Mayor Brian Arrigo said Saturday’s ceremony reminds him of the mural unveiling on Thursday afternoon, which features an old drive-in theater and West Revere’s farming history. “This is a dedication to a man who embodied that history,� Arrigo said during the ceremony. “For him, Revere was not only a place to live, but a place of public service.�

Christy Giannino served for 32 years on the Revere Fire Department, was an active member of the Lions Club and provided free med flights for trauma victims requiring immediate medical care, Arrigo added.

Revere’s Veterans Services Director Marc Silvestri then presented Christy Giannino’s wife, Joann, with a Challenge Coin, a symbol of victory dating back to World War I, to thank Christy Giannino for his service. After the pole was unveiled, the Giannino family invited guests back to their house for coffee and refreshments. “It’s overwhelming,� Christy’s wife, Joann, said over coffee inside

her home. “I’m grateful to the city and the Veterans’ Department for paying such a wonderful tribute to my husband of 55 years. We met walking to St. Mary’s Church.�

Sargent Street underpass mural mirrors West Revere, resident

By Tara Vocino Saugus artist beautified an uninspiring underpass on Sargent Street by creating a mural of what West Revere looked like back in the day.

“It’s unbelievable how she depicted me and my German Shepherds, Peggy and King, when I was 15, in a 4-by10 photograph,” Revere resident Vincent Cammarata, now 95, said.

life along one block, at 435 Malden St. and the adjacent street, 14 Sigourney St. And it was all about providing for his family. “He wasn’t much for words,” Chris Giannino said on the steps of that home. “He was humble. He worked hard, played hard, and we grew up as one.”

Inside her home, Jessica Giannino said her grandfather died of cancer that spread throughout his body, on Oct. 6, 2017, at 78 years old. “It’s a tough day for our family, but it’s a special way to remember him together,” Jessica Giannino said, still holding back tears. “We remember all the good memories – and there are many. A year later, he’s still surrounded by love.”

Jessica Giannino said her “Papa” always made time for

his family, despite running his greenhouse business. She added that he taught her about the importance of family and a strong work ethic, leading by example.

His daughter, JoAnn Giannino Carabillo, who is a breast cancer survivor of two years, called her father “the greatest man she knew.” She moved in with him in his final days, and said that he was the go-to person for advice for both serious and fun decisions.

Her grieving heals, slowly.

“As my radiologist says, ‘You have to stay present,’” Carabillo said. “I go to my mom now.”

Carabillo said that she woke up at 4:30 a.m. Saturday morning, which was the last time that she saw him alive. She saw that as a symbol that he’s still with her.

By Tara Vocino lthough approximately three weeks have passed since the 39-unit, five-story apartment complex at 10 Franklin Ave. burned down in mid-September, fire officials have yet to determine an exact cause.

“It wasn’t deliberate, or caused by a cigarette,” Fire Chief Chris Bright said Saturday morning. “We believe that the origin was between the ceiling and roof on the right side of the fourth floor, but we aren’t sure.”

Bright explained that because fire entered an empty space, it spread like wildfire – literally. “It got a huge head start,” Bright said. “It pushed out smoke and heat, resulting in fire everywhere. Originally, there was only smoke – no fire.”

Department of Fire Services Spokesperson Jennifer Mieth confirmed that arriving firefighters saw only smoke and no fire inside each of the fourth-floor apartments, leading investigators to believe the fire was in a space above the apartments and below the roof, which is now mostly gone.

Bright went on to say that when the building collapsed, they extinguished the fire from the exterior of the house. The

fire was extinguished late that night, starting at approximately 2:08 p.m., and crews wetted down hot spots into the morning, only to have the fire start again the following day, Bright added.

Fire Deputy Glen Rich, who was the initial incident commander, explained Wednesday morning why firefighters follow a set of priorities in a specific order. These are as follows: life safety, property conservation, and the environment. When fire takes control of an area, burning the structure with the possibility of collapse, firefighters will always be removed. This policy is because the life safety priority applies to firefighting personnel as well as building occupants, according to Rich.

Bright said the fire in the fourstory, mid-70s apartment building was difficult to put out, because it was buried in flames.

Firefighters poked holes in the ceiling and the walls to ventilate the roof to release some of the fire, according to Bright. “It was a long-drawn-out process in a congested neighborhood,” Bright said.

Rich said he’s proud of every firefighter on scene who worked their hardest to bring this fire to a conclusion. “Fire-

fighters always check reports given by occupants,” Rich said.

“Firefighters put water on fire, not on smoke, and firefighters made an unbelievable effort to find the fire on the interior – prior to being pulled out. This is why four firefighters were transported to the hospital. They certainly did not suffer their ailments from standing around while we dumped water from the exterior, our last resort.”

Although the home had working smoke detectors, it was un-sprinkled since laws didn’t require sprinklers back in the day, according to Bright.

Bright said he isn’t sure if the lost cats were found, but an area cat had been reported deceased on Facebook. He estimated Saturday that the apartment complex is a total loss and has from $4 to $5 million in damage.

A graduate of the Art Institute of Boston, Barrett-Cutulle was originally an illustrator of children’s books, and that vision grew into murals. She took 12 four-by-eight panels home and worked on two at a time for approximately a year.

The mural shows how this part of Revere was a pig farm in the ’30s.

“I blended photos as one long scene from the Historical Society,” said Barrett-Cutulle, who added that she didn’t know Cammarata before.

Cammarata’s daughter, Rosemary Pisani, called her depiction of the photograph amazing. “It captures his essence – about how he loved his dogs and Revere,” said

Neighbors and police give helmets to stolen bike victims; still no leads

Next door neighbor Ira Novoselsky, who is Ward 2 Councillor, felt badly when he saw the news on Facebook. He contacted Bicycle Officer Gerry Salvati, who had extra helmets on hand that were left over from summer distribution. I asked him to be on the lookout for the red bike,â&#x20AC;? Novoselsky said late Wednesday. â&#x20AC;&#x153;I also asked him about at least replacing the stolen helmet,

which he did. Thank you, Officer Gerry Salvati.â&#x20AC;?

Salvati, who added that they donâ&#x20AC;&#x2122;t have any leads, said they all met at Saturdayâ&#x20AC;&#x2122;s Cultural Fest on Shirley Avenue and delivered the helmets to the family. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a nice feeling to be able to help two small children,â&#x20AC;? Salvati said Wednesday afternoon inside the station. â&#x20AC;&#x153;I felt badly that the bike was their only form of transportation. Theyâ&#x20AC;&#x2122;re very nice people.â&#x20AC;?

Salvati said they interviewed neighbors to ask if they heard or saw anything, but a week later, police still donâ&#x20AC;&#x2122;t have any leads. He added that Dehon Street isnâ&#x20AC;&#x2122;t a hot spot for stolen bikes or property. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;d love to find it, and ask for anyone with information to come forward,â&#x20AC;? Salvati said.

Salvati advised residents to lock up their valuables with a lock or chain and to use cau-

tion. He added that heâ&#x20AC;&#x2122;s willing to start a fundraiser for the Yan family to buy a new bike. He said thereâ&#x20AC;&#x2122;s a Boston organization that gives bikes to needy families, but the police department canâ&#x20AC;&#x2122;t distribute their abandoned bikes since theyâ&#x20AC;&#x2122;re still someoneâ&#x20AC;&#x2122;s property.

Illegal dumping in a nearby brook is related to the flooding, according to Falzone.

The long-term solution that they came up with Wednesday is to gather engineers to redesign the floodgates along Route 1 and install culverts along Asti Avenue, Falzone continued; preventative maintenance is the short-term solution.

“After about four high-class homes were built on Caruso Court, an adjacent street, that’s when the flooding started,” Falzone said. “A foot-and-a half slab, similar to a basement, got flooded in 1996.”

As far as illegal dumping, Ward 2 Councillor Ira Novoselsky, who organized the meeting, suggested building a 10foot fence with barbed wire and a “No dumping; No trespassing” sign. Falzone estimated that the current fence is less than 6 feet.

“It’d be difficult to dump a couch 10 feet high,”Novoselsky said. “But there has to be eyewitnesses. If you take it to court, they’re going to ask who saw the dumping. It’s state property, so the city can’t enforce it.”

However, State Rep. RoseLee Vincent said the fence cleanup

would cost $6 million, just for six houses along Cecilian Avenue. “The budget is tight,” Vincent suggested. “I’ll do whatever I can, but that’s a lot of money for not a lot of residents. We can’t fix torrential rain, but what can the state and city do to alleviate the problems?”

Massachusetts Department of Transportation District 4 Commissioner Mark Kratman forewarned them that if they build said fence, they’ll have to cut down trees, which would result in more noise from Route 1. “You moved to a house next to the highway,” Kratman said.

“That would be like complaining about the planes overhead living in East Boston.”

Falzone replied that he’s lived in this house since the ’70s and has no plan on moving away.

City Water, Sewer, and Drain Supt. Don Ciaramella, who grew up in the city, said it gets worse every year. He said it all starts with a clump of grass that wasn’t maintained 60 years ago, traveling through to a brook today. “It cost about $2 million to clean a ditch,” said Ciaramella, who added that during high tide the infrastructure can’t handle it, and “Lack of street sweeping over the years has

made the problem worse.”

Ciaramella went on to say that due to development of schools and parks, what’s underground has been neglected because of an “out-of-sight, out-of-mind” behavior. He said that because people can’t see the pipes, they don’t know that there’s nowhere for the water to travel, leading to heavy flooding.

However, City Assistant Water, Sewer, and Drain Supt. Joe Maglione has said that the situation has improved in the last 30 years that he’s been on the job. “The brook needs to be cleaned of sand and sediments, but not so much that animals inside it are dying off,” Maglione said.

Falzone, who is a Vietnam veteran, is concerned that he has

renal failure and that if he gets sick, he won’t be able to remedy the situation. He added that half of his neighbors have died of cancer, likely due to the flooding.

The city suggested that the heavy flooding is because he

Page 9 lives by the ocean. However, Falzone said Revere Beach is at least 10 miles away. He is also upset with having to pay $625 yearly in flood insurance with the rate increasing as time goes on, resulting from a change in flood maps.

Superintendent: Low MCAS scores attributed to funding and lack of staffing

By Tara Vocino he Superintendent of Schools reacted Tuesday morning to the districtâ&#x20AC;&#x2122;s recently released MCAS results, which showed students scoring in line or below state average, saying that the results were due in part to staffing and funding shortfalls in the district. â&#x20AC;&#x153;We definitely have work to do in various areas across all schools,â&#x20AC;? Superintendent of Schools Dr. Dianne Kelly said inside her office Tuesday morning. â&#x20AC;&#x153;I think if we had the per pupil finding of some districts like Cambridge, or were able to provide our students with the life experiences enjoyed by their classmates in Wellesley or Lexington, our kids would achieve at much higher rates.â&#x20AC;?

Kelly said performance scores have been relatively flat compared to last year with bright spots at Beachmont and Paul Revere. The fact that students are able to maintain achievement levels is really a win given the funding and staffing issues the district has faced with many staff

members leaving just before school started - in some cases, the day before. She advocated for additional funding to increase scores. â&#x20AC;&#x153;Hopefully, the legislature will correct the funding problems this year and we will be able to provide all students with the supports they need,â&#x20AC;? Kelly said. â&#x20AC;&#x153;Until then, we will continue to analyze our data and use that information to adjust and refine programs wherever we can.â&#x20AC;?

The change in the definition of poverty (from low-income to economically disadvantaged) three years ago has not helped the district, as it has hundreds of poor students for whom the state no longer provided additional funding. The instability generated by that funding change has left teaching and counseling positions unfilled at a time that enrollment has increased by more than 500 additional students, according to Kelly. However, they make it work. â&#x20AC;&#x153;We are fortunate to have wonderful staff members who meet our students where they are academically and help them improve, despite social and emotional challenges,â&#x20AC;?Kelly said.

Football Pats’ thrill ride continues with OT win over Medford

By The Advocate he Revere High School Patriots football team has been facing many challenges this season with seven starting players injured, but despite the setbacks, the Pats have stepped up with younger players and walked away victorious on Friday night against Medford, 27-21.

As they say, “it’s not the size of the dog in the fight, it’s the size of the fight in the dog,” and Revere has proven that saying right.

On Friday night, the Pats took Medford into overtime after Pats quarterback Jonathan Murphy connected to receiver Eric Bua, bringing the ball to the Mustangs’ 40yard line with nine seconds left in regulation. Murphy again would connect to Yussuf Ali Buda with a 13-yard pass, getting the Pats to the Medford 27.

With only 3 seconds left on the clock, coach Lou Cicatelli brought in the Pats’ sensational new star, placekicker Rayan Riazi. Despite missing a PAT earlier in the game and never attempting a kick over 40 yards in his young career, Riazi connected through the uprights, giving the Pats a second chance in overtime.

The Mustangs elected to take the ball to start the OT, but the Pats’ defense stepped up, stopping Medford on all four downs. Revere stole the

game from Medford on two stellar plays: a run up the middle by Darius McNeil for four yards, and some amazing footwork by running back Lucas Barbosa, who carried the ball into the end zone for a touchdown.

The 3-2 Pats – now with their third-straight win – will hit the road against Swampscott Big Blue (4-1) on Saturday, kickoff at 2:30 p.m.

Cicatelli stated after the game that he was proud of the way his team kept battling even when the outcome looked bleak, saying once again that there’s no quit in his team.

Congratulations to Pats placekicker Rayan Riazi, who was featured in Thursday’s edition of the Boston Herald by sportswriter Dan Ventura – giving the talented kicker much recognition in the team’s success so far.

Beacon Hill Roll Call

THE HOUSE AND SENATE. There were no roll calls in the House or Senate last week. This week, Beacon Hill Roll Call begins are three-part series that looks at the three ballot questions that will be on the November 6 ballot. First up: Question 1.

Question 1 asks voters if they approve of a proposed law that would “limit how many patients could be assigned to each registered nurse in Massachusetts hospitals and certain other healthcare facilities. The maximum number of patients per registered nurse would vary by type of unit and level of care.”

Gov. Charlie Baker’s Office of Administration and Finance is required by law to analyze the fiscal consequences if the proposed law is approved.

“This proposed law may affect both state and municipal revenues and expenditures, with stateowned hospitals required to expend between an estimated $67.8 million and $74.8 million annually to comply with the proposed law, and the Health Policy Commission required to expend an estimated $1.28 million annually to monitor compliance,” says the Baker Administration.

“There will also be an impact on MassHealth, the state’s Medicaid program, and state-funded employee and retiree health care obligations to the extent that the ini-

tiative increases hospital costs or causes hospital closures. The overall fiscal consequences to state and municipal finances, however, are difficult to project due to the lack of reliable data.”

The sponsors and opponents of the issue are passionate.

“Right now there are no limits to the number of patients that a nurse can be assigned at the same time, and when it comes down to it, many voters recognize that this is about creating a standard of care for the already-vulnerable patients in our hospitals,”Kate Norton, spokesperson for the Committee to Ensure Safe Patient Care, the group urging a “yes” vote on Question 1 told Beacon Hill Roll Call. “It’s no secret that hospital executives are pouring millions into their deceptive opposition campaign, and though we may get outspent, we certainly won’t be outworked.”

Norton concluded, “There has been overwhelming support for a yes vote on Question 1, not just from nurses out knocking on doors every day, but also from the people across the commonwealth who know they may be patients themselves and want the best quality of care possible, and who know that the safe patient limits proposed

by Question 1 are the right choice for safety.”

“Over one hundred health care organizations, representing tens of thousands of nurses, doctors, and healthcare workers joined in opposition against Question 1...”Dan Cence, spokesman for the Coalition to Protect Patient Safety spokesperson, the group urging a “no” vote on Question 1 told Beacon Hill Roll Call. “As the ones on the frontlines of delivering care,

they know that rigid, governmentmandated nurse staffing ratios that make it illegal for nurses to take even one patient over a quota--and provide no exception for emergencies like multi-car wrecks, fires and storms, or shootings — isn’t realistic and isn’t safe.”

Cence concluded, “Along with costing over $1 billion, Question 1 will lead to increased emergency room wait times, decreased access to routine care, a cut of at least 1,00 mental health beds and community hospital closures. With that high of a price tag, we should be expanding access to health care, not causing life-threatening delays and closures.”

would create a massive unfunded government mandate costing more than one billion dollars in higher healthcare costs annually, causing community hospitals to close and forcing others to reduce emergency, addiction and behavioral health services.

Question 1 has been called â&#x20AC;&#x2DC;the most irresponsible approach to healthcare.â&#x20AC;&#x2122;There is no scientific evidence that these rigid ratios improve patient care. Question 1: higher costs, rigid mandates, and one-sizefits-all healthcare. Nurses and over one hundred healthcare organizations, including American Nurses Association Massachusetts, Massachusetts Medical Society, Massachusetts College of Emergency Physicians, and every Massachusetts hospital urge: Vote No on Question 1.â&#x20AC;?

Meanwhile, a new study released last week by the non-partisan Massachusetts Health Policy Commission (HPC) that was established in 2012 as an independent state agency that monitors health care spending growth in the state and makes recommendations regarding health care delivery and payment system reform. It does not take a stand on ballot questions.

The commissionâ&#x20AC;&#x2122;s report said an additional 2,286 to 3,101 full-time nurses would be required to meet the proposed staffing mandates. It pegged the annual cost of the implementation to be between $676 million and $949 million â&#x20AC;&#x201C; including hiring additional staff to meet staffing requirements, wage increases for existing nurses and implementation costs faced by stateoperated hospitals. The commission said its estimates are conservative due to lack of detailed staffing data for emergency and outpatient departments.

The HPC also reports that the required increase in hospital nurses would likely increase the demand for nurses across the state and result in a 4 percent to 6 percent hike in their salaries. It also noted there are opportunities to save between $34 million and $47 million with the hiring of additional nurses, which could lead to reduced hospital lengths of stay and reduced adverse events.

The response from both sides to the HPC report were swift. â&#x20AC;&#x153;We sounded the alarm from the moment we were made aware of the HPC cost estimate and did so with good reason,â&#x20AC;? said Julie Pinkham a supporter of Question 1 and the Executive Director of the Mass Nurses Association.â&#x20AC;&#x153;Up until this ballot issue, the HPC has developed cost estimates with a detailed and thorough review process over a period upwards of six months, but this has been anything but that. This guess on costs by the HPC is irresponsible and inconsistent and resembles nothing that the HPC has ever done before â&#x20AC;ŚThis is a state agency charged with oversight that chose to weigh in, and in instead of conducting a well-vetted and thoughtful analysis, they elected to use data provided by the single largest opponent to Question 1 â&#x20AC;&#x201D; an approach they rejected in their merger report now before the attorney general.â&#x20AC;? â&#x20AC;&#x153;This is the fox guarding the hen house,â&#x20AC;? Pinkham continued. â&#x20AC;&#x153;From start to finish this has been a â&#x20AC;&#x2DC;David and Goliathâ&#x20AC;&#x2122; scenario and nurses have continued to put sunlight on

the choices by hospital executives make when it comes to how they allocate their vast financial resources.

What may be most disappointing of all is that those choices by hospital executives have never been challenged, and patients are left wondering why this multibillion-dollar industry is not allotting additional resources to direct patient care instead of executive compensation and real estate holdings.â&#x20AC;? â&#x20AC;&#x153;It was an absolutely terrifying day for health care in our state,â&#x20AC;? said Cence, representing the group opposed to Question 1. â&#x20AC;&#x153;The HPCâ&#x20AC;&#x2122;s analysis confirms that the negative consequences are too great, and the costs are too high for rigid, government-mandated nurse staffing ratios in the commonwealth. This puts the cost question to bed.â&#x20AC;?

Cence added, â&#x20AC;&#x153;Even with the HPC unable to quantify Emergency Department costs, they still agree that the cost could reach almost a billion dollars. Community hospitals will close. One thousand mental health beds will be cut. Emergency room wait times will decidedly increase. The entire healthcare ecosystem will suffer irreparable harm with no increase in the quality of patient care.â&#x20AC;?

Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

Arthur was the devoted husband of Geraldine V. Tierney (Murray) who preceded him in death in 2007. Arthur was the father of the late David P. Tierney and Mark Tierney of Canton, MA and grandfather of Allyson and Ryan Tierney of Medfield, MA. He was the brother of Mary Ann Woodward of Swampscott and her late husband Don Woodward. He was caring uncle to Rosemary Bevins of Peabody and her late husband Bill, Susan Power and her husband Larry Martinez of Colorado and Christopher Power and his wife Carolyn of Marblehead. He is also survived by many close and wonderful friends from Weymouth and the South Shore. Born in Revere in 1931, he was the son of the late Arthur E. He graduated from Boston College High School in 1949, and Boston College, with the class of 1953, where he majored in Business Administration. He also attended Suffolk University and received his MBA in 1971. He served in the US Navy from 1953-1955 at the South Weymouth Navy Airbase as an Aviation Store Keeper. He spent his professional career at State Street Bank and Trust Company in Boston from 1956-1979. He then transitioned to GTE in Quincy from 1979 till 1993, when he retired at age 62.

He stayed active with Sacred Heart Parish and Weymouth Seniors Group in retirement.

He will be missed tremendously by all his family and wide circle of friends.
