There were 87 domestic assault and batteries reported last year – more than six times as many compared to 2016 (14). And reported crimes involving assault and battery with a dangerous weapon (37) were more than seven times higher last year than over the previous year (5).

Those were among the most alarming details of the 2017 Annual Report compiled by the Saugus Police Department. “That’s a pretty big spike that I would have to look into before I could comment on it,� Saugus Police Chief Domenic J. DiMella

told The Saugus Advocate when asked about the overall assault statistics. “I’d have to find out what’s driving it and make sure it’s an accurate number. If so, I’d want to see where they occurred and what they involved,� DiMella said.

DiMella said he planned to review what appear to be alarming increases in assault crimes so he could comment on them.

He said it might take several days to have some answers. The chief also said he was concerned about other significant increases in several crime statistics in the report that was released this week to The Saugus Advocate: • An increase in reported rapes from two (2016) to eight (last year) • A jump in larcenies, from 194 (2016) to 323 (last year) • A 92 percent increase in credit card fraud, from 27 (2016) to 52 (last year) “I have a female detective – Stacey Forni – who is assigned to sexual assaults and domestic violence ‌ That’s something we don’t like to see go up,â€?,â€?Chief DiMella said.

Established in 2015, Northeast Metro Tech’s Hall of Fame recognizes and honors past athletes, coaches, individuals and teams who made outstanding contributions that brought pride and distinction to the athletic program. Inductees are chosen on a biannual basis.

Nominations for this year’s induction opened in June. Candidates were eligible to be inducted into the Hall of Fame five years after graduation or five years after leaving the program.

Editorâ&#x20AC;&#x2122;s Note: For this week, we sat down with four veteran members of the Saugus Garden Club to find out how the annual â&#x20AC;&#x153;Books in Bloomâ&#x20AC;? event evolved and what their expectations are for its future. Participating in a conversation in the Community Room at the Saugus Public Library last Friday were the clubâ&#x20AC;&#x2122;s Co-Presidents, Lorraine DiMilla and Donna Manoogian, Treasurer RandySue Abber and Director Ruth Berg.

Manoogian and Berg have each been honored with the prestigious â&#x20AC;&#x153;Person of the Year Awardâ&#x20AC;? at past Saugus Founders Day celebrations. All four women have been active in community affairs and have been longtime members of the Saugus Garden Club. Some highlights of the interview follow.

Q: Lorraine, please tell me how this wonderful program evolved. And whatâ&#x20AC;&#x2122;s your favorite part of the â&#x20AC;&#x153;Books in Bloom?â&#x20AC;?

DiMilla: Well, probably about seven or eight years ago, one of the Garden Clubs came up with this â&#x20AC;&#x153;Books in Bloom.â&#x20AC;? And they had it in Wakefield, and it was a great success, and we just heard about it and we thought this is what we should do. And we started kind of small, with just the members making arrangements, and then we got the school kids involved. So we went to the Belmonte Middle School a couple of years ago, and Myra Monto got a group of children to make several arrangements, and then it kind of expanded. And we had the Childrenâ&#x20AC;&#x2122;s Library â&#x20AC;&#x201C; the librarian â&#x20AC;&#x201C; she got some kids to do some things with flowers and it evolved. We have some plants â&#x20AC;Ś I have forgotten the name of the childrenâ&#x20AC;&#x2122;s program â&#x20AC;Ś what is it called? It was Plantastic. Theyâ&#x20AC;&#x2122;ve got a new name

now. I donâ&#x20AC;&#x2122;t know what it is. But they have a garden out front in the summertime, and then they were doing terrariums in the wintertime, so theyâ&#x20AC;&#x2122;re just doing a little bit of everything.

And hopefully, weâ&#x20AC;&#x2122;re teaching kids to worry about the land, the earth, the garden and be selfsufficient and take care of the earth â&#x20AC;&#x201C; and have something to show for what they plant. So, in

the past, they have planted grass seeds, and beans and whatnot in a coffee cup, and they have been excited to see it grow. So thatâ&#x20AC;&#x2122;s how â&#x20AC;&#x153;Books in Bloomâ&#x20AC;? started and it just gets bigger and bigger. Now itâ&#x20AC;&#x2122;s open to all of the people. I think the librarians here had five or six arrangements, and anyone [in Saugus] who wanted to could make one. We have rules [to] follow.

Historical Society’s Annual Meeting The Saugus Historical Society has its annual meeting coming up in a couple of weeks. It’s set for 7 p.m. April 11, when the society will hold its election for board members. There are still some positions open on the board slate. Saugus residents who have an interest in local history are invited to consider joining the Saugus Historical Society board. The annual membership in the Saugus Historical Society is renewable at this time.

The purpose of the Saugus Historical Society is to cultivate an interest in the history of the town and collect and preserve all matter pertaining to the town’s history and citizenry. The organization was begun in 1928. The Saugus Historical Society meeting is at 30 Main St. (diagonally across from the Roby School). Doors open at 6:45. The general public is welcome free of charge. There will be light refreshments.

The event will feature Mike Francis’s “The Starry Messenger,” a dramatic funfilled adaptation of Galileo’s 1610 treatise, “Sidereus Nuncius.” Dressed in 17th century costume, Francis, as Galileo, draws his audience into the world of invention and discovery. Galileo describes his discoveries using his new spyglass, captivating the audience with his interactive performance.

The Publicâ&#x20AC;&#x2122;s Right to Know An ongoing series on the challenges of making open government work in Saugus

By Mark E. Vogler Saugus resident called to complain last week that he was ordered to leave a meeting of a local government body so members could go into an executive session that wasnâ&#x20AC;&#x2122;t posted on the agenda.

The Saugus Advocate is not naming the town board because the citizen did not wish to speak on the record or file a formal Open Meeting Law complaint against its members.

If the allegations of the caller are accurate, the local government body which closed the door to the meeting room after he left violated the state Open Meeting Law for a number of reasons, ranging from improper notice in its meeting agenda to failure to cite specific reasons for going into executive and not following proper procedures.

In Saugus, like many communities across the state, it is not uncommon for local boards or committees to violate Open Meeting Law provisions related to executive sessions.

The most common of those transgressions involve the boardâ&#x20AC;&#x2122;s failure to: Properly post an executive session on the agenda of a meeting notice, providing specific details that include the purpose.

Convene in open session first, Have the chair of the board announce the purpose of the executive session, citing one or more of the 10 legal reasons for meeting behind closed doors.

Have the chair of the board state whether it will adjourn from the executive session or reconvene in open session after the executive session.

Have the chair state that having the discussion in open session would have a detrimental effect on the public bodyâ&#x20AC;&#x2122;s negotiating position, bargaining

position, litigating position, or ability to obtain qualified applicant.

Take a roll call vote by a majority of the boardâ&#x20AC;&#x2122;s members to enter into executive session.

Here are a few common questions asked about executive session procedure from the state Open Meeting Law website Q: May a public body perform an evaluation of an employee in executive session?

A: No. Deliberations conducted for the explicit purpose of evaluating the professional competency of an individual may not occur during an executive session. See G.L. c. 30A, §21(a)(1). While conclusions drawn from deliberations about professional competency may be part of a deliberation for another executive session purpose, the evaluation of professional competency, itself, must occur during an open session.

For example, as part of the discussion in preparation for renegotiating a superintendentâ&#x20AC;&#x2122;s contract, a school committee may wish to consider the results of an annual professional competency evaluation. The evaluation results may be considered as part of deliberations about strategy held in executive session, however only after deliberations about professional competency were held during a previously convened open session.

Q: Are individual evaluations completed by members of public bodiesâ&#x20AC;&#x2122; public records?

A: Yes, if those evaluations are used by the public body during an open meeting. The Open Meeting Law states thatâ&#x20AC;&#x153;materials used in a performance evaluation of an individual bearing on his professional competence,â&#x20AC;? that were created by members of a public body and used during a meeting are public records, and cannot be with-

held from public disclosure. See G.L. c. 30A, §22(e). Thus, employee evaluations that members of a public body create and then use during an open meeting to evaluate an employee are public records. Comprehensive evaluations that aggregate the individual public body membersâ&#x20AC;&#x2122; evaluations are also public records if they are used during the

course of a meeting. However, evaluations conducted by individuals who are not members of public bodies are not public records. For example, the individual evaluations created by municipal employees in response to a request for feedback on the town administrator are not public records, unless the employees completing the eval-

uations are also members of a public body tasked with evaluating the town administratorâ&#x20AC;&#x2122;s professional competency.

Q: May a public body discuss issues relative to the salary of a public employee in executive session?

A: It depends. Discussions of

“Mother Nature must not be a baseball fan” World Series Park superintendent says March snow will probably delay usage of the ballfield for weeks

“The latest I can remember starting games was two weeks into April. Normally, we start the first week. I have absolutely no idea when the field will be ready for play. There’s a lot of moisture in the ground that needs to dry out,” he said.

In an interview Wednesday, Davis called this month “the worst late winter” that the park has experienced since opening in 2004.

But the team will have to find another place to play or cancel its practice games on account of the accumulation of snow that’s been piling up this month from nor’easters which have hit the region.

ed delay in a press release he issued this week, titled “Mother Nature must not be a baseball fan.” “As a result of the recent snow storm and the very cold temperatures, baseball fields seem to be a long time before being playable,” the press release noted.

“2018 will mark the 14th season for World Series Park with this season’s opening probably being delayed,” it said.

More than 250 games are played every season at the park since it was built by the World Series Park Committee, a 501 (c) (3) nonprofit, charitable organization. Saugus High – both its varsity and freshman baseball teams – tops the list of teams that use World Series Park. Others include Saugus Babe Ruth, Saugus Wings AAU and colleges and adult leagues. The park gets heavy use from early April through the fall – sometimes into November, according to Davis, “Saugus High has got all kinds of games scheduled. They normally start playing in scrimmages the first week in April,” Davis said in an interview. “But I can’t see it happening. We got a lot of rain, so I don’t think the field will be ready. They’ll have

to do make-up games. I don’t have a clue when the field will be ready.”

“I remember one year when we started in April, there was still ice in the outfield. It’s pretty certain that we’re not going to be able to play next week. We’ll need some good, dry weather of 50 degrees or more – several days – to help get the field into playing shape,” he said.

The park was built in the summer of 2004 to create another big-league-size field for playing baseball in Saugus. With the support of Saugus businesses and the community at large, funds were raised to make that goal possible. Since then, a lot of improvements have been made that include a clubhouse, dugouts, a batting cage, a playground, a pavilion, a state-ofthe-art security system and a new infield. All have been made possible by financial donations and donations of workmanship.

erans/Military Appreciation Day. The park has also hosted many baseball tournaments, including several Babe Ruth district tournaments and two Babe Ruth state tournaments, as well as the Annual Saugus Alumni Game.

In 2015 World Series Park helped to raise funds for and supervised the building of the adjacent softball field that is currently used by Saugus Softball Little League and Saugus High.

“It’s hard to believe we’ll be starting our fourteenth season this year, Davis said in his press release.

“We’ve come a long way since the first scoop of dirt was dug as we broke ground in June of 2004. We believe we’ve made a contribution to keeping baseball alive in Saugus and given the youth of Saugus more opportunity to play baseball,” he said. “Donations for our 2018 fundraiser, The Wall of Fame, are still being received. For a minimum donation of $100 you can get your name on a building plaque. Donation checks should be made out to World Series Park and sent to 8 Holden Ave. Saugus, MA 01906. “She [Irving] grew up white and very privileged in Winchester. And she didn’t realize why she couldn’t connect [with students who weren’t white].

Then she finally figures it out,” Rodenhiser said.

“It tells how white people came to be in charge of everything, probably unconsciously, but it keeps happening. But what we need to do is realize the worth and value of everybody. She searches for 25 years to get all of the information she put in there,” she said.

Rodenhiser said she was so impressed by the book that she plans on donating it to the Saugus Public Library.

Her entry was one of the more serious of the 50 arrangements on display Friday and Saturday in the two-day event cosponsored by the Saugus Garden Club and the New Friends of the Saugus Public Library. On the table next to Rodenhiser’s entry was a card highlighting the forward by Terry Keleher, who described the book as “a wake-up call for white people who want to consciously contribute to racial justice rather than unconsciously perpetuate patterns of racism.”

The nine students, who represent each Saugus elementary school, Belmonte Middle School and Saugus High School, will be honored for their academic efforts and contributions to their school community. “Last year we had a slow start but got better as things went on,” Luis said. “It was my first

year with the team, though.

Now in my second, everyone knows what to expect, especially during practice and leading into games.”

With the start of the season still weeks away, Luis has organized scrimmages with Georgetown, Hamilton-Wenham, Wilmington, Melrose and Manchester-Essex. The games

will serve as a tune-up for the regular season, which should be competitive given the shape of the Northeastern Conference (NEC). “Certainly, the NEC is one of the best conferences in the state,” Luis said. “It’s got division one, two and three teams and the powerhouses like Beverly and Peabody. Ten of the 15 teams made states last year.”

the Saugus Public Library, took a lighter approach to interpreting the book she used as part of her floral arrangement. LeJeune said she enjoyed the novel “Turtles All The Way Down,” which was written by John Green, who is very popular with young adults. “It’s a new book, and I thought the

orange color on the book cover was very striking,” LeJeune said.

“Then I looked for some orange flowers – Ranunculus flowers. I went to a craft store and picked up little turtles to go in the arrangement,” she said.

LeJeune, who has worked at the library for eight years, was one was one of several staff members

who submitted entries this year.

“It’s fun to do. It’s just a nice thing to make the library feel like spring. I like pairing up the books with flowers … We all enjoy seeing this. It makes the place cheery. It’s a nice thing to do to highlight some books that people haven’t seen or read before,” LeJeune said.

Q: Ruth? What do you enjoy most about this event?

Berg: It’s a great town event, something that is based here and brings people into the library. It’s a happy occasion and it’s interesting, and just to see how people interpret books is fascinating. And like Lorraine said, the people even take the books that are on display. Obviously, they want to read them, so this is an event that gets people back to books instead of an electronic thing. And as far as my favorite flower? I never met a flower that I didn’t like.

Q: So you are not partisan to any particular flower?

Berg: No, I just love flowers, period. And that’s why I belong to the Garden Club. I really love flowers. I am not as clever as

most of these girls with the arrangements and everything. I try my best, but I usually get help.

But I just love flowers.

Q: What’s your vision for this event?

Berg: Hopefully, it will continue for many years, because it’s fun. We got children involved and people of all ages. And townspeople – people who never come into the library will come in to see the flower arrangements, and then they are amazed with how wonderful the place is and what the library has to offer.

Q: At the end of the event, do the people who make the arrangements take the flowers home? Or do they go any place?

Berg: It’s individual. If people want to leave them, they leave them; if they want to take them home, they take them home.

DiMilla: Usually the vases belong to the participants. And in the past, the people usually bring their own flowers in those vases. Sometimes we get the flowers donated. So if the people want to leave the flowers at the library until they die – and then pick up their vases later, they can do that.

Q: Randy?

Abber: I think my favorite part about the “Books in Bloom” event is that sometimes people come in and don’t know it’s going on – and then they look around and they see all of these books and the flowers and the arrangements – and they think “This is so beautiful ... How come I didn’t hear about it?” We try to

put this stuff in the paper so that people can be aware and they can come in and kind of make an hour of it – free. You know, you can just come in and enjoy yourself. What I’d like to see happen … this event is open to the public – and people need to know that they don’t have

And they never had any color; it was always just white flowers at the time, but I had violets in my wedding bouquet.

Q: What are your hopes for this event?

DiMilla: I was hoping that a lot of people would come in and view the flowers …

Q: I mean, as far as the future, looking ahead?

DiMilla: Oh, I think it will continue because the library is completely behind it. They enjoy it and they like the fact that people come in to see the flowers.

And maybe, they get their library card. The event keeps growing.

It’s a community thing, and I think we show pride in our town.

Q: The library is kind of a happy, nurturing place.

DiMilla: Yes. We’re [the Saugus Garden Club] partners with the library with this. It works out very well: They have been very good to us and we’ve been very good to them. The New Friends of Saugus Public Library have cosponsored the event with the Gar-

Some citizen concerns There is still time for Town officials and citizens who want to make their voices heard at the Annual Town Meeting in May to submit something in writing. The Saugus Board of Selectmen have announced they will close the Annual Town Meeting Warrant at their April 11 regular business meeting. Anyone that may have an Article to be inserted into the Annual Town Meeting Warrant may submit the Article with the appropriate number of signatures to the Selectmen’s Office or may bring it to the April 11 meeting.

Work off your taxes Town Meeting Member William Brown has been calling on the paper to suggest that town officials follow through on Article 21, which he said the Annual Town Meeting approved back in May of 2014. The article would allow senior citizens to do volunteer work for the town to help pay off part of their tax bill. “The town would take the pay they would normally get and apply it to their real estate taxes,” Brown said.

Not a bad idea. There are probably all sorts of projects that could be tackled by town residents who wouldn’t mind a little volunteer service in return for a reduction in their taxes.

What’s acceptable solid waste/recycling materials?

The town’s Solid Waste and Recycling Department Coordinator, Lorna Cerbone, would like to remind residents that the following materials are recyclable and may be placed curbside for collection each week: paper, cardboard, pizza boxes and mixed containers, such as glass, tin, plastic cans, various

containers and jugs. All cardboard boxes should be broken down to 3’ by 3’, and pizza boxes and mixed containers should be clean.

The following materials may not be recycled through the Town’s curbside collection service: • Plastic bags and film wraps – can be recycled at a local food store, Walmart or Target.

• Styrofoam – should be placed in the trash.

• Clothes hangers – can be given to dry cleaners.

• Plastic hoses – dispose in the trash.

• Rigid plastics and kids’ toys – may be recycled at the drop-off site located behind 515 Main St. • Scrap metal – can be recycled at the drop-off site.

“Due to recent international recycling restrictions, our local collection facility is no longer able to recycle materials in plastic bags,” said Cerbone. “We encourage residents to recycle their plastic bags at your local supermarket or retailer.”

It can be anybody; it can be children; it can be adults; it can be members; it can be your grandchildren; it can be anybody. It doesn’t have to be somebody from the club, so that’s the thing that I like: that we do invite the whole community to be involved. And my favorite flower is the iris, which is the Garden Club’s flower.

Q: The official flower of the Saugus Garden Club?

Abber: Right. The official flower of the Garden Club and that’s my favorite.

Q: So every Garden Club has its own flower?

Abber: I don’t know. I think so.

DiMilla: That’s why on our stationery we have the iris up there.

Q: I guess on Nantucket it would be the daffodil, then.

DiMilla: I guess so. Are you from Nantucket?

Q: No, but I spent three years out there when I was editor of The Nantucket Beacon weekly newspaper. I used to look forward to the island’s annual Daffodil Festival held every April.

My favorite event was the parade, which featured cars, small floats and people – all decorated with daffodils. It all started because of more than 40 years ago when the women of the Nantucket Garden Club bombarded the island with daffodil bulbs. They did this because the local deer population would go after the tulip bulbs – but not the daffodils. You know, it would be a pretty neat project to see the Saugus Garden Club plant daffodil bulbs all over town. What a sight that would be in the spring.

So what makes the Saugus Garden Club special?

Abber: I have been with the Garden Club for 10 years. And the people who belong are just amazing. They will give you the

Q: Donna? What’s your vision for this event?

Manoogian: This is our fourth year doing “Books in Bloom.”

And, as Lorraine said, she had seen it at Wakefield. And I researched it through the Dracut Garden Club, and I talked to the president up there, and they had limited it to members only. They had arrangements done in a workshop at the library, and they had it only in the center of the library, and I believe there was a charge to enter. It was a fundraiser. But for us, we’re a lot more casual. And I sit on the board of the New Friends and we discussed it, and I asked if they would like to be a part of it. Before we started it, we opened it to the public and we wanted anybody to participate. And one of the rules was that there would be at least one flower – one actual plant – in your arrangement. It could be artificial; it could be plastic; it could be silk. But there had to be something that was in the exhibit. The whole idea is you make an arrangement and put it next to your book, and it depicts either the title of the book, what the book is about or even the cover jacket of the book … so that when someone looks at it, they can tie in a thought or vision of your arrangement with the book that’s next to it.

We started out four years ago, as Lorraine had said, with some folks from the Middle School who participated. We had a contact there and we ran a small workshop, and the children kind of caught fire with it. We had, I believe, eight arrangements that year. And we haven’t had arrangements from them for the past two years. But it’s picked up in the children’s room at the

library. And, as Lorraine mentioned, Youth and Nature is the program that’s run by the Garden Club. And it’s a weekly program with the children. It turns out to be mostly preschoolers and early grades of the children who come, and it’s a weekly program in the summer where they do the garden out front of the library – vegetables and flowers. And there’s a project. And in the winter, it is once-a-month.

So this month was to be a workshop on helping them to their “Books in Bloom.” And a lot of the children said, “I did this last year.” So it’s growing. I like to use the word “growing.”

Q: You have planted the seeds.

Manoogian: Yeah, we’ve planted the seeds. And they [the children] don’t know exactly when it’s coming up, but when they see the signs, they’re familiar with it [“Books in Bloom”].

And what’s my vision? To make people familiar with it so they look forward to it and they’re participating. So we had at least 12 of the children participate. And that program – Youth and Nature – is run by very dedicated Garden Club members.

There are three or four of them who come every month in the winter and every week in the summer. And it’s a great representative of the Garden Club.

They even won a statewide award for their work with the youth. So that’s how we continue this “Books in Bloom” event.

Q: Do you see it, eventually, with so much interest, having to go across the street [Town Hall]?

Manoogian: No. I see it always in the library. And the first year we came up with a lot of rules, and then we said, “Let’s just go loose with it.” A real flower show has very strict rules – you have to identify every plant in your arrangement – very strict. The Saugus Garden Club was one of the very few garden clubs around that did a flower show almost every year – with rules and judges.

But with “Books in Bloom,” there is no judging; there’s no critiquing; there’s no awards. It’s just “How do you interpret it?” The people who think they can’t do it … they come in and they get a little bit of help, and they’re kind of happy with their arrangements. This is our fourth year.

Berg: When members of the Garden Club had these strict competitions and we were all competing against one another … members would still help each other.

Manoogian: That was when it was held in the Senior Center, where we needed a lot of room. … But in here [the library], I don’t see us ever outgrowing the place.

Q: What’s your favorite flower?

Manoogian: Well, I was thinking about that – and I love Randy’s answer [the iris, the official flower of the Saugus Garden Club] – but I think my answer

would probably be the run-ofthe-mill carnation, because it’s so dependable. It lasts so long; you can dye it; you can stick it in any color you want.

Abber: May I interject that Saugus used to be “The Carnation Capital of the World”?

Manoogian: That’s right.

Abber: People would come to Saugus for their carnations. The White House would come.

DiMilla: Syms Carnation on Morton Street was the biggest greenhouse, but there were a couple of others right near it.

Q: What’s the most popular flower that’s used in the exhibits at “Books in Bloom” events?

DiMilla: It’s hard to say – carnations or daisies.

Manoogian: We should make it clear that they donated for the children’s arrangements, not the adults. And they donated all kinds of flowers. They have been great. They donated 25 bouquets.

Q: Do you foresee this event one day becoming the marquee event of the Garden Club?

Manoogian: No. I think our marquee event is our annual fundraiser at the Town Hall.

We used to have it where we have our regular meetings at St. John’s. Last year I think we had at least 175 at the Town Hall [in the second floor auditorium]. That’s the flagship [event], I think. We have a speaker. We have the best refreshments around. And we had about 30 raffles. It’s a big deal.

This event – “Books in Bloom” – to me, is low-key, and after four years, it’s almost running itself. We do all of the advanced stuff for the entries. We make sure there are notices around town, and then we have these cards where everybody has their name on the exhibit. Everybody who participates has a name card with information about the entry and the title of the book in front of the exhibit; it’s not anonymous. And at this point, we don’t have strict rules.

We invite the public to participate and it’s friendly. And it’s not a lot of work [by event organizers] in the preparation. So I think this will go on for many years. I can’t see this ending. We do it with the New Friends.

Q: Hypothetically, what happens if somebody in the Saugus Public Schools has somebody with a green thumb who gets active in promoting “Books in Bloom” one year and it takes off, and all of a sudden, you’ve got a lot of students who are participating?

Manoogian: We won’t outgrow this space [in the library].

Never. Not in our lifetime.

Q: So you have ample space available for future growth?

Abber: Yes, we can just bring in tables and open them in this room [the library’s Communi-

ty Room].

Manoogian: Which we did when we had our flower show at the Senior Center. It was lined up with row after row after row of standard tables.

Q: Anything else that you would like to talk about?

Manoogian: We’re connected with SAVE – Saugus Action Volunteers For The Environment – and every year they give a scholarship. And they’ve had some very worthy candidates and not enough money, so last year was the first year that we offered a scholarship. They [SAVE] did all of the work. They vetted the candidates and they made recommendations, and we gave a $500 scholarship, which is not a lot of money for college. But it lets them [recipients] know that the Garden Club is grateful that they’re going into horticulture or something in the environment.

Q: And let me ask you … What would you like the Saugus Garden Club to be known for? The many things it does in the community? How many members?

Abber: 62 members and growing. We just got an application for a new member.

Q: What’s the age range?

Manoogian: I would say we go from mid-30s to mid-90s, and age doesn’t matter. Everybody is friends.

Q: Do you have men in the Garden Club?

Manoogian: Occasionally.

Currently, no.

Abber: They’re not excluded.

They are welcomed. We had a couple of guys who only stayed for about six months.

Manoogian: They were new to Saugus, and they were trying to get their feet wet and get an idea of what’s in the community.

Abber: They were nice guys.

And we had one guy who was a commercial person who was in for a couple of years.

Manoogian: Yeah. Men are welcomed.

Q: Anything else that anyone would like to share about “Books in Bloom” or the Saugus Garden Club.

Manoogian: The club is 73 years old.

Berg: The Garden Club is one of the few organizations in the community that just about gives everything back to the town. We do our fundraising and spend our dues. All the money we raise goes back to the town, where it’s needed that we can see. And it’s enjoyable to belong because all of the members are so giving.

Manoogian: I would like to mention a few of the upcoming events.

• First, our annual fundraiser.

It’s been changed this year from April 18 to May 16, at 6 p.m. in the auditorium at Saugus Town Hall. This change was done to accommodate the busy schedule of our guest speaker, Paul

NEW SEXUAL HARASSMENT POLICIES IN THE HOUSE (H 4291) House 151-0, unanimously approved a measure that requires the House to promote the safety and respectful treatment of all members, officers, interns and employees of the House, and all third parties, by establishing uniform procedures for making and receiving complaints of harassment and initiating, conducting and concluding investigations into complaints of harassment.

The measure states the House is committed to providing fair and equal opportunity for employment and advancement to all employees and applicants.

It also spells out a specific procedure for handling sexual harassment cases and prohibits anyone from retaliating against a person who has complained about harassment or participated in an investigation into an allegation. Other provisions include employing a full-time Equal Employment Opportunity Officer and a full-time Director of Human Resources.

Despite the unanimous vote, there was heated debate on the House floor. Rep. Diana DiZoglio (D-Methuen) told her personal story about how she was sexually harassed in 2011 by many people at the Statehouse following an incident. She was working as a House aide when rumors began to spread about alleged inappropriate behavior with former Rep. Mark Cusack in the House chamber late one night during a party at the Statehouse. An investigation

by Speaker Bob DeLeo’s office in 2011 found that nothing inappropriate had occurred but DiZoglio’s boss decided that the rumors had become too much and he asked her to find employment elsewhere.

“But on my way out the door I was hit with another surprise, the speaker’s office would not release my six weeks’ severance pay unless I signed a non-disclosure agreement including a nondisparagement agreement that legally bound me from discussing what had happened and from criticizing any past, present or future elected members of this House,” DiZoglio said.

“I hesitated for days because I did not want to sign this document. With my money running out quickly, however, I didn’t feel

I had another option, so I signed under duress.”

“No member, officer or employee of the House of Representatives should be subjected to the sort of treatment described by Rep. DiZoglio,” said DeLeo in a written statement e-mailed to reporters while the debate was taking place. “To be clear, yesterday was the first time that I or any member of my staff, House Counsel’s Office or House Human Resources heard of the harassment Rep. DiZoglio experienced after the incident that occurred in the House Chamber in April of 2011.”

DeLeo said DiZoglio was fired by her boss despite being instructed to the contrary and that she was represented by an attorney when a severance agreement was drafted. “To hear now that she did not want to agree to the terms of the termination and severance agreement is troubling,” DeLeo’s statement said.

“Her attorney competently negotiated the agreement on her behalf and we presumed that his client was in agreement with the terms.”

Things got more heated when Rep. Angelo Scaccia (D-Boston), the longest serving House member, taunted DeLeo. “Mr. Speaker, Come out. Come out of your office and chair.”

“Mr. Speaker, you’ve been getting away for too long in this House with the sound of silence,” Scaccia said, using references to the hit Simon and Garfunkel song. “This House should call up the attorney general of this commonwealth and let her find out what happened in the past to bring about the present.”

Scaccia called Thursday’s session “an absolute charade” and said he had heard of harassment on Beacon Hill many years ago.

“Madame Speaker,” Scaccia said to Patricia Haddad (D-Somerset) who was presiding over the session. “You’re not going to tell me that the speaker of this House found out about this issue a couple of days ago.”

The speaker’s office confirmed that 33 fired House employees were offered a small severance payment in exchange for executing a written agreement. The speaker’s office said the House “has not paid any money to settle a complaint of sexual harassment/misconduct brought against or by any member, officer, employee or third party” since DeLeo was elected speaker in 2009.

SOCIAL MEDIA PRIVACY PROTECTION (S 2320) Senate 36-0, approved and sent to the House a bill designed to protect students and employees from being forced or bullied into providing schools and companies with information about and access to their social media accounts.

Provisions prohibit any school from requiring a student or applicant and an employee or applicant to disclose photographs, videos, a user name, password or other means of access to a personal social media account; allows an aggrieved student or applicant to bring a civil suit against the school for violating these new laws;permits the attorney general to investigate any violations by employers; and permit schools to disclose lawfully obtained information from a student’s personal social media account to law enforcement to protect against immediate danger of death or serious physical injury to a student or other individuals.

Supporters said that a growing number of employers and schools are demanding access to the social media account of students and employees and prospective students and employees. They argued this is an invasion of privacy that should not be allowed in the Bay State.

How to Choose a Memory Care Unit Dear Savvy Senior, My mom has Alzheimer’s disease and has gotten to the point that she can’t live at home any longer. I need to find a good memory care residential unit for her but could use some help. Any suggestions?

Exhausted Daughter Dear Exhausted, Choosing a good memory care residential unit for a loved one with Alzheimer’s disease is a very important decision that requires careful evaluation and some homework.

Most memory care units, sometimes called special care units, are housed within assisted living or nursing home facilities. At their best, they offer staff extensively trained in caring for people with dementia, individualized care that minimizes the use of dangerous psychotropic drugs, a home-like environment and activities that improve residents quality of life. But at their worst, they can offer little more than a locked door. Here are some steps that can help you find a good facility and avoid a bad one.

Make a list: To identify some good memory care residential units in your area ask your mom’s doctor for a referral, and use the Alzheimer’s Association online tool at CommunityResourceFinder.org. Make sure the facilities on your list are close to family members and friends who can visit often, because residents with frequent visitors usually get better care.

Research your options: Once you’ve made a list, contact your local long-term care ombudsman (see LTCombudsman. org). This is a government official who investigates assisted living and nursing home complaints and can tell you which facilities have had problems in the past.

If you’re looking at a memory care unit within a nursing home facility, use Medicare’s nursing home compare tool (Medicare.gov/nursinghomecompare), which provides a 5-star rating system.

Call the facilities: Once you’ve identified a few facilities, call them to find out if they have any vacancies, if they provide the types of services your mother needs, what they charge and if they accept Medicaid.

Tour your top choices: During your tour, notice the cleanness and smell of the facility. Is it homey and inviting? Does the staff seem responsive and kind to its residents? Also be sure to taste the food, and talk to the current resident’s family members, if available.

Also, find out about staff screening and training procedures, their turnover rate, and the staff-to-resident ratio. They should have at least one staff member for every five residents.

Make sure the facility offers quality activities that can keep your mom engaged, even at night when she may be awake.

Ask how they respond to residents who may wander or become aggressive. If the answer is locked doors and antipsychotic drugs, that’s a red flag.

Because transitions can be unsettling for dementia suffers, make sure that your mom will be able to remain at the facility for the foreseeable future. And find out what, if any, health conditions might require your mom to leave the facility or move to a higher and more expansive level of care.

It’s also a good idea to make multiple visits to the facility including an unscheduled visit at night or on weekends when the staff is more likely to be stretched thin.

To help you evaluate your visit, the Alzheimer’s Association offers a checklist that you can access at ALZ.org/residentialfacilities.

Paying for care: The national average costs for memory care within an assisted living facility is over $5,000 per month, and over $7,500/month for nursing home care, but costs can vary widely depending on your location. Since Medicare does not cover long-term care, most residents pay for care from either personal savings, a long-term care insurance policy, or through Medicaid (if available) once their savings are depleted.

DiMella said. â&#x20AC;&#x153;Having the Narcan available is a big plus in lowering the deaths. Nothing is acceptable. But Iâ&#x20AC;&#x2122;m glad weâ&#x20AC;&#x2122;re seeing a downward trend. I hope itâ&#x20AC;&#x2122;s zero next year. The Narcan has saved a lot of lives,â&#x20AC;? the chief said.

Overall, drug violations decreased from 174 to 131 in 2017, according to the report.

DiMella said he is confident that the overall report shows â&#x20AC;&#x153;weâ&#x20AC;&#x2122;re working hard to make a safe community for the citizens of Saugus.â&#x20AC;? â&#x20AC;&#x153;Sure, Iâ&#x20AC;&#x2122;d like to see zero rapes and zero overdoses.

The chief noted that calls for services dropped from 12,988 in 2016 to 12,098 last year â&#x20AC;&#x201C; a drop of 890. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s a good thing, and that probably contributed to the less calls for criminal citations,â&#x20AC;?

DiMella said, noting the sharp decrease from 611 (criminal citations in 2016) to 396 last year â&#x20AC;&#x201C; a decrease of 215. Citation arrests dropped from 178 to 109

over that period.

Civil violations dropped from 756 to 303 â&#x20AC;&#x201C; a whopping reduction of 453. The fine total for these citations prior to court settlement was $26,365 during 2017, compared to $66,265 during the previous year.

Car crashes still a concern Saugus police investigated 542 motor vehicle accidents during 2017 â&#x20AC;&#x201C; 27 more than the previous year, when the department responding to a whopping 25 percent increase.

There were two fatal motor vehicle accidents in Saugus during 2017, one more than the previous year. â&#x20AC;&#x153;The main thing is on Route 1, mostly on the overpasses where people pull out â&#x20AC;Ś Every year, the majority of our accidents are on Route 1. We have 150,000 people a day traveling down Route 1. Thatâ&#x20AC;&#x2122;s a lot of vehicles and pretty much stays steady,â&#x20AC;? the chief said.

Reported shoplifting dropped from 304 during 2016 to 183 last year. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s hard to say why that is,â&#x20AC;?

DiMella said. Police really have no control over shoplifting incidents because stores have their own security. Whether the decrease reflects an increase in store security cameras is not clear. Stores may handle shoplifting investigations internally without police involvement.

There were 687 parking tickets

issued for $86,000 in fines last year, compared to 826 parking tickets issued for $87,275 over the previous year.

Police initiated 1,869 incident reports and made 308 arrests last year. During 2016, police initiated 1,958 incident reports and made 379 arrests. Police served 120 restraining orders last year â&#x20AC;&#x201C; 30 fewer than the previous year.
