year before the resort opens its doors, the transformative and positive effect of the Commonwealth’s gaming legislation is already being felt.

In the City of Everett, where I am proud to serve as mayor, construction of the $2.4 billion Encore Boston Harbor resort is progressing at an amazing pace. Today, less than a year before the resort is in operation, more than $10 million in salaries have been paid to construction workers who reside in our city. Everett residents are also receiving priority access to the more than 4,500 openings at Encore Boston Harbor. These are careers, not just jobs, providing exceptional salaries, benefits and opportunity.

More than money, there is a forceful and transformative spirit that has permeated our city. Encore is revitalizing an industrial and underutilized neighborhood and opening a beautiful urban waterfront that has been fenced off from the public for 100-plus years.

More than $30 million was spent by Encore to clean the former chemical plant site that was highly contaminated and blighting the community.

Everett continues to offer a variety of events during summer months s we enter the end of the summer season, the DeMaria administration continues to make sure that the City of Everett offers a variety of programs, events and opportunities for Everett residents.

This summer has been exceptional, from the Independence Day celebration/ fireworks to the Swan Street Park Grand Re-Opening, Mayor Carlo DeMaria and his administration have brought the community together to engage and celebrate.

The month of August is no exception. Friday, August 10 will mark the return of the City’s outdoor movies. The

movie will begin at approximately 8:15 p.m., but attendees are encouraged to come at 7:30 p.m. and enjoy pre-movie entertainment.

The City will provide popcorn and water, so bring a blanket, chairs, bug spray and even a picnic basket and enjoy “Jumanji: Welcome to the Jungle� under the stars.

In May, ďŹ re department oďŹƒcials, while responding to a ďŹ re alarm, discovered 12 illegal units—double what is allowed by the city for the two properties—and a host of safety violations in the two buildings Smith owns.

Neither of the buildings had smoke nor carbon monoxide detectors. A ďŹ re alarm system was in place, but was not the one that is required under the code for such a structure, the ďŹ re chief said.â€?

Uncle Bobby Ray fell into a whiskey vat last week. Some men tried to pull him out but he fought them off and drowned. We had him cremated, he burned for four days.

Zoning Board balks at Broadway proposalâ&#x20AC;&#x2122;s lack of parking

Mayor Carlo DeMaria has often spoken to a belief that the region, and the city itself are in the midst of a major shift in how it gets around, his administration frequently embracing and investing in programs that deemphasize private car ownership, such as the bus-only lane program on Broadway or the bike sharing company Lime Bike recently welcomed into the city.

Developer Greg Antonelli appeared before the before Zoning Board Monday to discuss his proposal for 605

Broadway. Antonelli has had a permit since October 2017 to build 18 units, initially with parking on ground floor. According to Antonelli, however, the administration reached out to him by email earlier this year, wondering if he would reconsider an earlier proposal that features ground-floor retail and no parking.

Antonelli agreed, spending money to redesign the development in a way that made greater use of its access to Broadway, opening up the ground level space for a cafĂŠ that could provide street level seating and increase foot traffic in the area.

From Antonelliâ&#x20AC;&#x2122;s perspective, the way people get around in

the city is changing, and while many of the cityâ&#x20AC;&#x2122;s successful neighbors are adjusting to the times, Everett is not keeping pace. â&#x20AC;&#x153;When was the last time a building on Broadway was taken down? When did anyone have the foresight to do that?â&#x20AC;? said Antonelli. â&#x20AC;&#x153;They do it in Malden, Somerville, and Chelsea. In Everett, weâ&#x20AC;&#x2122;re falling behind; weâ&#x20AC;&#x2122;re in the Stone Age. Itâ&#x20AC;&#x2122;s the way of the world.

There are people who will live here who will take Uber, ride shares, public transit, use the bus lane. People are going to have cars, but some people will not. If they want to live on Broadway, theyâ&#x20AC;&#x2122;ll have to figure it out. Itâ&#x20AC;&#x2122;s 2018. Ever-

ett is changing. Everything is changing.â&#x20AC;?

Zoning Board members and a number of residents did not share this perspective, however. Zoning Board Chair Joe DeSisto suggested that parking remains a key issue in the city, and was shocked that the city would suggest a project consider changing their plan to offer less parking. â&#x20AC;&#x153;In the 20 years Iâ&#x20AC;&#x2122;ve been up here, the number one issue is parking,â&#x20AC;? he said. DeSisto suggested that anyone who suggests a project contain no parking doesnâ&#x20AC;&#x2122;t â&#x20AC;&#x153;understand the problems in Everett.â&#x20AC;?

The Zoning Board was also frustrated at that they felt was a case of the administra-

tion skirting the rules actually in place. While there is a new zoning overlay districts and some zoning tweaks that have been proposed and reviewed which are more in line with developments like Antonelliâ&#x20AC;&#x2122;s, those changes have yet to be officially enacted. In the meantime, Zoning Board members feel obliged to operating according to the rules current on the books, which require developments to create a certain number of parking spaces in proportion to their size.

Antonelli ultimately offered to come back before the board on September 18 with a compromise plan that includes some parking while retaining space for a ground-floor cafĂŠ.

City of Everett receives $825,000 Massachusetts Community Development Block Grant he City of Everett was awarded $825,000 through the Massachusetts Community Development Block Grant (CDBG) program. The CDBG is a federally funded, competitive grant program designed to help small cities and towns meet a broad range of community needs, including housing and economic development projects. With about 4,000 jobs available and plenty of eager people ready to work, the event was deemed a success. People came looking for new jobs whether they were employed or unemployed, but they all came to seek a better career opportunity and believed the Encore could bring that to them.

Mayor Carlo DeMaria was in attendance and had nothing but praise and high hopes for the Encore and the people applying for new jobs.

“Most people are employed, but they all are looking for a better job, better wages, and that’s what Encore offered these people,” DeMaria said.

One of the goals was to help Everett residents find better employment with better wages and more of an overall sense of purpose to what they are doing.

One aspect that really helped people find which job is the best fit for them was the skill smart survey. The skill smart survey allows you to put in what you’re good at and what jobs you’ve had prior, and through that information the survey shows you what jobs would be available based off your skill set.

Bob DeSalvio, President of Boston Harbor Encore, put on this event to fulfill their obligation they made about giving Everett residents first preference to these job opportunities.

“Give the Everett residents the first chance at some of the job opportunities,” DeSalvio said. “Today was a good opportunity for us to get in front of Everett residents, have them share to us their background, and see if we can point them in the right direction,” DeSalvio continued to say.

Currently there are 85 members on the Encore team locally; however that number is only going to grow significantly. By the end of the year, Encore is anticipating the need of over 200 members. However, early next year Encore will conduct its “mass hiring process.” During the mass hiring process, the Encore will be looking to employee about 4,500 new employees to fill its positions. DeSalvio describes this as a “significant amount of hires.”

Good news is that you might not have to wait till the end of the year or for the mass hiring process to get a job at the Encore.

“We are hiring today!” DeSalvio enthusiastically said.

The Encore has about 35 to 40 jobs that are hiring today on their website, and the Encore will be looking for 100 to

150 eager workers until the end of the year to make sure things are running smoothly.

One of the people who came looking for a new career was Michael Dobbins of Everett.

Dobbins, who is currently employed, is looking for a new career and is hoping to join the media team. Dobbins has been interested in the casino project since 2013 when they first came to Everett. Dobbins likes how Encore is run and likes what they are doing out in Las Vegas.

Grace Conway, who is currently employed, is following the promises offered by the city and Encore by looking for an overall better job.

Not everyone was employed and looking to leave their old job for a better opportunity, some were unemployed and looking to start a new career.

Heather, who is unemployed, was looking at a large range of jobs, like administration work, payroll, and human resources.

Overall the event was a success and received nothing but praise from everyone who attended. People leaving the event felt like they had a legitimate chance at getting a job to change their lives. Think of the opportunities that could come and prosper.

DeMaria said, “I have to give it to the Encore team, from day one they promised jobs for Everett residents.”

Everett residents benefit from free fresh produce through Everett Community Growers and Bread of Life n June a teenaged worker at the Everett Community Growers (ECG) farm bicycled down the Northern Strand Community Trail to deliver the first batch of produce â&#x20AC;&#x201C; fresh greens â&#x20AC;&#x201C; to the Bread of Life Food Pantry to help neighbors in need. Started in 2012, ECG is â&#x20AC;&#x153;dedicated to growing community one garden at a time.â&#x20AC;? Membership is made up of residents and local organizational leaders committed to food justice. ECG runs three community gardens with raised beds cultivated by families for themselves. ECG also runs the Northern Strand Community Farm, which is located on the Northern Strand Community Trail; food from the farm is donated to local food pantries like Bread of Life (BOL).

Hunger costs older adults in the U.S. an estimated $130.5 billion annually in additional health care expenses. Diet-related diseases are estimated to cost the U.S. economy $1 trillion annually.â&#x20AC;?

BOL has been operating the Everett Food Pantry since 2008, serving about 1,400 Everett residents a year who find themselves struggling to make ends meet. The pantry, which is held every third and fourth Thursday on the ground floor of City Hall, is funded annually through the City of Everettâ&#x20AC;&#x2122;s Small Cities

Everett honors late firefighter Susan Pipitone-Braley Susan Pipitone-Braley was honored by her firefighter colleagues at Woodlawn Cemetery on Saturday. Amidst the downpour, firefighters lined the cemetery to pay their respects as the funeral ensemble rode by. Susan served with the Everett Fire Department for twenty five years, and was the only female firefighter in Everett.

After a year-long battle with cancer, Susan Pipitone, Everett’s first and only active-duty female firefighter passed away Wednesday, August 1. Pipitone, 56, of Haverhill, joined the Everett Fire Department on May 26, 1993, the first woman to ever do so. For 12 years, Pipitone drove Engine 1, often riding with current Fire Chief and then-Captain Anthony Carli.

LONG TERM CARE INSURANCE AND EXEMPTING THE HOME Under Massachusetts law, the home of a MassHealth resident owning a long-term care policy that meets the daily benefit minimum and pays out for at least 730 days, will not be counted in determining eligibility for benefits and will be exempt from estate recovery. MassHealthâ&#x20AC;&#x2122;s Estate Recovery Unit has the right to collect against the probate estate in order to recoup the amount it paid in benefits during the decedentâ&#x20AC;&#x2122;s lifetime.

Homes are a non-countable asset for MassHealth eligibility as long as the equity in the home is less than $858,000 and the nursing home resident/applicant checks off the box on the MassHealth application stating that he or she â&#x20AC;&#x153;intends to return homeâ&#x20AC;?.

The problem is when the home is in the nursing home resident/applicantâ&#x20AC;&#x2122;s name alone. In this case, the home will be part of the probate estate. Without a long term care policy meeting the minimum requirements, the home will be subject to the Estate Recovery Unitâ&#x20AC;&#x2122;s lien.

A newly-issued long-term care policy must provide a daily benefit of at least $125 and for a minimum of 730 days. In 2013, the Massachusetts legislature enacted a new law which states that the minimum requirements must be met at the time of the purchase of the long-term care policy, not at the time of nursing home admission. Under the old law, if a policy holder used up the 730 days of coverage while receiving the care at home, there would be no coverage available for nursing home expenses which would put the home at risk of estate recovery.

The Massachusetts legislature wanted to encourage people to purchase long-term care policies, not discourage them. The relevant law is found at Mass General Laws, Chapter 118E, Section 33.

MassHealth has taken the position that there should be at least $1 left on the policy before transitioning to a nursing home for the home to

The addition of the Fresh Truck is another example of how Mayor Carlo DeMaria has remained committed to bringing more health and wellness opportunities to the people of Everett. Those opportunities include the healthy meals program, the “Kids in the Kitchen” workshop, nutrition consultation, fitness challenges with segments of healthy eating, and an upgraded healthy meals program for senior citizens.

This program is extremely important to me as it offers residents with options to improve their health. Similar to the community gardens and urban farm, the Fresh Truck provided residents with access to fresh and affordable food.

The truck carried over 30 different types of fresh fruits, vegetables, nuts and whole grain products.

The healthy eating initiative has become a major asset to the community. Employees, residents and others who are invested in Everett now have access to the tools needed to live healthy and nourishing lives.

Kerry A. Rivers At 44, a longtime resident of Merrimac and formerly from Everett died suddenly on July 29th. Kerry was born in Everett on January 21, 1973 the daughter of Donnie and Terry (Moriarty) Rivers of Everett. Kerry grew up in Everett and graduated from Everett High School. For the last 18 years, Kerry worked as a manager at the Plum Island Grille in Newbury. Kerry loved her family and friends and she had a special home and love for animals.

She cared for many animals as well as her own. She loved her Lily, Shmoo, Hoover, Stanley, Tippy, Murphy and LuLu. Kerry loved music and traveling to her favorite place the island of Puerto Rico. She loved her Plum Island Grille friends as well as her job at the Grille. Tributes poured in from friends from all parts of her life. She was one in a million, an amazing woman who touched so many people. In her 44 years on this earth, Kerry gave to others so much more than she took.

Corinne was born in Stoneham, one of four children of the late John C. Kellington and Elizabeth (Stanley) Kellington. She was raised in Malden where she graduated from Malden High School, Class of 1954. She worked as a cook at Mass General Hospital and as a Dieticianâ&#x20AC;&#x2122;s Assistant at Childrenâ&#x20AC;&#x2122;s Hospital for 24 years.

Corinne was an active member of the Melrose Church of the Nazarene, and was a member of the Ladies Bible Study. She was also a member of the Arthritis Support Group at the Chelsea Senior Center. In her younger days, she was a member of the Glendale Baptist Church where she taught Sunday School, and served on the Missionary Committee for 15 years. In her free time, Corinne authored a book of poetry entitled â&#x20AC;&#x153;Come Walk with Me My Friend.â&#x20AC;?

Intelligent and strong willed, Corinne faced every challenge in her life with determination, and her very own â&#x20AC;&#x153;uncommon sense.â&#x20AC;?

When attempting to avoid estate recovery against the home due to the fact that a long-term care policy is owned by the applicant meeting the minimum requirements, you must check off the box on the MassHealth application stating that you “do not’ intend to return home. In all other cases, you would check off the box stating that you “do” intend to return home in order to make the home non-countable for eligibility purposes. The applicant can only have $2,000 of countable assets in order to qualify.

The home in this situation will qualify for an exemption under the long-term care policy exception and there will be no limit on the amount of equity you can have in the home. There are older long-term care policies still in force that were purchased prior to March 15, 1999 that provided for only a $50/day benefit. Those policies still meet the minimum requirements in order to avoid estate recovery.
