he Everett Public Schools (EPS) has implemented a new model for delivering counseling services that is enabling the district to simultaneously help more students and save money at a time when every dollar is stretched to its limit.

Monies will also go to a Dual Enrollment grant program that will allow for Everett students to simultaneously enroll in college courses and earn course credit while earning their high school diploma. The state grants act as subsidies so that students can earn college credit at a much lower cost.

This program will serve as a designation for careers that are in demand and a focus within the United States. These funds aim to improve job-training that will prepare both high school and college students for in-demand careers in information technology, health care, manufacturing and much more. Everett High School students have started to work at Now Business Intelligence (NBI) in Everett Square to be the next generation of employees working in the information strategies and software solutions field.

DCR unveils design for Mystic River pedestrian and bicycle bridge ast week the state Department of Conservation and Recreation (DCR) and the City of Everett hosted a public meeting that unveiled the design for the Mystic River pedestrian and bicycle bridge.

This bridge will connect Everett, Somerville, Boston and other communities connected by the Northern Strand Community Trail. Further extension of the path to Wynn Boston Harbor and over the Mystic River to Assembly Row will transform the regional bicycle and walking network, allowing residents throughout Everett and the North Shore to walk or ride to downtown Boston safely.

by WBZ-TV on bus lane A national model for other communities ast week Mayor Carlo DeMaria was interviewed by WBZ-TV about Everett’s bus lane. In early December 2016, the City of Everett launched a bus-only-lane pilot program on Broadway, which has become permanent and a national model for other communities.

Mayor DeMaria and his administration established this time-saving feature to allow buses to make additional trips that would reduce the frequent overcrowding that occurs on these routes.

While similar bus lanes exist on other parts of the MBTA bus system, the Broadway example is the first one outside Boston.

The bus-only lane was a part of the Everett Transit Action Plan, which explored a number of ways to improve Everett’s transit accessibility and reliability. The DeMaria administration was pleased to see the dramatic and positive impact of the bus lane in expediting both vehicle and bus travel and has started to introduce similar lanes throughout Everett.

In June, the City of Everett was awarded a grant by the Massachusetts Gaming Commission for $150,000 that will provide funding for the preliminary design and engineering of a bus-only lane on the west side of Broadway/Route 99 from the Everett city line to Route 16/Sweetser Circle, a primary traffic corridor for expected casino-related traffic. The DeMaria administration will also launch a similar lane on Main Street and will be studying feasibility for a bus-only lane on Chelsea and Ferry Streets.

he following letter, which was written by the mother of three Everett Public School students, was sent to Superintendent of Schools Frederick F. Foresteire on February 15. In it she details the tremendous progress her son has made under the direction of the district’s Special Education Department and, more recently, by utilizing the innovative Wilson Reading Program. The name of the parent is being withheld to protect the privacy of the student.

Good afternoon Mr. Foresteire, Mr. Obremski and Mr. Shaw, I am a parent of three children in the Everett Public School System. I wanted to share with you another success story coming out of your schools regarding my son.

My son diagnosed with dyslexia in the second grade. We knew there was something going on throughout Kindergarten and First Grade, but not being familiar with dyslexia at the time, it was difficult to pinpoint. We tried multiple strategies and for a long time, the walls in my house were plastered with alphabet posters and sight words, we hired a tutor, we spent hours on homework … all with the same results. Tears and frustration were a major part of our life. My son that loved to learn began to hate school.

We created an IEP for him that took effect in the Second Grade and despite that, we still struggled and his reading was not improving. In Third Grade, his Lexile level was 0. I watched as my son’s confidence fell, he stopped trying because despite working so hard, it never seemed to get him anywhere. He began counseling and the best way to describe him was depressed. It impacted his peer relationships because he classified himself as stupid or dumb, he refused to participate in class activities because he was self-conscious … he became very much aware that he was different and didn’t want to be.

In the fourth grade, I learned about the Wilson Reading Program and when I inquired about it during an IEP meeting was informed that it was now available at my son’s school. A Special Education teacher at my son’s school arranged for an evaluation and he was found to be eligible for the program. I had no idea that day would prove to be one of the most impactful in his life.

My son made great progress through the Fourth Grade, with three sessions of Wilson per week, but he was still not independently reading. It was almost a phobia at that point.

Slowly we started to notice him quietly sounding out signs as we drove by them. This may not sound like a big deal, but it was huge for us. He quietly gained confidence. We would find Dr. Seuss books on his bed and he asked for help less and less on his homework.

He is now in Fifth Grade and an almost entirely different child.

Well, you would think so if you did not know my son before First Grade. His Lexile score has gone up over 500 points since last year.

He is devouring books and continues to push himself. His confidence is fueling his progress and he is excelling in Science and Social Studies. If you were to ask him (and I have) what the difference is, he would tell you the Wilson Reading Program.

He credits Wilson for being able to read. I credit Wilson for giving me my curious, thoughtful, confident boy back. While he is not yet on grade level, he is quickly moving to close the gap, a gap that I began to think was insurmountable. Panic has been replaced with pride and gratitude.

I understand that a lot of decisions will be made in the coming weeks and months. I stood with the teachers, students and parents at City Hall on Monday night. I can’t imagine the difficulty your Administration faces. As a parent, I would ask that you strongly consider what would be lost if the Wilson Reading Program were to be among the programs cut. The ability to read and access information independently is critical, as I know you know. Having access to a research-based program that incorporates multi-sensory instruction is what has made the difference to my son and to my family. I know we are not alone in feeling that way.

My child is our success story and he is not done yet!

Finally, I have to say thank you.

So many families have had to fight for what my son has been given, hiring lawyers and seeking placements out of district.

I hear it all the time and have been so grateful for our Special Education team and instructors.

I speak with people who prepare for an IEP meeting like it is war, while my son’s last IEP meeting was a celebration of all that he has achieved and a collaborative planning session for how much farther he will go. I can’t describe what that means to me.

Using image and story to build a healthier, more equitable food system in Everett verett-based food justice organization Everett Community Growers (ECG) is convening a small group of Everett residents to share their experience of Everett’s food environment through a camera lens. Participants are taking to the streets as community photojournalists and capturing images that tell stories about issues in Everett’s food system, and features that make it great. They’re doing this to identify ways to improve health and racial equity in Everett’s food system. With their cameras, they will look into issues related to food insecurity, urban agriculture and community gardens, food workers and businesses, school food, and cultural diversity.

“It will be refreshing to see a variety of perspectives people have as they take pictures throughout the city,” said local photographer and project member Katy Rogers.

toVoice approach, which employs photography as a way to inform about positive changes in the community. With their photos arranged around them, the group will reconvene in March to discuss what positive changes could address some of the issues they uncover.

“We are really excited about the PhotoVoice project, because it builds on past projects we’ve done to collect and share our growers’ personal stories and reasons for gardening,” remarked ECG Development Coordinator Emily Nink. “This project goes further, enabling critical dialogue and knowledge sharing between Everett’s community leaders, who we ultimately look to for guidance on how to change the local food system.”

outdoor photo exhibit at the Northern Strand Community Farm and Trail. This exhibit will convey emotion, mood, narrative, ideas and messages that promises to increase health outcomes and civic engagement among Everett residents.”

The project will culminate with an outdoor photo exhibit at the Northern Strand Community Farm and Trail in late spring. The community will be invited to view the photos and stories and join the conversation about making improvements to Everett’s food system.

Those interested in taking photos of their own can enter into the Everett Food Culture Photo Contest. The photo contest will run parallel to the PhotoVoice project and will ask participants to take photos that celebrate food in Everett. One winning photo will be chosen to be displayed at an outdoor photo exhibit in late spring.

Photo submissions can be made through March 30, 2018.

In 2015 and 2016, roughly 100 EPS students required mental health counseling

during the school day as part of their Individualized Education Program (IEP). The 10 adjustment counselors (plus one supervisor) working for EPS at that time could not accommodate all 100 students. To handle the overflow, students were seen by professionals at Eliot Human Services on Chelsea Street, where the waiting list was up to two months.

In 2017, Eliot clinicians were

placed in Everett’s schools. The adjustment counselor positions were eliminated, and funding for counseling was outsourced to insurance. The results are that students receive longer counseling sessions; support is available after school, on weekends and during vacations; and therapeutic mentoring and family support services are provided through the Commonwealth’s Children’s Behavioral Health Initiative.

“Most significantly of all, the number of students receiving mental health counseling in our schools has swelled from 100 to 440,” explained Dr. Baldassarre. “There are no wait lists. And in Eliot we have a partner that boasts a multidisciplinary staff of professionals who serve the most vulnerable students in our district.”

According to numbers outlined during Tuesday’s School Committee meeting, the new model saved EPS $734,866 in

“I commend Dr. Baldassarre for the strides he’s made since he joined our district,” said Superintendent of Schools Frederick Foresteire. “He’s continually trying to find ways to do things better and more efficiently, but never at the expense of our students’ health and well-being.”

Special Education funding has been in the spotlight in recent weeks, as EPS has taken successful steps to address an $8.3 million budget gap.

Unanticipated costs are at the heart of the issue, including $1.5 million in Special Education expenditures that could not be factored into the fiscal year 2018 budget. Specifically, in 2018 alone, EPS has added 30 students who require out-of-district placement for programs and services, with per-student costs range from $45,000 to $345,000.

“It’s important for people to understand the stresses that

puts on our budget – to recognize that there are things that are out of our control,” Dr. Baldassarre said. “But it’s equally important to convey that we’re taking steps to ensure that improved services and results are not always associated with greater expenses.”

In addition to the new counseling model, EPS points proudly to the Devens School, a fully accredited Special Education day school that opened in 2013. This year, the Devens has an enrollment of 64 students, 53 from Everett and 11 from other districts, generating $383,383 in revenue. If the 53 Everett students were placed out-of-district, the total tuition costs would top $2.8 million and transportation fees would be more than $1 million. Dr. Baldassarre reported that, between the Devens School and the revamped Preferred Provider Model, the total savings in fiscal year 2018 are $3 million.

The legislation updates the framework for the implementation of a freeze and related communication, including the following: • Modernizes the current law by allowing consumers to request credit freezes electronically or by telephone.

• Requires clear and accurate disclosure to consumers of basic information about credit freezes.

• In the event of a security breach, mandates credit agencies to place a security freeze on a consumer report within one day of an electronic or telephone request, and within three days of receipt of a written request.

• Requires credit agencies to send confirmation of the security freeze within three days.

• Requires credit agencies to lift a security freeze within three days of a written request and 15 minutes of an electronic/phone request.

• When a consumer requests a freeze, requires national credit reporting agencies to inform consumers of other reporting agencies that may have files on the consumer. They must also inform consumers of appropriate websites, toll-free numbers and mailing addresses that would permit the consumer to place additional freezes.

For the first time in Massachusetts, this legislation establishes specific guidelines for parents and guardians to freeze accounts of children under the age of 16 and incapacitated individuals.

The legislation also updates notification guidelines for breached entities and third-party affiliates: • Breached entities must provide consumers with immediate notice and timely updates.

• After receiving notice of a breach, the Office of Consumer Affairs and Business Regulation must post notice online within 24 hours. Additionally, the Attorney General must provide information online to consumers regarding the breach.

This bill also updates current law to require companies and organizations to obtain consent before running a credit report.

Tide boys’ hoops team captures NEC crown with fabulous 19-1 record

By Julian Cardillo he Everett High School boys’ basketball team will head into the postseason in style. Everett concluded the regular season 19-1 and won the Northeastern Conference (NEC) with a pair of victories over the long weekend. On President’s Day, they took down Lynn English for the second time this season, winning 69-62. Monday’s result came on the heels of another big win at St. John’s Prep, Everett emerging victorious, 83-70.

“We knew the last few games of this season were going to be challenging,” said Everett standout Ghared Boyce. “We want to be prepared for the postseason so we can have success in the tournament.”

Much of Everett’s offense runs through Boyce, who is eyeing hitting 2,000 career high school points before he graduates. It would be foolish to bet against him as he continues to total upwards of 25-30 points each game. Neither St. John’s Prep nor Lynn English were able to contain him. Against the Eagles, Boyce recorded 31 points and hit 14 of 16 free throws. The Prep had a sixpoint lead during the fourth quarter, but Boyce helped turn the tables.

On Monday, Boyce added another 36 points to his till.

By Julian Cardillo he Everett girls’ basketball team’s winning streak ended last Thursday night against Lynn Classical. Classical emerged victorious, 61-31, bringing the Crimson Tide to 13-5.

Everett started strong, jumping out to a 12-3 lead in the first quarter. The Rams rallied and went on a run of their own, taking a 17-13 lead into the second. To make matters worse, Yasmeen Guerrier, Everett’s top scoring talent, left the game due to a back injury in the second quarter. Guerrier went to the hospital for an Xray, which turned out negative. Classical took advantage of the Crimson Tide’s depleted offense.

Everett coach Tammy Turner said Guerrier would take some time off to recover but could factor sparingly in the team’s final regular season games. She expects Guerrier to be at the state tournament, which begins next week.

The Crimson Tide will learn their tournament fate Friday; the team should garner a home game in the opening round.

Souffrance earns three track medals at state championship

Souffrance earned three medals on the day: He took third in the 55-m dash, logging a time of 6.65 seconds; he finished eighth in the high jump, leaping 20'3"; he anchored the 4 x 200 relay, which took sixth place with a time of 1:34.09. Souffrance raced the relay with Clarence Jules, Widman Laterion and Mac Shillingford.

Winners will receive trophies.

Mayor DeMaria stated, “We wanted to design a tournament that offered our young people with an exciting opportunity to enhance their individual and team skills.

The intent of this format is to provide a fun, competitive learning environment for all players.”

He is excited for this inaugural tournament to begin and hopes to create a new tradition.

DiDomenico votes to pass bill funding state capital facility repairs and improvements Legislation includes $3.5 million for Everett facilities OSTON – Senator Sal DiDomenico and his colleagues in the Massachusetts Senate recently voted to authorize up to $3.65 billion in bonds for repairs and improvements of capital facilities across the Commonwealth. Spending authorizations in the bill include bonds for state university and community college campus improvements, public safety and security facilities and clean energy and efficiency programs. Senator DiDomenico sponsored two amendments to the bond bill for repairs and renovations in the city of Everett, totaling $3.5M. “This bill will go a long way towards helping municipalities across the Commonwealth make significant revitalization and economic development improvements,”said Senator Sal DiDomenico (D-Everett), Vice Chair of the Senate Committee on Ways & Means. “I am also happy to report that after working closely with representatives from our community to identify our needs, I was able to secure crucial funding for my district, including $2.5M for renovations of the old Everett High School and $1M for repairs to the Parlin Library roof.”

“This bill invests in capital projects across the state, to ensure our state facilities are well-maintained and well-equipped to best serve our residents and communities,” said Senator Karen E. • $500 million for public safety and security facilities; • $475 million for state university and community college campus improvements; • $475 million for the University of Massachusetts system campus improvements; • $193.4 million for a municipal facility improvement grant program; • $150 million for the Accelerated Energy and Resiliency program, which develops and implements energy and water savings projects statewide; • $85 million for the Clean Energy Investment Program to improve the energy efficiency of state-owned facilities.

The bill also increases previous spending authorizations for University of Massachusetts, state universities and community colleges campus facilities.

In addition, the bill increases several project control and supervision, design and construction thresholds for the Division of Capital Asset Management and Maintenance, to keep pace with current costs of construction in Massachusetts.

The bill will now be reconciled with a version passed by the House of Representatives.

IMPUTED RENT INCOME AND PATIENT PAY AMOUNT n what was most likely the first case in Massachusetts involving the issue of having a nursing home applicant’s patient pay amount (PPA) increase due to an imputed rent income figure assessed by MassHealth, we were fortunate enough to not have to appeal on that issue. The PPA is the amount the nursing home applicant has to pay to the nursing home each month once approved by MassHealth. It consists of social security income, pension income, immediate annuity income, etc., less a personal needs allowance of $72.80 and less any health insurance premiums.

In our recent appeal involving an irrevocable trust, the hearing officer deemed the condo held by the trust not to be a countable asset. The trust contained a use and occupancy provision.

When we recently received MassHealth’s approval letter and its calculation of the PPA, there was no imputed rent income figure added on to the applicant’s PPA. We were certainly pleased with that result.

MassHealth has been attempting to argue that property held in trust can be rented and that the fair market value rent of the property should be added to the PPA. In our case, as part of our initial appeal regarding excess assets, we certainly argued that MassHealth must first deduct any and all necessary monthly expenses against this imputed “gross” rent income figure to arrive at “net” rental income.

We further argued that since

the applicant’s spouse was still residing in the condo, at best MassHealth should then be using a figure equal to 50% of the net rental income. Had MassHealth increased the PPA by several hundred dollars based upon this imputed monthly rent income theory, we may have not appealed on this issue due to a cost/benefit analysis. However, we did not have to make that analysis as MassHealth did not increase the PPA by $1.

We were also prepared to argue that in reality, there is no rental market based upon this set of facts. What would a ready, willing and able renter pay for the right to live in a condo with someone else’s wife still occupying it? The answer is no one. There is no such renter market in this situation.

The next case to keep an eye on is the situation where there is no spouse at home and the condo is empty. MassHealth may look to increase the PPA arguing that the condo could indeed be rented out to a third party. We’ll look to see if any case gets decided with that set of facts.

RIGHTS OF CONSUMERS ON CREDIT REPORTS (H 4232) House 152-0, approved and sent to the Senate legislation that would prohibit consumer reporting agencies, like Equifax, Experian and TransUnion from charging fees for freezing and unfreezing a person’s credit information. Under current law, companies can and have charged up to $5 per freeze or unfreeze. A freeze makes the report inaccessible until the consumer unfreezes it.

Since banks and other lenders require access to the borrower’s credit report before giving a loan, this greatly reduces identity thieves from getting a loan or credit in another individual’s name.

The proposal gained momentum following the 2017 crisis when from May to July the personal information including names, social security numbers, addresses, driver’s licenses, and credit card numbers of 145 million Americans was stolen from Equifax’s systems. Equifax didn’t reveal the breach until September and consumers lost valuable time to act.

Other provisions prohibit businesses from obtaining a consumer’s credit report without obtaining written, verbal or electronic consent from the consumer; shorten the waiting period to implement a freeze; allow consumers to request a freeze by phone or electronically; require notice of any breach to be sent out immediately even if the scope of breach has not yet been determined; require credit monitoring services to be available for one year for some consumers affected by a breach and establishes additional protections for minors and incapacitated adults.

EXPAND COMMUNITY COLLEGE TRAINING INCENTIVE PROGRAM (S 2297) Senate 35-0, approved and sent to the House a bill expanding the Community College Training Incentive Program. According to the state’s website, the program “encourages public community college training opportunities that promote workforce development, minimize the shortage of skilled workers and raise economic opportunity.

Grants are awarded through this program to expand vocationally oriented course offerings and develop partnerships with Massachusetts employers.”

Under current law the program is only available to “not-for-credit students.” The bill would expand the program to allow “for credit students” to take advantage of the program.

“While the commonwealth laudably helps not-for-credit students obtain job-related skills, no sound policy rationale exists for making a course for a biotechnology technician degree ineligible for a training incentive grant,” said bill sponsor Sen. Eileen Donoghue (D-Lowell). “Given the need to increase our talent pipeline, my legislation improves the status quo by expanding the program to include for-credit courses so that community colleges can more effectively educate our future workforce.”

Most people, after age 40 lose about one percent of their muscle mass each year, which really adds up over time. But study after study has shown that it’s never too late to rebuild muscle through strength training.

Regular resistance or strength training can help you build muscle strength, increase your bone density and improve your balance, coordination and stamina, and will help prevent falls. It can also help reduce the signs and symptoms of many chronic conditions too like arthritis, diabetes, high blood pressure, back pain, depression and obesity. And some studies even show that it helps improve cognitive function too.

Here are some simple ways to help you get stronger.

Getting Started After you get your doctor’s okay, consider working with a professional trainer or physical therapist for a few sessions to help you develop a safe and effective routine you can continue on your own. Or go to GrowingStronger.Nutrition.

To improve your strength you have to keep stressing your muscles, so you’ll need to exercise at least two or three days a week for 30 to 45 minutes, and increase resistance and the number of repetitions over time. But be sure you give your muscles a day off

between workouts. It makes the muscle stronger and more able to resist future injury.

Equipment If you work out at home you’ll probably need to invest in some equipment. While some strength training can be done using your own body weight (like push-ups, sit-ups and leg squats), hand weights, ankle weights, medicine balls, resistance bands or rubber tubing, are all great tools for strength training. You can find all these products at sporting goods stores, or online at Amazon.com for around $10 or less. Cans of soup, water bottles or plastic milk containers filled with water or sand can also be used (like small hand weights) for resistance.

Senior Classes If you don’t like exercising alone consider joining a gym, or call your local senior center to see if they offer any strength training exercise classes.

You should also check out SilverSneakers (SilverSneakers.com, 888-423-4632) or Silver&Fit (SilverandFit.com, 877427-4788), two fitness programs offered in thousands of fitness centers, gyms and YMCAs throughout the U.S. that offer special classes designed for older adults. These programs are available for free to seniors that have certain Medicare supplemental policies or Medicare Advantage plans.

Aerobic and Balance Exercises Some other good fall-prevention exercises that can help you get stronger include aerobic activities like walking, cycling or water aerobics. And to improve your balance there’s Tai chi, along with a number of simple balance exercises that you can do anytime like standing on one foot for 30 seconds then switching to the other foot, and walking heel-totoe across the room.

As a young man, he worked with his Dad, for Duncan Galvanizing in Everett. Ralph was a proud veteran of WWII having served as a crew chief on C47 cargo planes. After the war, he worked for some years for General Electric Company. He was also a member of the Carpenter’s Union

Local 26 for fifty eight years. He danced his heart away with his bride, Josephine, for seventy years and seven months.

They loved ballroom dancing and driving on trips together both near and far.

A loving and devoted Dad, Ralph was a full partner in raising seven children included among them three sets of twins.
