“A good fit” for Saugus Crabtree touts hiring of School Committee Chair to part-time town clerical job

chool Committee Chair Jeanette Meredith began a new part-time job with the Town of Saugus this week as a “floating office clerk” who could play a versatile role, filling in as a substitute at various positions, according to Town Manager Scott C. Crabtree. “I think her experience and familiarity with the workings of the municipality is a plus,” Crabtree told The Saugus Advocate.

“That’s why HR [town Department of Human Resources] and I thought she would be a good fit.

That’s why she was hired,” Crabtree said.

Donald Wong in this fall’s election. “I am hearing from people all over the district who say that I should explore running,” Matthew P. Crescenzo told The Saugus Ad-

vocate this week.

“There are many people in the district who believe that our government doesn’t listen and must do a better job of understanding the needs of the community … I truly believe in public service and am discussing the possibility with my family and potential supporters. I will have a decision in the coming days,” Crescenzo said.

However, a spokesperson at the Elections Division said “it’s not mandatory” for candidates to sign the log. “But most candidates do sign the log when they pull out papers because they don’t want to keep their candidacies secret,” she said.

State Rep. RoseLee Vincent, DRevere, who represents Saugus registered voters in Saugus precincts 3 and 10, pulled out her nomination papers on Jan. 29.

She has been a member of the Legislature since being sworn into office in April 2014. She won the March primary and the April 1 special election that year, which was called after state Rep. Kathi-Anne Reinstein resigned.

She was elected in 2016.

Mila and Carla Moschella, who still live in Saugus. The couple had been married for 56 years when Mrs. Moschella died in 2007.

After graduating from high school, Moschella got his start in woodworking at Joseph Gerte Co. on Albany Street in Boston. He got to work there for five years, learning the craft of custom furniture making, before the Army drafted him at the start of the Korean War. Moschella is a 1956 graduate of Fitchburg State College, where he earned a bachelor’s degree in Industrial Arts. In 1961, he earned a master’s degree from Salem State College in Educational Guidance.

He has been active in local government for nearly three decades, having served on the Saugus Council on Aging for 27 years. He is a former Town Meeting member (20 years) and has served on various committees and boards, including two terms on the School Committee (1993-97). He served as committee chair for his last term, having topped the ticket in the 1995 election by 800 votes.

But he is best known around town as an accomplished craftsman who has the talent to turn a piece of wood that might be destined for the trash heap into somebody’s treasure. He has put his artisan skills to work on countless community service projects.

refinisher and cabinet maker, he has donated many woodworking projects to the Town of Saugus. Some of his best pieces are on display near or inside municipal buildings – including Town Hall, the Saugus Public Library, the Saugus Senior Center and the historic Roby School building that houses Saugus Public Schools. The most familiar works he produced and donated to the town are the Board of Selectmen’s three-piece conference table and the handicapped-accessible lectern used for their meetings, both in the second floor auditorium at Town Hall.

In 2004, Moschella received the “Man of the Year Award” at the town’s annual Founders Day celebration, being recognized for his countless contributions to the town – for thousands of volunteer work hours and his many gifts of woodworking. Some highlights of the interview follow.

Q: Carmine, tell me a little bit about yourself, about how you continue to teach woodworking for free even though you retired years ago.

A: I retired from Saugus High School as the vice principal back in 1993.

Q: But you’re still around.

A: I’ve been here since 1956, and I just continue to be here.

An ongoing series on the challenges of making open government work in Saugus

The focus of the Division of Open Government in its finding was on specific details in the way minutes are written.

“When reviewing minutes for compliance with the Open

S

tate Attorney General Maura Healey calls promotion of openness and transparency in government “one of the most important functions” of her agency.

“Every resident of Massachusetts should be able to access and understand the reasoning behind the government policy decisions that affect our lives,” Healey writes in a cover letter to Massachusetts residents which serves as a brief introduction to the state’s Open Meeting Law Guide.

“My office is working to achieve that goal through fair and consistent enforcement of the Open Meeting Law, along with robust educational outreach about the law’s requirements,” she said of the authority her office has assumed since 2010, after the enactment of a new ethics reform regulations which transferred those powers from county district attorney offices throughout the state.

The Attorney General’s Division of Open Government last year received an average of six complaints a week from cities and towns across the state -- a record-setting pace during its eighth year of overseeing enforcement of the law.

Besides investigating complaints and seeking remedial action to address violations -which could result in fines for repeat offenses that are considered intentional.

At the same time division has stepped up efforts to make sure that public officials and citizens alike are better informed about the basic requirements of the law.

“Our office is dedicated to providing educational materials, outreach and training sessions to ensure that members of public bodies and citizens understand their rights and responsibilities under the law,” Healey said.

But in Saugus -- like many communities in Massachusetts -- there’s evidence of ignorance or indifference to the law by local elected and appointed members of various boards and committees.

on some occasions, some of the Saugus bodies would fail to cite a specific exemption for the purpose of going into executive session.

And, sometimes, they would fail to begin the executive in public first.

• There were instances where some member of local boards would deliberate outside of a properly-posted meeting through emails or on social media.

• Untimely, insufficient minutes for executive session as well as open sessions. In a ruling last month, the Division of Open Government determined that the Saugus School Committee violated the Open Meeting Law for failing to provide suffi-

cient detail in its minutes for a March 16, 2017 executive session.

Of particular concern to former School Committee member Peter Manoogian -- the author of the complaint which led to the violation related to inadequate minutes, the length of time it took for the approval of meeting minutes, particularly for executive sessions.

For instances, during one meeting last summer, the committee approved a stack of minutes that were excessively late -including minutes for seven of 10 executive sessions that were more than a year old.

The School Committee avoided being cited for that violation because it was not part of a complaint.

Manoogian maligned for nitpicking It remains to be seen whether the School Committee and other local boards used that finding as a guide in efforts to improve the overall transparency of local government.

During his final year on the School Committee, some of Manoogian’s sometimes chided him for nitpicking when he urged his colleagues to follow the provisions of the Open Meeting Law. Meanwhile, citizens complain about observing transgressions of the law on a monthly basis, but do little to take their public bodies to task when they feel that government proceedings are not as transparent as they should be.

Saugus man pleads guilty to role in counterfeit steroid conspiracy (Editor’s Note: This is a copy of a press release from the U.S. Attorney’s Office in Boston on a recent guilty plea by a Saugus man on federal drug charges.)

did not manufacture steroids.

The defendants allegedly sold the steroids to customers across the United States using email and social media platforms, collected payment through money remitters, such as Western Union and MoneyGram, and used false identifications and multiple remitter locations to pick up the proceeds. Some of the defendants laundered proceeds from the steroid sales through Wicked Tan LLC, a tanning business located in Beverly, which they owned and operated specifically to launder the proceeds of the steroid operation.

Petzke is the final defendant to plead guilty in connection with the conspiracy. In August 2017, Bauman pleaded guilty to his role in the conspiracy and is scheduled to be sentenced on March 15.

The charge of conspiracy to distribute controlled substances provides for a sentence of no greater than five years in prison, three years of supervised release, and a fine of up to $250,000 or twice the gross gain or loss of the conspiracy. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines

and other statutory factors.

A: Well, the most famous one is probably the big one that is in front of the Town Hall that holds the memorial to the World War I people. I made that way back, I forget when. When you first came in here and saw the big Indian … I did that back in ’84. And if you go into the Town Hall, I did the Selectmen’s bench, where the selectmen meet, and I did the curios – when you go into Town Hall – on either side of the wall. They look like display cases. Actually, they are curios. I did

OSTON – A Saugus man pleaded guilty last week in federal court in Boston to his role in a conspiracy to traffic counterfeit steroids, including testosterone and trenbolone.

Brian Petzke, 49, pleaded guilty to one count of conspiracy to distribute controlled substances. U.S. District Court Judge Nathaniel M. Gorton scheduled

sentencing for May 8. Petzke and five others, including Tyler Bauman, a/k/a “musclehead 320,” were arrested and charged in April 2017 with operating a counterfeit steroid operation on the North Shore.

From approximately May 2015 until April 12, 2017, the defendants manufactured steroid products – made from raw materials purchased overseas – and marketed them as “Onyx” steroids using “Onyx” labels that were also ordered from overseas suppliers. Onyx, now owned by Amgen Inc., was a legitimate pharmaceutical company that

ELROSE – Saturday’s D3 North Sectional Tournament at Melrose High School was do or die time for Saugus senior wrestlers Dan McCullough and Joe Alba. One way or the other, the two captains saw their team start with a full roster and slowly but severely sorely erode to just five by the time of sections.

Alba pinned Matt Beauchesne of Tyngsborough in the opening round of the 152 pound bracket. He then fell to Wilmington’s Patrick Carroll in the quarterfinal round, despite almost erasing a 10-0 deficit with a near pin in the final minute of the third period. After winning his first match of the consolation bracket, his journey came to a close in the following round when he was pinned by Korey Scheffen of Pentucket in the final second.

Saugus basketball team sails to 11th victory on senior night

enior night turned out to be a banner affair for the Saugus girls’ basketball team, who celebrated the evening with a 60-44 victory over Salem. The Sachems took an 18-10 lead after one quarter and hardly looked back, though Salem hovered around by keeping it a seven-point game at some points.

“They’re pesky, very scrappy,” said Saugus coach Mark Schruender of Salem. “I thought we controlled the game in the second half to put it out of reach for them.”

Alessia Salzillo led Sachems’ scoring with 21 points. Marissa Stockwell had nine, as did Allie Kotkowski. In addition, Saugus had 10 different players record at least one point.

“Kotkowski has been putting in great performances for us as of late,” Schruen-

der said. “With Alessia, scoring only tells one part of her story. Her best attribute is on defense because she ignites the offense in transition. I also can’t leave out Rachel Nazzaro, who has been an instrumental leader.”

Saugus is now 11-7 on the season and trying to improve on seeding for the state tournament. For Schruender, the record is a mixed bag.“It’s kind of up and down,”he said. “We’re playing some of our best bas-

ketball now, and I like the way we’ve been warming up for games. It’s little things like that that make a huge difference.”

Saugus – on a three-game winning streak – is getting set for a competitive tournament at St. Mary’s on Sunday and Monday. They open with Arlington Catholic and, depending on that result, will play either Groton-Dunstable or Pentucket. “We’ll have our hands full,” said Schruender. “But it’ll be a fun challenge.”

Q: How many students do you have in a given week?

A: On the class for the elderly, senior citizens?

Q: Yes. A: If they all come right now, there would be 14 or15 of them on the record as being members of the class.

Q: So when you do that instruction, there is no fees for these people? It’s all pro bono work by you?

A: When it comes to doing the senior class, I do $20 to supply the materials, and I supply the materials as much as I can. But when I do it for the town, they supply all of the materials and I provide the labor, and I have been doing that since 1956, so I’ve never billed the town anything I’ve ever done for the town.

Q: So you have put a lot of pro bono hours in for the town over the years?

A: Oh yeah – a lot of things that I’ve made – oh yes. If you want, I can name a lot of the other pieces. If you go into the town library, you find all kinds of things in there that I did: display cases, fancy shelving, parts where the young kids have a section. I’ve made a lot of things down there for them.

I’ve made these big hutches to store things.

Q: How did you get involved with woodwork? Did it start in college or when you were young?

A: Actually, the way I really got involved when I graduated from high school – I didn’t know where I was going to go, and as I said, I went to Boston Trade at night as a woodworker, and I was fortunate that they placed me in a factory for making real custom furniture. And I was there until I got drafted into the Army, and then when I got out of the Army, it was a case of

That said, the Sachems had to do their fair share of battling, as they entered the final quarter down by 10. “We were actually down before the fourth quarter started,” said Saugus coach Mark Bertrand. “I just told them that this was a must-win. This isn’t how we wanted to end. It’s time to lay it on the line and sacrifice body and everything to get stops and make plays.”

Bertrand’s players clearly listened to his pleas. Joe Lusso led the way with 19 points, 10 of which came in the fourth quarter, to turn the tables. Mike Mabee and Vincent Cirame both pitched in 12, while Mason Nickolas had 11, Christian Correia had eight and Jake Morgante had seven.

“We were solid on offense,” Ber trand said. “ We really responded in the fourth. I thought Mabee’s leadership

was excellent, and Cirame, Correia and Nickolas helped us on both sides of the court with the way they rebounded.”

“With two freshmen and a sophomore out there, it’s not easy,” Bertrand added.

“The seniors get it, but that competitive setting is new to younger players.”

Saugus has a couple of games left in the regular season to try and improve their

state tournament seeding.

They’re 4-14, which is modest, though Bertrand believes the entire season has been a learning experience for his team. “In a lot of games, we’ve taken series off or plays off, and you just can’t do that,” said Bertrand. “Slowly the younger guys are learning that. The seniors have done a great job leading by example on staying focused and always competing.”

“I want to keep on with the furniture.” And I heard from the family, “You got to go to college now, you’ve got the GI Bill.”

Q: Well, you made the most of it.

A: I made the most of it. I took advantage of the GI Bill. Yeah.

Q: So it didn’t cost your folks anything.

A: Well, I think I had to pay $50 a semester, above and beyond what the government took care of, for going as a GI. Q: Well, that’s still a lot less expensive than what you would have to pay.

A: I was paying $50 and I commuted from Revere to Fitchburg every day, and while I was commuting, I was working in a bowling alley as a cashier. And sometimes I wouldn’t get out of there [the bowling alley] until one or two in the morning, and I had to be in Fitchburg at eight (a.m.), so I would leave the bowling alley, go home and change and head for Fitchburg. I paid my dues, I think.

Q: So before going into the service, were you artistically inclined?

A: Yeah. I was always with my grandfather, trying to do something with him, and that was my attraction. He used to love to garden, and I would garden. He used to love to do small things in woodworking and things of that nature. I spent more time with him than probably any of my adult people [relatives and family]. That was my father’s father. They lived in Revere.

Q: What did he do? His occupation?

A: He was a policeman.

Q: And, on the side, he was into woodworking?

A: Yeah, but he wasn’t really into it for anything but his own pleasure, I think, because he didn’t make things for other people. He might fix this for somebody, that kind of thing, but he wasn’t really into it. With me, when I got older, it was a little different: I was doing things for people.

Q: People say you can take a

piece of wood and make something very artistic out of it.

A: What I do tell people – “Tell me how long you want it and how wide you want it and leave the rest to me.” That’s what I tell the people when they want something done. And it has always worked out because I’m always looking to do something accurate, but not competitive to what somebody in the past has already done. I redesign it to the likings of everybody, including myself. And if you go around town, my signature is a little round hole that I make with plug cutters. If you go around to places where I made things, you will see a hole that I made on that project, and that’s my signature, and most people know that.

Q: Plug cutters?

A: When you drill a hole and fill it with a plug – so you screw something in and put the plug behind it to cover the screw.

Those chairs [pointing at some chairs in the workshop] have plugs. I just got through fixing those for two people in the class.

The arms were broken. That one [chair] over there was upholstered. I took the upholstery out and put the caning in. That one down there had the uprights broken. I got all of those fixed. I do what I think the average person cannot do. But what they can do, I want them to do it.

Q: So for you this is …

A: This is my hobby.

Q: A labor of love?

A: Oh, definitely. Definitely.

And the town has been great to let us use the facilities. As I said, I have the class time, and as you just saw, there were two of them [students] here this morning.

Q: So some senior citizens who have old chairs that they want fixed, they can bring them in here as part of their class work? They can have them fixed?

A: They bring in what they want. Most all of them don’t do something for somebody else.

They usually bring in something that they have that they want

fixed. And I can go from soup to nuts on it to fix it. No matter what it is, I’ll fix it. And if I have to match colors, I know how to match all of the different colors so you couldn’t even tell if I had to put a patch in.

Q: Do you have them work on homework related to the project?

A: I kind of tease them a little by telling them “If you did this at home for an hour, next time you come you would be pretty close to finishing.” Some of them do take it home, but most of them leave it. We have a little back room down there where they can store it rather than taking it back and forth, back and forth all of the time.

Q: Like the woman who was here a few minutes ago?

A: She’s from Lynn.

Q: Apparently, she’s working on some project, and you’re her teacher.

A: Yeah. I’ll be here if they need me in the morning. But most times when I’m here in the morning, it’s because I’m doing something for the town.

Q: Now, did she get connected with you through the Saugus Senior Center?

A: That’s how she knew about it because she read about it in the bulletin. I don’t know if she read it or her husband read it in one of the bulletins they put out.

Q: How many seniors have taken advantage of that over the years?

A: Oh, gosh, it’s been over 20 years with 12 to 15 people in a class at one time; you’re looking at maybe 500 to 600, at least.

At least. And all of them, if they bring something in, it’s usually finished and looks very nice.

Q: What’s the fun for you? The fun part of it?

A: The fun part is the satisfaction of seeing what they can do under my direction and what I can do when somebody says “I don’t think you can fix it, but here.” And then I do fix it and they say “Oh my gosh! I can’t tell where it’s broken.” Or if I have to make new pieces, I can go from

any machine to the lathe. I can even do the turnings. I can do all of it.

Q: Can anybody get credits for participating in your class?

A: Not that I’m aware of it.

I’m sure they can put it down on their resume that they have been working here doing something.

Q: So when will you retire?

You’re going to be 90 …

A: In April, yeah, I’ll be 90 in April. As long as I can physically keep going, I’m going to keep going. I don’t know what will stop me, God forbid. But I don’t know what will stop me. I imagine people will be saying “He’s 90 and he’s still doing that?” I got friends who are 60, and they can’t do that. So with that kind of thing, I kind of gloat a little bit.

Q: Now, how do you keep yourself in shape? Do you exercise and do walking?

A: I used to do walking. That’s one of the things that has kind of slowed me up a little bit. I can’t walk as much. I used to go to Quannapowitt Lake in Wakefield. I could go around that twice almost every other day.

Now I’m lucky if I get one third of it, because I have to stop. It’s not my breathing, it’s the legs. I have to rest a second and then go again.

Q: Special diet?

A: Yeah. Cake and ice cream! I don’t really have a diet as such, and I’m not a fussy eater, so whatever my mother used to make, or my daughters or my past wife – whatever they made was fine. I never smoke and I never drank.

Q: Not even a beer?

A: I couldn’t even tell you what a beer tastes like. Even when I was in the service, we used to go to the PX and we’d go down there with four or five guys, and they would get the beer, and I’d ask for a coke, and they would say “C’mon, cut it out.”

Q: Why is that it? Is it your upbringing?

A: My father was kind of a

also chairs the Saugus School Building Committee, which has been overseeing the proposed Middle-High School, which is currently in the planning stages after town voters approved the $160 million project last June.

Meredith and her husband, Shane, have two daughters and two sons. She lists her occupation as a licensed private investigator at Moonlight Investigations, LLC of Saugus. But records at the Secretary of the Commonwealth’s Division of Corporations lists her as the manager at Moonlight Investigations, LLC, a domestic limited liability company which was dissolved

by Court Order or by the Secretary of the Commonwealth on June 30, 2015.

Meredith declined to be interviewed for this story.

Details of Meredith’s pay and benefits were not immediately available. But Crabtree said Meredith would be paid in the range of about $18 to $20 an hour as a part-time clerk.

“She’ll move around” “She began this week and is at the DPW getting trained,” Crabtree said. Eventually, “She’ll move around,” substituting at various positions in town government, according to the town manager.

Recent turnover and vacancies in key clerical positions have put a strain on town government, making it necessary to hire part-time clerical help.

“One of the things we have been struggling with in the town is filling different offices. We have a lot of one- and two-people of-

fices … It’s a struggle to cover lunch sometimes,” Crabtree noted.

“We have a number of vacancies that need to be filled. We have two vacancies at the DPW alone – two full-time positions,” he said. There are several key full-time positions that the town is looking to fill after the recent departure of several top administrators, including the Planning and Development Director and the Human Resources Director, Crabtree noted.

One of the new positions posted on the Town Employment section of the Town of Saugus website is a full-time facilities manager to oversee the capital improvements projects, particularly the proposed MiddleHigh School project. Crabtree said he would also like to hire a town engineer to work with the DPW and the Planning Depart-

Q: Now, do you belong to a church here in Saugus?

A: Not in Saugus, but if I have to go – and I don’t go as much as I used to – I go to St. Anthony’s in Revere. I got married in the Immaculate in Revere. Well, I was a Catholic and my wife was Protestant, but we got married in the Catholic Church. And in those days, you could only get married at the railing of the altar. You couldn’t go up the altar.

And everybody said,“That won’t last. He’s Catholic and she’s Protestant.” It lasted as long as the good Lord let it, so – if I have any complaints in life – I really don’t think so.

Q: What do you consider the turning point that got you hooked on working with wood?

A: I don’t know if I ever paid attention to that. Way back when.

Q: Anybody that you looked

They did a lot when my wife was here, but now they do my laundry; they do my shopping. You name it, they do it. I come home and it’s done. So, with me, it’s been family, family, family; more so with my wife and my two kids than it was with my siblings and my parents after once I married.

Q: But of all projects, what’s the one project ….

A: The one with mahogany, I think, way back when I built my wife’s Hope Chest. We still have it. And with the two girls now, it’s “Who’s going to get it?” after I’m gone.

Q: So that’s what you’re most proud of?

A: Yeah, I’m very proud of that because it was more or less at the beginning of my learning how to do things. It’s mahogany – Queen Anne with the carved legs. I mean, it’s a very nice piece. When I was going to night school at the trade school, I had one teacher there that if I learned nothing else, he used to say “I don’t care how long it takes you to make it, but people will see how well it’s been done.”And that was more or less always in my mind when I’m doing something. I don’t care if I have to work over and over,

but, when I’m done, I’m proud of what I did. And nobody can tell how long it took, but they can see if it’s done nice or if it’s done lousy.

Q: What’s the one piece that you’ve made that’s on display in the town that you are most proud of?

A: What I think right now, it would be the podium that goes along with the selectmen’s benches. That’s up on the second floor [of Saugus Town Hall].

That podium that’s up there now was made for Town Hall, but it was also made to have access for somebody with disabilities. They can be in a wheelchair, and it’s made in such a way that the mike [microphone] is down and the wheelchair goes right in without any problem.

Q: So what else do you do to keep yourself busy?

A: I do all kinds of repairs for the schools – things I’m fixing – I do all of that.

Q: Anything else that you would like to share before you give me a tour of your shop?

A: Well, I can tell you that I think I have been very fortu-

ere are a few tidbits that you might want to know about this week in Saugus.

A guy that “wood” impress you If you want to meet a real, living Saugonian treasure who can turn a piece of wooden junk back into something functional or beautiful that it may have once been, take that junk down to Saugus High School and look for the big overhead door that leads you into Room 11. On just about any Tuesday (from 10 a.m. to noon), there’s an incredible 89-year-old man with a youthful passion for life who’s got the woodworking skills to make that hunk of wood worth keeping.

Carmine C. Moschella. Jr. is the guy any town resident – young or old – would enjoy meeting. He’s also the subject of this week’s The Advocate Asks. I had the pleasure of spending a couple of hours in Carmine’s woodshop this past Monday.

All because of an email I received over the weekend from his daughter, Mila Moschella. Here are some excerpts from the glowing recommendation she wrote: “Carmine is a very humble man but gets great pleasure from sharing his talents with the Town of Saugus whether building something new for the town, teaching it’s citizens the tricks of his trade or turning a piece of furniture headed for the trash into a treasure.

“Carmine is approaching his 90th birthday in April and still takes great pride in actively using his talent and knowledge daily. He can repair anything and make it look like new not to mention building ‘anything’ from scratch.

“In full disclosure he is my father but his talent and ability to use wood in so many unique ways is recognized by many of the folks in Saugus who have benefited from his willingness to repair or build something for them.”

I couldn’t have gotten a better email to start the work week.

Well, Mila, there aren’t too many folks left in the world like your father. And in Saugus, he’s a one-of-a-kind.

One-day recycling delay The Town of Saugus announces that the trash and recycling collection will run on a one-day delay from Tuesday (Feb. 20) through next Saturday (Feb. 24) due to the observance of Presidents’ Day. There will be no collection on Monday (Feb.19) due to the holiday.

Residents whose collection day falls on Monday will be collected from on Tuesday; collection will continue to run on a one-day delay for the remainder of the week.

The compost drop-off site will be open tomorrow (Saturday, Feb. 17) and Saturday, March 17, from 8 a.m. to 2 p.m.

The annual membership in the Saugus Historical Society is renewable at this time.

Founded in 1928, the purpose of the Saugus Historical Society is to cultivate an interest in the history of the town and to collect and preserve all matter pertaining to the town’s history and citizenry. It is a 501c3 corporation which presents educational programs about local history. The popular Strawberry Festival is held each year on the third Saturday in June, and it publishes a calendar (available at Town Hall, the Library and the Senior Center as well as at a few other locations) with historic photographs of town sites and people.

The Saugus Historical Society holds regular meetings in March, April, May, September, October and November. At each meeting there is a program related to local history. Meetings are usually held at 7 p.m. at 30 Main St. Doors open at 6:45. The general public is welcome free of charge. Light refreshments are served.

Board members meet on the first Wednesday of each month. It is an all-volunteer organization. Any Saugus resident who would like to discuss the possibility of joining the Historical Society board is welcome to call President Laura Eisener at 781-231-5988 or email ldeld@shore.net.

THE HOUSE AND SENATE. Beacon Hill Roll Call records local senators’ votes on roll calls from the week of February 5-9. There were no roll calls in the House last week.

CHANDLER WILL BE SENATE PRESIDENT FOR ALL OF 2018 (S 2298) Senate 37-0, approved a motion to remove the adjective “Acting” from Acting Senate President Harriette Chandler’s title and make the Worcester senator the permanent Senate president for the remainder of 2018.

Chandler, 80, was majority leader and second in command in the Senate before former Senate President Stan Rosenberg resigned on December 4. Rosenberg’s resignation came after allegations in the Boston Globe that his husband, Bryon Hefner, groped three men and kissed another one against his will. The Globe story also included claims that Hefner has said he speaks for Rosenberg and talks about Senate business with legislators and their staffs. The Senate Ethics Committee is currently inves-

tigating the matter.

“I did not allow Bryon Hefner to influence my actions and decisions as Senate president, or to influence the Senate’s actions and decisions, despite any suggestions to the contrary,” said Rosenberg. “I continue to rely on the Senate Ethics Committee investigation to determine all the facts, and I look forward to its completion.”

Following Rosenberg’s resignation, Chandler was elected to fill the spot temporarily until the investigation was over and Rosenberg or another senator is elected president. Chandler has said repeatedly she does not want to be the permanent Senate president for a long period of time and will not be a candidate for the position in January when the new Senate, following the November 2018 election, is scheduled to elect a new Senate president.Four senators are said to be already jockeying for votes for Senate president: Sens.

Sal DiDomenico (D-Everett), Karen Spilka (D-Ashland), Eric Lesser (D-Longmeadow) and Eileen Donoghue. (D-Lowell).

Chandler plans to soon move into the plush office of the Senate president and will also name a new majority leader, the post she held before being elected Senate president. She said that the focus continues to be on policy, the budget and the business

of legislating. “We have now reached a point where we are into the business of doing what we’re here to do, which is legislating,” said Chandler. “We have a budget … We have work to do for the people who have elected us, and ‘acting’ doesn’t quite do it anymore. We are now at the point where we need a president who has the full responsibilities and the full authority of a president of the Senate.”

Both Chandler and Rosenberg intend to run for re-election in November.

Senate seat vacant $3.65 BILLION FOR REPAIRS AND IMPROVEMENTS (S 2279) Senate 37-0, approved authorizing up to $3.65 billion in bonds for repairs and improvements of capital facilities across the state including $475 million for improvements to state university and community college campuses; another $475 million for campus improvements to UMass; $85 million for clean energy and efficiency programs at state-owned facilities; $675 million for trial court facility improvements; and $500 million for public safety and security facilities.

Annual Food for Fines The Saugus Public Library wants to strike a deal with those readers who are procrastinating in paying their overdue fines.

You can reduce the fines in return for donations of food that will be given to local food pantries. The standing offer from the Saugus Public Library Board of Trustees and staff is that your fine will be reduced by a dollar for each item donated.

Food items that are needed include cereal, pasta, rice, tuna, dry milk, pancake mix, baked beans, baking mix, peanut butter and jelly, canned fruit or juice, canned vegetables, canned or dry soups, macaroni and cheese dinners, instant potatoes, canned tomatoes or sauce, and canned meat.

Students helping students Here’s an example of great collaboration between the Saugus Public Library and a Belmonte Middle School teacher – and, of course, Junior National Honor Society students from the Belmonte Middle School. Each Tuesday and Thursday afternoon from 3 to 5 p.m., the library provides tutoring and homework help for the town’s elementary school students. The elementary school students get help, the Belmonte students get credits for community service.

The library again will be partnering with the Belmonte Middle School to offer free, drop-in homework help in the Com-

Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

sive experience in town government said he’s concerned about the recent problems the School Committee has had in complying with the Open Meeting Law. “From what I have been reading and hearing, it just seems they are pointlessly trying to have the public not see and understand what’s happening here in the town,” said Long, who he served as the town moderator for 18 of his 34 years as a Town Meeting member and also chaired the Planning Board for five years.

“It’s not necessary to do that. If you are above board, people will accept what you are doing and they can live with it. So, it’s foolish of them to think they can run the government without having the people know what’s going on,” he said.

“I got involved in town government because people weren’t following the rules and regulations that they had back then. It

seems to me as a member of the public, that we’re falling back to the same era that was before I got involved,” he said.

“Even one attempt to properly inform the public raises serious doubts in my mind that other actions were done without the public’s knowledge. If somebody doesn’t tell you the truth to begin with, wouldn’t you also doubt other things that come from them too,” he said.

While the public might appear ignorant or disinterested in whether open government laws are observed by Saugus officials, long predicted that town residents could get very concerned if they find out later that decisions which could affect them financially with huge tax increases.

people would elect their own leaders, that the people would form their own government and make their own decisions as to what it would do on behalf of their government of the people, by the people and for the people,” said Authelet, who served as the Massachusetts Sunshine Chairman for the Society of Professional Journalists for 18 years.

“In order for the people to make good decisions about their government, they needed a steady flow of information from that government to the people. This flow of information was so critical to the process, the flow of information to the press on behalf of the people was Constitutionally protected, Authelet said.

“Now, when residents gather for a town meeting, where they will elect officers, fill committees, approve budgets and make decisions they believe to be in the best interest of their people, the greatest asset the community has is an informed electorate. That is the only basis upon which they can make informed decisions beneficial to the people,” he said.

“Any official violating the public access laws is denying the public the information they need to make informed decisions to benefit their government,” he said.

“But there is a give and take in the process. Access to public information by the press, as representatives of the people, is not guaranteed so we could gather that information but that we would,” he said.

“It is incumbent upon the press to gather the information that the public needs to know, and present it to them fairly and in a format they can understand.

They are then prepared to participate in this government of, by and for the people, the envy of nations around the world that should never be taken for granted by the nation which had the courage and belief in its citizens to form it.

“It is incumbent upon the press to help people understand their rights and to join with the people in their insistence that their rights be honored. Failure to make public information available is a violation of their Constitutional rights.”

Public Works Director recognized for long-term service, dedication with Water Environment Federation Award

Crabtree is pleased to announce that Saugus’s Department of Public Works Director, Brendan O’Regan, has been recognized for his long-term service and dedication in a difficult and dangerous profession as a recipient of the Water Environment Federation (WEF) Quarter Century Operator Club’s Award. O’Regan holds more than 25 years of experience in water pollution control, and he has actively participated in many aspects of a wastewater transportation or treatment facility for over 10 years.

O’Regan was presented with the Quarter Century Operator Club’s Award and honored during the prestigious New England Water Environment Association (NEWEA)/WEF Annual Conference & Exhibit Awards Ceremony last month.

“It is a great honor for our administration and the community that our Department of Public Works Director Brendan O’Regan

has been recognized by the Water Environment Federation,”said Town Manager Crabtree. “I am proud of Brendan’s hard work and dedication to the field, and I believe our community is better served because of his widespread knowledge and achievements.”

O’Regan is one of only three recipients of the Quarter Century Operator Club’s Award in 2017.

Recipients must achieve the following criteria in order to be eligible to receive the award: • Be a WEF member for a minimum of five consecutive years immediately preceding application; • Be a significant, full-time participant in the water environment profession for a minimum of 25 years; and • Have worked as an active participant in the day-to-day collections, maintenance, operations, laboratory, or management of a wastewater transportation or treatment facility for at least 10

years.

“It is an honor to be recognized by such a prestigious organization as the Water Environment Foundation,”said O’Regan.

“I would like to thank the Town Manager, Scott Crabtree, my predecessors who came before me, and everyone who I have had the privilege of working with that has helped me and allowed us to complete many big projects

I’m happy at what I do, and I don’t think of the bad things. I try to think more or less of the positive side all of the time, and most people know that. I don’t mingle as much as some people think I should.

Q: Do you get involved in the politics in town or do you stay away from that?

A: Well, I was a Town Meeting member for almost 20 years, and then, of course, I was on the School Committee for four [years], and now I’m on the Council on Aging.

Other than that, that’s about as much as I do. Even in there, all the things I had to fix for them is unbelievable. It’s not because they break them. It’s because they work with them and they break.

Q: One last question: What inspiration do you get in working with the wood?

A: Not only for myself, but the people I work with – I tell them that the self-satisfaction of knowing you did this yourself.

And most of them say “I know it can’t be fixed.” And I tell them “stick me and we’ll get it done.”

Q: So anything that comes in here gets fixed before it leaves?

A: It won’t go out of here unless it gets done – and done right.

Q: So would you say you have a one thousand batting average on that over the years?

A: I would say pretty darn close. I can’t remember anybody saying“It can’t be done, so forget it.” I never ran into that.
