Warmer weather could mean tighter social distancing enforcement

lthough social distancing has been going well overall, one significant challenge still lies ahead: the weather.

Mayor Carlo DeMaria recently issued an executive order stating that “non-essential gatherings of individuals of any size for any

reason shall be canceled or postponed.” Therefore, any resident found in violation of the order will be subject to a fine of “up to $300.”

Yet, the urge for backyard barbecues and pool parties will surely intensify as spring gives way to summer.

Resilient Mystic Collaborative touts accomplishments on new website

E

verett is one of 18 communities in Greater Boston working together as the Resilient Mystic Collaborative (RMC) to protect their people and places from climate change. The group’s first 18 months of progress can be found on its newly launched website at resilient. mysticriver.org.

“Now in this time of crisis, collaboration is more critical than ever,” said Mayor Carlo DeMaria.

“The work of the Resilient Mystic Collaborative has led the way in showing how our combined efforts result in positive outcomes for both the environment and our communities. I want to thank our municipal and non-profit partners for their hard work and dedication to protecting our valuable resources for future generations to come.”

Since 2018, the RMC has raised

more than $1.7 million for regional climate resilience projects. For example, 17 communities spanning the upper Mystic River watershed are collaborating to apply $425,000 in state and federal funding to manage stormwater flooding on a regional scale through large green infrastructure projects. Seven communities in the lower Mystic River watershed are partnering with large infrastructure managers to implement a $390,000 state grant to identify and manage risks from major coastal storms. Finally, social service practitioners throughout the watershed are working to identify and decrease disproportionate risks to vulnerable residents and workers in the region.

The strength of the RMC comes from the tremendous good will and shared resourc-

es among Mystic River watershed municipalities. The steering committee is comprised of senior municipal staff and non-voting content experts. Staff from communities with more experience freely share expertise with smaller municipalities as they begin to assess their climate risks.

“The current COVID-19 crisis only illustrates how essential it is to understand and prepare for crises that put our most vulnerable residents and workers at risk,” said RMC facilitator Julie Wormser, who is deputy director of the Mystic River Watershed Association. “Our municipal staff are often unsung heroes working to make our communities thrive in the face of unprecedented challenges, whether COVID-19 or heat waves, sea level rise and storms.”

DiDomenico and McGonagle announce virtual notarization S

tate Senator Sal DiDomenico and State Representative Joseph McGonagle recently announced that the Massachusetts Legislature passed legislation to authorize notary publics to perform notary actions using videoconferencing during the COVID-19 public health emergency.

“My office heard from many constituents on this issue of

remote notarization, and I am pleased that my colleagues in the Legislature and I were able to enact this change,” said DiDomenico. “Industries across our Commonwealth are having to quickly adapt to these unprecedented times, and the Legislature is doing everything we can to identify these needs and make the necessary changes. Public health and safety must remain top priori-

ty, and this will help minimize risk for many people in need of this critical service and ease the burden on a crucial part of our economy.”

Cambridge Health Alliance Launches COVID-19 Testing at Malden Care Center M

Effort will support expanded testing for Everett and Malden residents

ALDEN–Cambridge Health Alliance (CHA) announced that, beginning Wednesday, April 29, COVID-19 testing will be available to existing CHA patients and members of the community via a stand-alone testing center at the CHA Malden Care Center (195 Canal Street, Malden). Everett and Malden residents 8 years of age and older are welcome, regardless of insurance or immigration status. Individuals MUST CALL to set up an appointment using a new hotline number at 617665-2928.

Governor extends nonessential business closures to May 18 O n April 28 the Baker-Polito Administration extended the essential services emergency order to May 18 and launched a Reopening Advisory Board that will produce a plan to Governor Charlie Baker by May 18. The Administration also announced that the Stay At Home Advisory of the Department of Public Health (DPH) remains in effect and gatherings of 10 or more people remain prohibited until May 18.

Essential services order: Baker’s emergency order requiring that all businesses and organizations that do not provide “COVID-19 Essential Services” close their physical workplaces and facilities to workers, customers and the public will be extended until May 18. Businesses and organizations not on the list of essential services are encouraged to continue operations through remote means that do not require workers, customers or the public to enter or appear at the brick-and-mortar premises closed by the order. This order also extends the existing ban on gatherings of more than 10 people until May 18.

Stay At Home advisory: Baker announced that DPH’s Stay At Home advisory will remain in effect. Residents are strongly urged to stay home and avoid unnecessary travel and other unnecessary person-to-person contact during this time period. Residents who are considered at high risk when exposed to COVID-19 should limit social interactions with other people as much as possible.

Executive Branch employee guidance: The Baker-Polito Administration extended the guid-

ance issued to Executive Branch employees on protocol during the COVID-19 outbreak to ensure state government can continue to provide key services while protecting the health and safety of the public and the Executive Branch workforce. Under the guidance, all employees performing non-core functions who can work remotely should continue to do so until May 18.

Reopening Advisory Board: Baker announced the formation of the Reopening Advisory Board, which will be CoChaired by Lt. Governor Karyn Polito and Housing and Economic Development Secretary Mike Kennealy. The Board brings public health officials together with leaders from the business community and municipal government from across the Commonwealth. This group is charged with advising the administration on strategies to reopen the economy in phases based on health and safety metrics. It will meet with key stakeholders and solicit input from a variety of constituencies over the next three weeks to develop a report by May 18 that will include DPH-approved workplace safety standards, industry frameworks and customer protocols and guidelines, including enforcement mechanisms and coordination with municipal leaders. This report is due on May 18, but the administration has made clear that public health data and guidance from health care experts will dictate the timeline of the reopening process.

The 17-member Reopening Advisory Board is composed of three public health officials, including DPH Commissioner Dr. Monica Bharel, three municipal officials and 11 leaders from the business community, in-

cluding Massachusetts Department of Transportation (MassDOT) Secretary/CEO Stephanie Pollack. Members of this Advisory Board bring a range of perspectives to the table, such as an understanding of workplaces and workforces and insights into key areas like financial markets, education, manufacturing and transportation.

Everett man allegedly connected to string of armed robberies

O

n April 26, federal law enforcement officials from the Bureau of Alcohol, Tobacco, Firearms and Explosives as well as police officers from Everett, Chelsea and Boston arrested Diego DaSilva, 31, of Everett, and charged him with the armed robbery of an East Boston convenience store that reportedly took place on the evening of April 21.

According to police, it is also possible that DaSilva was involved in three other armed

robberies that occurred in East Boston on January 13, March 10 and April 14.

Regarding the incident on April 21, DaSilva reportedly entered the convenience store on Bennington Street and handed the cashier a note demanding money.

DaSilva allegedly showed the cashier that he was carrying a gun in his waistband and fled the scene with an unknown amount of money. Reportedly, police recovered a gun from DaSilva’s vehicle when he was taken into custody on Harvard Street in Everett.

While additional action could be necessary, McGonagle said a social distancing law may not be the answer. “I’m not sure enacting a law is the best move, as it could pose more complications than intended and might drive people to defy it,” he said. “It’s in the city’s best interest to set ordinances on city-owned land and potentially apply fines to those who disobey it. We certainly don’t want to punish people for going outside, but we do need to remind them that the only way to resume normal life is to work together.”

cial distancing. “I support the efforts to stop gatherings of any sort; I would support a blanket policy for our state,” he said. “I am getting increasingly frustrated to see people congregating in groups – getting beyond the curve is crucial.”

Ward 2 Councillor Stephanie Martins said the Everett Police Department and the Inspectional Services Department have done “a great job” enforcing the mayor’s orders.

Martins agreed with DiDomenico in that state officials should release a clear set of social distancing guidelines.

“It would be extremely helpful if the state was able to issue some strong guidance defining social distancing for all the municipalities to follow and, hopefully, eradicate this pandemic faster,” she said.

Ward 3 Councillor Anthony DiPierro said social distancing needs to remain in effect regardless of the change in seasons. “Unfortunately, during times like these we have to sacrifice some of the things we take for granted,” he said.

“While enforcement can be difficult, we need the public to adhere so we can ensure our residents stay safe. Fines are an absolute last resort in

a situation like this, but if residents are putting themselves or their neighbors in danger, they need to be reprimanded.”

Ward 1 Councillor Fred Capone said social distancing remains “very difficult” despite being a cardinal defense against COVID-19.“The longer social distancing is required and as the weather improves, it will likely become more difficult to abide,” he said. “We are so accustomed to interacting with one another openly and freely. Unfortunately, precautions such as social distancing are necessary to progress through this pandemic as quickly as possible.”

Capone also maintained that DeMaria’s order will be sufficient for the foreseeable future. “Right now, it is an executive order that, during this state of emergency, is enforceable. An ordinance by the City Council at this time is not necessary.”

However, Capone raised concerns about having an adequate number of face masks for residents. “The city should be supplying masks or other coverings to those who do not have any,” he said. “We all need to be diligent and work together to get through this terrible ordeal.”

City businesses still weathering the storm

A

s expected, the past month has been turbulent for Everett’s business community as it continues to endure the wrath of COVID-19.

“It’s honestly been a roller-coaster ride since this all began,” said Enrico Botta, owner and operator of the HP Cookie Company. “We are very fortunate to still have orders coming in, but it hasn’t been easy.”

He also had a number of employees who chose to stay home for fear of becoming infected.

“At the beginning of all this we were missing half the staff because they were afraid to come to work,”said Botta.“The biggest challenge was making the employees feel safe.”

At that point, Botta felt it was prudent to shut down the business for one week to thoroughly clean the building. During that time, he purchased face masks, face shields, noncontact thermometers and additional hand sanitizer.

“I sent videos to my staff showing them we were taking all the necessary precautions to create a safe and healthy work environment,” said Botta. “New rules have been implemented. Our protocols may seem extreme to some, but my team and myself

feel safe coming to work.”

He said that upon entering the building, employees are now required to wash their hands in front of a supervisor and have their temperature taken. Botta

also said employees have been required to wear face masks for the past month. “No one is allowed into the facility unless authorized by management and then they must follow the same

protocols as everyone else,” said Botta.

He said HP Cookie’s daily production rate has diminished as there are fewer employees allowed in that part of the building at any given time. “But that’s okay, it’s not about making a profit right now,” he said. “It’s about creating a safe, healthy work environment. The city and state will give standard recommendations on what to do, but people can’t expect them to hold their hand and do it for them.

If people think it’s going to be like it was before, then they aren’t living in reality.”

However, Botta emphasized that he is not focused on "doom and gloom.” “We can all get through this, but we have to improvise for the time being and get creative,” he said.

Michael Oxton, co-owner of Night Shift Brewing, said his business is moving forward with an “adjusted approach to operations.” “We are still making beer in Everett, still out there distributing and selling to partner accounts that are open,” he said.

Oxton also said Night Shift’s taproom remains open with new hours, from 1-7 p.m. during the week and from 12-6 p.m. on the weekends.

“A majority of our staff was fur-

loughed, but we are confident we’ll make it through whatever comes our way,” he said. “Our fans are showing incredible support; they’re the reason our business stays alive.”

William Nogueira, owner of Sal’s Pizza, said that although the number of takeout and delivery orders has improved, there is still a noticeable decrease in revenue. “We have remained open, but I have opted to keep the door closed,” he said. “We have been doing okay considering the situation.”

Cheryl Smith, executive director of the Everett Chamber of Commerce, said that while a number of businesses have applied for financial assistance, there have been no permanent closures as a result of the virus.

Smith said she will rely on the state for guidance going forward. “We’ll do whatever we have to do to get things working,” she said.

However, Smith said it will be quite some time before businesses can bounce back. “I don’t think they’ll have the same numbers that they had prior to this,” she said.

In accordance with the latest order from Governor Charlie Baker, all nonessential businesses must now remain closed until at least May 18.

Middlesex DA’s Office launches nonemergency text line M

iddlesex District Attorney Marian Ryan has announced the launch of a new dedicated text line for victims. This line will provide victims with direct access to a victim witness advocate via text message.

The line provides the opportunity for victims in nonemergency situations to have live interaction with an advocate in the District Attorney’s Office without having to say a word. This is a valuable tool both for individuals who might feel safer using text and for young people who often prefer text to phone call. Recognizing that many victims are reaching out with questions regarding personal matters, this line provides a person-to-person connection, which can help alleviate the stress of navigating the criminal justice system. The announcement comes during National Crime Victims’ Rights Week (April 19–25, 2020), a time designated to raising awareness of victims’ rights, protections and services.

“As we continue to grapple with the COVID-19 crisis the needs of victims and vulnerable populations remain at the forefront of our work,” said Ryan. “This line, created specifically for victims or those worried about a friend, or loved one, will provide direct access to a victim witness advocate. The advocate in our office can give important information about how to apply for a restrain-

ing order, develop a safety plan or access other services. This new option, to send a text, which we have not had before, can be critical for victims who need information but may be unable to or feel unsafe calling on the phone.”

With the launch of the dedicated line, victims can now reach an advocate during regular office hours (8:30 a.m.–5:00 p.m.) via text message at 781-281-4066. The line is not monitored 24/7 and is not an emergency line.

Recognizing that the criminal justice system can be complicated, advocates monitoring this line will be able to help: • Guide those impacted by crime through the criminal justice system as the COVID-19 process continues to evolve • Ensure that victims of crimes understand their rights • Help victims of stalking and harassment file Harassment Prevention Orders • Provide assistance to victims of domestic violence • Provide referrals to community resources and connect people to trained sexual assault and domestic violence help advocates who can provide free and confidential services regarding safety, options and resources If individuals are in fear for their safety, they should call 911. “During these seriously constrained times with victims locked in and resources locked down, this text line can provide a vital portal of hope and connection.”

The Middlesex District Attorney’s Victim Witness Services Bureau is dedicated to ensuring that crime victims and witnesses are aware of their important entitlements and are committed to remaining available to the people of Middlesex County during this time. This line will serve new victims; victims in pending cases are encouraged to contact the victim witness advocate assigned to their case. This is not a confidential line and specific case information will not be shared via text.

THE HOUSE AND SENATE. There were no roll calls in the House or Senate last week.

The COVID-19 pandemic was once again the focus on Beacon Hill last week. Most legislators and staff are sheltering and working from home to comply with social distancing guidelines. The House and Senate held only informal sessions at which there can be no roll calls and it only takes one member to stop the proceedings if he or she disagrees with anything.

A very small group of Democrats and Republicans, all wearing masks of course, worked together, as they have done for the past several weeks and continued to cooperate and approve bills relating to COVID-19. In addition, many new bills relating to the virus were filed. This week, Beacon Hill Roll Call reports on several pieces of legislation relating to the COVID-19.

VIRTUAL NOTARY PUBLIC (S 2645)–The House and Senate approved and sent to Gov. Charlie Baker a bill that would authorize a notary public to notarize documents via electronic video conferencing in real time as long as both the notary and each principal involved in the transaction are physically located within Massachusetts. Documents include mortgages, wills, trusts, durable power of attorney, health care proxies and caregiver authorizations.

Supporters said that the COVID-19 virus has held up the notarization and validity of thousands of important documents across the state because all the parties are practicing social distancing, are sheltering in place and hesitate to meet in an office with other people.

“Massachusetts should join the over 30 states across the country that allow for remote notarization,” said Sen. John Keenan (D-Quincy) who was instrumental in the bill’s drafting and passage.“We should give our families and friends, faced with difficult decisions, some peace of mind.”

IMPROVEMENTS TO LOCAL AND REGIONAL PUBLIC HEALTH SYSTEM (H 4761) – The House and Senate approved and sent to the governor a bill to improve the delivery of public health services through enhanced collaboration between local boards of health and regional health districts. A key provision creates a State Action for Public Health Excellence Program to encourage boards of health and regional health districts to adopt practices that will improve the efficiency and effectiveness of the delivery of local public health services. The program would also provide grants to improve these health systems and requires not less than 33 percent of the grants go to cities and towns with a median household income below the state average.

Other provisions include the state providing at least four annual free public health educational and training opportunities to boards of health and regional health district officials; and setting minimum standards for local public health services.

Each of the state’s 351 cities and towns has its own board of health which is designed to ensure many health-related items including food safety in restaurants, response to public health emergencies, hous-

THE EVERETT ADVOCATE – FRIDAY, MAY 1, 2020 ing code violations and water quality at beaches and pools. Cities and towns have vastly different staffing levels and most small towns lack a full-time staff.

“I am thrilled that a significant need identified by the Special Commission on Local and Regional Public Health, of which I was a member, has been passed unanimously by both chambers of the Legislature,”said Rep. Hannah Kane (R-Shrewsbury). “This bill will allow for a more effective and efficient delivery of local and regional public health services and ensure that our public health staff have access to necessary training and professional development opportunities. As we see evident in the current pandemic, our public health officials are on the front-line in our communities and this bill provides them with the support necessary to best serve residents.”

REQUIRE REPORTING OF COVID-19 CASES (H 4667) – The House approved and sent to the Senate legislation that would require long-term care facilities, assisted living residences, elderly housing facilities and the Soldiers’ Homes in Chelsea and Holyoke to report daily to local departments of health, the Massachusetts Department of Public Health (DPH) and residents’ families and guardians the number of known COVID-19 positive cases and mortalities among residents and staff at the facility. DPH would make the data available on its website and update it daily.

“Our long-term care facilities, assisted living residences and elder housing are the epicenter of this public health crisis,” said sponsor Rep. Ruth Balser (D-Newton). “Those with loved ones in these residences, and the larger community, are understandably alarmed … It is our hope that with transparent reporting, the necessary testing, personal protective equipment and staff support will be made available to these facilities.”

HELP MORE WELFARE RECIPIENTS QUALIFY FOR FUNDS (S 2647) – The Senate approved and sent to the House a bill that temporarily eliminates the maximum countable assets that a welfare family is allowed to have in order to qualify for state funding for people who have lost incomes due to the ongoing COVID-19 pandemic. The proposal prohibits the state from denying a family assistance under Transitional Aid to Families with Dependent Children (TAFDC) because the family’s countable assets exceed $5,000. It also prohibits the state from denying financial assistance under the Emergency Aid to the Elderly, Disabled and Children (EAEDC) program on the basis of that program’s exceptionally low asset limits which are $250 for an individual and $500 for a couple. If the recipient owns a car, $1,500 of its value and the home the person lives in are not accounted as assets.

The bill, estimated by supporters to cost $571,000 would remain in effect from the time Gov. Baker signs it into law until 120 days later or 45 days after the March 10, 2020 state of emergency is terminated, whichever is sooner.

“With the widespread loss of jobs and income due to the pandemic, the Legislature must break down as many barriers as we can between people and crucial safety net programs,” said Sen. Jo Comerford (D-Northampton), chair of the Senate COVID-19 Working Group. “For many people right now, the small stipend provided by TAFDC and EAEDC could allow them to just hang on, but the [current] asset

limit requirement would force these families to start erasing their savings, liquidating stocks and bonds and their retirement savings at the worst possible time.”

“Supporting our vulnerable residents is one of the most important things we can do during this public health crisis and doing so has been a priority of the Senate since this emergency began,” said Senate President Karen Spilka (D-Ashland). “I am grateful for the efforts of the Senate working group to advance this important legislation, and to all of the senators who contributed to the final bill, which will help thousands in need of assistance during this challenging time.”

HOSPITALS HAVE BEDS FOR NON-COVID-19 PATIENTS–Hospital executives from across the state along with Gov. Baker made it clear that the state’s health care system can still treat other conditions as it works its way through the surge in COVID-19 cases. They noted that patients shouldn’t let concerns about contracting the contagious respiratory disease drive them to delay treatment.

Baker said that, statewide, more than half of the state’s 18,000 hospital beds are empty. He said that planning and modeling have made the state’s hospitals well-positioned to help the state withstand the surge in COVID-19 cases.

“The purpose of all that surge planning and response was to ensure that our healthcare system would not be overrun and could continue to respond to other emergency needs,” Baker said. “People should still call their doctor to talk about their health needs and go to the hospital if they have an emergency.”

Dr. Michael Apkon, the president and CEO of Tufts Medical Center, said there has been a huge decline in nonCOVID-19 patients coming to hospitals which can partially be attributed to the drop in activity and travel as people practice social distancing.“But we also know that part of it is because people are afraid to come to the hospital, and our concern is that that fear is leading to adverse outcomes,” he explained.

“We’ve seen children coming to the hospital after having several days of abdominal pain and coming with a ruptured appendix,” Apkon continued.“We’ve seen patients with symptoms of stroke that are staying at home long beyond the point at which medications that would markedly improve their outcome could safely be delivered. We’ve seen patients with kidney disease that are staying at home, coming to the hospital too sick to be cared for and survive.”

Several Boston hospitals worked together to develop a public service announcement, scheduled to begin airing last week, urging people not to delay medical care.

NEW COVID-19 BILLS – Several new bills relating to COVID-19 have been filed including: STIMULUS CHECKS TO IMMIGRANT TAXPAYERS (S 2659)–Provides a stimulus check to taxpayers who use an Individual Taxpayer Identification Number (ITIN) and who are not eligible to obtain a Social Security number. The state-funded stimulus check would be equal to the stimulus checks of $1,200 for individual filers, $2,400 for joint filers and $500 per child that is currently provided by the federal government through the CARES Act. It will also provide $10 million to immigrant aid organizations.

According to the National Immigration Law Center, taxpayers who

file their tax return with an ITIN include “undocumented immigrants and their dependents as well as some people who are lawfully present in the U.S., such as certain survivors of domestic violence, Cuban and Haitian entrants, student visa holders and certain spouses and children of individuals with employment visas.”

“Immigrants play a crucial role in Massachusetts’s economy, and we need to ensure that undocumented immigrants and their families receive the same financial support as other taxpayers have through the federal CARES Act,” said the bill’s sponsor Sen. Jamie Eldridge (D-Acton). “At a time of a pandemic, more than ever, we need to take serious action and provide financial help to all vulnerable populations. While the federal government did not provide direct financial relief to tens of thousands of Massachusetts immigrant families, the Legislature, reflecting Massachusetts values, can.”

“If this public health crisis has made one thing clear, it’s that we are all in this together,” said co-sponsor Rep. Ruth Balser (D-Newton).“All residents of Massachusetts need the same protection from the health and economic impacts of COVID-19. Immigrants, regardless of status, who have been working and paying taxes should receive the same stimulus check that everyone else in the community receives.”

STOP HOARDING DURING EMERGENCY (HD 5013) – Prohibits retail food stores from accepting the bulk return of any groceries and other household goods purchased by a consumer during, and for 30 days following, a declared state of emergency resulting from a pandemic or other public health emergency. Violators would be fined $250 for the first offense, $500 for the second offense and $1,000 for a third or subsequent offense.

“I am sponsoring the bill simply because we have too many people affected by hoarding items that should be available to the public especially in a time of crisis,” said Rep. Al Silvia (D-Fall River), the sponsor of the bill.

“There is no reason people shouldn’t be able to purchase items, such as hand sanitizer and disinfecting wipes, when we need them the most.”

COLLEGES WILL NOT BE HELD LIABLE (S 2644) – Grants indemnity from lawsuits to public and private colleges as a result of any act or omission by the institution when it develops, manufactures, tests or distributes personal protective equipment (PPE) in response to COVID-19, unless the act or omission constitutes willful, wanton or reckless conduct.

“Quite simply, we are in a situation where we need all hands-on deck,” said the bill’s sponsor Sen. Walter Timilty (D-Milton). “The state has been asking companies that are able to repurpose their manufacturing processes to help with the emergency demand of PPE. Here in the commonwealth, we have some of the best colleges and universities around that

are able to help, but currently cannot. This bill will remove that hurdle.”

Timilty also praised Wentworth Institute for their willingness to help.

“When the COVID-19 pandemic began to unfold, faculty and staff immediately sought opportunities to help medical professionals in their fight against the virus but there were no legal protections that permitted Wentworth to move forward,” said Wentworth President Mark Thompson. He noted that the bill will provide Wentworth and other universities with the ability to engage in meaningful ways in the effort to provide critical PPE to those on the front line.

BUSINESS INTERRUPTION INSURANCE (S 2655)–Requires insurance companies to cover businesses’ costs if they close down due to the COVID-19 pandemic. According to the bill’s sponsor Sen. Jamie Eldridge (D-Acton), the bill would also allow insurers to apply for reimbursement for the costs through the Division of Insurance, and then allow the Division of Insurance to reimburse licensed insurers that sell business interruption coverage.

“Business owners are in a financial crisis as a result of the Coronavirus pandemic, while facing the requirement to pay rent, various business costs, and employee wages,” said Eldridge. “Many of these businesses purchased business interruption insurance, yet in speaking to their insurance agents, have confirmed that this insurance does not cover virus pandemics.”

“Since this crisis began, I have been supporting every measure possible to expand resources and coverage for businesses and individuals facing financial insecurity,” said co-sponsor Sen. Patrick O’Connor (R-Weymouth).

“This legislation is exactly the type of policy we need right now to preserve our vulnerable industries, and I hope we can quickly move it forward in the legislative process.”

Many legislators say that legislative sessions are only one aspect of the Legislature's job and that a lot of important work is done outside of the House and Senate chambers. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. Of Haverhill, formerly of Malden and Everett, passed away peacefully in the presence of family on April 21, 2020 due to complications from dementia. She was 88 years old.

Born on March 27, 1932, Josephine was one of four children of the late Edward V. and Marion R. (nee Lombardi) Casaccio. Upon graduation from Everett High School in 1950, Josephine began working at the Federal Reserve Bank of Boston.

Josephine married her sweetheart Jim on September 20, 1953.

Together, they made their home in Malden, where they started a

family and raised their three children, Denise, Lynne, and Stephen.

Josephine returned to work at local banks and the Registry of Motor Vehicles, along with supporting the family roofing business. Her devotion to her children continued as they raised their own families. Josephine's home was always filled with family, friends and neighbors. Her loved ones have known her as Dolly, Jo, Josephine, and Mrs. Camella.

She reveled in having any and every opportunity to be with them.

Some called her Betty Crocker, as she was queen of cooking and baking, and at the drop of a hat would make chicken soup for those who were not feeling well. Josephine was proud of her Italian heritage and most enjoyed preparing Italian dinners and desserts for those who gathered at her home.

Of all of her accomplishments, she most proudly held the titles of Mom, Auntie, and Nana. Her greatest love was, and is, her family. She was exceptionally proud of her children, her dear niece Angela, and she greatly adored her grandchildren. She traveled throughout the area to attend countless baseball and softball games, volleyball tournaments, dance recitals, swim meets, and school events. Being a part of all of the special moments in

her loved ones' lives was her greatest joy. Her happiness in sharing her love of homemaking and cooking, and her teaching of how to be a mother and grandmother, will be missed by all.

She lived a life filled with loving cousins and lifelong friends with whom she shared wonderful times; vacations, day trips at Connecticut casinos, nights out at dinner dances, and evenings around the kitchen table playing cards. Josephine never hesitated to be with those she loved.

Josephine was the daughter of the late Edward and Marion Casaccio, of Everett. She is survived by her beloved husband of 66 years, James Camella, her two daughters and son and their families: Denise and Bernard Colbert of Malden, grandson, Kyle Colbert; Lynne Camella-Murray and Stephen Murray of Haverhill, grandson Brian Murray and wife Jillian Murray, great granddaughter Addelyn Murray, grandson James Murray, and granddaughter Stephanie Murray; Stephen Camella of Laconia, N.H. and granddaughter Lauren Camella.

When Gerry retried as a millwright, he later took a position as a custodian with the Wakefield Public Schools, he worked there for 10 years. Gerry was always doing something, he never stayed idle. He loved working and maintaining his home. He often spent many days outdoors enjoying the good weather & working in the garden & yard. He was an Honorary Lifetime Member of the Wakefield lodge of Elks # 1276. Gerry stayed very active with the Elks and participated in many events & fundraisers throughout the years. He was always on a tireless effort to help kids to stay out of trouble and to “Say no to drugs�. In an interview from January 2011, a student had interviewed Gerard for her class project.

She asked Gerard questions about his life, when he was a kid, life now, things he would like to do and how he wanted to be remembered. The young student was very impressed how he was a humble man that enjoyed the simple things in life. He treated people fairly and always wanted kids to make good choices and to stay clean! He lived his life with a certain set of principles & values; he not only imposed them to his children, but to all children that he would talk to. He modestly told the girl, that we would like to be remembered as being a good person that he was. Anyone who knew him was blessed for having the genuine friendship of Gerrard’s.

It is with saddened hearts the family of Elizabeth (Libby) Horrocks announce her passing at age 92, due to a brief battle with COVID-19 on April 27, 2020 at Melrose Wakefield Hospital. Libby leaves behind her loving daughter Marian Gilbert, son-in-law Richard and her beloved sister, Marion Brown. Grandchildren Eric and Lainie, Michelle and Ray along with Libby’s great grandchildren Kailey, Randy and Rylee.

His wife, Esme “Terry”, also joined him working at the garage helping with bookkeeping and decorating the showroom windows.

Richard and Esme celebrated 54 years of marriage. Shortly after they were married, they moved Page 22 to Melrose, where they began their family together. Richard was raised with strong family values and instilled them to his three children. He was well respected in his hometown of Revere and he was also well respected in the Melrose community. Richard was a proud member of the Massachusetts Masons Mount Tabor Lodge and Aleppo Shriners. He was also a member of the Bellevue Golf Club in Melrose. Richard was a family man first and foremost.

Being with his family was paramount. Celebrating any event, holiday or achievement with his children and granddaughters was where he always wanted to be. He was a genuine man who had a heart filled with love, generosity, and integrity.

CHANGES TO REQUIRED MINIMUM DISTRIBUTION RULES The Secure Act (Setting Every Community Up for Retirement Enhancement) may very well have the largest impact on retirement accounts since the passage of the Pension Protection Act in 2006. Although the Secure Act did away with the IRA stretch provisions that allowed beneficiaries to stretch out distributions from the IRA account over their lifetimes, it also increased the age at which IRA account holders are required to take out minimum distributions (RMD’s).

Section 114 of the Act increases the age at which an IRA owner or participant in an employer-sponsored retirement plan must begin taking RMD’s from 70 ½ to 72. Par-

ticipants in 401(k), 403(b) and similar NonIRA-based employer-sponsored plans will still be able to delay taking RMD’s provided they are still working and meet the requirements of Internal Revenue Code Section 401(a)(9).

The new required beginning date for taking RMD’s is now April 1st following the year in which the IRA owner reaches age 72.

If you choose to take an RMD in the following year on or before April 1st, you will still have to take another RMD in that same year representing the age 73 RMD. This would double up your RMD for that particular year possibly putting you in a higher income tax bracket. Therefore, it might not be to your

advantage to defer taking your RMD in the year you actually turn age 72. You might also get hit with IRMAA (Income Related Monthly Adjustment Amount) thereby increasing the amount of your monthly Medicare Part A premium.

For anyone that actually turned 70 ½ in 2019, the RMD’s still need to be taken in 2020 if not already taken in 2019. The Secure Act does not allow those individuals to delay RMD’s until age 72. The life expectancy tables have not changed under the Secure Act. These are the tables used to determine the amount of the RMD to be taken each year.
