Disability Commission hopes Chapt. 90 funds help Tuscano Ave. residents

By Tara Vocino t long last, a resident who for decades endured flooding and decaying infrastructure received some good news from the city’s Disability Commission at its meeting at City Hall last Tuesday night.

Resident Rocco Falzone, 74, of 55 Tuscano Ave., has a narrow sidewalk that was cut from 48" to 27" along the 15-house residential street. He believes that it was cut when Caruso Court, an adjacent street, was built so that cars could make the turn more easily. It is impassable for people with wheelchairs, crutches or baby carriages, according to Falzone. It’s been the case since the mid-’90’s, he added.

“My 95-year-old mother, Josephine, fell off the sidewalk,” Falzone said. “Company came to my house and also hit the retaining wall when they got out of their car. I’m doing the city a

In response, Disabilities Commission Chairman Ralph DeCicco explained his take on why it’s taking so long. DeCicco said they evaluate imperfections that lie underneath the surface using sonar waves, and although the sidewalk might look okay, it’s what underneath that counts. “It’s a federal legislation matter,” DeCicco said.

“It’s higher than a local or even state level.”

DeCicco explained sidewalk widening is performed through Capital Improvement Project (CIP) using state Chapter 90 money as needed, adding that they’d have to redo the whole sidewalk, not just Falzone’s portion.

Northeast Metro Tech Students Earn John and Abigail Adams Scholarships WAKEFIELD — School Committee Chair Deborah Davis and Superintendent David DiBarri are pleased to announce that 74 seniors earned John and Abigail Adams Scholarships for eight semesters tuition free at any Massachusetts state college or university.

Principal Carla Scuzzarella presented students with a letter of congratulations from the Massachusetts Department of Education during an awards ceremony on Nov. 15.

To earn a John and Abigail Adams Scholarship, students had to score advanced in ei-

ther the math or English language arts section on their grade 10 MCAS. Students also had to score proficient or advanced in the second subject (math or English), and have a combined score on the assessment that ranked in the top 25 percent of their school district based on 12th grade enrollment numbers as of Oct 1, 2018.

The tuition waiver can be used at all four undergraduate campuses at the University of Massachusetts, all nine state universities and all 15 community colleges.

"We have had a good season, but we have to finish the job with a win on Thanksgiving morning," said Coach Cicatelli, whose Patriots are hosting this year's game on Thursday at Della Russo Stadium with a 10:00 a.m. kickoff. "Records do not matter in this game. Both teams are playing their last game and they both want to send their seniors off the right way, with a win."

The two teams have been meeting on Thanksgiving for over 50 years and Coach Cicatelli himself was a member of both Revere teams that last won seven games in a season (1980 and 1981) before 2016.

Revere is led by quarterback Jonathan Murphy and senior running back and Captain Darius McNeil. Seniors Zach Furlong and Frank Sims are key players at linebacker and placekicker Rayan Riazi has had a sensational year for the Patriots, with several game-deciding field goals and extra points. Zac Carifo and Badr Haou are other key seniors for the Patriots.

Winthrop, under first-year head coach Jonathan Cadigan, started slowly at 2-5, but has come on strong the past two weeks with wins over Arlington Catholic and Shawsheen Tech to come in at 4-5 overall. It is a bounce back from a 2-9 record in 2017 under the previous regime.

"We are expecting a battle," said Coach Cicatelli who is coaching in his 15th RevereWinthrop showdown Thursday, the most years at the helm second only to former Revere legend Silvio Cella. "It always (a battle) on Thanksgiving."

“It’s unusual to have accumulating snow this early,” DPW Superintendent Paul Argenzio said Friday afternoon after a long night of plowing and sanding the roads. “It snowed

Revere Scanner organizer said he reported at least 10 accidents over a three-hour period, almost the duration of the storm. According to the media log, only seven of those crashes were reported to police.

The flyer reads: “Charlie Baker and Karyn Polito are making Tuscano Avenue a better [great, on the reverse side] place to live, work, and raise a family.�The flyer encouraged residents to get out and vote in upcoming elections.

A spokesperson said they mailed the flyer to residents who are likely to come out the polls to vote.

Jess Gordon, who lives at 83 Tuscano Ave., thought that it was a poor campaign strategy. “If they’re going to put our street name on here, they should talk to neighbors and see what we’re going through,� Gordon said.

Gordon explained that every time it rains heavily besides flooding, there is raw sewage, toilet paper, and feces along the ground. She added that her bathroom shower floods, and that she had to redo her basement due to the flooding. Gordon went onto say that residents can’t drive through the flooding,

“I couldn’t believe it,” Falzone said. “I was so happy to see that.”

Noreen Ridings, who lives at 60 Tuscano Avenue, said it’s funny that out of all of the names on the street, they picked hers.

“It’s about friggin’ time,” Ridings said.

Oneida Lamos, who lives at 78 Tuscano Ave., said these flyers come all of the time.

“Some neighbors don’t pay attention to politics,” Lamos said.

Resident Noreen Ridings said “it’s about friggin’ time” that her street name was printed on a political mailing from the BakerPolito administration.

The mailing encouraged residents to get out and vote.

Beacon Hill Roll Call

By Bob Katzen THE HOUSE AND SENATE: There were no roll calls in the House or Senate last week. This week Beacon Hill Roll Call continues a series of report on how local legislators in 2017-2018 voted on roll calls raising, lowering or creating new taxes.

This week: Part two of a two-part series of reports on House members’ votes on tax proposals.

A NEIGHBORHOOD CAN FORM A DISTRICT WITH TAXING POWER (H 4546) House 149-2, approved a local option bill allowing a city or town to authorize the creation of community benefit districts which would permit owners of contiguous property in a city or town to form a district and impose taxes to pay for additional services, improvements, events and other projects and activities within the dis-

trict. The districts would be operated by a nonprofit board. The measure never received final approval by the House and Senate and it has been stuck in the Senate since July 18, 2018.

Here’s what supporters and opponents said at the time of the debate: “Community benefit districts are another tool that municipalities can use to help grow their local economies and build good neighborhoods where people can live, work and play,” said the bill’s sponsor Sen. Brendan Crighton (D-Lynn). “This nationally proven model will create opportunities in downtowns, main streets and town centers across the commonwealth.” “ The Massachusetts Smart Growth Alliance believes that community benefit districts can be a game changer,” said Andre Leroux, Executive Director of the

alliance. “Cities and towns in Massachusetts are struggling to maintain basic services for residents and businesses, much less provide the amenities that world-class, walkable places need to thrive. The bill establishes a way for communities to organize a public-private-nonprofit partnership to support their downtown, Main Street, cultural district, historic area or other important place. It’s really about empowering local people to tackle their own challenges.”

Rep. Denise Provost (D-Somerville), one of only two representatives to vote against the bill, said this new option allows certain property owners to create their own fiefdoms and the ability to assess other property owners for purposes determined by themselves.

“These are the kind of activities for which local government exists,” said Provost. “Why would we want to have a class of … private, parallel quasi-governments to perform these functions? Is the democracy, transparency and accountability of local elected government a problem?”

vices functions,” said Rep. Michelle DuBois (D-Brockton).

“Block by block they’re coming for taxpayers,” said Chip Ford, executive director of Citizens for Limited Taxation. “Will the Legislature next propose also taxing us at the street level, then backyard by backyard? Today such speculation is not so far-fetched.”

Rep. Bob DeLeo Yes Rep. RoseLee Vincent Yes 2018 SALES TAX HOLIDAY (H 4714) House 127-18, approved an amendment allowing consumers to buy most products that cost under $2,500 on Saturday, August 11 and Sunday, August 12 without paying the state’s 6.25 percent sales tax.

Supporters of the bill said the holiday, which has been in effect for many years, would boost retail sales and noted that consumers would save millions of dollars.

They argued that the state’s sales tax revenue loss would be offset by increased revenue from the meals and gas tax revenue generated by shoppers on those two days.

Some opponents of the bill said the state cannot afford the up to $30 million estimated revenue loss and argued the holiday actually generates little additional revenue for stores because consumers typically buy the products even without the tax-free days. They said that the Legislature should be looking at broader, deeper tax relief for individuals and businesses and not a tiny tax-free holiday. Others said that legislators should not vote for this tax holiday when they have not yet restored all the local aid, education and other important program cuts made over the past few years.

(A “Yes” vote is for the sales tax holiday. A “No” vote is against it.)

RoseLee Vincent Yes/Yes ALLOW AMENDMENTS REDUCING THE MEALS TAX AND SALES TAX (H 4640) House 116-34 and 115-35, upheld the ruling of Acting Speaker Paul Donato that amendments reducing the meals tax and sales tax from 6.25 percent to 5 percent are beyond the scope of a bill being debated in the House and will not be allowed on the House floor for debate and a vote.

Supporters of the ruling said the ruling is correct because both amendments introduce a new sub-

ject that is not already part of the bill and bypass the legislative process.

Opponents of the ruling said the bill deals with taxes and the amendments are appropriate because they also deal with taxes.

They noted that on the sales tax reduction amendment, the bill specifically creates a sales tax holiday which clearly is directly related to an amendment to reduce the sales tax.

(A “Yes” vote is for the ruling of the chair. A “No” vote is against it.

The first vote is on allowing debate on the meals tax reduction.

The second vote is for allowing it on the sales tax reduction).

Rep. Bob DeLeo Yes Rep. RoseLee Vincent Yes HOW LONG WAS LAST WEEK’S SESSION? Beacon Hill Roll Call tracks the length of time that the House and Senate were in session each week. Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers. They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

Her friend, Joyce Russis, said Friendsgiving is a nice undertaking for residents to have a good time and to share stories in-and-around the city. “Although it came up too quick, Friendsgiving helps you to get in the spirit early,” Russis said, adding that her favorite is custard pie.

Paula Arrigo, Mayor Arrigo’s mother, said the food is delicious, adding that her favorite is blueberry pie.

Ward 5 Councillor John Powers called it a great event, adding that it’s the largest in recent years.

A few tables over, Teresa Iannello said although she doesn’t typically like pumpkin pie, she enjoyed it this time. “Maybe it was the whipped cream on top,” Iannello said. “It was great.”

Falzone replied that there is most likely water underneath his sidewalk from severe flooding during heavy rainstorms.

But a test would have to be performed to confirm it.

After the meeting, Falzone said he is pleased with their re-

sponses and that they’re all on the same page. “I don’t think they’ll redo the street,” Falzone said. “If they do, I’ll be dead by then. That’s not the solution.”

Falzone thinks that the city taking a portion of his driveway to widen the sidewalk would be a better solution.

DeCicco said he thinks that since the other projects on

Mountain Avenue and near the high school were recently completed, he believes that Falzone would be first on the list in regards to Chapter 90 money distribution. “I can go with that,” Falzone said, who also thanked the Arrigo administration for their assistance.

How to Get Veterans’ Funeral and Burial Benefits Dear Savvy Senior, Does the VA provide any special burial benefits to old veterans? My dad, who has latestage Parkinson’s disease, served during the Vietnam War in the 1960s.

Only Child Dear Only, Most U.S. veterans are eligible for burial and memorial benefits through the Department of Veterans Affairs (VA) National Cemetery Administration. Veterans who were discharged under conditions other than dishonorable are eligible. To verify your dad’s discharge, you’ll need a copy of his DD Form 214 “Certificate of Release or Discharge from Active Duty,” which you can request online at Archives.gov/veterans.

Here’s a rundown of some of the different benefits that are available to veterans that die a nonservice related death.

National Cemetery Benefits If your dad is eligible, and would like to be buried in one of the 136 national or 111 grant-funded state and tribal VA cemeteries (see www.cem. va.gov/cem/cems/listcem.asp for a list), the VA provides a host of benefits, at no cost to the family, including: a gravesite; opening and closing of the grave; perpetual gravesite care; a government headstone or marker; a United States burial flag that can be used to drape the casket or accompany the urn (after the funeral service; the flag is given to the next-ofkin as a keepsake); and a presidential memorial certificate.

National cemetery burial benefits are also available to spouses and dependents of veterans.

If your dad is cremated, his remains will be buried or inurned in the same manner as casketed remains.

Funeral or cremation arrangements and costs are not, however, taken care of by the VA. They are the responsibility of the veteran’s family, but some veteran’s survivors are eligible for burial allowances, which are explained below.

If you’re interested in this option, the VA offers a preneed burial eligibility determination program at www.cem.va.gov/ pre-need or call the National

Cemetery Scheduling Office at 800-535-1117.

Private Cemetery Benefits If your father is going to be buried in a private cemetery, the benefits available include a free government headstone or marker, or a medallion that can be affixed to an existing privately purchased headstone or marker; a burial flag; and a Presidential memorial certificate.

Funeral or cremation arrangements and costs are again the responsibility of the family (some burial allowances may be available), and there are no benefits offered to spouses and dependents that are buried in private cemeteries.

Military Funeral Honors Another popular benefit available to all eligible veterans buried in either a national or private cemetery is a military funeral honors ceremony. This includes an honor guard detail of at least two uniformed military persons, folding and presenting the U.S. burial flag to the veteran’s survivors, and the playing of Taps by a bugler or an electronic recording.

The funeral provider you choose will be able to assist you with all VA burial requests.

Depending on what you want, certain forms may need to be completed which are always better to be done in advance.

Burial Allowances In addition to the burial benefits, some veteran’s survivors may also qualify for a $300 burial allowance (or $780 if hospitalized by VA at time of death) and $780 for a plot, to those who choose to be buried in a private cemetery. To find out if your dad is eligible, see Benefits.va.gov/benefits/factsheets/burials/burial.pdf.

To apply for burial allowances, you’ll need to fill out VA Form 21P-530 “Application for Burial Benefits.”You need to attach a copy of your dad’s discharge document (DD 214 or equivalent), death certificate, funeral and burial bills. They should show that you have paid them in full. You may download the form at VA.gov/ vaforms.
