y name is Michael Walsh and today I announce my candidacy for the State Senate, 3rd Essex District as a write-in candidate for the Republican nomination. I am running because I believe that the voters of this district deserve a choice of representation.

I am the son of a union firefighter and a public school teacher. I started my education right here at North Shore Community College. Suffolk University, in the shadow of the State House, was a brilliant place to learn while earning a Bachelors Degree in Political Science, a Juris Doctorate, and a Master of Laws in Global Law and Technology. o date, there has been little fanfare with this year’s races for office; however, the Annual Town Election is still three months away.

Town Clerk Trudy Reid said this year’s voter turnout will depend on how many candidates appear on the April 10 ballot.“At the moment, only incumbents have taken out nomination papers,” said Reid. “If there are no other candidates, I would expect the turnout to be low, less than 15 percent.”

However, she said candidates have until Feb. 21 at 5 p.m. to file nomination papers. “There is still time for anyone to take out nomination papers, so anything can still happen,” said Reid. She also said that no debates have been scheduled at this time.

The current list of candidates includes Board of Selectmen Chairman Christopher Barrett, School Committee Chairman Timothy Doyle, School Committee Member Dr. Salvatore Cammarata, Board of Assessors Chairman Donald Garrity, Library Trustees Russell Boekenkroeger and Dr. Janine Rodrigues-Saldanha, and Town Moderator Arthur Bourque.

Opioid crisis worsens with prevalence of stronger drugs

F

or the past decade, the opioid crisis has locked Massachusetts in a vice-like grip, and the death toll only continues to rise.

“The biggest issue is the potency of the product,” said Wendy Kent, director of Behavioral Health and Prevention at Bridgewell, adding that more users are being drawn to fentanyl and other high caliber drugs.

“Your regular heroin is just not

cutting it any more.”

As a result, Kent said, fighting the opioid crisis has become increasingly frustrating. “Sometimes we’re just banging our heads against the wall,” she said.

“We’ve been at this since 2008.

It’s going to be many years before we see this reduce itself.”

Challenging as it may be, Kent said, Bridgewell is armed with a team of doctors and recovery coaches who are on call around the clock seven days a week.

Provided the patient survives an overdose, Kent said, a recovery coach will go to meet that individual within 30 minutes.

“It’s a pretty quick intervention; we have a 70-75 percent engagement rate at that initial visit,” she said.

Having worked with the cities of Lynn, Salem and Peabody, Kent said Peabody officials have been the most proactive in trying to keep the epidemic under control. According to the State

Department of Public Health, there were 51 fatal overdoses in Peabody between 2012 and 2016. “Peabody is concerned about its overdose numbers; it’s something they’re invested in,” said Kent.

In contrast, there were 57 deaths in Salem during the same four-year period and 184 deaths in Lynn.

Although the number of users seeking treatment has been “pretty consistent in the past

year,” Kent said, new faces appear all the time at Bridgewell’s offices on Dearborn Road.“What we’re seeing now is a lot of newer users,” she said. “We’re seeing people who aren’t chronic users who really don’t know what they’re dealing with.”

In addition, Kent said she continues to urge parents to remain vigilant, as no one is safe from substance abuse.“No parent can just put their head in the sand,” she said.

These expenses are generally allowed as deductions (limited to 50%) and are governed by the following Internal Revenue Code Sections (prior to the New Tax Cuts and Jobs Act): - IRC 162(a): requiring that an item needs to be both ordinary and necessary in order to be deducted as a business expense:

• IRC 274: requiring that this entertainment item is properly substantiated • IRC 132(e): provides a De Minimis Fringe Exception In order to substantiate that an expense item is both ordinary and necessary, one must follow the rules outlined in IRC 274. Each entertainment item over $75 must have the following supporting information in writing: • Amount and proof of payment

• Time and place • Business purpose and benefit • Attendee(s) and their business relationship to the business IRC 274 further provides an exception to the proof of payment requirement should the expense item be less than $75.

However, all other elements of proof must still be maintained.

method” for substantiation purposes. This is commonly known as the “Conus rates,” and the list of expenses for each major location within and without the United States is published and maintained by the U.S. General Services Administration. Proof of travel is required to use this substantiation method.

IRC 132(e) allows a 100% deduction for “any property or service, the value of which is (after taking into account the frequency with which similar fringes are provided by the employer to the employers’ employees) so small as to make accounting for it unreasonably or administratively impracticable.”

While full written substantiation is the best defense in the case of an audit, one should weigh the costs of benefits of doing so.

In the event your supporting documentation is unavailable through no fault of your own (acceptable examples of these circumstances include fire, flood or natural disaster), you have the right to “substantiate claimed deductions by reasonable construction of the expenditures or use” – this is other-

The use of the De Minimis Fringe Benefit rule (IRC 274(n)(2) (B)) was successful in a June 26, 2017 Tax Court Case brought by the owners of the Boston Bruins against the IRS. (GO BRUINS!!)

This case revolved around deducting the entire cost of pregame meals for players and personnel at away games. While I won’t bore you with the details, suffice to say that the IRS closely examines the entertainment deduction, and it behooves you to adhere to the substantiation requirements.

Barrett launches re-election campaign for Board of Selectmen

uring the past year, Board of Selectmen Chairman Christopher Barrett said one of his top priorities was to get more residents involved in town government; now those same individuals have urged him to seek another term, and he did not want to disappoint them. “I feel that I owe it to each and every one of them to run for another term and do my best to work with them to help Lynnfield remain

Going into this year’s election, which will be held on April 10, Barrett said he would encourage anyone who is thinking about running to act. He also said he is very much aware of what is required to be a successful town official. “I know it’s a challenge to balance your personal, professional and public life as you strive to serve the town of Lynnfield,” he said. “Over the past six years in elected office, my record reflects that I have been able to successfully balance this time well in order to be an active and effective participant on the boards and committees I have been honored to serve on.”

Although the projected new growth revenue from MarketStreet Lynnfield came in at $325,000 for fiscal year 2019, Barrett said it was “an expected challenge we knew we would need to face as a community.”

moved to change and expedite the budget process was to give more time for the Board of Selectmen, the town of Lynnfield and, most importantly, Town Meeting to consider both the challenges and opportunities facing the town of Lynnfield in the year ahead,” he said.

Barrett said he is confident that there will not be a need for a Proposition 2½ Override this

year. “I look forward to working with town departments and local leaders to do our very best to pursue all options necessary to avoid the need for any override in the near future,” he said.

In addition to the new growth challenges, Barrett said the tax burden is another obstacle.

“One of my main priorities remains doing everything we can to alleviate the pressure on the residential property tax base to fund our budget priorities,” he said, adding that this is especially true for Lynnfield’s senior citizens. “I’m excited by the amount of progress that the Senior Citizen Advisory Council has made to meet the challenge the Board of Selectmen gave the council to pursue opportunities to ease or reduce the tax burden for our senior citizen population.”

Recreation has also been on Barrett’s radar during his ten-

ure as chairman. “I worked with my board members to pass a Town Meeting Warrant item to build a new Lynnfield Middle School track and field and softball field,” he said, adding that funds were also made available to refurbish the fields at the elementary schools. “I will forever remain committed to providing the best opportunities for our students and delivering the very best recreational opportunities for all residents.”

In addition, Barrett has required that three items appear on every Board of Selectmen meeting’s agenda: Selectmen Update, Town Administrator Update and Public Comment.

Taking a second look at town’s payroll, pensions

Dear Editor, Lynnfield has gone through many changes over the years and through it all, our town employees have continually provided us many services, while maintaining our lovely town and educating our students. As we look towards the future, we will be asked to vote on potential building and maintenance projects. As part of this discussion we should consider our obligation to our employees and understand how they could

contribute and affect our budgets moving forward.

For a closer look at how our employee needs and our payroll has changed over the past 10 years, the following chart has been provided below. This information is based on Massachusetts DOR (Department Of Revenue) information.

Street, we have increased the number of employees by almost 3%, while our payroll has increased approximately 15%.

Our obligation to meet our employees’ payroll will continue through their retirement. Moving forward, OPEB (Other Pension Employee Benefits) should become more important in our budgetary planning.

In S&P’s Global Ratings Report, dated March 31, 2017, the following statement was made: “Lynnfield’s large pension and OPEB obligation, without a plan in place we think will sufficiently address the obligation, is a credit weakness.

Lynnfield’s combined required pension and actual OPEB contribution totaled 7.9% of total governmental fund expenditures in fiscal 2016. Of that amount, 4.3% represented required contributions to pension obligations and 3.5% represented OPEB payments.

The town made its full annual required pension contribution in fiscal 2016. The

funded ratio of the largest pension plan is 51.8%.”

The S&P Ratings Report went on to say, “Lynnfield also provides OPEB to retirees. As of July 1, 2015, the most recent actuarial valuation, it reported a $69.8 million OPEB liability, an increase from $56.3 million as of July 1, 2013.

Lynnfield has traditionally funded OPEB through payas-you-go financing. It paid $1.8 million, or 3.5% of expenditures, which was 23% of the annual required contribution, in fiscal 2016. The OPEB Trust Fund has a current balance of $600,000; officials plan to add an additional $300,000 in fiscal 2018. We note this is not enough to address the OPEB plan fully based on the growth rate of liabilities.

In our opinion, large growing pension and OPEB liabilities could add budgetary pressure.” The report went on to say a negative factor is “…but significant medium-term debt plans and a large pension and other postemployment benefit

(OPEB) obligation and the lack of a plan to sufficiently address the obligation.”

Therefore the town should be very diligent when considering any new debt.

Today, S&P Bond Rating of Lynnfield is AA+, with the highest bond rating being AAA. The report concludes: “The stable outlook reflects S&P Global Ratings’ opinion of Lynnfield’s, at least, strong budgetary flexibility and very strong economy, supported by its access to the Boston MSA. We believe the town’s very strong liquidity, with limited capital needs, provides additional rating strength.

Therefore, we do not expect to change the rating over the next two years.”

Lynnfield Girls Softball announces Registration Open for Spring Softball, Winter Clinics

egistration is open for the 2018 Spring Season of Lynnfield Girls Softball. Go to lynnfieldgirlssoftball.com to register. Registration is for girls in grades 2 through 8 who live or attend school in Lynnfield.

The league is also holding a series of clinics on Wednesdays from 4-5 p.m. at the Route 1 SportsPlex in Danvers. The clinics begin on

January 31 and run through March 7. Players can register on the website for the clinics as well. Those who register for the spring season and clinics at the same time will receive a discount.

Clinic instructors include the league’s volunteer board members and coaches, SportsPlex staff and several high school players. Spring practice begins

in early April with games running from late April through early to mid-June. Teams play one home game and one away game each week. Teams who qualify for the playoffs will play additional games.

lans are underway for the 28th annual LHS Junior PostProm Party, which follows the Junior Prom on April 27, 2018. The goal of this event is to keep prom-goers safe and off the roads on that night by providing them a safe, substance abuse–free environment in which to continue their festivities with friends and classmates, all worth parental peace of mind. The party

is for all Class of 2019 students and their guests. This successful event has been attended by over 95% of prom-goers in the past. Students in the class of 2019 not attending the prom are welcome to attend the festivities as well.

The Junior Post-Prom Party is funded by Junior Post Prom Committee fundraising and donations. Money raised will be used for bus transportation

and sound fiscal policy. As was recently reported, State tax receipts have exceeded projections by more than half a billion dollars. If we can’t return this money to the people, then we should save it. A strong commitment to putting aside money in the Rainy Day Fund will serve this District well. Without a strong contingency fund, when the lean years come we

Ideas to modernize and improve our State government are not lacking, all we need is a voice in the State Senate to help forward that cause. For example, the State maintains five different lists of contractors who are prohibited from doing business with the State or any of the Cities or Towns.

Any government procurement officer must check all five lists before they approve contracts or buy goods and services. The Federal Government has consolidated their debarment lists into one single website and we should do the same. Modernization and efficiency should be among the highest concerns for the Legislature and its members.

Our government should work for us to create jobs. It should create a business friendly environment by making the private sector a partner, rather than an adversary. This District has business ranging all the way from General Electric down to small Mom & Pop stores. Much like its people, these businesses should be encouraged and nurtured. Governor Baker has done a fantastic job at this and I hope to help him.

Dockside cleared of over-serving allegations

Then the encounter became physical when police tried to assist Fredericks’s girlfriend, who had fallen onto the sidewalk. “We had no choice – it ended up turning into a wrestling match,” said Smith. “It’s not like TV, it’s really not a good environment to be in.”

he Wakefield Board of Selectmen did not take any action against the Dockside during its Jan. 8 meeting despite being notified by the Police Department about an intoxicated patron and his girlfriend who was also under the influence of alcohol.

Wakefield Police Chief Richard Smith said that at 10:19 p.m. on Nov. 4, 2017, one his sergeants came upon the two intoxicated individuals as they were walking along Main Street toward J.J. Round Park.

Since none of his officers were injured in the scuffle, Smith said no criminal charges were filed against either individual. “There was nothing to be gained by charging them,” he said.

In response, Attorney Stephen Grant, counsel for the Dockside, said the restaurant has extensive rules and regulations regarding alcohol service. “In its 14 years here in Wakefield, the Dockside hasn’t had any problems,” he said.

He also said there was no documentation of anyone acting in an intoxicated manner on the night of Nov. 4.

“The Dockside did an internal investigation; they were very proactive,” said Grant.

Dockside Restaurants Owner Jack Urbaczewski said he met with all his bartenders two days after the incident and was assured that Fredericks was not over-served.

In a letter to the board, Fredericks said he had “a few beers” at the Dockside over the course of 90 minutes.

He then left the bar and purchased a sleeve of 10 fireball

whisky shots for himself and his girlfriend at a nearby liquor store. “This is where he got intoxicated, not at the Dockside, but afterward,” said Grant. “The night in question was one big, awful mistake.”

Selectman Ann Santos said she did not see a reason to take action against the restaurant. “I would not do an official warning, I just don’t think we have it,” she said.

Selectman Anthony Longo suggested that the incident be used as a teaching opportunity. “We’re not here to beat you up or to take your license away,” he said.

Pioneers hockey team loses early battle for first place to Newburyport Rematch is set for next month in Clipper country

F

irst place was on the line in the Cape Ann League last Wednesday night in Peabody, when the Newburyport Clippers came to town to take on the Lynnfield Hockey Pioneers. Both teams entered the contest with undefeated 3-0 records. The game lived up to its hype. The Clippers had a 2-0 lead after two as a result of little puck luck and a clearing pass that went awry and was promptly batted out of the air and into the net.

But as is their wont, the Pioneers started battling back with a goal on the power play. Jaret Simpson was cred-

ited with the score from Joey Mack and George Deroche.

The Clippers eventually put the game away (3-1) with 30 seconds left on the clock with an empty net tally. “ This was a good game that had that playoff feel,” said coach Jon Gardner afterwards.

The Pioneers dominated in shot attempts, 28-15. “We did everything in this game, but come away with a tie,” said Gardner.

Aidan Kelly once again played very well in goal, and the veteran Lynnfield coach also praised the play of his defense that kept things close on the scoreboard through-

out the entire contest.

The Lynnfield boys will get another crack at Newburyport next month, but the rematch will be in Newburyport. But in the meantime, there’s a clash with Masco coming up Saturday, Jan. 20, at Peabody, starting at noon.

It will be another battle for first place. It’s still a logjam at the top that probably won’t be decided until that very last regular season game in late February.

But prior to getting ready for the Chieftains, Lynnfield literally pulled a tie out of the fire against Triton last Saturday with half of a second left in the game. The final score

ended up being 2-2, and that crucial point could be very pivotal to determine first place next month. “[Triton] was the more desperate team, and they needed the win,” Gardner said. “It was a scoreless first period, thanks mainly to Kelly, who came up with some nice saves.”

The Vikings took the lead first with 1:38 left in the second period. But Deroche, stationed in front of the net, tied it up quickly in the third with a goal from Robbie Brandano and Tyler Murphy. Despite Lynnfield controlling the play for the better part of the final two periods, the referees called a couple of close pen-

alties on them, giving Triton a 5-on-3 advantage, and they eventually scored the goahead goal as time was expiring on the infractions. But not to be detoured, the Pioneers refused to give up the point.

Joey Mack was responsible for the tying goal with, again, less than a second left on the clock, assisted by Will Garofoli and Deroche. Both sides were in the mid-20’s in shots, and Kelly was again alert to keep his teammates in the game.

Lynnfield wrestlers secure two wins in last Saturday’s quad meet

he Lynnfield-North Reading wrestling team came out of last week’s meets with a split, and by the end of the day on Saturday, they had won nine out of 14 weight classes in the quad meet.

Josh Bedell, Stuart Glover, Anthony Wilkinson and Kevin Farrelly captured all three of their matches throughout last Saturday’s quad-meet at North Reading to help lead their teammates to two triumphs. The Pioneers now have a 5-11-1 record.

“It’s been frustrating at times this season, but we are hanging in there,” said coach Craig Stone. “They continue to support each other and push each other to be the best they can be. The attitude has been great, and there is still plenty of enthusiasm, two important variables that transcend wins and losses.”

But Burlington first upended the locals, 53-30, on Jan.

Bridgewell was incorporated on January 8, 1958, and President and CEO Kelly J. Martin wanted to celebrate this momentous occasion and

encouraged all of Bridgewell’s programs to get a cake to celebrate Bridgewell’s birthday.

Smiling faces filled the celebration as the nonprofit gathered to reflect on 60 years of service. Bridgewell supports approximately 6,300 people and their families through community housing, day programs, outpatient treatment, recovery services, education and employment training.

Over the course of his ten sonatas, Beethoven rede fined the violin/piano genre by pushing the expressive boundaries of the duo and placing the instruments on equal footing. The Sonata No. 7 in c minor, Op. 30, No. 2 dates from 1802, the same year of his famous Heiligenstadt Testament and an incredibly transformative period in Beethoven’s creative life. One of the grandest sonatas in the violinist’s rep-

ertoire, the c minor is a taut, tempestuous work of nearsymphonic scope that stands at the threshold of the Romantic era.

Dmitri Shostakovich’s Violin Sonata, Op. 134 was completed in the autumn of 1968 for the 60th birthday of his friend, the acclaimed violinist David Oistrakh. It is an austere and muscular work of enormous scope and impact. Shostakovich commented “there may be only a few notes, but there is a lot of music.” Indeed, these “few” notes traverse an intense range of moods - from a sardonic march and fantastical, grotesque dance, to ethereal night-music and a Bachinspired passacaglia - resulting in one of the finest works from Shostakovich’s last creative period.

In addition, Barrett said that through his work with Peabody Mayor Edward Bettencourt, he was able to halt plans for a medical marijuana dispensary that would have been very close to Green Street on the Lynnfield/ Peabody line. “I had the great honor of speaking before the joint meeting between the Peabody City Council and Planning Board in support of Mayor Bettencourt’s successful amendment to protect Green Street,” he said.

During his two years on Beacon Hill, Barrett held various posts under then-Senate Minority Leader Brian Lees, then-State Rep. Brian Cresta and then-State Sen. Richard Tisei. In addition, Barrett was the western Massachusetts field director and the director of Municipal Affairs for then-Gov. Mitt Romney.

He was also the chief of staff for then-Lt. Gov. Kerry Healey.

Barrett returned to school in 2007 after being chosen for an “extremely competitive scholarship” to the Isenberg School of Management at the University of Massachusetts at Amherst. He graduated two years later with a 3.9 grade point average and a master’s degree in Business Administration.

In 2012, Barrett was elected to the Lynnfield School Committee and was appointed chairman in 2014. He was then elected to the Board of Selectmen in 2015 and became the chairman in 2017.

In addition to being Lynnfield’s top official, Barrett is currently a member of the Lynnfield Catholic Collaborative Parish Pastoral Council and the vice principal of Everett High School. He is also a former member of the Personnel Board and the Recreation Commission.

CHAMELEON UP CLOSE | FROM PAGE 10 There are few living composers who are as admired as Estonian Arvo Pärt, and fewer still whose popularity extend beyond the classical music world. Fratres (1977) is an early example of his self-titled “Tintinnabuli-style” of composition. Tintinnabuli comes from the Latin word meaning bell. It is heavily influenced by Gregorian chant, evokes an atmosphere of meditation, and sounds at once modern and ancient. Fratres exists in numerous instrumentations from duos to string and saxophone quartets to cello octet and wind band. The version for violin and piano was premiered by violinist Gidon Kremer in 1980 at the Salzburg Festival.

Rounding out the program is the only published violin and piano work by composer, provocateur, and musical maverick Erik Satie. Satie was aligned with the Dada and Surrealist movements in art, and his music - typically filled with irreverence and parody - represented a break with French Romanticism and stood in purposeful opposition to Debussy. He was employed at CVS Omnicare in Peabody as a Pharmacy Technician. Peter was an active member of the Great Rock Church in Danvers and recently returned from a mission trip in Haiti. He enjoyed volunteering, hiking, reading, traveling and spending time with his family and friends. Visitation for relatives and friends will be held at the McDonald Funeral Home, 19 Yale Ave., Wakefield on Friday January 19 from 4-8 pm. His Funeral Service will be held at the Great Rock Church, 256 Andover St, in Danvers on Saturday January 20 at 10 am, followed by an interment at Forest Hill Cemetery in Lynnfield. Residents asked to clean storm drains

he Town of Lynnfield is asking residents to help prevent flooding by clearing the storm drains around their homes of snow and debris.

In anticipation of heavy rains, warm temperatures and resulting melting of snow and ice, flooding conditions could quickly arise in Lynnfield. While Public Works crews will be busy for the next few days clearing culverts and attending to problem spots, it is impossible for Town workers to clear every storm drain and catch basin in Town. We are asking resident to help prevent flooding in their neighborhoods by clearing away any snow and ice, as well as leaves, twigs, trash and other debris from storm drains and catch basins around their home.
