s the town government transitions to life under a new town administrator, a number of department heads and local officials recently bid farewell to outgoing Town Administrator James Boudreau. A farewell breakfast was held in Boudreau’s honor at Town Hall on Dec. 15 prior to his leaving for Scituate, where he was hired

to fill the town administrator position in that community. After three years in Lynnfield, Boudreau decided to accept the South Shore position to be closer to his family in Norwell. “I thought Jim served us very well for the last three years. He is very talented and brought a no-BS stance to the position,” said Ted Caswell of the Capi-

Zepaj Lane developers ordered to halt construction By Christopher Roberson

laminio Lanzillo and Marenglen Zepaj, developers of the proposed Zepaj Lane Subdivision, were recently issued a Cease and Desist Order to stop building on the site. During the Dec. 13 Planning Board meeting, Attorney Jason Kimball, counsel for Lanzillo and Zepaj, said the Cease and Desist Order will be lifted “slightly” so that the site, which is located off of Green Street, can be properly secured to prevent trespassing. “We just want to give you an update that we’re complying,” said Kimball. “We’re going to proceed with a subdivision approval process.” He also said that by going through the approval process, the Storm Water Pollution Prevention Plan is typically scrutinized as many as five times. Town Engineer

Charles Richter asked how the three Approval-Not-Required (ANR) lots abutting the property would be included in the Storm Water Pollution Prevention Plan. He said those ANR lots fall under the Storm Water Bylaw as they disturb more than one acre of land. The project was initially presented to the board on Nov. 29 as a 419-foot cul-de-sac that would feature half a dozen homes with four bedrooms each. There were also plans to install a sidewalk on one side of Zepaj Lane and establish a Homeowner’s Association. However, the board was unaware that the project was already underway. During that meeting, Lanzillo said he had contacted Town Hall about obtaining a permit to take trees down on the site. He said he was told that a permit was not necessary unless
