There will be a raffle and a presentation of special gifts to the Vietnam War Era veterans.

Special tokens of appreciation All veterans will receive a 50th VFW Commemorative coin with Staff Sgt. Arthur F. DeFranzo VFW Post 2346, Saugus, Mass. on one side and a logo for the Vietnam War on the other side. Vietnam War veterans who want one can also receive a copy of a book titled “Brutal Battles of Vietnam, America’s Deadliest Days, 19651972,”a book about the war written and published by the VFW exclusively for the Vietnam War veterans. In addition, any widow or family member of a deceased Vietnam War veteran who was killed in action or passed away will receive a special coin.

“Part of the $4,000 we raised is going to present gifts for the veterans we are honoring,” Doucette said.

“We’re going to give a gift certificate to every veteran. It’s not much. It’s only $25. But they’re certificates to different restaurants,” he said.

The VFW hall has the capacity for about 140 people, according to Doucette. There will be a floral arrangement prepared by Ruth Berg and other members of the Saugus Garden Club.

Doucette said he hopes the night’s guests will feel comfortable in a casual setting with fellow veterans. “We don’t need anybody standing up here with a microphone telling war stories,” Doucette said.

“That’s not what it’s about. We want to honor the people who served, and we want to remember the guys who didn’t come back. We just want everybody to remember the 58,000-plus names on the wall,” he said, re-

Woman keeps her house after paying off more than $60,000 she owed

Board of Selectmen Chair Debra Panetta said happily Wednesday night as she and her colleagues voted unanimously to vacate the foreclosure decree on the 1940 Colonial style home at 6 Bayfield Rd. The Department of the Trial Court issued the Town of Saugus a judgement for foreclosure on the property on March 23 for nonpayment of real estate taxes for the period of Fiscal Year 2012 through 2018, according to town Finance Director & Treasurer/Collector Wendy A. Hatch. â&#x20AC;&#x153;Through our attorney, we issued a notice to quit and surrender possession of the property on April 23, 2018,â&#x20AC;? Hatch wrote in a memo to the selectmen this past Monday.

Doucette, like practically all Vietnam War veterans, still mourns the loss of friends and relatives who were killed in the war.“Six of the names on the Melrose Wall – by Ell Pond – are guys I grew up with and went to school with,” said Doucette, a 1966 Melrose High School graduate.

Women in the war The Saugus Veterans of Foreign Wars Post 2346 attempted to reach as many Vietnam War Era veterans as possible who served from Nov. 1, 1955, to May 15, 1975. The focus was on inviting veterans from Saugus and surrounding communities. But at least one of the guests will be coming from New Hampshire.

Claire Starnes, a photojournal-

ist who contributed to the book, “Women Vietnam Veterans: Our Untold Stories,”is both a Vietnam War veteran and the widow of a Vietnam War veteran, according to Doucette.

“A lot of people don’t realize it, but there were 800 to 1,100 women who served during the Vietnam War,” Doucette said. These women – other than nurses – served in the Air Force, Army, Marine Corps and Navy during the Vietnam War. Starnes, a Lewiston, Maine, native, volunteered to serve in Vietnam in 1969. She worked in intelligence as a translator and clerk. But she eventually became a photojournalist. After retiring in 1994, Starnes became active in veterans’ affairs and helped cofound the group “Vietnam Women Veterans.”

This was an apparent reference to my three complaints filed against the Saugus School Committee and recent rants Iâ&#x20AC;&#x2122;ve made in this column about few Saugus citizens asserting their Right to Know rights.

Hereâ&#x20AC;&#x2122;s my response to that loyal reader: I appreciate your continuing feedback. I believe there are a few people like yourself who exercise their responsibilities as good citizens.

But, from two-plus years of editing The Saugus Advocate, I also believe that most people don't care or don't know about The Public's Right to Know.

The mission of our ongoing series, "The Public's Right to Know," is to enlighten them and/

or inspire them in a way that will contribute to a more transparent local.

I too am waiting for the results of my three OML complaints filed with the AG's Office against the Saugus School Committee.

Hopefully, it's worth the wait.

But, as far as yourself, I'm glad to see that you do request information from town government.

On a related note, itâ&#x20AC;&#x2122;s great to see Social Studies teacher Jacqueline Alongi doing her part as the Student Government Day advisor at Saugus High School, which is scheduled for Friday, May 18 at Saugus Town Hall from 8:30 a.m. to 1:30 p.m.

And itâ&#x20AC;&#x2122;s also great to see the Board of Selectmen pass a proclamation to recognize Student Government Day. As part of the studentsâ&#x20AC;&#x2122; pursuit of knowledge as it relates to their hometown government, it would also to be great to see some of these students examine things like the state Public Records Law, the state Open Meeting Law and the state Conflict of Interests Law as part of the learning process.

So, while most of the students might be playing roles as various leaders in town government, their educational experience wouldnâ&#x20AC;&#x2122;t be quite complete without a handful of students playing the role of newspaper reporter or concerned citizen.

Just a thought.

Annual Town Meeting May 7 This will be the third year consecutive year I get to cover the Annual Town Meeting in Saugus.

The session is set to convene on Monday, May 7 -- a week from this coming Monday.

At this point, an article that would ban the sale of recreational pot seems like the headline grabber.

Traffic trouble?

That’s a major concern Board of Selectmen Chair Panetta has about the 40B project planned on Route 1

By Mark E. Vogler oncerns about traffic congestion on Route 1 are already surfacing as the deadline for public comment nears for a proposed 300-unit 40B apartment development near Prankers Pond. Board of Selectmen Chair Debra Panetta told colleagues at Wednesday night’s meeting that she is troubled about access to the site of Saugus Ridge, which would be built on a 28-acre tract of land at 170 Broadway (Route 1 North). Panetta cited “egress” as “one of my biggest concerns” about the project, noting that it’s just “one way in and one way out.”

“It is very congested,” Panetta said of the traffic in the area where the project is planned.

She said she has spoken with the town’s Department of Public Works Director, Brendan O’Regan, who also has “some very serious concerns” about the project.

Saugus Residential LLC seeks a Comprehensive Permit under the state law known as Chapter 40B, which allows the developer to forgo certain local zoning bylaws and restrictions, providing at least 25 percent of its units in a housing project are designated as “affordable.” The town – local government and residents – has until Monday to submit comments to MassHousing about the application filed for the 40B project.

Someone earning up to 80 percent of the area’s median income would be eligible to live in an apartment designated as “affordable.”In communities where less than 10 percent of the housing qualifies as “affordable” under Chapter 40B, developers could avoid local zoning bylaws and restrictions. Saugus’s low- or moderate-income housing units constitute about 6.9 percent of the town’s total housing stock.

Other issues concern Panetta The traffic situation is just one of several “immediate concerns” Panetta said she has about the project, according to an email she sent to selectmen last week.

Those included: • Traffic/buses • Kids getting to school • The safety issue of “one way in and one way out of the complex” • Impact on the infrastructure in town (water, sewer, pumping station) • Environmental impact/impact on Prankers Pond Panetta was one of several town officials who participated in a visit of the Saugus Ridge site

on March 27.

Town officials have also expressed concerns about the pedestrian traffic on Route 1, particularly children. Other concerns focus on blasting and emergency access to the site.

Town Planner Krista Leahy has suggested negotiating a foot path connecting Saugus Ridge to the future Saugus MiddleHigh School. There has also been some discussion about the possible construction of a hockey/ sports arena for the adjacent lot.

If both of these projects move forward, the sites will share a driveway, according to a report summarizing the March 27 site visit, “No connectivity to Prankers Pond planned at this time due to a steep slope,” it noted.

Toll Brothers’ plans The project, which is being developed by Toll Brothers, would only use 14.3 of the 28-acre parcel. The developer has site control of 45 acres, but some of this involves wetlands which cannot be developed. The proposal consists of two apartment buildings that would be connected by an amenity area that includes offices, a mail room, a lounge, a leasing center, a lobby, a courtyard and a possible pool. It would include surface parking with some garages. The buildings would be four stories with possible three-story portions in the center. The

I got to cover three of those sessions out on Nantucket Island.

And back in 1975, while a young reporter for the Portland Press Herald based out of Bridgton, Maine, I got to cover 11 Town Meetings in small communities in the Sebago Lake area. Some of these sessions were as much as entertainment as news events.

I remember covering the Town of Harrison meeting when the townspeople voted overwhelmingly to“go to jail rather than pay a penny toward the Cumberland County Civic Center.”

After that headline, several other towns followed the example of Naples and voted “to go to jail …,” to the chagrin of the Cumberland County District Attorney who felt my stories “encouraged” people in these small communities in the hinterland of the county to do something that he considered clearly illegal.

But all of these towns were an hour or more away from Portland, where the new civic center would be built. And a lot of these country folks didn’t want to pay for something they would seldom use.

Probably my best Town Meeting story came out of the town of Sweden, where two 90-yearold sisters led the charge against Central Maine Power, opposing a plan to locate some power lines across a local trout brook.

What a treat it was covering all of these Maine Town Meetings. Some of them were all-day deals, with the folks enjoying a potluck meal for lunch.

Anyway, I have some fond and interesting memories of covering Town Meeting. And, I’m sure that Saugus will provide a few good ones when I look back one day and reflect. myCHIP set for tomorrow The Masonic Youth and Child Identification Program is something that all parents of young

children might want to check out.

The William Sutton Lodge, A.F&A.M. is hosting its annual myCHIP tomorrow (Saturday, April 28) from 9 a.m. to 3 p.m. at the Saugus Senior Center, 466 Central St. in Saugus.

This is a great program offered at no charge. This national program is designed to gather and record critical data about your child which could be used by authorities to help locate your child if he or she is abducted or turns up missing.

Each child will be fingerprinted, have dental impressions taken by a dentist, a DNA swab taken, and be interviewed while being video-recorded. Also, height, weight, eye color and other identifying information is gathered. The information generated is provided to each family on a CD. The masons retain none of the information.

But this is the sort of information that parents can provide police in the event of a worst-case scenario.

There will also be a Touch a Truck event that will include Saugus fire engines, police cruisers, ambulances and construction equipment. This event is open to all children, not just residents of Saugus.

The masons will also be accepting donations for the Saugus Food Pantry. Not a bad freebie for loving parents at all!

Town Announces reopening of CHaRM Center Recycling DropOďŹ&#x20AC; Site The Town of Saugus announces that the communityâ&#x20AC;&#x2122;s Center for Hard to Recycle Materials (CHaRM) site will be open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m. The site is located behind the Department of Public Works at 515 Main Street.

There is no pre-registration or fee required to enter the site, however proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans, and glass containers.

30, 2018 to: Saugus Board of Selectmen Saugus Town Hall 298 Central Street #4 Spring Curbside Leaf Collection next month The Town of Saugus announces that spring curbside leaf collection will take place during the week of May 14. Residents may dispose of leaves curbside on their regularly scheduled collection day, between Monday, May 14 and Friday, May 18.

Leaves should be left outside by 7 a.m. on the appropriate days. Please ensure that leaf containers are physically separated from trash and recycling.

Paper leaf bags are the preferred method of leaf disposal. If using barrels, however, they must be clearly marked with yard waste stickers. Stickers, which are free, may be obtained at Inspectional Services in the lower level of Town Hall, at 298 Central Street, Saugus.

Barrel covers must remain removed so that the leaves are visible.

Plastic bags, cardboard boxes, branches and brush will not be accepted.

Please note that separate trucks collect the rubbish, recycling and leaves, so the leaves may be collected at a different time of day.

“Missed pick-ups” will not be conducted.

THE HOUSE AND SENATE. Beacon Hill Roll Call records local senators’ and representatives’ votes on recent roll calls. There were no roll calls in either branch last week. The House and Senate held only brief session as is the custom during Spring Break.

GARDEN OF PEACE (S 2372) House 152-0, Senate 36-0, approved and sent to Gov. Charlie Baker a bill transferring the management and administration of the Garden of Peace to the state’s Victim Assistance Board. The Garden of Peace is a public memorial garden located on the plaza of 100 Cambridge Street near the Statehouse. The garden’s website describes it as commemorating “victims of homicide and a living reminder of the impact of violence. It is a visual testament to the need for eliminating violence. The Garden is a symbol of hope for peace and renewal in our lives, our community, and the world.”

The central feature of the memorial is a dry streambed with smooth river stones engraved with the names of the many victims of homicide.

T h e Vi c t i m A s s i s t a n c e Board’s website says the board “upholds and advances the rights of crime victims and witnesses by providing outreach and education, policy advocacy, policy and program development, legislative advocacy, grants management and service referrals.”

Supporters said the bill firms up management of the Garden of Peace by locating control of it in the Massachusetts Office of Victim Assistance.

“This bill will assure that the memories of victims are honored properly in the Garden of Peace,” said Sen. Will Brownsberger (D-Belmont), the bill’s sponsor.

inal Justice Review which is the product of the Council of State Governments Justice Center. A key provision allows some eligible prisoners, not including drug offenders, who are serving a mandatory minimum sentence to still be eligible for good conduct deductions from their sentences, a parole permit and work release. Other provisions include enhancement to programming available in prisons, enhanced community supervision and expanded resources of behavioral health initiatives.

Supporters said the program gives more flexibility and expands good conduct deductions to more prisoners. They noted that the enhancement of programs available in prison and improved community supervision would help reduce the persistent problem of recidivism in Massachusetts. The House vote was on an earlier version of the measure.

Brendan Crighton Yes $149.2 MILLION SUPPLEMENTAL BUDGET (H 4366) House 146-0, approved and sent to the Senate a $149.2 million supplemental budget for fiscal 2018 including $2.5 million to assist the residents of Puerto Rico or the Virgin Islands who have moved to Massachusetts following the impact of hurricanes Maria and Irma. The funding can be used for various needs including transportation costs of traveling to the Bay State, immediate living and related expenses and costs incurred by cities and towns as a result of the influx of new people.

Other provisions include $21 million for sheriff ’s offices, $100,000 for the Massachusetts Commission for the Deaf and Hard of Hearing and $27.7 million for welfare programs.

Supporters said the package is a balanced one that begins to close out the books on fiscal 2018 by funding necessary programs while continuing fiscal responsibility.

Rep. RoseLee Vincent Yes Yes Rep. Donald Wong BAN DISCRIMINATION IN SHORT-TERM RENTALS (S 2381) Senate 37-0, approved an amendment to the bill that extends the state’s current 5.7 percent hotel and motel tax and the local option room occupancy tax to shortterm rentals offered by Airb-

nb, HomeAway and VRBO. The amendment prohibits discrimination in short-term rentals based on race, color, religious creed, national origin, sex, gender identity, sexual orientation, genetic information, ancestry or status as a veteran.

Amendment supporters said this will ensure that state laws banning discrimination in home and apartment rentals also apply to these shortterm rentals.

The amendment’s sponsor, Sen. Joseph Boncore (D-Winthrop) did not respond to repeated requests by Beacon Hill Roll Call for a comment on his successful amendment.

Sen. Brendan Crighton Yes HOW LONG WAS LAST WEEK’S SESSION? Beacon Hill Roll Call tracks the length of time that the House and Senate were in session each week. Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers. They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

During the week of April 16-20, the House met for a total of 51 minutes while the Senate met for a total of two hours and 32 minutes.

Sachems baseball team rolls through Northeastern Conference’s elite

By Julian Cardillo he Saugus baseball team had their 3-1 record go sub-.500 over the weekend, taking four consecutive losses against Beverly, Gloucester, Danvers and Peabody.

Saugus’s defense conceded some fielding errors in each game, though that doesn’t tell the full story. With the rainy weather, Saugus had to adjust its schedule and rework the Beverly and Danvers games.

“We played the iron of the Nor theastern Conference

[NEC], four games in a five-day stretch,” said Sachems coach Joe Luis. “We had the Beverly game rescheduled for the weather, and they moved the Danvers game … I was hoping we could move it back.”

“It’s four state tournament teams,” Luis added, “so it wasn’t going to be easy. But we made a lot of errors in the field that cost us.”

Despite the tough results, Luis singled out Ronnie Paolo for his work at the plate and pitcher Todd Tringale. Luis plans to send Tringale out on Monday against Lynn Eng-

lish. The hope is to get back to .500 and play cleaner in all phases of the game. “Ronnie has been one of our top hitters so far, and though the results don’t show it, Todd pitched really well in our last few games,” said Luis. “We made some errors, but I really want us to play cleaner behind Todd. Give him … defense and then get back to the timely hitting … It was unfortunate for us to play the iron of the NEC over five days, but it’s the way it is. Hopefully, we can get back to .500 baseball soon.”

Lady Sachems softball team narrowly falls to Gloucester

By Julian Cardillo xtra innings baseball is haunting the Saugus softball team. After losing a heartbreaker to Revere last week in 10 innings, the Sachems fell again in extra innings – 13 this time – to Gloucester, 6-5, on Monday night.

“As heartbreaking as the Revere extra innings loss was, this one really stung as once again we just couldn’t find a way to push that winning run across,” said Saugus coach Steve Almquist. “It certainly isn’t because of a lack of effort; it’s just been a combination of a bit of bad luck combined with some poor execution at times.”

Caitlyn Wood went the distance on the mound, striking out five and walking three through 13 innings of work.

But she gave up 11 hits plus five earned runs.

Gloucester took a 2-0 lead in the top of the fourth and maintained their advantage until the Saugus bats woke up with the seventh. “Our offense finally came alive and we mounted a rally,” Almquist said.

Wood and Sadie DiCenso walked to start the Sachems’ half of the inning and were replaced by pinch runners, Cat Schena and Rebecca Prezioso, respectively. With one out, Schena came around to score on a single by Taylor Bogdanski, who advanced to second on the throw back into the infield. Trailing 2-1 and with runners on second and third and one out, Catcher DJ Munafo stepped up and ripped a single to centerfield, scoring Prezioso and tying the score at 2-2.

Bogdanski was ruled out on a controversial close play at the plate. “She appeared to make it across in time,” said Almquist.

“This is where a bit of bad luck came into play for us. Munafo’s single had the misfortune of caroming off the second-base bag and into the hands of the shortstop in short centerfield.

She threw a strike home to just get Bogdanski.”

“If the ball doesn’t hit the bag, Bogdanski scores standing up and the game is over,” Almquist added. “Those are the breaks of the game, and we certainly had many oth-

er opportunities to put the game away and just couldn’t capitalize.”

From the seventh inning on, it was a seesaw battle. Gloucester scored in the top of the eighth, and Saugus answered right back with a run in the home half of the eighth. The Fishermen scored twice in the 10th, Saugus matching them with two more runs. A sacrifice fly in the top of the thirteenth gave Gloucester a 6-5 lead they would never relinquish.

Saugus finished the game with 14 hits. Leading the way offensively were Nystasia Rowe (3-6 with RBI); Alexa Ferraro (26); Caitlyn Wood (1-4 with 2 RBI); Leah Ventre (1-3, a freshman with her first varsity hit; DJ Munafo (4-6 with RBI); and Bogdanski (3-6 with RBI).

“I was extremely proud of the way the kids battled back and kept fighting,” said Almquist.

“As is the case with any young team, there are some growing pains you have to go through before things start to click, and we’re getting there. We just need to keep battling and improving each day, and good things will happen.”

28, of Saugus, was charged with armed robbery and assault with a dangerous weapon. Also, police noted that Hurley has three active warrants: Possession of a Class B Drug, Operating a Motor Vehicle with a Suspended License and a Marked Lanes Violation.

On Saturday, April 21, Saugus Police received an emergency 911 call from an employee at Amatoâ&#x20AC;&#x2122;s Discount Liquors on 206 Lincoln Ave., who reported that a man had entered the store, brandished a syringe and demanded money. The man then fled with an undetermined amount of cash on foot in the direction of Kaneâ&#x20AC;&#x2122;s Donuts, police said in a press release issued this week.

Saugus Police responded to the scene and subsequently located the man, who was later identified as Hurley, on Ballard Street at Spencer Avenue a short distance from Amatoâ&#x20AC;&#x2122;s, according to a press release issued by DiMellaâ&#x20AC;&#x2122;s office. Police placed Hurley under arrest and later held him at the Saugus Police Department, pending his arraignment at Lynn District Court.
