company with plans of building a LongHorn Steakhouse at the current location of Sears Automotive near the Square One Mall sought an early transfer of a liquor license before it closes the deal on the property and moves forward on construction plans. “They need to secure the liquor license before they start their permits and construction,” Attorney Joseph H. Devlin told selectmen Wednesday night in advocating for Rare Hospitality International, Inc., a Delaware corporation seeking the liquor license transfer. “The ABCC [Alcoholic Beverages Control Commission] is fine with it. If it doesn’t come to fruition, this is a license that would have to be turned back in,” Devlin said. But Town Manager Scott C. Crabtree called the request “premature” and suggested that Devlin return to the board “in a month or so” with more information for selectmen to consider. Selectmen shared Crabtree’s concerns and voted, 5-0, to delay the public hearing on the requested license transfer until the board’s Sept. 12 meeting. In making that motion, Selectman Jeffrey Cicolini suggested the board request Devlin to have representatives of the liquor license seller as well as the landlord available to answer questions. Rare Hospitality is requesting the transfer of the liquor license from New Ki-Ku-Ya Inc., doing business as Sake Japanese Restaurant at 670 Broadway, to a new location at 1325
Broadway, Unit 1. Rare Hospitality said it’s purchasing the license for $250,000. It plans to build the LongHorn Steakhouse in the space provided by the landlord for nearly $3 million, according to documents provided to the town. The applicant is funding the purchase of the license and the construction from operational revenue of Darden Restaurants, Inc. The company also has a $750 million credit revolver. Selectmen share concerns Company plans call for an opening at the end of 2019 with construction set to begin in the spring or summer of next year. Board of Selectmen Chair Debra Panetta noted that LongHorn Steakhouse is a wellknown franchise. “The only question I have: Is it premature to transfer a liquor license before you are actually building?” Panetta said. That prompted a quick response from Crabtree, who answered “I would say it is.” To that, Devlin said the company has the backing of the ABCC and didn’t see it as a problem. “Whatever goes on with the ABCC is different than what goes on in Saugus,” Crabtree said. “We’ve been through this before. We’ve spent tens of thousands of dollars,” the town manager said, referring to problems when some of the town’s previous Boards of Selectmen had approved a liquor license transfer for projects that didn’t materialize.
