City of Revere Memorial Day Exercises begin at 11 a.m. May 28

ayor Brian Arrigo and the City of Revere Veterans Services Office cordially invite all Revere residents to the City’s 2018 Memorial Day exercises, to be held on Monday, May 28. The ceremony will begin at 11 a.m. on the lawn of the American Legion Post #61 building, which is located next to City Hall at 249 Broadway.

As part of the annual tradition, the names of Revere’s war dead from the Revolutionary War through the current day will be read aloud.

Donald Goodwin (right) congratulates Paul Argenzio as the new DPW Supt. after being confirmed by the City Council on Monday at City Hall. Goodwin will stay on until his retirement at the DPW in a different capacity, helping Argenzio in the transition. have lockers, showers, a lunch area, space for certain equipment and an area for the administrative staff.

JP Parsons, representing Weston & Sampson, appeared before the Ways & Means Subcommittee to discuss the figures culminating to the tune of $22.5 million. According to the firm, the construction will cost approximately $17 to $18 million and the design as well as other soft costs will cost $5 million. Their figures are based on other recent similar DPW projects throughout the state.

“I don’t think there is anything that could be shaved to save a few extra bucks,” said Ward 2 Councillor Ira Novoselsky, hoping out loud for the project to come under budget.

“We want to make sure they are housed in the proper facility,” said Ward 3 Councillor Arthur Guinasso.

However, Councillor-atLarge Dan Rizzo thought the price tag was way too expensive. He mentioned that there are 30 DPW employees and seven of them are admin staff.

According to design plans, the admin staff will be working in a 9,000 square foot area. “That’s outrageous to me,” he said.

“You can’t put them in a room like this [city council chambers]? We can give them something nice, but I don’t think we need to build this unnecessarily.”

Rizzo said that Medford re-

cently built a new DPW building for $12 million, but Weston & Sampson said that building has no space for administrative workers. “It seems like we could operate effectively in a smaller space,” Rizzo said.

Resident and former City Councillor John Correggio agreed and said the council should consider a smaller building. “Think of the taxpayers and the tax rate,” he said, noting that the city will be burdened with the cost of a new high school sometime in the near future.

However, Council President Jessica Giannino thought otherwise. She said the council has to consider building for the future. She mentioned the Paul Revere School and how the city should have looked at population predictions because when the school opened, it was already overcrowded. “I want to make sure in being conservative, we don’t suffocate growth,” she said.

Novoselsky said just because the council approves the loan order doesn’t mean the city has to use all of the $22.5 million. “We can monitor it as it goes,” he said. “We can say whether we need this or that.”

The council unanimously approved the loan order at the regular City Council meeting. Ward 6 Councillor Charles Patch was absent due to illness.

Emergency beach coverage, hotel project update, and audit request

By Sara Brown ith the summer months looming ahead, Councillor-at-Large George Rotondo wants an ambulance stationed at the century-old Point of Pines fire station as soon as possible. “The safest thing to do is to have one or two ambulances in the area,” he said at the May 21 City Council meeting.

Currently, the ambulances that provide EMT services for Revere are provided by Cataldo Ambulance Service. The Point of Pines fire station has been closed for decades but is used as an election polling station and on occasion, during the summer months.

Rotondo said he was recently informed about someone who was stricken at the Point of Pines Yacht Club. According to a witness who reiterated the story, the fire and police personnel arrived within six minutes, but since they had no way of transporting the victim, who was dehydrated, they had to wait 15 minutes until an ambulance arrived. The person was eventually transported to Massa-

chusetts General Hospital.

“Minutes is the difference between life and death,” said Rotondo.

However, others thought it is important to have fire apparatus in the area. Former City Councillor and retired RFD Lieut. John Correggio said the area needs fire apparatus and personnel more than anything else in case of house fires. “The first priority should be to get a pumper truck down there with three firefighters year-round,” he said. “If there is a fire, you can’t do much with an ambulance.”

Rotondo said there are more emergency medical calls in Revere than there are fires and that is why they should be focusing on ambulances.

Ward 4 Councillor Patrick Keefe wondered if they put ambulances in the Point of Pines area, should they have them in every ward. “How do you decide who gets one and who doesn’t?” he said.

The motion was sent to the Public Safety Subcommittee.

Councillor wants

beach hotel development update Ward 3 Councillor Arthur Guinasso requested that JBX Developers appear before the council to discuss any changes to the hotel project at 49 Revere Beach Blvd. in order to gain a special permit for its construction. Guinasso said he has been hearing rumors that the site now has a different developer and may be changing plans for the hotel. “We need to find out what’s going on,” he said.

Rotondo said he has heard the same rumors and that it’s up to the mayor to find out what is happening with the development. “He should already know what is going on, and if he doesn’t he needs to find out,” he said.

Council President Jessica Giannino wondered in the future if there are provisions the council can place on special permits if a development gets a new developer where the special permit is taken away and they have to get approval from the council again.

Council still irritated over address changes

By Sara Brown he City Council tried once again to resolve the issue of residents having to change their addresses.

At the May 21 Legislative Affairs subcommittee meeting, Election Commissioner Diane Colella and City Engineer Nick Rystrom appeared before the council to discuss why almost 500 residents have had to change their address. According to the two, there are many mix-ups to what people think their address is and what different databases in the city say it is. Colella and Rystrom have been trying to make all the databases in the city have the same information.

Colella said out of the 500 changes, only three people have been angry about it.

“We want people to have a good outcome,” she said. “We want to maintain an accurate address list.”

“We want to impact people in the least way we can,” said Rystrom. “Sometimes, however, that doesn’t happen.”

Rystrom said he sees the problems often in terms of epermitting, building permits, refinancing of property, utility accounts, and fines.

The councillors said they knew the two of them were just trying to do their job but

worried about the inconvenience it was causing residents. Councillor-at-Large Steve Morabito expressed his concern over a potential lawsuit.

“I would proceed with caution,” he said. “I want to know there is no legal repercussion that can come from this.”

According to a story in Thursdayâ&#x20AC;&#x2122;s Boston Herald, the family-owned Spangler company of Ohio won the bid at $17.83 million with â&#x20AC;&#x153;an additional $1 million paid over four months,â&#x20AC;? which is much more than â&#x20AC;&#x153;the first offer of roughly $13 million.â&#x20AC;? â&#x20AC;&#x153;We started as a familyowned candy company. was learned that the company was unable to pay rent at their American Legion Highway plant and was able to continue operations thanks to the parent companyâ&#x20AC;&#x2122;s willingness to forgive the missing rent. According to bankruptcy trustee Harold Murphy, the company hadnâ&#x20AC;&#x2122;t paid rent in months and the company consistently lost money.

KGB Deals, which dropped out of participating in the auction on Tuesday, told bidders it would be willing to purchase two NECCO products â&#x20AC;&#x201C; candy buttons and Mary Jane candies â&#x20AC;&#x201C; for $4.7 million. KGB Deals had submitted an offer for NECCO despite dropping out of the auction.

Spangler Candy Company CEO Kirk Vashaw said his relative who founded the company would be â&#x20AC;&#x153;real excitedâ&#x20AC;? over the NECCO purchase. A lawyer for Spangler implied the company planned to see the sale of some of the companyâ&#x20AC;&#x2122;s assets.

Vashaw declined comment on the companyâ&#x20AC;&#x2122;s plans.

She said she has no problem with mail or billing like some other residents have had to deal with so she doesnâ&#x20AC;&#x2122;t understand why the address canâ&#x20AC;&#x2122;t stay as is.

Ward 2 Councillor Ira Novoselsky was especially upset about the changes. â&#x20AC;&#x153;This is not something that should be put on senior citizens,â&#x20AC;? he said. â&#x20AC;&#x153;It is a burden.â&#x20AC;?

He said the city council should have been notified this was happening so they could educate the public. He heard a rumor that depart-

ments in the city specifically did not want to tell the council what was going on. Colella adamantly denied the rumors and apologized for the lack of communication. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m heated because of the poor communication,â&#x20AC;? he said. â&#x20AC;&#x153;This is a black hole as far as Iâ&#x20AC;&#x2122;m concerned.â&#x20AC;?

Chairman Anthony Zambuto said the council needed more time to address the issue so it stayed in committee.

Suffolk Downs enters agreement to lease Great Barrington Fairgrounds Plan to refurbish historic property, preserve live racing in Massachusetts REAT BARRINGTON, Mass. â&#x20AC;&#x201C; Sterling Suffolk Racecourse, LLC (SSR), the company that operates thoroughbred racing, wagering and simulcasting at Suffolk Downs, and Fairgrounds Realty LLC and Fair Grounds Community Redevelopment Project Inc., the entities that own the Great Barrington Fairgrounds, have reached an agreement for a long-term lease of the historic race track property in Great Barrington, Mass., to commence racing as soon as 2019, the companies announced on May 23.

Under the agreement, SSR would refurbish the Fairgrounds property and operate a commercial race meet at Great Barrington while continuing to operate simulcast wagering at its current location in East Boston.

The Great Barrington Fairgrounds has a rich history. It was the host of the longest continually operating agricultural fair in New England.

In 1859 horse racing started on the property, and it was regarded as the centerpiece of the Massachusetts fair circuit. Pari-mutuel wagering began at Great Barrington in September of 1940 and continued through 1983. The track last offered thoroughbred racing 20 years ago in 1998. The grandstand, barns and track facilities still stand, though they require restora-

tion and repair.

In addition to improvements to the track surface, grandstand and other facilities, SSR officials indicated that they will be looking at expanding the racing surface at Great Barrington: â&#x20AC;&#x153;In its current condition, we are

Suffolk Downs is scheduled to host three live racing and food truck festival weekends this summer on Saturday and Sunday, June 9-10, July 7-8 and August 4-5. Track officials have said that they hope to continue racing at the site in 2019.

In December 2012, the 57acre fairgrounds property was purchased by Sheffield couple Bart and Janet Elsbach with a vision to preserve and restore the environmental health of the site. The Elsbachs created the not-forprofit Fair Grounds Community Redevelopment Project which has provided agricultural, educational, recreational and other beneficial opportunities to the local community and visitors through the preservation and sustainable development of this historic fairgrounds site.

The revival of racing at Great Barrington has the support of NEHBPA and MTBA. Last November the two organizations entered a joint agreement with SSR to seek alternative venues for continuing thoroughbred racing in the state and to pursue changes in the state’s racing and simulcast laws that would facilitate the continuation of live racing. SSR sold the Suffolk Downs property to a development company in May of 2017 and has continued to operate under a lease agreement since then.

“Our membership is made up of hundreds of small businessmen and women and local family farms who want to continue the chance to earn purse monies and to make a productive contribution to the Massachusetts economy,” said NEHBPA President Anthony Spadea. “Many of us raced at Great Barrington in 1997 and 1998 and would enjoy the opportunity to make it the seasonal home of racing here. We appreciate the support of the Legislature, the Massachusetts Gaming Commission and the Suffolk Downs team to keep this industry active and vital.”

Ciccarello hoping Softball Pats can snap into playoff shape

By Julian Cardillo or the second time this season, the Revere softball team has had to deal with some scheduling mishaps. The Patriots played one game between last Thursday and yesterday after clinching an eighth consecutive state tournament berth.

Coach Joe Ciccarello is weary of the amount of time off his team has had, but recognizes that the constantly changing itinerary â&#x20AC;&#x201C; which takes into account bad weather, other teamsâ&#x20AC;&#x2122; developments, and academic awards ceremonies â&#x20AC;&#x201C; is just part of the game. â&#x20AC;&#x153;Earlier this season we had a week off between games thanks to the weather, and when we came out in our next game against Swampscott, we played lousy,â&#x20AC;? Ciccarello said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s no fun for me or the players, but it is what it is.â&#x20AC;?

The Patriots now have five games in seven days to close out the season. With the weather having cooperated, the team has been able to continue practicing. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve been out there waiting for our next game, getting good practice in,â&#x20AC;? said Ciccarello. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve

practiced a lot of fundamentals. More than 70 percent of outs in high school softball involve first base, so weâ&#x20AC;&#x2122;ve been spending a lot of time there.

Weâ&#x20AC;&#x2122;ve slowly started to move into more advanced stuff, too, with fielding and double plays, things of that nature.â&#x20AC;?

Revere has a chance to pad their stats ahead of the start of the post-season. With five games left, there are plenty of chances to boost the record and secure a home playoff game.

The environment within the team has been good, according to Ciccarello. Despite being a young team, the Patriots have responded well to the prospect of playing in the state tournament.

He also feels that this season has groomed the next generation of Revere softball leaders. â&#x20AC;&#x153;Even our young players are leaders,â&#x20AC;? said Ciccarello. â&#x20AC;&#x153;I think thereâ&#x20AC;&#x2122;s a special sense of whatâ&#x20AC;&#x2122;s coming for the team with this state tournament. They speak up, they bring a positive attitude to practice. Weâ&#x20AC;&#x2122;re just looking to put this final stretch of games away and move in the post-season.â&#x20AC;?

atimzahra Azzaoui, daughter to Wifak and Karima Azzaoui, is currently a senior at Revere High School who has a deep passion for biological sciences, global affairs, and Gossip Girl. Although she spent her freshman year at a neighboring charter school, her love for the effervescent and diverse Revere community would soon lead her back to RHS her sophomore year. In the subsequent three years, Azzaoui engaged in the school community through her involvement in Model United Nations, where she and her other colleagues were granted the opportunity to attend the National High School Model UN Conference in New York and visited the United Nations Headquarters. It was through her involvement with Model UN that Azzaoui was able to develop her love for discussion and debate with individuals from all over the world as they challenged her views and pushed her to think critically and collaborate on formulating global solutions.

To nurture her fervor for science, she also became a part of the AP Capstone program in her junior year at RHS, where she was able to conduct a year-long independent study in the second year of the program. With the help of a Harvard

graduate student, Azzaoui was able to center her research around the topic of Better Understanding Lesser Studied Cancers through Genomic Data Analysis, where she explored the question: How can using hierarchical cluster analysis method of genomic data analysis help identify subtypes within lesser studied cancers? This experience allowed her to grapple more meaningfully with concepts she learned in the classroom and apply them in a way that made science come to life. Seeing the future applications of her research further fueled her excitement for biological research. Azzaouiâ&#x20AC;&#x2122;s love for science and communication led her to combine the two skills together through volunteering at the Hall of Human Life at the Museum of Science, where she

presented and performed handson science experiments in order to engage audiences of all ages in wide variety of topics ranging from human biology and human health issues to evolution and animal behavior.

In addition to developing her academic interests, Azzaouiâ&#x20AC;&#x2122;s enthusiasm for aiding her local community has led her to volunteer at her local soup kitchen and organize blanket and winter drives at Revere High for local homeless shelters. In the Greater Boston area, Azzaoui was able to develop a youth program alongside a leadership team where they work to motivate and mobilize youth towards improving upon their own strengths while allowing them the opportunity to excel in community projects and efforts of social action, ranging from domestic to international trips.

While high school nears its end, Azzaoui strides forward with an attitude to continue in pursuit of these passions in hopes of contributing to an impact greater than herself. As she graduates from Revere High School, Azzaoui is eager to matriculate to Tufts University where she plans to double major in neuroscience and international relations.
