“One of them is an Army veteran. And we also have a ‘legacy’ hire whose dad was a fire captain here. There are a couple of 30-something guys, and there are three Saugus High School graduates,” he said.

At age 35, Robert Johnson said, he thought it was time to follow in the firefighting footsteps of his father – Steve Johnson, who retired several years ago from the town’s fire service.

“I just grew up around it and I was seeing my father enjoy it so much that it influenced me to follow in this career path,” said Johnson, a 2001 Saugus High School graduate.

“It’s something I have always wanted to do and the timing was right … I plan to stay here for my career and advance.

It’s a good, stable job and I’m proud to serve my hometown this way,” he said.

Johnson had been working for Weir Valves & Controls USA, Inc. of Ipswich, building industrial valves used in nuclear power plants assembly.

“What I’m excited about is coming in every day and not being confined to a desk job.

I like to be up and moving around,” he said.

“Let’s toss some dirt and let’s get some buildings done for the kids,” state Treasurer and Receiver General Deborah Goldberg barked at the crowd.

Goldberg, who chairs the Massachusetts School Building Authority (MSBA) Board of Directors, urged the assembled group of state and local public officials to keep their comments brief as ominous clouds overhead threatened to rain on the groundbreaking ceremony. But fortunately for the several hundred people who had gathered to celebrate on the playing fields at the northwest corner of the school parking lot, the crowd was able to enjoy the event before the clouds burst with drenching rains shortly after the ceremony ended.

Goldberg said the new school – which is expected to open in the fall of 2020 – is “a long time coming.”

“I know what it takes to make our kids succeed,” Goldberg said, and “I look forward to coming back for the ribboncutting.”

Goldberg was one of several state officials who joined the local crowd that turned out early Tuesday afternoon.

Several waves of shovelers took turns digging up the sand and tossing it in the sandbox while enthusiastic citizens snapped photos with their cellphones.

“A new chapter in Saugus” “Good government is being able to compromise and work together and speak in one voice,” Town Manager Scott C. Crabtree said his introductory speech.

Crabtree, who was joined at the sandbox with his three children, hailed the new school as “a new chapter in Saugus and a new direction we’re headed in.”

“This has been an enormous community effort to redefine Saugus. … Saugus is speaking in one voice in the Middle-High School project and districtwide solution,” he said, making reference to the overwhelming “historic” vote by Saugus residents last year.

More than 70 percent of the nearly 5,000 voters who went to the polls favored a new $160.7 million Middle-High School to be built on the grounds of the current high school. Vot-

Robert Hoffman discusses dangers he’s faced while walking on Saugus streets Editor’s Note: For this week’s interview, we sat down with Robert D. Hoffman to ask for his views on what the town can do to improve the safety for pedestrians who walk on town streets.

Hoffman and his wife, Judith, were avid walkers until they were struck by a car in a crosswalk on Central Street in January. He’s had to scale back his walking while his wife is unable to join him because of the injuries she received. Robert Hoffman introduced himself as a pedestrian victim at the July 11 Board of Selectmen’s meeting and called on the town to make the streets safer.

Hoffman, 74, and his wife moved to Saugus in 1986. He’s a Brighton native and his wife is from Reading, Penn. They are longtime members of Saugus Action Volunteers for the Environment (SAVE). Robert Hoffman served 20 years as a Town Meeting member in Precinct 8.

He paid for the clock that was installed in Saugus Town Hall and also donated money to help pay for bookshelves in the Saugus Public Library. Judith has been a member of the Saugus Garden Club and helped start the town’s Tree Farm. Some highlights of this week’s interview follow.

Q: Please tell me about the incident earlier this year when you and your wife were struck by a car while in the crosswalk.

A: Well, we were returning home and we were at that crosswalk. We came down Winter Street, and we normally cross at the crosswalk where the bikeway is. Well, the lefthand person saw and she came to a complete stop, and there was a car in back of her. And we proceeded. And I saw this guy coming. I’m waving my hand like this and it seemed like he sped up.

Q: While you were in the crosswalk.

A: While we were in the crosswalk. And all of his damage was on the passenger side of his car. If he slowed down, we would have made it, but it turns out (if you read the report) he says, “Oh, I’m having problems with my eyes.” Now what possesses a person to get behind the wheel of a car if you’re having problems with your eyes?

That’s why I said we’ve got to get our representative to initiate legislation for people over 70 to have their eyes checked every two years and let it go to the Registry [of Motor Vehicles]. The doctors can send it to the Registry. It’s very important. People don’t want to give up their independence.

Q: Were you headed to lunch?

A: No. We were headed

home. We had already done five miles.

Q: So, you were on your regular walk?

A: Yep. Q: And, you normally do five miles?

A: Sometimes I do 10, but now I can only do five. I’ve got braces for both legs, and late at night, I’m like a basket case.

That’s why I take the cane and I have to take my time. When I get up early, I’ve got lots of energy.

Q: Okay, so was that your first close encounter you’ve had with traffic while out walking?

A: No. I’ve had other encounters. At the Square One Mall, you can take a right turn on red, but only if there is nobody walking in front of you, so the gentleman looks to the left and doesn’t look to the right, and I had to roll over his [car] hood. And he took off real fast; he didn’t want to stop to see if I was injured.

or citizens interested in public access to executive session minutes, there is an interesting email article in the July edition of “This Month in the Division of Open Government.”

Check out the section “Guidance Spotlight: Approving Executive Session Minutes.”

The division’s office issued a determination letter recently about disclosing executive session minutes. The full determination letter, OML 201873 Brookline Public Bodies, is available on the division’s website.https://www.mass.gov/service-details/open-meetinglaw-educational-materials.

Here are some excerpts from that determination letter: Under the Open Meeting Law, public bodies may withhold executive session minutes as long as disclosure would defeat the lawful purpose for secrecy. G.L. c. 30A, § 22(f)... ...the Subcommittee did not waive the right to withhold the executive session minutes merely because the Subcommittee discussed the minutes in an open session. As the complainant correctly points out, the Open Meeting Law states that all documents and exhibits used by a public body during an open session shall be public records in their entirety and not exempt from disclosure pursuant to any of the exemptions under the Public Records Law. G.L. c.

30A, § 22(e). Documents are “used” when they are physically present, verbally identified, and when their contents are discussed. See OML 2017-43. Here, the executive session minutes were physically present, identified by name,

and edited during the October 24, 2017 meeting. The complaints therefore contend that they are now public in their entirety under § 22(e). However, when read together with the subsequent statutory paragraph stating that executive session minutes and materials may be withheld for the pendency of the executive session purposes, see G.L. c.

30A, § 22(f), we are persuaded that all documents used during an open session are public in their entirety except minutes and documents reviewed, edited, or approved during an open session that are properly withheld under one or more executive session purposes. Because the minutes discussed during the October 24, 2017 meeting remain protected from disclosure by their respective executive session purposes, the Subcommittee is not required to release them now.

There is also a question and answer section that may be helpful to the committee and board chairs who have to grapple with the question of how to properly release executive session minutes.

What process must public bodies follow for reviewing executive session minutes for approval?

Executive session minutes must be approved in a timely manner, just like open session minutes. Executive session minutes may be withheld from disclosure “as long as publication may defeat the lawful purposes of the executive session, but no longer.” G.L. c. 30A, § 22(f). If a public body reviews confidential portions of executive session minutes in open session, it may risk publicly disclosing confidential information. For this reason, a public body may decide to designate the chair or another individual to review and approve executive session minutes, or it may review the minutes together in executive session (see below).

Can a public body convene in executive session to approve executive session minutes?

Yes, a public body may convene in executive session to review and approve executive session minutes. A public body may convene in executive session under the original purpose for the executive session, or it may convene in executive session pursuant to G.L. c. 30A, § 21(a)(7) “[t]o comply with, or act under the authority of, any general or special law or federal grant-in-aid requirements”(“Purpose 7”), citing to the Open Meeting Law, G.L. c.

30A, §§ 22(f), (g). That section of

the Open Meeting Law requires public bodies to review executive session meeting minutes and allows them to withhold executive session minutes and documents used therein from the public until the purpose for confidentiality has expired.

What process must public bodies follow for reviewing executive session minutes for release to the public?

The Open Meeting Law requires that a public body, or its chair or designee, review the minutes of its executive sessions at reasonable intervals to determine if the Open Meeting Law warrants continued nondisclosure. G.L. c. 30A, § 22(g) (1). Upon a request for executive session meeting minutes, it shall review those minutes and release “the non-exempt minutes, or any portion thereof, not later than the body’s next meeting or 30 days, whichever first occurs.” G.L. c. 30A, § 22(f).

The law requires a two-stage review of executive session minutes, with both stages occurring within 30 days of a request. G.L. c. 30A, § 22(f ), (g) (2). First, the public body must determine whether the executive session purpose continues to warrant confidentiality.

G.L. c. 30A, § 22(f). Second, if the purpose no longer warrants confidentiality, then the public body must determine whether the attorney-client privilege or one or more of the exemptions under the Public Records Law apply to withhold the minutes, or a portion thereof, from disclosure. Id. At the conclusion of this review, the public body must respond to the requester and either make the minutes available or provide an explanation of what is being withheld and why. A public body may not charge the requester a fee for this review.

ABOUT THIS SERIES: With a flood of complaints The Saugus Advocate has received over the past year alleging violations of the state Open Meeting and Public Records laws, the paper has decided to take an in-depth look at concerns about the Public’s Right To Know in Saugus. We plan to monitor various town committees and commissions to see whether they comply with the laws. We also plan to interview local and state officials to get their views and we will assess what the town is doing to make local government more transparent. Stetson inspired World Series Park “Wall of Fame” (Editor’s Note: The following information is from a press release issued by World Series Park Superintendent Bob Davis.)

T

he idea for the “Wall of Fame” at World Series Park in Saugus was inspired by 92-year-old Ed Stetson, a longtime Lynn resident and World War II veteran who has donated to every World Series Park project over the years.

When he heard about the August 2017 vandalism to the park, Ed called to say he wanted to make a donation to help with the repair costs. He mentioned that others may want to do the same. Ed waged his

I’ve had numerous, numerous, numerous encounters with cars while out walking.

Q: You mentioned at the selectmen’s meeting the other night that there was a lady who almost hit you.

A: Oh! A week ago, I’m crossing very close to the Town Hall.

Probably one crosswalk up, and I come to the middle and see this old lady with white hair, and I say, “I’m not moving” … and whoops! Right through!

Right through! It’s incredible.

It’s just incredible. You cannot rely on red.

Now, they have one stanchion in the road where state law requires you to stop – one!

It should be in every single crosswalk. You go to Somerville, you go to Cambridge and you go to almost every other community – and they’ve got them all over the place – stanchions. During the winter, they pick them up, which is the logical thing. In the Dominican Republic, they have sleeping policemen – they call them. You would be at a main drag, and all of a sudden, you come to

own mini-campaign to raise more funds for the plaque. In Ed’s honor, he will unveil the plaque at the dedication. Ed’s generosity is much appreciated and symbolizes what has kept the park going and growing for the past 14 years.

People who donated to the Wall of Fame are invited to attend the dedication/unveiling ceremony on Saturday, July 28 at 2 p.m.

Since its inception in 2004, World Series Park’s goal has always been to provide a firstclass facility for baseball in Saugus and create more opportunity for Saugus youngsters to play baseball. The Wall of Fame will provide a way to show apa speed bump. And you’d go a hundred feet, and another speed bump. It keeps the traffic slowed down. That’s the only way to slow them down. It’s by elevating.

And the speed limit in town is way too high; it should be 25 [mph]. Going into a square, a thousand yards before you hit the square, it should be 20 miles per hour.

Q: In Massachusetts, the pedestrian is supposed to have the right of way. Once you’re in that crosswalk, the traffic is supposed to stop.

A: I know that, but if you have a driver who can’t see – as you can read in my accident report – it doesn’t make a difference. He’s driving to endanger. If you’re admitting you have problems seeing, whatever possessed you to get behind the freaking wheel?

Q: Now, how serious has this been as far as injuries?

That crash was back in January. You’re still recuperating.

But you can only do five miles instead of 10. And your wife ...

A: She can’t walk at all; she can’t walk at all, and she’s in pain all of the time. She had two breaks in her pelvis, punctured her bladder and shattered her leg; shattered it in six different places.

Q: What was the extent of your injuries?

A: I had a severe concus-

sion, a broken left leg; and you can see my right knee. They really did a job on the right knee.

And my whole body. … Let’s face it. You get hit by a car doing 35 to 40 miles per hour, the impact. … I can remember going through the windshield and bouncing off and landing in the gutter. And then I don’t remember anything until I was inside the ambulance. I got hit in the head; I’ve got a big scar here. The guy in the ambulance says, “Geez, I can see your skull.”

I had a concussion. I had blood on the brain.

Q: Was that from hitting the pavement in the street or the glass in the windshield?

A: I don’t know. I ended up in the gutter. I could see my wife and then I can’t remember.

Q: Were both of you 10-mile walkers before the accident?

A: We walked a lot. She would go to exercise class at the Senior Center. She was very

The ongoing investigation is being conducted by District Attorney Marian Ryan’s office, Malden Police and the Massachusetts State Police Collision Analysis and Reconstruction Section.

Saugus Historical Commission seeks to preserve High School history before building is demolished (Editor’s Note: The following information was provided by Marilyn Carlson, Vice Chair of the Saugus Historical Commission.)

The Saugus Historical Comm i s s i o n h a s b e e n wo r king with Superintendent of Schools Dr. David DeRuosi and High School Principal Michael Hashem to create a digital record of the interior and exterior of Saugus High School before it is demolished to make way for the new middle/high school complex. The commission is being assisted by a local resident, Jim Harrington, who is not only taking interior photographs, but also using his drones to take aerial photographs. It is the goal of the historical commission to supplement, not supplant, the documentation done by PMA Consultants. The purpose of the photographs is to provide a permanent record of the built environment of the town for future generations. The high school is a significant building that people in the future may be interested in researching.

When the high school photos are finished, the commission hopes to document all the other school buildings that are on the demolition list.

The historical commission, in their efforts to preserve our town’s history, would like to know if anyone has any information regarding the location of the time capsule that was buried on Saturday, September 17, 1954. Newspaper articles of the day report it was put in the building’s cornerstone, but the commission would like to know for sure, because other information indicates it is located somewhere else on the property, possibly in the circle in front of the main entrance. The copper capsule was built by Stanley Piwowarski and William McKay of the high school advisory committee for the historic event. The time capsule is said to be filled with historic documents and records and a book containing signatures of all students and teachers in the Saugus Public Schools in 1954.

(D-Revere) and Representative Donald Wong (R-Saugus) all supported legislation that would greatly increase the number of people registered to vote in the Commonwealth. Under current law, people need to voluntarily register to vote; however, with the passage of Automatic Voter Registration, people would only need to opt-out if they do not wish to be registered to vote.

Through this legislation, people will be registered to vote when they either renew their license or when they sign up for MassHealth. It is estimated that an additional 500,000 people will be registered.

“The passage of this bill is a major step forward for voting rights and will increase participation in the democratic process,” said Senator Crigh-

ton. “Hopefully, this bipartisan approach will encourage more people to vote.”

“Eligible voters in Massachusetts have a constitutionally protected right to vote.

As citizens of a 21st-century democracy, we should work to ensure that those who encounter barriers to voting – veterans, active military members, senior citizens, and people with disabilities – can make their voices heard,” Representative Ehrlich said.

“This bill will modernize our voting system and cut down on voter fraud while boosting voter turnout, and I am proud to have supported its passage.”

“Removing the barriers to voter participation strengthens our communities and promotes involvement and awareness in our democracy,” said Representative Cahill.

“I was proud to cast my vote in support of this important bill that will give greater access to voter registration for Massachusetts citizens,” said Representative Vincent.

“I thank Speaker DeLeo, Senator Crighton and all of my legislative colleagues for ensuring passage of automatic voter registration.”

“I hope that this bill will encourage more people to actively participate in the voting process here in the Commonwealth,” said Representative Wong.

With this legislation, Massachusetts will join the Electronic Registration Information Center, a 22-state consortium that shares voter and driver’s license data to keep voter rolls updated while purging those people who have moved out of state or to another district.

89th Annual Feast of St. Rocco to be held in Malden on August 10, 11 & 12 O

A full weekend of entertainment – the greatest event in Malden for 89 years

n August 10, 11 and 12, Saint Rocco’s Feast Association will celebrate 89 years of tradition during their annual “Grande Festa.” This annual festival celebrates Italian culture, family and community.

St. Rocco has been celebrated for 89 years in Malden – locals, past residents and visitors come together to rejoice in their community and to reminisce and keep a tradition going that could otherwise have been lost.

President Joyce Mover recalls her youth by attending the Festa, and as president she is dedicated to continue the tradition that she

Q: Where would you put the speed bumps?

A: Where would I put them?

Well, I’d put a bunch on Essex Street, a bunch on Main Street, a bunch on Central Street. Then I heard that person who wanted to put up a stop sign; well, why don’t you put in a speed bump instead?

The bump stops everybody.

Raising the road just a little bit, the plow will ride right over it if you make it large enough. In the Dominican Republic, every entrance before you get to the main thoroughfare, there’s a speed bump, so you’ve got to come to a stop.

Q: So, that would be your main focus: put some speed bumps in around town?

A: Oh, absolutely. It’s a nobrainer, because you don’t have to deal with putting up lights and all of this other crap.

You get a couple of truckloads of macadam and some paint, and you’re done with it.

Q: And what else would you do?

A: Lower the speed limit.

Q: What would you lower it to?

A: Like I said, our main Saugus Center – 20 miles an hour; Cliftondale – 15 miles per hour. Cliftondale is a nightmare. You can’t go speeding through Cliftondale. The police have only so many officers, and I think they are stretched thin because there are so many darn accidents happening.

Q: What was your impression of the testimony you heard the other night at the selectmen’s meeting?

A: They’re concerned. But I

was raised on. “We strive to keep St. Rocco’s feast as a way to celebrate our Italian culture, religion and love of community. We welcome everyone to join us; it’s a weekend of great fun and pride!”

Festivities begin on Friday, August 10 at 6:30 p.m. with the annual procession led by the statue of Saint Rocco, followed by musical entertainment by “Beatlejuice” on stage.

On Saturday night the musical group “The Reminisants” joins the stage with the cool sounds of Bobby Darin and the music you grew up on! Special appearance by comedian and Malden’s favorite Dave Russo! don’t think a stop sign is going to do any good. People don’t give a darn about stop signs; they don’t care. John Truesdale got a four-way stop sign put on Vine Street. He was instrumental in getting that, but it’s ridiculous what happens.

I come to a stop; you would come to a stop; but there are many people who would just cruise right through it.

Q: Okay, and what’s your observation about the enforcement?

A: I think the police are stretched beyond their limits.

I don’t think we have enough officers. I hear fire engines and police cruisers going by all of the time.

Q: What are some of the other observations you make about the pedestrian safety in and around town?

A: Very poor. Very poor.

I warn everybody who I see walking, “Please be careful when you cross the streets.

These people do not stop.

Don’t take it for granted that when you are in a crosswalk that they’re going to stop.”

Q: What would you say are the five most dangerous spots around town for pedestrians?

A: Main Street, Essex Street, Central Street are the worst.

Q: Any particular intersections?

A: They’re all equally bad.

I cross Central Street a number of times, and people just don’t stop. A lot of people are very nice. I’ve got to say this, because I will cross here and they will see me, and they will come to a complete stop.

Of course, I wave my hand, thank them and give them the thumbs up. But at the crosswalk where we got hit, the gentleman was blind. He couldn’t see. He probably had the beginnings of macular degeneration. He couldn’t see.

About Saint Rocco: Saint Rocco was born of noble par-

entage about 1340 A.D. in Montpellier, France. At birth it was noted that he had a red, cross-shaped birthmark on the left side of his chest. As a young child, San Rocco showed great devotion to God and the Blessed Mother. At an early age his parents died, leaving him an orphan under the care of his uncle, the Duke of Montpelier.

Soon after San Rocco distributed his wealth among the poor and took a vow of poverty.

About St. Rocco’s Feast: The Saint Rocco Society was founded in 1927 in Malden, Mass., and the first Feast was held in 1929, 89 years ago.

ON THE MEND: Judith and Robert Hoffman, the Saugus couple that was hit by a car while crossing Central Street in January, are still recovering from injuries they suffered. They were avid walkers before the accident, sometimes walking as much as 10 miles a day. Robert said the injuries have forced him to cut his distance in half, while his wife has been unable to join him.

a video of it, and they cut certain parts out because nobody likes to see human bodies flying in the air. His excuse was – and you can read it in that report – “Oh, I couldn’t see.” He kept on going, and the only reason I feel he stopped, was because the police were coming down. His windshield was smashed, and there was a lot of damage to the front of the car; the windshield was busted out. I remember going into the windshield, and I toppled over the roof and came down and ended up in the gutter.

When my head got cracked, it could have been the windshield or the granite curb.

Q: Do you still walk around that area?

A: Oh yeah, I’ve got guts, but I’m dealing with a lot of PTSD [post-traumatic stress disorder]. I have doctors and I have certain medications I take for it.

Q: So, it’s affected you psy-

chologically?

A: Oh, absolutely. Even my driving has changed. Everything has changed in my life because of this. I’m afraid to cross the streets. There’s no question about it.

Q: And you still have close calls and close encounters when you are out there walking?

A: Yes. I’m still having the close encounters, and it’s a sad testament to the town.

Q: It sounded like the other night [at the Selectmen’s meeting] that there’s going to be some public hearings coming up on this issue. A letter from the town manager was read into the record about certain things he’s looking at. Putting a focus on what the town can do about this issue, what’s your recipe for improvements?

A: I would say the most reasonable thing and the least costly is putting in the speed

bumps. Because once you put up signs or blinking lights, you’ve got to deal with electricity. You’ve got to dig up streets. All you got to do with this [the speed bumps] is hot tar; you rough up the surface a little bit, and you add some bonding agent so that the tar will bond to it, and you elevate the walkway. And that will force people to stop. I mean, practically every school in all of the communities that I go to, that’s what they have.

Q: How many would you put around town?

A: As many as I could possibly put around town. The slower we can get people going, the better it is. As far as I’m concerned, you could put one every 500 feet.

Q: What’s your recommendation to selectmen of what they can do about the issue of traffic safety?

Board of Selectmen Chair Debra Panetta hailed last year’s debt exclusion votes as a sign that voters “wanted better for the next generation and generations to come.” Panetta called it “the largest investment ever made in Saugus.

She praised the support of the parent teacher organizations: “You can’t get things done without the PTO’s – moms and dads. It truly did take a village to have this come to fruition,” Panetta said.

tree turned to Saugus Public Schools Superintendent Dr. David DeRuosi, Jr. and encouraged him to build on the opportunity to improve the Saugus Public Schools. “We’re expecting and counting on you and the School Committee to take us to a new level,” the town manager said.

Following the town’s 71% approval vote last year, MSBA awarded the Town a grant of up to $63.8 million to build the school, which will change the way education is delivered and help the school district achieve its goal to become a top-rated, Level 1 school district in Massachusetts, according to Crabtree.

From the Saugus Faith Community Facebook Page: “The Saugus Faith Community, in partnership with the Saugus United Parish Food Pantry, the Saugus Public Schools, and area organizations and businesses is working on a program to provide take-home bags of food to students in need.

“Superintendent Dave DeRuosi told a recent SFC gathering that 35-40% of kids in Saugus receive free or reduced cost meals and are considered to be in the lower socioeconomic/high needs categories. Their families struggle to provide basic necessities for them, including regular meals. If a child is hungry, they cannot learn in school.

“Our faith traditions teach us that if one of us is in need, we all are. So, this is the plan: together with local businesses and organizations, we will collect the items needed, bag them up, and deliver them on Fridays to the schools so families can pick them up. Details are being worked out this summer so that the program can start up in September.

“If you are interested in being a part of this effort, let us know.

Working together, we can solve food insecurity in Saugus.”

When complete, the new Middle-High School complex will total 270,000 total square feet, including a 12,000-squarefoot gymnasium and capacity for 1,360 students in grades 6-12. It will house state-of-theart science labs and technology classrooms, fine and performing arts classrooms and a 750-seat auditorium. In addition, plans include a new

sports complex and outdoor track, walking paths, outdoor classrooms and student gardens.

This district-wide master plan solution also calls for renovations to Belmonte Middle School and Veterans Memorial Elementary School. Following renovations, Belmonte will be established as an Upper Elementary School for grades 3-5, and Veterans will become a Lower Elementary School for pre-K to grade 2.

“Firefighters are people I always looked up to when I was a kid,” Picozzi said.

“I want to help people. I’m the first firefighter in my family. When I was young, I’d see them around the neighborhood. It was something I al-

ways thought about. I always wanted to drive a firetruck,” he said.

“I’m glad I learned a trade, too,” he said. At 6-foot-fiveinches, he played four years as a center on the Northeast Metro Tech varsity basketball team.

“I’ve got some ambitions. I’d like to become a captain one day, or maybe even a chief,” Picozzi said.

Up to 50 firefighters Fire Capt. Christopher Rizza and veteran Firefighter Billy Cross were involved in the first week of training of the five new Fire Department members.

The hiring of the new firefighters brings the total to 50 firefighters. That does not include the chief, the deputy chief or the two captains assigned to Fire Prevention/Investigation.

“They will have a total of five weeks training before they start work: three weeks with me and two weeks of on-thejob training, where they will get paired up with senior firefighters, a lieutenant or a captain,” Capt. Rizza said in an interview this week.

“They start in the morning with physical training. We go to CrossFit. The owner of CrossFit is nice enough to allow them to go there at no charge to work out for about an hour,” Rizza said.

“They come back here and shower, and they’re in the classroom for two to three hours; then it’s drills: ladder work, search and rescue, fire extinguishing and vehicle extrication,” he said.

A dangerous issue worth discussing Robert D. Hoffman did the citizens of Saugus a tremendous public service last week when he hobbled up to the lectern to speak from firsthand experience as a victim of unsafe streets.

Hoffman, who is the subject of this week’s “The Advocate Asks,” talked about an issue that town officials need to deal with before other adults or children suffer potentially life-threatening and traumatic injuries just for walking across the street. Hoffman publicly identified himself and his wife, Judith, as the couple were mowed down in the crosswalk back in July by an 80-yearold driver who told police that his vision was worsening. An obvious case of an elderly driver who should not have been driving.

Pedestrians also fall victims to distracted drivers on cellphones or preoccupied texting or drivers impaired by booze or drugs – or maybe both.

Now that Hoffman has shared his story, it’s time for other Saugus citizens to let selectmen and the town manager know how they feel about traffic safety in town, and perhaps call for specific measures that can be taken locally. So, it’s time to speak on an issue that can truly be a matter of life and death.

Class of ’54, where are you?

Members of the Saugus Historical Commission obviously had one historic purpose for being at Tuesday’s groundbreaking ceremony for the future Saugus Middle-High School. They hope to find out the exact spot where the 1954 Saugus High School Time Capsule was buried.

So, with heavy equipment hitting the ground this week, members of the commission say it would be nice if the town can dig up that piece of historical treasure before it is lost. “The Saugus Historical Commission, in their efforts to preserve our town’s history, would like to know if anyone has any information regarding the location of the 1954 Saugus High School Time Capsule either in the cornerstone or somewhere else on the property: If you do, please contact Principal Michael Hashem. Thank you,” commission Chair Stephen Carlson and Vice Chair Marilyn Carlson wrote in a one-page flyer that was being passed around on Tuesday.

Well, that’s about 64 years ago, so anyone who was a student at the school at about that time would be in their 80’s now.

But this should be a good challenge for any Saugus natives of that era who love to play Jeopardy daily.

Of citizen concern It’s funny how most of the elected town officials like to show off their fancy smartphones and other electronic devices that draw massive amounts of data and information to their fingerprints within seconds. And a few of them will chuckle whenever I break out my jitterbug flip phone, which they have referred to as antique. They complain when they try to text me these gigantic electronic packages of photos and documents, which obviously vanish into cyberspace and never reach me because jitterbugs just don’t have the storage capacity. Remember, they’re antique. I prefer to get the photos and documents emailed to me so that I can retrieve them on my desktop computer.

Anyway, it looks like some of the folks with the high-tech devices aren’t making good use of the volumes and volumes of educational material available to them from the state Attorney General’s Division of Open Government (https://www.mass.gov/ service-details/open-meeting-law-educational-materials). Surely, this information could have saved the School Committee a little money instead of paying for the advice of an attorney who lost several Open Meeting Law complaints this year.

Any Saugus citizen who wants to become knowledgeable on the Open Meeting Law should check out that site.

Farmer’s Market returns The annual Farmer’s Market is back in Saugus for parts of another summer and fall. The market made its debut for this season Tuesday morning in the parking lot area of the Anna Parker Playground at 120 Essex St. The market will continue every Tuesday now, from 9 a.m. to 1 p.m., through October.

“Preschoolers in the Park” Ready for some summertime fun at the Saugus Iron Works?

If you are between the ages of two and six, your parents ought to be checking out the “Preschoolers in the Park” programs that take place on most Mondays, from 10:00 to 11:00 a.m., alternating between the Saugus Iron Works and Salem Maritime.

The program gives the children and their adult caregivers the opportunity to learn together about the National Park Service as well as about historical and environmental topics through a fun, age appropriate, hands-on approach. Each program is run by National Park Service Rangers who read a children’s book aloud, facilitate an active, engaging learning experience in the national park and end with a make-and-take project. Each program is designed to connect with the themes, topics and/or resources of either Salem Maritime or the Saugus Iron Works as well as with the developmental and learning goals of preschoolers.

OPIOIDS (H 4725) House 147-0, approved and sent to the Senate a bill aimed at combatting the opioid problem in the Bay State by addressing opioid addiction, prevention and treatment.

The bill creates the Community-Based Behavioral Health Promotion and Prevention Trust Fund to support evidence-based and evidence-informed programs for children and young adults; requires providers to check the Prescription Monitoring Program prior to issuing any prescription for a benzodiazepine; prohibits discounts and rebates for prescription opiates; requires electronic prescribing for all controlled substances, with a few exceptions, effective January 1, 2020; and requires facilities to accept MassHealth coverage on a non-discriminatory basis.

Other provisions establish a statewide standing order for Narcan, expanding access to this opioid overdose-reversing drug without an individual prescription; require emergency rooms to have the protocols and capacity to provide evidence-based interventions following an opiate overdose, including medication-assisted treatment; and establishes a 2-year pilot program to offer medication-assisted treatment at 6 prisons.

“The House of Representatives continued its steadfast commitment to dealing with the relentless public health crisis of the opioid epidemic and the disease of addiction,” said Rep. Denise Garlick (D-Needham) who chairs the Committee on Mental Health, Substance Use and Recovery and is also a nurse.

“Representatives are deeply committed and responsive to the desperate need of individuals and families ravaged by this disease and the communities strained by the demands of providing services.

The legislation looks to the future and says that a focus on prevention in the community and strengthening and expanding the behavioral health system will stem the tide.”

“It looks to the present and says, ‘we are in this battle together to save lives through care and treatment,’ addressing the urgency that this is truly a life or death issue throughout the commonwealth,” continued Garlick. “Many of the resources in this bill will be available immediately -- removing barriers to desperately needed care and giving individuals, families and communities the tools they need, when they need them, where they need them.”

House 111-36, approved an amendment to replace a proposal that would allow licensed medical professionals or police officers to authorize the transporting of a patient to a substance use treatment facility for emergency assessment and treatment for 72 hours when the patient presents a risk of serious harm due to addiction and the patient will not agree to voluntary treatment.

The amendment would replace the proposal with a study of the efficacy of involuntary inpatient treatment for noncourt involved individuals diagnosed with substance use disorder. The study commission would report back to the Legislature by July 1, 2019.

The study amendment was proposed by Rep. Garlick. “The commission is an example of the Legislature’s thoughtful and proactive approach to the opioid epidemic—not only by passing the best bill possible but also by immediately exploring, in a deliberate way, if the present system of involuntary care … is effective, if it should be expanded, and if there are regulations that could be changed today to address this epidemic,” said Garlick. “This work requires input from agencies, providers, the recovery community, and other stakeholders to ensure the commonwealth has a process that is mindful of stigma and is compassionate and trauma-informed.”

How to Make the Most of Your Doctor’s Visit

Dear Savvy Senior, I manage a large health clinic that treats thousands of seniors each year, and we’ve have found that patients that come prepared when they visit our doctors are much more satisfied with the care they receive. Can you write a column educating patients on how to prepare for doctor’s appointments?

Healthcare Helper Dear Helper, There’s no doubt about it. Studies have shown that patients who help their doctors by providing important health information and preparing themselves for appointments tend to get better care than patients who don’t. Here are some simple things we can all do to help maximize our next visit to the doctor.

Before Appointments Gathering your health information and getting organized before your appointment are the key steps to ensuring a productive meeting with your doctor. This is especially important if you’re seeing multiple doctors or are meeting with a new physician. Specifically, you need to: Get your test results: If you’re seeing a new doctor for the first time, make sure he or she has copies of your latest X-ray, MRI or any other test or lab results you’ve recently had, including reports from other doctors that you’ve seen.

In most cases, you’ll need to do the leg work yourself which may only require a phone call to your previous doctor asking them to send it, or you may need to go pick it up and take it yourself.

List your medications: Make a list of all the medications you’re taking including prescription and over-the-counter drugs, supplements and herbs, along with the dosages and take it with you to your appointment. Or, just put all your pill bottles in a bag so you can take them with you.

Know your health history: Being able to talk to your doctor about any previous medical problems and procedures, even if they’re not the reason you are going to the doctor this time, can make an office visit much more efficient. Write it down if it’s complicated. Genetics matter too, so knowing your family’s health history can also be helpful.

Prepare a list of questions: Make a written list of the top three or four issues you want to discuss with your doctor.

Since most appointments last around 15 to 20 minutes, this can help you stay on track and ensure you address your most pressing concerns first. If you’re in for a diagnostic visit, you should prepare a detailed description of your symptoms.

During Appointments The best advice when you meet with your doctor is to speak up and get to the point. So right away, concisely explain why you’re there. Don’t wait to be asked. Be direct, honest and as specific when recounting your symptoms or expressing your concerns. Many patients are reluctant or embarrassed to talk about their symptoms, which makes the doctor’s job a lot harder to do. It’s also a good idea to bringing along a family member or friend to your appointment.

They can help you ask questions, listen to what the doctor is telling you and give you support.

Also consider taking some notes or ask the doctor if you can record the session for later review. If you don’t understand what the doctor is telling you, ask him or her to explain it in simple terms so you can understand. And if you run out of time and don’t get your questions answered, ask if you can follow up by phone or email, make another appointment, or seek help from the doctor’s nurse.

EDUCATION FUNDING (H 4730) House 143-0, approved a bill that is a response to some of the recommendations of the Foundation Budget Review Commission that in 2015 reported that the current school funding formula and system underestimates the cost of education by $1 billion to $2 billion every year.

The 1993 Education Reform Act established a “Foundation Budget” to make sure all school districts could provide their students with a quality education The bill provides some $500 million to school districts over five years to help cover the increased costs associated with special education and the health benefits for employees and retirees.

“This bill implements the findings and recommendations of the Foundation Budget Review Commission by establishing a concrete schedule for the implementation of increases to the special education and employee benefits rates in the school funding formula and by directing the commissioner to submit an implementation plan for the low-income and English learner increment changes identified by the commission’s report, said Rep. Alice Peisch (D-Wellesley), the sponsor of the bill. “As a co-chair of the commission, I strongly support the recommendations and look forward to having a concrete schedule in place for all of the recommended changes as soon as possible.”

Unlike the Senate version of the bill, the House measure did not include plans to immediately address and fund underfunded costs of cities and towns tied to educating English language learners (ELL) and low-income students.

“I thank the Senate for acting so quickly in passing this important piece of legislation, which will allow us to add more citizens to our voter rolls and make the voter registration process even simpler and more convenient,” said Secretary of State Bill Galvin who endorsed the bill back in March. “My office is ready to begin preparing for implementation of this crucial voting reform as soon as this bill is signed into law.

I am excited to have this new system in place in time for the 2020 presidential primaries.”

Although no senators voted against the bill, there were 20 representatives who voted against the bill when it was approved by the House last month.

“We need to preserve the integrity of our elections,” said Rep. Shaunna O’Connell (RTaunton) at that time. “This new law is riddled with major problems from creating another unfunded mandate on cities and towns to giving felons with stolen identities the right to vote.”

Only final approval in each branch is needed before the measure goes to Gov. Baker.

Q: So, he reached out to you for your thoughts on traffic safety issues?

A: Yep. That he did.

Q: And what was his feedback?

A: He was just trying to collect data and was interested in hearing what my feeling was, and how my wife and I were feeling since the accident, and he asked what I thought was needed. Of course, I believe I mentioned the sidewalks and told him, “You got to do something.” I talked about the lights. But after giving it some more thought, I believe the speed bumps are far better. I go through Arlington

and they have an elementary school, and they have raised sidewalks in two places. And you know that once that you get there, you’ve got to be doing five to eight miles per hour.

Q: So, it sounds like the town manager is serious about making some traffic safety improvements.

A: Yes. In Somerville, they’ve got them [speed bumps] everywhere. On main drags, they got speed bumps all the way down – Somerville Avenue – they’re using speed bumps to slow traffic down.

Q: So you heard the [selectman] chair read the town manager’s letter into the record?

A: Yes – Debbie Panetta, a good friend of mine. When I talked to her later, she couldn’t believe it was us because our

names were never mentioned in the paper at that point in time. It was a tough time; we spent a lot of time in the hospitals.

Q: Anything else that you would like to say, maybe some recommendations for things that could be done to improve traffic safety for pedestrians?

A: I would say the only thing that’s going to slow people down is by elevating the road. Create a bump, so that when you hit, your fillings start falling out of your mouth.

Q: That’s kind of what you said the other night.

A: Well, let me tell you, I hit one in the Dominican Republic, and I thought my fillings were coming out of my mouth. Geeze. I have a Ford Explorer. Even though we have seat belts on, we were lifted up.

Mayor, City Council to apply $12.5 million Wynn payment to reduce tax rate The City Council unanimously approved a proposal by Mayor Carlo DeMaria on Monday, November 13 to apply the entirety of Wynn Boston Harbor’s $12.5 million payment to the City of Everett toward reducing next year’s tax rate. The mayor made a similar move last year, when he successfully applied the entirety of a $5 million payment from Wynn toward the tax rate.

City Council adopts FY 18 tax rate The City Council unanimously voted to adopt a split levy rate on Monday, November 27, shifting the burden from residential to Commercial, Industrial and Personal Property (CIP) at the highest shift of 175 percent.

The FY 18 tax rate will be $13.78 per $1,000 of valuation on residential properties and $33.74 per $1,000 of valuation on CIP properties. If the council hadn’t approved the shift, the flat rate for residential property and CIP would have been $19.28 per $1,000.

The shift will not prevent homeowners from seeing a small increase in their actual taxes, as home values have skyrocketed in the city over the last year.

On average, single-family home values rose by about $39,000 since the last fiscal year, while two-family and three-family residences on average rose $50,000.
