City mourns passing of former Mayor George McCarthy

By Christopher Roberson ne month after the death of former Mayor John McCarthy, his older brother, former Mayor George McCarthy, passed away on March 22 – one day shy of his 92nd birthday.

A veteran of the U.S. Army, George McCarthy enlisted in 1945 without graduating high school. Following basic training, McCarthy was sent to help keep the peace in war-torn Germany.

Known as a“lion of Everett politicsâ€? by Mayor Carlo DeMaria, McCarthy was a member of the School Committee and the Board of Aldermen. As a member of the Everett Chamber of Commerce, the Everett Rotary Club, the American Legion and the VFW, McCarthy was ďŹ rst recipient of the Citizens for Limited Taxation Annual Award and a recipient of the Paul Harris Fellow Rotary Award. He was also the owner and operator of Home Appliance Service for 45 years.

McCarthy’s time as the city’s 27th mayor spanned from January 1968 to September 1978.

In addition to six terms in the corner oďŹƒce of City Hall, McCarthy ran for a seat in the U.S House of Representatives in 1976 and ďŹ nished ďŹ fth out of 10 candidates.

George McCarthy He was also president of the Massachusetts Mayors’ Association, chairman of the MBTA Budget Committee and a member of the Democratic National Committee’s Finance Council.

McCarthy caught the attention of then-President Jimmy Carter and was appointed as the regional representative of the U.S. Department of Transportation in August 1978. McCarthy and his wife, Charlotte, later became friends with the president and First Lady Rosalynn Carter.

In March 1983, McCarthy was appointed by then-Gov. Michael Dukakis as the chairman of the State Alcoholic Beverages Control Commission, a post he would hold until his retirement in 1991.

Bradford Terrace slayer still at large

By Christopher Roberson or the second time in 10 days, Everett Police responded to a reported stabbing on Bradford Terrace. According to police, the incident occurred on March 26 at 9:07 p.m. when the 54-year-old victim, Michael Starr, was attacked while he was walking home from a store on Ferry Street.

Starr was rushed to CHA Everett Hospital and later died from his injuries.

Although no charges have been ďŹ led, police are searching for â&#x20AC;&#x153;a male in his late 20s, average height, with a tan complexion. He is believed to have been wearing glasses, a black hooded sweatshirt, a black knit hat, and black gloves and was described

as having a narrow nose and a thin build.â&#x20AC;?

Police said the ďŹ rst stabbing occurred around 9 p.m. on March 16. On that night, a man in his 20s survived being attacked despite sustaining â&#x20AC;&#x153;serious injuries.â&#x20AC;?

Police have yet to determine if the two attacks are related.

Residents are also urged not to approach the suspect and to exercise caution, particularly during the evening hours, in the area of Ferry Street, Bradford Terrace and Cedar Street.

Essex Tech receives state Chapter 74 license for postsecondary training in Advanced Manufacturing Pilot program launched by Gov. Charlie Baker ANVERS – Adults looking to obtain postsecondary training in Advanced Manufacturing can do so through Essex Tech, which in January became the first school in Massachusetts to receive formal approval for its Chapter 74 postsecondary license in Advanced Manufacturing. The license is part of a pilot program launched by Gov. Charlie Baker to help meet the market labor demand in Advanced Manufacturing. Administered through the Department of Elementary and Secondary Education, Chapter 74 sets the standard for vocational technical education.

Essex Tech received this license for its postsecondary program in Advanced Manufacturing, signifying it has obtained what vocational leaders refer to as the“gold standard”in career and technical education for this program. “To hold a Chapter 74 License indicates that the state has determined that a program has everything necessary to properly train students. The Chapter 74 License is meaningful because it demonstrates that you have a high quality program,”said Essex Tech’s Director of Workforce Development and Adult Education, Bonnie Carr.“We know that there is a shortage of skilled workers in Advanced Manufacturing, so we’re excited to be able to offer this program to help adults secure careers in this opportune field as well as create a pipeline for employers in the Advanced Manufacturing industry.”

program, students will learn basic, essential and advanced skills, including the following: manual and CNC machining, material sciences, Computer-Aided Design (CAD), manufacturing, quality control, robotics and automation and advanced Computer Numerical Control (CNC).

Students may earn industry credentials, such as OSHA, NIMS and MACWIC. The program also includes tours of advanced manufacturing companies, career readiness training and a career fair so that students will be well equipped with the skills needed to obtain jobs at local manufacturing com-

panies. Harmonic Drive, Bomco, Prattville Machine, Innovent, Synventive, GE Aviation and Magellan Aerospace have also partnered with Essex Tech through various avenues, including offering student tours, sitting on the school’s Advanced Manufacturing Program Advisory Committee and attending career fairs.

EHS students take part in Resilient Coders program T hrough a partnership with the MassHire Metro North Workforce Board (MNWB) and Resilient Coders, 20 Everett High School (EHS) students are participating in a fast-paced, high-visibility computer coding boot camp.

Students in the 10-week Resilient Coders program get paid to attend the weekly six hours of instruction, which includes web design, mobile app creation, and game development.

Students learn and apply a variety of programming languages currently used by industry leaders, including JavaScript, Android Studio and HTML. They will develop a portfolio of work that might help them secure a job in computer, information technology or related fields.

Instructor Emilio Murillo works with EHS student Frank Calascibetta, who is enrolled in the Resilient Coders boot camp, which is funded through a partnership with the MassHire Metro North Workforce Board.

City of Everett invests $6 million in upgrading and modernizing firehouses with capital improvements he Boston Herald recently reported on the deteriorating conditions at a number of ďŹ rehouses in Massachusetts. In the report, ďŹ reďŹ ghters complained that firehouses have received little attention and have been neglected by communities.

In response to the report, Mayor Carlo DeMaria highlighted investments that have been made through the City of Everettâ&#x20AC;&#x2122;s ďŹ ve-year Capital Improvement Plan (CIP). The city has invested $6 million in the past two years into ďŹ rehouses. Renovating and restoring ďŹ re stations has been an integral part of DeMariaâ&#x20AC;&#x2122;s CIP, and the process is well underway. â&#x20AC;&#x153;Our firefighters put their lives on the line every day, and I am proud of our commitment to invest in the buildings and infrastructure,â&#x20AC;? said DeMaria. â&#x20AC;&#x153;It is a priority of mine to ensure that all our public safety personnel stay safe and enhance our ďŹ reďŹ ghting capabilities throughout the city.â&#x20AC;?

The city recently reopened Everettâ&#x20AC;&#x2122;s Hancock Fire Station after a $3.5 million renovation.

The building is now a wellequipped and modernized facility for ďŹ rst responders. The

renovation project included infrastructure improvements; upgrading the Mechanical, Electrical and Plumbing (MEP) systems; improving health and safety concerns; updating training classrooms; and renovating living quarters. â&#x20AC;&#x153;Mayor DeMaria has always made sure the members of the department have the equipment needed to do our jobs, this includes updating our ďŹ rehouses,â&#x20AC;? said Fire Chief Anthony Carli.

The renovation and restoration of Hancock Fire Station was the ďŹ rst capital improvement of many ďŹ rehouses that are planned in Everett.

Phase 1 of the Central Station renovation, a roof replacement, is going on right now.

Gordon (D – 21st Middlesex) and Bedford Police Chief Robert Bongiorno, Jr. have officially been named to a commission tasked in part with breaking the cycle of arrest and incarceration for those with mental health and/ or substance use disorders in Middlesex County.

The Massachusetts Legislature established the 11-member Middlesex County Restoration Center Commission in 2018 to develop a plan for creating a restoration center in Middlesex County. The center would help expand community capacity for treatment while supporting law enforcement diversionary efforts.

Second defendant found guilty of murder in connection with 2016 fatal Everett shooting iddlesex District Attorney Marian Ryan and Everett Chief of Police Steven Mazzie have announced that Jose Vasquez Ardon, 20, of Everett, was found guilty by a Middlesex Superior Court Jury on March 27 of first-degree murder in connection with the Jan. 3, 2016, fatal shooting of 19-year-old Omar Wilfredo Reyes, of Everett. The jury deliberated for approximately three and a half hours before reaching a verdict.

At approximately 12:20 a.m. on Jan. 3, 2016, Everett Police responded due to a report of an injured man under the Tileston Street Bridge behind Carter Street in Everett. When they ar-

rived they located Reyes, who had sustained a single gunshot wound to the head. He was found directly beneath MS-13 graffiti, and it appeared that the victim had been wearing headphones when he was shot as his music was still playing when he was located by a passerby. Reyes was then transported to Massachusetts General Hospital, where he died from his injuries on Jan. 4.

Through their investigation, authorities learned that on Jan. 2, 2016, the victim received several messages from Jose Vasquez Ardon asking him to meet up.

Reyes was met by Ardon, Cristian Nunez and allegedly Rigoberto Landaverde-Lemus, 25, of Everett, who walked to the underpass of the Tileston Street Bridge, where the fatal shooting occurred. Authorities also observed that when the victim was discovered he had a 14-inch slash in his jacket.

Investigators obtained surveillance footage from where Reyes was supposed to meet the defendants. In one clip, the surveillance shows three males and the victim. About seven and a half minutes later, the three defendants can be seen emerging from the tunnel without the victim. Ardon’s face is visible in the surveillance footage.

Authorities would later learn that Ardon had sent a series of ruse Facebook messages to the victim immediately following the

shooting, asking why he had not arrived for their meeting. When the victim’s girlfriend responded to this message, Ardon told her that the victim had never shown up.

In the days that followed the murder, Ardon bragged to acquaintances about the shooting in an effort to improve his standing in the MS-13 hierarchy.

A search warrant was executed on Ardon’s home, which resulted in authorities locating clothing hidden in the basement ceiling rafters. That clothing was tested for DNA and gunshot residue.

Results indicated that DNA on a sweatshirt the defendant was seen wearing on video surveillance was a match to the clothing located in the rafters. Authorities also found the defendant’s fingerprints on the bags containing his clothing.

Ardon was arrested in Revere and Nunez was arrested in Malden on Jan. 30, 2016. Landaverde-Lemus was arrested by Chelsea Police for possession of a loaded firearm on June 26, 2016.

He was subsequently charged with murder in connection to this case on Sept. 21, 2016, after authorities allegedly matched his DNA to the DNA found on the clothing recovered in the ceiling rafters. He pleaded not guilty.

Cristian Nunez was found guilty of second-degree murder by a Middlesex Superior Court jury on June 15, 2018.

ATTEMPT TO ABOLISH ELECTORAL COLLEGE While on the stump in her presidential campaign last week, Sen. Elizabeth Warren (D-Massachusetts) made headlines and reignited a debate that has been brewing across the nation for years.

Warren wants to abolish the Electoral College, the current system under which the president and vice president are not actually elected directly by the voters but rather by “electors” who are elected by popular vote from each state.

By Bob Katzen There are 538 electors with each state assigned a number of electoral votes equal to the number of its members of Congress. The District of Columbia has three electoral votes. Electors are chosen

by political parties and pledge to vote for the winner of the state’s popular vote.

Warren was on the stump in Mississippi last week and promoted the abolishment of the Electoral College. “You

know come a general election, presidential candidates don’t come to places like Mississippi,” said Warren. “They also don’t come to places like California and Massachusetts, because we’re not the battleground states. But my view is that every vote matters. And the way we can make that happen is that we can have national voting.”

Every four years there is talk about abolishing the Electoral College and electing the president based on the national popular vote. This talk intensified after the 2000 election in which Al Gore (50,999,897 votes) won 543,895 more popular votes than George W. Bush (50,456,002 votes) but was beaten by Bush in the Electoral College by a 271 to 266 margin. The debate was re-ignited when Hillary Clinton (65,853,514 votes) won more popular votes than President Donald Trump (62,984,828 votes) but lost to Trump in the Electoral College by a 304 to 227 margin.

Eventually, though, the debate settles down and the system stays the same. One of the key reasons for the reluctance to change is that abolishing the Electoral College would require a constitutional amendment that is either proposed by two-thirds of each house of Congress or by a constitutional convention that would be called if 34 states requested it. In both cases, the proposed amendment would then have to be ratified by 38 states in order to become part of the Constitution. Both of these avenues are difficult, at best.

Along comes Fair Vote, a group with the goal of electing the president by popular vote without actually abolishing the Electoral College.

It establishes an agreement among the states to elect the president by national popular vote. The agreement would require states that join the pact to cast all of their electoral votes for the presidential candidate who wins a majority of the national popular vote in all 50 states and the District of Columbia. The pact would go into effect when states representing at least 270 electoral votes — a majority of the 538-vote Electoral College — join the pact. It is a clever end run around the Constitution by taking advantage of a part of

the document that supporters say gives the states exclusive and complete power to determine how to allocate their electoral votes. The pact would likely be challenged in the courts if it ever takes effect.

The National Popular Vote plan has bipartisan support and, according to Fair Vote’s website, the plan has been introduced in all 50 state legislatures. It has been signed into law in the District of Columbia and 12 states possessing 181 electoral votes — 67 percent of the 270 electoral votes needed to activate the legislation. The states include California, Colorado, Connecticut, Hawaii, Illinois, Maryland, Massachusetts, New Jersey, New York, Rhode Island, Washington State and Vermont. The Massachusetts House 114-35 and the Senate 28-9 approved the measure in July 2010 and it was signed into law in August by former Gov. Deval Patrick.

Supporters say the Electoral College is an antiquated system that is inherently undemocratic and gives voters in states with a large number of electoral votes more voting power than those in other states. They argue the system was designed by the framers because they did not trust the common citizen to vote correctly. They note that presidential candidates now concentrate on, and campaign in, a handful of swing states while ignoring most of the states that are already solidly Democratic or Republican.

Some opponents say that the Electoral College is a good system that has worked well and should not be changed.

They argue it actually gives voters in smaller states power that they would not have if the president was elected strictly by a popular vote system in which candidates would concentrate on states with larger populations. Some have argued that electing the president by popular vote would give wealthy fringe and third-party candidates a chance at success by focusing their efforts in a few major urban centers. Others suggest that changing from the Electoral College to a popular vote system is a very serious issue that needs more study.

Growing up, Violet attended Chelsea Public Schools. She began her working career as a young woman, working as a cardboard feeder at the Standard Box Company in Chelsea. She worked there for 15 years before she left her job to take care of her family and her home. She attended night school in Everett to receive her GED. After raising her family, Violet went back to work at Bo Peep Diaper Service in Everett. Violet retired as a supervisor after dedicating 20 years of service to the company. She was deeply missed by all of her employees when she left Bo Peep. She will be greatly missed by all of her family and friends.

Violet was predeceased by her ďŹ rst husband, Thomas F. Kinch, Jr., and she was also predeceased by her second husband, James Williams.

She is the beloved mother of Dianna M. (Kinch) Lynch and her companion John Elia of Maine, Susannah (Sykes) Bookstein of Peabody and her companion Brian Eddy, Laurie Jean (Sykes) Flagg of Everett and her companion Donald Campbell and the late Thomas F. Kinch III. Mother-in-law of Ida Kinch of Needham. Sister of the late George H. Russell, S. Hubert Russell, John H. Russell, Gideon J. Russell, George W. Russell, James M. Russell, Patience Lillian Mugford, Laura Jane Sykes, Martha Ann Russell. Violet was also lovingly survived by four grandchildren â&#x20AC;&#x201C; Christine M. Kinch Azevedo and her husband Larry of Jamaica Plain, Shannon Lee Lynch Vandevoordt and her husband Ken of North Reading, Harrison A. Bookstein and his wife Pamela of Peabody, Matthew Charles Flagg and his wife Marissa of Connecticut â&#x20AC;&#x201C; and two great-grandchildren: Ryan Thomas Vandevoordt, Madison Violet Flagg.
