Almost 400 absentee ballots taken out for Sept. 4 primary By The Advocate lmost 400 absentee ballots have been granted for the September 4 primary, a larger-than-typical number which could easily total 10 percent of the total vote. According to the Everett Election Commission, 388 absentee ballots have been requested for the September 4 primary. Absentee ballots are granted to registered voters who are either absent from a community when the polls are open, have a physical disability preventing them from reaching a polling place, or have religious beliefs which prevent them from participating on Election Day.
