Board of Selectmen Chairman Debra Panetta told the audience how proud she is of each of the recipients who were honored for achieving a minimum grade point average of 96 while playing football. “Only two percent of Pop Warner players make Pop Warner Scholars,” Panetta told the audience.

“My son made it. And it helped him get into college,” she said.

Mark Stephen Panetta Jr. won the scholastic honors in 2010.

He later went on to Worcester Polytechnic Institute, where, as a member of the Class of 2018, he is majoring in electrical and computer engineering.

“You’ve all touched my son and my family’s life,” Cicolini told the Pop Warner officials and coaches who accompanied the players to the lectern.

Saugus Pop Warner President Paul Coleman noted that only “a handful” of players earned the honor a year ago. “I can’t say how proud I am of these kids,” Coleman said.

“We emphasize academics over athletics in our program … Success on the field is not on the scoreboard itself. We demand a lot from our kids,” he said.

In March, the 20 Pop Warner Scholars will be honored at Gillette Stadium in Foxborough – home of the New England Patriots, according to Meghan Bierenbroodspot, another representative of the local Pop Warner organization.“The ones who get to go to Gillette Stadium … your parents are going to get so excited. It’s such a thrill,” Panetta told the group. After the meeting, she said her son got to be the kicker at Gillette Stadium on that special day.

Each of the young student athletes received a proclamation, shook hands with each of the selectmen and then posed for group photos from the local media and doting parents during a brief recess.

When the meeting resumed, just one spectator remained in the auditorium – Pasquale DeFeo, Jr., a Revere resident who requested reappointment as constable in Saugus, where he has served for 15 years. He told selectmen that he will have served as constable in other cities and towns for 50 years in September.

Rotary Club President talks about his priority this year: getting more Saugonians involved with the club Editor’s Note: For this week, we sat down with Thomas Carroll to talk about his top initiatives as president of the Saugus Rotary Club this year – including his plans to make the club more relevant to the town by recruiting more Saugonians as members. Carroll, 53, of Quincy, is director of Government and Community Affairs at Community Development Solutions, a company he started several years ago. During that time, he’s became active with several local community organizations while serving as a paid consultant to Wheelabrator Technologies, Inc. He is also a member of the Saugus Business Education Collaborative and the Saugus Business Partnership. A 1982 Catholic Memorial High School graduate, he served four years in the U.S. Navy, discharging as an E-5 petty officer, second class in 1983. He has worked 30 years for Jay Cashman, Inc. Some highlights of the interview follow.

wo elderly people – a man and his wife – suffered serious injuries while crossing Central Street shortly after noon on Tuesday. Police initially said the injuries didn’t appear to be life-threatening, but released few details about the accident which sent the two people to the hospital.

“The victims are residents of Saugus,” Lt. Ron Giorgetti told The Saugus Advocate yesterday.

“Female 80 yrs. of age and male 73 yrs. of age. The operator is also resident of Saugus and 80 yrs. of age. Matter still under investigation. No release of report,”Giorgetti wrote in an email to the newspaper.

The victims remained hospitalized yesterday, but their conditions were improving, according to Giorgetti.

In a press briefing earlier in the week, Giorgetti told reporters “They sustained substantial trauma,” as a result of the crash that occurred at 12:09 p.m. in the area of 345 Central St., near All City Glass Co. “But, they were conscious and alert”to emergency medical personnel who were assisting them, he said.

Giorgetti also noted the driver of the car that hit the couple “was visibly shaken” and was evaluated by medical personnel.

Reportedly, he was also taken to the hospital.

A key unanswered question, as of yesterday, was whether the driver of the black car involved in the crash struck the pedestrians while they were in the crosswalk.

Early indications are they were in close proximity to the crosswalk.

Part of the evidence being reviewed by police is security film footage.

The driver of the car “did stop and was cooperating with investigation … Once investigation is complete, police would be filing “appropriate charges if warranted,” Lt. Giorgetti said.

Several TV stations flocked to the scene after the news broke on Tuesday. A TV helicopter hovered over the crash scene, attracting attention.

“Two pedestrians struck by a car @341 Central St., elderly man and woman struck by a single car both in serious but stable condition taken to Mass General Boston,” Damian Drella of the Saugus Fire Department tweeted shortly before 1 p.m. on Tuesday. “Accident reconstruction underway,” he added.

The past couple of years, in my opinion, it started to get stale. We had done it for just years and years and years, so this year we are changing it to a“Pot of Gold,”where we have 200 tickets, selling for 100 bucks apiece. And it’s a reverse auction, where the last person standing gets $10,000, and we’ll have a silent auction along with a live auction, and it will be held at Rosaria [Restaurant, 190 Main St., Saugus, at 6 p.m. March 16].

Q: And you do the Thanksgiving baskets?

A: Yes, we do the Thanksgiving baskets and deliver toys to different organizations and families. And, coming up next week, we are joining with Wakefield over at the Sheraton Four Points [Wakefield] and putting together thousands of meals for the Food Bank, and we’ll deliver them to the Food Bank and needy families.

Q: What’s your favorite project with the Rotary Club?

A: My favorite project is build-

ing my vision. When I took over, as I said in the beginning, you had a lot of people like me who worked here, but we don’t live here. So you try to have a night out. My wife doesn’t know any of the other wives. Our kids don’t go to the same school. We don’t really have a lot in common, but that doesn’t mean we can’t get together. But it’s not like it used to be, so this year, what I have strived to do, is build membership with Saugonians – you know, local Saugus people. And, as of today, we have, I believe, nine new members.

Dave DeRuosi, the [Saugus Public Schools] superintendent, just had his interview today to join.

He’s joining on his own, not as a superintendent. We’ve had a bunch of Saugus people who have decided to join and work for Saugus. The Rotary Club, if you have corporate sponsors, you’re in really good shape, but if you don’t know what to do, it’s not the best situation. But when you have Saugus people, they know better what to do than anybody else here in Saugus.

Q: So you are going to have nine new members and they

Vincent weighs in on Wheelabrator State rep: “The landfill has already exceeded its lifetime by two decades; another five to ten years is unacceptable, and unconscionable” EDITOR’S NOTE: The following is a letter that state Rep. RoseLee Vincent wrote on Jan. 12 to Mark G. Fairbrother, who is Chief of the Solid Waste Management Section of the Northeast Regional Office of the state Department of Environmental Protection (MassDEP).

Rep. Vincent (D-Revere), whose district includes Precincts 3 and 10 in Saugus, emailed this letter to DEP last Friday – the final day that the agency was accepting public comment on its provisional decision to approve Wheelabrator Technologies Inc.’s expansion of its ash landfill near the trash-toenergy plant on Route 107. Vincent requested that this letter be published in The Saugus Advocate in the format of a Letter-tothe Editor. The Advocate offered Wheelabrator a chance to rebut her statement or submit its own letter. But a company spokesman said it would not release any letters until they are posted on the DEP website.

higher, I started receiving many calls, emails, and videos from frantic neighbors in Revere and Saugus asking me for help. As I heard their cries for help, it became more apparent than ever that opening up the already capped portions of this landfill that are closest to the Pines River is not only wrong, but reckless and dangerous. It is a total disregard for the health and safety of the people I represent.

This recent coastal storm proves just how vulnerable my

district is to storm surges and high tides. Relative to this proposal, of particular concern are the neighborhoods of the Riverside, Oak Island and Point of Pines in Revere. These neighborhoods are not only susceptible to flooding, but are also located less than a half mile directly across the Pines River from the capped portions of landfill that the company wants to reactivate.

In the aftermath of this storm, when Governor Baker visited the flooded areas in Scituate, I was extremely encouraged to hear his comments about collaborating with people from around the state to protect coastal communities from storm surges.

With climate change and rising sea levels, the real impacts on citizens who live on the coast should be taken into consideration when making policy decisions.

Wheelabrator’s proposal flies in the face of Governor Baker’s comments about protecting coastal communities from storm surges, and in fact, does just the opposite by putting my district and the people who live in the shadow of this facility in imminent danger. At this juncture in

time, the Department of Environmental Protection should be requiring Wheelabrator to begin closure of this landfill, and plan for remediation to safeguard what is already there, especially in light of its vulnerable coastal location.

I want to share with you a video from a constituent who lives on Mills Avenue in Revere. It was taken during white out conditions on January 4th, and shows the intense flooding that occurs in the Riverside neighborhood during powerful coastal storms.

A: Yes, we’re up around nine or 10 new members and we have more who are joining.

Q: So, Saugonians are the minority of the members before this membership drive?

A: Yes. And we have Toni Struzziero who is 92 and a World War II veteran and the old principal. You have Dan Pranker [the immediate past president].

You have Don Jacobs. You have Rosemary Ferraro. These are people who live in Saugus.

Q: What’s the most interesting thing you know about the Rotary Club that maybe the public doesn’t know about?

A: The biggest thing for me when I joined was … if you hold the door open for somebody, if you say “good morning” to somebody, if you see somebody struggling and help them, you’re a Rotarian. And we’re here. When you’re like-minded and you go weekly and have a nice lunch and you are around people who are like-minded and you have ideas on how to make your community better …

Q: So, you’re saying you can be a Rotarian without actually being a member?

A: Yeah. I have lived my life as a Rotarian without knowing it. And when you come in and see all of the things that Rotary stands for, you’re like “Okay, I do that already.” And you say, “I’ll join,”because it is good to sit and talk with people on ways you can help the community. Which is why it’s important to get Saugonians to join, because they don’t have to think about what needs to be done. They know what needs to be done and go out and do it.

Q: So how can one become a Rotarian?

A: All they have to do is call me or email me. We meet the first and third Thursday of the month at Prince Pizza at 12:15. And it goes to around 1:30 if we have a speaker. And come by; come by for lunch; come by as our guest.

It won’t cost you anything as a guest to come in. Just come in and sit down and just experience what it is that we’re doing.

Q: You have to fill out an application and have it approved by the Board of Directors?

A: Yes. There’s an application that you fill out, and you sit down with two members and they do an interview and they make a recommendation to the club. And then the club has 21 days to approve it.

Q: Are there any requirements?

A: The requirement is Service Above Self. The easiest way to put Rotary – and this has helped me tremendously – we have what we call the Four-Way-Test

of the things we say, think and do. And it goes “Is it the truth? Is it fair to all concerned? Does it build goodwill and better friendships?

Will it be beneficial to all concerned?” If you can ask that before you make a decision or do something – that has never let me down. It has never failed me.

Q: Can you be a Rotarian and a member of one of the other service clubs, like the Lions or Kiwanis?

A: Yeah, as far as I’m concerned. Absolutely. When I first joined, I was a Lion also, because I was seeing which club I wanted to be with. The Lions do a great job with blindness. Rotary, our mission is to eradicate polio. Along with eradicating polio, we’re moving into clean water and things like that.

Q: You have to live or work in Saugus to be a member?

A: No. But why would you join if you didn’t work or live here?

We’re a lunch-time organization.

It’s made for people who work here and also live here. Nighttime is better for people who work and they go home. I think the type of membership you have would dictate the meeting.

There were times when signs in offices that said “Thursday – not here because of Rotary.” If you missed a meeting, you got a phone call. It was very regimented. But times have changed. We all work more. We used to meet every Thursday.

When I took over, I made a recommendation to the board that we go first and third Thursday of the month. That leaves people who are on the fence about going with less of a commitment. And that leaves time for the service projects. For instance, one of our service projects – we raised $1,500 and over

500 backpacks for the victims of the hurricanes. We started off with Texas, then went to Florida and ended up with Puerto Rico.

And, finally, Puerto Rico told me the other day that we’re about three weeks away from shipping them down to them because they have no place to put them and they don’t have power yet.

So we’re in contact with the Rotary Club down there. That’s the type of projects we’re involved

with. We do the scholarships and other projects.

Q: Were you recruited for president of the Rotary Club? Or is that something you decided to run for?

A: No. I didn’t run for it. They asked me. You know, service organizations are in trouble. That’s not a secret. You’ve got declining membership. People aren’t as committed, because they are committed to other things,

Page 7 so they are not as committed to your Rotaries, your Lions, your VFW’s, your Kiwanis and organizations like that. So, basically, I was approached and they said, “If you don’t take it, we might have to join Melrose.” And I said, “We can’t do that.” And that’s where the rubber hit the road.

But I decided this was not a joke.

Wheelabrator [Technologies, Inc.]? Or how would you describe your relationship?

A: Yes, I would think so. The only reason I’m involved in Rotary is because of my relationship and my connection to Wheelabrator.

Q: And they (Wheelabrator) suggested that you might want to get involved with the Rotary Club?

A: Oh sure. They suggested that I might want to get involved with all sorts of things, like when I made the decision – I tried Lions and I tried Rotary – it was my decision to stay with Rotary even though it has less people.

Q: Did that upset the Lions?

A: No, because Wheelabrator is still paying the bill [membership] every month. I didn’t have the heart to tell them I’m not going anymore. Anyway, tomorrow night, there’s a tradition that is coming back – the first time in a while we’re having the Lions and Rotary meetings together.

Q: Is that one of your initiatives?

A: Yes. Me and Benny [Penta] of the Lions, and we got together and talked about it. I even found pictures in a box of us with the Lions having comeetings, and I thought, “Why aren’t we doing this now?” And I talked to Benny, and he said, “Yeah, let’s do it.” So we set the date and Bob Lobel [longtime Boston TV sportscaster] is the guest speaker. It’s here tomorrow night [Wednesday, Jan. 17]. It’s going to be the start of something good, I think. This year the Lions will have their meeting and we’ll be a part of that. And next year, they’ll come and we will have our meeting.

So, tomorrow night, it’s Roar Like a Lion. And next year, we’ll do our Rotary meeting.

Q: If you don’t Roar Like a Lion, what do you do as a Rotarian?

A: I ring the bell to start the meeting, and we do the Pledge of Allegiance and sing “God

Bless America,” do the Four-Way Test and say a blessing.

We all have one goal. Although we’re different clubs, tomorrow our goal is one. And that’s to fine Decareau [Eugene, a longtime Lions Club member and friend of Carroll]! Just fine Gene a lot of money!

Q: Anything else that you would like to share about your role with the Rotary Club or Wheelabrator or Saugus?

A: The work with the SBEC [Saugus Business Education Collaborative]. Wheelabrator, for 13 years now, has sponsored the Unsung Heroes Award, which is really through the SBEC. It’s a great night where kids get recognized for doing the right things – being good kids and good students. They get nominated by their teachers. That’s a wonderful night and a great thing that the SBEC does. I’m a very lucky person to represent a company that tells me to go out and become involved in the community, find out where we can help and then help. I mean I don’t know of a lot of companies that do that. There’s no undercurrent to it. It’s go out there and get involved in the neighborhood, get involved in the community.

And if we can help, we’ll help, and we’ve done that.

Q: So with your involvement with Rotary, the SBEC and the Saugus Business Partnership, what’s been the greatest contributions by Wheelabrator that you are privy to?

A: Believe it or not, it’s the little things that we do that nobody sees: the tank of heating oil – no one knows about it – somebody just mentions to you that somebody is out of heating oil; they explain the struggles that the people are having.

It’s the little things like that, that you don’t talk about because you don’t do it for that reason.

Those are the things that really mean the most to me. But some of the other things, like the Wildlife Sanctuary …

Q: Well, I’m talking about Wheelabrator’s contributions through these three organizations.

A: Well the Unsung Heroes through SBEC is one of the best. It awards kids for things that don’t normally get rewarded. I mean, we’re such a sports environment.

I love sports and I was an athlete … but it’s not all about sports. It’s the chess team, the forensic team … these people need to be recognized. Being a good student -- but you’re not a good athlete.

That’s going to get you further in life than being a good athlete. So, I like the fact that we shine a spotlight on that part.

And as far as Rotary, Wheelabrator has been very supportive of my mission for Rotary. They’ve pledged a significant amount of money to help this vision that I have come true, whether it’s offering scholarships to people or helping them with a financial issue. Because money should not be a barrier. And Wheelabrator has been very good to me in sponsoring the mission.

I’d say with Rotary, the most important thing is turning it back over to the town. We have a lot of great members, a lot of people from the School Committee who come as guests.

And we’re talking to the fire chief, and we’re thinking about giving two spots to the town just for somebody to come.

I would say, giving the town back a Rotary Club that has the best corporate sponsors. The banks are incredible. There’s York Ford. I mean, there’s just so many good, kind people who are helping out, and now if you have local Saugus people as members, you have everything.

Final advice from environmental foes DEP should consider the views of one of its former commissioners before making decision on whether Wheelabrator can expand ash landfill, Conservation Law Foundation advises agency

regional environmental group that opposes Wheelabrator Technologies, Inc.’s plans to expand its ash landfill wants a state Department of Environmental Protection commissioner who served nearly three decades ago to have the last word on the project.

In the introduction of a letter sent to DEP last Friday, the Conservation Law Foundation cited an old quote from a former commissioner who was convinced of the need to close the landfill.

“Nowhere has the need to bring facilities into compliance been more clear than in the case of the [Wheelabrator Saugus] facility located in Saugus, within the Rumney Marshes Area of Critical Environmental Concern,” the CLF letter noted, quoting from the former commissioner who advocated “the final closure of all areas of the Former Saugus Landfill owned by the M. DeMatteo

Construction Co. and operated by [Wheelabrator Saugus] for ash disposal purposes” “The Commissioner was Daniel S. Greenbaum, and the date of the letter was May 3, 1989,” The CLF letter noted.

“Unfortunately, Commissioner Greenbaum would be able to write the same words today about the Wheelabrator Saugus Ash Landfill. It does not adhere to current environmental regulatory standards, and it still needs to be closed for good.”

The letter was one of numerous ones -- pro and con -- that the DEP received during a public comment period that ended last Friday on a provisional decision by the agency to approve Wheelabrator’s expansion plans.

A spokesman for Wheelabrator declined to comment directly on the letter or submit any letters defending the company’s proposal until after the DEP posts the letters on its website.

I represent, is if this part of the landfill was reactivated for the first time in decades, the River and the neighborhood across from it would be even more susceptible to contamination in the event of an intense storm like we saw last week. Additionally, if flood waters reach the property and contaminate the active part(s) of the landfill, there is no doubt the landfill’s integrity would be compromised, and ash would get into the waters.

In addition to flooding concerns for neighborhoods I represent in Revere, it should also be noted that similar instances occurred in Saugus as well on January 4th. Constituents of mine in East Saugus who live in neighborhoods closest to the Rumney Marsh experienced the same level of flooding on their streets and in their homes.

In fact, the conditions during the storm were so severe that an entire section of Route 107 from Revere to Lynn was closed to traffic in both directions due to extreme flooding. (Footnote – Wheelabrator is located at 100 Salem Turnpike, Saugus, right on Route 107 North). Also, Route 1A from Revere to Lynn, another roadway which straddles the Rumney Marsh, was closed due to intense flooding.

As you can see from the effects of this storm, the Department of Environmental Protection should not allow Wheelabrator to deposit an additional 500,000 tons of contaminated ash in the unlined ash landfill in

Rumney Marsh in Saugus. The landfill has already exceeded its lifetime by two decades; another five to ten years is unacceptable, and unconscionable.

The Saugus ash landfill is possibly the most dangerous landfill in the state, posing significant risks to public health and the environment because it does not have the modern protections required by state and federal law, because it is located in a saltwater marsh, and because it is less than two miles from the homes of over 50,000 people in the Environmental Justice communities of Saugus, Revere, and Lynn.

The Saugus ash landfill is the only ash or municipal solid waste landfill in the state accepting waste into an unlined landfill cell. Lacking the double, plastic liner system now required by law, the Department of Environmental Protection originally ordered Wheelabrator to close the landfill by December, 1996 – that is 21 years ago. However, over the last two decades, the Department has allowed Wheelabrator to remain open in an abuse of MassDEP’s consent order power, despite the obvious danger to the community.

No amount of engineering or planning could justify expanding the Wheelabrator Saugus ash landfill which is located within the Rumney Marshes Area of Critical Environmental Concern – one of the most precious salt marshes north of Boston. As previously stated, the landfill is also adjacent to the

ed at any time and would set the stage for either a legal challenge by the Town of Saugus to block the expansion or an acceptance of a decision by the state that would allow Wheelabrator to begin its project to modify the existing ash landfill.

“We believe the Department of Environmental Protection’s (DEP) provisional decision granting a permit to allow for of the continued use of the ash monofill by Wheelabrator Saugus represents the best environmental and economic solution for the town, the state and the region,” Wheelabrator’s VP Environmental Health & Safety James Connolly said in a statement to The Saugus Advocate last November after the state issued its provisional decision approving Wheelabrator’s plans. ““While maintaining jobs and other economic benefits, it will not change the nature of the Monofill, the daily capacity of the Monofill, the materials deposited in the Monofill, or operations at the Monofill,” Connolly

wrote in an email to the paper Wednesday in response to the DEP’s decision.

“It will not increase the Monofill’s height, footprint or lateral measurement.We remain open to a dialog with the town about a long-term plan for Wheelabrator Saugus that will maintain and enhance our economic and environmental value to the community,” he said Town officials aren’t expecting the DEP to reverse its provisional decision.

It also remains to be seen whether the town’s Board of Health would follow through on year-old threats to file a lawsuit to block the ash landfill’s expansion.

The town’s legal arguments -- at least under Massachusetts Law -- were weakened last fall when the state Attorney General’s Office rejected three articles passed at a Special Town Meeting earlier in the year which attempted to place new restrictions on Wheelabrator Technologies Inc.’s “Specifically, towns

are not authorized to place land use restrictions on landfills and ash landfills that interfere with the broad regulatory authority of the Massachusetts Department of Environmental Protection (MassDEP),” Attorney General Maura Healey wrote in a sixpage opinion that cited conflicts with state law.

Meanwhile, the CLF had been contemplating a federal lawsuit challenging Wheelabrator’s plans to expand its ash landfill.

The group early last year warned Wheelabrator officials of its “Notice of Intent to File Suit for Violations of the Resource Conservation and Recovery Act and the Clean Water Act” at the ash landfill.

“Upon information and belief, Wheelabrator is not conducting any groundwater monitoring at the Saugus ash landfill, in violation of RCRA regulations and the state permitting programs implementing RCRA regulations,” CLF staff attorney Heather A. Murray wrote in her letter threatening a federal lawsuit.

Pines and Saugus Rivers, which empty into America’s First Public Beach. As witnessed with the January 4th storm, rising seas and increasingly intense coastal storms increase the urgency to safeguard our communities by closing and securing this coastal landfill. Adding more contaminated ash to this vulnerable site goes against state efforts to mitigate negative impacts of climate change, and protect coastal infrastructure, natural resources, and neighborhoods.

The contents of the ash which go into the landfill are even more concerning. Fly ash, which contains high levels of lead, mercury, cadmium, arsenic and other pollutants, is mixed with bottom ash, and is then dumped at the landfill every day.

With regard to public safety, it is extremely troubling how often there seems to be issues arising at the facility.

• There have been at least three small fires within the past year on the property.

• There have been at least two ash spills in the past year requiring hazardous precautions to be taken.

• Although the ash is supposedly “non-toxic,” whenever a spill occurs outside of the landfill area, it must be treated as a hazardous spill.

• These are just the incidents that were reported – only Wheelabrator knows how many others go unreported.

Aside from the environmental, public health and safety concerns, there is a myriad of quality of life issues associated with liv-

ing in close proximity to this facility and its landfill.

There have been issues in recent years with a silencer at the facility, which has resulted, on many occasions, in an ungodly noise that my constituents – my neighbors and friends – have had to endure, sometimes day and night, for days on end. The most recent occurrence was just this week on January 9, 2018.

The noise could be heard for miles, and for those living close by, it sounded like a constant jet hovering over their homes. Nobody should have to suffer that kind of prolonged noise, which truly is a nuisance and totally unacceptable. In addition to the noise, constituents in Saugus and Revere have reported that at certain times, a strong stench is emitted from the facility into the neighborhood.

Article 97 of the Massachusetts Constitution states that, “The people shall have the right to clean air and water, freedom from excessive and unnecessary noise, and the natural, scenic, historic, and esthetic qualities of their environment.” I wholeheartedly believe that allowing the Saugus ash landfill to continue operations is in complete and utter violation of Article 97.

When is enough, enough?

Officials in the Town of Saugus and the City of Revere have been united in their opposition to any and all actions which would extend the life of the Saugus ash landfill: • The Saugus Board of Selectmen and Saugus Town Meeting adopted resolutions in 2016 to

support “that which will result in a net decrease of air emissions and ash disposal.”

• The Saugus Board of Selectmen reaffirmed this stance in December, 2017, and remains opposed to any further expansion of this landfill.

• In 2016, both the Revere City Council and Revere School Committee adopted resolutions which oppose any expansion of the Saugus ash landfill.

• In January, 2018, the Revere City Council approved a motion by a roll call vote (10-1) to submit a letter to DEP officials in opposition to this proposal currently before DEP. • In February, 2017, the Saugus Town Meeting adopted three zoning bylaws which would prevent any ash landfill in the Town of Saugus from expanding higher than 50 feet.

• Though Wheelabrator already has approval for their landfill to reach 50 feet, they vehemently opposed these articles, which leads us all to believe that they will, at some point, request this landfill to extend beyond a height of 50 feet.

• The Saugus Board of Health has also taken the position that Wheelabrator should be seeking a site assignment from its honorable body before moving forward with any and all plans for expanding its capacity and extending closure, including the proposal currently before DEP. • In 2016, the Saugus Board of Health attempted to compel Wheelabrator to apply for a site

fter reading about Mamie “Peanut” Johnson, you know that women competed in professional baseball. Now I will introduce you to another, Jackie Mitchell. Virne Beatrice “Jackie” Mitchell Gilbert was born August 29, 1913, in Chattanooga, Tennessee, and died January 7, 1987. Her father taught her about baseball at an early age. She lived next door to the famous Dizzy Vance, a major league pitcher who was later inducted into the Baseball Hall of Fame. Dizzy taught her how to throw his famous “drop ball,” a breaking ball that dropped down in addition to curving.

Jackie stared playing officially at 16 years old for the Engelettes in Chattanooga and later attended a baseball training camp in Atlanta, Georgia, where she caught the eye of Joe Engel, who was the president and owner of the Chattanooga Lookouts.

He often used publicity stunts to bring fans into the park during the Great Depression, and he signed her to the team on March 25, 1931. She tossed her first game on April 2 of that year, becoming the second woman to play organized baseball after Lizzie Arlington, who pitched for

the Reading Coal Heavers, pitching against the Allentown Peanuts in a Minor League game in 1898.

Jackie gained fame pitching against the New York Yankees in an exhibition game on April 2, 1931. The starting pitcher, Clyde Barfoot, gave up a double and a single, so manager Bert Niehoff decided to bring in Jackie. The next two batters in the Yankees’ lineup were Babe Ruth and Lou Gehrig. Babe took the first pitch for a ball, then swung and missed the next two pitches. Babe watched the next pitch slide by for a called strike, then turned and berated the umpire and was finally hauled away by teammates. Babe was quoted in a Chattanooga newspaper as saying “I don’t know what’s going to happen if they begin to let women in baseball. Of course, they will never make good. Why? Because they are too delicate. It would kill them to play ball every day.”The next batter was Lou Gehrig, who swung at three fastballs and struck out. A sterling performance for any pitcher.

Soon Kenesaw Mountain Landis, the Commissioner of Baseball, voided her minor league contract, declaring that women were unfit to play baseball as the game was “too strenuous.” Jackie wasn’t about to give up professional baseball. She

signed up with the House of David, a men’s team who were famous for their very long hair and beards. Jackie sometimes wore a fake beard while travelling with the team for publicity. She retired from professional baseball in 1937 – only 23 years old – as she was becoming publicized as a freak.

Major league baseball formally banned the signing of women on June 21, 1952. The ban was broken in 1992 when Carey Schueler was drafted by the Chicago White Sox for the 1993 season.

The Saugus Fire Department has been awarded $4,300 for the S.A.F.E Program and $2,600 for the Senior Safe Program.

Twenty-three ago, the S.A.F.E. Program was created.Since that time, average annual child fire deaths have been reduced by 72%.More recently, a similar fire safety education program was created to offer funds to local communities in support of senior fire prevention training because seniors are the most vulnerable of populations at risk of fire-related deaths.Senior SAFE is aimed at education seniors on fire prevention, general home safety and how to be better prepared in the event of a fire.

Liquor licenses generated $157,000 during 2017

he Board of Selectmen issued 48 liquor licenses last year, which generated $157,000 in revenue to the town, according to the annual report filed with the state Alcoholic Beverages Control Commission. All Alcoholic/Common Victualer licenses granted

to 23 businesses accounted for $115,000, Wendy L. Reed, clerk of the Board of Selectmen, noted in the report she compiled for the ABCC. Other liquor licenses issued by selectmen included the following: • Six Retail Package Store/All Alcohol ($15,000) • Six Beer & Wine/Common

Victualer ($12,000) • Three Cordials & Liqueurs Permit ($6,000) • Two Retail Package Store/ Beer & Wine ($4,000) • Seven Club/All Alcoholic ($3,500) • One Seasonal Beer & Wine ($1,500) The board held a show cause hearing for three establish-

ments for failure to pay municipal taxes, fees and other money owed for more than 12 months, according to the report. But the board voted to take no action on the license holders after they paid the outstanding money owed to the collector/treasurer. Those companies were 44 Broadway Restaurant Group, Inc., doing

business as Oye’s Restaurant & Bar, 44 Broadway; New KiKu-Ya, Inc., doing business as Sake Japanese Restaurant, 670 Broadway; Eastern Partners, Inc., doing business as Out of Asia, 1268 Broadway.

Saugus boys’ basketball team keeps looking up despite record

augus basketball coach Mark Bertrand knows his team is better than its 1-6 record and that every game is a learning experience for his very raw group. Nevertheless, the Sachems are coming off backto-back losses ahead of Saturday’s Northeastern Conference clash against Danvers.

Saugus lost to Gloucester,

56-42, last Thursday, then followed up with a 58-51 loss to Essex Tech on Monday. “We were great against Essex Tech from start to finish, just a great high school basketball game,” Bertrand said. “Unfortunately, we couldn’t finish it up and seal the deal. But I was really happy with our response after the loss to Gloucester last week.”

scoring against Essex with 16 points. Christian Correia had 14 and Vincent Cirame chipped in 10. Saugus also got quality play from the bench from Jake Morgante and Robert McGrane.

Both teams traded blows, the Sachems going up by one point with four minutes left.

It was a decidedly different performance than last week’s against the Fishermen, who

shut down Saugus without too much trouble. “In the Gloucester game last week the coaching staff challenged the kids: We told them that they had to step up,” said Bertrand. “I think we responded well in our next game from start to finish. I couldn’t be happier with the effort.”

Despite the losing record, Bertrand is pleased with how his team is progressing and be-

lieves the state tournament is still in reach, thanks to the Sullivan rule. “With the Sullivan rule we have to be the best D3 team in the conference, and we’ll get in,” said Bertrand. “More importantly, we’re learning every step.

“We have a big game against Danvers this weekend. The season still has a long way to go and we have to fight every day and get better every day.”

Saugus girls’ basketball team falls to talented Revere

evere basketball coach Lianne O’Hara said she was expecting the Saugus girls’ basketball team to put up a stiff, feisty challenge.

That turned out to be true, the Sachems giving Revere a scare in a 61-51 loss at home on Tuesday.

“They’re a great team, very poised and tough,” said Sau-

gus coach Mark Schruender.

“I agree with coach O’Hara’s characterization that is was one of those tight, competitive games.”

Saugus, now 5-3 on the season, took some time to wake up, as Revere started on a 10-0 run.

“For the most part, we’d go on a mini-run and then they’d find a way to respond,” said Schruender. “Our effort

was great. We wanted it. Unfortunately, Revere came up with the answers for what we threw at them.”

Revere’s 10-0 run to start t h e g a m e, p l u s a n o t h e r strong run to start the third, ultimately sank Saugus. The Patriots went into the second quarter up 18-9 and into halftime up 27-25.

That said, the Sachems converted only 10 foul shots out of 25.

“We didn’t feel we lost it; we can always come back and press fast, and we’ve come back from bigger deficits,” Schruender said. “Basketball is a game of runs. In the second quarter we did very

well, the girls weren’t hesitating. Maybe we over-coached them in the third.”

Saugus are 4-2 in the Northeastern Conference as of Thursday morning. They play Lynn Classical next Tuesday.

“Every game is huge,” Schruender said. “Games right now matter a lot with our schedule being the way it is. You have to show up every night.”

A lifetime of providing care for others

harlene Inch was a family caregiver for many years out of necessity. But these days she’s finding fulfillment by opening her home for others who need care. Inch provides live-in care for three women at her Groveland home, through the Adult Family Care (AFC) program. She started 11 years ago, after her husband died, both for companionship and to help others.

“I’ve been a caregiver my whole life and I love it,” said Inch.

“It makes me feel good to know these ladies are taken care of

and happy.”

AFC helps MassHealth-eligible people who can’t live alone receive care in a home setting, by providing compensation, training and paid respite for caregivers. The program usually assists family caregivers, but in some cases – like Inch’s – it matches qualified caregivers with people who need daily assistance.

A retired hospital clerk and school department employee, Inch learned the art of caregiving while helping her sister, who was a juvenile diabetic, and later her parents and husband.

“My whole thing is to keep family at home and take care of them for as long as possible,” she said. “Family means a lot to me, and I don’t like being alone.”

It was a family connection that led Inch to AFC. “My sister was

caring for two women through the program, and I asked her social worker if she knew anybody looking for a home,” said Inch.

“She said, ‘I think I’ve got just the person,’ and that was Patty.”

Patty, now 79, moved in with Inch 11 years ago, and Celeste, now 64, joined them shortly after. And Patty’s sister Anna, 69, moved in this summer. Inch assists them with a variety of daily living tasks, but they also make time for a daily ride together, even if it’s just to get coffee.

Inch said it’s been a very good

experience, much like having a new extended family. “I think of myself as a caregiver, but it’s different in our home, because it’s their home, too,” said Inch. “I like it when they call it their home.

That means a lot to me.”

Massachusetts loses 500 jobs in December T

he state’s total unemployment rate dropped to 3.5 percent in December, the Executive Office of Labor and Workforce Development announced Thursday.

The Bureau of Labor Statistics’ preliminary job estimates indicate Massachusetts lost 300 jobs in December. Over the month, the private sector lost 200 jobs; gains occurred in Construction; Manufacturing; Leisure and Hospitality; and Financial Activities. The November estimate was revised to a gain of 7,800 jobs.

From December 2016 to December 2017, BLS estimates Massachusetts has added 63,000 jobs.

The December unemployment rate was six-tenths of a percentage point lower than

What To Do When a Loved One Dies Dear Savvy Senior, This may seem like a strange question, but can you tell me what steps need to be taken after a loved one dies? My 80-yearold father has a terminal illness, and I would like to find out what I will need to do when he passes.

Only Daughter Dear Only, I’m sorry about your father’s situation but this is a great question many families inquire about when a loved one’s death becomes imminent. Here’s a run-down of some things you can do now, and after his death, that can help keep a sad event from becoming even more painful.

Before Death Occurs There are several tasks you can do now while your father is still living, that will make things a lot easier and less hectic for you after he dies.

For starters, find out where your dad keeps all his important papers like his will (also make sure it’s updated), birth certificate, marriage and divorce certificates, Social Security information, life-insurance policies, military discharge papers, financial documents, and keys to a safe deposit box or home safe.

Also, if your dad doesn’t have an advanced directive, help him make one (see CaringInfo.org for free state-specific forms and instructions). An advanced directive includes a living will that specifies his end-of-life medical treatments, and appoints a health-care proxy to make medical decisions if he becomes incapacitated.

In addition, you may also want to get a do-not-resuscitate (DNR) order, which will tell health care professionals not to perform CPR when your dad’s heart or breathing stops. Your dad’s doctor can help you with this.

You should also pre-arrange his funeral and burial or cremation.

Immediately After Death Once your father dies, you’ll need to get a legal pronouncement of death. If no doctor is present, you’ll need to contact someone to do this. So, if your dad dies at home under hospice care, call the hospice nurse, who can declare his death and help facilitate the transport of the body.

If he dies at home without hospice care, call 911, and have in hand his DNR document. Without one, paramedics will generally start emergency procedures and, except where permitted to pronounce death, take the person to an emergency room for a doctor to make the declaration.

If no autopsy is needed, you will need to call the funeral home, mortuary or crematorium to pick up the body. If your dad is an organ or tissue donor, contact the funeral home or the county coroner immediately.

Within a Few Days If funeral plans were not pre-arranged, you’ll need to make arrangements and prepare an obituary. If your dad was in the military or belonged to a fraternal or religious group, you should contact those organizations too, because they may have burial benefits or conduct funeral services.

Up to 10 Days After Death To wind down your dad’s financial affairs, you’ll need to get multiple copies of his death certificate. These are typically provided by the funeral home.

If you’re the executor of your dad’s estate, take his will to the appropriate county or city office to have it accepted for probate. And open a bank account for your dad’s estate to pay bills, including taxes, funeral costs, etc.

You also need to contact your dad’s estate attorney if he has one; tax preparer to see if estate or final income taxes should be filed; financial advisor for information on financial holdings; life insurance agent to get claim forms; his bank to locate and close accounts; and Social Security (800-7721213) and other agencies that provided benefits to stop payments and, if applicable, ask about survivor benefits.

You should also cancel his credit cards and, if relevant, stop household services like utilities, mail, etc.

Beacon Hill Roll Call

By Bob Katzen THE HOUSE AND HOUSE: There were no roll calls in the House and Senate last week.

This week, Beacon Hill Roll Call reports on the number of times each representative sided with Gov. Charlie Baker on his 179 vetoes of items in the 2017 session.

A two-thirds vote is required to override a gubernatorial veto. In a full 160-member House, there were 125 Democrats and 35 Republicans. The governor needed the support of 54 representatives to sustain a veto when all 160 representatives voted -- and fewer votes when some members were ab-

sent, or a seat was vacant.

It was mostly the 34 GOP members who voted with the Republican governor to sustain the vetoes. Minority Leader Brad Jones (R-North Reading) and Rep. James Lyons (RAndover) both voted with Baker 100 percent of the time. The GOP member who supported Baker the least number of times was Rep. David Vieira, who sided with the governor only 83 times (68.5 percent).

The vetoes had little support among the 126 Democrats in the House. Only ten of the chamber’s 126 Democrats voted with Baker to sustain any

vetoes while the other 116 did not support the governor even once.The Democratic representative who supported Baker the most times was Rep. Jonathan Zlotnik (D-Gardner) who supported him seven times (3.9 percent). The other nine representatives who supported the governor did so only on one veto each (less than 1 percent).

Not only is this particular landfill unsafe, it was never supposed to be a forever solution. Now is the time to permanently close this fossil of a facility and implement the safeguards needed to protect people, natural resources, and our communities for the future.

In closing, my constituents who live in Saugus and Revere have lived with this facility for well over forty years, and have had to endure environmental and health hardship because of it. I stand firmly with the residents of Saugus and Revere, and the alliance of highly respected environmental groups in urging the Department of Environmental Protection to not grant this permit request.

PUBLIC SCHOOL | from page 20 Residents who want to comment after reviewing DeRuosi’s spending plan can attend a public hearing set for 7 p.m. on Tuesday (Jan. 23) in the School Committee Room at the Roby School.

Discussion about the proposed budget has been low key compared to last year when DeRuosi came out early in the year lobbying aggressively for a $1.3 million increase, insisting that the town couldn’t afford to skimp on educational needs if it wanted to improve the scholastic standing of the school district.

Last March, Town Manager Scott C. Crabtree’s preliminary spending plan included $1.2 million less in the operating budget than what DeRuosi requested. DeRuosi wound up closing the Ballard Early Childhood Center and moving its 118 students to two other school buildings as a key part of balancing the budget.

The School Committee was scheduled to meet with DeRuosi in a budget workshop scheduled for last night. DeRuosi ignored a request to make an electronic copy of the proposed budget available yesterday (prior to press time) for The Saugus Advocate.

The School Committee’s budget subcommittee is expected to begin a series of workshops on the budget that will continue for several months. Meanwhile, other department heads had submitted their budget requests and are preparing for future presentations before the Finance Committee.
