experience. “I think a lot of local people are not quite sure what Rumney Marsh is and how to get to it,” said Slater, who is also a long-time member of the Saugus Action Volunteers for the Environment (SAVE).

“Also, I think a lot of people just don’t know how beautiful it is,” she said.

Slater, influenced by her artistic and environmental background, came up with an idea to improve community awareness of the wildlife and conservation area that’s been designated as an Area of Critical Environmental Concern (ACEC).

Why not have an art exhibit that would focus exclusively on the beauty and environmental fragility of the marsh?

“Since I am an artist and I love to paint Rumney Marsh, I just felt that with our interest in conserving Rumney Marsh, that this was a no-brainer,” Slater told The Saugus Advocate this week.

So, SAVE this week issued an announcement calling for art to be displayed at its first annual Rumney Marsh art exhibition – titled “ACEC: Rumney Marsh” – to be held from Sept.

22-29 at the Marleah Elizabeth Graves (MEG) Center (54-58 Essex St., Saugus). The exhibit will feature art in any medium and will be open to all artists, 18 and older, who meet the contest criteria.

“This is not about artistic ex-

ecution so much as it is about getting out to enjoy the beauty of the marsh and appreciate whatever it offers as a vital natural resource,” Slater said.

“We hope our exhibit will help people realize what a great resource the marsh is and put a positive focus on this somewhat overlooked area …

We’re hoping for people of all artistic activities to get out there and enjoy it and submit their work – even people who have never painted before,” she said.

Slater is confident the MEG Building has more than enough space to house a week-long showing of Rumney Marsh– themed art. She’s hoping that more than 50 exhibitors will answer SAVE’s call for entries and that there will be enough artwork to fill up two rooms at the MEG Building.

Gift cards will be awarded to first-, second- and third-place winners. She recently graduated from Kipp Academy â&#x20AC;&#x201C; a charter school in Lynn â&#x20AC;&#x201C; at the top of her class, as the valedictorian. In the fall Chiek will attend Stanford University on a scholarship. She said her work ethic and quest for a â&#x20AC;&#x153;rigorous educationâ&#x20AC;? were influenced by her parents â&#x20AC;&#x201C; survivors of the Cambodian genocide who were both denied an education. Editorâ&#x20AC;&#x2122;s Note: For this week, we sat down with Victoria Chiek, this yearâ&#x20AC;&#x2122;s valedictorian at Kipp Academy, a charter school in Lynn. Chiek, 18, will be attending Stanford University this fall on a four-year scholarship. She looks back fondly on her early years at the Veterans Memorial Elementary School. But the daughter of immigrant parents who came to the United States after surviving the Cambodian genocide said she was disappointed with the education received in the Belmonte Middle School and her one year at Saugus High School. She credited her mother, Van Son, with molding her passion for education at an early age. Son enrolled her daughter in a Lynn preschool at age two years and nine months. Son also read to her daughter regularly to cultivate a love of learning.

Chiek said hearing of the horrible experiences that her mother and her father, Dyson Chiek, survived during the Cambodian genocide fueled her passion to get the best education she could.

Being a straight-A student wasnâ&#x20AC;&#x2122;t good enough, she said. Chiek was also busy in extracurricular activities at Kipp, as a peer mentor, a math tutor and a member of the school debate and poetry clubs. Sheâ&#x20AC;&#x2122;s also a competitive figure skater who skates about five days a week and has excelled in that sport, winning first place in her division in the International Skating Institute (ISI) World Championship. Chiek is also active in her church and is a lead singer of the Worship Band of the East Gate Christian Fellowship in Salem, Mass. She has a younger sister, Angelina Chim, who is

in the Kindergarten at Veterans Memorial Elementary School.

Her brother, Peter Chim, is a seventh-grader at Belmonte Middle School. Highlights of this weekâ&#x20AC;&#x2122;s interview follow.

Q: Victoria, you have been to a lot of schools: a couple of charter schools and Saugus Public Schools and schools in Lynn. Tell me a little bit about the different schools you have been to, both public and private.

A: Up until the seventh grade, I went to all public schools. I started off in the Lynn Public Schools until I moved here to Saugus. From first grade to

This funding will allow the Saugus Police Department to provide additional overtime enforcement to increase compliance with traffic laws by all road users. A portion of the grant will also be used to invest in bicycle helmets and equipment to

enhance the visibility of crosswalks. â&#x20AC;&#x153;I am proud of Chief DiMella and the Police Department for recognizing the importance of pedestrian and bicyclist safety, and pursuing this important grant initiative,â&#x20AC;?Town Manager Crabtree said. â&#x20AC;&#x153;This funding will continue to prioritize the safety and security of our residents and visitors of Saugus,â&#x20AC;? he said.

Saugus is one of 84 communities across the Commonwealth of Massachusetts to receive funding from the National Highway Traffic Safety Administration for pedestrian and bicyclist safety.

With nearly 6,000 pedestrians killed in 2016 across the country, pedestrians now account for a larger proportion of traffic fatalities than they have

in the past 33 years. In Massachusetts that rate is even higher, with pedestrians representing more than 20% of all traffic fatalities. Bicyclists are dying at higher rates nationally as well â&#x20AC;&#x201C; the 840 killed in traffic crashes in 2016 are the most since 1991. â&#x20AC;&#x153;Bicyclists and pedestrians are at risk to the motoring public because they may not be immediately visible to drivers and, unlike those in vehicles, nothing protects them in a crash â&#x20AC;Ś Weâ&#x20AC;&#x2122;ll use crash data and community input to identify crosswalks, intersections, and roadways where our enforcement efforts can yield the largest impact on pedestrian and bicyclist safety,â&#x20AC;? Chief DiMella said.

The public meeting will take place on Thursday, June 21, at 7 p.m. in the Town Hall auditorium.

This meeting, hosted by the Town of Saugus in conjunction with the Executive Office of Energy and Environmental Affairs and landscape architect firm Brown, Richardson + Rowe, Inc., is the first in a series of public meetings for the Town’s 2.5-mile portion of the project.

lion by the Baker-Polito Administration to fund designs for the trail in Saugus, Everett, Lynn, Malden, and Revere. The funding, awarded through the Executive Office of Energy and Environmental Affairs’ Gateway City Parks Program, enables the design of the trail, development of bid-ready construction documents, and receipt of all necessary construction permits.

Some preliminary field work was conducted along the trail this spring. When completed, the trail will span 10.5 miles through Saugus, Everett, Lynn, Malden, and Revere.

“We hope residents will join us to learn about this important community project and use this opportunity to comment on the trail design and construction,” said Town Manager Crabtree.

Safer crossings, wayfinding, and landscape amenities are major components of the improvement project.

“This listening session is the first step for this project. The more the design team is able to learn about the community’s needs, the better the project will be for residents and the Town,” concluded Town Manager Crabtree.

The Northern Strand Community Trail public meeting will take place on Thursday, June 21, at 7 p.m. in the Town Hall Auditorium, located at 298 Central Street in Saugus.

RUMNEY MARSH | from page 2 The opening reception and awards ceremony for “ACEC: Rumney Marsh” is set for Saturday, Sept. 22, from 5:30–7:30 p.m. The gallery hours for the art exhibit will be from 5:30– 7:30 each evening.

Any three - dimensional works must be self-supporting and no larger than 1’ x 1’ x 1’. Works on stretched canvas will be accepted with eye hooks and wire and need not be framed but must be no larger than 30” x 30”. All other works must be framed and ready to hang (with eye hooks and wire) and no larger than 30” x 30” framed.

Art drop-off will be on Friday, Sept. 21, from 5:30–7:30 pm. Pickup will be on Sunday, Sept. 30 from 5:30–7:30 p.m.

At the time of drop-off, each participating artist must fill out an information form (with artist name, price, title of the piece, medium and contact information). In addition, artists must sign a release form acknowledging that while every effort will be made to protect artworks, there will be no insurance coverage in event of damage or theft and that neither SAVE nor MEG will be held liable for any damages or theft.

Saugus SAVE board members and their family members may exhibit, but will be ineligible for any prizes. Finally, any sales must be handled by individual artists after the close of the exhibit.

Painting at the marsh If Slater has her way, the marsh will one day be the site for an artists’ painting party, where a large group of people show up with their paints, easels, brushes and other art supplies to produce their works.

Slater and her husband, John B. Wilkinson, have lived in Saugus for 21 years. He’s an engineer and she’s a self-employed gardener.

Initially, her career was as a conservationist and environmentalist. Slater worked in the Plant Conservation Program of the New England Wildflower Society. She previously worked in the state Division of Fisheries & Wildlife’s Natural Heritage & Endangered Species Program.

From this knowledge and experience, she has developed another career as an artist.

Her artwork includes painting Rumney Marsh. Her website describes her as “a self-taught artist who specializes in intensely colored abstracts and figurative abstracts – in both oils and water-based media.”

“Recent concentrations are figurative abstracts of landscapes, plants and flowers in watercolor, brush and ink, and painterly monotype. Her artistic inspirations include

the works of Rothko, Matisse, Hockney, Nolde, Frankenthaler, Van Gogh and Seraphine de Senlis,” it continues.

Slater and SAVE share a goal of educating and informing the general public about Rumney Marsh through the art exhibit. “It’s well known that salt marshes like Rumney Marsh provide many environmental benefits – from serving as habitat for wildlife and a base for both marine and terrestrial food chains to reducing flooding and coastal erosion and helping to keep water clean through filtering runoff,” Slater said.

“But marshes are also areas of exquisite natural beauty, which change throughout the year and even throughout the course of a single day. We hope our call for art will prompt people to get out and witness firsthand the beauty of our own local marsh. In addition, we believe that by both experiencing and depicting Rumney Marsh, people will understand why it has been designated as an Area of Critical Environmental Concern by the Commonwealth of Massachusetts,” she said.

“One of SAVE’s priorities has always been to promote a bet-

ter quality of life in Saugus and around the world through environmental concern and action – including working to conserve environmentally sensitive land and open space, such as wetlands. Years ago the value of marshes and estuaries really wasn’t appreciated, leading to the placement of landfills and incinerators in these ecosystems,” she said.

“As a result of these attitudes, the town of Saugus has the unfortunate distinction of being the only community in Massachusetts with both a landfill and trash incinerator in their town. By calling for and exhibiting artistic interpretations of Rumney Marsh, we want to shine a light on this valuable resource – and to inspire the public to help cherish and conserve it.In fact, we hope that people will consider submitting art even if they have never made artwork before! We want to encourage everyone to get out in nature, to create art in and about nature, and to show their depictions of Rumney Marsh at our September exhibition.”

How to get there The Rumney Marsh Reservation is a state park, encompassing more than 600 acres in Saugus and Revere, which is

managed by the state Department of Conservation and Recreation (DCR). Located within the Saugus/Pines River estuary, it provides habitat for numerous types of migratory birds and marine life.

Locally, the Ballard Street salt marshes encompass about 54 acres and are located within the 2,363-acre Rumney Marsh system in the North Coastal Watershed of Massachusetts.

The East Saugus marshes are bordered by Eastern Avenue on the west, Ballard Street on the north, Salem Turnpike

(Route 107) on the east and the abandoned Bristow Street right-of-way on the south.

The two favorite public access points to the Saugus portion of the Rumney Marsh are on Ballard Street across from Harold Vitale Memorial Park, and off of Eastern Street behind the Italian American Parking Lot. By Mark E. Vogler he state Attorney Generalâ&#x20AC;&#x2122;s Division of Open Government issued an interesting email this week in its monthly â&#x20AC;&#x153;Guidance Spotlight.â&#x20AC;?

It raised the question: â&#x20AC;&#x153;Can a public body exclude a member of the public from a public meeting?â&#x20AC;?

This question got me thinking about a bad scene several weeks ago when a Saugus citizen began shouting and swearing at the Board of Selectmen during a public hearing. It appeared that the situation could escalate into a physical confrontation.

So selectmen stopped the meeting and sought to neu-

tralize the situation by calling in the Saugus police. The man was told he needed to leave for disrupting the meeting.

It appears that selectmen acted properly and are empowered by the case law to remove unruly individuals who are disrupting a public meeting.

This reporterâ&#x20AC;&#x2122;s view would seem to be corroborated by a recent determination letter issued by the Division of Open Government. Here are excerpts from some of the case law: â&#x20AC;˘ A public body must be able to take reasonable steps to ensure the safety and good order of public meetings.See OML 2015-92.By â&#x20AC;&#x2DC;good orderâ&#x20AC;&#x2122; we mean protection against violent, threatening or abusive

behavior, and not merely behavior that may disrupt a meeting.Disruptive behavior should be addressed by removing the person from the meeting. See G.L. c. 30A, § 20(g).... â&#x20AC;˘ ...Exclusion of individuals from an open meeting must be based on specific incidents of physical aggression, violence, actual threats of harm, or other conduct that could reasonably place Board members or attendees in imminent fear for his or her personal safety, and based on current information [emphasis added].... â&#x20AC;˘ ...the Open Meeting Law gives clear authority to the chair of a public body to con-

Lady Sachems softball tourney hopes fall short

By Julian Cardillo he Saugus softball team made an inspiring run into the state tournament, but came just short in their first playoff game against Triton.

Saugus fell, 4-1, despite starting off with the lead.

“It was a good game and kind of the story of our season,” said Saugus coach Steve Almquist. “We just couldn’t get the timely hits when needed plus we had a few defensive miscues for which we

weren’t able to recover. But the kids did their best, and despite the outcome I could not have been prouder of their effort.”

Caitlin Wood came around to score after getting on base with a single in the second inning; Taylor Bogdanksi brought Wood home with an RBI single. “Unfortunately, the inning would end with us stranding runners on second and third as we were unable to drive them in,” Almquist said.”

Triton then scored twice in their half of the inning. They made it 4-1 in the fifth off two unearned runs off three fielding errors.

Almquist called Wood the hard luck loser on the mound.

She pitched six innings and struck out six with just one walk and five hits. Offensively, Wood led the way with two hits. Bogdanski had another hit to go with her RBI. Emma Howard went one for four.

“Despite losing this game, I am extremely proud of this

group of kids,” Almquist said.

“They played hard and gave their very best effort each time they took the field. We are what I would consider a Blue Collar team as we are pretty limited as to what we can do.

“We are not going to wow teams with our athletic prowess, team speed, or offensive production, so we need to outwork them and keep the game close hoping to pull out a win.”

Almquist’s team finished with 11 wins and led a spar-

kling run into the state tournament, qualifying for the third straight year. Additionally, second baseman Alexa Ferraro and Wood were named to the NEC All-Star team.

“We are only losing one player, senior captain Brittney Sudanowicz, which will be a huge loss for the program,” Almquist said. “But we have a great nucleus returning so we will regroup, work harder and get better in hopes of making a deeper run in the state tournament next year.”

TOWN HALL | from page 1 Crabtree said he didn’t know what prompted Leahy’s decision to leave her post. She was due to receive a salary of close to $66,000 for the fiscal year that begins July 1, according to the budget approved by the Annual Town Meeting last week.

Hard to find replacements Cole was making $82,400 as the town’s planning and economic development director when he quit last November to take another job. The new fiscal year’s budget provided up to that salary for his replacement.

Crabtree said he was finding it difficult to fill Cole’s vacancy because of the numerous job postings for planning and development jobs across the state. “I think there’s a high demand for these jobs,” Crabtree said.

“It’s a little more challenging to fill them because they are technical positions. And you need the right fit for the community,” he said.

Even if it takes a while to find replacements for Cole and Leahy, Crabtree said, he is confident that the town’s contingency plan will work and provide “a seamless transition.”

Longtime town consultant Paul Rupp will be involved in ongoing projects while town clerical staff will be used as necessary to handle the day-to-day operations – telephone calls and correspondence – of the Planning Department. Crabtree noted that Rupp has advised the town on planning and eco-

Q: So, that’s a lot of schools.

“She was probably overwhelmed” Planning Board Chair Peter Rossetti, Jr. commended Leahy for her hard work and dedication to the job. He noted that she worked well with the Planning Board on various projects and was particularly helpful in following through on requirements for grants and with providing information related to long-range planning.

“When I spoke to her on Monday [after word spread around town government about her departure], she didn’t know where she wanted to go,” said Rossetti, who is also a veteran Town Meeting member of Precinct 2.

“Obviously, she’s a professional in that field, very well qualified, and is certainly in demand,” Rossetti added.

A: I would say the highlight of my education, through it all, was definitely my last two years at Kipp. Definitely.

Q: That’s the charter school, so what makes that school so special?

A: Kipp is a school that is just unparalleled. It’s so unique in so many ways. It’s extremely positive. It’s extremely effective. It changes people’s lives, in all honesty. Like you see, I have been to a lot of schools.

I’ve seen a lot of schools; I have checked them out. Kipp is extremely different. Kipp has a

help her had to be difficult, too, he said. “I think that she was probably overwhelmed by the volume of work that was going on in Saugus,” Rossetti said.

“It’s tough enough when you are already working on one large project. Within the next couple of years, Saugus is going to see an increase of about 1,000 apartment units just with what’s already before the Plan-

national network. It has many high schools throughout the country, hundreds of schools – middle and high schools and elementary schools. And they are all bound together by a certain philosophy and a policy, because education has policy. Kipp has a certain ideology that helps kids succeed.

And that has to do with their discipline habits or emotional health and mental health.

There’s a rigorous education while also supporting kids. I’d say the thing that makes Kipp different in the educational sense is that you just don’t ride through and Kipp gives you the

marks. Instead, Kipp takes you through and makes sure you have support systems and they are always tracking growth. The teachers are excellent. Charter schools generally have younger teachers, straight out of their colleges. A lot of my teachers were relatively young, but they were well-versed. A lot of them had master’s in education before they taught me. They had a fresh vision for education.

Instead of sending a kid through high school and hoping they can muscle their way out of their challenges and eventually graduate, Kipp is saying that “We understand that it’s not your job as a high school student to make it to the top on your own. And we understand the challenges that you have. We understand the things that you lived through that make it hard for you to advance and become your best, but that’s what we are here for.”

Q: Let’s go back to your sophomore year at Saugus High School. And you were disappointed with your education there. What disappointed you the most? What, in particular,

“I think she tried very hard.

I think it’s difficult because of the regulatory environment she was working in,” he said.

“You have to please local people, developers and town officials at the same time. Local people want less traffic, developers want to build more and town officials want to increase the tax revenue.”

Rossetti expects that not having full-time Planning Department staff available could put “a bigger strain” on a number of town bodies, including the Planning Board, the Conservation Commission, the Board of Appeals and the town’s building commissioner. “It just adds to the strain on everyone,” Rossetti said.

Meanwhile, Leahy spoke proudly of several initiatives that the town accomplished during her time in the Planning Department. She cited the Green Communities Designation & Grant Program. “That’s helping the town to reduce its energy consumption at the municipal level,” Leahy said.

“I was able to form relationships with department heads and chiefs. I think everybody is happy with the results coming out of that grant,” she said.

What was her favorite project while working in Saugus?

“Planning in general is amazing and it’s all fun,” Leahy said.

Q: How did you do when you were at Saugus High School?

A: I got straight A’s without even trying.

Q: Tell me a little more, prior to Kipp, things that you thought were missing from your education.

A: I’d say that the school culture at Saugus High was wrong.

I felt that people didn’t try as much as they should. If you go to Saugus High for a while, you can hear from teachers and students “Oh yeah, Saugus High sucks.” They all say that, and it’s damaging. In an academic sense, Saugus High is a lowly performing high school compared to the rest of the state.

ASKS | from page 11 culture, and it’s sort of hopeless. I sought guidance from the guidance office, because I needed it at some points, and that was good. I believe Ms. Larsen, she was there for me, but with respect to the rest of the student body, if you don’t explicitly reach out, I’m not sure they’ll get the help they need.

Q: It sounds like you were pretty serious about getting a good education. High marks weren’t enough for you. You wanted more.

A: Oh, I was extremely serious, because my parents didn’t get an education. My parents, in Cambodia … the Cambodian genocide Communist regime, they aimed at picking out anyone who was a threat to their communist experiment. And that meant wiping out everyone who was educated. Anyone who wore glasses, you would be killed immediately, because that showed you were educated. I take my education extremely seriously.

I wanted to be in a place where if I graduated, I knew that I was going to be at a college where I deserved to be. At local public high schools, unless you are valedictorian, you’re probably not going to end up at the college you deserve. I’m extremely serious about my future; I’m extremely serious about my ed-

ucation and I want nothing but the best. I want to know that if I try my hardest at this high school, I will go to the college that I deserve.

Q: Did you notice a difference in your classmates at Kipp as opposed to Saugus? What were the biggest differences in your classmates?

A: My classmates at Kipp vs. my classmates at Saugus? I felt a hundred times more included at Kipp. My classmates at Kipp, they have this drive about them; they have this passion and this drive. And most of us, if not all of us, come from lowincome, disadvantaged backgrounds. We are all people of color. And we have these experiences and backgrounds that bind us and make us see the world differently. My classmates are excellent. My friends – one of them is going to Williams College, one of them is going to Georgetown, one of them is going to Emory [University] – they have passion and they see more for themselves because to them, in the Lynn community at Kipp, they see themselves as a hope for Lynn and the hope for their families and the hope for our generation, their race, their people. That makes so much of a difference, because they just leap into the future.

Q: I guess a passion for education can be contagious.

A: It is contagious. But the thing is that you can have that passion, but it won’t produce anything unless you have the hope – unless you know that if you put yourself to work, it will happen. Because if you look at Kipp and you look at the rest of the public schools in Lynn – and there’s a drastic difference. And it’s not like Kipp kids are born extremely special.

That’s not it. Kipp kids are just like any other kids, but when you put them in a school that lets them continually know that if they work hard, they’ll go somewhere, then you have

that hope and then they will be able to work their hardest.

Those kids in public schools in Lynn that are underperforming, they know even if they try hard, they’re probably not going to have the future that they want.

Q: So you think the kids you chummed around with at Saugus High School – if you put them in a Kipp-like environment or a similar school environment, they would thrive?

A: I’d say that they would do better; yeah, I’d say that they would do better. Especially the diversity at Kipp, where

there’s black and brown people constantly sharing in their forward thinking – that makes a huge difference in my education.

Q: If you were to do something to make Saugus Public Schools, specifically the high school, better – what would that be?

A: Number One, revolutionize the discipline and student life habits, like a procedure. At Kipp what we do – we understand that you can’t just punish kids. It doesn’t do anything. And for people who say it’s the right thing to do, you need to revolutionize your thinking. It needs to be changed. They’re high school students, first and foremost.

They are not prisoners. They are not adults. For example, at Kipp, if there’s a mis-happening in the classroom and the student gets sent out of class, the student can either choose to have one hour of detention or a 10-minute restorative circle. That 10-minute restorative circle has the student, the teacher, a dean and the principal, and they talk it through. Don’t get me wrong, Kipp is strict on certain things, but they’re the right thing. If I am 10 minutes late for school, I get detention. It’s strict in some sense, but understand-

And I feel like Saugus High, not only because they deal with a lot of students, but relatively their classes are small, so they have the ability to do better. They have the ability to make the student life discipline in the school more tight and more understanding. The Saugus Public School administration certainly has the opportunity to make things better if they took the right approach.

Q: They’re going to be opening up a new school in a couple of years. What are the ingredients that are missing and need to go with that new school building?

A: First of all, the new school is extremely important. They need a new school with updated facilities and a budget, and you need new teachers.

The thing about the charter school model that is so crazy and is so awesome – but then again has its disadvantages because teachers are at a disadvantage in a sense compared to the public schools teachers. The Kipp teachers are constantly recycled. They come straight out of undergraduate or a grad school.

They teach for a few years, and then most of them leave. It’s that you are constantly getting the most passionate individuals who know the best ways to teach and who are hungry. They just learned it, and it’s effective for the students, but also at Kipp we had teachers who had been there for the entire duration. That’s important, too, but I prefer young teachers, in all honesty, because they have a fresh perspective. For example, with a lot of the issues that are happening in today’s society, those teachers can relate with us. They talk with us about social issues in our country.

That’s important, and I feel

like I never really got that from teachers at other schools.

Q: Did you have an exit interview from Saugus High School when you decided that you wanted to leave to go to the charter school? Did anybody ever approach you and ask you, “Why did you leave us?”

A: I think I left sort of silently; yeah, I left silently.

Q: Any reflections on the other schools you attended in Saugus – the elementary and middle schools?

A: The Elementary School was excellent! When I went to the Veterans Memorial Elementary School, I don’t think that anyone could get a better elementary school education; I don’t think so. I think it’s just a very high point of Saugus Public Schools. But Belmonte [Middle School] though … man, that was so much of a dip. Coming from such a colorful and amazing place like the Vets and then going to Belmonte, that was just very depressing; like, extremely depressing. Belmonte had a lot of problems when I was there. I don’t know if it’s different now.

Q: Were there problems with the building, or was it just the culture of the school?

A: Oh, everything; everything. It was just not an effective learning environment.

I didn’t learn much, besides Mrs. Tenaglia, a math teacher. She’s the only class that I learned in. I just think it’s insane how I could go through two years of middle school and not learn anything! Not learn anything!

Q: Did you get good grades there?

A: I got great grades – easily – and I didn’t bring any homework home, and that’s a problem. That was a problem with Belmonte and a lot of the public schools that are failing. You need to give kids things to do in order for them to stay out of trouble and better their lives.

Kipp understands that; Kipp understands that most of us come from low-income backgrounds, and that when we go home, we probably don’t have an amazing home environment, so they set up things for the kids to improve their education. You can be at Kipp till 10 o’clock at night if you wanted to, because there’s things there for you to do. And when I was in middle school, I could have afterschool hours activities for school or maybe a sport, but that’s only for a short time after school, and then I go home, and then I have nothing else to do. And that’s a problem. Education needs to be school and life after. Belmonte was just all wrong. I was finding that I struggled a lot in a student body that was a majority white and not a lot of people of color. I just didn’t have any understanding in that sense, and I faced a lot of bullying.

You know, that’s hurtful. I also suffered bullying in the elementary school. Even though I had a great education, I faced a lot of bullying.

Q: What kind of bullying?

Cyberbullying or bad notes?

A: It was in-my-face bullying; it was implicit bullying. It was sort of like …

Q: Prejudice?

A: Yeah, prejudice. I understand that with race, when there’s somebody who doesn’t look like you, that’s where problems happen. I do blame my classmates in middle school and high school for bullying, but it’s just inevitable when you are growing up in an all-white town, or majority-white town, that people like me are going to feel out of place and very hurt. I had a lot of classmates during my time here tell me that I looked ugly or that I looked different or that I’m only smart because I’m Asian and that there’s nothing else of value about me.

Q: That’s terrible.

A: Yeah. And they questioned why I had brown skin when I was Asian. They said that my facial features were wrong. I just constantly felt wrong. I constantly felt ugly.

And I constantly felt like my confidence was diminished.

That’s something that non-diverse communities face. That’s a challenge that’s hard to fix, but that’s why diverse school environments are so important, especially to me, because I didn’t realize why I had selfhate. Until you become part of a community that embraces you, and tells you and lets you know that you are special and you’re not wrong, it’s difficult.

And I faced a lot of self-hate.

Q: Was that the same thing during the one year at Saugus

High School?

A: I’d say it was a little less there, because I didn’t really interact with the student body at all at the high school.

I just stayed to myself. I was really depressed and I didn’t really talk to anybody. I sort of stayed away.

Q: Do you think there’s hope for the Saugus Public Schools?

A: Of course. There’s hope for any school; there’s hope.

Because you know what, at Saugus High there are several individuals that I know in my class back then and teachers and staff that I know – that’s where the hope is; that’s where the hope is. I had a few classmates who were ex-

Town Announces reopening of CHaRM Center Recycling Drop-Off Site The Town of Saugus announces that the community’s Center for Hard to Recycle Materials (CHaRM) site will be open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m. The site is located behind the Department of Public Works at 515 Main Street.

There is no pre-registration or fee required to enter the site.

However, proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans, and glass containers.

Additional acceptable items include: TVs and computers (up to three per year per address); bulky rigid plastic items such as Little Tikes toys, laundry baskets, Rubbermaid trash barrels, 5-gallon pails, etc.; car tires up to 22” (for a fee of $3); and textiles such as books, clothing, bedding, pocketbooks, belts, and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags, and remove the bags from the site.

Beacon Hill Roll Call

By Bob Katzen THE HOUSE AND SENATE. Beacon Hill Roll Call records local senators and representatives’ votes on roll calls from the week of June 4-8.

NO ROLL CALL ON “RED FLAG” GUN BILL (H 4517) Senate approved, without a roll call vote, a bill that would allow family or household members to petition the courts to issue an extreme risk protection order (ERPO) that would suspend a person’s license to carry a firearm and order him or her to surrender his or her firearms and ammunition if he or she is believed to be a danger to themselves or others.

It takes only seven of the Senate’s current 48 members to request a roll call vote. Not one senator made a motion to have a roll call on the bill.

Beacon Hill Roll Call e-mailed all 38 senators and asked why they didn’t request a roll call on the bill. Only four senators responded.

“It’s my understanding that there will be a roll call on the final step which is enactment,” said Sen. Barbara L’Italien (DAndover).

“Customarily the sponsor of the bill or amendment would request a roll call base on knowing if there is sufficient support for such request,” said Sen. Dean Tran (R-Leominster).

“No senator requested a roll call but it is possible there will be one upon enactment,” responded Richard Powell, chief of stafffor Sen. Cynthia Creem (D-Newton).

Sen. Kathleen O’Connor Ives (D-Newburyport) did attempt to reach us by phone but was unsuccessful.

“I applaud the Senate’s historic vote on the House ERPO legislation,” said John Rosenthal, the co-founder and chair of the group Stop Handgun Violence. “When signed by Governor Baker, this new law will save lives and countless grief from preventable gun violence and suicides in the commonwealth. Thanks to bipartisan leadership over the past 20 years, Massachusetts has enacted the most effective gun laws and has the lowest gun death rate in the nation. This

new common-sense gun violence prevention law will further prove that gun laws work without any inconvenience to law abiding gun owners.”

“I’m proud of the work done with my colleagues to pass a bill which will save lives. It was important that I worked with people across the commonwealth to achieve this,” said Rep. Marjorie Decker (D-Cambridge) the original author of the bill. “The role of young people and students in advocating for the bill is not to be missed.”

“We had an historic opportunity to really address suicide and mental health,” said Jim Wallace, Executive Director of the Gun Owners Action League of Massachusetts, the local affiliate of the National Rifle Association. “I think suicide will continue to increase because we lost the opportunity to have a positive effect in reducing it and unfortunately this turned into a gun debate rather than a mental health project.

Very few suicides in Massachusetts are gun-related, and lawmakers passed up a chance to actually do something about suicide. We tried in vain to put together a lot of mental health things that would have vastly improved the bill that stands before us now.”

Wallace added that there are also still several due process and property rights issues. He said he tried to fix all of those things but the proponents rejected them.

The House has approved a different version of the proposal and the Senate version now goes to the House for consideration.

INVEST $472 MILLION IN BIOTECH INDUSTRY (H 4572) House 145-3, Senate 33-5, approved and Gov. Charlie Baker signed into law a bill that would authorize $472 million in bonds for the Massachusetts Life Sciences Investment Fund with an emphasis on capital grants to increase diversity and opportunity in the Bay State life sciences and biotech industries.

The bill is aimed at continued job growth through capi-

tal grants that advance education, workforce development, early-stage company growth through spaces dedicated to life sciences companies, advanced bio-manufacturing and scientific innovation.

Provisions include $47 million for an integrated biotechnology and precision manufacturing research and training facility at the University of Massachusetts Amherst; $10 million for grants to community colleges or vocational-technical schools that collaborate with the industry; an increase from $25 million to $30 million annually in the statutory cap on the Life Sciences Tax Incentive Program; and other tax incentives.

Supporters said the $650 million of state money invested in the biotech industry in the past decade has generated about $4.3 billion in economic activity and created thousands of new jobs. They said this package should result in similar economic development and jobs Opponents said the state should be investing in education, affordable housing, transportation, human services and health care instead of the bio tech industry. They argued expanding an unnecessary corporate tax break is done at the expense of other more worthwhile programs and is not necessary for the expansion of the life sciences industry.

Brendan Crighton Yes $3.8 BILLION FOR CAPITAL IMPROVEMENTS (H 4549) Senate 38-0, House 145-3, approved and sent to the governor a $3.8 billion bond package allowing the state to borrow funds for improvements to state and local buildings, facilities and grounds across the state which would include repairs, reconstruction, demolition, remediation, rehabilitation, modernization, disposition and renovations.

Provisions include $950 million for state universities and colleges; $760 million for courts and $500 million for police stations, fire stations and other public safety-related buildings.

The package includes earmarks for hundreds of millions of dollars for hundreds of projects in legislators’ districts across the state — many of which will never be funded.

The Baker administration is required to adhere to the state’s annual bond borrowing cap and ultimately decides which projects are affordable and actually get funded.

Sometimes legislators will immediately tout the inclusion

of local projects in these bond bills, especially in an election year to show they “brought home the bacon.” But Beacon Hill Roll Call informs readers that none of the projects in this package have been funded and most will end up never being funded because of the debt limit.

Supporters said this package is necessary in order for the state and cities and towns to repair, renovate and modernize many aging buildings across the state. They noted that some of the courthouses across the state are literally falling apart.

Three House members voted against the bill. None of them responded to inquiries by Beacon Hill Roll Call to explain why they voted against it.

Rep. RoseLee Vincent Yes Rep. Donald Wong Yes Sen. Brendan Crighton Yes PROTECT ANIMALS (H 4565) House 147-0, approved a bill to protect the health and safety of animals. Provisions include requiring that animal abuse be reported by employees of the Department of Children and Families, the Department of Elder Affairs and the Disabled Persons Protection Commission in the course of their work; increasing prison terms and fines for abuse of an animal; prohibiting anyone from having sex with an animal; prohibiting the drowning of animals; repealing a current requirement that animals involved in illegal animal fighting automatically be killed and instead creating other options for these animals; prohibiting insurance companies from refusing insurance coverage and housing authorities from refusing to rent to a potential renter based on a specific breed; and requiring property owners and landlords to check property for abandoned animals within three days following a foreclosure or end of tenancy.

Supporters said the bill is long overdue and will protect many animals from injury, abuse and death. “Protecting the welfare of animals is embedded in our values as a commonwealth,” said House Ways and Means chair Jeff Sanchez (D-Boston). “Animal welfare reflects the broader public safety concerns at the center of many conversations today.”

Sanchez continued, “Current research conducted by Northeastern University and the MSCPA shows compelling evidence for the link between animal abuse and violence toward humans. The study found a person who committed animal abuse is five times more likely to commit violence against

Rep. RoseLee Vincent Yes Rep. Donald Wong Yes POLICE CHIEFS RETAIN AUTHORITY (H 4539) Senate 38-0, approved an amendment that would ensure that local police chiefs who currently have the power to grant, deny, suspend or revoke gun licenses retain that authority despite the proposed law allowing family or household members to petition the courts to issue an extreme risk protection order (ERPO).

Amendment supporters said this is an important amendment to make it clear that police chiefs still have this authority and that this proposed new ERPO law does not supersede it.

Sen. Brendan Crighton Yes HOW LONG WAS LAST WEEK’S SESSION? Beacon Hill Roll Call tracks the length of time that the House and Senate were in session each week.

Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers. They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

library events There’s always something going on at the Saugus Public Library. Here are a few events to check out: Beginning in June, we will be offering discount passes to see the Lowell Spinners at familyfriendly Edward A. LeLacheur Park (Capacity 5,030) in Lowell.

These passes, like all of our discount passes, are funded by the New Friends of the Saugus Public Library. Patrons will be able to reserve passes at the beginning of June.

The Spinners are a Short-Season Single-A affiliate of the Boston Red Sox. They will play 76 games in 79 days (38 home, 38 road) this season with their home opener scheduled for June 18th and their last home game on September 3rd. Home Games begin at 7:05 pm, Monday-Friday, and at 5:05 PM, Saturday & Sundays.

The Library offers a dated voucher for most Spinners home games. The law further states that, ‘[n]o person shall disrupt the proceedings of a meeting of a public body. If, after clear warning from the chair, a person continues to disrupt the proceedings, the chair may order the person to withdraw from the meeting and if the person does not withdraw, the chair may authorize a constable or other officer to remove the person from the meeting.’Id.” But, there’s another aspect to the issue that was revealed in a finding by the Division of Open Government that the South Essex Sewerage District Board of Salem had violate the Open Meeting Law for not allowing a former employee on district grounds to attend a meeting.

“Board Chairman Michael R. Parsons stated that Mr. (Kerry) Griffin’s health professionals had advised the District that he was unable to perform his job duties and could become verbally or physically aggressive towards others,” accord-

ing to the three-page determination letter.

“Based on that information, the District placed Mr. Griffin on leave from his position as Assistant Superintendent of Operations on July 5, 2016.”

Additionally, the board’s executive director issued a memorandum that Griffin was “not allowed on District property.”Griffin eventually retired, but wanted to know if he were “still locked out” of district property.

He was advised that the ban remained in effect.

Griffin filed a complaint with the Division of Open Government, challenging the ban.

The Division ruled against the board, saying it never proved that Griffin was a threat.

“Exclusion of individuals from an open meeting must be based on specific incidents of physical aggression, violence, actual threats of harm, or other conduct that could reasonably place Board members or attendees in imminent fear for his or her personal safety, and based on current information,” the Division of Open Government concluded in its determination letter.

Q: What about for a starting point?

A: I’d say, “Go back to school.”

If they don’t have a master’s in education, they should probably get one. If the leaders of the school don’t have a master’s, they need to go get one in Education. Other than that, I’d say they should definitely look at school models that work and try to implement those. For example, the ones that I talked about. It’s hard, because we’re talking about an entire culture, but I’d say raise the bar of excellence.

There should not be any classes in any school that you can breeze through without trying – none. You’ve got to raise that bar. If kids fail the first couple of years, so be it, but you have got to do what’s best for the school’s future.

Q: So, they have an opportunity here in a couple of years with a combination middle school-high school opening – brand-new.

A: Yes. That’s amazing; that’s amazing, and that’s the first step, but the school leaders definitely need to do some different things – change some things. I’d say that they need to go and observe. They need to get out of the bubble here.

They need to start admitting that they are wrong. They need to start seeing where they need to improve. They need to observe different schools that work, and they need to start really thinking about it.

Education is no joke, and gambling on kids’ futures is no joke. If school officials don’t start thinking about it day and night, then it’s wrong. And they need to bring in somebody new.

This year, in my college applications, I sent in 24 applications and it was extremely difficult. …

Q: Twenty-four. And how many acceptances?

A: I think it was 16 acceptances, five rejections and a few on the waiting list. But all across the country, it became extremely competitive.

The acceptance rates dropped like that.

Q: Rattle off the acceptances.

A: Okay. Some of my accep-

tances were Amherst College, Williams College, Davidson College, Georgetown University, Tufts University, University of Pennsylvania, Brown University, Cornell University, the UMass schools and stuff like that.

Q: That sounds like some great schools.

A: Yeah, but it was extremely hard this year for students like me who should have gotten into these schools. It’s just so competitive.

Q: You got a good scholarship.

A: Oh yeah. All the schools that I named, they are needbased schools. If you get into them, the school promises to use its funds and endowments to make sure that your needs are met.

Q: Is the scholarship for four years?

A: Every year, if I make it to the next year, they promise that they will fund my education. That’s awesome.

Q: Now, what’s your dream job?

A: My dream job would be like a diplomat or secretary of state. Something like that.

Q: You have no major right now?

A: Right. I’m undeclared, but I think I might go into philosophy.

Q: And I guess you’re a lot different than a lot of students that I have talked to over the years. I meant that in a positive sense.

A: Thank you!

Q: You’re unique, because there seems like a work ethic engrained within you because of the trials and tribulations of your parents, being survivors of this terrible Cambodian genocide. Can you share something about that?

A: Sure. I’d say that for me, education has always been a bit about survival. I believe that without education – for some reason it’s extremely terrifying to not have a good education. I don’t know exactly why. It must have to do with my parents.

Q: You’re the first one in your family to get a college education.

A: Yeah. My mom did a semester at Suffolk, but I really

Bereavement camp The purpose of the camp is to for children help children process grief that If you know of children aged they may be experiencing. If

And for me, I’m extremely passionate about my education and about my college because I feel like it’s the only way I’m going to redeem myself and help my family. It’s just so extremely important. I just feel if I don’t read, I might die. If I don’t do well in school, I might not be able to eat one day. It’s that matter of importance, it’s that urgency. And nobody can give that to you.

Nobody. Nobody can tell you that; nobody can make you that impassioned about education. It has to be something that you just know – that you just have that drive and intuition. But you need hope; you need hope. When I didn’t go to a school that gave me hope, I felt like it’s over. It was very depressing and I was depressed for a long time.

Q: You’re a very discerning student, which is unusual. You express disappointment that you’re getting a crap education in one school. You’re making good grades, but you long to get something better – something more challenging.

A: I’m aware that this generation is extremely competitive, and, for example, if my siblings don’t get a good education and they’re not at the top, I don’t know where they will be.

Q: Anything else that you would like to share? About your hopes for this town’s education system, or improvements that will help make for a better education?

A: I hope that Saugus adopts a world view. I really hope so.

I say that for all of the towns, such as Winthrop, too. I hope that Saugus adopts a world view and people start to think of themselves in the context of the entire North Shore, the entire country and the entire world. You know, just escape that bubble; escape that bubble and put in efforts to understand diversity and actively pursue it – actively pursue diversity and understanding. And there is hope. There are so many individuals in this town that I have met and love and I believe are the hope for the future.
