million spending plan which has increased about $31,000 over the budget that was initially recommended by the town manager in early March.

Crabtree and town financial officials, at that time, were bracing themselves for about a 10 percent increase in health insurance costs.

“But, we’re now projecting about a 6 and ¼ percent increase, so that will free up some money,” Crabtree said.

With a less drastic hike in health care costs, the town is in a better position to provide more funds for local education costs, according to the town manager. “While still spending within our means, we’re able to give the schools $200,000 more,” Crabtree said.

“They’re now $500,000 over what they got [funded by Town Meeting] last year,” he said.

Saugus Public Schools Superintendent Dr. David DeRuosi, Jr. had recommended a FY 2019 budget of $29,359,141 – an increase of $783,891 over the current budget, or a 2.74 percent increase. But Crabtree’s latest recommendation – $29,075,250 – is still $283,891 less than what DeRuosi was seeking. At the same, the town manager argued that it would be inaccurate to characterize that as a significant reduction in DeRuosi’s budget request.

For one thing, Crabtree included $40,000 for a truancy officer within the budgeted salaries for the Town Manager’s Office.

An opposition vote The Finance Committee voted overwhelmingly in support of the town manager’s latest proposed budget. Committee member Steven DiVirgilio – who also sits on the Town Meeting as a representative of Precinct 10 – cast the lone dissenting vote. “I was unable to attend all of the Finance Committee meetings until late April.

agree with the growth rates in many areas,” DiVirgilio wrote in an email to The Saugus Advocate, explaining why he voted against the town’s annual operating budget.

“If these growth rates persist into the future, they will be passed on to taxpayers beyond a 2.5% annual tax rate levy limit. It is difficult to estimate when this will happen, but certainly less than 10 years,” he said.

DiVirgilio, a certified public accountant, described his vote as “a personal assessment,” which, he added, “has nothing to do with Finance Committee views.”

Toward the end of the meeting, Finance Committee Chair Kenneth DePatto told DiVirgilio that he needed to vote verbally in opposition to every line item if his intentions were to oppose the total budget. “Every single budget vote goes 6-1 on everything,” DePatto said.

DePatto did not comment on DiVirgilio’s opposition. But DePatto did commend the Finance Committee overall, thanking members for “their input, attendance and hard work.”“This does justice for the process that we follow,” Crabtree said, as he lauded the Finance Committee and town staff “for trying to do financially prudent things.”

Explaining the changes Crabtree briefed the Finance Committee on the differences between the initial budget recommendation members received and the adjustments in his latest version: • $79,024 more in the salaries budget for accounting to add a new purchasing position.

• $53,000 more in the town’s assessment for the Northeast Metropolitan Regional Vocational High School.

• $80,000 in additional expenses for the Department of Public Works waste collection and recycling expenses.

Navy veteran John Cannon talks about Memorial Day and what it should mean to Saugonians Editor’s Note: For this week, we sat down with U.S. Navy veteran John Cannon, the cook behind the Friday morning breakfasts hosted by the Saugus American Legion Cpl. Scott J. Procopio Post 210. We asked Cannon to share his views on Memorial Day, which will be observed in Saugus tomorrow with the annual Memorial Day Parade. Cannon, 65, an East Boston native, enlisted in the U.S. Navy when he was 18 after graduating from East Boston High School (1970). He was assigned to the Atlantic Fleet and served four years, discharging in 1974 as CS3 (Culinary Specialist). The Vietnam War Era veteran is the Junior Vice Commander of Saugus American Legion Post 210 and also serves as food services officer of the Saugus Veterans Council. Since moving to town in 1977, Cannon has been a Saugus resident. He is the former owner of a trucking company and courier business that was based at Logan International Airport in Boston. He retired in 2012 and went to work as a substitute teacher at Northeast Metropolitan Vocational High School (2012-16). He currently chairs the Saugus Housing Authority. He is a member of the North Shore Model Railroad Club, which is based in Wakefield. Forty weeks a year, Cannon cooks breakfast on Fridays (8 to 9:30 a.m.) at the American Legion Hall (44 Taylor St., Saugus). Highlights of the recent interview follow.

Q: So, John, what does Memorial Day mean, as a Saugus resident? And as a veteran of the U.S. Navy? What does Memorial Day mean to you and what should it mean to the average Saugus resident?

A: In memory of all of the veterans who served, especially those who passed away and died on duty. It’s of less and less interest every year. We can tell by the amount of people that actually view the parade, and it’s a shame that people aren’t paying attention.

Q: What about all the Saugus residents who served over the years? I’m sure a lot of people may not realize that Saugus has a Medal of Honor winner.

A: We honor all of the people that served. … whether they were a Medal of Honor winner or somebody like me who was just a cook, we served; we served our nation. And people forget it. They really do. I don’t know what it’s going to hold in the future. It’s a shame that every year, the audience [for the Memorial Day parade] gets less and less.

t’s been several years since Nick Milo helped complete work on the newer monuments at Saugus Veterans Park. But the 74-year-old U.S. Army veteran keeps coming back to the park to make sure it’s in good shape every Memorial Day. It’s become his personal mission to see if any of the monuments need repairs or maintenance.

And he provides the labor and supplies pro bono.

“This is something that I want to continue doing until my time is over or my health gives out,” Milo said last Friday as he milled around the park, seeing what needed to be done.

ourtney Elizabeth Whyte wasn’t on the ballot last fall when Saugus voters elected their Town Meeting members. But the 20-year-old college student, who is majoring in Political Science at Boston University, said her recent appointment to fill a vacancy in Precinct 9 goes hand-in-hand with her education.

“I had considered running for Town Meeting to get my toes in the water,” Whyte said in an interview this week after making her debut in Saugus town government.

“Then there was an opening in my precinct, and I figured this would be the perfect opportunity to jump in,” she said.

declined to elaborate on the specific reasons for the investigation. But Boston 25 News reported last week that it had obtained documents revealing that a female staff member working with foster children at the Eliot Atlantic House in Saugus “is suspected of convincing a then 16-year-old girl at the group home to sell herself for sex on the weekends.”

“That staff member told the foster child she ‘had a way they could make money together,’ the television station said the documents had shown.

“The girl told investigators the staff member took her to Worcester three times and once to Boston “to have sex with unknown men for money’ on the weekends,” according to Boston 25 News.

NBC Boston Channel 10 also reported that the FBI was among those law enforcement agencies that were probing the foster care facility.

Nancy L. Allen Scannell, the director of External Affairs for Eliot Community Human Ser-

vices, said this week in a written statement to The Saugus Advocate that Eliot officials “identified a situation at Atlantic House and immediately reported it to DCF and law enforcement.”

“The employee in question has been terminated from employment. The top priority of Eliot is the well-being of the children and adults we serve. The allegations are serious and deeply concerning and we are committed to doing everything possible to protect our clients,” Scannell said.

“We have voluntarily suspended services at Atlantic House. We are conducting our own internal review and are fully cooperating with investigators. Given that the investigation remains active, we will have no further comment at this time,” she said.

DCF has a contract with Eliot to provide congregate care for adolescents in care or custody of the department. Meanwhile, EEC licenses the residences and oversees program

operations, policies and practices.

DCF has a designated unit that investigates reports of allegations of abuse and neglect by caregivers occurring in institutional settings. Following an investigation, if there are any identified issues, DCF would work with the provider if they are contracted with DCF to address concerns which may result in changes to policy, procedure, retraining staff or making programmatic changes to ensure the safety and well-being of children.

Kathleen Hart, EEC’s director of Communications and External Affairs, said the licensed capacity (12) is the maximum number of residents that the program can house, but added that the actual resident enrollment census may be lower. First Congregational Church UCC Saugus seeks candidates for “Pumpkin Patch” Scholarship (Editor’s Note: This press release was submitted by Bob and Carolyn Davis) The Danny Panico “Pumpkin Patch” Scholarship is the First Congregational Church-UCC Saugus’ way of giving back to the community that supports its Annual Pumpkin Patch fundraiser every October. A portion of the proceeds from the Pumpkin Patch are used to contribute in some way to the Saugus community.

This scholarship is named after Danny Panico, a long-time church member and Pumpkin Patch worker who passed away last year. The church is proud to honor him for his dedicated service.

Graduating high school seniors are eligible to apply for the “Pumpkin Patch” Scholarship. Those wishing to apply should do so by sending a letter to the First Congregational Church 300 Central St. Saugus, MA 01906, stating something about yourself, including high school accomplishments. The

Q: How so?

A: It’s a blend of society. It’s a blend of people from Saugus. It’s people talking about Saugus, which is what we really enjoy. And it brings in veterans, politicians … everyone.

It’s a great thing to do on a Friday morning.

Q: Is it mostly veterans who show up for the breakfast?

A: It’s about 50-50. And it is open to the public. The sign outside says that. We think it was a good move. It turned out to be an excellent idea.

Q: How long have you been doing the breakfasts?

A: It started in September of 2012, with nine people; the first breakfast was nine people. And we average about 45 a week now.

Q: How many did you have today?

A: Forty-five. We hit average today. And the numbers don’t mean anything. It’s just as easy to cook for 80 as it is for 30. We do it not to make money – we do it for community service.

We’re very happy to get the people in here. We get people out of the house that don’t usually get out of the house.

They get to mingle with their peers. That’s what we set up the breakfast for: for people to mingle with their peers and get out of the house.

A: Yes. The sign was put up this year. We originally started off with veterans and their invited guests, because we didn’t want to take away from the people who do this for a living [restaurants], then we got some input that more people wanted to come. And we expanded it. With the numbers that we’re doing, I really don’t think that we’re interfering with private enterprise. We have the same faces over and over again.

Q: Do you have any special attachment … personal attachment to people who gave the ultimate sacrifice while serving their country?

A: Of course I do, but we all went in and we all did what we were told to do. The point is, we served. And the guys that made the ultimate sacrifice, I have total respect for, but as veterans, we all have respect for ourselves. I have great respect for all those guys who made the ultimate sacrifice, but also all of those guys who served in combat zones. I didn’t. I chose to do what I did.

Q: I meant, did you know any of the people from Saugus who made the ultimate sacrifice?

A: No, I didn’t. Some guys who I grew up with in East Boston were killed in action, and that was a terrible thing, but it’s been going on since the beginning of man.

Q: Right. Especially during the Vietnam War – during that period – it’s hard not to know somebody who died.

A: Like I said, war has been

going on since the beginning of time and we will always have guys and women who will be killed in combat.

Q: So, looking ahead to Memorial Day, tell me about what’s planned.

A: Memorial Day will be the parade, and then at the end of the parade, all the marchers will come down to the Legion, and upstairs on the second floor, we will hold the buffet.

And all of the food is donated by the Route One merchants, and I will be down in the kitchen doing hot dogs and hamburgers for the younger people. And we’ll get about 200 young people who were participants – from the Junior ROTC from Lynn High School and Revere High School.

Q: Any special features this year? In the parade?

A: No, it’s pretty much the same.

Q: How about the grand marshals?

A: Grand marshals, I believe, are going to be the officers of the veterans’ organizations in town – which are the American Legion, the VFW [Veterans of Foreign Wars] and the DAV [Disabled American Veterans].

Q: As a veteran, what are your chief concerns about what’s going on in the country today?

A: That we’re not forgotten.

We only make up about 8 percent of the population, so, at this point in time, we are beginning to be less and less of an appealing group for people in Congress – because we only

“I have witnesses the neighborhood slowly disappear,” said Rosemarie Zondiros, who said she had lived in the house at 55 Eagle Road for 35 years.

“We are living in a donut hole, surrounded by commercial building,” added Vicki Mandell, owner of 51 Eagle Road.

She told Town Meeting members that rezoning the neighborhood was “an opportunity for the Town of Saugus to do some good.”

The rezoning would it at least increase the property value of their homes and enable them to get more money from selling their homes.

As far as the Veteran Services, make sure that we get our GI Bills, and there aren’t cuts in the VA [Veterans Administration] and there aren’t further cuts in the military. The last eight years, it’s been pretty nasty, as far as budget cuts in the military and Veterans Services, and they’re just starting to turn around the Veterans Hospitals.

And as everybody read, at one time, they were a real disgrace.

And that’s kind of sad when it gets like that.

Q: What about locally, as far as the extent of the Veterans Services?

A: The Veterans Services in town are pretty great. We have a tremendous Veterans Services officer. If you talk among the other veterans, it’s kind of

Planning Board Chair Peter A. Rossetti, Jr. noted the Planning Board agreed with the handful of Eagle Road homeowners that their neighborhood wasn’t worth saving. The board voted 4-0 to recommend passage of the rezoning.

He noted Eagle Road consisted of “a group of houses sitting on the edge of the highway -most not occupied.”

“It really doesn’t deserve to be a neighborhood,” said Rossetti, who is a Precinct 2 Town Meeting member.

Precinct 4 Town Meeting member Albert J. DiNardo summed it up as an opportunity to “clean up” Precinct 4 and “bring continuity to the area.”

“It’s going to create better

protection than what is there now,” he said.

Several Town Meeting members were concerned that the rezoning could enable the property to become an access road for new development, contributing to more traffic problems in the area.

But the opposition didn’t hinder Town Meeting obtaining the necessary two thirds vote for the zoning.

In another zoning article considered at Monday’s Annual Town Meeting session, members voted unanimously without discussion an article that would ban the sale of recreational marijuana.

Q: And at the Saugus Senior Center, you have …

A: The Saugus Veterans Food Bank at the Senior Center.

About 100 people show up for that – 100 veterans … that’s for veterans only. I participate in that as well as other members, on the third Wednesday of every month. That’s quite a milestone, and it only started about two years ago. Prior to that, there was no funding for it.

Q: And how many people do you serve?

A: About 100 will come by – and their food – the food comes in, in bulk. And the volunteers put all of the food in the bags, and then, when the people come in and get the food, we distribute the bags.

Q: What are some of the other programs that local veterans might take advantage of?

A: Well, they should contact

their veterans’ services officer in town. You can find his name and phone number online. The other thing you should do is call the Veterans Administration – the Department of Veterans Affairs – and you’ll be amazed at what’s available.

Q: Tell me something interesting about this building: a feature or something about the organization itself.

A: The first interesting thing: The organization itself will be 100 years old next year, in 2019.

Post 210 (Saugus) will be 100 years old in 2020, so we have been here 98 years.

Q: How many years in this building?

A: As far as I know, since Day One. Q: Anything special, historically, about this post.

A: Well, it was dedicated [in 2007] to Scott Procopio (the Saugus native and U.S. Marine Corporal who was killed in Ramadi, Iraq, in 2006 by a road-

World Series Park “Wall of Fame” still open to donors

ob Davis, superintendent of World Series Park in Saugus, reports that there’s been overwhelming support for the 2018 Wall of Fame fundraiser.

“A lot of people have been asking if there’s still time to donate,” Davis said.

“The answer is ‘Yes.’ So far a lot of people have stepped up to donate and their names will appear on the plaque. These donations will help to offset some rather large expenses we had at the end of last season,” he said.

“The August vandalism necessitated improving our security system. Also, we had a whole new infield installed.

We appreciate the generosity of those people who have made donations.”

The World Series Park “Wall of Fame” will be available to

sign up for through the 2018 baseball season. Those interested in supporting World Series Park can have their name, inclusion of their spouse’s name, inclusion of their family, business name or organization name on the plaque for a minimum donation of $100.

Donations can also be made in honor of others or in memory of past loved ones. The permanent 4 foot by 8 foot plaque will be located on the field side of the building.

Donations can be made through the General Electric Matching Gifts Program. A GE employee, a GE retiree or the spouse of a deceased retiree are eligible to make a donation that GE will match. Q: Among your collections, you have …

A: We have collections that date back … we’ve got trophies from competitions that took place in the 1920’s, and we’ve got some historical photographs. What we would like to do is display all of this stuff.

It’s currently downstairs in our vault. We want to display it inside a trophy case, but resources are limited, so getting funds for a trophy case will take time.

Q: And the trophy case will be right on this floor?

A: It will be here in the dining hall. It will be under camera. It

will be secure.

Q: And can you talk about some of the features that will be in the trophy case?

A: Well, there are trophies downstairs from 1920’s competition: athletic and military and marching. There are some historical pictures in the vault.

Q: Who are some of the famous people who have come through these doors of the American Legion in Saugus?

A: The most famous people who ever came through here were the World War II veterans.

They were a unique group of people. They really were.

Q: What about like generals? Have you had any famous generals who came through these doors?

A: Not to the best of my knowledge. I know there’s a famous picture in town of a famous general, but I’m not

aware if he was here or not, and the World I guys started this. A lot of people are not aware of that. There were 400 World War I veterans from Saugus, which if you put it into perspective with the town population at the time, it was somewhere in-between 5 and 10 percent.

Q: Right across the street, right near the entrance of Town Hall …

A: There are 400 names.

Q: And there are 14 stars on that Honor Roll … So, here’s an interesting trivia question.

How many Saugus residents were killed in action in World War I? And the answer is on that Honor Roll near the entrance of Town Hall. The stars would denote that.

A: Then you had the World War II veterans. The total was 10 percent of the population;

10 percent of the population served in World War II. I have tremendous respect for them.

Q: And then other wars or conflicts?

A: As far as other wars or conflicts, we’ve had people in Saugus involved since the Revolution, and there have been a lot of wars since the Revolution.

Q: And you’ve got the Civil War. A: The Civil War Memorial that’s in Saugus Center [in the rotary near Saugus Town Hall]; and there are plaques down at Veterans Park denoting every war. We’ve had our fair share [of veterans and service people killed in action].

Q: Anything else that you would like to talk about?

A: My only concern is that the younger people start getting more involved and just realize

what we have done, and kind of show up.

Q: How many members in the American Legion, Saugus Post 210?

A: About 170.

Q: As far as the composition, how many young veterans do you have?

A: There are no young veterans. Last year we dedicated a flagpole to the veterans of the Global War on Terrorism, and not one Global War on Terrorism veteran showed up for the ceremony. It’s a nationwide situation. We are not getting any young people in. We really don’t understand why. The Vietnam veteran/War era veteran is the youngest group here.

I’m probably one of the youngest guys in here. And what people don’t realize – the Vietnam

morial Day observance will be a poster contest involving all fifth-grade classes in Saugus Public Schools. The public will vote on the winner among 18 entries from four schools that will be on display outside the Saugus Public Library.

“Temperature will be hot and clear and should be a great day for the parade,” Saugus Veterans Council Commander Steve Castinetti said yesterday.

“We got two bands and all kinds of veterans groups and civilians involved. “We got tanks, jeeps and half-tracks, the Saugus Police and Fire Departments. We’ll have an-

tique vehicles. The Lynn English High School Marine Corps Junior ROTC will send … boys and girls drill teams,” he said.

The Honorable Few Marine Corps motorcycle group will also participate, according to Castinetti.

Grand marshals for this year’s parade will be the commanders of all three town veterans’ organizations: Saugus Disabled American Veterans (DAV) Commander Charlie DiMare, Staff Sgt. Arthur F. DeFranzo VFW Post 2346 Commander William A. Doucette III, Saugus American Legion Cpl. Scott J. Procopio Post 210 Commander Frank

Manning. This year’s keynote speaker will be Commander Nathaniel R. Shick of the USS Constitution.

In the second annual poster contest organized by Corinne Riley of the Saugus Veterans Council, working with the schools, the public will be called upon to vote on the poster which best reflects the meaning of Memorial Day. “I’m hoping to make a clothesline displaying them. We will set them up on the Town Hall lawn Saturday morning. All elementary school fifth-grade art classes participated,” Riley said.

augus softball coach Steve Almquist knew his team was good enough to play in the state tournament. The Sachems have certainly been gathering wins, with six victories in their last eight games.

Saugus officially clinched a berth on Wednesday in a 10-3 victory over Winthrop.

“We’re ecstatic, and I’m just very happy for the kids,” said Almquist. “We worked hard to get here, so it’s nice to know that we’ll be playing ball for a little longer now.”

Pitcher Caitlin Wood pitched a complete game and went three for four at the plate with two homers and six RBIs. She

was excellent on Tuesday as well in a 9-6 win over Masconomet.

“This was a huge win for us, especially since things were looking pretty dismal,” Almquist added.

Saugus trailed 6-0 heading into the top of the sixth inning. Up until that point, their bats were missing in action as they only recorded one hit.

That changed in the top of the sixth: The bats exploded for the team’s most productive inning of the season. Saugus sent 12 batters to the plate – scoring seven runs – and never looked back. Caitlyn Wood started things off with a single and later came around the lineup to bat again – her second time at

the plate featured a three-run homer, the crushing blow of the inning.

“Hitting is contagious and the rest of Caitlyn’s teammates followed suit with key hits of their own,” Almquist said.

Sadie DiCenso, Taylor Bogdanski, DJ Munafo, Madison Niles and Leah Ventre also recorded hits. Saugus added a couple of insurance runs in the top of the seventh courtesy of hits from Munafo and Nystasia Rowe.

Wood, who also pitched, held Masco scoreless in the sixth and seventh to seal her team’s win. In seven innings of work, Wood gave up six runs of 10 hits with three walks and six strikeouts.

Tringale stars again as Saugus baseball team qualifies directly for states

he Saugus baseball team is headed back to the state tournament. Saugus is now 10-8 after taking down Winthrop, 7-1, on Wednesday night to clinch their state tournament berth.

Pitcher Todd Tringale was the star of the game for the Sachems yet again. He had a quality performance on the mound with 12 strikeouts, then went three for three at the plate with a pair of RBI doubles. “Todd was very strong for us, just a very big game from him in all phases,” said Saugus coach Joe Luis. “I’m proud of his pitching, too, and our pitch-

ing in general. We’ve been getting it done all year with just three pitchers – Todd, Mike Mabee and Dom Clark – when a lot of other teams have five.”

Also chipping in on offense were Grant Rust and CJ Graffeo, who both went two for four with RBIs. The big inning for Saugus was the first, when Graffeo’s RBI double scored three runs.

Luis is pleased with his team’s recent performance and says the goal is to pad the stats enough to get a home game in the state tournament. Luis, who is in his second year at the helm, isn’t sure of the last time Saugus hosted a state tournament baseball game; it hasn’t happened since at least 2009.

“We’re happy because we got in, but I have to tell you we didn’t celebrate like crazy,” Luis said. “The job is not done.

We want a home playoff game and then we want to make a deep run.”

The Sachems made the playoffs last year on the Sullivan Rule, getting in as the best D3 team. Luis said he’s happy his team outright clinched this time around. “We’ve been practicing to make the tournament since fall baseball,” said Luis. “Things have been coming along. I wish I had had the fall with the guys when I got hired in the winter two years ago. That extra time this year has made a big difference.”

Memorial Day reflections It happened 40 years ago this weekend.

But, I remember it like it was yesterday – one of the saddest days of my life -- relived over and over each year when millions of people across the country pause to remember those who sacrificed their lives for this country.

I was working as a reporter on the police beat for the San Angelo (Texas) Standard-Times. And one of my assignments was to write a story about the death toll on West Texas roads and highways.

That grim task included coverage of a crash in the Texas Hill Country that killed seven people in one family. There weren’t that many deaths the next day, so the editor on duty asked me to rehash the fatal facts so he could “juice up” a recycled story that had very little new information, but would still run on the front page for the second day in a row.

It really bothered me as I left the newsroom that day, knowing how some of us in the media can be so callous in the way we treat these tragedies. I carried out the assignment while expressing some dismay to the insensitive desk editor.

I awoke the next morning to a knock on the door of my motel room. The stranger told me it was a family emergency and I needed to call home. So, I walked out into the parking lot to make a dreaded collect to my hometown in Swansea, Mass.

My brother, Wayne answered the phone and told me that my twin brother, Lance had gone to a better place and was no longer with us.Here was a U.S. Air Force veteran who survived the Vietnam War – serving his time in Thailand, Laos, Cambodia and ‘Nam – coming home without a scratch.

But on Memorial Day 1978, Lance was one of the 15 people who died over that weekend on Massachusetts roads. On a dark, foggy night, less than an eighth of a mile down the street from my parents’ home, Lance hit a curb with his motorcycle and was fatally injured. As I recalled, he snapped a vertebrae in his neck.

Alcohol wasn’t a factor. There weren’t any witnesses to report what happened. We’ll never know whether a passing car or an animal could have caused him to lose control of his motorcycle. Or, whether there was some other kind of fatal distraction.

It was a two-hour car ride from my motel room to the nearest airport in Midland, Tex., where I barely caught the last connecting flight to Boston that day. I was stuck in Dallas for several hours.

More than 12 hours later, I sat in the kitchen of my folks’ home, reading the local newspaper story about just another Memorial Day traffic tragedy. But this one really hit home and still resonates painfully every year at this time.

Lance was just 25 and was an excellent student, looking forward to his junior year at Southeastern Massachusetts University. So much of life ahead of him.

But all his dreams and hopes ended on that Memorial Day. It’s a holiday tragedy that visits hundreds of American families every year.

If you head out to the roads this weekend – especially to do some long-distance driving, be safe out there.

Enjoy the holiday with family and friends.

And take time to say a few prayers for the service people who sacrificed their lives in combat duty to defend our American way of life.

This one is for seniors Graduation is right around the corner.

Next Friday – just a week from today -- Saugus High School graduates complete their four-year journey through high school.

Savor this week. Enjoy your time with family and friends -- many that you may not get to spend too much time with in future years.

Best wishes to the graduating Sachems, whether they are heading off to college, preparing for a stint in the military service or embarking on a career.

Trash/Recycling Running on One-Day Holiday Delay The Town of Saugus announces that trash and recycling collection will run on a one-day delay from next Tuesday (May 29) through next Saturday (June 2), due to the observance of Memorial Day. There will be no collection on Monday, (May 28), due to the holiday. Services will resume on a one-day delay from Tuesday, May 29, through Saturday, June 2. Residents whose collection day falls on Monday will be collected on Tuesday. Collection will continue to run on a one-day delay for the remainder of the week.

The compost site will be open as normal from 8 a.m. to 2 p.m. tomorrow (Saturday, May 26); next Wednesday (May 30); and

next Saturday (June 2).

Take a Kid Fishing Day This just in from the Saugus Youth and Recreation Department.

“Take a Kid Fishing Day 2018” is set for next Saturday, June 2, from 8 a.m. to Noon at Camp Nihan, which is located on Walnut Street, just after Kohl’s Plaza.

“Maybe you haven’t fished in years, but remember the joy?

This is your time to pass it along to your child,” says the announcement.

“Is your child asking to go fishing, but you don’t know where to start? We can help,” it continued.

“We provide all the bait, tackle, snacks and a limited number of rods to help your child experience the joys of fishing.”

Tom’s Bait and Tackle and the Massachusetts Department of Conservation and Recreation are sponsoring this free event. All children must be accompanied by an adult.

Town Announces reopening of CHaRM Center Recycling Drop-Off Site The Town of Saugus announces that the community’s Center for Hard to Recycle Materials (CHaRM) site will be open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m.

The site is located behind the Department of Public Works at 515 Main Street.

There is no pre-registration or fee required to enter the site, however proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans, and glass containers.

Additional acceptable items include: TVs and computers (up to three per year per address); bulky rigid plastic items such as Little Tikes toys, laundry baskets, Rubbermaid trash barrels, 5-gallon pails, etc.; car tires up to 22” (for a fee of $3); and textiles such as books, clothing, bedding, pocketbooks, belts, and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags, and remove the bags from the site.

Q: You’re 66 and you are one of the youngest here? You’re not the youngest?

A: No; two gentleman are slightly younger than me by about a year.

Q: So there’s nobody younger than 60 in the American Legion in this town?

A: No, not active. There might be some younger members that joined, but they don’t participate.

Q: Wow. A: Well, that’s nationwide.

Q: Why do you think that is?

A: People live differently.

People live differently. You have both working spouses.

You have people who have vested in a family room and an 80-inch TV. You have people who the operation of the home itself is shared by both parents, as well as taking care of the children. That’s what I think it is. The national viewpoint is that we will be getting veterans in about 15 years when these Global War on Terrorism veterans start getting an empty nest. We’ll see what happens.

Q: Once they get older and the children aren’t around anymore?

A: I’m planning to be here until I am 99, so I’ll be here.

Q: You are trying to make inroads into the school system. Because, I remember last year there was an art contest involving some of the schools.

A: There is currently an art contest going on. There is a woman on the Saugus Veterans Council who is currently overseeing that.

Q: Corinne Riley?

A: Yes. Through the School Committee, we have gotten Saugus High School kids volunteering for community service to help us with the parade functions for basic labor. They’re going to help us set up the hall, break down the hall, sweep the trash up.

That’s something that didn’t exist two years ago.

Q: On a personal note, you’re the chair of the Saugus Housing Authority. From what I understand, that’s the only local government position you ever got involved with?

A: Yes, that’s correct. I got involved with it because I am a resident of the Housing Authority, and I wanted to learn how it operated, because you can’t formulate an opinion on it unless you understand what’s going on; otherwise, it’s an ignorant decision, so I got involved with it. And then when a seat opened up, I submitted an application and I was appointed. I take great

pride in the position. My position is a strong financial responsibility and a making sure there is a good quality of life for the residents. Those are my only two concerns.

Q: Do you do any cooking there?

A: I’ve done cooking in my building for my tenants here.

I have.

Q: Now, that cooking, it goes back to your days in the Navy?

A: Yes. Q: So, you were a cook …

A: I was a cook in the Navy. I got on-the-job training on an aircraft carrier, and then I was a cook on a destroyer escort. I fed 250 guys three meals a day – high volume – high volume and high speed.

Q: Okay. Anything else that you would like to share?

A: I thank you for the interview. My final statement is “I hope the younger generation gets more involved.”

Q: Any special message to Saugus residents for this Memorial Day? Anything more that you would like to share about yourself?

A: Please attend the parade – the more the merrier – and the veterans would greatly appreciate a loud audience.

As for anything more about me, well, I consider myself a mover, a groover, a shaker and a doer. I’m not a bragger.

Q: You’re a very modest guy.

“We want to make sure that we’re making the most of our tax dollars and that contracts are being fulfilled … I’m the only one right now who has a certification for procurement and public purchasing … With a $186 million school building project about to break ground and all of these capital projects we have coming, this is a position that’s necessary,” Crabtree said.

“This is about having more accountability in government in an area where we’ve had trouble before. I’m trying to get more department heads to go get certified [Massachu-

setts Certified Public Purchasing Officers Program] so we get the best prices and best performance on contracts and know that the tax dollars are going where they’re supposed to,” he said.

“The Finance Committee has asked for capital budget reports. This person would be in a good position to do that,” he said. Such a position would assure that tax dollars are being well spent on the upcoming Town Hall renovation project, according to Crabtree.

The town manager said he’s concerned that a declining global market on recycling has already increased the town’s costs for waste collection and recycling, particularly on hauling. “One of the items we need to keep a close eye on is the recycling market,” Crabtree said.

GARDEN OF PEACE (S 2372) House 151-0, Senate 37-0, approved and sent to Gov. Charlie Baker a bill transferring the management and administration of the Garden of Peace to the state’s Victim Assistance Board. The Garden of Peace is a public memorial garden located on the plaza of 100 Cambridge Street near the Statehouse. The garden’s website describes it as commemorating“victims of homicide and a living reminder of the impact of violence. It is a visual testament to the need for eliminating violence. The garden is a symbol of hope for peace and renewal in our lives, our community, and the world.”

The central feature of the memorial is a dry streambed with smooth river stones engraved with the names of the many victims of homicide.

Supporters said the bill firms up management of the nonprofit Garden of Peace by locating control of it in the Massachusetts Office of Victim Assistance.

“This bill will assure that the memories of victims are honored properly in the Garden of Peace,” said Sen. Will Brownsberger (DBelmont), the bill’s sponsor.

Other provisions require that half of the consolidated net surplus in budgetary funds, up to $10 million, be directed to the Massachusetts Life Sciences Investment Fund; raise the annual ceiling on the Life Sciences Tax Incentive Program from $25 million to $30 million; require that funding and internship consideration be given to support minority populations in the life sciences industry; and extend the Life

Sciences Tax Incentive Program through 2028. The incentive was due to expire at the end of 2018.

Chief House sponsor Rep. Joseph Wagner (D-Chicopee) said that the proposal builds on the success of the state’s past investments through the 2008 life sciences initiative. “This bill represents our continued efforts to support workforce development across all regions of the commonwealth and to ensure Massachusetts remains a global leader in the life sciences, biotechnology and advanced manufacturing industries,” said Wagner.

House Ways and Means Chair Jeff Sanchez (D-Boston) said on his Facebook page that the bill will facilitate job growth through capital grants that advance education, workforce development and early-stage company growth.

“These investments, combined with internship opportunities for high school students, improved facilities, loans, capital grants and tax credits, will ensure Massachusetts remains the health sciences hub not only of the United States, but of the world,” Sanchez said.

Rep. Nick Boldyga (R-Southwick) was one of only three representatives who voted against the bill. He was the only one who responded to Beacon Hill Roll Call’s request for a comment.

“The Democrats continue to give millions of dollars to corporations while allowing the most important priorities like infrastructure, education, and public safety to go unfunded,” said Boldyga.

Dear Savvy Senior, Can you provide some tips on how to choose a good estate sale company who can sell all the leftover items in my mother’s house?

Inquiring Daughter Dear Inquiring, The estate sale business has become a huge industry over the past decade. There are roughly 22,000 estate sale companies that currently operate in the U.S., up nearly 60 percent from just 10 years ago. But not all estate sale companies are alike.

Unlike appraisal, auction and real estate companies, estate sale operators are largely unregulated, with no licensing or standard educational requirements. That leaves the door open for inexperienced, unethical or even illegal operators. Therefore, it’s up to you to decipher a good reputable company from a bad one. Here are some tips to help you choose.

Make a list: Start by asking friends, your real estate agent or attorney for recommendations. You can also search online. Websites like EstateSales.net and EstateSales.org let you find estate sale companies in your area.

Check their reviews: After you find a few companies, check them out on the Better Business Bureau (BBB.org), Angie’s List (AngiesList.com), Yelp (Yelp.com) and other online review sites to eliminate ones with legitimately negative reviews.

Call some companies: Once you identify some estate sale companies, select a few to interview over the phone.

Ask them how long they’ve been in business and how many estate sales they conduct each month. Also find out about their staff, the services they provide, if they are insured and bonded and if they charge a flat fee or commission. The national average commission for an estate sale is around 35 percent, but commissions vary by city and region.

You may also want to ask them about visiting their next sale to get a better feel for how they operate. And be sure to get a list of references of their past clients and call them.

Schedule appointments: Set up two or three face-toface interviews with the companies you felt provided you with satisfactory answers during the phone interviews.

During their visit, show the estate liquidator through the property. Point out any items that will not be included in the sale, and if you have any items where price is a concern, discuss it with them at that time. Many estate companies will give you a quote, after a quick walk through the home.

You also need to ask about their pricing (how do they research prices and is every item priced), how they track what items sell for, what credit cards do they accept, and how and where will they promote and market your sale.

EstateSales.net is a leading site used to advertise sales, so check advertising approaches there.

Additionally, ask how many days will it take them to set up for the sale, how long will the sale last, and will they take care of getting any necessary permits to have the sale.

You also need to find out how and when you will be paid, and what types of services they provide when the sale is over. Will they clean up the house and dispose of the unsold items, and is there’s an extra charge for that?

Also, make sure you get a copy of their contract and review it carefully before you sign it.
