State Fire Marshal Peter J. Ostroskey and Saugus Fire Chief Michael C. obert D. Hoffman hobbled up to the lectern in the second-floor auditorium of Saugus Town Hall on Wednesday to give first-person testimony on why the town needs to install speed bumps in certain crosswalks to make it safer for pedestrians who risk their lives crossing town streets. “Last week, I almost got nailed crossing in front of Town Hall by an old lady,” said Hoffman. Then Hoffman, a former, longtime Town Meeting member, shared his horrific pedestrian experience when he and his wife were mowed down while crossing Central Street back in January by a driver in his 80’s. “There are a lot of walkers in this town. I’m very concerned about it,” Hoffman told selectmen. “My wife cannot move be-
