A RARE FEBRUARY RUN: Saugus native Stephen Boudreau says he’s been running the trails at Breakheart Reservation for more than half a century, but can’t recall consecutive days in February – like this past Tuesday and Wednesday – when unseasonably warm weather gave him the pleasure of an outdoor run when he’d normally be doing his daily workout inside, at the gymnasium or on the basketball court. With temperatures hovering in the high 60s on Tuesday and climbing into the low and mid-70’s on Wednesday, kids on their February vacation made the most of their time outdoors, dressed in t-shirts and shorts, as they walked, hiked and cycled across the trails through the woods. “I’ve been coming here for two years – mostly in the summer,” Zuleyka del Valle of Lynn said as she sat with friends and relatives on a blanket spread across the ground, enjoying a pizza picnic. “The weather is

Saugus native Stephen Boudreau – a fit and frequent visitor who has been running the Breakheart trails for more than half a century – said this week was probably the best February running weather he ever encountered. “I can never recall the weather being this great in February. It’s either too windy or too snowy,” said Boudreau, after completing a 70-minute run over the trails. “I’ve been running up here since I was 15 years old, and I’m going to be 71 in a couple of months. And I’ve never

inance Director & Treasurer/Collector Wendy A. Hatch hailed Wednesday night a “historic evening for the Town of Saugus as she addressed the Board of Selectmen on the town reaching a record-setting borrowing milestone. “Nine agencies put in bids,” Hatch told the Board of Selectmen. “That’s historic,” she said, noting that so many financial institutions were interested in loaning the town money – confirmation that financial institutions have confidence that the town has “strong economic capacity to repay the debt.” After a briefing by Hatch, selectmen voted unanimously to approve the borrowing of $65,745,000 in general obligation bonds for four major projects: • $63.2 million for the new High School/Middle School • $1,164,500 for capital improvements to the Lincoln Avenue Sewer Pumping Station • $820,000 for the Elm Street Drainage project • $615,500 for a new fire en-

gine The winning bid was offered by Bank of America Merrill Lynch, with a rate of 3.491287%, according to the documents Hatch presented to the board. The town accepted bids on the General Obligation Purpose Loan of 2018 Bonds in the amount of $67,845,000. Under recent changes in the Municipal Modernization Bill, the town was able to reduce the loan amount to be repaid to $65,745,000. “If everything goes according to plan,” the ribbon-cutting ceremony for the new combination Middle School-High School project is set for September of 2020, Hatch told selectmen. “Well this is so exciting and historical for the Town of Saugus!” Hatch wrote in the cover letter to the package she presented selectmen Wednesday night. Board of Selectmen Chairman Debra Panetta noted that the town has come a long way to improve its financial stabili-
