Manoogian and School Committee Member Linda Gaieski co-chaired the 21-member Superintendent Search Committee that spent many hours screening an original field of 21 candidates. It was a select group of people that included teachers, parents, school administrators, principals, town officials and ordinary citizens.

The group benefited from the guidance of Kenneth L. DeBenedictis of the New England School Development Council.

The paid consultant had been involved in about 40 previous superintendent searches.

The state Open Meeting Law allows for the creation of a preliminary screening committee or a subcommittee of a public body to conduct the initial screening of potential job applicants in executive session.

Indeed, it is referred to in the law as â&#x20AC;&#x153;Purpose 8â&#x20AC;? and is one

of the 10 reasons for which a public body may vote to hold an executive session.

The law notes that a public body is not required to create a preliminary screening committee to consider or interview applicants. â&#x20AC;&#x153;However, if the body chooses to conduct the review of applicants itself, it may not do so in executive session,â&#x20AC;? according to the Open Meeting Law Guide. â&#x20AC;&#x153;This purpose does not apply to any stage in the hiring process after the screening committee or subcommittee votes to recommend candidates to its parent body,â&#x20AC;? it states. This is an important point to keep in mind: There is no legal basis for a screening committee after the screening process has reached the stage of identifying and interviewing finalists.

When a public body proposes and votes on a screening committee, the chair is required to state on the record that having the discussion in an open session â&#x20AC;&#x153;will be detrimental to the public bodyâ&#x20AC;&#x2122;s ability to attract qualified applicants for the position.â&#x20AC;? Another requirement provides that a preliminary screening committee contain less than a quorum of the members of the parent pubic body. And, of course, the

Town Meeting Member Albert DiNardo discusses Finance Committee’s Health Benefit Analysis report Editor’s Note: For this week, we sat down with veteran Town Meeting Member Albert J. DiNardo to talk about the Health Benefit Analysis report presented during the final session of the Annual Town Meeting this week. The report came in response to a nonbinding resolution that DiNardo initiated last year. He sought a study of how health benefits impact the town’s budget, hoping to prompt public discussion of the escalating costs the town is facing. DiNardo, 52, is a lifelong resident of Saugus who has served as a Town Meeting member for 30 years. During his first decade at Town Meeting, he represented residents of Precinct 8; for the past 20 years, he has represented Precinct 4. He attended Saugus Public Schools through Middle School. He is a 1984 graduate of Essex Agricultural and Technical High School in Danvers. He attended Salem State College for one year, majoring in economics. DiNardo later attended Essex Agricultural College, where he received an associate’s degree in horticulture.

He started a small landscaping business 34 years ago, serving Saugus and surrounding communities. He is currently the president of the Saugus TV Board of Directors. DiNardo’s involvement with local government service also includes the Tree Committee, the Recreational Pathways Access Committee, the Aggregate Post Closure Committee and the Sidewalk Committee. He was a top leader in the successful campaign to recall the selectmen who voted to fire Town Manager Scott C. Crabtree three years ago. The new board rehired Crabtree. DiNardo was unsuccessful in a 2000 cam-

paign for state representative, running as an unenrolled candidate. DiNardo is a member of Saugus Action Volunteers for the Environment (SAVE) and the Knights of Columbus.

Q: You introduced this resolution last year for a study on how on how employee health benefits impact the town’s budget. You’ve had a chance to digest the report. What’s your reaction to it?

A: Prior to me getting involved in small business, I was hoping when I graduated from High School to have a career in economics … I was studying macroeconomics, so this has sort of been up my alley – crunching numbers and finances. And I read the bud-

Gibson demolished our beloved Red Sox in the 1967 World Series. This was the year of the â&#x20AC;&#x153;Impossible Dreamâ&#x20AC;? of Carl Yastrzemski, Jim Lonborg, and Tony Conigliaro who rejuvenated Boston baseball and had all New England excited about our Red Sox becoming World Champions. But it was not to be. Hoot Gibson ended the dream.

Pack Robert â&#x20AC;&#x153;Hootâ&#x20AC;? Gibson was born in Omaha, Nebraska on November 9, 1935. As a youngster he competed in track, basketball and baseball for Omaha Technical High School. After high school he

Gibson was awarded a full scholarship to Creighton University to play basketball. As a junior he averaged 22 [points per game and was a third team Jesuit AllAmerican. He became a professional in basketball and baseball playing for the Harlem Globetrotters and the Saint Louis Cardinals. In 1959 he decided to concentrate on baseball.

He became a starting pitcher for the Cardinals in July 1961, an All-Star in 1962, won 2 of the 3 games he pitched in the 1964 World Series, and won 20 games in a season for the first time in 1965. He downed the Red Sox in the 67 series by winning the 1st, 3rd, and 7th games to secure the title for the Cards.

He allowed only 3 earned runs and 14 hits over his 3 victories.

He then followed that performance by posting a 1.12 ERA in 1968, and striking out 17 of the Detroit Tigers in that yearâ&#x20AC;&#x2122;s World Series.

During May of the 1962 season Gibson pitched 22 and 2/3 consecutive scoreless innings and finished the season being named for the first time to the National Leagueâ&#x20AC;&#x2122;s AllStar Team. In 1964 the Cards battled the New York Yankees.

get and read the budgets of other cities and towns, so what jumped out at me is obviously the line item of medical expense. In some years, it was going up a million dollars. Most recently, weâ&#x20AC;&#x2122;re at $13.5 million for about a $90 million budget. I think we all understand that medical is not growing at 2 or 3 percent.

Most of the time, itâ&#x20AC;&#x2122;s growing at 8 or 9 percent, if not more, so last year I introduced a resolution â&#x20AC;&#x201C; and there was a little bit of controversy with that, on resolutions in themselves, that got cleared up by the moderator, because there were questions as to whether we could present a resolution without it being on the warrant. And resolutions are a way that a Town Meeting can speak its mind, because although we are shackled to the warrant, a resolution gives Town Meeting the ability to speak on any issue that is pertinent to that day. Other than that, we have to wait two weeks and get the amount of signatures needed to put something on the warrant. Although itâ&#x20AC;&#x2122;s not binding, a resolution is an opportunity to put something before Town Meeting without having to put it on the warrant.

Q: Are you happy with the results â&#x20AC;&#x201C; this report by the Finance Committee, which has come out?

A: Yes, Iâ&#x20AC;&#x2122;m happy with the report. Itâ&#x20AC;&#x2122;s deeper and has a lot more information than I thought we were going to get. Itâ&#x20AC;&#x2122;s very in-depth.

Q: Whatâ&#x20AC;&#x2122;s the most significant part of the report?

Thereâ&#x20AC;&#x2122;s a lot of data in it.

A: Well, you k now, the trends from 2014 to 2023 â&#x20AC;&#x201C; tt tells us where we are and

In 1969 Gibson won 20 games losing 13 with a 2.18 ERA, 4 shutouts and 28 complete games. On May 12th he struck out 3 batters on 9 straight pitches becoming the

15th pitcher to throw an â&#x20AC;&#x153;immaculate inningâ&#x20AC;?. He became the third pitcher to complete a 200 strikeout career in 7 different seasons. In 1971 he recorded a no hitter against the Pittsburgh Pirates who went on to win the World Series that year.

Gibson was above adequate with the bat. During his career he batted .206 with 44 doubles, 5 triples, and 24 home runs. He added to his honors with 144 RBIs, stole 13 bases and walked 63 times.

Gibson was an All-Star 9 times, World Series champion 2 times, National League MVP, 2 times NL Cy Young Award winner, and 2 times World Series MVP.

Budget opponent didn’t vote the way he intended Finance Committee member’s vote was flawed because he failed to communicate verbally

By Mark E. Vogler inance Committee Member Steven DiVirgilio said he opposed the town’s operating budget in its entirety.

But DiVirgilio, who is also a Town Meeting member of Precinct 10, failed to make his intentions known when the Finance Committee approved the budget line item by item at its May 23 meeting.

He only said “no” to the Saugus School Public Schools and the moderator budgets for the 2019 Fiscal Year that begins July 1 and to the town

And if you are going to study macroeconomics, you want to study trends. And it shows us that we could have a potential tsunami wave or a financial issue here for the community that needs to be dealt with.

Obviously, because of Prop 2 ½ in the early 1980s, the town is limited by 2 ½ percent of its levy. With as much growth that we could have, we are limited in taxation by how it’s spread out. Ultimately, the town can only take in 2 ½ percent. And also, local state aid has been pretty much levelfunded for the last 18 years.

Beacon Hill has given us very little increase in local aid.

Q: What sort of stuck out like a sore thumb for me in reading the report – that by 2023, close to one out of every five tax dollars …

A: ... will be going to medical insurance, and that’s something that we need to look at, or things aren’t going to work out very well. Town Meeting adopted the Local Option Meals tax, I think about five or six years ago, and we’re netting about a million dollars on that. The state is at 6.25 percent. We’re at 7 percent. Last time I checked, we were netting about a million dollars just off the meals tax. And the hotel tax … I think it was $800,000 or $900,000, approximately, so Town Meeting has enacted everything it can do, and also, we’ve rezoned Route 1 to get away from retail, because 6.25 [percent] all goes to Beacon Hill. If you got restaurants and motels, it sort of strengthens up that kind of income. That’s sort of been the strategy of the administration and Town Meeting. But back to the medical insurance benefits – I’m very happy with the report. Saugus is unique in the sense that we pay 90 percent medical to town em-

In fact, a review of the SaugusTV Cable television recording showed that never participated in the voice vote taken of each of the line items for salaries and expenses of the town Departments.

DiVirgilio assumed that it was permissible for him to explain his vote in writing.

But Finance Committee Chair Kenneth DePatto and Town Counsel John Vasapoli said this week that DiVirgilio’s written vote was contrary to the Open Meeting Law and was not an accept-

able way to vote.

The official minutes of the May 23 meeting will only show that DiVirgilio voted in opposition to the School Department and moderator budgets.

At last month’s meeting, DiVirgilio told DePatto that although “I didn’t verbalize it,” he cast his vote in writing.

“Going forward, I will say ‘No’,” DiVirgilio said.

DePatto told The Saugus Advocate this week that official record will not have DiVirgilio voting in opposition to every item of the new budget.

In an interview after Monday night’s meeting, DePatto said he was concerned that an earlier story reported inaccurately a 6-1 vote by the Finance Committee in a favorable review of the proposed $87-million spending plan.

“I’m concerned it’s going to give the public inaccurate information,” he said.

The official record will only show DiVirgilio voting against the School Department and moderator budgets, according to DePatto..

In a statement last month explaining his overall opposition, DiVirgilio said he disagreed with the growth rates “in many areas” in the budget.

“If these growth rates persist into the future, they will be passed on to taxpayers beyond a 2.5% annual tax rate levy limit. It is difficult to estimate when this will happen, but certainly less than 10 years,” he said in an email to The Saugus Advocate.

A: Yes. This is something we need to deal with, either through earmarking some sort of growth off Route 1 or looking to State Rep. Wong for some guidance, because there are 350 other communities dealing with this as well.

Q: One of the things that comes up often is how Saugus pays comparatively lower salaries than other municipalities. But the medical benefits are sterling and lot better than the other communities.

A: I don’t know what the answer is, but if you did a dollar-per-dollar switch over the pay vs. medical – that’s up to

the administration – it [health benefit costs] wouldn’t grow at 8 or 9 or 10 percent. Maybe if you shift x-amount of dollars over to pay, now it’s not going to grow at 10 percent, but I don’t have that authority. Negotiations are done by the administration – the town manager. I’m just glad the Finance Committee has furnished us with this informa-

Sachems aim to stay distraction-free

This should be an exciting time for Saugus, with their baseball and lacrosse teams both in the post-season. The Sachems played Lynnfield onThursday night (print deadline) in the opening round of the state tournament.

Saugus went 10-10 during the regular season and entered the post-season as the 15th-seed; Lynnfield, their opponent, are the 2nd-seed. But Luis has been preaching patience and has been very satisfied with what his group has offered up all year. This isn’t

a Sachems outfit that will get distracted.

“For us our priority has been to get through as many games as possible,” Luis said. “We’ve responded well in practices and in games this season, and we’re very happy with how we got into the state tournament.”

Lady Sachems primed for state tournament chance

“I like how we finished up on a high note playing very good softball,” Almquist said.

“After suffering a number of close losses and starting the season 4-7, it would have been easy to let frustration set in.”

he added. “Hopefully, this is something that we can build on heading into the tournament.”

The Sachems will have to improve on some areas if they hope to make a deep tournament run – Almquist wants to see better situational hitting and his team jump on its opponents earlier in games.

That said, Almquist is proud of his group for making the tournament and playing gritty, come-from-behind softball to earn results.

“We want to play hard, enjoy the experience and have fun,” said Almquist of what he’s looking for out of his team in the playoffs. “There are a number of teams that would love to be in this position right now who unfortu-

MIAA Missing in Action So where is the MIAA when you need them?

Probably in hiding, or trying to duck reporters’ calls.

I figured that somebody there would be a good person to talk to -- at least to put the cigar controversy at Saugus High School graduation into some kind of context.

I called there repeatedly for several days this week to Richard Pierson, the person who I was told was in charge of media relations for the Massachusetts Interscholastic Athletic Association.

For one thing, I needed to clarify some media reports that the MIAA had issued the suspension of the seven Saugus High student athletes.

Has the MIAA initiated any past disciplinary action against student athletes for violations of this nature, this year or in the recent past?

Does your office have any statistics on that?

Those were a few of the questions I posed to Pierson in an email.

But, he never phoned or emailed me back.

But, after hearing all the criticism heaped on this agency over the years, frankly, I am not surprised that I never received an answer.

Then again, why would an agency like that care about a little outreach to the public.

They have done a pretty good job in recent years in ruining a few of the high school football rivalries on Thanksgiving Day by some crazy scheduling.

And I’ve heard coaches and school officials throughout the state say how useless the MIAA is. Maybe they are right.

Town Meeting concludes with a debate over unused street money

But I think it’s important that Beacon Hill be aware of this. I think it’s really something we need to speak to Beacon Hill about – with other communities. State Rep. Donald Wong should be involved in this and be taking the lead on this issue to head this off at the pass. I’d like for us to be ahead of the issues here.

Q: So what’s the next step?

You have this report now. Last year was the resolution. And it looks like this report is pretty comprehensive.

A: Like I said at Town Meeting, the Finance Committee is the arm of Town Meeting – they’re an arm of our body.

They do the detailed financial work and make their own recommendations to us. Although this is nonbinding, it is serving notice to the Finance Committee. Now, I want to remind you that the Finance Committee – this body of Town Meeting – had a nonbinding resolution on the library … that the library would be funded. I think that was under a previous administration – instructing the Finance Committee to fund the library, because we were talking about closing the library, and the Finance Committee did do that, so although this is nonbinding, the numbers before us are very binding, unless the Finance Committee and the administration and others on Beacon Hill begin to deal with this tsunami wave coming our way.

Q: If you look at this report, there’s a lot of data. Are there any other impressions that you walk away with from this report beside the two things I pointed out?

A: Well, the different figures about health benefits were negotiated by each of the other communities, and that’s not in the purview of Town Meeting. That’s between the unions and the administra-

Crabtree said the money was actually funds left over a n d re a p p o r t i o n e d f ro m the Hamilton Street project, which he said was initiated by a previous administration.

Bartolo complained that streets in the neighborhood got asphalt sidewalks instead of cement ones. Crabtree said he agreed with Bartolo that ce-

“I really believe this money is supposed to go to the side streets off Hamilton,” Bartolo said, before making a motion to return the article back to the town manager.

Town Meeting members rejected that motion 30-15.

Members then approved the measure.

It’s there, but Saugus isn’t Wakefield or one of those other communities, and Wakefield is not Saugus, so it’s not fair to compare us to other communities without doing a more in-depth look. And maybe it is true that we are paying less [employee salaries] and it could be argued, but nevertheless, we need to deal with this somehow. That’s my contention here. And to go further …. People run down the Town Meeting … a gentleman came down to argue for a West Side fire station. People come down and ask these questions like it’s somehow Town Meeting’s fault, and I continue to furnish information as to why we have these problems. We don’t have the bells and whistles because of local aid. Our Vocational School payment is one of the highest and our Medical insurance. These are the things that are stopping a West Side fire station from happening that need to be dealt with if these people are serious about wanting a West Side fire station.

Q: Do you have any thoughts or ideas about how to impact this … to lessen the burden of health insurance?

A: Like I said at Town Meeting, I think that Beacon Hill and the unions – we have very strong unions and they have to realize that somebody has to pay for this. And I would suggest that they begin to lobby and contact state representatives and begin to somehow have the state come up with some sort of statewide plan in the future. I know we have the GIC [Group Insurance Commission]. I know there were some complaints about the copayments and all, but I think the Legislature really needs to look at this – the medical insurance – so that we know going forward, that in the next 20 to 30 years that we can sustain all of this. My issue is just sustainability.

If you look at some of the communities, some would argue that Hingham is a very high-end town – and they’re

paying 50 percent medical. I don’t know what you can make of that.

Q: Well, at least this report puts some focus on the issue and should prompt some discussion.

A: Right.

Q: And how many homeowners out there who are going to be concerned when they see these figures? What’s going to be their reaction? Like in 2023, close to one out of every five of their tax dollars are going to be going to employee health insurance benefits.

A: Right. I mean, I personally pay for myself over $800 a month at 52 years old, which isn’t bad right now. The question is, what’s my medical going to be in five years, so I’m starting to plan personally, by offsetting that with investments, for whatever is going to happen to me in the next five years, just to sustain that, and I think that’s the approach the town needs to take. If we want to keep it at 90 percent [town share] of medical, that’s fine, but where are we going to get this money from? The hotel tax? Are we going to earmark that and set it aside and say we’re going to put this in a medical trust fund if we choose to keep the medical at 90 percent?

This is not to – and I want to stress this – this is not to attack employees or attack the unions. This is to ensure sustainability for the community, and this benefits a union. You don’t want a Springfield or a Detroit, where a community could potentially go into receivership. And we know how that would have an adverse effect on union contracts. We don’t want that to happen, because they are our partners in the community. And we’re obligated to them as much as they are obligated to us, so this is a 50-50 game here. It’s not all on the taxpayer and it’s not all on the employees. It’s a compromise here.

Q: Is this not an opportunity for the Town Meeting to get involved, because a good percentage of Town Meeting

members are town employees?

A: Yeah. Although, despite the fact that a majority of them [Town Meeting members] are employees, the vote last year was nearly unanimous, with one vote against it and a couple of abstentions, so there were town employees that supported the resolution. And there was union leader – she was head of the teachers’ union – she supported it.

Q: I don’t mean supporting the resolution. I mean supporting some initiatives to help lessen the impact on the tax dollars.

A: Between Town Meeting and the Finance Committee – the Finance Committee really needs to dig deep into this line item – and the Board of Selectmen. They’ve been aware of this and I think they feel that something needs to be done to address this line item.

Q: So what’s the next step?

A: The next step is to see what movement we get on this. The information is out there. The chairman of the Finance Committee admitted (and I’ve had discussions with him) that this is an issue. I think it’s kind of enlightened people to what’s going on, and some people need to do their job on the Finance Committee. And this is a financial issue that needs to be addressed. They’re the ones that need to do the heavy lifting for us. They’re financial intelligentsia of our town. They’re the brains.

Q: I was surprised that there wasn’t more discussion on this report at the Town Meeting session the other night.

A: Right.

Q: I’m assuming that members had the time to read it.

Right?

A: Yes. I think the Finance Committee needs to have its own discussion on this. Town Meeting has made itself clear.

They know it’s obvious. The sort of vote the resolution got is very obvious to what Town Meeting wants: the will of Town Meeting. They want

this looked at, and they would want this addressed, somehow and some way.

Q: So you feel that the resolution which was introduced last year has accomplished more than what you expected?

A: Yes. And I think it has educated a lot of people that we have a problem that will be coming.

Q: And it looks like this report is significant enough that it should be posted in a noticeable place on the Town of Saugus website.

A: Right. It should be.

Q: Any other aspects of this issue that you would like to talk about? Other concerns that you would like to share?

Any other comment?

A: Just that I think it’s important for the public to know. … things like, with all our businesses on Route 1, why does Saugus have financial problems? Well, this is one piece of it, along with the vocational school [Northeast Metropolitan Regional Vocational Technical High School assessment] – our formula for the vocational school and local aid being level-funded for all of these years. And also the fact that we’re a net giver – 6.25 percent – in sales tax. Think of all the sales tax we’re giving the state, and there’s no local option on the sales tax, and retail is the lowest form of revenue for the community, because the buildings are assessed at a lower amount, rather than if we had a medical building.

And that’s what we’re trying to do with the rezoning, but it’s going to take time. We’re beginning to see the results of the rezoning. The administration had the foresight, along with Town Meeting, to see that we need to make a change in the zoning on Route 1 to sustain the town’s finances.

Q: Anything else?

A: If anyone really cares about the future of this community, they will read this repor t and be concerned about this for the overall fiscal health of Saugus. It’s that important.

“It’s a potential tsunami wave that could be heading our way,” Precinct 4 Town Meeting Member Albert J. DiNardo told his colleagues Monday night.

“And personally, I would like to be a little head of the curve and have warning so we can begin to deal with this now,”he said.

DiNardo was the author of the non-binding resolution approved by last year’s Annual Town Meeting, which requested the Finance Committee to request an analysis of health benefits for town employees.

“It tells us where we are and where we’re going,” he said.

DiNardo said his intent of initiating the study of health benefit costs was to focus attention on an issue that needs to be addressed by town officials, union leaders and state officials (See this week’s “The Advocate Asks for an interview with the veteran Town Meeting member). Town Meeting members endorsed DiNardo’s resolution overwhelmingly last year, by a 36 to 1 vote, with two abstentions.

The average benefit cost per employee is more than $15,000 annually, according to DePatto.

Incorporated into the report are forecast projections of the current costs, information from the Massachusetts Department of Revenue contribution rates from cities and towns participating in the GIC program and national averages of municipality contribution rates from the Bureau of Labor Compensation Survey, the executive summary noted.

DePatto said he was pleased with the 48-page report. “ The subcommittee did a very good job in compiling information and financial data that shows the potential growth in how health care costs could impact our operational budget if everything remains constant,” DePatto said.

Here’s a Checklist issued last year by the Attorney General’s Division of Open Government for creating a preliminary screening or search committee: • The preliminary screening committee doesn’t need any members of the parent public body, but it must contain less than a quorum of such members.

• Before entering executive session, the chair must declare that an open meeting will have a detrimental effect in obtain-

• The preliminary screening committee can begin considering and interviewing applicants in executive session.

Once there are finalists – at least two individuals to proceed onto the next level of consideration – those finalists must be considered in open session.

• A preliminary screening committee must create and approve minutes of all meetings, including executive sessions.

“I have read the report and it is not surprising to me that of the 18 communities surveyed, including more affluent communities, the Saugus contribution at 90% is the highest,” Manoogian told The Saugus Advocate yesterday.

“Along with the offering of the best Blue Cross plan. It is pointed out that by the year 2023, 1 in 5 or 20% of the budget will be devoted to employee and retiree health care,” he said.

Manoogian recalled that about eight years ago Town Meeting sought permission to join the state employee health care program known as the G.I.C. Saugus was the second community in the state to do so, he said.

“Generous contracts were negotiated with town employees, and in particular the teachers union, to obtain support for the move,” Manoogian said.

“It was not long after that (Town Manager) Scott Crabtree scrapped the G.I.C. after hearing complaints from the unions about high co-pays and deductibles,” Manoogian said.

Manoogian said he is not optimistic about the town initiating any significant changes to lower health care costs.

“Ultimately town unions and retirees must agree to changes, and like before those changes will come with a cost,” Manoogian said.

“It is the responsibility of the Town Manager to initiate such an effort. It’s my understanding this is unlikely to happen,” he said.

Six members of the lacrosse team and another on the baseball team got suspended because they smoked cigars to celebrate getting their diplomas last Friday at the Saugus High School graduation ceremonies. â&#x20AC;&#x153;We made the tournament last year, and the game was after graduation and seniors smoked cigars and didnâ&#x20AC;&#x2122;t get in trouble,â&#x20AC;? graduate Kevin Cucuzza tweeted on Sunday after learning of his suspension. â&#x20AC;&#x153;It wasnâ&#x20AC;&#x2122;t a big deal then and it shouldnâ&#x20AC;&#x2122;t be now,â&#x20AC;? he complained. â&#x20AC;&#x153;Excuse my language but I call Bull [expletive deleted]!,â&#x20AC;? cussed School Committee Member Elizabeth Marchese.

Marchese went on to say that â&#x20AC;&#x153;every year the traditional cigar smoking goes on in the presence of school administrators â&#x20AC;Ś and yes same this year.â&#x20AC;?

The suspensions â&#x20AC;&#x153;could have been avoided by just one admin telling them to put them out as soon as they were lit if it was that much of an issue,â&#x20AC;? she wrote. Marchese said the students should have been warned in advance.

si, Jr. defends the disciplinary action taken against the seven senior athletes. â&#x20AC;&#x153;The bottom line is this School District was made aware of the situation and were compelled to take action,â&#x20AC;? DeRuosi told The Saugus Advocate this week. â&#x20AC;&#x153;To do anything less is condoning it. I honestly feel this is all about consistency. State law clearly states you canâ&#x20AC;&#x2122;t have tobacco on school grounds. And itâ&#x20AC;&#x2122;s our policy. Itâ&#x20AC;&#x2122;s also against the MIAA [The Massachusetts Interscholastic Athletic Association] regulations,â&#x20AC;? the superintendent said. â&#x20AC;&#x153;If this was going on previously, then right now it becomes a teachable moment and itâ&#x20AC;&#x2122;s not going to happen anymore. Moving forward, I will spell it out,â&#x20AC;? he said. â&#x20AC;&#x153;Photographic evidenceâ&#x20AC;?

It was a joint decision by Saugus High School Principal Michael Hashem and Athletic Director James Bunnell that the School Department needed to take action after they learned of the photos on Saturday, according to DeRuosi.

Hashem briefed the superintendent about the situation, and DeRuosi said he agreed. â&#x20AC;&#x153;The kidsâ&#x20AC;&#x2122; photos were posted and they were popping up all over,â&#x20AC;? DeRuosi said. â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;re

While there werenâ&#x20AC;&#x2122;t any specific warnings about the cigar tradition before the graduation ceremonies, DeRuosi said the seniors should have known that any potential deviation from school regulations would be dealt with. â&#x20AC;&#x153;It was pretty clear to the senior class that all rules associated with all school events are in effect,â&#x20AC;? the superintendent said.

With the town prohibiting the sale of tobacco products to anyone under 21, it would be unacceptable for school officials to turn their backs on the situation, according to the superintendent. â&#x20AC;&#x153;Sometimes you need to do the right thing. It might be unpopular â&#x20AC;Ś Thereâ&#x20AC;&#x2122;s not going to be any more cigar smoking,â&#x20AC;? DeRuosi said.

He also noted that the cigar controversy wouldnâ&#x20AC;&#x2122;t even be an issue, except for the fact that graduating student athletes were playing in a postseason tournament. â&#x20AC;&#x153;MIAA policy is what it is,â&#x20AC;? he said.

The superintendent also noted that Saugus Public Schools has a â&#x20AC;&#x153;zero toleranceâ&#x20AC;? when it comes to alcohol and tobacco.
