Finance Committee Budget Review Crabtree praises DPW chief for “dramatic improvement” in delivery of town services

epar tment of Public Works Director Brendan O’Regan recalls the backlog of tree issue complaints he had just a couple of years ago -some of them that dated back four or five years.

The town’s DPW still has a long list of tree complaints to take care of, but the response time has gotten a lot better, according to O’Regan.

All of the tree issues his department is working on date back to last year or more recently, O’Regan told the Finance Committee Wednesday night.

The Finance Committee met for close to an hour, reviewing DPW-related budgets and accounts for the 2019 Fiscal Year that begins July 1. Overall, the town manager has recommended a total DPW budget of $4.7-million -- an increase of $160,497 over the revised budget for the current fiscal year.

Finance Committee members have just two weeks to complete their review of the town’s budget -- which will be the main order of business when the Annual Town Meeting convenes at 7:30 p.m., May 7 in the second-floor auditorium of Saugus Town Hall.

O’Regan says new tree truck helped The DPW handled about 200 tree requests from citizens last year. And O’Regan credited the new tree truck -- which can go up 60 feet -- with helping to improve the department’s efficiency.

DPW crews respond to the citizen requests based on priorities rather than in the order the calls are received, according to the DPW chief.

“If it’s an emergency, we’ll get to it right now,” O’Regan said in an interview after the meeting.

“But, if it’s a trim, we might not get to it until August,” he said.

During the Finance Committee budget review, Crabtree told members that the DPW plays an active role in assessing the conditions of trees around town and whether they need to be main-

tained or replaced.

“You try to maintain trees instead of taking them down,” the town manager said.

Crabtree praised O’Regan for his overall approach in responding to citizen concerns that involve quality of life issues.

The town manager noted that the DPW has done “a great job in identifying what the needs are.

“We’ve seen the results of what his plan is and it’s translated into benefiting the residents,” Crabtree said.

“Protecting your investment” For the second year in a row, Crabtree budgeted close to $200,000 for DPW Parks Division expenses for maintaining town parks and playgrounds.

The town manager said the funding reflected the town’s commitment to improving recreational facilities for its youth in recent years “You’re protecting your investment,” Crabtree said. He recalled a time when the town only had $17,000 in expenses budgeted for maintaining parks and playgrounds.

If there is anything broken, “we fix it right away,” the town manager said. The DPW also does its best to pick up trash on a regular basis and make the parks and playgrounds “look nice.”

DPW is committed to enhancing the overall appearance of the town. Every street gets swept at least twice-ayear, according to Crabtree.

An Earth Day interview with Tim Hawkes, who helped to found the Saugus Tree Committee and the Saugus Tree Farm Computer Problems? of this, I was very distraught.

Editor’s Note: For this week,

we interviewed Tim Hawkes, a prominent local environmentalist whose numerous volunteer activities in town led to his being named Saugus Man of the Year in 2015 at Saugus’s Founders’ Day. Hawkes, 65, was born in Cleveland, Ohio, and grew up in Merrimac, Mass. He is a 1970 graduate of Pentucket High School in West Newbury, Mass. He has lived in Saugus since 1982, but his family roots go back about 12 generations to Adam Hawkes, one of the first European settlers in Saugus in the 1630’s. Hawkes attended two years at Essex Agricultural and Technical Institute in Danvers, where he studied Forestry and Horticulture. He is a pipe organ builder by trade.

Hawkes served about 15 years as a Town Meeting Member.

He is best known as an advocate for preserving Saugus’s natural areas and historic sites. He is one of the founders of the Saugus Tree Committee and the Saugus Tree Farm.

Hawkes also contributed heavily to the preservation of Vinegar Hill, helping to save portions of this historic area from development and preserving a trail where residents can walk today. He’s been a longtime board member of Saugus Action Volunteers for the Environment (SAVE) and has also served on the Alternative Energy Committee, the Recreational Pathways Access Committee and the Saugus River Watershed Council. Hawkes has also been credited with helping to identify and preserve Native American sites in Saugus for archaeological research.

Some highlights of this week’s interview follow.

Q: How did you get involved with the environment as an activist?

A: Well, back in the 60’s – I would say the late 60’s – I was watching the environment become destroyed. I was living in Amesbury at the time. I grew

I tried calling the EPA, etc. – and different organizations – but there was really nothing I could do. I was helpless watching this. And at the very end of it, the pond got polluted. It was a beautiful pond, and they closed it. They put a fence around it and they wouldn’t let anybody go fishing or do anything at that pond, and that really set me in motion about how important the environment is and how we have to do something to protect it.

Q: What was the name of the pond?

up, actually, in Merrimac, Mass., which is right next to Amesbury. And my grandfather lived in Saugus his whole life. My father was born here.

I was born in Cleveland, Ohio … In the late 60’s, there was a place near a pond, near the Merrimack River, that was a vital resource area. They would bring garbage in on monster trucks, and I looked at the license plates and they were coming from Rhode Island; they were coming from New York; they were coming from New Jersey. There were hospital wastes and all types of nasty things, and they dug a big hole in a sandpit up above the area where that pond was and just started filling it up. And they sealed it over. After a couple of years

ument could have been made available within minutes. When that happens, it reflects an unwillingness on the part of the government office to be as transparent as possible. That’s a tactic that’s usually employed to discourage citizens (as well as reporters) from seeking public information.

Sometimes, it makes more sense to file a formal request through an email. I’ve been pleasantly surprised on a number of occasions when the secretary of a certain Saugus town office provided volumes of documents electronically within a few hours or directed me to a website where I could retrieve the documents. That is an ideal situation that usually happens when the custodian in charge of the documents is treated with respect and politely.

Another good reason for filing a public records request electronically is that it’s usually easier for the custodian to respond to. There’s no copying costs involved too. Seeking a bulky paper document could take some time and involve, where an electronic request is much quicker and doesn’t involve a fee.

Here are a few tips: • Make precise requests, as detailed as possible.

• Be aware that the records custodian doesn’t have to answer your questions -only respond to specific requests.

• The mission of a request is to obtain information. Not to use the request as a “weapon” to tie up a government office.

• Be pleasant, polite, civil and non-confrontational in making the request.

• Keep a file of your correspondence.

• If an RAO fails to respond or denies a request, you have 90 days to appeal to the Supervisor of Public Records.

• Keep in mind that the Supervisor will close an appeal without a finding if a

requester fails to provide a copy of the request or the response. main roads,” the town manager said.

The current budget for snow and ice related expenses is $165,000.

But the final costs will be about $875,000, according to Finance Director & Treasurer/ Collector Wendy Hatch.

Historically, the town has kept that budget much lower than what it winds up costing the town.

“If you increase to a million (dollars), you need to keep that every year,” Crabtree said.

For the second year in a row,

the budget for the Engineering Department includes money to hire an engineer. The budgeted salary has increased from $75,000 to $80,000, but that may not be enough, according to Crabtree.

Currently, the town uses a part-time engineer.

But Crabtree said he would like to hire a full-time engineer to assist the Planning Department, the Planning Board and the DPW. With major projects coming on-line, “we need the expertise,” the town manager said.

L

ongtime veteran Town Meeting Member Albert J. DiNardo called his former colleague Patricia McLaughlin “quietly dedicated” to representing the residents of Precinct 4. Town Moderator Stephen N. Doherty, who is also one the five Town Meeting Members who represents that area of town, said McLaughlin seldom went to the podium, “but did a lot behind the scenes.” DiNardo and Doherty both said in interviews this week that McLaughlin “will be missed” as a valuable contributor to the 50-member citizen body that’s responsible for passing town budgets and bylaws.

McLaughlin, 68, who was reelected last fall, died last month before she got the chance to participate in another Annual Town Meeting.

“She didn’t get up to the podium a lot and she was not outspoken. But she always did her homework on the warrant articles. She was very intelligent and she’ll be missed,” Doherty told The Saugus Advocate.

She always was very professional. She was very well liked and respected by the constituents. That always showed in the voter turnouts,” he said.

Indeed, McLaughlin usually finished among the top votegetters during her election campaigns.

DiNardo noted that the precinct she served was a hotbed of issues – because of its location. It’s situated near the Square One Mall, the Aggregate Industries Quarry and Route 1. “She was heavily involved in the issues affecting the residents she represented, and she’s going to be missed,” DiNardo said.

“I have known her for a long time and she’s also been a personal friend,” he said.

McLaughlin was active ly involved in Saugus town politics. In addition to Town Meeting, she worked with the Saugus Democratic Town Committee. She retired from the Department of Revenue, Child Support Enforcement Division, in 2015 after more than 25 years of service.

Town Meeting members observed a moment of silence for McLaughlin before last week’s meeting.

Keith Allen McCabe, who finished sixth in the race for the five Precinct 4 seats last fall, was sworn-in at the beginning of last week’s Special Town Meeting to fill the remainder of McLaughlin’s two-year term.

Meeting Member Robert J. Cox died in the fall of 2016.

Maureen Whitcomb, who finished sixth in the 2015 town

election, filled his vacancy and then was elected last fall to a two-year term on Town Meeting.

Crabtree, the Planning and Development Department, and the Department of Public Works are excited to announce that the Town of Saugus, in conjunction with the Great American Rain Barrel Company, will offer discounted rain barrels to residents in order to promote water conservation and sustainability within the community. Residents will have the opportunity to invest in a rain barrel for as low as $40 as part of the Town’s “Saugus Saves the Rain” initiative, which aims to reduce water consumption and reduce the amount of stormwater entering the Town’s sewer system.

Rain barrels are an excellent way to accomplish these goals, as well as to help lower water bills and curb water usage during droughts. Each rain barrel captures up to 60 gallons of rain, filling quickly with just an eighth-inch of rain. Rain barrels can individually capture thousands of gallons of water each year that residents can use for lawns and gardens instead of having it flow into the Town’s sewer system.

L a s t s p r i n g, t h e To w n launched the “Saugus Saves the Rain” initiative by hosting a rain barrel giveaway. This event drew such a great deal of interest that the Town has extended the initiative to now offer rain barrels at a discounted rate for residents.

“We are thrilled to once again offer residents an easy way to collect and save water, and to help manage their water costs,” said Town Manager Crabtree. “If every home in Saugus has just one rain barrel, our community could potentially eliminate 660,000 gallons of runoff for every

eighth-inch of rain. It’s a significant source of water that residents can be using for free, and the widespread use of rain barrels could help reduce the Town’s long-term sewer management costs. Rain barrels can help reduce pollution from entering the Saugus River and can help address systemic stormwater infrastructure challenges, in turn resulting in the reduction of taxpayers’ expenses.”

Rain barrels can also be an excellent resource to use for conserving water during periods of drought.

The installation of rain barrels requires minimum work and little maintenance. Each barrel is 39 inches tall and 24 inches in diameter, and weighs 20 pounds when empty. Barrels come with an overflow elbow and spigot, and residents simply connect a hose in the spigot of the rain barrel for use watering lawns and gardens.

The rain barrels, which have a retail value of up to $119, will

run between $40 and $50, depending on the selected model. Residents may choose from a painted barrel ($50), an unpainted barrel ($45) or a Terra Cotta barrel ($40).

Special Town Meeting resumes Monday Stormwater study among six warrant articles being considered

S

tormwater problems in the neighborhood could turn into any homeowner’s worst nightmare.

Developing what town officials are calling a “master plan” for solving problems in the town’s stormwater system is the objective of Article 12 – one of six warrant articles to be considered when a Special Town Meeting that recessed last week reconvenes on Monday (April 23) at 7:30 p.m. in the second-floor auditorium at Town Hall. The measure seeks $350,000 to cover the costs for analysis and recommendations leading to design and construction of stormwater capital improvements that officials hope will alleviate the problems that have plagued homeowners across the community for many years.

DPW Direc tor Brendan O’Regan wants to identify 40

areas that need the development of plans and proceed with plans for the 20 worst areas in town affected by stormwater problems. Two major components of the proposed Stormwater Master Plan will be Stormwater Facilities Plan and the Stormwater Finance Plan, according to O’Regan.

Other warrant articles that will be considered include the following: • Article 10 – $45,000 from free cash for street lighting relocation. Funds need to be set aside for “double poles,” which would allow moving wires from old poles to new poles.

• Article 11 – $150,000 from free cash for designing, rehabilitating and/or replacing town dams. The dams in the Golden Hills area “need a lot of work to get them into state compliance,” Town Manager Scott C. Crabtree said.

• Article 13 – $160,000 to fund

ecently Eastern Bank made a donation to World Series Park for the 2018 season. Eastern Bank has been a supporter of the park since it was built in 2004. The bank’s first donation was in 2004 for the dedication monument that is located at the park, and the bank has continued to support World Series Park for the 14 years it’s been in existence.

Capital Improvement Plan not a paper document yet

hris Riley said it took a pair of public records requests for him to find out that the town’s Capital Improvements Plan that he hear about last fall doesn’t exist -- at least not on paper.

“This office does not have a copy of the most recently updated Capital Improvement Plan for the Town of Saugus,” was the response Riley received from the Board of Selectmen’s office last month in response to his most recent request.

“There are no responsive records that exist,” concluded the email response he got from the town manager’s office last August.

A: Yes, Ann Devlin and myself and several other people, too, but it was mostly meeting

Riley said he initially made the request after seeing written material that mentioned that as one of its accomplishments, the town administration “Established five-year Capital Improvement Plan in collaboration with department heads, boards and commissions.”

“I made the same request to the Board of Selectmen’s office on March 22, 2018, four months after receiving the election flyer for the “pack” of 5 incumbents claiming a Capital Improvement Plan existed,” Riley said. “ The reason I addressed Town Meeting last week was not to ask them to vote against playground or any other improvements, but rather to urge

the members to consider ALL of the Capital needs of the town, not just those that one particular employee put in front of them on a given day,” Riley said.

At last week’s Special Town Meeting, Riley, reading from a statement critical of the lack of a Capital Improvement Plan, reminded Town Meeting members that their body had overwhelming approved (40-4) a provision for a Capital Improvement Plan in 2010, which would have included annual updates. Such a plan was required to include cost estimates, methods of financing and a time frame. The town manager and the Board of Selectmen would be responsi-

ble for preparing the five-yearcapital improvement plan for the town.

“Within town government, it is you, Town Meeting that has the ultimate responsibility of determining the BEST use of taxpayer’s money,” Riley told Town Meeting members.

“I cannot envision any scenario where purposefully not planning ahead for how you will spend that money is in the best interest of the taxpayer.

Saugus has failed to plan with costly consequences,” he said.

Riley urged Town Meeting members to oppose Article 9 for $500,000 for park and playground improvements.

He called it “another example of trying to spend with-

out a plan.” Without a capital improvement plan, the article should be referred back to its maker, he said.

But veteran Town Meeting Member Albert DiNardo called on members to “stay the course -- because we have made progress.” He noted that many positive things have happened with Town Manager Scott C. Crabtree in charge of town government.

Crabtree said this week there isn’t a plan, but argued the $183-million school building project that includes a new 6-12 grade Middle-High School is essentially the biggest capital improvement plan the town has approved in recent memory.

Chapter 87 of the Massachusetts Environmental Laws says that you cannot take down a public tree without a hearing.

Well, there were no hearings.

People just went out and cut them down. These were per-

fectly good, live trees and they were being cut down. Some of them were pretty large as well.

Obviously, trees that have problems are called hazard trees, in other words trees that are dead or nearly dead, and they need to come down. We were removing healthy and sturdy trees, so we wanted to put an end to that, so we start-

ed the Tree Committee.

Q: And what year did you get the Tree Farm going?

A: We started it in 1999, and it’s been going on til now, so it’s almost 20 years.

Q: And some of the activities for the Tree Farm, would you like to share?

A: So, right now, for this year, we have what we call the Arbor Day Celebration for the Tree Committee, which we are required to do as being a part of Tree City USA, so we do a poster contest, which is in the fourth grade of the different

schools, and then on Thursday, April 26, which is that week of the Arbor Day Celebration, Joyce Rodenhiser is having a talk with children and doing a hands-on program of making shopping bags from recycled materials. She’s going to be doing this at the Saugus Public Library at 3:30 p.m. on April 26. Also, Laura Eisener, who is also a member of the Tree Committee – she is a certified arborist and has a landscape design company – she

Chesna tops a field of eight Saugonians in Boston Marathon

bbey Chesna, 39, topped all Saugus runners in this year’s Boston Marathon, with a time of 4:15:02. That placed her as number 18,459 overall and number 7,626 among women running in the race.

Despite the cold and wet con-

ditions this year compared to a year ago, Chesna ran about a half hour faster.

Matthew Imbergamo, 39, and Robert Favuzza, 53, finished behind Chesna with times of 4:26:52 (20,099 overall, 11,527 among men) and

4:27:02 (20,121 overall, 11,537 among men), respectively. All eight town residents registered for the Patriots’ Day event completed the world’s oldest marathon, in the 122nd running of the race.

federal agencies? What kind of job are they doing as it relates to Saugus?

A: The DEP is a worthwhile organization, but it’s struggling to maintain a healthy environment. While following the legal proceedings for the different developments, laws are generally leaning towards businesses for development and not for environmental protection. And that’s why they are having a lot of trouble – because the laws require them to pass lots of different developments.

Q: How would you rate the state of the environment in Saugus right now?

A: Saugus environmental quality is in fair condition – despite the aftereffects from environmental degradation – probably, though, because of the Saugus River resources, which not only give a lot of wildlife resources, but there’s a lot of different species of plants and animals (birds and all) that come to this area, and they continue to help the quality of the environment.

Q: There have been some very aggressive boards in local government that have intervened in the past on the environment issues, so are you happy with today’s town agencies and boards and the regulations they have developed to protect the town?

A:Well, I would say that some rules have helped and some have hindered. We are a work in progress in Saugus.

But the ones that have not really worked, we need to continue working at them and others – and new ones – to make things better. Two that I can cite, but there many others: The 20,000-square foot idea for each lot of a house, it actually is taking more open space up by having such a large area for any development; and also hillside protection, which is not really working, because a lot of the hillsides are still being destroyed, regardless of our laws for protection.

Q: So the town boards and government bear some responsibility for some of the problems right now, with re-

gard to the environment?

A: That’s absolutely true. But I would say also that we all as individuals share personal responsibility for our actions.

Q: What would you consider the five biggest accomplishments during the time you have been advocating for the environment of Saugus?

A: Five accomplishments would be that SAVE [Saugus Action Volunteers for the Environment] is still active even though we’ve had some setbacks – but there’s people involved and that’s what makes it work. And the Saugus River Watershed Council helping with environmental issues in Saugus and improving environmental quality. The Tree Committee is Number Three, obviously for planting trees and our commitment to the environment and environmental quality. Four would be looking into alternative energy uses, which was a committee. I don’t know how active they are, but I was on it for a while. And Five for helping our bee population in general for the entire earth Q: What is SAVE doing for Earth Day? A: SAVE is celebrating Earth Day/Arbor Day. Our main focus is on reducing plastics, in that we need to reduce plastic wastes in our everyday routine. Plastic pollution seems to be everywhere. There are even islands of floating plastic in the ocean. Plastic in the environment breaks down into microscopic particles that are in the water and in our food chain. There is a state bill to ban unnecessary plastic bags and to update the bottle bill.

This will help. But I will mention to use the motto of the Three R’s, and that is Reduce, Reuse and Recycle.

I’d also like to mention a couple of other things. Honey bees are the foundation of successful crops like blueberries, apples, etc. They are vital pollinators for the flowers, vegetables and fruit that we depend on. And our bees are in bad shape: They are dying out and struggling to maintain their hives. The Number One cause of this bee disease is chemical pesticides – dangerous chemicals that we

must eliminate from our gardens, lawns and yards. There are many alternative pesticides that will not harm the bees, but make the flowers bloom. If you want to find out more, just look online to see what works best. And the best thing for the bees presently – for their well-being and the population – is for individuals to start beehives.

And one more thing that I would mention on that same note, is that we need to balance new growth and development with environmental quality and safeguards. In too many situations, development has overstepped the line of environmental protection. Most developments have failed to create a healthy environment for wildlife, especially near wetlands. Most of what I have seen are little mud holes compared to what I have seen once before any disturbance. By introducing a variety of native plants and trees that would help to sustain the wildlife and water quality is one way that we can improve that. Another big problem for wetlands and environmental health is runoff that contains toxic chemicals from lawn care, etc., which will kill the wetlands.

Q: Who are your [environmental] heroes?

A: Al Gore [former U.S. vice president and outspoken advocate on issues related to climate protection and global warming], Bill Nye (“the Science Guy”) and Albert Schweitzer, a humanitarian and a person who had reverence for life as a commitment.

Q: What’s the best Earth Day project you have ever been involved with, in Saugus or outside of Saugus?

A: Planting trees, and that’s everywhere.

Q: Not just in Saugus?

A: Right! And I would say on that note, don’t just plant a tree; plant two trees, because we’re in real need now.

Q: Do you have a checklist of environmental projects that you would like to see get done? Name a few, please.

A: I would love to see the Saugus River water quality improve and have it [the river] as passive recreation for res-

idents and people outside of Saugus in a very environmentally sensitive way.

Q: Any other projects?

A: Presently, no. I think that’s the most important thing I would like to see happen.

Q: Are you optimistic about the environmental future of Saugus as you look ahead? Or do you have some concerns?

Please share some of those.

A: I always have concerns for environmental issues, but because we have the great resource of the Saugus River, I do have an optimistic view that we can overcome the obstacles if we work with nature and with the environment.

Q: Anything else you want to share?

A: I would like to mention my mentor, Albert Schweitzer.

I would say few people have ever heard of him, but he was a great man. He helped on a lot of humanitarian issues. He created the philosophy “Reverence for Life,” which holds the respect for all living things and to not take the life of anything without a meaningful purpose. And what that really means – it’s a way of living that gives an individual respect for all living things, not just human beings. What this does is that it gives perspective of our place and purpose in life, and that we and everything are connected and we cannot be separated from them and that purpose. And I believe, also, that this gives us spiritual balance. I’ve been practicing the “Reverence for Life” since I was a teenager. After my father met Albert Schweitzer in Cleveland, Ohio, he shared some of that experience with me, and it’s been with me ever since.

Q: How long have you lived in Saugus now?

A: I’ve been in Saugus since 1982, and I purchased the home of my grandfather in 1990, so I’ve had a home here since 1990. But I lived with my grandmother til the end of her life, after my grandfather passed. And that’s sort of how I became involved with the house.

Q: And your family goes back about 11 generations here?

A: 11 or 12. I’m probably the twelfth.

ASKS | from page 10 is doing a tree identification walk at Breakheart. And that is on May 10 at 6 p.m. at the Visitors Center at the Breakheart, off of Lynn Fells Parkway. We are also doing a Tree Farm Maintenance Day. And that’s on Saturday, April 28.

That’s basically a cleanup and to move some of the transplanted trees. We will probably plant a couple of trees on the streets. We’re also starting new seedlings. We’re also going to be traveling around to mulch and assess previously planted trees.

Q: So what’s the ultimate goal of the Tree Committee as it relates to the Tree Farm?

A: It’s to renew the tree supply for public trees throughout the town through tree plantings, so the original purpose of the Tree Farm is to raise trees and plant them throughout town as public trees, and so we’re continuing that.

Q: How many trees do you have right now?

A: We have a dwindling amount, because some of them are too large to actually move now, but we’re starting a lot of new ones. I would say we have roughly a hundred trees in pots and a couple of them ready to plant. They are getting larger and larger, so we have to move them.

Q: As we look upon Earth Day, what are the major challenges facing the Town of Saugus right now from an environmental perspective?

A: It really would be recycling – phasing out the Wheelabrator/Resco incinerator and toxic ash landfill in the Rumney Marsh and overdevelopment of natural open space.

We have numerous 40-B’s that are coming before the town, and it is because we are under the 10 percent required affordable housing [threshold] in Saugus. And also for homeowners and landscape companies, of using pesticides which runoff into wetlands and degrade our environment.

Q: What about the DEP? How would you rate the job the agency is doing, as far as protecting the environment?

OF SAUGUS By Mark Vogler are a few tidbits that you might want to know about this Here week in Saugus.

Don’t close that door!

In more than 45 years as a reporter and editor, I’ve always considered it the basic duty of any newspaper to keep local government honest and transparent. And, of course, that means I would never do anything to encourage any elected or appointed town officials to violate the state Open Meeting Law. But I took some good-natured ribbing from Town Manager Scott C. Crabtree and several members of the Finance Committee Wednesday night during a budget review session in the first-floor conference room of Saugus Town Hall. A custodian opened the front door, causing a very cold draft to blow right into the room.

My reaction was to close the door partially to block the draft, because it was very chilly for me and Precinct 6 Town Meeting member Jean M. Bartolo. “We don’t want to violate the Open Meeting,” a few of the committee members said, chuckling.

This was kind of ironic, because here was – without a doubt – here’s the most transparent local government body of any in Saugus, watching an observer, a grizzled newspaperman at that, come close to shutting the door to keep the cold from creeping in.

What a headline that would make, hey? Finance Committee Meets in Closed Door Session.

It was truly a moment of levity for members of the town’s nononsense board. And, of course, they all know that The Saugus Advocate has been advocating tenaciously for a more transparent local government with its ongoing series, “The Public’s Right To Know.”

The proceedings of the Saugus Finance Committee are always public, because they are essentially the watchdog body of town fiscal matters. In fact, I have great confidence that they would be the one board in Saugus that wouldn’t need to be schooled on the Open Meeting Law. The Health Board watch Now that the state Department of Environmental Protection (MassDEP) has finally come down with a decision that grants Wheelabrator Technology, Inc. permission to proceed with plans to expand its ash landfill on Route 107, another watch has begun – this one to see whether the Board of Health backs up a threat it made about two years ago. This past Tuesday, the board met in closed door executive session with Attorney George Hailer, special counsel for the Town of Saugus on environmental matters, to “discuss potential litigation strategy in response to” MassDEP’s final decision on Wheelabrator’s proposed expansion of its ash Monofill.

My hunch is that the Board of Health will probably follow through with an appeal or lawsuit, putting the MassDEP decision in limbo for many months.

We’ll keep you posted. Stay tuned.

Some citizen concerns If you are concerned about local government bodies that aren’t being as transparent as they should, have the courage of your convictions to file a complaint on the board or committee you believe is violating the Open Meeting Law. People keep sending me emails, alleging that “this is a violation” or “that’s a violation.” But when it comes to exercising their civic responsibility, some of our readers don’t follow through. Essentially, they complain, but don’t do anything about it.

Sure, I’m not going to ignore egregious violations that happen right before me. That’s what newspaper reporters and editors do.

But at the same time, I don’t plan to be the prosecutor’s office for these complaints.

The law is fairly clear on what your options are. And the state Attorney General’s Division of Open Government is available to advise you if you have questions.

“Situational hitting was the key to this game and getting guys in scoring position,” said Luis. “We kept the pressure on them all day.”

Tringale in the game longer, but had to pull him due to his high pitch count. Tringale, a strikeout pitcher, had thrown 95 by the time he exited in the fifth. “He continually improves and pitches well each week,” Luis said. “But we’re also working on pitching to contact. When you strike a lot of guys out, you work your count up high. If you get batters to hit to the infielders, you keep your pitch count low … It’s still early in the season so we want to be careful and not get over 100. In the state tournament, it’s different, so maybe he plays six or seven innings.”

Upstart Sachems fall narrowly to Revere in extra innings

he Saugus softball team is 2-2 on the season, though coach Steve Almquist is satisfied with what he’s seen from his players. With some more precision and perhaps better luck, his team could very well be 3-1 or even 4-0.

The Sachems showed their talent and resilience in Wednesday night’s 6-5 extra innings loss to Revere.

Though the Patriots took a 3-0 lead in just the first inning, the Sachems stuck around and tied the game in the sixth before taking a short-lived, 5-3 lead in the tenth inning. Revere pitcher Olivia McManus belted the winning hit with two on base in the bottom of the inning, earning her team a walk-off win.

“That was some game for us,” said Almquist. “I was really pleased with the fight that we showed. We’re still young and inexperienced – we’ve got seven underclassmen playing some type of role for us – but our skills are there.”

Saugus had nine hits throughout the game. Pitcher Caitlyn Wood performed well on the mound despite the monster first inning and some untimely develop ments in extra innings. “Caitlyn’s been keeping us in games, and I’m really pleased with her pitching.” Almquist said. “I think it’s a matter of us backing her up and limiting mistakes, too.”

RULES FOR HOUSE BUDGET DEBATE (H 4399) House 120-33, voted strictly along party lines and approved a set of Democratic leadershipsponsored rules to be followed when the House considers the $40.983 billion fiscal 2019 state budget beginning on Monday, April 23. Provisions include requiring all amendments to be filed online by Friday, April 13 and any proposed tax hikes or reductions to be considered early in the process.

Republican attempts to amend the rules failed on voice votes without a roll call.

Defeated were amendments to give representatives until April 17 instead of April 13 to file amendments and at least two hours to review consolidated amendments prior to voting on them. The consolidated amendment system works as follows: Individual representatives file dozens of amendments on the same general subject matters including local aid, social services and public safety. They are then invited to “subject meetings” in Room 348 at which they pitch their amendments to Democratic leaders who draft lengthy consolidated amendments that include some of the individual representatives’ amendments while excluding others. The House then approves the consolidated amendment.

Supporters said these rules are fair and responsible and will help make the budget debate go smoothly. They noted the House has adopted many reforms over the years to make the process more transparent.

Opponents said the rules include several provisions that are anti-democratic and weaken the input of individual members. They noted legislators should have more time to file budget amendments and review complicated consolidated amendments which are often voted on before members can finishing reviewing them.

Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers.

They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

Is Your Blood Pressure Too High?

Dear Savvy Senior, What numbers constitute high blood pressure? I use to be prehypertensive, but they keep changing the guidelines, so I’m not sure where I fit in now.

Approaching 60 Dear Approaching, If you’re unsure what your blood pressure levels should be, you’re not alone. Recent changes in the hypertension guidelines made by the American Heart Association and the American College Cardiology mean that roughly 30 million more Americans than previously thought are now considered to have high blood pressure (hypertension).

According to the new guidelines, anyone with a blood pressure reading above 130/80 is considered to have high blood pressure.

Previously, those with a blood pressure reading between 120/80 and 139/89 would have been put in the prehypertension category and wouldn’t have been considered hypertensive until they got to 140/90.

But the new guidelines eliminate the prehypertension category, putting everyone with systolic pressure readings (top number) between 120 and 129 and a diastolic reading (bottom number) below 80 in a new “elevated” category. And those with a reading of 130/80 or higher fall in some stage of hypertension. Here’s a complete rundown of the new five category blood pressure ranges: Normal: A top number less than 120 and a bottom number less than 80.

Elevated: A top number between 120 and 129, and a bottom number less than 80.

Stage 1: A top number between 130 and 139, or a bottom number between 80 and 89.

Stage 2: A top number of 140 or higher, or a bottom number of 90 or higher.

Hypertensive crisis: A top number over 180 or a bottom number over 120.

Get Checked Millions of Americans with high blood pressure don’t know they have it because it usually has no outward signs or symptoms. But high blood pressure, over time, can damage your arteries and increase your risk for heart disease, stroke, kidney damage and even dementia. To guard against this, everyone over the age of 40, as well as those younger with risk factors for hypertension should get their blood pressure checked at least once a year.

If you find that your blood pressure numbers fall in the “elevated” category, you should take steps now to get it under control. Lifestyle changes like eating a healthy diet, losing weight, exercising, watching your salt intake, quitting smoking, and cutting back on alcohol is often all you need to get it back to normal.

Even if your blood pressure numbers are in the “stage 1” category, lifestyle changes are recommended first, unless you’ve had a heart attack or stroke, or you’re at high risk for cardiovascular problems because you smoke, have high cholesterol or type 2 diabetes. Then medications may be prescribed.

But if your blood pressure falls in the “stage 2” or higher category, the new guidelines suggest medication, regardless of age, plus lifestyle changes.

There are several different kinds of drugs used to lower blood pressure. It usually makes sense to start with the oldest, safest, and least expensive drug: diuretics, or water pills, such as chlorthalidone or hydrochlorothiazide. But these meds can drive up blood sugar levels, so if you have type 2 diabetes or are at risk of it, your doctor may prescribe another drug, such as an ACE inhibitor, ARB or calcium channel blocker.

You should also be aware that blood pressure drugs could cause side effects including dizziness, gastrointestinal problems, fatigue and headaches. They can also cause a decline in kidney function so make sure your doctor periodically monitors your potassium levels.
