City approves 20-year solar credits agreement

with the city, Everett will receive a 1.5 cent discount per kilowatt hour over National Grid’s rate. Those discounts are expected to save the city $250,000 a year on its electric bills.

The City of Everett reviewed some verbal offers by other companies, but none could match the savings provided by REM. According to the City’s CFO, Eric Demas, and City Solicitor Colleen Mejia, the company has also been amenable to a number of demands made by the City. This is due in part to the fact that while many other communities have participated in similar programs in the past, and as such only have a limited amount of additional capacity for solar energy credits, Everett is a relatively clean slate. “You haven’t dipped your toe into this water yet,� Syncarphia’s Counsel, Ferd Convery, told the council. “And that’s bad news in the past, but it’s great news now, because you have a lot of ener-

gy to apply credits to. Therefore, to be crude, we can sell you a lot of credits, whereas if we went to, say Marlboro, we’re limited. They may only have eight percent left or 10 percent left. Your take is virtually unlimited because you have so much energy to take against.�

According to Demas, the City soon recognized the buying power this gave it. “We said this is by far the best deal we could get for the city,� said Demas. “This guarantees us that for the next 20 years, we’re going to pay 1.5 cents below market. We’re able to obtain a fixed 1.5 cent savings.�

Councillors remained nervous by the length of the agreement; however, asking if the company would be open to reducing the term to 10 years. “We don’t know what tomorrow brings,� said Ward 1 Councillor Fred Capone. “All of us are taking a risk, one way or the other.�

gram. “It isn’t us. It’s the law,� he said. “The SMART program, as it’s been approved by DEP and DOER, is a 20-year program. The utilities have negotiated with all the parties to the process for a 20-year period in which they will recoup the value that they’re sharing.�

However, Convery did suggest that the company would be open to having a “period of legal review to have concerns brought to us for a period of months,� adding “we’d like to do business with you.�

Demas also suggested that the city will retain some flexibility even with this deal, given its energy capacity. “We’re at about $2.8 million a year on electric costs,� said Demas. “This program is covering only about $2 million. We know that the city is undertaking numerous projects to help us with energy efficiency. If there’s a new program that comes out in the next five to seven years, we still have capacity; we can jump on that program.�

Crosby has been accused of bias a number of times since joining the commission at its inception in 2011. According to Crosby, Steve Wynn’s attorneys have accused him of having “already made up my mind against Steve Wynn regarding the allegations of sexual misconduct,� while Mohegan Sun has alleged, occasionally in the form of a lawsuit, that he “had already made up my mind in favor of Wynn Resorts in the suitability investigations.�

Most recently, Crosby had been accused of “prejudging the outcome of the Investigations and Enforcement Bureau’s ongoing investigation regarding the suitability of Wynn Resorts,� according to his resignation letter. “I simply cannot let my involvement in these critical deliberations be used by others to hamper the Commission’s ability to do its work, or to undermine the confidence of the public in that work,� he wrote. “There has never been a shred of truth or accuracy to any charge of bias, favoritism, corrupt practice, ethics violations, or prejudgment in my execution of this job.�

Mayor announces Housing & Emergency Rehabilitation Program improves housing conditions ayor Carlo DeMaria is happy to announce that the City of Everett’s Housing and Emergency Rehabilitation Program continues to offer deferred payment loans to income-qualified property owners for necessary and emergency repairs. The goal of the program is to improve housing conditions of lowto moderate-income individuals.

Through the City of Everett’s Housing Program, several houses around the city have been beautifully transformed into renovated homes. Over 40 houses have been completely updated to city standards, and several more are under construction.

“Everett has some of the most beautiful architecture and historic homes in the Commonwealth.

It is important to maintain the old buildings that have made up the city landscape for decades,” Mayor DeMaria said. “I am very grateful

to the residents for improving their homes. Together, we are beautifying the city, one house at a time.”

Looking to the future, Mayor DeMaria and his administration want to improve a property’s value and the value of surroundings properties, enrich the appearance of a neighborhood and create a healthy and safe living environment.

The City of Everett began the program in April 2016 to enforce the Massachusetts sanitary code.

The City’s Inspectional Services Department issues letters to residents whose homes violate regulations.

Priority will be given to projects that are in violation of the State Building and Sanitary Code, that need compliance with the Americans with Disabilities Act or that are in need of abatement of lead paint and removal of asbestos. Eligible repair activities include, but are not limited to, electrical, heating, plumbing, struc-

tural repairs, roof repairs, weatherization, lead paint and asbestos removal and other related building improvements, such as handicap accessibility needs and other improvements that eliminate hazards to occupants of subject property.

Through funds from the annual Community Development Block Grant, the City of Everett’s Community Development and Housing office offers financial assistance to help qualified individuals make the necessary fixes to their houses.

“Not only does the Home Beautification Program improve curb appeal,” said Mayor DeMaria, “it encourages residents to protect their investments. Renovations raise the homeowner’s property value as well as those of neighboring houses.”

Beginnings When the United States entered World War I in 1917, George Vaughn Seibold, 23, volunteered, requesting assignment in aviation. He was sent to Canada where he learned to fly British planes, since the United States had neither an air force nor planes. Deployed to England, he was assigned to the British Royal Flying Corps, 148th Aero Squadron. With his squadron, he left for combat duty in France. He corresponded with his family regularly. His mother, Grace Darling Seibold, began to do community service by visiting returning servicemen in the hospitals.

Since all aviators were under British control and authority, the United States could not help the Seibold family with any information about their son.

Grace continued to visit hospitalized veterans in the Washington area, clinging to the hope that her son might have been injured and returned to the United States without any identification. While working through her sorrow, she helped ease the pain of the many servicemen who returned so war-damaged that they were incapable of ever reaching normalcy.

But on October 11, 1918, George's wife in Chicago received a box marked "Effects of deceased Officer 1st Lt. George Vaughn Seibold". The Seibold's also received a confirmation of George's death on November 4th through a family member in Paris.

On Sunday, December 15, 1918, nine days before Christmas Eve, the following obituary appeared in the Washington Star newspaper: Lieut. G. V. Seibold Killed in Action Battling Aviator, Recently Cited for Bravery in France, is War Victim.

Lieut. George Vaughn Seibold, battling aviator, cited for bravery in action some time ago, lost his life in a fight in the air August 26, last. His father, George G. Seibold... has been officially notified of his son's death by the War Department.

The Service Flag The Service Flag displayed from homes, places of business, churches, schools, etc., to indicate the number of members of the family or organizations who are serving in the Armed Forces or who have died from such service. Service flags have a deep Blue Star for each living member in the service and a Gold Star for each member who has died." Thus, the Gold Star and the term Gold Star Mother, as applied to mothers whose sons or daughters died in World War I, were accepted; they have continued to be used in reference to all American military engagements since that time.

Who Is a Gold Star Mother Often the question has been asked, "Who is a Gold Star Mother?" During the early days of World War I, a Blue Star was used to represent each person, man or woman in the Military Service of the United States. As the war progressed and men were killed in combat, others wounded and died of their wounds or disease, there came about the accepted usage of the Gold Star.

This Gold Star was substituted and superimposed upon the

blue Star in such a manner as to entirely cover it. The idea of the Gold Star was that the honor and glory accorded the person for his supreme sacrifice in offering for his country, the last full measure of devotion and pride of the family in this sacrifice, rather than the sense of personal loss which would be represented by the mourning symbols.

Organization On June 4, 1928, a group of twenty-five mothers residing in Washington, DC, met to make plans to organize a national organization to be known as American Gold Star Mothers, Inc., a nondenominational, non-profitable and nonpolitical organization. On January 5, 1929, the organization was incorporated under the laws of the District of Columbia.

The Charter was kept open for ninety days. At the end of this time they had a membership of sixty-five, which included mothers throughout the United States: North, South, East and West.

There were many small groups of Gold Star Mothers functioning under local and state charters.

When these groups learned of a national organization with representation in nearly every State in the Union they wished to affiliate with the larger group and many did so. This group was composed of women who had lost a son or daughter in World War I. Beyond World War I During the 1942 National Convention of the AGSM, the membership was opened to mothers who had lost a son or daughter in World War II and was again opened after the Korean Conflict.

DiDomenico secures $75K for Everett Public Schools youth caseworker tate Senator Sal DiDomenico (D-Everett) recently announced that his amendment providing $75K for a youth caseworker in the Everett Public Schools was included in the final Fiscal Year 2019 budget. As Assistant Majority Leader of the Massachusetts Senate, DiDomenico was able to secure a number of amendments for his district in the Senate version of the budget, including this $75K for the Everett Public Schools. After filing this amendment in the Senate version of the budget, he worked to advocate for its inclusion in the final version of the budget.

City of Everett holds successful Homecoming Celebration Dear Editor, I want to give a big thanks to everyone who attended the City of Everett’s Homecoming Celebration on Friday, September 21st. We welcomed a crowd of over 1,000 people to Glendale Park to enjoy a night of food, activities, entertainment, and a grand finale fireworks show. All of the City workers and volunteers did an amazing job. I know they all appreciated having so many residents come out to join in the fun. It made all of the hard work worth every minute.

For the second year in a row, I was really excited to provide fireworks for our Homecoming Celebration. They were spectacular and I am glad we were able to continue this tradition in our community. I am

happy that people from all over came and visited Everett and shared in the excitement and celebration of all that Everett is and is becoming.

Community celebrations, such as this one, are one of the reasons why Everett was named one of the top ten places to live in Massachusetts. Everett is a place where we live, work, and celebrate together. Our community is so alive and vibrant. As Mayor, it has always been important for me to make sure that my administration offers a variety of programs, events, and opportunities for our residents and I greatly appreciate that so many people come out to enjoy these programs.

THE HOUSE AND SENATE: There were no roll calls in the House or Senate last week.

This week, Beacon Hill Roll Call reports on the number of times each senator sided with Republican Gov. Charlie Baker on his 48 vetoes of items, mostly in the fiscal 2019 state budget, in the 2018 session.

A two-thirds vote is required to override a gubernatorial veto in a full 40-member Senate when there are no vacancies. The governor needed the support of 14 senators to sustain a veto if all

40 senators voted â&#x20AC;&#x201D; and fewer votes if some members were absent or there were vacancies.

Baker fell far short of that goal as eight votes was the most support he received on any veto. The Senate easily overrode all 48 vetoes, including five that were overridden unanimously.

The vetoes had little support among Democrats in the Senate. Only one of the chamberâ&#x20AC;&#x2122;s 31 Democrats voted with Baker to sustain any vetoes while the other 30 did not support the governor even once. The only Dem-

ed to approve the contract, with Councillors Rosa DiFlorio, Mike Marchese, Wayne Matewsky, Stephen Simonelli and Peter Napolitano voting for it, and Councillors Capone, John Leo McKinnon and Michael McLaughlin voting against it.

Capone, bristling at the results, called for the council to reconsider its vote, calling it part of a larger pattern of legislative carelessness. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re rushing again,â&#x20AC;? said Capone. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t think the City Solicitor did a full review on it. Weâ&#x20AC;&#x2122;re talking 36 pages on an agreement youâ&#x20AC;&#x2122;re committing this community to for 20 years. A little too often, everyoneâ&#x20AC;&#x2122;s all aggravated that maybe weâ&#x20AC;&#x2122;re wasting some time. Iâ&#x20AC;&#x2122;ve got to say, this body has got to start paying attention to what itâ&#x20AC;&#x2122;s voting on, and not just rush things through and think weâ&#x20AC;&#x2122;ll fix them down the road. This is a 20-year commitment, and all Iâ&#x20AC;&#x2122;m asking for is the ability to read a document before I vote on it. I would never allow a client of mine to sign something without reading it and without knowing what theyâ&#x20AC;&#x2122;re signing.â&#x20AC;?

A number of Councillors, as well as City Solicitor Mejia, took issue with Caponeâ&#x20AC;&#x2122;s comments. â&#x20AC;&#x153;I hope I was misinterpreting what you said, because I take exception to it,â&#x20AC;? said Mejia. â&#x20AC;&#x153;I hope you donâ&#x20AC;&#x2122;t think that Iâ&#x20AC;&#x2122;m blindly advising you guys to go into this contract.

Matewsky noted that it was the fourth time that the company had been before the council and that he takes â&#x20AC;&#x153;offense to the statement that this body is not paying attention. Well, Iâ&#x20AC;&#x2122;m paying attention, and I consider my vote intelligent.â&#x20AC;?

DiFlorio stated that the council relied on experts like Mejia to guide it. â&#x20AC;&#x153;Just because weâ&#x20AC;&#x2122;re city councillors doesnâ&#x20AC;&#x2122;t mean that weâ&#x20AC;&#x2122;re experts on everything,â&#x20AC;? she said. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s why we appoint the city solicitor. The city solicitor made it very clear that she saw the contract and she made changes. I trust the city solicitor.â&#x20AC;?

The reconsideration vote failed, with an identical roll call to the initial approval.
