen by disreputable employers,” said Sen. Eric Lesser(D-Longmeadow). “If an employer knew or should have known that workers were being denied their wages, this bill will provide recourse to the employee and penalize the employer.”

“Wage theft remains a major

dent to limit the topic of a convention. They argued that a convention could result in a free-for-all in which many constitutional amendments are proposed.

Opponents of the change said they believe the convention can be limited to just one amendment.

They argued that the constitution must be amended, and that Massachusetts should take the bold step of joining the call for a convention if Congress itself will not propose an amendment.

Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers.

They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

BOY SCOUT | FROM PAGE 1 “We would refer to him as the rain and snowmaker,” quipped Kane, as he recalled some of his fondest memories of the scoutmaster he took over for 22 years ago.

Barnes, 86, considered one of the legendary leaders in the half-century history of the troop, died on Monday at the Life Care Center in Stoneham.

Even until recently, Kane said, Barnes would check with him to see how the troop was making out.

“Ken was a unbelievable man that will be missed by thousands of scouts and leaders he has encountered over the years,” said Kane, who hopes that many current and former members of the troop will turn out Monday morning for a special tribute to the troop leader affectionately known as “Barnie.”

“Ken was a friend to all and a great mentor to a lot of scouts,” he said.

A memorial service is being held at 10 a.m. Monday (July 2) at Cliftondale Congregational Church (50 Essex St. in Saugus).

“One of the most memorable trips we had together was the Lamprey River trip when I was a young scout just joining the troop,” Kane recalled.

He was a District Award of Merit recipient. He also received the Silver Beaver Award and was a Vigil Honor member of the Order of the Arrow – the highest honor one can receive in Scouting’s National Honor Society.

several scouts over his countless years of service, including myself,” Kane said.

“He had eight Eagle Scouts under his reigns as Scoutmaster and another 21 Eagle Scouts that he worked with under his other positions he held with the troop, including myself. He … also helped in many ways with Pack 62,” he said.

“Ken was involved in the troop for many years, and when his health prevented him from being there full time, he would still come down when he could with the help of other troop leaders – his daughter Joan, his son-in-law Tony and many other people. I would often get a call from Ken checking on how the troop was doing trips we

were planning and just to say ’Hi,’” Kane said.

“The day had come when Mr. Barnes had turned the torch of scoutmaster to me, and during the ceremony Ken had given me a homemade left-hand smoke shifter – jokingly meant to move the campfire smoke in a different direction – which I still have today,” he said.

Barnes, a U.S. Marine who served during the Korean War, was the husband of the late Jane (Adam) Barnes. Born in Malden, he was the son of the late Kenneth and Elsa (Lindquist) Barnes, Sr. The family business, Park Press in Saugus, was established in 1934 by his father, and Ken eventually took over until he retired

in 1994.

Barnes leaves four children: Nancy Barnes of Melrose, Norma Baker and her husband Robert of Florida; Joan Braier and her husband Anthony of Saugus, John Barnes and his wife Christine of Chelsea; 13 grandchildren and six greatgrandchildren; two brothers, David Barnes of South Carolina and Richard Barnes of Swampscott; and a sister, Marion Burnham of N.H. He also leaves many nieces and nephews.

The Bisbee-Porcella Funeral Home of Saugus is in charge of arrangements. Instead of flowers, donations can be made in his memory to Boy Scouts of America, Troop 62, 50 Essex St., Saugus, MA 01906.

And I guess if you ask me what the highlight was – Arlington Cemetery, now that I’ve had a conversation with you. That was it. I think that makes things very real – for all of the people who have given to this country and what that means for the freedom we have today. And I think that’s where the kids and I had the most conversation.

They’re doing this out of the kindness of their heart. They were amazing chaperones. They took on roles of the parents, and there was such a great connection there.

I thank the parents for allowing their kids to have enough trust in us that they are allowing their students to go. That’s huge. Letting your eighthgrade child go on a trip like this and putting enough faith in us is great.

Q: And you are looking for-

ward to next year?

A: Yes. I’m looking forward to taking a look at the itinerary, and like we talked about before, adding in some different things and different sites because a lot of the chaperones that went have been going.

And adding in the new things for them was good as well, so yes, I would like to take a look at what other towns are doing and see what else we can add in. I’d also like to have more of a connection with our hometown: looking up people if we are able to get some names of people and actually go look up some of our citizens to see if their names are out there. I would like to find them.

Q: You mean like people who might be buried in Arlington?

A: Yes, and on the walls. We could do some research, and I think that’s something that we could do throughout the year.
