teve Wynn has stepped down as CEO of Wynn Resorts amid reports that the casino mogul had sexually harassed employees at the company for decades. Wynn’s resignation takes off some of the mounting pressure on the half-constructed $2.4 billion Wynn Boston Harbor development in Everett, though Massachusetts Gaming Commission (MGC) regulators will continue their investigation into the company’s suitability for the sole Eastern Massachusetts

gaming license.

The company’s board of directors tapped Wynn Resorts President Matt Maddox to replace Wynn as CEO. Boone Wayson will serve as Non-Executive Chairman of the Board of Directors.

Wynn denies the allegations, saying in a statement that his decision to resign was reflective of the fact that the fallout from the allegation had made it impossible for him“to be effective in my current roles.”

The refs didn’t help the Pats with their outrageous decisions after watching replays. Wide receiver Brandon Cooks almost got his head taken off on a pass play – no penalty – no review. The Eagles were “gifted” with the winning TD even after the player stepped on the line and then dropped the ball crossing the goal line. After they replayed the alleged TD, obviously they called it for The Eagles. The Pats defensive coach spent the game shaking his head in frustration. The Pats defense on most occasions was bewildered. For instance, how many times did you hear Flower’s or any of the defense names mentioned during the play-by-play? I heard it one time. What defense? And, what constitutes a penalty when pass receivers are holding and grabbing on every pass play?

It’s sad to see The Pats implode in the Super Bowl. Football is still considered a game and there’s always games next year. Now it’s time for the NFL football millionaires to take some time off. I’m talking about the NFL players, of course. AMEN.

The Wall Street Journal reported on January 26 that“dozens of people The Wall Street Journal interviewed who have worked at Mr. Wynn's casinos told of behavior that cumulatively would amount to a decades-long pattern of sexual misconduct by Mr. Wynn,” and claimed that Wynn had “sexualized his workplace and pressured workers to perform sex acts” using his power and influence as their boss and a major figure in the gaming industry. Among the incidents detailed in the report was a case where Wynn allegedly forced a manicurist to have sex. Wynn paid $7.5 million to settle the case out of court, a fact that MGC was not made aware of during its initial background check on Wynn in 2013.

The fallout from the report was swift, as Wynn was forced to resign as the finance chair of the Republican National Committee, the company’s stock plummeted, and a number of universities removed his name from campus buildings and revoked honorary degrees.

MGC will continue its investigation into the affair regardless of Wynn’s resignation. According to MGC investigators, the inquiry will look into who knew what about the alleged incidents and

ast week the Massachusetts Senate passed a supplemental budget that includes $15 million for school districts educating students from Puerto Rico and the U.S. Virgin Islands who were displaced by hurricanes Maria and Irma. Since September 2017, more than 2,300 stu-

dents have arrived in Massachusetts from Puerto Rico and the U.S. Virgin Islands and enrolled in schools across the state. â&#x20AC;&#x153;This funding will provide critical support for the Commonwealthâ&#x20AC;&#x2122;s schools that have experienced the recent arrival of students who were

displaced after the devastating hurricanes that hit Puerto Rico and the U.S. Virgin Islands,â&#x20AC;? said Senator Sal DiDomenico (D-Everett), Vice Chair of the Senate Committee on Ways & Means. â&#x20AC;&#x153;It is of the highest importance that we do everything we can to ensure these students feel welcomed and that our schools have the support they need to educate all of their students.â&#x20AC;? â&#x20AC;&#x153;The expenditures the Senate has approved today are

he Zoning Board of Appeals unanimously approved a significant senior and affordable housing project on Broadway Monday night, which was described by Mayor Carlo DeMaria as â&#x20AC;&#x153;a home-runâ&#x20AC;? and â&#x20AC;&#x153;exactly the kind of development Everett needs.â&#x20AC;?

S i n c e l a s t y e a r, C h e l sea-based nonprofit The Neighborhood Developers

has been attempting to create a large development on the former St. Thereseâ&#x20AC;&#x2122;s Church site on Broadway and some adjacent parcels, building a new 77-unit, mixed-use affording housing complex, an onsite senior medical care facility and six market-restricted three-bedroom condos which would be sold to income-restricted buyers. Of the six family condos, 70 percent will be reserved for Everett residents,

and 70 percent of 77 senior units will go to Everett seniors.

Half of the one-bedroom units will be rented for $1,000, and other half for 30 percent of the residentâ&#x20AC;&#x2122;s income.

Despite some neighborhood opposition from residents concerned about parking impacts, the project has received the backing of many public officials and housing

Parents speak out against school layoffs Dear editor, We are parents of a wonderful 12 year old son, who is currently a 6th grader at the George Keverian Middle School in the Everett Public Schools. We are very thankful for all the hard work teachers, support staff and school administrators do not only for our son, but for all the children in our schools.

There is no way that the city of Everett can move forward on the cuts that it is proposing to the schools without causing unreasonable disruption and harm to the education we want for all of the children in our Everett Public Schools. If we truly believe that “Everett Schools are Everett’s Pride,” then we need to adequately fund our Everett public schools to show a real commitment to our children and the future of our city.

All of the students in the city’s public schools deserve to have access to a variety of opportunities and to benefit from the expertise of many different educators.

Our community is wonderfully broad and diverse, so naturally there are many needs to be met in our schools. Drastically shrinking the staff will inevitably limit opportunities, and once they are gone, children who missed out cannot get those opportunities back.

Mid-year cuts of this magnitude are shocking and raise

a dire warning about how our community is managing itself.

We are not gambling on our children’s future, so we plan to attend the City Council meeting on Feb. 12 to defend public education in Everett and hold our elected leaders accountable for doing the same.

here was a great turnout on Tuesday at the weekly Everett Kiwanis luncheon at Everett High School’s Crimson Cafe where guest speaker, Mayor Carlo DeMaria, addressed the membership of the current state of affairs in Everett including Wynn Resort, the potential teachers’ layoffs, and the

city future in general. Also present were the student officers of Everett High School who obviously had a lot on their mind and were hoping to get a word in with the mayor. Addressing the Wynn Casino, DeMaria stated that all was well despite the ongoing news of the company’s owner, Steve Wynn and said the

With so much at stake, Mayor DeMaria has never shied away from his critics or detractors because his accomplishments place him above petty jealousy and social media hacks. As it’s been said many times, stand your ground, Mister Mayor; and don’t let them bring you down.

The Madeline English School will suffer 16 layoffs, followed by the Lafayette (11), Webster (seven), Whittier (nine), Parlin and Keverian (eight each), Devens (four) and Adams and Webster School Extension (three each). Six staff members in the administration building are scheduled to be laid off, as well as five district-wide employees.

The $2 million in savings from staff reductions will be added to $3.2 million EPS is expected to receive from city government, and $1.3 million it can use from revolving accounts. That adds up to $6.5 million, reducing the budget gap to $2.5 million. Monday night, the School Committee voted to draft a formal request to the City Council asking for the funds needed to avoid any layoffs. The City Council meets again on Monday, Feb. 12.

Looking into the future, concerns are mounting about how the schools are going to be funded over the long haul.

School Committee Member Frank Parker lamented national and statewide funding trends that are “going the wrong way,” and the School Department’s struggles to formulate a plan that doesn’t require supplemental budgets “every 10 months.”

“We’ve achieved so much,” Parker told the packed Everett High School Library on Monday night. “How do we maintain that going forward?”

Unexpected expenditures In addressing the School Committee, central administrators detailed how the $9,128,998 budget gap results from $6,233,131 in unexpected expenditures and $2,895,867 in anticipated revenue the district is not receiving (or has yet to receive). The lost revenue includes $1.5 million in Medicaid reimbursement, $1,005,747 in Chapter 70 funds from the state, and the elimination of $357,120 in grants.

The facility houses classroom space for approximately 300 preschool and kindergarten students, alleviating overcrowding at the Keverian, Parlin and Webster elementary schools. Another significant unexpected expenditure resulted from the city’s decision to lease space to PCSS in the old Everett High School on Broadway for the 2016-17 school year.

The School Department was charged $1.36 million in tuition for Everett students who attended the expanded PCSS, far more than the $96,000 the city charged in rent. (PCSS has since moved to a different lo-

Traditionally, districts received additional money for students who are enrolled in the USDA’s free and reduced-price lunch program.

Now students must be signed up for one or more of the following state-administered programs: the Supplemental Nutrition Assistance Program (SNAP), the Transitional Aid to Families with Dependent Children (TAFDC) program, the foster care program of the Department of Children and Families (DCF), and Medicaid.

“Altering the formula epitomizes the idea of a ‘game changer,’” said Assistant Superintendent of Schools Charles Obremski prior to Monday’s meeting. “We have a substantial immigrant population, and many of those families do not

qualify for programs like SNAP because they haven’t been in the country long enough.

Therefore, they are not factored into the funding equation. Since the changes were enacted two years ago, the impact has been crippling to communities like ours.”

Obremski estimates the old funding formula would have resulted in a $6-8 million bump in the School Department’s 2018 budget — a

A far more immediate issue is that Everett’s 2018 Chapter 70 funding is based on its enrollment figure from October of 2016 (7,078). As of Feb. 1, 2018, Everett’s student population was 7,213, meaning the district has 135 more students than it receives funding for – which equates to the aforementioned $1,005,747, or roughly $12,000 per student.

Reduction in services Even if EPS receives the money it needs to avoid layoffs, officials warn that this isn’t a passing storm. Without greater funding for next year’s budget, School Department officials said, the district will be hard-pressed to fund programs and positions seen as paramount to its ability to meet the needs of its diverse student population.

“Consider interventionists,” said Superintendent Foresteire. “We are not mandated to employ interventionists,

“At some stage, we have to look at the financial commitment we’re making to the schools,” said Superintendent Foresteire. “These cuts are designed to make sure we don’t end the school year in a deficit.

They don’t address long-range concerns. Hopefully, something can be done to restore our lost Chapter 70 funds. Locally, it would also help to receive a greater contribution from city government.”

Net school spending The School Department’s fiscal year 2018 budget is a shade more than $70 million, an increase of only 1.6 percent over 2017. Everett’s per-pupil spending annually ranks among the lowest in the state, and the city’s commitment to

Of the state’s 322 school districts, Everett ranks 42nd from the bottom in what it receives above net school spending – 102.3 percent – fractionally more than Malden (102.2).

The state average is 20 percent above net school spending. Revere spends at 105 percent, Peabody at 112, Somerville at 120 and Medford at 122. Among its neighboring cities, Everett fares better than Chelsea, which is funding its schools at 98.9 percent for fiscal year 2018. (These figures are from 2016, the most recent available figures released by the Massachusetts Department of Elementary and Secondary Education.)

This year the city allocated $2 million above net school spending, but school officials point out that the figure was offset by the unexpected expenditures outlined during Monday’s meeting.

“Make no mistake, the Mayor and the City Council have been very supportive, and they’ve worked cooperatively with the School Committee to hash out financial issues in the past,” Superintendent Foresteire said. “But I would respectfully ask our city’s leaders to take a big-picture look at how we’re funded.”

If Chapter 70 and net school funding aren’t boosted, the district could be forced into making operational changes.

“Remember, the 110 employees we are regretfully letting go represent savings that account for less than 3 percent of our entire budget,” Superintendent Foresteire said. “At some point, we’d have to examine vitally important, but not mandated, programs, such as preschool.”

Everett basketball team celebrates two wins and another milestone

Tide basketball team takes down Marblehead, but Conference is on the line against English

T

he Everett girls’ basketball team is still rolling thanks in large part to the performances of star senior Yasmeen Guerrier. She has been a force both on her team and in the Northeastern Conference at large this season. Last Friday night, she recorded her 1,000th point as a high school basketball player in Everett’s 63-58 home victory over Beverly.

The Crimson Tide followed up with a 61-37 win against Marblehead on Tuesday night.

Guerrier is the second Everett High School player to crack a major milestone this season.

In January, boys’ basketball star Ghared Boyce became the highest-scoring male player in school history. “Yasmeen has been a four-year varsity player and has been a truly wonderful student as well,” said Everett athletic director and basketball coach John DiBiaso. “Girls’ basketball coach Tammy Turner has done a phenomenal job developing both Yasmeen and the program, and I couldn’t be happier.

“To have both Yasmeen and Ghared reach big milestones this year is truly special. It speaks to the quality of our athletes, and, more importantly, their individual hard work and sacrifice and the support they get from their parents, teachers, teammates and the whole Everett community.”

a 1999 graduate who attended Dartmouth and had 2,019 points during her four-year high school career.

For Turner, Guerrier’s career has been dominated by consistency. “She’s always one of our top scorers each night,” said Turner. “She brings consistency into the way she plays.

She’s always [making] at least 80 percent of her foul shots each night, and she’s danger-

ous from three-point range.”

The Crimson Tide, who are 10-5, are in the state tournament but are looking to win a few more games to up their playoff seeding. Everett’s next game is tonight against Lynn English. It’s also Senior Night.

“We want to win for our seniors, but it’s going to be a tough game, too,” said Turner. “English are pretty scrappy.

They’re very fast-paced.”

Downs all-time EHS point scorer

With the spotlight on EHS boys and girls basketball super-stars Yasmeen Guerrier (girls) and Ghared Boyce (boys), and deservedly so, we shouldn’t forget another EHS hoop great: Keri Downs. A Class of 1999 all-star, Downs holds the all-time girls and boys scoring record with 2019 points during her four year career at EHS. Downs went on to play basketball at Dartmouth, where she led the Ivy League in free-throw shooting in her last season at 86.3 percent.

“But I don’t want to talk about that yet,” DiBiaso said. “ We had a strong game against Marblehead this week and a good one against Beverly last Friday, but maybe our toughest game of the season is coming up next this Friday against Lynn English, so we’re just taking it one game at a time.” The one game at a time approach may be cliché, but it’s also been part of the DiBiaso-led Crimson Tide’s success this season and beyond.

On Tuesday, Everett beat Marblehead, 74-44, to improve to 13-1 on the season. “First off, I don’t think the score tells the whole story,” said DiBiaso. “Marblehead are a very strong team in a very competitive Northeastern Conference. We had to play our best to win the way we did. Although I’m pleased with winning by 30 and all our offense, it was our defense that was really pivotal. We have to play more good defense on Friday night.”

Ghared Boyce kept up his impressive form, notching 25 points on the night to lead the Crimson Tide offense. Monte Campbell pitched in 14 to help his offense go the distance. “Really strong night from Ghared and all the guys when it came to scoring,” said DiBiaso. “I think our defense played a big part in getting us so many looks. With our offense the way it is, defense turned into more points.”

Lynn English, who are 14-2 on the season, are the next barrier in front of Everett.

The game will be played tonight at Lynn English, with a 7 p.m. tip-off, and has huge implications for winning the Northeastern Conference.

“Like I said, this might be the biggest game of the regular season,” DiBiaso said. “We are expecting a very difficult team in a very hostile envi-

ronment. I think if we continue our momentum – especially on defense – we’ll do well. We need to against a team like this.”

Everett football players make college commitments Everett football wide receiver Jason Maitre headlines a handful of Crimson Tide student-athletes who made their college commitments on Wednesday. Maitre, who won his second consecutive Super Bowl this year with the Everett football team, is headed to Boston College. He will join his older brother, Richard, who now attends Pittsburgh State, at a Division 1 athletic school. “Jason had a great year for us but overall had a great four years at Everett,” said Everett athletic director and football coach John DiBiaso. “He has been a wonderful leader on and off the field. I am very proud of him and I tip my hat to his mother, who has raised him and his four brothers beautifully. She has done a great job with her children.” Maitre is joined by a handful of his teammates in making a college commitment.

DiBiaso was adamant that Everett student-athletes deserve all the credit for their personal success. “We push them in the right direction, but all the success belongs to them,” said DiBiaso. “They work hard, they balance school, and they are talented on the athletic fields. The kids deserve all the credit. When a student gets a scholarship to a university, we take a lot of pride in it, but it really is all them.”

Everett teens participate in national substance abuse–prevention event D

uring the week of January 22, students at Everett High School were greeted with educational facts during morning announcements by Everett High School Principal Erick Naumann, such as, “Did you know that 83 percent of Everett High School students do not drink alcohol? More health education, more awareness and more afterschool and extracurricular activities have greatly contributed to reduce underage drinking and promote safe and healthy opportunities for teens.” The message was crafted by youth leaders from Teens in Everett Against Substance Abuse (TEASA), as part of National Drug and Alcohol Fact Week (NDAFW).

Each morning, students and staff learned about the impact of substance misuse on health and risks associated with driving under the influence, underage drinking and tobacco.

Launched in 2010 by the National Institute on Drug Abuse, NDAFW was created to stimulate students’ understanding of substance use, science and addiction through creative methods to reach peers. In 2018 there

In Everett, TEASA participated in several ways. In addition to daily all-school morning announcements at Everett High School, TEASA collaborated with the Everett Teen Enrichment Center to post messages and a creative display in the school entrance.

“Being aware of what is go-

ing on in this world is key to prevent the harmful effects of it, help our community and be models for younger generations,” shared Saphir Alexandre, 17, a senior at Everett High School and a Peer Leader with TEASA. It was important for members to identify the information necessary to share with their peers. “It shows that we can

all be a part of something and that there are options for teens to be involved,” added Aissata Dansoko, 15, a junior at Everett High School.

“Being part of something so interesting and unique can be really helpful and give us great experiences for the rest of our life,” added Alexandre.

About the Everett Community Health Partnership–Substance Abuse Coalition (ECHPSAC) and TEASA ECHP-SAC is a community-based prevention coalition, and TEASA is led by Cambridge Health Alliance’s Community Health Improvement Depar tment. Since 2003, ECHP-SAC has been committed to bringing together and mobilizing Everett’s diverse community to address issues associated with substance abuse while promoting positive health and well-being, especially among youths.

Through a range of prevention efforts, the coalition uses multiple strategies in multiple settings to change the social norms on alcohol, tobacco and other drug use.

TAX DEDUCTIONS FOR SELF-EMPLOYED F or those of you who are self-employed and file Schedule C, Profit or Loss From Business, you are able to deduct state taxes on this schedule. Any state tax that might be assessed against the gross income is deductible. Any state income tax that is assessed against the net income must be claimed on Schedule A as an itemized deduction. There is no deduction for federal income taxes paid on either the federal income tax return or the Massachusetts income tax return.

If your business has any employees, you can certainly deduct payroll taxes paid with respect to any wages paid to the employee such as FICA (social security retirement and Medicare) taxes and FUTA (federal unemployment) taxes. You may also deduct Massachusetts unemployment taxes paid as well on Schedule C. You are entitled to deduct one half of your self-employment tax on page one of your Form 1040 as an AGI (adjusted gross income) deduction. The self-employment tax is essentially the mechanism that the IRS utilizes in order to collect the 7.65% in FICA withholdings from the self-employed individual as well as that individual’s match (just like an actual employer has to match the 7.65% FICA withholding for all of its employees).

For calendar year 2018, many homeowners in the state of Massachusetts will lose a lot of SALT(state and local tax) deductions as each taxpayer is now limited to $10,000 per year on Schedule A as an itemized deduction. If you happen to live in a city or town where your real estate taxes are $10,000 and you have another $5,000 in Massachusetts income taxes, you will be limited to a total of $10,000 during calendar year 2018 in SALT deductions. Beacon Hill Roll Call records local representatives’ and senators’ votes on roll calls from the week of January 29 – February 2. $15 MILLION FOR PUERTO RICO (H 4160, S 2280) House 153-0, Senate 38-0, approved different versions of a fiscal 2018 supplemental budget. The Senate version now goes to the House for consideration.

Both versions include $15 million to help school districts educate students who came to the Bay State from Puerto Rico and the Virgin Islands following Hurricanes Maria and Irma. Another $420,000 is in both versions for the Massachusetts Commission Against Discrimination (MCAD) to hire additional employees and to conduct training on sexual assault and harassment to address the recent rise in these complaints.

Supporters said the $15 million will help reimburse cities and towns for the additional costs of absorbing an estimated 2,400 new students who fled here with their families following the hurricanes. They argued that the additional funding for the MCAD is needed in order for it to do its job properly.

“This funding supports school districts across the state that have faced a sudden influx of new students,” said Sen. Karen Spilka (D-Ashland), Chair of the Senate Committee on Ways and Means. “It is our duty to welcome these students with open arms and ensure they continue to have access to high-quality education.”

This law was put on the books decades ago to ensure that used car sales were tracked so that police and other law enforcement could access them. The bill would allow the information to be maintained in the dealer’s online database.

Supporters said dealers switched to online record-keeping years ago but under this antiquated law are still required to also maintain this hand-written book which duplicates what is online and is a waste of the dealer’s time. They said they don’t know of a single case in the past few decades in which a law enforcement official has asked to see this book.

The plan would include accelerating the development of treatments that would prevent, halt or reverse the disease; helping to coordinate the health care and treatment of individuals with the disease; ensuring the inclusion of ethnic and racial populations, who have a higher risk or are the least likely to receive care for the disease; and implementing a strategy to increase the diagnostic rate.

Another provision requires doctors, physician assistants and nurses to complete a one-time course of training and education on the diagnosis, treatment and care of patients with Alzheimer’s, dementia and other cognitive impairments.

The measure also creates an Advisory Council on Alzheimer’s Research and Treatment to work with closely with state agencies and the Legislature.

“Alzheimer’s disease is a growing epidemic. It’s impacting hundreds of thousands of Massachusetts residents,”said Jim Wessler, President and CEO of the Alzheimer’s Association, Massachusetts/New Hampshire Chapter.

Supporters said that this disease affects more than 120,000 people in the Bay State and according to the Alzheimer’s Association, that number is projected to increase by 25 percent to 150,000 by 2025. They argued deaths from Alzheimer’s have nearly doubled from 2000 to 2014 and it is time for the state to step up to the plate and lead the way in the care for people with Alzheimer’s and in the fight to eradicate it.
