$5 million transfer from the city’s savings will prevent 110 layoffs at the School Department, for now.

After almost four hours of debate and moving testimony from students, teachers and their parents urging the city to fully fund the schools to prevent layoffs, the City Council voted unanimously Monday night to approve the $5 million

Kids were able to learn about different animals, touch them and even hold them. We hope to have Ed come back to Everett for another show soon! One suggestion was the possibility of seeking a home rule petition through the legislature allowing the city to take out a loan. According to State Senator Sal DiDomenico; however, the chances of such a petition passing quickly enough are not great. “I can tell you, without guarantee but with a good certainty, that in this current climate, to get a home rule petition through the state legislature for a loan to a onepoint community in the Commonwealth out of 351 is not a good bet,” said DiDomenico. “Nothing is off the table, but the prospects of passing it in the short-term future are very slim.”

The School Department originally requested $7 million from the city, but according to Mayor Carlo DeMaria, $5 million was all the city was able to give out of its stabilization fund. According to the mayor, any more could dip the city’s savings to a level that could jeopardize Everett’s bond rating, something that could cost the city millions over many years as the interest rates on its loans increase.

“That’s why it’s $5 million,” said DeMaria. “We can’t go beyond that. We can’t afford to.”

– Superintendent Fred Foresteire According to the city’s CFO, Eric Demas, even this transfer could impact the city’s financial ratings. “It is still possible that the rating agencies are going to have a concern that we used existing reserves to fund operational needs,” said Demas. “Certainly that’s not something that any of the rating agencies would ever be interested to see any of their communities do.”

But the School Department believes that the $5 million transfer was simply a portion of the $6 million that is owed to it by the city, including $2.5 million in Medicaid reimbursement money generated by the schools, as well as $1 million DiDomenico was able to procure for the schools at the State House.

According to Foresteire, properly understood, the schools aren’t in deficit, but rather dealing with the consequences of unexpected expenses and missing anticipated funds. “The unexpected costs, plus the anticipated revenue that we didn’t receive, is why we had to appear before the City Council Monday night,” said Foresteire. “We weren’t begging for something we wanted; we were demanding something we were owed. Residents need to understand that.”

SCHOOLS | FROM PAGE 6 “The school budget is not in deficit,” said Foresteire in the midst of the debate on the $5 million transfer. “The school budget right now has $35,763,000 in it, available to it. The only question being asked here tonight: Are we going to continue to provide services to our young people at the rate that we are? And if you say no, we’ll go back and take whatever actions necessary.

The school budget isn’t over budget, isn’t going to go over budget. The only thing we’re asking for is what we’re rightly entitled to, and if you don’t want to give it us, then we’ll take the actions necessary.”

But according to the city, when Chapter 70 and Medicaid reimbursement monies are delivered to the city, under state law they have to be entered into the city’s general fund. In other words, according to the mayor’s office, all of those funds are included in the $5 million, and even taking that into account, $5 million remains what the city maintains it can afford to spend.

DeMaria has suggested that a misunderstanding occurred when the city provided $2 million over net spending for the schools during last year’s budget process, and that what the city understood as a contribution to the district’s needs in total, the schools understood as an additional contribution on top of what it felt was owed to it. “We gave the school $2 million above net spending because we were told it was enough to get them through the fiscal year,” said DeMaria. “If you had come to us during the budget season and showed us that you needed additional resources or funds – the only thing that Mr. [Assistant Superintendent Charles] Obremski said was that you needed $2 million above and beyond net school spending.”

Foresteire has countered that after chargebacks from the city, the schools only saw $1 million of that contribution, and that fundamentally much of the money in question was simply what the School Department was entitled to. “This School Department – I’ve been up here every time for 52 years – we’ve never been funded at the levels we should be. This is what we have to address as a community,” said Foresteire.

“If we got what was owed to us, we wouldn’t be here right now.”

Formerly, those students were counted by the School Department, but three years ago that responsibility was moved to the state. Under the change, to qualify as “economically disadvantaged” under state guidelines, the students and their families must have been enrolled in a state or federal poverty program, such as food stamps, for a certain number of years.

The problem for diverse urban communities like Everett is that many of its low-income students are immigrants whose families either do not qualify for those services or haven’t been on them for very long, and thus are not counted as “disadvantaged” by the state – while still requiring assistance. In all, the situation has cost the district between $6 million and $8 million this year.

The schools have also dealt with a number of unexpected expenses, totaling $3,480,000.

Among those expenses are the following: • The capital conversion of Webster Extension – $991,000 • The renovation of Keverian School yard – $324,000 • A legal settlement from the prior year regarding an employment issue – $223,000 • The arrival of 25 out-ofdistrict Special Education students – $1,585,000 • FY18 education grant reductions, ironically cut because the district’s high-performance led the state to decide the district didn’t need the money – $357,000

Teachers, students speak out against layoffs The announcement that the budget shortfall would lead to 110 layoffs, including 58 teachers and 18 paraprofessionals, sent shockwaves through the school district.

Students and teachers have been picketing in the streets, urging the city and schools to find a solution to prevent the layoffs. These activists took City Hall by storm Monday night, filling the City Council Chambers to capacity and filling the streets outside Broadway.

Twenty people delivered testimony to the City Council on Monday, all in support of the teachers. Below are some of their remarks.

Losing one person, no matter their job, is a great loss. Losing over 100 in the middle of the year? That’s injustice, and it’s not one I’m willing to accept.”

And when I see these students, most of whom don’t speak English, or don’t want to speak, or are afraid to speak, or don’t have a voice, or are socially awkward like me, and the fact that they could possibly lose that expression, that outlet of creativity, that’s the devastating thing to me.”

She was the one that helped me improve my skills and knew I could do more. She would always call me ‘Mina Bo-Bina,” and she was always there checking on me, even when I wasn’t on her team anymore. To see her cry and not be able to support her as she always has for me really broke my heart. To see someone you look up to [who] has never failed to make you happy or smile when things go rough – I felt I had to return the favor. I promised her that I would do what I can and be her voice wherever I can. I could talk about so many other teachers. … We cannot afford to lose even one. We’re a family.”

Ross Thereault, parent of two children in Everett schools “Back in November, the city received a check for $12.5 million from Wynn Casino, and Mr. Mayor has asked you to use that money to lower our property taxes. Our taxes are some of the lowest in the area. That money needs to go to the schools, so if Everett’s schools are Everett’s pride, all of you need to prove that.”

Recovery Coaches provide addiction support at CHA Everett Hospital CHA and NSMHA pilot recovery program

C

ambridge Health Alliance (CHA), an academic community health system serving Everett and nearby communities, is teaming up with the North Suffolk Mental Health Association (NSMHA) to help get individuals struggling with addiction connected to treatment by piloting a new recovery coach program at CHA Everett Hospital. Two NSMHA coaches are now available to patients who struggle with addiction or present with mental health issues in the Emergency Department, inpatient psychiatry and CHA’s med-surg units.

The total number of estimated and confirmed opioid-related deaths in Massachusetts

through the first nine months of 2017 was over 1,400 – a 10 percent reduction from the same period in 2016. At the same time, from 2012–2016, over 70 people in Everett died from opioid misuse.

The pilot program places recovery coaches in direct contact with patients, on a voluntary basis, following an overdose reversal with naloxone, the lifesaving anti-opioid medication.

The aim is to link individuals to treatment and recovery services locally. Other patients may present with medical conditions related to substance use, and the recovery coach can use this opportunity to engage such a patient in treatment. NSMHA’s re-

covery coaches are trained and certified professionals who guide or mentor patients seeking recovery support from alcohol and other drug addictions.

Recovery coaches do not provide clinical services, instead they offer the critical support or link to the services and resources that a person needs to achieve and sustain recovery.

“A recovery coach is a person who helps remove personal and environmental obstacles to recovery,” noted NSMHA Director of Addiction Services Kim Hanton. “Coaches serve as personal guides and mentors supporting individual and family recovery where support networks are limited. NSMHA has incorporat-

ed this model throughout the addiction division since 2013.

We are thrilled to partner with CHA, sharing each of our expertise to build a continuum of support which begins at the most vulnerable time – entrance into the emergency department.”

CHA Chief of Emergency Medicine Benjamin Milligan, MD, FACEP, and a group of providers in the Emergency Department – including Josh Mularella, DO, DTM&H, FAWM, Emily Adams, PA-C, and Christine Trotta, PA-C – ran the Boston Marathon last year, and dollars raised through their efforts helped to fund the pilot initiative.

We are optimistic that the program will have a lasting impact, and we may expand the initiative in the future, providing a model for a potential statewide network of peer recovery coaches.”

Immediate support when a crisis occurs is vital for effective engagement in recovery and treatment. When a patient arrives at CHA Everett Hospital’s Emergency Department, the patient is offered an NSMHA recovery coach during peak hours (Friday, Saturday and Sunday).

Everett woman arrested on drug charges E

verett Chief of Police Steven A. Mazzie announced the arrest of an Everett woman on numerous drug distribution charges.

On Friday, February 9, 2018, detectives from the Everett Police Department Special Criminal Investigation Unit execut-

ed a search warrant on a Vine Street address obtained from Malden District Court. The detectives met the target of the search warrant and escorted her onto the property. A search of the suspect as well as the apartment allegedly revealed illegal narcotic sub-

stances.

Arrested without incident was Cynthia Giacomazza, 53, of Everett. She was charged with 14 separate charges of drug distribution, including four counts of Possession of a Class B substance With Intent to Distribute. Included among

the drug charges was a quantity of Suboxone, Crystal meth, cocaine and Oxycodone; four counts of Class C substance and four counts of Class E substance. Also seized was $1808.

US Currency, a cellphone and a drug distribution ledger. Giacomazza was arraigned in Mal-

den District Court on Monday, February 12.

Chief Mazzie stated, “We will continue to make these quality of life issues a priority in our neighborhoods and do our part to counter the drug epidemic from both the supply and demand sides.”

ebruary 7, 1994, may seem inconsequential to a lot of people, but to a select few, that day was a very big deal. On that morning 100 new people received jobs, a community gained a true friend and supporter and the North Shore got Kelly’s Roast Beef & Seafood. The Revere Beach–based business spread its wings and moved up to Route #1 south and into Saugus.

This was no small undertaking; after all, two full shifts of employees, a massive indoor eating facility and a huge parking lot to maintain weren’t things to be taken lightly. Kelly’s was “world famous” on Revere Beach, but things could be different here, and they certainly were.

With a little over 100 full- and parttime employees and a dedicated managerial staff averaging over 35 years in experience, Kelly’s employees range from new hires to 50 years of service.

Both Yasmeen Guerrier and Jackie Emmanuel had 14 points to lead Crimson Tide scoring. “The two of them pushed the ball up the court, and that led to easy layups

and us having the lead,” said Everett coach Tammy Turner.

“We had great ball movement on offense, and this was a team effort.”The Crimson Tide, who are now 13-4 on the season, had eight of their 11 players score at least one point.

Turner singled out Briana Hyppolite as the unsung hero of the game for her efforts on defense in the third quarter when the Highlanders start-

ed making a run. “Somerville got within seven points, and Briana got into the game and shut down their point guard to halt their run,” said Turner.

Everett had the advantage in every quarter. They started up 11-7 after one and took a 28-15 lead into halftime. They were up 37-27 after three.

The Crimson Tide’s next game is against Methuen on February 20.

CHANDLER WILL BE SENATE PRESIDENT FOR ALL OF 2018 (S 2298) Senate 37-0, approved a motion to remove the adjective “Acting” from Acting Senate President Harriette Chandler’s title and make the Worcester senator the permanent Senate president for the remainder of 2018. Chandler, 80, was majority leader and second in command in the Senate before former Senate President Stan Rosenberg resigned on December 4. Rosenberg’s resignation came after allegations in the Boston Globe that his husband, Bryon Hefner, groped three men and kissed another one against his will.

The Globe story also included claims that Hefner has said he speaks for Rosenberg and talks about Senate business with legislators and their staffs. The Senate Ethics Committee is currently investigating the matter. ”I did not allow Bryon Hefner to influence my actions and decisions as Senate president, or to influence the Senate’s actions and decisions, despite any suggestions to the contrary,” said Rosenberg. “I continue to rely on the Senate Ethics Committee investigation to determine all the facts, and I look forward to its completion.”

Following Rosenberg’s resignation, Chandler was elected to fill the spot temporarily until the investigation was over and Rosenberg or another senator is elected president.

Chandler has said repeatedly she does not want to be the permanent Senate president for a long period of time and will not be a candidate for the position in January when the new Senate, following the November 2018 election, is scheduled to elect a new Senate president. Four senators are said to be already jockeying for votes for Senate president: Sens. Sal DiDomenico (D-Everett), Karen Spilka (D-Ashland), Eric Lesser (D-Longmeadow) and Eileen Donoghue. (D-Lowell).

Chandler plans to soon move into the plush office of the Senate president and will also name a new majority leader, the post she held before being elected Senate president. She said that the focus continues to be on policy, the budget and the business of legislating. “We have now reached a point where we are into the business of doing what we’re here to do, which is legislating,” said Chandler. “We have a budget … We have work to do for the people who have elected us, and ‘acting’ doesn’t quite do it anymore. We are now at the point where we need a president who has the full responsibilities and the full authority of a president of the Senate.”

Both Chandler and Rosenberg intend to run for re-election in November.

HOW LONG WAS LAST WEEK’S SESSION? Beacon Hill Roll Call tracks the length of time that the House and Senate were in session each week. Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers. They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts.

Dear Savvy Senior, What are the IRS income tax filing requirements for seniors this year? I didn’t file a tax return the past two years because my income was below the filing requirements, but I got a parttime job late last year, so I’m wondering if I’m required to file this year.

Part-time Retiree Dear Part-time, Whether or not you are required to file a federal income tax return this year will depend on how much you earned last year (in 2017), and the source of that income, as well as your age and filing status.

Here’s a rundown of this tax season’s (2017) IRS tax filing requirement thresholds. For most people, this is pretty straightforward. If your 2017 gross income – which includes all taxable income, not counting your Social Security benefits, unless you are married and filing separately – was below the threshold for your filing status and age, you probably won’t have to file. But if it’s over, you will.

Single: $10,400 ($11,950 if you’re 65 or older by Jan. 1, 2018).

Married filing jointly: $20,800 ($22,050 if you or your spouse is 65 or older; or $23,300 if you’re both over 65).

Married filing separately: $4,050 at any age.

Head of household: $13,400 ($14,950 if age 65 or older).

Qualifying widow(er) with dependent child: $16,750 ($18,000 if age 65 or older).

Check Here Too There are other financial situations that can require you to file a tax return, even if your gross income falls below the IRS filing requirement. For example, if you had earnings from self-employment in 2017 of $400 or more, or if you’re receiving Social Security benefits and half your benefits plus all other income, includ-

ing tax-exempt interest, exceeds $25,000 (or $32,000 if you are married filing jointly), you’ll probably need to file.

To figure this out, the IRS offers an interactive tax assistant tool on their website that asks a series of questions that will help you determine if you’re required to file, or if you should file because you’re due a refund. It takes less than 15 minutes to complete.

As many of you know, Everett has a strong tradition of leading the House. Speaker Keverian held that Honor for six years.

I would like to thank the Assistant Majority Leader, the gentleman from Medford, who gave me this honor for six minutes in an Informal Session. Everybody gets three minutes of fame in their life, mine was six minutes.

So, I’ll take it!

Some colleagues, when they found out about my fame, joked on Twitter – “God help the Commonwealth.”I know who you are!

And finally, on a more serious note, I would like to thank the gentleman from Brighton,

our Housing Chair, for his guidance and advice and for giving me the opportunity to address you as Vice Chair and speak to you on such an important piece of legislation.

Thank you, Mr. Chairman.

Mr. Speaker, since my first day in office, the most important issue I have faced has been housing. This Housing Bond Bill is one of the most impactful pieces of legislation for our city and Commonwealth right now. In Everett, we are doing everything we can to provide housing, specifically affordable housing. But, we cannot do it alone.

Because of the high costs of acquisition and construction and the difficulty of financing affordable developments, we need funded State initiatives in combination with Federal incentives in order to get these projects built.

I recently returned from a trip

to Haiti. Each year I travel there with Rev. Mimi and Pastor Paul.

We bring school supplies, donated clothing, and even wedding dresses so families can dress up and celebrate one of the most important days that families share. We are in the process of building a bread factory, something so many of us take for granted. And I have witnessed tens of thousands of men, women, and children living with very little shelter or no shelter at all.

I relate this to our own work here in Massachusetts because so many families are struggling to make ends meet and afford a stable place to live – a place to call home. Shelter is one of the most basic needs of human beings. We hear charity begins at home, home is where the heart is, home sweet home. Clichés maybe, but they are true nonetheless.

We hear the statistics and

studies calling for the need for affordable housing, third most expensive housing market, housing shortage, lack of housing will create a drag on the economy – all true. But I choose to simplify things and look at issues with common sense. Home is the heart and soul of the family, whether it is a house, condo or apartment. Whether occupied by a senior citizen, empty-nester, a veteran, a growing family, or an immigrant from Haiti. Everyone deserves a roof over their head.

And we must act.

This Housing Bond Bill con-

tains so many opportunities to help our communities build the kind of housing stock that we need to benefit all of our residents and continue to grow our economy. This bill takes a giant step in turning“someone should do something about this” into “someone is doing something about this.”

That, Mr. Speaker, is why I rise in support of this bill. I ask my colleagues to join me in doing something that makes having a roof over your head and a place to call home, affordable, attainable, and a reality for all.

Until the results of the audit have been produced, the mayor has called for a freeze on “any further encumbrances, discretionary spending, hiring, and out-of-state travel.”

According to CFO Demas, no forensic audit is necessary in this case. “Let me tell you, in my position as a forensic auditor, no forensic audit is needed,” said Demas. “There is no missing money, and all of the school’s funds and spending are accounted for.”

According the mayor’s office, the School Finance Review Commission is designed to “formalize the close working relationship of the city, school department, city council, and school committee and to advance accountability.” The committee, which will meet every month, will be composed of the mayor (or the mayor’s designee), city auditor, school superintendent, school business agent, city solicitor, chief procurement officer, four members of the City Council and three members of the School Committee.

“I think what I’ve proposed tonight will show us that we need more funding for our schools, and we need some help from the governor and our state legislature,” said Mayor DeMaria. “I feel that we won’t be here again, that once this is completed you’ll see during the budget process we’ll have enough funding to make sure that teachers will never have to worry about this again – or custodians, or whoever is on the layoff list, will not have to worry that when they’re offered a position, the funding is there to secure them throughout the year.”

To address the issue with state funding, the City Council has called for the creation of a delegation of members of the mayor’s office, the School Committee, and the City Council to have a dialogue with Governor Charlie Baker. “The only way we’re going to make any progress is to work in conjunction with the administration, Senator DiDomenico and Representative McGonagle,” said City Council President Peter Napolitano. “I know they’re working hard at it, but we need to get back out
