he Belmonte Middle School is among 30 schools in Massachusetts “requiring assistance or intervention” while being “in need of focused/targeted support,”according to data released yesterday by the state Department of Elementary and Secondary Education (DESE).

Meanwhile, three other schools – Saugus High School, the Oaklandvale Elementary School and the Waybright Elementary School – are “partially meeting targets” in MCAS testing. The Veterans Memorial Elementary School and the Lynnhurst Elementary School fared the best: classified among the 441, or 27 percent, of the Massachusetts schools as “meeting targets.

Overall, the Saugus Public School District was classified as “partially meeting targets” according to the results released on the 2018 MCAS and school and district accountability and assistance levels.

The release is the second year of next-generation MCAS results for grades 3-8 and the debut of the state’s new accountability system, which is designed to measure how a school or district is doing and what kind of support it may need. The new accountability system is more comprehensive than the previous system and complies with the 2015 federal Every Student Succeeds Act, according to a press release issued by DESE. Next-generation MCAS scores fall into four catego-

ries: Exceeding Expectations, Meeting Expectations, Partially Meeting Expectations and Not Meeting Expectations.

The results are essentially a mixed bag for the School District that had been classified as “a Level 3 School District” under the previous methodology used by state education officials in assessing the overall performance of students’ performance in the MCAS tests statewide.

small group of about 20 people that included school principals, early childhood teachers, top school district officials and School Committee members had a most unusual working lunch Tuesday for what Superintendent Dr. David DeRuosi, Jr. hopes will plant the seeds of a new early literacy program.

Members of the gathering munched on sandwich wraps and potato chips as they huddled around a giant computer monitor for a demonstration of how the “Itsy Bitsy Spider” could help improve writings skills for preschool and kindergarten children. At one point, they even sung a few lines from the nursery rhyme about how the spider climbs up the water spout.

“If you can recite eight nursery rhymes by the time you get to kindergarten, you’ll be a proficient reader,” said Ilene Rosenthal, the CEO and founder of Footsteps2Brilliance of Washington, D.C., as she led a demonstration of what she calls “Karaoke Nursery Rhymes.”

She came to Saugus at the invitation of DeRuosi, who got to know her six years when he was the superintendent of Malden Public Schools. It was then that DeRuosi said he became a big believer in Footsteps2Brilliance as a way to launch an early literacy program in that city.

which is at the core of a program that uses mobile technology to get prekindergarten and kindergarten children to master reading skills at an early age.

“I did it in Malden, and the Revere and Everett Public Schools have the program, too,” DeRuosi said after the meeting.

At this point, he doesn’t know how much it would cost to bring the program to Saugus.

“I’m waiting to hear on cost … and if the price works, I would like to implement this year,” DeRuosi said.

“We gave every child in Malden access to Footsteps … I put it on my wife’s iPhone, and my two-and-a-half-year-old daughter loves it,” the superintendent said.

A versatile learning aid Footsteps provides learning options for young children while riding in a car, joining a parent at the grocery store or waiting in the doctor’s office, according to the superintendent. All they need is some kind of electronic device that will receive the app, he said, adding

that the technology is so easy that low-tech parents can figure it out.

“It’s a social justice and equity access initiative that utilizes mobile technology to prepare all children to read proficiently by the third grade,” Rosenthal said.

“Fifty percent of our children are entering kindergarten one to three years behind what they should be … The key to Footsteps2Brilliance is we need a way to eliminate the gap before they learn. We’ve always has a technological divide. Somehow this mobile technology might be a solution,” she said.

The video that Saugus educators and Town Manager Scott Crabtree watched this week threw out a scary statistic: “Students who do not read efficiently by the third grade … they’re likely to drop out of school – or be in jail.”

But with 80 percent of parents owning mobile devices, Rosenthal said her company can provide an easy way to get children reading several years before they even go to school.

E

x-Saugus High School Head Football Coach Anthony Nalen says he’s dropping his court battle for reinstatement.

But Nalen plans to continue the legal fight to clear his reputation that he claimed was severely damaged by officials of Saugus Public Schools in a series of events which led to his firing earlier this month over allegations that he ordered one of his players to practice in his underwear as part of a hazing incident.

Nalen filed a complaint in Essex County Superior Court against the Saugus Public Schools and Superintendent Dr. David DeRuosi, Jr. for a temporary restraining order seeking reinstatement after an investigation by the Saugus Police Department cleared him of any criminal wrongdoing and determined there was no evidence to substantiate the allegations.

In a ruling this week, Superior Court Judge Elizabeth M. Fahey denied Nalen’s motion for reinstatement, noting that “Nalen has not asserted any claim for which he can demonstrate a likelihood for success on the merits. But the judge also said she “may reconsider this matter if he “is able to successfully amend his pleadings.”

In a one-page statement issued by his attorney, Michael R. Castano, Nalen said he was “encouraged that the Court agreed that the actions of the Saugus Public Schools have caused irreparable harm to me.”

However, after consultation with his lawyer, Nalen said he advised his attorney to drop any further attempts at reinstatement as head coach this season.

“This ordeal is taking a toll on my family and myself,” Nalen said in his written statement.

A message to his players “More importantly, it is emotionally affecting the young men and women who play football at Saugus High School.

The student athletes deserve certainty and continuity as they try to make their season a successful one,” the former coach wrote.

Editor’s Note: For this week’s interview, we sat down with Joseph “Dennis” Gould of the Saugus United Parish Food Pantry to talk about the new communitywide initiative he helped inspire, “Healthy Students-Healthy Saugus” (also known as “HS²”), which is aimed at eliminating hunger among the schoolchildren of Saugus. Gould, a 1969 Saugus High School graduate, has lived in town most of his life – except for the four years he served in the military. He is a Vietnam War Era Veteran, having served four years with the U.S. Navy. He also served two decades with the U.S. Army National Guard (19761997). Gould received his associate’s degree in manufacturing engineering technology in 1976 from North Shore Community College. He also graduated from the GE Apprentice Course that year. He worked 40 years at GE before retiring three and a half years ago. He began an active career in community service in 1979 with the Saugus Knights of Columbus, where he continues.

He has been active in many community service projects involving homelessness and hunger, while working at GE and also during his retirement. Currently he volunteers at the local food pantry in Freedom, N.H., where he spends his weekends. Gould’s community service includes membership with the American Legion, the Disabled American Veterans, Catholic Charities, North Shore Elder Service Veterans, JFK Assembly Fourth Degree Knights of Columbus, Air Force Association, to name a few organizations.

While at GE, he chaired or volunteered for more than 300 GE volunteer projects, including food drives. Gould has been married to Janice Joy (Gianascoli) Gould for 46 years. They have a grown son,

Joey Gould, and a granddaughter, Samantha Noelle Gould. They have lived in a house on Serino Way since 1972. Gould has been active in local government of his home town: as a Town Meeting member for four years (200320070, chairman of the Cemetery Commission and Secretary of the Disabilities Commission. He also has been a state community access monitor for ADA compliance since 1997. He volunteers as a librarian at Veterans Memorial Elementary School. Some highlights of this week’s interview follow.

Q: Dennis, please tell me a little bit about you being credited, pretty much, as the spark plug for Healthy StudentsHealthy Saugus. People are calling you “the inspiration” for it.

How did this program develop?

A: I’ve been volunteering at the Veterans Memorial Elementary School as a librarian, so I got a chance to know a lot of the PTO [Parent Teacher Organization] members and some of the teachers. When I heard about kids that are coming into school on a lot of Monday mornings who didn’t get much

food over the weekends, it concerned me. I also had been working on homelessness in town for three years and have seen it firsthand in the Saugus area. But when I started hearing from teachers and PTO members that kids didn’t have any food over the weekends, I said, “That’s not what Saugus is about,” so I thought about it for a while and I came up with a vision that I shared with the superintendent of schools.

Q: And when was this?

A: Sometime in April. I shared a vision with him [Saugus Public Schools Superintendent Dr. David DeRuosi, Jr.] in an email and sent a copy to Jeannie Meredith, the School Committee Chairperson. And my vision was basically “Why can’t we give these kids food before they go home for the weekend?” Because nobody in Saugus should be hungry like that. And I sent the email off, not knowing what to expect, and David [DeRuosi] jumped all over it. David was very receptive and Jeannie told him

ASKS |from page 4 to go ahead and work with me directly. She was receptive, so David called a meeting with me and I went to see him.

Q: And this was still April?

A: It was probably the beginning of May when I sat down with the superintendent, and he got it. I mean, he understood it and was unbelievably supportive. That was our first meeting. Then we had a conversation: “What do we do?

How do we do it?” And all that stuff, and basically, what I asked him to do, because I didn’t want to get involved with all the politics ... I wanted him to take care of the town issues, with principals, teachers and all of that stuff. I would take care of food being donated. I just didn’t want it to be a political thing nor did I want to be out there in the public on this.

Q: You were sort of working behind the scenes?

A: Yes. I wanted to be kind of low-key, in my own little place.

Q: What was your initial goal or expectation when you went to talk to the superintendent?

A: Just to find out how many kids per school were like that [starving on the weekends] and what does it take to give them a couple of meals per day over the weekend, not knowing how many kids are like that. And to be honest with you, right now we still don’t know as we’re signing kids up. At the time, I knew there was a handful of kids here and there. I didn’t really expect it to get up to 50 or 75 kids, but that’s our expectation now – but I wanted to make sure those kids have food.

Q: So this is just for the kids in the elementary schools of Saugus?

A: Our focus is that, but I’ve told the principals at the Middle and High Schools that if they know of kids there, too, we’ll take care of them. Some of the kids in the elementary schools have siblings in the higher grades, so we’ll take care of them, too.

But, basically, I always wanted to do this on a low-key basis. I want to keep it very respectable for kids. I don’t want any stigma. I don’t want peer pressure on the kids with all of this stuff.

When we’re trying to negotiate or navigate, we have to do it without putting any peer pressure on the kids and creating any stigma, so we’re working through that, because there is a stigma at the Food Bank. People don’t realize we want to treat them with respect. Sometimes people who need the help the most don’t want to ask for it.

Q: Now, you have six churches involved with this, which is pretty impressive, so how did you reach out to the churches?

A: I’ve been part of their board meetings [Saugus Faith Com-

munity] as part of the Food Bank [United Parish Food Pantry]. I was the representative for the Food Pantry going to the meetings, so I attended their monthly meetings. And when I brought that up to the superintendent, he jumped all over it. We said, “Look at the churches.” And that was part of the plan, and the first meeting we had with the parishes, they all loved it, because that’s what they want to do. They want to take care of the kids and the families in the community who are struggling, so it resonated with them and it was easy to get them involved. Of course, Martha Leahy [pastor of the First Congregational United Church of Christ of Saugus] is an incredible person with great organizational skills.

And I’ve been working with her on the homelessness issue and the food issue for three years.

She really knows how to organize and has been working with all the churches, so we’ve been quietly taking care of people who need the help. Some people have medical issues. Some people have two jobs and they lose one and need help. A lot of people in Saugus live paycheck to paycheck, so if you lose a job, pretty much down the line, you are in trouble.

Q: What’s the worst situation you’ve heard about Saugus kids, without violating any confidentiality?

A: Food or homelessness?

Q: Food.

A: There is one child that really stimulated this whole thing.

The child was starving all weekend long and came to school really famished – this happened at one of the schools – and the child came in starving, so basically, when they went home on Friday, they had no food: from Friday at noontime until Monday morning. It was bad, so I heard about that one, and I interviewed somebody who knew about the situation.

And that’s the worst case.

During the week, they seem to be okay, because we offer the breakfast program and the lunch program in the schools.

In both of those, they get decent meals, so they may not have a big supper, but at least they get two squares [meals], Monday through Friday.

The other thing we’re looking at, and really haven’t talked about, is summer. Vacations, we will take care of, somehow, and make sure they get food during the vacations, but in the sum-

The couple first arrived to participate in another offering of the Center, but when they saw the piano in the corner of the hall, they knew instinctively that they could offer something that would bring joy to the seniors there. Olsen explained, “Lourdes sat down at the piano and filled the space with beautiful music that everyone could sing along to. Before we knew it, Ben was conducting a chorus group. They selflessly volunteer their time and talents, and so many people benefit.”

ery week; many of them look forward to this more than anything else in their week. When they hear music from their youth – from snapshots of their lives – they are transported, and for at least a little while, memories are sharp, friends and spouses who have been

long gone are there with them again and the wheelchairs and walkers disappear. Now this chorus group has dubbed themselves “The Friendly Voices of the Saugus Senior Center,” and aside from their weekly sing-along, they offer presentations to entertain Center audiences several times a year.

On Tuesday, September 11, Ben and Lourdes were joined by their brother-in-law Bob Strickland, retired physician Jose Angeles and professional musician Kook Lowry in a musical presentation that included personal compositions by Dr. Angeles, Caribbean favorites, and familiar standards that all could join in on.

The sing-along takes place every Tuesday from 12:30-3:00 p.m. at the Saugus Senior Center (466 Central St. in Saugus).

ost of you readers have never seen “The Splendid Splinter,” “The Thumper,” “The Kid” or “Teddy Ballgame.”

He played for the Red Sox from 1939 to 1960 with time out for World War II service in 1943 and 1944 and Korean service from 1952 and 1953 as a fighter pilot.

Those my age remember the golden years of Ted Williams.

Theodore Samuel Williams was born in San Diego on August 30, 1918, and died in Inverness, Fla., on July 5, 2002.

His MLB debut was on April 20, 1939, and his last game was September 28, 1960.

Over that period his batting average was .344 with 2,654 hits, 521 home runs, 1,839 runs batted in and an on-base percentage of .482. In 1941 he batted .406, the last MLB player to bat over .400 for the season. Ted was a 19-time All-Star and was selected as the league MVP twice.

Williams graduated from Herbert Hoover High School in San Diego and was the star of the baseball team as a pitcher. He received offers from the St. Louis Cardinals and the New York Yankees while still a high schooler, but his mother thought he was too young to leave home. He signed with the minor league San Diego Padres to pacify his mother. He was a backup to Vince DiMaggio, brother of Joe, on the Padres and batted .271 in 42 games in 1936.

The manager of the Boston Red Sox, Eddie Collins, was scouting Bobby Doerr in 1936 and found Williams along

with Doerr. The Red Sox purchased the rights to Williams for $35,000 and two major leaguers and two minor leaguers during the winter meetings of December 1937. When he arrived late to Sarasota in 1939 due to spring flooding in California he became known as “The Kid” – he was only 19 years old. He batted .327 that first year, hit 31 home runs and became the first rookie to lead the league in RBIs with 145 and led the league in walks with 107, a rookie record. His pay doubled in 1940 to $10,000, and a new bull pen was put in place in right field, reducing the distance from home plate from 400 feet to 380 feet to accommodate Williams as a lefty batter.

He won the 1941 All-Star game for the American League with a three-run homer in the ninth inning for a 7-5 victory.

Ted was hitting .39955 on the final day of 1941, and although this rounded off to the .400 he desired, he refused to sit out the final day – he demanded to play and was 6 for 8 for his .406. He went on to win six batting championships. His OBP of .735 stood as the record until broken in 2002 by Barry Bonds.

His OPS of 1.287 was the highest between 1923 and 2001.

Williams was drafted into the military in January 1942 and was classified as Class 3-A as the only support of his mother after appeals up to the Presidential Board under the direction of his lawyer. The public reaction was very negative, and Quaker Oats stopped sponsoring Williams. His salary was advanced to $30,000 in 1942, and he won the Triple Crown: batting .356, 36 home runs and

137 RBIs. To quell the public uproar, he joined the Naval Reserve in May 1942, and was activated in 1943. He was commissioned a second lieutenant in the Marines as a naval aviator in May 1944. He was allowed to return to Fenway Park for an All-Star game and hit a 425-foot home run to assist the Americans to a winning score of 9-8.

Discharged from active duty on January 28, 1946, he returned to the Red Sox for spring training. On July 14 he swatted three home runs and drove in eight RBIs in the first game of a double header. The opposing manager, Lou Boudreau, to limit Williams driving the ball to right field in the second game, shifted his infield: moving the shortstop to the right side and shifting the second baseman into short right field. Williams doubled, walked twice and grounded out to the shortstop in the normal second base position.

He was twice MVP, twice a Triple Crown winner, 19 times an All-Star, four times a home run leader and four times an RBI leader, and he had six batting titles. His career batting average was .344 with 2,654 hits, including 525 doubles, 71 triples, 521 home runs and 2,021 walks.

I don’t believe in the G.O.A.T. theory (Greatest Of All Time) because of the changes to all professional games and rules over the years. Athletes today are better conditioned, have better equipment and spend more time in the off-season to improve their ability. But if there is a GOAT in baseball, Ted Williams, “the Kid,” is my choice.

Each of the achievement categories were established in 2017 by a comprehensive group of Massachusetts educators in collaboration with DESE and are designed to reflect what students need to know to be successful in the next grade.

In grades 3-8 English language arts, approximately half of all students scored Meeting Expectations or above, with the

ASKS | from page 5 mer, it’s different. Once we get this program going, what happens in the summer with these kids? That’s a concern to us.

Q: So, when will this program begin?

A: Probably the second week in October. I’m going to be meeting with the superintendent this week, and we will be nailing down the date.

Q: You said at last week’s meeting that you probably have enough donations to get through five weeks.

A: Yes. We’ll get through most of November.

Q: You must be getting a lot of support from all of the service agencies and groups in town who want to help out.

A: Yes. They want to help, but they’re waiting. We haven’t appealed to them officially yet.

To be honest with you, what they’re waiting for is us to form the 501(c)(3), because a lot of the agencies and a lot of people want to be able to claim this on their taxes and are skeptical about giving unless you are a 501(c)(3). Once that happens, I can send out the letters. The tax ID, I’m supposed to have in a week.

Q: What are you going to be calling the 501(c)(3)?

A: Healthy Students-Healthy Saugus.

Q: Have you chosen officers

and directors yet?

A: I have a Board of Directors.

Somebody from McDonald’s is on it. Somebody from Wheelabrator is on it. We have Saugus school administrators on it. We have three clergy on it. Myself, of course.

Q: At some point, you will also involve High School kids in this?

A: High School kids are already involved.

Q: I mean as consumers.

A: At some point. Right now we’re focusing on the elementary schools. If they have siblings in the Middle and High Schools, we’ll take care of them, too. And then we will ask the principals of both schools if they find anybody else who needs help, and we’ll take care of them. There may be some High School students who don’t have any siblings in elementary school. The idea of this program is to take care of all kids.

Q: The core of this is the drop-off centers – six drop-off centers at churches in town.

A: Yes. And Whitsons [Whitsons Culinary Group, the food service provider for Saugus Public Schools] is going to be the warehouse. They will gather all of the stuff that we have in donations, and each week Whitsons will take what’s needed. Whitsons is going to be a big part of this.

Q: You said the warehouse.

A: Actually, I think it’s probably going to be at the High School, but they’ll still warehouse it for us. The vision is that every school in the district will have a food drive at some point – not every week. But if you have a drive at different schools – we got four elementary schools, a high school and a middle school – so we can literally have a drive every week some place. The High School cheerleaders are going to help us at the football games. There are other agencies who want to get involved and have drives.

The library wants to have a drive, so there will be different people having drives, so if we target the food we need, it’s going to be perfect. If we need to buy anything, we’ll buy that stuff separately from the cash donations we receive and deposit in an account that will be set up. Because there’s some stuff that people won’t donate that much of – that might be a little more expensive – so we may have to supplement once in a while by buying the food.

Q: And as far as the Boston Food Bank, at what point will you have access to them. How does that come into play?

A: Well, once we get our 501(c)(3), then I will submit a request; as part of the United Parish Food Pantry, I’m going to ask for them to set up an ac-

count with the Boston Food Bank. So that will be a great food source, because they sell the food much cheaper than Stop & Shop or someplace like that. I don’t know the difference between Whitsons’ prices, because they buy it bulk – vs. Food Pantry – but we’re going to look at that, too.

And another important thing about this program that I want to mention: I don’t want just the kids to sign up. Usually if the kids are in trouble and starving, usually their parents or grandparents or guardians are, so we’re hoping that we can sign up some of the families to the Food Pantry so we can get the whole family food on Fridays.

So that’s important and we want to do that. Because if the kids are hungry and don’t have any food on the weekends, probably the parents, grandparents or guardians aren’t getting proper food either.

Q: So, 75 kids are the target right now. How many do you think are out there who are not being served that you need to reach?

A: In dire straits? Seventyfive kids are the ones we know about, but there are a lot of kids who qualify for free or reduced lunches who have food on the weekends, so they probably have no need to take advantage of this program, so there’s a smaller number out there.

About 47 percent of the school

district qualifies [for free or reduced lunches], but the number is probably much smaller than that for kids who don’t have any food at all over the weekends, so it’s hard to say, really, until we get going.

Q: Are you using any other communities as a model?

A: Yes. I don’t have the information with me. But we had a town out-of-state send us information about their whole program, and we sort of mirrored some of it.

Q: What about in Massachusetts? Are you breaking ground here?

A: There are 30 towns in Massachusetts doing something like this, with a little bit of variation.

Q: So, the big draw here was that you learned about this famished kid coming in on Mondays?

A: Yes, it was this one kid. Although I heard about others, for this one kid it was real bad.

The kid was literally starved – coming in on Mondays.

Q: I guess there is a lot of pride out there that gets in the way of people accepting help.

A: While working on homelessness over the last three years, Martha and I saw a lot of this.

There was one family where the woman was abused as well as homeless. She was abused by her husband and she had three

“This year’s MCAS results reflect continued hard work by teachers, students and families, and we recognize that more work remains to be done,” DESE Commissioner Jeffrey C. Riley said in a statement yesterday. “We will continue to support schools and districts as they work to improve student achievement on MCAS and overall.”

“The changes in this year’s MCAS results for grades 3 through 8 varied by grade level when compared to 2017,” Education Secretary James Peyser said. “This is still a new assessment, based on recently revised curriculum frameworks, and as such, it will take time for the results to stabilize into a reliable baseline against which real improvement can be measured.”

In 2018, some high school students took the “legacy” MCAS tests. Compared to 2017, the percentage of students statewide who scored Proficient or higher dipped 1 percentage point each in English language arts (91 to 90 percent), math (79 to 78 percent) and science and technology/ engineering (74 to 73 percent).

The next-generation tests will be introduced at the high school level in English language arts and math in spring 2019, but the minimum passing level will not change until at least the class of 2023. Parents of students who were in grade 10 in spring 2018 should receive their child’s scores from their school district in the coming weeks.

When reviewing students’ scores, students, parents and educators should keep in mind that: • In general, the standards for Meeting Expectations are more rigorous than the standards for reaching the Proficient level on the legacy MCAS. • Next-generation MCAS scores should not be compared to legacy MCAS scores.

• The approximately 50 percent of grades 3-8 students

who scored in the Meeting or Exceeding Expectations categories is not the result of a grading curve; it is where the scores fell according to the standards that educators established. The educators who set the scoring standards in 2017 valued both readiness for the next grade level and consistent expectations across grades.

Accountability and Assistance Levels A summary of the DESE data noted that 68 percent of the schools received a “target percentage” of 50 percent or higher, indicating that the school is improving. Only 8 percent of the schools had a “target percentage” of 25 percent, which would indicate that those schools declined overall from 2017.

Here are the “target percentiles” for the Saugus Public Schools: Veterans Memorial Elementary School – 87. This is a school with an enrollment of 724 for October 2018. The school met its targets.

Lynnhurst Elementar y School – 81. This is a school with an enrollment of 210 for October 2018. The school met its targets. This school had the best percentage in the district for meeting and exceeding expectations for testing results.

For English Language Arts: 3rd grade, 61; 4th grade, 68; 5th grade, 71. For Math: 3rd grade, 50; 4th grade, 63; 5th grade, 71.

Saugus High School – 57.

This is a school with an enrollment of 649 for October 2018.

The School partially met its targets.

Oaklandvale Elementary School – 43. This is a school with an enrollment of 204 for October 2018. The school partially met its targets.

Waybright Elementary School – 25. This is a school with an enrollment of 476 for October 2018. The school partially met its targets.

There were slightly better results for meeting expectations for math and science technology: sixth grade, 47; 7th grade, 28; and 8th grade, 49.

The new accountability system, which is designed to measure how a school or district is doing and what kind of support it may need, is more comprehensive than the previous system and complies with the 2015 federal Every Student Succeeds Act. Given that this is the first year under a new accountability system, DESE Commissioner Riley said he is not designating any new schools as underperforming this year.

“I will continue to do a thoughtful review of the accountability results statewide and monitor how well the new system is providing useful information to districts, schools, parents, and the public about how well a school or district is serving its students and where it might need help,” Commissioner Riley said.

“The new accountability system is a complex measure of

how schools and districts are improving, and I am glad that the commissioner and DESE are taking a year to analyze this new system before making any new designations of underperformance,” said the Massachusetts Association of School Superintendents Executive Director, Thomas Scott.

Accountability data will be included in school and district profiles (http://profiles.doe.mass.edu/ and http://www.doe.mass.edu/accountability/lists-tools.html).

The accountability results released yesterday will be among the information included on redesigned school and district report cards that will be available in December. In response to feedback from parents, educators and other stakeholders, those report cards will also include student discipline rates, students’ access to the arts, educator qualifications, students’ course passing rates and perpupil spending.

“As an initial matter, the court points out that ‘the standard for making a claim of intentional infliction of emotional distress is very high,’ …. Requiring extreme and outrageous conduct on the part of the defendant. ‘Liability cannot be predicated on mere insults, indignities, threats, annoyances, petty oppressions, or other trivialities’ nor even is it enough ‘that the defendant has acted with an intent which is tortious or even criminal, or that he has intended to inflict emotional distress, or even that his conduct has been characterized by ‘malice’ or a degree of aggravation Q: What do you know about the homeless problem in Saugus? How many people?

A: Well, we’ve had the tent cities, if you want to call it that, in Saugus. We had two of them: One was behind Sears and there was another tent city near the bike path. But those aren’t the ones we’re helping. They didn’t want help. We offered to help them. It’s really the ones who become homeless either because of medical problems – or in the case of the woman

First, prior to filing a lawsuit against a public employee, the Massachusetts Tort Claims Act requires a plaintiff to first “present his claim in writing to the executive officer of such public employer within two years after the date for which the cause of action arose.

“Presentment ensures that the responsible public official receives notice of the claim so that the official can investigate to determine whether or not a claim is valid, preclude payment of inflated or non-meritorious claims, settle valid claims expeditiously, and take steps to ensure that similar claims will not be brought in the future,” the judge wrote, citing from case law.

“In addition, the claims for intentional infliction of emotional distress are likely barred by the workers’ compensation act,” the judge concluded. who was battered – that we focus on. A

lot of Saugus residents have either never walked through that fragile, watery wilderness known as Rumney Marsh or don’t know what it is and where it’s located.

If you’re one of those Saugonians who isn’t in “the know” about this environmentally sensitive marsh land, spend a half hour in the makeshift art gallery at the Marleah Elizabeth Graves (MEG) Center at 54-58 Essex St. tonight (Friday, Sept.

28) or tomorrow night.

You’ll get to see an owl wood carving getting ready to munch on a mouse. They are creatures of the marsh.

Did you know there are also

horseshoe crabs living at the marsh? They are the subject of a photograph as well as a painting.

And there are loads of egrets that frequent the marsh, too.

They inspired one artist to do a shiny metal sculpture of the birds.

It’s all part of the first annual “ACEC: Rumney Marsh art exhibit” by Saugus Action Volunteers for the Environment (SAVE), which opened this past Saturday night, Sept. 22, and concludes this weekend.

“The reason why SAVE supported it was that it was a great opportunity to spotlight Rumney Marsh in a positive way and teach people about its beauty and life it supports,” SAVE Pres-

“And the best thing that’s going to come out of it is that anybody who views this exhibit is going to see why we need to protect this precious resource,” she said.

The art show is the brainchild of Kelly Slater, an artist and a member of SAVE who was involved in organizing the show, which features 21 works of art. The exhibits range from wood carving and watercolors to textile art and oil paintings.

The show highlights the beauty and environmental importance of the local salt marsh and its plants and wildlife.

Six prizes were awarded last Saturday; Lonnie Ash’s oil painting titled “Rumney Marsh” was awarded first prize. “It’s almost a photograph without being a photograph. And it has a field of depth to it that makes it special,” Slater said.

Diane McLaughlin’s oil painting “Living Near the Marsh” received second prize. And “On the Hunt,” the wood carving of a barn owl and mouse, brought the third prize award to Rick Robbins. Honorable mention award winners were Laura D. Eisener for a photograph of an Eastern Tailed Blue butterfly, Joyce Cameron Rodenheiser for a watercolor of the marsh, and Joanie Allbee for an acrylic of Rumney Marsh.

The show will continue to be open daily, from 5:30–7:30, through tomorrow, Sept. 29, when there will also be a closing reception. SAVE wishes to thank all the artists, volunteers and our community partners, the MEG Center and Artist & Craftsman Supply of Saugus, for their participation.

Sachems blank Salem in football home opener

he Saugus Sachems appear to be coping pretty well considering the headcoaching turmoil that has surrounded the program since late August. None of that seemed to matter that much last Saturday afternoon in the home opener at Stackpole Field; however, as the Sachems earned their first win of the season, and in fairly convincing fashion at that.

A 170-yard rushing performance from Marvens Jean

and a shutdown effort from the defense helped Saugus to a 14-0 win over the previously unbeaten Salem Witches. The Sachems improved to 1-2 and travel to face Lynn English at Manning Field this Saturday (scheduled 2 p.m. kickoff ).

“It feels good for these kids,” interim head coach Mike Mabee told the press after last Saturday’s contest. “I’m just proud of the kids. They came out, played a really good game and got a win. I’m really happy for them.”

Jean got things started when he swept around the corner for a 75-yard TD run in the opening quarter. Quarterback Mason Nickolas extended the lead in the third period when he hooked up with receiver Christian Correia on a 55-yard scoring strike. Kicker Javier Martinez-Moretta connected on both point-after attempts.

“The [55-yard pass play] was a big play for us,” said Mabee.

“Mason made a big throw on that slant route and we popped one. He’s doing a great job running the offense. He gets the of-

fense and knows where everyone is. That’s good to see from a young quarterback.”

The Saugus defense was perhaps the key story in this one, as the Sachems’ front line, led

by Jake Morgante, made life difficult for the Salem offense, which was never able to get on track.

Salem did threaten to score twice in the fourth quarter by driving into Saugus territory.

The Sachems left the comeback possibility open when they missed a field goal attempt that would have put the con-

test out of reach. The Witches turned the ball over both times, as Saugus’s Correia scooped up a fumble inside the Sachems’ 40 to stall one march. Jaryd Coffill then picked off a Salem pass at the Saugus 31 to thwart the other bid.

This Saturday’s game at Lynn English is shaping up as an intriguing matchup. The Sachems are coming off their inspirational victory while the 2-1 Bulldogs are looking to recoup after being upset by previously winless Malden Catholic last week.

A scholar in the classroom

Last week Arthur Brown, a current PhD Candidate of Aeronautics and Astronautics at MIT, visited the Pioneer Charter School of Science II in Saugus to speak with the school’s chapter of the National Society of Black Engineers Club. Mr. Brown gave an inspirational talk on the work he is doing to pursue his doctorate. His PhD research focuses on electro-aerodynamic propulsion: a novel way of generating thrust using electricity. Instead of using propellers, an electro-aerodynamically powered aircraft uses high voltages to ionize and accelerate the air around it, generating thrust. The proposed system promises zero fossil fuel emissions. It also has no moving parts, which translates to reduced noise and maintenance costs. He received a bachelor’s degree in Engineering Science from the University of Toronto in 2016, and his master’s in Aeronautics and Astronautics from MIT in 2018. ere are a few tidbits that you might want to know about this week in Saugus.

Kudos for the collaboration on a noble project This is probably the best “good news” story of the year: the evolution of “Healthy Students-Healthy Saugus,” also known as “HS².”

Hats off to Joseph “Dennis” Gould of the Saugus United Parish Food Pantry, for originating a great idea to make sure Saugus schoolchildren don’t go hungry over the weekend. Read this week’s “The Advocate Asks” to find out how Gould hatched the plan.

Hats off to Saugus Public Schools Superintendent David DeRuosi for listening to Gould, embracing his idea and making it the School Department’s business to take action to help children of some of the community’s less fortunate homes.

Hats off to Rev. Martha Leahy – pastor of the First Congregational United Church of Christ of Saugus and also the leader of the Saugus Faith Community – for spearheading the effort of the town’s faith community in getting behind this project. Six Saugus churches have already opened their doors to food drop-off centers (See “Saugus Faith Notes”).

And finally, hats off to the many other people in the community – particularly the merchants who have already made generous donations to the cause.

This is one of those projects that the people of Saugus will look back on some day with great pride.

A “vendetta” for the Open Meeting Law? Not sure if it was a joke or whether the guy really meant it.

But last week when somebody introduced me to a Lynn Item reporter I had never met, the first thing he said was “Oh, you’re the guy that has a vendetta against the School Committee!”

As they say, you can’t always believe what you read in the paper.

But, yes, that’s what the Lynn Item reported a few months ago when it published a front page article quoting some Saugus School Committee members as accusing of me of waging a vendetta against the School Committee by filing what some members considered “malicious” and unwarranted complaints for Open Meeting Law violations.

My response to the Lynn Item reporter last week: “Well, I guess the Attorney General has a vendetta against the School Committee, too, because they backed me up.”

But I could tell the reporter wasn’t interested in hearing any more as he walked away.

The Attorney General’s Division of Open Government did indeed, earlier this year, validate most of the allegations in my three complaints against the School Committee – one of them involving an improperly called Executive Session to discuss budget-related matters. So, it is refreshing to see that in the agenda for last night’s meeting, the committee noted that “Open Meeting Law Training” is available on Oct. 10 at 5:30 p.m. at the Winchester Town Hall.

It would be great to see a few of the School Committee members there to get a little more training on this important law.

Saugus compost site will accept branches from residents at no cost in aftermath of hurricane damage This information just in from Town Manager Scott C. Crabtree’s Office: The Town of Saugus announced that the community’s com-

post site, which is located behind the Department of Public Works at 515 Main St., will accept branches for the next two weeks at no cost to residents following the aftermath of Hurricane Florence.

The hurricane swept through Saugus, causing high winds, power outages and downed limbs. The Town of Saugus would like to accommodate residents who need to dispose of any downed limbs by allowing them access to the compost site without a sticker and free of charge.

Residents may dispose of branches at the site on these days: Saturday, Sept. 29; Wednesday, Oct. 3; and Saturday, Oct. 6. Residents can bring branches to the compost site on those select days during normal compost site hours (8 a.m. to 2 p.m.). Typically, the compost site does not accept branches or limbs larger than three inches in diameter. An exception has been made through October 6, 2018, in order to assist the residents of Saugus following the storm.

Residents must obtain a compost site sticker in order to dispose of any items other than branches. Stickers may be purchased for $25 at the Department of Public Works and at the Inspectional Services Department, which is located on the lower level of Town Hall at 298 Central St. Stickers may also be purchased at the compost site, by check only.

This weekend at the Iron Works There are a couple of interesting events this weekend at the Saugus Iron Works National Historic Site: • Join the Essex County Salt Tour tomorrow (Saturday, Sept. 29) from noon to 3:45 p.m. During the mid-seventeenth century, the “Ironworks at Lynn” manufactured large cast-iron “salt pans” for the purpose of evaporating seawater to make salt. During the Colonial period, there were numerous places throughout Essex County attempting to produce salt. Join Park Rangers for a tour of the Iron Works, then depart the Iron Works on a motor coach to visit an early salt-making site in Essex County.

walk into a classroom full of kids to hand him the termination letter certainly isn’t the best way to handle the situation.

A better way would have been for the superintendent to call Nalen into his office and hand him the letter, or to send him a certified letter in the mail. Under these circumstances, you certainly shouldn’t be using a school principal as a courier in an act that appears to make a serious personnel action very personal.

Nalen was in the middle of class, teaching students. How the heck can anyone expect him to function well after receiving a letter in that manner?

Why take the chance of involving Nalen’s students, colleagues at the Belmonte Middle School and others who don’t need to know Nalen’s personal business?

Why should the kids’ education be interrupted by something that has nothing to do with their classroom? And why should they be subjected to some unnecessary drama?

Yes, Dr. DeRuosi, you could have handled this more professionally. Instead, you added fuel to the fire of a very combustible situation. Every newspaper story that reported on this noted how the Belmonte Middle School principal walked into the classroom as the bearer of bad news. It’s the kind of detail that the tv and newspaper reporters will fixate on.

And they did.

And now the whole Town of Saugus knows how Anthony

Nalen learned he was fired.

It could have and should have been handled better.

Saugus Fire Department sets Open House for next month The Saugus Fire Department welcomes local families to a free Open House on Saturday, Oct. 13, from 10 a.m. to 2 p.m. The Open House, which is sponsored by Papa Gino’s, is aimed at teaching families fire safety and prevention practices. The Saugus Fire Department Open House will be held at 27 Hamilton St. in Saugus.

This Open House commemorates National Fire Safety Month (October). Participants will receive safety tips, such as “stop, drop and roll” and learn how to plan escape routes and how to crawl safely through a smoke-filled room. In addition, Papa Gino’s, the Dedham, Mass.-based pizza chain, will provide free pizza and children’s fire safety coloring sheets at the Open House.

“This event allows us to reach out to the community and arm local families with fire safety tips and procedures … Our open house allows families to get together and prepares them to react if a fire does start,” Fire Chief Michael Newbury said.

nius and innovation embodied in the design and engineering of these vintage automobiles that relied on the use of “American steel.” That same theme, innovation and genius, is a focal point of the Saugus Iron Works. No one resource contributed more to the prewar and postwar success of America than American steel. The birthplace of this industry was the Saugus Iron Works.

A 1954 Cadillac will be displayed in a distinctive location of the parking area as 1954 represents the opening of the Saugus Iron Works to the public. Vintage pre- and postwar Cadillacs and LaSalles dating back to the 1920’s will be present.

Specifically for this event the Saugus Iron Works will be making certain features of the facility operational during a tour that will commence at 11 a.m. There will be free coffee, hot chocolate, donuts and muffins. Visitors will also get to see the Iron Works House, the Blacksmith Shop, the Museum Building, Casting Shed and much more. The museum will show its “Iron Works on the Saugus” media presentation at 11:15 a.m.

Kowloon for Kids Kowloon Restaurant will be hosting a “Kowloon for Kids Fundraiser” from 6 to 11 p.m. on Sunday, Oct. 7 at the second floor Luau Room and Under the Tent, at the restaurant, which is located at 948 Broadway (northbound lane of Route 1). The cost is $25 per person. There will be a $5 donation per ticket for children 16 and under (who must be accompanied by an adult.) The proceeds are to benefit Saugus High School activities and sports.

Helping the homeless School Committee Chair Jeannie Meredith asked us to plug this event to help the homeless and poor people in Saugus and the surrounding communities.

The 11th Annual Friends of the Poor Walk/Run to benefit those in need who reside in the Lynn area is set for tomorrow (Saturday, Sept. 29), rain or shine. Registration begins at 8 a.m., and the walk starts at 9:15 a.m. from St. John’s parking lot at 174 Humphrey St. in Swampscott.

The Lynn District Council of the Society of St. Vincent de Paul, which covers Saugus, is organizing the event. SVdP is one of the largest charitable organizations in the world. Last year, the Lynn District of SVdP raised $14,122 to help people in need throughout the area, regardless of religion, race or national origin, according to a media advisory sent to The Saugus Advocate.

Beacon Hill Roll Call

THE HOUSE AND SENATE: There were no roll calls in the House or Senate last week.

This week, Beacon Hill Roll Call reports on the number of times each senator sided with Republican Gov. Charlie Baker on his 48 vetoes of items, mostly in the fiscal 2019 state budget, in the 2018 session.

A two-thirds vote is re quired to override a gubernatorial veto in a full 40-member Senate when there are no vacancies. The governor needed the support of 14 senators to sustain a veto if all 40 senators voted -- and fewer votes if some members were absent or there were vacancies.

Baker fell far short of that goal as eight votes was the most support he received on any veto. The Senate easily overrode all 48 vetoes, including five that were overridden unanimously.

The vetoes had little support among Democrats in the Senate. Only one of the chamber ’s 31 Democrats voted with Baker to sustain any vetoes while the other 30 did not support the gov-

“I voted against overriding vetoes in the budget that would have reinstituted earmarks, which I have a longstanding policy of opposing,” Chang-Diaz told Beacon Hill Roll Call. “While some earmarks benefit wonderful organizations, overall I believe earmarking hurts our ability to plan long-term fiscal policy and undermines opportunities for fair, transparent, rigorous allocation of taxpayers’ dollars. I find other ways to go to bat for great organizations and causes.”

None of the Republicans voted with Baker 100 percent of the time.

The Republican senator who voted the greatest number of times with Baker was Sen. Vinny deMacedo (RPlymouth): 23 times (47.9 percent of the time).

A: Yeah. A bunch of them.

And they do end up in Saugus schools.

Q: So, how many people do you estimate are working on this project?

A: In the churches, we have maybe 40 people; in the schools, we have quite a few. We’re trying to do this as

a community. Like I told other people, this might have been my vision, but it’s not about me: It’s about the community.

And the more people involved in this, the merrier.

Q: Now, what is the best-case scenario for this program?

A: That we become selfsustaining and that we get enough donations that we have plenty of food for the kids; and if it increases in numbers, that we have enough food for them. That the people who receive the food, feel respected and that there’s no

stigma associated with it. And that families that need food also sign up with the Food Pantry so they get food for their families, so we are able to take care of the hungry people in Saugus. That’s our goal.

Q: And you will have a structure in place that lives on.

A: Yes. Once we get the board in place, and the donations coming in and the accounts in place and we’re able to send out letters to potential donors and we have a level of security in place, we’ll be able to receive mon-

Solid Waste/Recycling Department announces acceptable recyclable materials The Town of Saugus’s Solid Waste and Recycling Department Coordinator, Lorna Cerbone, would like to remind residents that the following materials are recyclable and may be placed curbside for collection each week: paper, cardboard, pizza boxes, and mixed containers, such as glass, tin, plastic cans, various containers and jugs. All cardboard boxes should be broken down to 3’ by 3’, and pizza boxes and mixed containers should be clean.

The following materials may not be recycled through the Town’s curbside collection service: • Plastic bags and film wraps – can be recycled at a local food store, Walmart or Target.

• Styrofoam – should be placed in the trash.

• Clothes hangers – can be given to dry-cleaners.

• Plastic hoses – dispose in the trash.

• Rigid plastics and toys – may be disposed of curbside with $2 sticker.

• Scrap metal – can be recycled at the drop-off site.

“Due to recent international recycling restrictions, our local collection facility is no longer able to recycle materials in plastic bags or rigid plastic items,” said Cerbone.

“We encourage residents to recycle their plastic bags at your local supermarket or retailer, and dispose of any rigid plastic items curbside with a $2 sticker.”

Mayor, City Council to apply $12.5 million Wynn payment to reduce tax rate The City Council unanimously approved a proposal by Mayor Carlo DeMaria on Monday, November 13 to apply the entirety of Wynn Boston Harbor’s $12.5 million payment to the City of Everett toward reducing next year’s tax rate. The mayor made a similar move last year, when he successfully applied the entirety of a $5 million payment from Wynn toward the tax rate.

City Council adopts FY 18 tax rate The City Council unanimously voted to adopt a split levy rate on Monday, November 27, shifting the burden from residential to Commercial, Industrial and Personal Property (CIP) at the highest shift of 175 percent.

The FY 18 tax rate will be $13.78 per $1,000 of valuation on residential properties and $33.74 per $1,000 of valuation on CIP properties. If the council hadn’t approved the shift, the flat rate for residential property and CIP would have been $19.28 per $1,000.

The shift will not prevent homeowners from seeing a small increase in their actual taxes, as home values have skyrocketed in the city over the last year.

On average, single-family home values rose by about $39,000 since the last fiscal year, while two-family and three-family residences on average rose $50,000.
